QHRAI T h e N e w Fa c e o f I N D I A N A Quarter Horse Racing There are many exciting changes coming to Indiana Quarter Horse Racing in 2013. In this section, we’ll address three areas of change including IHRC, MARKETING and RACING IN INDIANA. INDIANA HORSE RACING COMMISSION – The 2013 Quarter Horse Breed Development Program was presented and unanimously approved by the Commission at the February 22nd IHRC meeting. Additionally, the following Rule Changes were presented by the Quarter Horse Breed Development Advisory Committee and approved by the Commission. 71 IAC 14.5-3-5 – Open Stakes Bonus Repealed – There will no longer be a bonus paid to Indiana Bred Horses that Qualify for an Open Stake Race. MARKETING 71 IAC 14.5-3-4 – Purse Supplement in open races – A purse supplement of Þfteen thousand dollars ($15,000) is to be paid to the owner of an Indiana bred that Þnishes Þrst, second or third when competing in any open overnight race, excluding trials and claiming races. The supplement shall be distributed in the same manner and percentages in which purses are paid. The New “inQ” logo featured in this month’s Horse Resource Magazine is the new face of Quarter Horse Racing in the State of Indiana. This new look is just the beginning of some signiÞcant changes that will be rolled out in the 2013 marketing plan of the Quarter Horse Racing Association of Indiana. The new plan aims to customize relevant content to the individual needs of the many partners that are connected to Quarter Horse Racing in the State of Indiana. In order to accomplish this, we’ve developed the new brand we call “inQ”. It will serve as the gateway to the fast-paced world of Indiana Quarter Horse Racing. With its bold, yet simplistic design, “inQ” is ushering in the new era of horse racing in the United States, being led by Indiana’s Quarter Horse Program. 71 IAC 14.5-3-1,2,3 – Owner, Breeder, Stallion Owner Awards – The amount of each award is 12.5% of the gross purse, distribution is: •Fifty percent (50%) is awarded to winner; not to exceed Þve thousand dollars ($5,000) •Thirty percent (30%) is awarded to second place; not to exceed three thousand dollars ($3,000) •Twenty percent (20%) is awarded to third place, not to exceed two thousand dollars ($2,000) •Awards will be paid by the commission 71 IAC 1.5-1-19 ÒBreederÓ DeÞned Ð For Indiana Registered Quarter Horses “Breeder” means the owner of the horse’s dam at the time of the dam’s registration with the Breed Development program. 71 IAC 14.5-3-2 Breed Awards – For breed awards earned January 1, 2013 and thereafter, the recipient is the owner of the dam at the time of the dam’s registration with the Breed Development Program. I N D I A N A Quarter Horse Racing RACING IN INDIANA IN 2013 – The acquisition of Indiana Downs and it’s casino in Shelbyville, Indiana was Þnalized on February 20th by Indianapolis-based Centaur Holdings, LLC. Centaur also owns Hoosier Park in Anderson. Along with this announcement, Rod Ratcliff , Centaur Chairman and Chief Executive Officer, announced the following personnel: John Schuster is the GM of Racing at Indiana Downs, Rick Moore is the GM of Racing at Hoosier Park, and Brian Elmore is the VP of Racing for Centaur. Indiana Downs will be home for Quarter Horse and Thoroughbred Racing in 2013 – From the day the track opens for training to the last day of racing in October, Quarter Horses and TB’s will be running at Indiana Downs. No more transitioning from track to track in July. There will be more barns built at Indiana Downs to create 300 more stalls, but until they are ready, there will be stalls rented at Turfway Park to accommodate some horses in training. Indiana Downs is footing the bill for the stall rent and Daily Vans to get horses to Indiana Downs for racing. I N D I A N A Quarter Horse Racing Dear Quarter Horse Racing Enthusiast, I wanted to take some time to personally Þll you in on some details of the day to day runnings of the Quarter Horse Racing Association of Indiana. There have been many great changes and additions to our industry in the past month, here are just a few: Our board of Directors has been busy over the past month and I am happy to report to you that we have three new members who have joined our team. I wanted to congratulate Patrick Rowels for being elected to serve on the board of directors for a 3 year term. I also wanted to congratulate Vic Conway and Candice Newell on being appointed to the board by our president, Chris Duke, after FebruaryÕs board meeting. We are excited at the prospect of their addition and look forward to working with them to further Quarter Horse Racing in the state of Indiana. I have some additional information regarding the new additions to Indiana Downs. The new barns at Indiana Downs are scheduled to be completed by July 29th. In order to accommodate all the horses this spring, as part of the transition plan, Centaur will rent 150 stalls from Turfway Park in neighboring Kentucky. The Indiana allotment, along with commitments from other horsemen, will allow Turfway to remain open as a training center. Indiana Downs will be footing the bill for the stall rental and the transportation of horses from Turfway to Indy Downs for racing. In the area of news related to our races this year, the Indiana Downs Stake Race Schedule has been released! The Þrst nominations are due by April 1st, so mark your calendar and get them in so you arenÕt faced with a late fee, or possibly get left out of the action. Scott Piene, the racing secretary at Indiana Downs is working on the Condition Books and they will be ready around the 3rd week in March. They will also be available online at QHRAI.NET and INDIANADOWNS.COM. The track is tentatively set to open for training around March 17th. We will keep updates on QHRAI.NET. This year there are 6 days designated for All Quarter Horse Race Days in addition to the normal races we run at the end of the TB card. Check out the Indiana Downs Race Calendar in this Magazine for race dates and post times. April 5-7, 2013 marks the historic 35th year for the Hoosier Horse Fair & Expo at the Indiana State Fairgrounds. The Quarter Horse Racing Association of Indiana will be there once again to promote the great sport of Quarter Horse Racing to many people who are already in the horse world. We will have many promotions that are geared towards increasing attendance at the live races! Youth Day Applications are currently available on the QHRAI website! If you have a son or daughter, neighbor, niece, nephew, grandchild, or if you are between the ages of 14 and 18 years old and want to see Þrsthand the behind the scenes process of our racing industry, please Þll out the application in this magazine or online. This experience includes helping race horses in training and the opportunity to help a trainer get his horse ready for a race and participate in the paddock walk with the trainer and the horse. Youth day is going to be June 15th and the Quarter Horse Racing Association of Indiana is proud to partner with Indiana Downs to host this event. Finally, the Legislative Session is now in full swing and will be until the end of April. This year, as in every year since the passing of racinos, the Horse Racing Industry is at risk of having the money that the track puts into the horse racing purse accounts reduced. Now is the time to contact your legislators and tell them about the amount of money you personally put into the Indiana Economy because you race horses. Tell them that you contribute to the one billion dollars of total economic impact and that any reduction in the amount of money that is dedicated to horse racing will cause a greater loss to Indiana. Ask them to support the current agreement that is between the race tracks and the horsemen. Looking forward to seeing you at the track this month! Several drugs were added to Out of Competition Testing for 2011 including Zilpaterol, Ractopamine or any similar agent. If you have any questions about any of these rules, please refer to Indiana Code 71 IAC 8.5-2-5 and 71 IAC 8.5-3-4. You may also contact the Indiana Horse Racing Commission at http://www. in.gov/hrc/ or (317) 233-3120. How This Affects You • Once a horse is nominated to a stake race, he WILL be in the pool of horses used for selection of Out of Competition Testing. • If the owner/trainer has been contacted and notified that their horse has been selected for Out of Competition Testing, that horse must be produced at the track by the time provided by the IHRC. • If the horse is not brought to the race track within the allotted time, the horse will be ineligible to race in Indiana for one year. • The current trainer MUST be named at the time of nomination. If there is a change of trainer at any time, the new information must be forwarded to the Q.H.R.A.I. immediately. • If a nominated horse becomes lame, sick or for any other reason will NOT compete in the trials or finals, he must be officially scratched through the QHRAI (prior to being contacted by IHRC) or he will remain eligible for ALL Out of Competition Rules. • Except for stake races where high money earners are preferred, there will be no refunds of nominations or payments. By signing and submitting this stakes nomination form, the trainer is hereby agreeing to abide by Indiana Horse Racing code. Once this nomination is received by QHRAI, you will receive a reminder for next payment date and a list of nominated horses. Sustaining payments must be submitted on time whether or not you receive this reminder. Nomina¬tions and sustaining payments will be added to the stakes purses. A 20% marketing and administration fee will be withheld from all open stakes nomination and sustaining payments. Late payments - If nomination is missed - double the missed nomination plus the first sustaining payment. Must be postmarked by the first sustaining payment date.
