PRESIDENT’S MESSAGE
Verna Paul
Thank you everyone for attending our Annual Awards Luncheon on May 21st at the lovely Carson Community
Center. Your display of support and contributions show your dedication to the mission of the PTA and what we
strive to accomplish which is to be the voice for all children. Next year’s luncheon is scheduled to be on May 20,
2015.
Dynamic officers of the Los Angeles Tenth District PTA we have completed our first term of office together. Many
have been elected for a second term while many are moving onto new assignments and schools. Each of you
have built a patchwork of projects and programs that will be rembered for years to come. I thank you for
fulfilling your obligation and giving it your best. You have taken me down many learning paths, invited me to
Founder’s Day celebrations, recycled art work exhibits, association meetings, talent shows, walk-a-thons, Tea in
the Park, mediation meetings to elections. I have truly, truly enjoyed attending each of these events, some of
them a bit challenging on occasions. We have learned a lot together and have achieved so much. Here are some
of our achievements.
Membership total of 12,916 as of June 25, 2014. That an increase of 1,094.
Record breaking attendance at our officers training workshops.
Organized 15 new units.
Reflections, Outstanding Interpretation Award by Ella Carter-Klauschie “One World” Castle Heights PTA.
She attended the National PTA Convention to present her dance to over 1,500 world wide delegates.
We had ten (10) entries recognized by the state PTA Reflection judges.
Continuing Education Scholarship – Lynn Ishii, art teacher at University High, received another $500
scholarship for Teachers from the California State PTA.
Host district for the 114th Annual PTA Convention here in Los Angeles.
Grand View PTA, received the “Take Your Family to School Week” Grant of $1,000.00 from National PTA.
We served 2,458 children due to the generous donations from Kurka Children’s Health Fund, local units,
and private donors.
Teachers Making a Difference, we had 7 teachers recognized at the convention. GREAT JOB!
Music Scholarship, 43 students awarded $200.00 to further their musical talent.
Keurig Coffee Brewers were awarded to 25 units by their council presidents.
We gave LAUSD $55,552,538.20 in volunteer hours. Total volunteer hours: 2,244,547
100% Connected Awarded to Mt. Washington Elementary PTA from the California State PTA
Los Ojos Bonitos Womens Club from San Pedro donated to our clinics $1,500,00
The California State has already been gearing up for to 2014/2015 Membership drive. The membership challenge
is: One to Grow On. Increase your membership by 1 member to be entered into a raffle for prizes. You will
ONLY receive one entry for the increase no matter if you increase by 1 to 1000. At the district level we will still
our special membership increase incentive. Teachers Matter…Members Matter will continue and they have
added March Male Madness which will be a special membership push in March 2015. Baskin Robbins Ice Cream
is sending coupons this year to give to all your members. McDonalds is still in negotiations. Membership
envelopes have arrived, the cost is $15.00 for a box of 500. In order to “scoop” up your membership cards and all
the wonderful coupons we require your Roster of Officers for the 2014/2015. This is a district policy. Spanish
membership cards will be available soon.
We have just begun to GROW. 2013/2014 was record breaking, but 2014/2015 we are going to blossom.

MENSAJE DE LA PRESIDENTA

Gracias a todos por asistir a nuestro Almuerzo de Premios Anual el 21 de Mayo en el encantador Centro de
Carson Comunidad. Su muestra de apoyo y las contribuciones muestran su dedicación a la misión de PTA y lo que
nos esforzamos por lograr que es el de ser la voz de todos los niños. El próximo año el Almuerzo de Premios está
programado para el 20 deMayo del 2015.
Los funcionarios dinámicos del Los Angeles Distrito Décimo PTA hemos completado nuestro primer mandato
juntos. Muchos han sido elegidos para un segundo mandato, mientras que muchos se están moviendo hacia
nuevas misiones y las escuelas. Cada uno de ustedes han construido una multiplicidad de proyectos y programas
que se recordarán en los años venideros. Les agradezco por el cumplimiento de su obligación y dar lo mejor de
usted. Que me han llevado en muchas rutas de aprendizaje, me invitó a las celebraciones del Día del Fundador,
obras de arte reciclado exposiciones, juntas de la asociación, concursos de talentos, walk-a-thons, té en el
parque, conversaciones de mediación a las elecciones. He verdaderamente, verdaderamente disfrutado de asistir
a cada uno de estos eventos, algunos de ellos un poco desafiante en ocasiones. Aquí están algunos de nuestros
logros.
Número totales de membrecias es 12,916 al 25 de Junio de 2014. Ese aumento de 1,094.

Reflexiones, Premio de Interpretación Destacada de Ella Carter-Klauschie “Un Mundo”
Castillo Heights PTA. Asistió a la Convención de Nacional PTA para presentar su espectáculo a todo el
mundo más de 1,500 delegados.
Tuvimos diez (10) inscripciones reconocidos por los jueces del estado de Reflexión PTA.
Becas de Educación Continua - Lynn Ishii, profesora de arte en la Preparatoria University, recibió otra
beca de $500 por los maestros de California PTA.
El Distrito anfitrió la 114ª Convención Anual PTA en Los Ángeles.
Grand View PTA, recibió el “Llevar a su familia a la Escuela Semana” Subsidio de $1,000.00 de Nacional
PTA.
Servimos 2,458 niños debido a las generosas donaciones de fondos de Kurka Salud Infantil, unidades
locales y donantes privados.

El Estado de California ha estado preparando para el 2014/2015 campaña de membrecias. El reto de membrecia
es: Uno para Seguir Creciendo. Aumentar su membrecia por 1 miembro que entre a un sorteo de premios. Usted
sólo recibirá una entrada para el aumento no importa si se aumenta por 1 o 1000. A nivel del distrito seguiremos
nuestro especial de aumento de membrecias de incentivos. Premio de Materia de Maestro…Materia de
Miembros continuará y han añadido Marzo Locura Masculino, que será un impulso especial en la membrecia de
Marzo 2015. El helado de Baskin Robbins envíara cupones este año para dar a todos sus miembros. McDonalds
está aún en negociaciones. Sobres de membrecias han llegado, el costo es de $15.00 para una caja de 500. En fin
de “obtener” sus tarjetas de membrecias y todos los cupones maravillos nosotros necesitamos la lista de los
nuevos funcionarios del 2014/2015. Esta es una póliza del distrito. Tarjetas de membrecia en español estarán

AFTER ELECTIONS OF OFFICERS
Each local unit has now elected their officers. Under
ARTICLE 5 – OFFICERS AND THEIR ELECTION, Section
10: The president-elect may call meetings of the
officers-elect and the principal of the school, or a
representative appointed by the principal, as necessary
to ratify the appointments of appointed officer and
chairmen of committees, to fill vacancies on the boardelect and to make plans for the coming year's work.
2014 MUSIC SCHOLARSHIP DONORS
Tenth District PTSA recognized the following
donors for their support of our 2014 Music
Scholarship Program at the District Awards
Luncheon on May 21. Each received a Certificate
of Appreciation.
SECTION 11 states if an office remains unfilled after
election, it shall be considered a vacant office to be
filled by the board-elect. And it further states in
SECTION 12 about filling the vacancy.
Check your local bylaws to see each of the officers
duties (ARTICLE VI – DUTIES OF OFFICERS). Also in the
same article, Section 1. e. your president shall prepare
a list of the association officers and chairmen required
through channel (send 2 copies to council and council
will send a copy to Tenth District, or if not in a council,
send a copy to Tenth District), the deadline is June 25
to Tenth District. This is very important that this
information is sent because Tenth District will forward
this information to California State PTA, who will send
the summer mailing to each of the local units
president-elect.
At the end of the school year (June 30th), each officers
and chairmen shall turn over to the president, without
delay, all records, books and other materials pertaining
to the office and shall return to the treasurer, without
delay, all funds belonging to the association (ARTICLE
VI, SECTION 13 for officers, and ARTICLE IX, SECTION 7
for chairmen). Then all records, books and materials
shall be turn over to the president-elect, who will give
to each of the officer-elect, the materials pertaining to
their office.
Additional information may be found in the California
State PTA “TOOLKIT” on the duties of the officers and
chairmen. Be sure that the “TOOLKIT” is given to the
president-elect. In the summer mailing, updates for
the “TOOLKIT” will be sent to the president-elect. If
the “TOOLKIT” is lost, more information to order it will
be in the summer mailing. The “TOOLKIT” is also
available in Spanish.

Marty Wenkel
Helene Mirich-Spear, who has contributed to our
Music Scholarship Program and served as a string
judge for many years, was invited to the Awards
Luncheon as a special guest. For the past several
years, Helene has contributed $2000, which
provided 10 music scholarships for private music
lessons for the talented and promising students
who auditioned. We are grateful for her continued
support.
It is because of the financial support Tenth District
receives from units, councils and individuals; that
our PTSA Music Scholarship Program has
continued since 1939. Help us to sustain this
tradition in 2015.

DESPUES DE LAS ELECCIONES
DE LOS FUNCIONARIOS
Ahora cada unidad local han elegido a sus funcionarios.
En el ARTICULO 5 – FUNCIONAROS Y SUS ELECCIONES,
Sección 10: El presidente electo puede convocar sesiones
de los directivos electos y al director de la escuela, o a un
representatnte designado por el director, como sea
necesario para ratificar el nombramiento de los
funcionarios y directivos de comites nombrados, y para
planificar el tragajo del año siguiente.
SECCION 11 afirma si alguno de los cargos permanece
vacante después de la elección, se considerará como un
cargo vacante que debe ser asignado por la junta electa.
Y afirma aún más en la SECCION 12 acerca de llenar el
vacante.
Verifique sus estatutos locales para ver cada uno de los
deberes de los funcionarios directivos (ARTICULO VI –
DEBERES DE LOS FUNCIONARIOS DIRECTIVOS). También
en el mismo artículo, Sección 1. e. su presidente de
preparar una lista de los funcionarios directivos y
presidents de la asociación requerida por canales (envíe 2
copias al concilio y el concilio enviará una copia al Distrito
Décimo, o si no esta en un concilio, envíe una copia al
Distrito Décimo), la fecha limite es Junio 25 al Distrito
Décimo). Esto es muy importante que esta información
sea enviada porque el Distrito Décimo adelantará esta
información al Estado de California PTA, que enviarán el
envío del verano a cada una unidad local a los presidente
electos.
A fines del año escolar (Junio 30), cada directivo y

and destruction policy
It is very important that certain records be retained.
The current IRS letter of determination, the current
bylaws and standing rules approved by the state
parliamentarian, and articles of incorporation (for
incorporated PTAs) must be readily accessible at all
times.
Listed here are items that must be reviewed on a
periodic basis and kept in a safe place.
Members of the executive board must properly
dispose of records by shredding the document within
30 days of the expiration of the holding period.
To assist in this process, it is recommended that upon
filing records, note on the outside of the box a
“Destroy After” date.

“Help Us GroW”
Membership is Year – Long
The District supports and trains its units and that
includes membership.
District leaders are mentors. It is vital that the
district membership chairman or vice presidents
communicate regularly with their unit and or
council counterparts.
Encourages each unit and council to have a
vice president or chairman of membership
-a membership marketing survey is crucial
for success.
Councils and Unit leaders. Present your
membership budget, calendar, goals and
challenges for approval at your first meeting of
the term.
Provide a membership report at each of
your own meetings. Membership is a yearlong effort.
Emphasize that membership is everybody’s
responsibility, not just the Membership
officers responsibility.
Districts will have different opportunities to
provide training and information throughout the
term.

EFLECTIONS UPDATE
Rafaela Yoo, second grade student from Third Street
Elementary, and Ella Carter-Klauschie, fourth grade
student from Castle Heights Elementary, were
recognized at the California State PTA Convention
Reflections and Awards Night on May 9. Each received
an Award of Excellence medal, a certificate and $100
check - Rafaela for her literature entry and Ella for her
dance choreography entry. Both entries were
forwarded to National PTA for further consideration.
It was also announced that evening that Ella’s
dance choreography entry received the Overall
Interpretation Award for that category from National
PTA. Only one entry in each of the six arts categories
receives this award! Ella was invited to perform her
dance choreography entry at the National PTA
Convention on June 21 in Austin, Texas. In addition,
Ella received from National PTA – a medallion, a
certificate and an $800 arts education grant to further
her artistic talents. An additional $200 was awarded to
Castle Heights Elementary PTA to support arts and
cultural exploration.
What an honor it is to have a student from Tenth
District receive National PTA’s highest Reflections
award!
The Reflections theme for 2014-2015 is
“The world would be a better place if…”
Information about Reflections, including the rules and
entry form, is available at capta.org. There will be a
Reflections Workshop at Tenth District in September to
assist units and councils in promoting this wonderful
program to students.
It is so important for districts to disseminate
information - you are the pipeline!
2014 LEGACY AWARDS
The importance of timely and ongoing remittance
of membership dues or per capita should be done
continually. Units and councils should send in
membership remittances monthly.
The California State PTA annually recognizes PTA units,
councils and districts that achieve a special anniversary
milestone as a chartered PTA association at
Convention. Three units from Tenth District were
recognized for reaching the “90 Years” milestone.

These units have been serving the children and families
of Los Angeles and California since 1924.

El Distrito apoya y entrena a sus unidades y que incluye
la membrecia.
Los líderes del distrito son mentores. Es de vital
importancia que el Directivo de Membrecia o el Vice
Presidente se comuniquen regularmente con su unidad
y concilio.
Los mentores son los líderes del distrito. Es de vital
importancia que el directivo de membrecia o
vicepresidentes comunicarse regularmente con su
unidad y/o contrapartes del concilio.
Alienta a cada unidad y concilio de tener un
vicepresidente o directivo de membrecia -un
estudio de comercialización de miembros es
crucial para el éxito.
Líderes Concilio y Unidades. Consejos y líderes de
unidad. Presente su presupuesto de membrecia,
calendario, objetivos y retos para su aprobación en su
primera junta del término.
Proporcionar un informe de membrecia en
cada una de sus propias juntas. La membrecia
es un esfuerzo de un año de duración.
Destacar que la membresía es responsabilidad
de todos, no sólo la responsabilidad de los
funcionarios de membrecia.
Los distritos tendrán diversas oportunidades para
proporcionar entrenamiento y información a lo largo
del plazo.
¡Es tan importante para los distritos en la difusión de
información que-son el gasoducto!
La importancia del pago oportuno y
permanente de las cuotas de membrecia o per
cápita se debe hacer continuamente. Las
unidades y los concilios deben enviar las
remesas de membrecia mensuales.

ACTUALIZACIÓN DE
EFLEXIONES
Rafaela Yoo, estudiante de segundo grado de la Primaria
3rd St, y Ella Carter-Klauschie, estudiante de cuarto grado
de Primaria Castle Heights, fueron reconocidas en la
convencion del Estado de California PTA Reflexiones y
Noche de Premios en Mayo 9. Cada uno recibió un
Premio de Excelencia con una medalla, un certificado y
un cheque de $100 - Rafaela por su inscripcion de
literatura y Ella por su trabajo de coreografía de danza.
Ambas inscripciones se enviaron a Nacional PTA para su
consideración.
También se anunció esa noche que la coreografía de
danza de Ella recibió el Premio de Interpretación general
para esa categoría de Nacional PTA. ¡Sólo una inscripcion
en cada una de las seis categorías de artes recibe este
premio! Ella fue invitada a realizar su trabajo de
coreografía de danza en la Convención Nacional PTA en
Junio 21 Austin,Texas. Además, Ella recibió de Nacional
PTA - un medallón, un certificado y un subsidio de
educación de $800 en artes para promover sus talentos
artísticos. En adicional $200 dólares fue otorgado a la
Primaria de Castle Heights PTA para apoyar las artes y la
exploración cultural.
¡Qué honor que es tener a un estudiante del Districto
Décimo recibir el premio más alto en Reflexiones de
Nacional PTA!
El tema de Reflexiones para el 2014 – 2015 es
“El mundo sería un lugar mejor si...” Información sobre
Reflexiones, incluyendo las reglas y formulario de

Fiscal Year 2015 Agriculture Appropriations bill either late
Wednesday or Thursday. National PTA has issued an
action alert opposing language in the bill that would scale
back nutrition standards.

Donations may be given by PTA/PTSAs or by individuals
in tribute to a person, a group or in memoriam. The
donation may be made in any amount. An
acknowledgement card or certificate, as requested will
be sent when a donation of $10 or more is made.
Anyone or any group may donate to the Honorary
Service Award program fund; the fund is not limited to
contributions by PTAs.
Funds contributed to the Honorary Service Award
Program provide resources or the California
Scholarship and Grant Program. Individuals or
organizations can make donations:

YEAR-END AUDITS

As the school year and PTA year comes to an
end . . . don’t forget to have the PTA books audited
before the new officers begin their terms in July.
Como el año escolar y el año de PTA se acaba . . . no se
olvide de tener los libros de PTA auditados antes que
los nuevos oficiales empiecen sus término en Julio.
The books must to be audited any time there is a
change in financial officers (president, treasurer,
financial secretary). The new financial officers cannot
sign checks until the records have been audited and a
change of signatures has been filed with the bank.

Each PTA unit and council is required by their
bylaws to audit their financial records at least twice
yearly, December 31 and June 30. After all end of
school year activities have been completed, please
gather all information and contact the auditor.

Payment Authorization Forms with receipts
attached for each check written
Bank Statements with copies of canceled
checks for the audit period

Secretary’s Minutes for the audit period
Monthly Treasurer’s Reports
Copies of Request for Authorization Forms
(notice of intent)
Invoices, etc. for purchase (must be noted in
the minutes)
Financial Statement of Activities (fundraising)
Budget
Copies of any Tax Forms filed
Secretary’s minutes are extremely important for an
audit because they show the actual authorization
(vote) for checks to be written. Audit are not complete
or accurate unless the minutes are submitted. Be sure
to include them.
There are quite a number of PTA units in Tenth District
whose financial records have not been audited for a
long period of time.
Please forward copies of audit reports to Council and
District. If there is no unit or council auditor, the
financial records can be brought to the Tenth District
office for audit.
