I N EXERCISE of the powers vested i n h i m by Article 3 of the Emergency Powers
(Colonial Defence) Order i n Council, 1939, and the Emergency Powers (Defence)
A c t , 1939, the H i g h Commissioner has made the following Defence Regulations :—
1. These Regulations may be cited as the Defence (Prevention
of Profiteering) (Amendment) Regulations, 1942, and shall be read
as one w i t h the Defence (Prevention of Profiteering) Regulations,
1942, hereinafter referred to as the principal Regulations.
2. The following regulation shall be inserted i n the principal
Regulations immediately after regulation 9 thereof : —
"Power to
confiscate and
forfeit.
9A.—(1) A B r i t i s h Magistrate or Municipal T r i bunal before whom a person is convicted of an
offence under these Regulations may order that
the commodity, i n respect of which any such
offence has been committed, shall be confiscated
and where confiscation is so ordered such commodity shall be disposed of by delivering it to a
Controlling Authority, or a person designated by
such Authority, for disposal i n such manner as
such Controlling Authority may deem fit.
(2) A B r i t i s h Magistrate or Municipal Tribunal
before whom a person is convicted of the offence
of contravention of regulation 7 of these Regulations may further order the forfeiture to the Government of Palestine of any amount found by the

against Hostile Attack) Order, 1942, and it shall apply to the T o w n
P l a n n i n g Areas of Acre, Nazareth, Safad, Tiberias, 'Afula and
Nahariya.

I n this Order —
" D i r e c t o r " means a Director or Deputy Director of Passive
Defence appointed under the Defence (Passive Defence Services) Regulations, 1941;
"the T o w n P l a n n i n g A r e a " means any of the T o w n P l a n n i n g
Areas to which this Order applies.
3. A Director may by notice require any person (hereinafter
referred to as "the person") having the control or management of
any premi:es situated i n the T o w n P l a n n i n g Area upon which there
may at any time be fifteen or more persons, to prepare and submit
to the Director, within such period as may be specified i n the
notice, a scheme for the protection of such persons against hostile
attack for approval by the Director.
4. The Director may approve any such scheme or may approve
it subject to such alterations therein as he may deem fit.
5. Where the Director approves of any such scheme, whether
with or without alterations, he may by notice require the person to
carry out the scheme within such period and i n such manner as
may be specified i n the notice.

I N EXERCISE of the powers vested i n h i m by regulation 57 of the Defence Regulations, 1939, the H i g h Commissioner has ordered and it is hereby ordered as
follows :—
1. This Order may be cited as the Petah T i q v a (Precautions against Hostile
Attack) Order, 1942, and it shall apply to the T o w n P l a n n i n g Area of Petah T i q v a .
2. —(1) E v e r y person (hereinafter referred to as "the person") having the control or management of any premises upon which there may be fifteen or more persons at any time, shall, within 14 days from the date of the publication of this Order,
prepare and submit to the District Commissioner, L y d d a District, for his approval

tions 4c (3A) of the Defence (Finance) Regulations, 1941, (as enacted
by regulation 3 of the Defence (Finance) (Amendment) R egula
tions, 1942)‫ ׳‬directs that in any case where all the personal repre
sentatives or heirs of a deceased person are resident in the sterling
area for the purposes of. the said regulation and cf any order pro
viding for exemptions from any of the provisions thereof they shall
be treated for the purposes aforesaid as being resident i n the sterling
area, .(and ,not elsewhere) so far as relates to any transactions in
which ,they are concerned solely in their capacity as such personal
representatives or heirs, notwithstanding that the deceased person
may have been resident outside the sterling area for the purposes
aforesaid at the time of his death.

1. T h i s Order may be cited as the Courts Vacation Order

2. Subject to the provisions of clause 3(1) hereof, during the
vacation of the Supreme Court, the Court of Criminal Assize, D i s trict Courts and L a n d Court's, from the 1st day of August, 1942,
to the 14th day of September, 1942, both dates inclusive, only such
criminal appeals and criminal cases as are respectively certified by
the Attornejr-General to be urgent, w i l l be heard by such Courts,
and only urgent applications w i l l be heard by such Courts.

R U L E S MADE BY T H E H I G H COMMISSIONER IN COUNCIL UNDER SECTION 29.
I N EXERCISE of the powers vested i n h i m by section 29 of the U r b a n Property
T a x Ordinance, 1940, the H i g h Commissioner i n Council has made the followingrules :—
1. These rules may be cited as the Urban Property T a x
(Amendment) Rules, 1942, and shall be read as one with the U r b a n
Property T a x Rules, 1941, hereinafter referred to as the principal
rules.
2. The following rules shall be inserted i n the principal rules
immediately after rule 18 thereof :—

18B. The owner of any property who claims remission of the tax on his property i n accordance
w i t h the provisions of section 8(3) of the Ordinance
shall submit annually to the District Commissioner, on or before the thirty-first day of J a n u ary, an application (CL/127) in F o r m H i n the
Schedule to these rules for remission of the tax
for the current year.
