1. WELCOME
1.1. Governor of Guanajuato
It is always a sobering exercise to write this letter. How does one address the
community responsible for the longest-running World Championship in our country, the
sport that convinces half a million people to climb the mountains of Guanajuato to
watch rally cars go by, the experts who get to compare our efforts to those of equallydeserving regions all over the world, every year?
I have only two tools at my disposal to do so: past results and future evolution.
The results have certainly been in evidence. We have been widely praised by the
rallying community in the past, and we remain grateful for the recognition, but we never
forget that yesterday's success does not guarantee tomorrow's triumph.
Evolution, however painful it may be, is the path to remaining relevant and groundbreaking, and so, we evolve.
Building on the success of the Health Rally of the past years, we will now add the
Culture Rally, a wide-ranging initiative to showcase the wonders of our own country,
and that of a special guest, the nation of Japan. To kick things off, we will host an
interactive show at Rally Campus, featuring the culture, art, and gastronomic highlights
of Mexico, and the technological prowess, entrepreneurial spirit, and industrial might of
our Japanese friends.
Throughout 2016, and during the next editions of Rally Guanajuato México, we will
expand the reach of the Education Rally to reach as many people as possible along the
route, to bring education to remote communities, and to be a force for good in their
lives.
We are proud of the changes we are making, and we thank you deeply for being a part
of them.

1.2. Introduction
Perhaps one of the things that shape the way we do things at Rally Guanajuato is the
fact that all of us used to be rally competitors.
We also had to take part in everything else to actually have rallies, of course, because
there were so few of us, so everyone took their turn as time controls, organizers of local
events, safety marshals, and even mechanics for our friends, but our main focus was
always on driving and codriving in the car. Perhaps that is why our long-term plans
always start from the competitors' point of view. And so, after working for years, and
gradually building up our capabilities, we've finally achieved a long-coveted milestone:
the 80 kilometre stage.
The first World Rally Championship event of the modern era to achieve such a thing,
Rally Guanajuato México 2016 will feature, as its penultimate stage, just ahead of the
Power Stage, an 80 Km run — the maximum length allowed by WRC regulations, and
25 Km more than our longest stage of 2015 — through the mountains of Guanajuato
that will put every resource to the test. Every drop of mental, emotional, and physical
strength from driver, co-driver, car, tyres, and team will have to deal with about 50
sustained minutes of intense competition, a feat of concentration and exhaustion that
hasn't been seen in our sport in decades.
We have no doubt that these news will put a small frown on the face of some, but we're
sure they'll put a wide grin on many others. People like us.

Rally Guanajuato Corona 2016
1.3. History
Rally America, later known as Corona Rally Mexico and now Rally Guanajuato Mexico, was created in 1979
through a co-operation by the two largest clubs in Mexico: Club Automovilístico Francés de México (CAF) and the
Rally Automovil Club (RAC). Both clubs have a long history of sporting competition, so their collaboration was a
big step forward for rallying in the country. It was originally hosted in the State of Mexico and ran continuously
until 1985.
After an absence of six years, the event ran again in 1991 and followed the route of El Paso de Cortés, between
two of Mexico's largest volcanoes. Following the cancellation of the 1992 edition of the event, the CAF opted for a
different concept: a short rally with a high percentage of special stages. The result was the very successful 1993
edition that was held in Valle de Bravo.
The Organising Committee then took over the running of the Rally de las 24 Horas, the CAF’s flagship event, and,
for this reason, Rally America was not staged again until 1996, when the internationalization of the project began.
The CAF and its new promoting partner, Rallymex, moved the event to the US border in Ensenada, Baja
California, for two years, where it started to attract international entries.
In 1998, the organizers decided to rename the event and move it to León, Guanajuato. With a long-term business
plan focusing on inclusion in the World Rally Championship in place, the event ran again in 1999 and 2000,
stepping up a gear each year. From 2001 to 2003, the organizers went for observation by the FIA, successfully
running the event on each occasion.
The 2003 Corona Rally Mexico - the 17th in the history of the rally - proved to be the crucial turning point. New
facilities at the Poliforum Expo Center were groundbreaking in the sport and this, combined with one of the most
compact routes ever, put the event firmly in frame for World Championship status. A total of 45 crews
representing 11 countries crossed the start ramp in Guanajuato during one of the most spectacular opening
ceremonies seen in the sport.
Corona Rally Mexico made its debut in the expanded 16-round World Rally Championship of the 2004 season,
running successfully as the third round of the series and implementing a raft of regulation changes introduced by
the FIA for the season.
Since then, Rally Guanajuato México has traditionally been set as the first full gravel event of the championship.
The event has consistently maintained its signature format of a compact route with a high percentage of Special
Stages.

There were no last minute dramas for Volkswagen Motorsport’s Sébastien Ogier and Julien Ingrassia and the
defending FIA World Rally Champions cruised to a comfortable victory in the 12th Rally Guanajuato Corona in
central Mexico on Sunday afternoon.
Despite an unfavourable starting position for day one, Ogier was in masterly form and controlled his pace
perfectly over the 21 special stages and emerged unscathed from much of the carnage that befell many of his
rivals. His Volkswagen Polo R WRC never missed a beat and a third WRC win of the season, by the margin of
1min 18.8sec, gives the Frenchman an unofficial 34-point lead in the Drivers’ Championship after three rounds.
Ogier’s 27th WRC victory catapulted him into third place in the ‘Hall of Fame’ and saw him surpass the 26 wins
earned by Spanish legend Carlos Sainz. Sébastien Loeb remains in a class of his own with 78 victories, although
Ogier will now be targeting the 30 wins taken by Finland’s Marcus Grönholm.
The all-Norwegian battle for second overall swung in favour of Mads Østberg in the 55km Guanajuatito stage
when Andreas Mikkelsen spun and lost a handful of seconds and was not able to regain the time over the closing
two stages. Østberg, driving for the Citroën Total Abu Dhabi World Rally Team, had started the day with an
advantage of 4.5 seconds and reached the podium in León 6.3 seconds ahead of Mikkelsen.
Welshman Elfyn Evans was fourth overall in Mexico in 2014 and a consistent and professional performance
netted the M-Sport World Rally Team driver a repeat result on this occasion.
When a puncture cost Hyundai works driver Dani Sordo valuable time on Saturday afternoon, and ongoing brake
issues and shoulder pain hampered the Spaniard on Sunday, Evans was never pressured on his way to fourth
place. Sordo finished fifth and Martin Prokop rounded off the top six for the Jipocar Czech National Team, despite
collecting a late puncture after a scary moment on the Derramadero stage.
Qatar’s Nasser Saleh Al-Attiyah inherited a massive WRC2 lead when Yuriy Protasov hit trouble on Saturday
afternoon and the Qatari opened the defence of his title in perfect style with a crushing win. His winning margin
over Peruvian Nicolas Fuchs was a somewhat flattering 7min 56.3sec.
Al-Attiyah, finished a superb seventh in the overall standings with his Ford Fiesta RRC.
Finland’s Jari Ketomaa and Qatar’s Abdulaziz Al-Kuwari were embroiled in a fascinating tussle for third in WRC2
and the Finn managed to confirm the final podium place in his Drive DMACK World Rally Team Ford.
After the dramatic lake plunge that was broadcast around the world on Friday, the Estonian crew of Ott Tanak and
Raigo Molder were able to take part in the final three stages, once M-Sport mechanics had belied the odds and
stripped down and repaired their saturated Ford Fiesta RS WRC.
The three Power Stage bonus points were earned by Ogier with a time of 6min 50.5sec. Neuville continued his
climb through the field with a third quickest time of 6min 56.3sec and passed both Ketomaa and Fuchs to move
into eighth overall.

5. SERVICE PARK
Service for Rally Guanajuato México will take place at Rally Campus in the León Fairgrounds.
The GPS reference for the main Service Park in León is:

The Service Park is located in an outdoors secured area on a hard–levelled surface.
Competitors wishing to use a joint service area with another competitor must inform the organizers by Thursday

February 11 , 2016 by completing the Joint Service Request form.
All teams will be required to use a ground protector for each of the vehicles serviced.
It is recommended to send a service area and/or workshop layout to place containers according to requirements,
thus avoiding extra use of cranes. This information should be e-mailed to [email protected] or by fax to

5.2. Remote Tyre Fitting Zone
A Tyre Fitting Zone has been established prior to the Power Stage. According to Art. 52.1 WRC Regs.

5.3. Access to the Service Park

Competitors can access the service park from Saturday February 27 2016 at 12:00 hrs. Only competing cars
and vehicles with special windshield decals “Servicio” and “Auxiliar” issued by the organizers will be allowed in the
Service Park.
All vehicles entering the service park will be assigned a door number. Service and Auxiliary vehicles will only be
admitted into the service park entering through their assigned door.

5.5. Security and Medical

The service park will be under surveillance 24 hours a day starting Monday February 29 , 2016.
Special security can be hired through the organizers.
A branch of the “Aranda de la Parra” Hospital will be open and on-call in the Service Park during Rally HQ
opening hours.

6. TWO-WAY RADIOS
Cellular phones, GSM mobile stations and FRS stations (Motorola Talkabout) are exempt from radio license,
provided they comply with the national regulations. The use of all other kind of radio transmitters is regulated by
the SCT (Secretaría de Comunicaciones y Transportes) and requires a radio license. Upon request, the SCT will
grant the license for use of specific frequencies in the commercial UHF and VHF wavelengths.
The SCT will provide the use of frequencies if the request is done through the organizers at a cost of $150.00
USD per frequency (Duplex) requested.
Throughout the rally, the use of amateur radio frequencies is prohibited.
7. FUEL
All participants, without exception, may only refuel at the zones designated by the Organizers. The main refueling
zone for all Crews will be located after the Exit Time Control of the Service Park. Refueling is only permitted in the
refueling stations designated in the Road Book as Refueling Zones.
7.1. Refueling Points
In accordance to the Rally itinerary, the following refuelling zones (RZ) will be located within Rally Campus after
the Service OUT time control: RZ 0, 1, 4, 6 and 8.
For RZ 10, it will take place before entering the Overnight Regroup on Saturday and no refuel will be available
after service G out on Sunday.

No service station is available in all refuelling zones. The organizers will provide the needed fuel for non-priority
drivers. A request form will be available at the Secretariat during administrative checks. A deposit will be required
for the amount of fuel ordered. The price per litre will be the same as in the petrol station.

NOTE: For 2016, a Special Stage of 80Km has been planned for Sunday March 6 . The organisers have
planned refuel zones just prior and at the end of the stage, nonetheless, we urge all participants to check the fuel

8. IMPORT OF VEHICLES AND SPARE PARTS
8.1. General
These instructions are preliminary and will be subject to further revisions. Please visit the official web
site (www.rallymexico.com) for updates on this document.
To make temporary imports into México, these instructions should be fully observed by all participants to avoid
unnecessary delays and subsequent extra costs.
These instructions must be acknowledged and accepted as requested herein by all participants.

8.2. Customs Clearance
Customs clearance and checking of goods is mandatory for temporary import into México. It must be completed
at the seaport or airport of entrance.
Inland transit to León will only be allowed after customs clearing. Authorities may check papers and cargo during
transit. The Consignee must register the customs broker in order to be allowed to perform temporary importation
of vehicles and parts for the event.

IMPORTANT NOTICE
For both SEA and AIR shipments, the shipper must send, via fax/e-mail, copies of all documents AT LEAST
SEVEN DAYS BEFORE ARRIVAL OF GOODS TO MEXICO. Failing to do this could cause unnecessary
delays and extra costs in customs and warehousing.
RE-EXPORTING
Participants must note that all goods sent to México with temporary import status must be re exported. If not
so for any reason, the status should be changed as final import and, if allowed, the participant must pay all
duties and taxes within the legal timeframe.
In case of total or partial relocation of goods, or change of shipment method (air to sea or vice versa)
participants should notify the Agent in advance and with sufficient information in order to fulfil all custom
procedures.
8.3. Ro-Ro Vessel Operation (If any)
Team members will be required to be at the designated berth area - port of Veracruz - to unload vehicles off the
vessel. In case of late afternoon arrival of the RO-RO vessel we strongly recommend to leave vehicles at the port
facility until the next morning.
8.4. Inland Logistics Procedures
After customs clearance is completed, vehicles and goods will be able to proceed to their final destination in León,
in the State of Guanajuato.
A standard inland transit time from Veracruz to León is 15 hours with private custody, and 24 hours with police
custody.
A standard inland transit from México City to León is 7 hours with private custody, and 12 hours with police
custody.
At the time of arrival in León containers can be immediately delivered to workshops previously designated by
teams, or sent to temporary holding areas within the Rally Campus.
It is recommended to send a service area and/or workshop layout to place containers according to requirements,

CONVOYS
All vehicles arriving at México City or Veracruz will be able to be driven to León in convoys escorted by police.
Nevertheless any participant will be free to drive unaccompanied to the final destination in León or hire private
custody. These convoys will depart with specific schedules according to the time of arrival of the ship. Ten
vehicles maximum in convoy will be integrated according to participant’s requests. Arrangements will be provided
as to refueling, toll payments and food.
DRIVERS DOCUMENTATION
In order to drive on Mexican roads, drivers will be required to carry the following documents:

Copy of port release and summary entry
IMPORTANT: Customs offices are closed on Saturdays and Sundays, and only extractions with complete
documents may be done on these days. Port working hours are from 08:00 to 19:00 hrs on weekdays. Extractions
can be arranged off-hours. Other off-hours operations will involve extra charges applied by port authorities.

or by a foreign company with proper representation in México.

8.5. Carry-On Imports
When traveling to México by plane, each person is allowed to bring in $300 USD worth of imported goods taxfree. If any person will be carrying goods destined for the rally they should advise us at [email protected]
stating the name of the passenger, the flight number and a description of the goods to make sure that entry is
permitted through customs.
8.6. Payments
The AGENT has prepared a flat fee for teams importing goods through different ports for import and re-export of
goods, or per container or vehicle. This fee will have to be paid to extract goods from the port of entry.

9. HELICOPTERS
9.1. Registration Procedure
All helicopters operating in the rally area during the event must be registered with the organizer at a cost of

€1,300.00 (+VAT 16%) and have completed the registration form by February 11 2016. To be permitted to enter
the airspace prohibited to normal air traffic, pilots must be familiar with the special flight guidelines.
All landing areas, including those at the service park and in the special stages, will be identified on maps and in
the helicopter guidelines, including all the GPS positions.

Attendance at the pilots’ briefing on Thursday March 3 at 20:00 hrs is mandatory for all pilots. After registration
and payment of the appropriate fee, all pilots will receive additional information at least one week before the
event.

HOTEL / ACCOMMODATION RESERVATION
A special agreement has been established with major hotels in the region. This agreement has helped stabilize
prices and allows for better price control during the event.
Part of the agreement with hotels allows for special rates for teams entered in Rally México.
The hotels, which signed the agreement, are in bold in the following list and will give a special discount with the
code: rallymex. This will allow independent reservation for each team at a preferential rate when they are
contacted directly.
• León: The city of León is the epicentre of the rally and where most activities take place. Although there are
many hotels in León, these are the ones that get booked up early.
• Guanajuato City: Guanajuato is a colonial city located approximately 45 minutes from León and very close
to Friday’s stages. It has many hotels and is a very good place to stay and combine tourism with the rally.
• Silao: Silao is a small industrial city located approximately 30 minutes from León. From here you can easily
access most of Saturday’s stages. Silao has very few hotels so reservations should be made early.

12.2. Registration
All entrants taking part in the reconnaissance must register at the Rally Secretariat to get all the necessary
documentation before starting reconnaissance. Registration for reconnaissance can be done according to the

All under-body protection must be un-mounted before technical scrutineering.
The drivers' equipment (helmet, FHR and flame resistant clothing) will be checked at scrutineering. All safety
equipment must comply with the FIA Sporting Code Appendix L, Chapter III.
All crews must report to scrutineering with number plates and optional advertising (if accepted) affixed to the car,
as defined in the Supplementary Regulations and the official bulletin regarding optional advertising.
NOTE: A detailed map and plan of the Scrutineering Hall can be found in Appendix 5.
13.2. Final Scrutineering
The final Scrutineering will be held at the Sunday Scrutineering Hall in Rally Campus at 15:15 hrs on Sunday,

SHAKEDOWN STAGE
14.1. General Information
All crews must wear the same FIA approved safety equipment as required for the rally.
The Shakedown Road Book is available within “Road Book 1” and on the website and includes all directions from
Rally Campus and back.

START PROCEDURE
15.1. Start of the Rally

The start of Section 1 will be at Time Control 0 located at the Service Out control on Thursday March 3 2016.
There will be no holding area prior to the start of Section 1. Competitors must cross TC 0 at their published start
times.
Section 1 Time Cards can be collected at the TC 0 Control table 15 minutes before the first car is due.
15.2. Guanajuato Ceremonial Start
The Ceremonial Start will take place in front of the “Alhóndiga de Granaditas” in the city of Guanajuato on

Thursday March 3 2016, starting at 19:00 hrs as part of Section 1 of the Rally.
Competitors will have 9 minutes on the Ceremonial Start stage before going on to SS1.
Due to the narrow nature of the streets of Guanajuato, repositioning of competing cars will be very difficult. We
kindly ask competitors to maintain their running positions and not overtake other competitors during the road
section from TC0B (Silao OUT) to the pedestrian street leading to TC0C (Teatro Juarez)
NOTE: Please see Appendix 6 for detailed plan of Silao.

15.3. Ceremonial Start Programme
Detailed directions will be available for media, VIPs and guests from the Rally Secretariat and Media Centre in
Rally Campus. A dedicated parking area has also been allocated near the Ceremonial Start for vehicles
displaying FIA and Media parking plates. This area is extremely limited.
We ask all media tabard holders and PR representatives to arrive at the ceremony at least 1:20 Hrs prior to the
start of the first car.
The precise Starting Protocol will be distributed to the media upon registration. The provisional programme is as

FINISH PROCEDURE
The finish of the rally is at TC 21C, Service Out. The prize giving ceremony will take place at the podium at the
Foro del Lago, Explora Park in Rally Campus at 14:30 hrs. The following is the prize-giving set-up and procedure.
1. An area has been reserved for TV, photographers and Radio only to undertake interviews in the holding area
before the Finish Ramp (in holding area immediately after TC 21C).
2. An area for television crews and photographers has been established in front of the Finish Ramp.
3. The highest placed Mexican Crew (If not in the top 10 positions) drives to the top of the ramp, opens doors,
climbs out, receives an award, waves and then drives to Parc Fermé.
4. The P3 winning crews drive alternatively to the top of the ramp. The crews get out of the car and are
interviewed, receive two bottles of pre-opened champagne, mount the bonnet and spray the Champagne for
the benefit of visual media. The crews may be joined by team personnel if agreed with the FIA WRC Media
Delegate and then, drive to Parc Fermé. The crews are to go immediately to the final FIA Press Conference.
5. The crews positioned tenth to fourth overall drive to the top of the ramp, open doors, climb out, receive an
award, wave and then drive to Parc Fermé.
6. The crew finishing third overall drive onto the ramp for visual media. The crew get out of the car and wave as
they stand either side of the car with the doors open. Depart ramp and park as directed. The crew will be
escorted to a waiting area.
7. The crew finishing second overall drive onto the ramp for visual media. The crew get out of the car and wave
as they stand either side of the car with the doors open. Depart ramp and park as directed. The crew will be
escorted to a waiting area.
8. The winning crew drive onto the ramp. The crew gets out of the car and is interviewed, receive two bottles of
pre-opened champagne, mount the bonnet and spray the Champagne for the benefit of visual media. The
crew may be joined by team personnel, if agreed with the FIA WRC Media Delegate. The car remains on the
finish ramp, team personnel depart and the crew is escorted to a waiting area.
9. The ‘Olympic’ podium is moved into position, in front of the ramp/winning car, and the three winning crews are
escorted to the podium where they stand behind their appropriate level.
10. The crew finishing third is invited to mount the podium, immediately followed by the second placed crew and
then the winner.
11. Dignitaries approach the podium and simultaneously present the winning crews with their trophies.
12. A representative of the winning manufacturer is invited to the podium to receive an award.
13. The national anthem of the winning crew is played as simultaneously the flags of the nations representing the
three first crews are hoisted. If different to the winning driver, the national anthem of the winning manufacturer
will then be played while its flag is raised.
14. After the playing of the national anthem, each of the six crew members are immediately handed a bottle of
pre-opened champagne for spraying.
15. The winning car is driven by a team member from the ramp to Parc Fermé. The three winning crews and a
representative from the winning manufacturer are then driven to the press conference in the Media Room.
16. The remaining crews will then be directed to the finish ramp for the presentation of any awards. They will then
proceed to Parc Fermé.

18.3. Media Accreditation Procedure and Deadlines
As a round of the FIA World Rally Championship, Rally Guanajuato Corona 2016 follows the regulations and
procedures set out by the FIA for media accreditation. Please make sure to read these guidelines and follow them
closely. It is very important to provide all the requested documentation and to send it the correct office. Errors in
procedure will result in delayed requests.
1. National publications, national photographers, national websites and national radio stations.
Requests for accreditation for publications, photographers, websites and radio stations in Mexico must be sent by

4. FIA WRC permanent pass holders
No accreditation request is needed, but both the Chief Media Officer and the FIA Media Delegate need to be
informed of the pass holder's intent to attend the event. Please do so by fax or e-mail at least five days before
Scrutineering. Should a permanent pass holder wish to apply for one or more additional passes for a special
event, the following steps must be followed: 5 B) a), b), c), e) and h).
5. Principles for accreditation, documentation and photographers
A)
Principles
a) A maximum of three representatives (journalists or photographers) per publication will be accredited.
b) A publication will need to comply with the distribution and quality established by the FIA, and be for sale to
the public. Internal and club publications cannot be accredited as media outlets. Accreditation decisions
are based on the market of the requesting country. The minimum circulation numbers for a national
publication, weekly or monthly, is usually 20,000 copies, and 50,000 for a national newspaper.
c) Promoters of any kind, such as PR or marketing personnel, cannot be accredited as media
representatives. Such requests must be sent directly to the FIA.
d) Private teams with established drivers may apply for accreditation for a media representative directly to the
FIA Media Delegate.
e) Central and local offices of large international press agencies (AP, AFP, Reuters, ANSA, UPI, DPA, LUSA,
BELGA, JIJI, KYODO, EFE, Press Association, SAPA, Australian AP, APA, etc) will always be accredited
directly by the FIA.
B)
Required documentation for each request
a) An accreditation request on the publication's official stationery, signed by the Managing Director or
Editorial Director. Any request signed by staff will not be accepted.
b) An accreditation form properly filled out.
c) The name(s) of the representatives who will cover the event.
d) A copy of the National Press Card (if it applies) of the representatives who will cover the event.
e) The representatives' post.
f) General information about the publication, such as frequency and distribution.
g) An original copy of the publication.
h) Copies and originals of material published about Rally Mexico 2015 or the FIA World Rally Championship.
i) An Email address to serve as point of contact for the publication. (Without this, the publication will not be
accredited.)
j) A formal letter of intent stating the publication's commitment to publish a piece on Rally Mexico and a
possible publication date.
k) Any request by a freelance journalist must be accompanied by a list of articles published during the
previous 12 months, including the publication name and date.
Note: f), g), y j) do not apply to large international press agencies. h) does not apply to those publications
applying for the first time.
Late, incomplete, faxed or emailed requests will not be considered.
A pass request must include a written confirmation that neither the publication, agency, journalist nor
photographer who will receive the accreditation, will seek other FIA accreditations for any other use, including
work for radio or television stations.

Accreditation for photographers
National Press Photographers
Publications or agencies seeking accreditation for a single WRC event must provide proof of independent
coverage in the form of at least 15 photographs taken of Rally Mexico 2015. If they have not been accredited
previously, Rally Guanajuato Mexico will submit their request to the FIA Media Delegate for discussion.
In the case of an agency, the pictures must have been sold at regular commercial prices to publications that
comply with FIA criteria.
For publications, the published pictures must be demonstrated to be original work by the author accreditation
for the publication.
The amount of passes for National Press Photographers is limited by the FIA to 12.
International Press Photographers
Publications or agencies seeking accreditation for a single WRC event must provide proof of independent
coverage in the form of at least 15 photographs per pass taken of each event where they attended as
accredited media during the previous year.
In the case of an agency, the pictures must have been sold at regular commercial prices to publications that

18.8. Telecommunications
For media or teams wishing to reserve private communication facilities, please access the form via the Media /
Downloads section of www.rallymexico.com. Please ensure all requests are centrally co-ordinated within your
organization to avoid confusion. Both Ethernet and WI-FI are available and technicians will be available during the
event to assist if necessary.
GSM and CDMA are widely available in México, but please check with your national provider about the availability
of your own roaming service within the country. Do note however that roaming charges can be considerably more
expensive than hiring locally. As a general rule, coverage in the mountains, with either a digital or GSM mobile
telephone, is intermittent.
Courtesy Ethernet communication lines, as well as WI-FI, have been installed for the media (press room) and
photographers (wire sending area) for business use only.

Photographers’ Wire Sending Area
A wire sending area with Ethernet communication lines, for use by photographers, has been established within
the Media Centre. All lines have been provided free of charge and technicians will be available to assist if
necessary.

A photographers’ tower has been provided strictly for use by tabard media at the start and finish locations.
Tripods are not permitted on the photographers’ tower.

Notice Boards
The Official Notice board is located at the Secretariat in Rally Headquarters and will be operational from Monday

Passes and Car Passes will be issued by the Organizers to ensure proper access to the Rally Campus areas.
For 2016, car passes will be distributed by Description and Colour as indicated in the table below. Additionally, a
new sticker will be provided to all regular Car pass holders with a Gate Letter facilitating access into their
respective parking areas.

LIST OF USEFUL FACTS AND SERVICES
21.1. México
Our country is the natural link between the United States and Latin America. And, through the signing of 12 trade
treaties that grant a preferred access to 44 countries - among them the North American Free Trade Agreement
with the U.S. and Canada, as well as those signed with the European Union, Chile, Brazil and Argentina - México
has access to a potential market of more than 860 million consumers and is consolidating itself as one of the most
important emerging economies in the world. (Mexico)
21.2. León & Guanajuato
Guanajuato is one of the best-communicated states in México, with a complete network of roads. Its rail network
is located in the area of confluence of the main trade routes of the country, and by air it is well connected to the
main destinations in México and the United States.
León is the biggest city in the State of Guanajuato, with 1.6 million inhabitants in the metro area, and is the fifth
biggest city in México. In an area of 400 kilometers surrounding the city, there are approximately 50 million
people, including the population of México City and the State of México.
León is near three of the most important tourist and colonial cities in México: Guanajuato, a UNESCO World
Heritage Site; Dolores Hidalgo, the birthplace of the National Independence, and San Miguel de Allende, one of
the most popular tourist and colonial cities visited by foreigners.
Guanajuato City, the capital of the State of Guanajuato and venue for the start of Rally Guanajuato México, is
considered to be the most beautiful colonial city in the Americas and owes its fame to rich veins of silver and gold
discovered by the Spanish years ago. It is one of the most important cities in the country, both traditionally and
culturally. Old world charm lures visitors from around the world, and strolling minstrels, known as “estudiantinas”,
enrich the medieval atmosphere with music from a bygone era. The extensive underground tunnels and walkways
also make Guanajuato a beautifully unique and captivating city. Construction of the Teatro Juárez, began in 1873
and it was finally opened in 1903 by President Porfirio Diaz. It is one of the most beautiful theaters in México with
a variety of architectural styles.
León's pre-Hispanic legacy can be seen in its architecture, monuments and parks. Founded in 1576, it is now a
modern urban center with the necessary infrastructure, public safety, universities, transportation and roads
necessary to project this city in the new millennium.
León is well known for its infrastructure and organizational capabilities for any kind of international event. The city
not only has the biggest infrastructure for international events within its convention center (CONEXPO), but also
offers a wide range of services like theaters, museums, restaurants, recreational centers, hotels, shopping and
financial centers beyond comparison in central México.
Its shoe and leather industries are the most important in the country, since it contributes 50 per cent of the total
national production. It also has a complete infrastructure of hotel services and of purveyors for the fair and
exposition industries. Furthermore, in close proximity to the city via excellent roads, visitors can access historical
places like Guanajuato, San Miguel de Allende and Dolores Hidalgo. León is linked directly to other political and
economical centers in México via road and air. As a platform to launch commercialization or production strategies,
León offers the best infrastructure and unquestionable capacity as tourism, commercial and business center.

21.3. Tips From A to Z
AIRPORTS
It is not possible to take baggage carts out of the arrivals hall at México City airport, although there are porters to
assist with luggage. A tip will be expected.

BANKS & CREDIT CARDS
Banks are generally open from 09:00-16:00 hrs Monday to Friday and a few from 09:00-13:00 hrs on Saturday.
All international credit cards (Visa, Master Card and American Express) are commonly accepted in major cities
(Guanajuato and León).
Most Automatic Teller Machines (ATM) are open 24 hours a day and can be found curb side in banks, some hotel
lobbies and shopping centers. Small businesses in small towns will not take credit cards.
Changing Travelers’ Checks is best done in the morning, as a number of banks will not accept them after
14:00hrs. A passport is also required. For the most favorable rates, change money through banks.
It is somewhat difficult to exchange European currencies in Guanajuato (including the Euro). The US Dollar is
more easily accepted and exchanged.
BARGAINING
Bargaining is common practice in tourist areas where quoted prices can often be double the value of the goods. In
smaller towns away from the tourist sites, bargaining is not recommended as it can be seen as a lack of civility.
BEHAVIOUR
Basically it is not difficult to act respectably in México; in general people are friendly and quite informal. As with
travel to any foreign country, friendliness and a desire to respect local customs is appreciated.
CLIMATE
The climate is typically tropical, although varies in the different regions of the country. March is the dry season
and normally warm and windy. Occasionally, short tropical rains can be followed by warm sunshine and 30°C
temperatures, while the altitude in Guanajuato can cause temperatures to drop below 10°C at night.
CLOTHING
Although dress code is not an issue in México, we do not suggest any liberal attire.

CUSTOMS
All things of personal use do not incur duty. Other articles are allowed with some limitations: 2 liters of alcohol,
souvenirs and gifts not exceeding USD$ 300 (€ 220). Foreign currency is limited to USD$ 10,000 or equivalent
without declaration.

A branch of the Aranda de la Parra Hospital will be open and on-call in the Service Park during Rally HQ opening
hours.

DRIVING
Cars are left-hand drive in México and you drive on the right side of the road. Remain aware of possible road
hazards such as animals crossing, potholes and the omnipresent speed reducer bumps called “TOPES”. The
right of passage in corners and roundabouts is not observed in México City and surrounding areas and usually
the biggest, or the bravest, goes first. In León, nonetheless, stop signs are “mostly” respected and the roundabout
traffic has always the right of way.
The speed limit in towns is 40 km/h and is indicated everywhere else by road signs.
Highway speeds can vary between 80 to 110 km/h. Speed limits are usually posted.
Carry your Driving License at all times.
Wearing seat belts is compulsory. Mobile phones are not to be used while driving. Hands-free is permitted.
ELECTRICITY
The electrical current in México is 110 volts (60 Hz) and sockets accept plugs with two flat parallel pins (American
specification). Most laptop computers operate equally on 110 or 220 volts and only require a travel plug adaptor.
ELEVATION
The mean elevation of the city of León is 1,786 meters above sea level (5,860 ft). The elevation of the special
stages varies from 1,800 to 2,737 meters above sea level.
FESTIVALS
Mexicans celebrate a number of festivals and seasonal events throughout the year and it is worthy of note if
planning a vacation. Any festivals or holidays during the week of the rally will be notified in advance.

Gas stations (PEMEX) are normally open 07:00-22:00 hrs, although those in major cities tend to be open 24
hours.
You should tip the attendant approximately 10 pesos.
All gas stations are full-service and prices are fixed throughout the country.

LANGUAGE
The official language in México is Spanish although many dialects are still used in different regions.
English is spoken in most hotels and tourist destinations. Most members of the Organizing Committee speak
good English.
MEDICINE
Many international brands can be found in pharmacies. (Please note that some brand names are different:
Maalox to Melox, Zantac to Azantac etc…) However it is always wise to take an adequate amount of your
personal medicines with you.
MOCTEZUMA’S REVENGE
Food in hotels and good restaurants is safe. Be aware that spicy dishes are common in menus and can be VERY
spicy. Foreign visitors should avoid “roadside” restaurants and sub-par eateries. Many visitors get sick by not
sticking to this simple rule. Mexicans call it “Moctezuma’s Revenge”.

OPENING HOURS
Most shops are open from 09:00 to 18:00 hrs Monday to Saturday. Major department stores or shopping malls
open from 10:00 to 20:00 hrs seven days a week. In small towns some shops close for lunch from 14:00 to 16:00
hrs. Please note that in México, normal lunchtime is from 14:00hrs to 16:00hrs.
PHOTOGRAPHY
México is a colorful country to photograph. It is of course polite to ask permission before photographing people.
Pictures in some temples are forbidden, and should never be taken during a ceremony.
POPULATION
The total population of México is 112 million, 5.5 million of whom live in the State of Guanajuato and 1.4 million in
León. 29.3% of the country’s population is under 14 and 9.2% is over 60.

PROTECTION
The high altitude and gentle winds mean sunburn can happen surprisingly quickly. Sunscreen (SPF 25+), a hat,
sunglasses and long sleeve shirts are greatly recommended.
SAFETY
Special caution must be taken when in México City. Avoid unauthorized airport taxis and ask the hotel concierge
for any special safety tips around the area you’ll be staying. When in León, normal safety behavior is
recommended.

Tipping is common practice in México and can get you a long way. Normal tipping in restaurants is 10-15% while
porters, taxi drivers, parking and gas station attendants will expect about 10-20 pesos.
WATER
Tap water is not recommended for drinking. Most hotels provide bottled water in the room at no charge. Soft
drinks, bottled water and juices are commonly available and safe to drink.
