The proposed I-10 project is the construction of Collector-Distributor (C-D) lanes and improvements to the interchange at US 85. The proposed total project length is approximately 5.75 miles between SH 20 (Mesa Street) and Executive Center Boulevard. These improvements will minimize weaving movements and increase safety on the I-10 main lanes and interchanges. The C-D lanes will be constructed to the outside edge of the existing main lanes in both east and west directions connecting three interchanges. The existing direct connector at Resler Drive and the direct connector at Sunland Park Drive will be replaced with improved connectors. Minor improvements are also proposed for the existing interchange at SH 20 (Mesa Street), Sunland Park Drive and Executive Center Boulevard. Most of the proposed improvements will be completed within the existing right-of-way; however, approximately 2 acres of additional right-of-way will be required for the project in commercial and undeveloped areas with no displacement of residences or commercial structures. The public meeting allowed the public and stakeholders to review the proposed improvements and project exhibits and ask questions to project staff regarding the proposed improvements, alternatives considered and project implementation time-line. They were provided an opportunity to make written comments at the meeting, mail or email them in later within a 10 day period after the public meeting. Meeting Format: 6:00 pm to 8:00 pm – Open house format for public viewing of the exhibits Public Meeting Notices: Public Meeting notices in both English and Spanish were mailed out to 143 adjacent property owners. Public meeting notices were also mailed out to 25 local elected/public offices. Meeting notices were published in the El Paso Times and in Spanish in the El Diario newspapers. The notices were published in the following newspapers on the dates indicated: The El Paso Times – May 6, 2012 and May 27, 2012 El Diario de El Paso – May 6, 2012 and May 27, 2012 Meeting Summary: The public meeting allowed people to review, make comments and ask questions to project staff regarding the proposed improvements, alternatives, and project implementation time-line. Page 3 of 63 Public Comments and Responses to Comments Public comment forms were distributed at the public meeting and may have been filled out and left in the comments box at the meeting site. The public was also given the opportunity to mail-in the comment form or email comments within a 10 day comment period ending June 15, 2012. The following are the comments received at the public meeting and from concerned parties during the comment period. Responses follow each of the written comments received. The following 9 written comments were received: 1. Comment from Javier Narrarro: Great and much needed project, here is my 2 cents: 1. Connection from Resler to I-10 North (or the new frontage road). If you build it, people will use it; it would take some traffic off Sunland and/or Mesa going to I10 North. 2. There is a lot of traffic exiting now going I-10 East into Executive (Center Blvd.). Why removing the off-ramp and have people stop at future Mesa Park? Just redo the off-ramp between these 2 exits under new design standards. 3. People coming from Executive (Center Blvd.) and traveling I-10 West will have to make an unnecessary stop at future Mesa Park, I know you want to limit the freeway entrances, but a new on-ramp with plenty of merging distance would be ok. Thanks for your time. Comment Response: The addition of a connection from Resler Dr. to westbound I-10 was reviewed by the study team and the value engineering committee. Traffic projections of this connection do not warrant the addition of a connection from Resler Dr. to westbound I-10. Ramp adjustment is considered in order to distribute traffic to and from Mesa Park and Executive Center Blvd. 2. Comment from Kevin von Finger: The following are comments regarding I-10 Collector-Distributor Lanes Project, to be addressed in the NEPA analysis and document. These comments are submitted on behalf of Keystone Heritage Park, Inc., a non-profit organization that manages the Keystone Heritage Park wetlands, jurisdictional wetlands located in the project area adjacent to Doniphan Drive and the Keystone dam. Kindly acknowledge receipt of these comments via an email response to sender's email address. Page 4 of 63 These wetlands are one of the few, possible the only remaining non-riverine associated wetlands in the El Paso, Texas area. The water source is primarily mountain-derived subterranean flow from east to west which follows the path of Resler Canyon and passes underneath I-10 and the Resler on ramp. Our concern is that any excavation into the water bearing substrate, in particular excavation for bridging support pillars etc., could alter or eliminate this flow. In addition, such activity could require dewatering, which would also impact the wetland. This could eliminate the wetlands and the ecological functions they provide, and would constitute a significant impact as defined by 40 CFR 1500-1508 NEPA implementing regulations. Request that TXDOT and the NEPA document consider the alternative of spanning the canyon with a bridge that is supported on existing land surfaces rather than pillars inserted into Resler Canyon or the dam. Note that several Federal agencies have either a regulatory or a financial interest in the subject wetland: The International Boundary and Water Commission (IBWC) has invested considerable inhouse funds to enhance restoration of the Keystone wetlands to satisfy mitigation required by the Army Corps of Engineers as part of the Corps permitting process allowing the IBWC to rehabilitate and improve their flood control levees in the El Paso area; and the Environmental Protection Agency is planning to fund restoration of a portion of the Keystone wetlands impacted by previous construction. Any impact to the water source(s) of the wetlands would impact these agencies' investments in the wetlands. Comment Response: The project would in general match existing structures when new structures are added. The proposed project plan would generally match existing spans. The project will be designed to avoid or minimize any potential impacts to Resler Canyon. 3. Comment from Judith Franco: Very concerned of something which was not addressed today. There is a large commercial development off Resler as I understand that traffic is going to go from Resler to Ramcom after viewing your map there is 1 BK (block) on Mesa that I believe will be extremely congested w/2 traffic light. We need an entrance to west from Resler. Please contact me of what your comments are as I am in the Sandcastle Subdivision and report to my neighbor. Comment from No Name: They need to look into state line near Paisano before Executive (Center) Drive. The NM state line moves close to the roadway and land could be a problem for construction. Comment from Ernest Mijeves III: El Paso needs to go forward, anything I can do to make El Paso better, let’s do it. El Paso can achieve greatness. Comment Response: Comment noted. 6. Comment Response: Comment noted. 9. Comment from Harriet Jane Holt: I own property at 338 E. Sunset adjacent to Interstate 10 and the Mesa Street on ramp going east. The building is occupied at the present time by A.L.S. Locksmith a division of APCO Building Specialties Co. Inc. The property and building is shown on your planning map of the area. I’ve reviewed the recent map released by your office for the extension of new access roads between Mesa and Sunland Park. We are requesting that in your planning and construction of the new access roads that our property be afforded two curb cuts (one into and one exit), from the access road. Our long term planning for this property includes an expansion of the use that will necessitate substantial increase in traffic to and from the area. We believe that this is important safety issue and that access to and from the access road will safely enhance the flow of traffic. Previous issues of the Tex-DOT plans for this area showed Sunset Drive with direct connection to the access road. However it appears from the new study that this will not be the case, and thusly making it ever more important that the curb cuts we need are provided. It is our belief that with all the upper valley / country club / Santa Teresa area having traditionally used the Mesa Street access to the freeway that the additional access from Sunset Drive to the freeway would relieve the congested traffic. With the continued expansion of Santa Teresa and The University of Phoenix it seems all the more important to have more than one access to the freeway from the valley area. Generally, the proximity of this location to the intersection at SH 20 (Mesa St.) and the proposed entrance ramp to I-10 it is not anticipated that access would be granted to the frontage road at this location. Those wishing to attend are encouraged to do so at their convenience between the hours of 6:00 p.m. and 8:00 p.m. Maps of the project area and other displays will be available for review and comment. TxDOT staff will be available to answer questions. All material will be presented in English and Spanish. No formal presentation will be given. Future population growth trends are expected to place even more traffic demand on the I-10 corridor. The proposed I-10 improvements would meet this increased demand with the construction of collector-distributor lanes for 5.75 miles of I-10 and improvements to the US 85 interchange. The I-10 C-D lanes would be constructed to the outside edge of the existing main lanes in both east and west directions connecting three interchanges. The existing direct connector at Resler Drive and the direct connector at Sunland Park Drive would be replaced with improved connectors. Improvements are also proposed for the existing interchange at SH 20 (Mesa Street), Sunland Park Drive, and Executive Center Boulevard.
