Message from the Chairman
I would like to thank Manuel José
Miranda Gómez and Eurico “Rino”
Hermans for their interest in the
World Council. Unfortunately neither
was elected but their dedication to
our Association is shown by their
willingness to let their names stand
for election. That is a true democracy.
WFIS Americas is officially one year
old. With thanks to scouters of many
associations, we are spreading the
word of independent scouting in
the Americas and we are growing.
Our first year has seen many
growing pains as well, but I am
pleased that everyone is focusing
on the youth and that the politics
has disappeared. The youth are our
future and we must do what we can
to make them into better citizens as
that was the goal of the Founder.
Soon we will have a Training Team
and a set of consistent Training
Standards so that we can assist our
adult scouters in their task of training
Crew Leaders, Patrol Leaders and
Sixers to become better scouts and to
lead their youth to also become better
scouts. We must always remember
that scouting is a game for the youth
and our job as adults is to help
them play it, not play it for them.
We will soon have an election for
Treasurer for the WFIS-Americas.
Mario Greggio has told me that he
will resign at the General Assembly
in Canada next month so he can
focus his efforts on the AEBP and his
Group. He has worked very hard on
your behalf as our Treasurer and is
truly a scout when it comes to working
for the good of WFIS and our Region.
I want to personally thank Scouter
Mario for everything he has done
for us and wish him every success
for his Association and his youth.
The upcoming General Assembly
will also give your Regional Council
direction for where we want to go in the
future. We have a very large Region,
but thanks to the internet and email,
we can manage and keep in contact.
Communication is very important to
the success of our Association, so if
you have any questions or concerns,
please let us know so we can try to
help. A Scouts Duty is to be useful
and to help others and that is why I
am honoured to be your chairman.
I am looking
at some projects
that could bring our Region closer
together. One project I am considering
is „Scouts Discover the Americas“.
It would be similar to the „Scouts
Discover the World“ that WFIS
World did in 2009, but it would be
for members of the Americas. Our
group participated in that project
and it was very interesting to learn
about scouting in other countries.
We also had the opportunity to meet
one of the groups we corresponded
with at the Eurocamp in 2010.
Understanding other countries, their
people and their culture is another
step towards world peace and
building better citzens for tomorrow.
In Canada it is our summer and
our family has had the pleasure of
hosting a scout from Mexico City from
the FMSI. Claudio has camped in our
Canadian wilderness and seen much
of our Province during his seven
week stay with us. His English has
improved greatly and he has enjoyed
the experience of meeting our scouts. We will soon be hosting scouting
friends from Switzerland at the end of
August before we travel to the Rocky
Mountains for the General Assembly.

oficialmente un año de edad. Con
agradecimientos a los scouters de
muchas asociaciones, que están
propagando la voz del Escultismo
independiente en las Américas y
también me alegro de que todo el
mundo se centre en la juventud y
que la política haya desaparecido.
Los jóvenes son nuestro futuro
y debemos hacer todo lo posible
para hacer de ellos mejores
ciudadanos, ya que era el objetivo
del Fundador. Pronto tendremos
un Equipo de Adiestramiento
y un conjunto de Normas de
Adiestramiento coherentes, para
que podamos ayudar a nuestros
dirigentes adultos en su tarea
de adiestrar al equipo de líderes,
Guías de Patrulla y Seiseneros,
a convertirse en mejores scouts y
dirigir a su jóvenes a llegar a ser
también mejores scouts. Debemos
recordar siempre que el Escultismo
es un juego para los jóvenes y
nuestro trabajo como adultos es
ayudarlos a jugar a ellos, no para
jugarlo nosotros. Me gustaría dar
las gracias a Manuel José Miranda
Gómez y a Eurico “Rino“ Hermans,

el éxito de nuestra Asociación, así
que si usted tiene alguna pregunta o
inquietud, por favor háganoslas saber
para que podamos tratar de ayudar.
Un deber scout es ser útil y ayudar a
otros y es por eso que tengo el honor
de ser su Presidente.
.En Canadá es nuestro verano y
nuestra familia ha tenido el placer
de acoger a un scout de Ciudad de
México, desde el FMSI. Claudio
ha acampado en el desierto de
Canadá y visto mucho de nuestra
Provincia durante su estada de
siete semanas con nosotros. Su
inglés ha mejorado mucho y ha
disfrutado de la experiencia de
conocer a nuestros scouts. Pronto
seré el anfitrión de amigos scouts
de Suiza, a finales de agosto, antes
de viajar a las Montañas Rocosas a
la Asamblea General.
Estoy viendo algunos proyectos que
podrían acercar más estrechamente a

will be held in Canada on September 14/15, 2012 with a General
Assembly on September 16/17.
I am pleased to see participation
from Colombia, Aruba, ANSI,
Brazil, Nicaragua, Panama, Chile,
USA and Canada. We will post an
agenda to the website www.wfisamericas.org
The meetings will be held in Golden, B.C. in the Canadian Rocky
Mountains. Transportation will
be provided to and from Calgary
Alberta, the closest international
airport. BPSA-BC will be the host
and will provide the transportation, camping and food at no cost
to the participants.

EDITORIAL
Leading is a commitment to others
In any group of people (social, work, sports) there are people who exert more influence over others, which we recognize as
leaders. Leaders are important because without them it is not possible to achieve the objectives that a group of people has set
out to achieve.
Presiding, directing, is a service that many leaders try to provide to the Scouts Movement, at all levels. Bearing in mind always
that leading is to serve others.
The privilege of holding office is not for the benefit of the possessor, but a commitment of loyalty and solidarity with the group.
A chance to put talent, time and labor to serve the ideal of Baden-Powell.
It is true that, as in all human activity, there are bad examples to build an office for personal gain and that discourages many
leaders to assume positions of responsibility. But those who misuse their leadership receive rejection and loss of confidence of
those who followed him.
We can all meet managerial and strive to do as best as possible, bearing in mind that power does not object to serve, not only
opposed to power. It is a responsibility for which to prepare and train us permanently.
It is therefore important to take leadership roles, do so with great leadership for our personal characteristics and the ability
to recognize the various situations that appear to us to adapt our responses to them, always calm and constructive dialogue,
thinking the common good.
Presiding, directing, coordinating leadership are tasks which we should all be willing to give with joy, enthusiasm and, above
all, with great generosity. Complex task, but also a great opportunity for service, security that good management is also the
success of our institution and the Scout Movement.

Dirigir es una entrega a los demás
En todo grupo humano (social, laboral, deportivo ) existen personas que ejercen mayor influencia sobre otros, a los que
reconocemos como líderes. Los líderes son importantes porque sin ellos no es posible lograr los objetivos que un grupo de
personas se ha propuesto conseguir.
Presidir, dirigir, es un servicio que muchos dirigentes prestan con esfuerzo al Movimiento Scouts, a todo nivel. Teniendo
presente siempre que liderar es estar al servicio de los demás.
El privilegio de ocupar un cargo scout no es en beneficio de quien lo posee, sino un compromiso de lealtad y solidaridad con el
grupo. Una oportunidad de poner talento, tiempo y trabajo al servicio del ideal de Baden-Powell.
Es verdad que, como en toda actividad humana, hay malos ejemplos de aprovechar un cargo en beneficio personal y eso
desanima a muchos jefes a asumir cargos de responsabilidad. Pero quienes hacen mal uso de su liderazgo recibirán el rechazo
y pérdida de confianza de quienes lo siguieron.
Todos podemos y debemos cumplir tareas de dirección y empeñarnos en hacerlo de la mejor manera posible, teniendo
presente que poder no se opone a servir, sólo se opone a no poder. Es una responsabilidad para la que debemos prepararnos y
adiestrarnos permanentemente.
Por ello es importante que al asumir tareas directivas , lo hagamos con gran capacidad de liderazgo, por nuestras
características personales y por la habilidad de reconocer las diversas situaciones que se nos presenten adaptando nuestras
respuestas a ellas, siempre con serenidad y diálogo constructivo, pensando en el bien común.
Presidir, dirigir, coordinar son tareas de liderazgo a las que todos debemos estar dispuestos a entregarnos con alegría, con
entusiasmo y, por sobre todo, con gran generosidad. Tarea compleja, pero también una gran oportunidad de servicio, en la
seguridad que una buena gestión será también el éxito de nuestra institución y del Movimiento Scout.

THE WEIGHT OF THE PACK IN CHILDREN
Heavy backpacks create long-term damage to bones and muscles through constant use, but pose a risk most obvious:
“If children carry backpacks weighing about 18 kilos and 35 kilos, it can fall or have no stability for balance throughout
the day, risking his wrists, arms or legs, or worse,” says Dr. Lori Kanol of the American Academy of Orthopaedic Surgeons.
Ideally, if the child weighs 25 kilos, do not charge more than 2.5 kilos. That is, it is not advisable that the child in the backpack
load more than 10% of its own weight.An important tip to consider, especially with children.

EL PESO DE LA MOCHILA EN LOS NIÑOS
Las mochilas pesadas no crean daños a largo plazo en huesos y músculos por el uso constante, pero si representan un riesgo
más obvio:
“ Si los niños cargan mochilas con unos 18 kilos y pesan 35 kilos, se pueden caer o no tener estabilidad para equilibrarse a
lo largo del día, arriesgando las muñecas, los brazos o piernas, o peor ”, dice la Dra. Lori Kanol de la American Academy of
Orthopaedic Surgeons.
Lo ideal es que si el niño pesa 25 kilos, no cargue más de 2,5 kilos. O sea, que no es aconsejable que el niño cargue en la
mochila más del 10% de su propio peso.
Un consejo importante a tomar en cuenta, especialmente con los más pequeños.

58 years of Scouting in
Nogales Sonora.
58 years, at which time the seed
of Scouting in Nogales has been
spreading for many generations, so
we appreciate that there is always
someone who comes and shares his
pride and experience on their way
through the group IV. During the
early years, the group was forming
his character very close to the Scout
spirit, overcoming difficulties of a
harsh land location and far removed
from other groups, to defend himself,
giving him the strength and fortitude
to withstand the onslaught time,
something that the boys understand
and assimilate. The groups are
formed of people, and ours is fortunate
to have had three great men who
were the pillars that underpinned
it for almost 58 years, Don Enrique
Moraila Borboa RIP, Francisco
Gonzalez Leyva, who died recently,
and thanks to God we still have to
Jose Luis Heredia Uzarraga, which
will soon celebrate its 50 years in the
group.We believe that when people
give their best, good works, leave an
imprint and endure. The celebration
of 58 anniversary of our group,
means forming part of the dream
come true founder of the movement
and be part of the active engagement
of all people over time have worked
for members of our group also
developed large values ​​of a positive
image of what can be achieved with
a good deed. It is difficult to know

You” to the Masters scouts, scouts

58 años de Escultismo en
Nogales Sonora.
58 años, tiempo en que la semilla
del escultismo en Nogales se
ha ido propagando por muchas
generaciones, por eso vemos con
agrado que siempre hay alguien
que se acerca y comparte su orgullo
y experiencias en su paso por el
grupo IV. Durante los primeros
años, el grupo fue formando su
carácter muy apegado al espíritu
Scout, superando dificultades por
una ubicación geográfica de tierras
duras y muy alejada de otros grupos,
valiéndose por sí mismo, lo que le
dio esa fortaleza y entereza para
resistir el embate del tiempo, algo
que los muchachos comprenden y
asimilan. Los grupos se forman de
personas, y en el nuestro se tuvo la
suerte de contar con tres grandes
hombres que fueron los pilares que
lo apuntalaron durante casi los 58
años, Don Enrique Moraila Borboa
Q.E.P.D., Francisco Gonzales Leyva,
recientemente fallecido, y gracias a
Dios aun tenemos a Jose Luis Heredia
Uzarraga, que pronto cumplirá
sus 50 años dentro del grupo.
Creemos que cuando las personas
dan lo mejor de sí, sus buenas
obras dejan una huella y perduran.
La celebración del 58 Aniversario
de nuestro grupo, significa formar
parte del sueño hecho realidad del
fundador del movimiento y también
ser parte del compromiso activo
de todas las personas que a través
del tiempo han colaborado para
que los miembros de nuestro grupo
desarrollen grandes valores además

de dar una imagen positiva de lo que
se puede lograr con una buena acción.
Es difícil saber en qué momento la
imaginación y los juegos dejaron de
ser una fantasía para convertirse en
una historia llena de aventura, éxito,
amor, honor y orgullo. El Grupo IV
“La Bellota” celebra orgullosamente,
58 excelentes años de servicio a la
comunidad pero más que un servicio,
celebra la búsqueda del camino que
conlleva a los valores perdidos, y el
respeto hacia los demás para formar
un ser humano que esté dispuesto a
cambiar y dejar atrás todo aquello
que le impida dar un giro de 360° para
ser una persona dispuesta a servir a
los demás sin recibir nada a cambio.
Para nosotros son 58 años de vivir
el escultismo, no solamente por
satisfacción personal sino porque
el grupo ha compartido con varias
generaciones los principios scouts
que BP dejo para toda la hermandad
scout. Además del gusto por convivir
con la naturaleza, ir de campamento
y cantar alrededor de una fogata,
es algo más; es continuar pasando
el espíritu scout que a nosotros
y a muchos otros nos inculcaron
nuestros jefes, es hacer lo mismo con
las generaciones que vienen después
de nosotros. Estos 58 años, son un
“Gracias” a los Maestres scouts, unos
fueron scouts de niños y decidieron
quedarse después de su recorrido
por las diferentes secciones, otros
padres de familia que al conocer el
método scout se integraron para
apoyar al grupo, pero sobre todo, es
un “Gracias” a los que tienen en vida
y a los que en su vida entregaron
muchos pero muchos años de servicio;
a sus enseñanzas, a su semilla, a su
dedicación y su tiempo, gracias a
ellos este grupo es y seguirá siendo
una parte muy importante en la
vida de muchos buenos ciudadanos,
ciudadanos que alguna vez fueron
parte del grupo IV “La Bellota”.

Celebration began 30 years of
institutional life. With the XXX Ordinary National
Assembly, the Boy Scouts of Chile
began the celebration of three
decades of existence. This event took
place on 8 and 9 June in the building
units Citerior Club of the Republic in
Santiago de Chile, attended by
delegates from the various towns
and commissioners., Members of the
National and the National Court of
Honor. In the opening ceremony
gave the Andean Condor distinction
to Scouters Rudolf Brandt, Mark
Guerrero and Victoria Ocampo
guiding. Were also awarded medals
for years of service, recognized the
founding members and gave a
reminder of this historic diploma
ceremony each of the attendees. On
occasion, Enrique Lavin, National
Chairman said: “Our institution has

reconoció a los miembros fundadores
y se entregó un diploma recordatorio
de esta histórica ceremonia a cada
uno de los asistentes.
En la ocasión, Enrique Lavín,
Presidente del Directorio Nacional
expresó que “ nuestra institución ha
logrado la madurez, nos encontramos
con una institución con un
crecimiento sostenido, podemos decir
que el Escultismo no ha pasado de
moda, siguen existiendo niños que
gustan del aire libre, del aprender
haciendo y del trabajo en equipo,
todo va en que se realicen actividades
interesantes para nuestros niños y
jóvenes”.

The Desert Scout Brotherhood
participated in the celebration of
“International Day for Biological
Diversity” and joined the program
“Environmental Builders” with the
Regional
Secretary
for
the
Environment Ministerial of the
Region
of
Antofagasta.
The activity took place on Saturday

and aims to “strengthen the
environmental leadership of the
various civil society actors. ”The

in response to an environmental
problem, to a citizen concern to
improve the environment or the
desire to have a group to preserve a
place rich in biodiversity. The

La Hermandad Scout del Desierto
participo en la celebración del “Día
Internacional de la Biodiversidad
Biológica” y se incorpora al programa
“Forjadores Ambientales” con la

Secretario Regional Ministerial del
Medio Ambiente de la Región de
Antofagasta.
La actividad se realizará el Sábado 19
de Mayo a las 10:00 horas, en el parque
27 de Abril de la Avenida Brasil de
Antofagasta.

El Programa Club de Forjadores
Ambientales nació al alero de CONAMA
-hoy Ministerio del Medio Ambiente- en
1999 y tiene como objetivo “fortalecer
el liderazgo ambiental de los diversos
actores de la sociedad civil”.
Los Clubes de Forjadores Ambientales
Persona que ayuda a construir un
mundo mejor, promoviendo una
vida sana y el cuidado y protección
del medio ambiente en todas sus
manifestaciones y tiene la convicción
de que todos/todas y cada uno de
nosotros podemos actuar para hacer
de Chile un país ambientalmente
sustentable.

on June 24 was made the First
General Assembly Scout, bringing

national meeting, they proceeded
to elect the new Board, being made

Perez.Pre Course Certificate
Accounts Wood for new leaders
On June 10, SO-EN made a Pre
Course Certificate for new leaders
to start their training in Wood
Beads. The event took place at the
Casa de la Cultura of San Jacinto,
San Salvador and was organized
by the National Training Team,
acting as Director Rogelio Tenorio
Samuel IM-4 Accounts and Director
of Advanced Courses. The course
was the development of 7 subjects,
combined with desks, dynamic
singing and scouts. Agenda: Topic
institutional, Fundamentals of
Scouting, Origins of Scouting in
El Salvador, Law of Protection of
Children and Adolescents (LEPINA)
and Traditional Scouting, The Scout
Group, Scout Uniform Official Rules
ASI-ES and Scheme Training for
Wood Beads. In the end he delivered
the certificates of participation to
all participants, leaders of Branches
and members of the Committees of
Scout Groups.

Primera Asamblea General Scout 2012
– 2014
En cumplimiento de los Artículos 11 y
36 de sus Estatutos, ASI-ES , el 24 de
junio se efectuó la Primera Asamblea
General Scout , reuniendo a los
miembros propietarios de los Grupos
Scouts registrados en el período 2011.
En esta importante reunión de nivel
nacional, se procedió a la elección de
la nueva Junta Directiva, quedando
constituida de la siguiente manera:
Presidente, Lic. Rogelio Samuel
Tenorio; Vicepresidente, Don José
Benedicto Ventura; Jefe Scout Nacional,
Ing. Juan Andrés Gámez, Secretaria,
Ing. Silvia Carolina Guardado;
Tesorera, Lic. Clelia del Carmen Gámez
de Zaldaña; Comisionado Internacional,
Dr. Gilberto Ramírez Melara; Concejal,
Dr. Pedro Francisco Pérez.
Curso Pre Certificado de Cuentas de
Madera para nuevos dirigentes
El 10 de junio, ASI-ES efectuó un Curso
Pre Certificado para nuevos dirigentes,
con el fin de iniciar su adiestramiento
en el Esquema de Cuentas de Madera.
La actividad tuvo lugar en la Casa
de la Cultura de San Jacinto , San
Salvador y fue organizada por el Equipo
Nacional de Adiestramiento, actuando
como Director Rogelio Samuel Tenorio
I.M.- 4 Cuentas y Director de Cursos
Avanzados.
El Curso consistió en el desarrollo de
7 temas, combinados con mesas de
trabajo, cantos y dinámicas scouts.
Temario: Temática institucional,
Fundamentos del Movimiento Scout,
Orígenes del Movimiento Scout en
El Salvador, Ley de Protección del
Menor y la Adolescencia (Lepina) y
El Movimiento Scout Tradicional, El
Grupo Scout, Reglamento Oficial del
Uniforme Scout ASI-ES y El Esquema
de Adiestramiento para las Cuentas de
Madera.
Al final se entregaron los certificados
de participación a todos los asistentes,
Dirigentes de Ramas y miembros de los
Comités de los Grupos Scouts.

1 JEIBI Independent
Scouts Jamboree
of Brazil.
Performed in
period: 1 to
April 29, 2012. In an attempt
to integrate the members of
the Association of Independent
Scouts Maranhense Athens in
the period from 1 to April 29,
2012 was applied to the activity
JEIBI 1st - Scout Jamboree
Independent of Brazil. Event
planned and developed for the
Scout Patrols of Scouts Groups
affiliated Independent exercise
to practice the system of patrols
carrying out the tasks of the
activity. During the course
of our activity Patrol Scouts
collected non-perishable food,
filling BASIC BASKETS which
were distributed to needy
families in their communities
assisted, were collected from
the streets BOTTLES PETI,
contributing to the preservation
of the environment, lectures
in schools, interviews on radio
and TVs, recreational activities
coordinated and run by the Boy
Scouts, among others, that can

Unfortunately we did not have
the participation of a greater
number of members. An activity

is still far from a reality for

Durante a realização da
atividade nossas Patrulhas
Escoteiras recolheram alimentos
não perecíveis, montando
CESTAS BÁSICAS que
foram distribuídas a famílias
carentes nas suas comunidades
assistidas; foram recolhidas
das ruas GARRAFAS PETI,
contribuindo com a preservação
do meio ambiente, palestras em
escolas, entrevistas em rádios
e TVs, atividades recreativas
coordenadas e dirigidas pelos
escoteiros, dentre outras, que
podem serem vistas nos blogs de
patrulhas participantes no link:

Infelizmente não tivemos a
participação de um maior número
de filiados. Uma atividade com
uso da ferramenta internet é
uma realidade ainda muito
distante para a maioria deles.
Mais durante o desenvolvimento
da atividade percebemos um
aumento considerável de adesões,
o que nos faz acreditar que no
próximo ano teremos um maior
número de participantes.
