Leadership
The governance process through which individuals and groups
influence the behavior of others so that they work collaboratively
to achieve common goals and promote organizational effectiveness.
Value Promise
Being elected by the Candler County Board of Education as district Superintendent has re-kindled my desire to lead and build capacity among
all stakeholders. My experience has largely been in administration as an educator; however, teaching and developing leaders at all levels
remains a great passion for me.
I promise I will collaborate with all stakeholders on how we can realize our vision of significantly improving student achievement. I believe my
experience as a principal for twenty-four (24) years, a leadership facilitator with FDRESA, our State Department and working in private practice
with eight (8) school districts has helped me prepare for being the CEO of Education in Candler County. I promise to add value by doing the
following:
• Involve leaders at all levels with identifying lagging academic performance areas.
• Process planning to eliminate implementation gaps.
• Arrange for professional development for all certified teachers on standards-based classrooms.
• Value results and relationships.
I promise to surround myself and our organization with leaders who believe strongly in professional growth as well as persons who actively
seek best practices. I am committed to our citizenry to build capacity within our district to sustain excellent results for student achievement in
the next decade. I also promise to teach and coach process leadership with persistence.
Dr. Tom Bigwood, Superintendent
Board of Education
School Board of Distinction
Candler County Board Of Education was one of 15 Georgia school boards to be awarded the Georgia School Board
Association’s “School Board of Distinction” at the Georgia School Boards Association/Georgia School Superintendents
Association Annual Conference held in Atlanta Nov. 30-Dec. 1.
In addition to verifying compliance with GSBA’s Standards for Local Boards of Education, the Candler County Board of
Education provided documentation in the following key areas:
• Must be in compliance with GSBA Standards for Local Boards of Education.
• Must implement the GSBA Board/Leadership Team Self Assessment Checklist.
Craig Lanier, Chairman
District 3
Ronnie Sikes, Vice Chairman • Must formalize the superintendent evaluation incorporating district goals.
District 4
• A web link to the local district’s policy manual that is posted to the Internet.
• A copy of, or a web link to, the board’s goal-setting model and listing of the district’s goals.
• A web link to postings of monthly board meeting agendas.
• A stated plan to integrate technology at the governance level of the local district.
The Standards for Local Boards of Education is a voluntary program of the Georgia School Boards Association. It sets
benchmarks of organizational structure and governance objectives for local boards of education that wish to participate in
the program.

Metter High School
“In the last few years, we have seen huge
growth in the percentage of students that are
meeting and exceeding standards on standardized tests. We are outperforming schools that are
much bigger than we are and not nearly as rural.
This takes hard work on the part of everyone - students, teachers, and parents - in order to accomplish these goals. In the science department we
have also been blessed with continuity. In order
to effect change, it helps if the same people stay
around a while and work to build a good program.
As a result, we have not only had great pass rates
on the graduation test but also on our end of
course tests.”
Mrs. Twila Durden - MHS Teacher
This achievement is the result of a
lot of hard work and dedication by
ALL of the MHS teachers, staff, and
administrators.
The Percentage of Metter High School Students
Meeting and Exceeding Standards in the
2011-12 Year was 91.14%!
This Percentage
Reflects a Gain over the
Prior Year of 8.66%
Twila Durden is named
WTOC’s Top Teacher
Once again, a Metter High School
teacher was spotlighted in WTOC’s Top
Teacher segment as Twila Durden received a local nomination for the honor. The interview with Durden aired on
WTOC News on April 18.
“This is the first time I have ever been
chosen,” said Durden, adding that her
nominator chose to remain anonymous. “I would love for them to tell me
so that I can thank them for the honor.
“It is always an honor to be chosen by
a student -- or it could have been a parent for all I know. As teachers, we don’t
always know how we affect students
at school, whether it is in a positive
manner or not. We also do not know
whether our efforts are enough for the
students we teach.”
“It is nice to know that someone thinks
that I did enough and influenced them
in a positive manner.”

Metter High School Students Are Using State of the Art Technology in the Classroom
“Technology is crucial to increasing student engagement for today’s students by providing them with hands-on opportunities to broaden their learning beyond the traditional classroom setting. The incorporation of technology enhances
students’ learning by catching and sustaining their attention in a relevant and meaningful way allowing for new learning
opportunities through technology-based enrichment and differentiation activities.”

“All eighth grade students in Georgia’s
public schools are afforded the benefit of a yearly
writing assessment to evaluate progress in this
valuable skill. As evidenced by the 2012 Georgia
Middle Grades Writing Assessment results, MMS
students continue their winning ways on this assessment. Last year, MMS achieved similar results
on the state writing assessment combined with a
100% pass rate on the Reading CRCT, exceeding
not only all county area schools, but essentially all
schools throughout the state.
8th Grade Writing
Scores Are One
of The Top in
The Region!
When compared to all nineteen school systems
within approximately sixty miles of Metter, MMS
ranked fourth in the percentage of students meeting or exceeding expectations and in average
score. This achievement surpassed such nearby
systems as Tattnall, Toombs, Vidalia City, Emanuel,
and Effingham to name a few.
We challenge our students with rigorous and extensive work. They respond by doing their best.
Our goal is to always exceed the standards in our
standards based classrooms, and we work toward
this goal daily. “

All Candler County eighth graders take the annual Georgia Middle Grades Writing Assessment. In 2011, MMS eighth graders continued to be highly competitive
in our area. Our eighth graders last year had a higher average score than all but one area school. This comparative data includes about thirty middle schools
within 45 miles. Significantly, about 5% of our students exceeded the state standards also putting us second in the area. To illustrate the significance of this
achievement, the average eighth grade in our area had less than 2.0% exceeding the standards.

“MIS is a family. Our students don’t succeed because of the efforts of one teacher or
one department. Their success can be attributed
to the collaborative effort of an entire staff working toward one common goal.”
Mr. Will Thigpen
MIS Teacher
“Reading and writing are the cornerstones of learning. Without them a student will
not do well in any subject. Teaching and encouraging our students to be good readers and writers are the ways that we help MIS continue being a Title I Distinguished School.”

Metter Intermediate School Focusing on Literacy in Health & Physical Education
At Metter Intermediate School we have adopted“Writing Across the Curriculum”within our School Improvement
Plan. Even in Health & Physical Education our students have become accustomed to writing in Health journals and/or agendas on a daily basis. Our focus on literacy is tied into class every day. On any given day in our gym you may see Essential
Questions being written and answered, RAFT (Role, Audience, Format, Topic) writing activities in small groups, or students
creating booklets as a performance task describing skills with pictures and text of the current unit we are working on in P.E.
“I feel that it is important for students to see the fundamental
skills of sports in my class and practice them, but if we can expand their thinking and also have them write what they see
and feel we are taking their experience to a whole different
level.” -Eric Verbel, M.ED. MIS Health & Physical Education

A large crowd gathered at the construction site on Monday, April 30, 2012 to participate in the historical ground breaking ceremony of the future PreK-8
facility to be located off of Hwy 129 South. Superintendent Dr. Tom Bigwood welcomed the spectators and began the program with recognitions of
attending guests. Brief remarks were made by key members of each aspect of the construction of the school. Board Chairman Craig Lanier opened
remarks by thanking the citizens of Candler County for being willing to take on the challenge of building a new school. Both Senator Jack Hill and
Representative Butch Parrish offered their congratulations on the future success of the school and recognized the efforts that have been made thus far
towards the school.

Metter High School JROTC Tigers Lead The Way
with a 98% Graduation Rate
Junior Reserve Officers Training Corps (JROTC) cadets tend to become disciplined in their studies and
goal oriented. The pride that these students display
is amazing. You see it on their faces. Senior cadets
are placed in teaching positions where they lead
younger cadets. We expect our cadets to learn from
their mistakes and not to make the same mistakes
over and over. Teens struggling through a physically
and emotionally turbulent time in their lives find
help in the discipline, structure, accountability and
influence of military-trained instructors.

Candler Schools Graduation Rate Among Highest of Area Systems
Under the new ‘cohort’ rule established by federal regulation guidelines, Candler County’s 2011 graduation rate dropped about 4 percent, to 76.6 percent. But, Metter
High Principal John Jordan reported, the news is not negative. In fact, the rate for MHS is almost 10 percent higher than the state average of 67.4 percent under the cohort calculation. Under the cohort rate, Candler County School System is ranked 10th in the 31-county Regional Education Service Agency (RESA). For comparison of other RESA systems, visit
www.metteradvertiser.com. The state now requires school systems to use a cohort formula instead of the former leaver calculation. Under the leaver system, the rate was calculated
based on the number of seniors beginning that school year who received their diploma at the end of the same school year. The cohort formula shows a percentage of 2011 graduates who entered ninth grade in 2007, counting out those students who transferred or otherwise left school, except those who dropped out.

MHS JROTC One of Top 12 in State
On Friday, April 27, the JROTC Tiger Battalion at Metter High School achieved once again the Honor Unit with Distinction, one of only 12
schools in the state to reach this achievement. After several hours of inspections in every area imaginable, the chief of the inspection team from 6th
Brigade Cadet Command Headquarters gave the Tiger Battallion the news they had been working for. Honor Unit with Distinction takes a lot of hard
work, dedication, and discipline. The battalion staff must deliver a well rehearsed briefing to the inspection team and each staff member has their section thoroughly inspected. Cadets are tested on the core academic subjects, ranks and chain of command. The color guard and drill team must deliver
a flawless sequence used in state and national drill competitions. To qualify with the Honor Unit with Distinction, a battalion must earn 576 out of a possible 600 points, which is a unit rating of 96 percent.

state requires students to take and pass the Georgia High
School Writing Test during the fall of their junior year as a
graduation requirement.
This year there were 129 first-time test takers that accomplished a 93 percent pass rate. First District RESA scored a 91 percent pass rate, and the state average was 93 percent. One of the Candler County School District goals is to be on or above the state on all mandated assessments. This is the second year in a row that Metter High School has met this particular goal. Last year, there were 97 first-time test takers who matched
the state’s 95 percent pass rate and exceeded the RESA’s 94 percent pass rate. There has been a significant increase in the number of students who are staying in school and are performing on state level.“I am proud
of the students and teachers,”said Principal John Jordan. “I am particularly glad to see that the literacy initiative is having positive results in all state tests, and particularly on the Georgia High School Writing Test.“All
teachers at Metter High School are working diligently in their classrooms on higher order thinking questions and responses and reading and writing daily.“The Candler County School System has made a commitment to reading and writing across the curriculum, and it is helping students to become better thinkers, readers and writers.”

It is fascinating to see the world
through the eyes of a child—especially
when they are given the latest technology to enhance and expand their learning environment. My students have
been provided with 9 Apple iPad2’s to
use during class time for research, writing practice, enrichment activities, and
class assignments. The students now
have the world of knowledge at their
fingertips, and they are very adept at
accessing information by this means.
We are so appreciative for the Candler
County Educational Foundation grant
and to the members of the Candler
County community for their support
of our Chili Supper Fund raiser, which
helped us purchase the vital components of our iPad Project.
MIS 4th and 5th graders are fearless
when it comes to technology, and they
continue to amaze me with their critical thinking and problem-solving skills.
iPads differ from laptops and desktop
computers in that we are no longer
confined to a particular classroom.
Thus, the casual observer may find us
all over the campus actively engaged in
learning. With iPads in hand , my students will be snapping photos, creating
digital files, and searching the internet
for information on anything and everything we find!

Stacy McCranie Named PEC Teacher of the Year 2011-12
Stacy McCranie was named Candler County’s Program for Exceptional Children Teacher of the Year for 2011-12. McCranie started in the PIP classroom part-time and then moved to full-time for several years. She
is now in the severe-profound classroom.“From part-time to full-time to a teacher mentor, Stacy has demonstrated the advancement of educational skills and the love of children that all teachers should possess,”
said Parent Mentor Carol Smith in regards to McCranie. “She does not let the pressure of having a challenging classroom ever show. “Stacy has taught and encouraged her children to develop skills beyond what
most thought they could achieve. She makes sure that her children are included in activity classes and classrooms with other children. Stacy also works well with all staff and especially her special ed team.” McCranie has also been voted WTOC Teacher of the Week for her excellence with special needs children.

andler County is located on the Wiregrass/Woodpecker Trail and has all the
spirit and beauty that typifies the term “Southern Charm”. Situated on the
I-16 corridor from Macon to Savannah, Metter extends a warm welcome to families moving to the area, visitors far from home, and businesses looking for new
community partnerships. Our community has much to offer:

A Recreation Department that is supported by our community.
The Metter-Candler County Airport has a 3800 ft. runway, which is being
extended to 5000 ft.
Candler County Hospital is certified as a “Critical Access” facility.
Willow Lake Golf Club has an 18 hole golf course.
We are a short driving distance to Georgia Southern University, Ogeechee Technical College, Swainsboro Technical College, and East Georgia State College.
The port city of Savannah and its access to the Atlantic coastal waterways and
beaches is only 65 miles from Metter. Nearby are George L. Smith State Park and
Gordonia-Altamaha State Park, which provide camping, hiking, picnicking and
excellent fishing opportunities.
Candler County is a growing, progressive community known as a beautiful place
for visitors, residents and retirees as well. Our community offers small town quality that nurtures strong family values and our residents believe that…
“Everything’s Better in Metter”.
Candler County is a rural county that has
transitioned from an agricultural based
economy and culture to one that is primarily based on service jobs and varied local
employment. This shift has significantly impacted the educational community as well
as other aspects of Candler County.
Commercial and industrial growth concentrates primarily in and near Metter while
appropriate development is encouraged
at the I-16 interchange. Metter is also intersected by Hwy 46 and Hwy 121.
Sales tax from I-16 traffic generates ESPLOST funds which directly benefits Candler County School District’s students.

Our vision...
for Candler County Schools is for all students to meet or exceed
Georgia Accountability measures, for the graduation rate to continuously improve 80% and above, and for the system to be on or above
state averages in all core subject areas. We will accomplish this vision with high expectations, improved high impact literacy practices,
multiple interventions, community and parent engagement and alignment from Pre-K-12. As a result of our success, we will attract high
performing teachers and new business and industry, and our graduates will be prepared to continue post-secondary options or pursue
gainful employment.
Our mission...
is to stimulate growth in student achievement by continuing efforts
to advance the development of all stakeholders-students, parents,
staff, and the community.
We believe and are committed to...
