En mi calidad de Presidente de la Autoridad
Portuaria, de nuevo me corresponde el
honor de presentarles esta Guía de
Servicios del Puerto de Cartagena, un
instrumento que pretende guiar al lector
a través de los entresijos del negocio
portuario y de los servicios que se ofrecen
a los usuarios del puerto. En una etapa
dura y difícil a nivel internacional, con
descensos en todo el sistema portuario
estatal, nuestro puerto continúa con su
política de contención en el gasto y con la
calidad y competitividad en los servicios
ofrecidos a nuestros clientes. Esta
dinámica adquirida durante los últimos
diez años nos permite minimizar las
consecuencias de la crisis generalizada
en la que nos vemos inmersos.
Gracias a ello, nos encontramos en
disposición de continuar adelante con los
proyectos que tenemos en curso. En la
dársena de Cartagena, la ampliación de
la Terminal de Cruceros, que permitirá el
atraque simultáneo de dos cruceros, un
hecho cada vez más habitual, dado que,
tanto en el 2009 como en el 2010
estamos teniendo un crecimiento muy
importante en las escalas. En la dársena
de Escombreras, el proyecto de ampliación
que comenzó a construirse a finales del
año 2000, acomete ahora la última de
sus actuaciones: una terminal polivalente
de graneles sólidos, que junto con el
pantalán para graneles líquidos que opera
Repsol, la terminal de graneles sólidos de
Ership y la amplia zona industrial anexa,
contribuyen a mantener la zona de
Escombreras como una de las
concentraciones industriales más
importantes del país, con una producción
de electricidad superior al 10% del consumo
de toda España.

Y como proyecto más ilusionante en la
actualidad, tanto por su envergadura, como
por lo que significará para la Región de
Murcia, y por ser un importante desafío
para todo nuestro equipo, se encuentra la
nueva dársena en El Gorguel, cuyo proyecto
se halla en una etapa crucial, sometido a
estudios en el Ministerio de Fomento con
el respaldo del informe favorable de Puertos
del Estado. La nueva dársena de El Gorguel
proporcionará al Puerto de Cartagena y a
la Región de Murcia nuevas terminales de
contenedores, mercancía general y ro/ro,
creando así un centro logístico justo en el
eje del comercio entre Estados Unidos y
Asia, además de facilitar la integración en
las llamadas “autopistas del mar” y de
permitir la implantación de líneas
transoceánicas de contenedores. Esto
será posible gracias a que la nueva dársena
contará con calados impensables hasta
ahora en los puertos del Mediterráneo, y
con amplios muelles que permitirán el
atraque de los buques portacontenedores
más grandes del mundo, con capacidad
para 100.000 Teus.
Y nos enorgullece que seamos capaces
de crecer dentro del más escrupuloso
respeto al medio ambiente, como lo
demuestra la Certificación UNE-EN-ISO
14001/2004, que Cartagena posee desde
2004, la adhesión al Sistema Comunitario
de Gestión y Auditoría Medioambiental
(EMAS), tras cumplir los estrictos requisitos
establecidos en el Reglamento CE
761/2001 (EMAS), y la adhesión al Pacto
Social por el Medio Ambiente promovido
por la Comunidad Autónoma de la Región
de Murcia.
La calidad entendida como una filosofía
de trabajo, que se refleja en la prestación
final de los servicios al cliente; una
importante labor de promoción comercial
del puerto liderada por la Autoridad
Portuaria a la que se suman cada vez más
las empresas de la comunidad portuaria;
el control exhaustivo del gasto, con la
consiguiente optimización de los recursos
y el abaratamiento de los servicios, y la
seguridad en las operaciones, tanto para
las personas como para los bienes, son
pilares en los que se sustenta nuestro
proyecto empresarial.
Estamos viviendo tiempos difíciles, y pasará
algún tiempo antes de que la economía
pueda remontar esta terrible crisis
económica que asola el mundo. Mientras
tanto, no nos cabe duda de que nos
mantendremos a flote, gracias
principalmente al esfuerzo de todo el
equipo humano que forma la Comunidad
Portuaria, que en los momentos de
dificultad no duda en dar lo mejor de sí
mismo para afrontar cualquier desafío. A
todos ellos, y a nuestros clientes, que
siguen confiando en nuestro buen hacer,
deseo expresar mi sincero agradecimiento,
en la seguridad de que el futuro nos
aguarda con grandes éxitos para todos.
Y sin más prolegómenos, en sus manos
queda esta Guía de Servicios del Puerto
de Cartagena, que me gustaría que se
convirtiera en un vehículo a través del cual
pudieran conocer la realidad de este puerto
y las posibilidades que pone a su entera
disposición.

As President of the Port Authority, it is my
honour once again to present the Service
Guide for the Port of Cartagena, an
instrument which is designed to guide the
reader through the background details of
the business of the port and the services
available to users. During these hard,
difficult times, with the port system
experiencing decreases nationwide, our
port carries on with its policy of control of
expenditure and the quality and
competitiveness of those services we offer
our clients. This attitude, acquired over the
past ten years, allows us to minimize the
consequences of the general crisis in which
we are submerged.
Thanks to this, we are in a position to
continue with the projects which are
currently underway. On the waterfront of
Cartagena, the expansion of the Cruise
Terminal will allow the simultaneous
berthing of two cruise ships, an ever more
frequent event, given that we are
experiencing serious growth in stopovers
both in 2009 and 2010. In the dock of
Escombreras, the expansion project
undertaken at the end of 2000 is now
approaching the last of its stages, a
polyvalent terminal for solid bulk, which
together with the pier for liquid bulk which
is operated by Repsol, the solid bulk
Terminal of Ership and the ample adjacent
industrial zone, contribute to maintaining
the area of Escombreras as one of the
most important industrial concentrations
of the country, with a production of electricity
superior to 10% of the usage of all of
Spain.
And the most exciting project, both for its
importance, what it means to the Region
of Murcia, and because it is a challenge
to our team, can be found in the dock of
El Gorguel. It is at a crucial stage in its
progress, undergoing studies in the Ministry
of Development, backed by the favourable
report of the State Ports. The new dock
of El Gorguel will provide the Port of
Cartagena and the Region of Murcia with
new container, ro/ro, and merchandise
terminals, thus creating a logistic centre
right on the axis of commerce between
the United States and Asia, as well as
facilitating integration in the so-called
“ocean highways” and allow the
implantation of transoceanic container
lines. This will be possible thanks to the
fact that the new dock will have depths
which have been hitherto unthinkable in
Mediterranean ports, with ample piers
which allow the largest container ships in
the world to dock, a capacity for 100,000
Teus.
We are proud to be able to grow within the
most scrupulous respect of the
environment, as shown by the Certificate
UNE-EN-ISO 14001/2004, which
Cartagena possesses since 2004, the
adherence to the EU Eco-Management and
Audit Scheme (EMAS), having fulfilled the
strict requirements established by the EU
Regulation 761/2001 (EMAS), and the
adherence to the Social Environment
agreement promoted by the Autonomous
Community of the Region of Murcia.
Quality, understood to be a philosophy of
work, is reflected in the final presentation
of services to the client, an important
labour of commercial promotion led by the
Port Authority which more and more
companies from the port community are
joining, the exhaustive control of
expenditure, with the consequent
optimisation of resources and the lowering
of prices of services, and the security of
operations, both for people and goods, are
the pillars which uphold our corporate
project.
We are experiencing difficult times, and it
will be some time before the economy can
overcome this terrible crisis which has
taken the world. Meanwhile, we have no
doubt that we will stay afloat, mainly thanks
to the efforts of the team of personnel
which forms the Port Community, which
during moments of difficulty never hesitate
to give the best of themselves in order to
deal with any challenge. I express my most
sincere thanks to all of them and to our
clients, who still confide in our capability,
certain that the future holds great success
for all.

Service Guide for the Port of Cartagena,
which I hope becomes a vehicle through
which you can learn about the reality of
this port and the possibilities which are at
your entire disposition.

CARRETERAS
Las dos principales carreteras que llegan a Cartagena son la
autovía A-30 Madrid-Albacete-Murcia-Cartagena y la N-332 qua
viene desde Andalucía por el Oeste y continúa con la autopista
AP-7 Cartagena-Alicante en dirección este.
El eje principal, el que va hacia Murcia, es una autovía que
enlaza con la de Alicante-Murcia-Puerto Lumbreras, que
se une a su vez con la de Andalucía. Esta autovía
penetra en Cartagena por dos accesos: uno a la
ciudad y otro por Santa Lucía directamente al
Puerto: la CT-33. También existe un acceso
directo desde esta autovía a la dársena de
Escombreras, con lo que todas las mercancías
tienen una evacuación directa sin entrar en
la ciudad. Por el Oeste existe un enlace con la
autovía Murcia-Andalucía a través de la carretera
Cartagena-Fuente Álamo-Alhama.
La comunicación entre las dársenas se realiza a través de la
carretera de servicio de la costa, propiedad de la Autoridad
Portuaria.
ROADS
The two main roads to Cartagena are thedual carriageway A-30
Madrid-Albacete-Murcia-Caratgena and the N-332 coming form the
West form Andalucía and leading to the AP-7 Cartagena-Alicante
motorway to the East. The arterial road to Murcia is a dual carriageway
linked to the Andalucía dual carriageway. Its two access routes penetrate
Cartagena, one straigth to the city and the oder directly to the Port
through Santa Lucía CT-33. There is also a direct exit from the motorway
to the dock of Escombreras, so that all merchandise can be evacuated
directly without having to enter the city. To the West ther is an existing
link with the Murcia-Andalucía dual carriageway by the Caratgena-Fuente
Alamo- Alhama road.
The communicatios among the basins is carried out by means of coast
service road, belonging to the Por Authority.
TUBERÍAS
En la dársena de Escombreras existen numerosas instalaciones de
tuberías de particulares para productos líquidos a granel, de diversos
calibres y capacidades. Desde las instalaciones de Enagás existe
conexión con la red de gaseoductos y desde la refinería de Repsol con
el oleoducto Cartagena/Puertollano.
PIPES
At Escombreras basin, there are several private pipes installations
for liquids bulks instlalations, with different guages and capaciies.
There is a connection with the pipelines from Enagas installations
and with Cartagena / Puertollano pipeline from Repsol.
FERROCARRIL
Dársena de Cartagena: Termina en Cartagena la línea Madrid-Cartagena.
La estación terminal está al N.E. de la dársena de Cartagena, estando
enlazada con ella por un ramal de acceso para su entrada por los
muelles de Santa Lucía y de San Pedro.
Dársena de Escombreras: Las instalaciones del Puerto están enlazadas
con la línea Madrid-Cartagena por una vía de ancho normal.
RAILWAYS
Cartagena basin: The Madrid-Cartagena line ends in Cartagena. The
terminal station is to the North East of the Cartagena docks, linked by
a branch line facilating entry to the San Lucía and San Pedro quays.
Escombreras basin: The port installation are linked to the MadridCartagena line by a normal gauge railway, with a branch line to the
fertilizar factory and the Príncipe Felipe and Isaac Peral quays.

PREVENCIÓN
La Autoridad Portuaria de Cartagena cuenta con un
Sistema de Gestión de Calidad certificado por Lloyd´s
Register Quality Assurance de acuerdo con la Norma
UNE EN ISO 9001:2000. El Sistema de Gestión de
Calidad es aplicable a la Gestión portuaria de buques:
La Autoridad Portuaria ha desarrollado e implantado
un Procedimiento de Coordinación de Actividades
Empresariales en Materia de Prevención de Riesgos
Laborales. La finalidad de este procedimiento es
garantizar que la propia Autoridad Portuaria y demás
empresas presentes en la Zona de Servicio del Puerto,
ya sean empresas principales o subcontratadas, han
realizado su evaluación de riesgos, tienen la formación
adecuada y han intercambiado la información
necesaria para desarrollar sus trabajos de forma
segura. Con la implantación del sistema de gestión
de la Seguridad y Salud en el Trabajo, de acuerdo
con la norma OHSAS 18001, en el que se está
trabajando, daremos un paso más en el logro de los

SEGURIDAD
Se dispone de un Plan de Emergencia Interior (PEI),
vigente en su última revisión, coordinado con el Plan
de Emergencia Exterior del Valle de Escombreras.
Con este PEI y el Plan Interior de Contingencias por
Contaminación Marina Accidental, se identifican
posibles riesgos de accidentes y se establecen los
protocolos de actuación a seguir para controlar y
mitigar cualquier siniestro, tanto en tierra como en
el mar.

MEDIO AMBIENTE
La Autoridad Portuaria de Cartagena dispone de un
Sistema de Gestión Medioambiental certificado
según la Norma UNE-EN-ISO 14.001/2004, desde
el año 2004. Este Sistema resulta ser una eficiente
herramienta para conseguir que la gestión del puerto
se realice aplicando criterios de responsabilidad
ambiental en todos los procesos, tanto en la toma
de decisiones como en la operativa diaria. Este
sistema se complementa con la adhesión al
Reglamento Comunitario de Ecogestión y Auditoría
Ambiental EMAS (Reglamento CE 761/2001), desde
junio de 2007.
Con la adhesión al EMAS se pretende mejorar el
suministro de información sobre el comportamiento
ambiental del puerto, realizando las declaraciones
ambientales públicas, a que obliga el EMAS, y haciendo
posible que usuarios, clientes y ciudadanos participen
de esa información y puedan aportar sus opiniones
y sugerencias.

Management System certified by Lloyd´s Register
Quality Assurance in accordance with Legislation
UNE EN ISO 9001:2000.The Quality Management
System is applicable to Port Vessel Management:
The Port Authority has developed and set up a
Procedure for the Coordination of Corporate Activities
on the Prevention of Accidents in the Workplace.
The aim of this procedure is to guarantee that the
Port Authority and other businesses present in the
Service Area of the Port, whether principal or
subcontracted companies, have carried out a risk
evaluation, have the correct training and have
exchanged the information required to carry out
their work safely. With the implementation of the
management system of Health and Safety in the
Workplace, according to the regulation OHSAS
18001, which we are currently working on, we will
take a further step towards achieving the strategic
objectives defined in our company policy.

of commitment to the continuous improvement of
the quality of Cartagena.

procedural protocols to be followed are established,
in order to control and mitigate any accident, whether
on land or at sea.

ENVIRONMENT
The Port Authority of Cartagena has an Environment

Proyecto de una nueva dársena
en El Gorguel
Project of a new basin
in “El Gorguel”
El crecimiento del transporte de contenedores en
el mundo, y en concreto en el Medterráneo, superior
al 14% anual justifica la construcción de una nueva
terminal de contenedores en el Puerto de Cartagena.
La necesidad de nuevos puertos de transbordo en
el Mediterráneo ha hecho que la Autoridad Portuaria
eligiese la dársena de El Gorguel como lugar idóneo
y único en la Región para esta nueva terminal.
The container transport growth in the world, superior
to annual 14% particulary in the Mediterranean
justifies the construction of a newtranfer harbors in
the Mediterranean has caused that the Harbor
Auorithy chose the Gorgel'dock as the most suitable
and unic location in The Region of Murcia for the
new terminal.
Las razones de ello son las siguientes:
• Fondos degradados.
• Calados suficientes y no excesivos.
• Fáciles accesos a las redes terrestres de
transporte por carretera y ferrocarril.
• Posibilidad de crear zonas de actividades logísticas
en las inmediaciones (valles de Escombreras y
El Gorguel) de hasta 200 hectáreas.
Esta nueva dársena posibilitará la construcción de
una terminal para tráfico rodado y así conectar las
redes de transporte terrestre con las autopistas del
mar que fomenta la Comunidad Europea.
Infraestructuras:
• Terminal de contenedores de gran capacidad (3,5
millones de TEUs).
• Terminal Ro-Ro con 4 atraques.
• ZAL. Min. - max 200 Ha.

terrestial transport networks with the Sea's freeways
