WHEREAS by Article 16A of the Palestine Orders in Council, 1922 to 1939, the
High Commissioner may, if he thinks fit, by order under his hand to be published
in the Gazette,
convert such land in Palestine of the category termed " M i r i " as may
be described in such order into land of the category termed " M u l k " ;
Now, THEREFORE, I, SIR HAROLD ALFRED MACMICHAEL, G . C . M . G . , D . S . O . , High
Commissioner for Palestine, in virtue of the powers vested in me as aforesaid, do
hereby order that all those pieces of land now of the category termed " M i r i " and
more particularly described in the Schedule hereto, shall be converted into the
catefforv of land termed " M u l k " and registered accordingly in the Land Registries
of Jerusalem and Jaffa, as the case may be, in order that they may be dedicated as
Waqf for charitable and educational purposes.

IN EXERCISE of the powers vested in me by section 4 of the Food
Control Ordinance, 1942, I, GEOFFREY W A L S H , C . B . E . , Food Controller, do hereby order that no person shall move any of the controlled articles mentioned in the First Schedule to this Order without
a permit in writing from me or an Assistant Food Controller or
any person duly authorised by me or by an Assistant Food Controller, in the areas between the following lines :—
I. —(1) The Palestine-Syria boundary and
Lebanon boundary, and
the
Palestine-
(2) Boundary pillar 61 on the eastern shore of the Lake
of Tiberias marking the Syria-Palestine boundary to
kilometre 175 on the main Tiberias-Rosh Pinna road;

M U N I C I P A L C O R P O R A T I O N S O R D I N A N C E , 1934.
BY-LAWS MADE BY THE MUNICIPAL COUNCIL OF NAZARETH UNDER SECTION 99.
IN EXERCISE of the powers vested in them by section 99 of the
Municipal Corporations Ordinance, 1934, the Municipal Council of
Nazareth have made the following by-laws :—
1.
These by-laws may be cited as the Nazareth (Water Supply)
By-laws, 1942.
2.
For the purpose of these by-laws :—
"Domestic use" means human and animal consumption, household washing, flushing and cleaning, watering of flower
gardens not used for purposes of commerce or profit.
"Meter" means any appliance used to measure, ascertain or
regulate the amount of water taken or used from the water
works by means of any service.
"Municipal area", "Municipal Corporation" and "Municipal
Council" shall mean the municipal area of Nazareth, the
Municipal Corporation of Nazareth and the Municipal Council
of Nazareth, respectively.
"Owner" and "occupier" have the meanings assigned to them
in section 101 of the Municipal Corporations Ordinance, 1934.
"Premises" means any land occupied or unoccupied, and includes any building as defined in section 101 of the Municipal
Corporations Ordinance, 1934.
"Public fountain" means any fountain, stand pipe, valve, tap
or appliance used or intended to be used for or in connection
with the supply of water to the public and erected by the
water authority and which is the property of the Municipal
Corporation.
"Service" means all pipes, valves, cisterns, cocks, fittings and
other appliances (excepting any meter) situated on any premises or through which water flows or is intended to flow
from the water works, used for the purpose of supplying any
premises from the water w orks, and being the property of
the owner or occupier of such premises.

"Water authority" means the Nazareth Municipal Council,
or the Committee appointed by the Municipal Council in accordance with section 60(2) (b) of the Municipal Corporations
Ordinance, 1934, or their duly authorised representative.
"Water works" means all reservoirs, tanks, wells, cisterns,
tunnels, filter beds, mains, pipes, fountains, valves, pumps,

engines, and all other structures or appliances used or constructed for the storage, conveyance, supply, measurement or
regulation of water which are used or have been constructed
by or on behalf of the water authority and are the property
of the Municipal Corporation or which shall hereafter be used
or constructed by the water authority.

3. The water authority shall have the custody and administration of water works and of the water therein and the management
of the supply or distribution of such water subject to the general
authority of the Municipal Council.
4. The water authority or any person appointed by it may at any
time between seven o'clock in the morning and five o'clock in the
evening, upon giving reasonable notice, enter upon any premises
for the purpose of examining, repairing or removing any service or
water works.
5. The water authority may carry any water pipe through,
across or under any public thoroughfare or any place laid out or
intended as a public thoroughfare.
6. It shall be lawful for the water authority to construct public
fountains in any public thoroughfare or public place.
7. It shall be lawful for the water authority to disconnect, withhold or suspend, stop, turn off or divert the supply of water through
or by means of any service or public fountain either wholly or in
part, whenever it shall think necessary or proper and without prejudice to any sums which may be or become due under these bylaws.

8. The water authority shall charge for the supply of water the
fees prescribed in the Schedule hereto.

9.—(1) The quantity of water supplied to any occupier of any
premises by means of a service shall be ascertained by a meter
which shall be the property of the Municipal Corporation or the
owner of any such premises as the Municipal Council may decide.
(2) Where water is supplied by meter and such meter is the
property of the Municipal Corporation, the water authority shall
charge meter rent at the rate of 25 mils per mensem.

10. The occupier of any premises to which water is supplied by
the water authority shall pay monthly to the Municipal Council the
amount due for the supply of such water together with any meter
rent which may be due under the preceding by-law.

11. —:(1) All the applications for the laying on of water to any
premises shall be made in writing on a form obtainable from the
water authority.

(2) The water authority may grant, refuse, or alter the application made.
(3) No application will be accepted unless a sum of 500 mils has
been deposited with the Municipal Council.
12. If the water authority approves of the installation of a service, it shall supply all pipes, fittings and labour required for connecting the premises efficiently with the street mains at the expense
of the owner of the premises. But work on such installation shall
not start until the estimated cost has been deposited by the applicant with the Municipal Council.
13. The size of pipes necessary and the proper point of introduction of water to the premises shall be determined by the water
authority.
14. The wetter authority may supply water through any service
to any premises on application being made by the owner or occupier
thereof.

15. The owner or occupier of any premises to which the water is
laid on shall not alter, extend or interfere with any pipe or fitting
laid or fixed by the water authority.

be immediately reported to the water authority. All repairs or re
moval of pipes, taps, fittings or apparatus shall be made and executed only by persons duly authorised by the water authority, and
at the expense of the consumer.

laid on shall use or permit to be used any water for any purpose
other than domestic use without the approval, in writing, of the
water authority. For the purpose of this by-law, the water authority may impose any conditions for the supply of water for purposes
other than domestic use which it may consider necessary and the
owner or occupier shall be bound by such conditions.

20. No occupier of any premises to which water is laid on shall
without the permission of the water authority permit any person
or animal to remove from such premises water for any use whatsoever.
21. No person shall wrongfully open or close any lock, cock,
valve, sluice, tap or man-hole belonging to the water works.
22. Moneys due to the Municipal Council on account of any
water supplied or work executed by the water authority shall be
recoverable in the same manner as a civil debt.
23. Any person contravening any provision of these by-laws
shall be liable to a fine not exceeding ten pounds for any one offence
and in the case of a continuing offence to an additional fine not exceeding one pound for every day during which the offence is continued after conviction.

BY-LAWS MADE BY THE MUNICIPAL COUNCIL OF GAZA UNDER SECTION 99.
IN EXERCISE of the powers vested in them by section 99 of the
Municipal Corporations Ordinance, 1934, the Municipal Council of
Gaza have made the following by-laws :—
1. These by-laws may be cited as the Gaza Municipal (Amendment) By-laws, 1942, and shall be read as one with the Gaza Municipal By-laws, 1935, hereinafter referred to as the principal bylaws.

(a) by the substitution of the word "Interpretation" for the
words "Definition of sanitary nuisance" as the marginal

LYDDA DISTRICT.
NOTICE IS HEREBY GIVEN in accordance with section 16(1) of the Town Planning
Ordinance, 1936, that the town planning scheme within the Town Planning Area of
Jaffa, known as Scheme 'G'—Detailed Scheme for Blocks 7015, 7017, 7018, 7019
and 7037, Jaffa, has been provisionally approved by the Lydda District Building
and Town Planning Commission and deposited together with the relative plans at
the Municipal Offices, Jaffa, where they may be inspected by any person interested

1936.
NOTICE OF FINAL APPROVAL OF A PARCELLATION SCHEME,
LYDDA DISTRICT.
WHEREAS a parcellation scheme within the Regional Town Planning Area of the
Lydda District, known as Scheme No. R/37—Reuven Nadby, was provisionally
approved by the Lydda District Building and Town Planning Commission, and
notice of the deposit of the scheme at the Regional Engineer's Office, Tel Aviv, was
published in the Palestine Gazette No. 1176 dated the 12th March, 1942;
AND
WHEREAS no
objections have been lodged against the scheme;
AND WHEREAS the scheme with the plans annexed has been produced to the
Chairman, Lydda District Building and Town Planning Commission, and signed
by him on behalf of the said Commission;
Now, THEREFORE, it is hereby notified in accordance with section 20(6) of the
Town Planning Ordinance, 1936, that the Lydda District Building and Town Planning Commission have approved the scheme and the plans, and the scheme will

1. These Regulations may be cited as the Defence (Amendment
of the Import, Export and Customs Powers (Defence) Ordinance,
1939) Regulations, 1942.
Interpretation.
2. In these Regulations the term "principal Ordinance" means
the Import, Export and Customs Powers (Defence) Ordinance,
1939.

ORDER BY COMPETENT AUTHORITY UNDER REGULATION
46.
IN EXERCISE of the powers vested in me by regulation 46 of the Defence Regulations, 1939,1, CHRISTOPHER WILSON BROWN, Controller of Heavy Industries, being
a Competent Authority for the purposes of the said regulation, do hereby order as
follows :—

Interpretation.
1. This Order may be cited as the Timber Storage (Petah
Tiqva) Order, 1942, and shall come into force on the 6th day of
August, 1942.
2.
In this Order—
"Area" means the Town Planning Area of Petah Tiqva;
"District Commissioner" means the District Commissioner of
the Lydda District;
"Timber" means all wood, whether cut or fashioned or hollowed out for any purpose.

3. No person shall, on any site within the area, stack or store
or cause or permit to be stacked or stored any timber of a quantity
exceeding five cubic metres in volume, except under the authority
of and in accordance wdth the conditions contained in a licence
granted by the District Commissioner under this Order.
4. Any police constable, any official of the Municipal Corporation of Petal! Tiqva or any officer authorised by me in that behalf,
may at any time enter and inspect any place within the area in
which timber is stacked or stored with a view to securing compliance
with the provisions of this Order, or with the conditions contained
in any licence granted under this Order.
5. —(1) Where it appears to the District Commissioner that any
timber is stacked or stored within the area in contravention of the
provisions of this Order or any licence granted under this Order,
the District Commissioner may (without prejudice to any prosecution which may be brought in respect of such contravention against
the person in default)—
(a) in anv case where it appears to the District Commissioner
that such timber has been stacked or stored without a licence
granted under this Order, direct any person who has the possession of or control over such timber, to fake such steps as
shall be specified by the District Commissioner within a time
to be so specified, as he may think fit; or

(b) in any case where it appears to the District Commissions
that such timber has been stacked or stored in contravention
of the conditions of any licence granted under this Order,
direct any person who has the possession of or control over
such timber, to take such steps as shall be specified by the
District Commissioner within a time to be so specified, as he
may think fit to secure compliance with such conditions.
(2) In the event of failure to comph with any such direction
within the time specified as aforesaid, the District Commissioner
or any officer authorised by him in that behalf may cause such
steps to be taken with respect to such timber as he may think fit
with a view to securing the safety of the area, and the amount of
any expenses incurred in taking such steps shall be a debt due to
the Government of Palestine and recoverable as such.

6. The provisions of this Order shall be in addition to and not
in derogation of any of the provisions of the Timber Storage Rules,
1936, and any licence granted in accordance with the provisions
of those Rules shall not be deemed to be a sufficient licence for the
purpose of this Order.

NOTICE IS HEREBY GIVEN that the Assessment Committee having duly registered
their valuation of properties in the under-mentioned blocks, situated in the undermentioned quarters of the Urban Area of Haifa, the valuation lists have been posted
for inspection at the District Offices, Haifa, on the 16th July, 1942.

IN EXERCISE of the powers vested in him by subsection (2) ot
section 4 of the Trading with the Enemy Ordinance, 1939, and of
all other powers enabling him in that behalf, the High Commissioner, with the approval of the Secretary of State, has ordered and
it is hereby ordered as follows :—
1. This Order may be cited as the Trading with the Enemy (Specified Persons) (Amendment) Order (No. 7), 1942, and shall be read
as one with the Trading with the Enemy (Specified Persons)
(Amendment) Order (No. 5), 1941, hereinafter referred to as the
principal Order.
2. The Schedule to the principal Order shall be varied by inserting the names and addresses specified in the Schedule to
this Order.
3. This Order shall come into operation on the 19th dav of
July, 1942.

WHEREAS by the Palestinian Citizenship Orders 1925 to 1941 provision is made for
the regulation of the grant and acquisition of Palestinian citizenship :

it is expedient to amend the said Orders as hereinafter set forth :
Now, TH EREFORE, H i s Majesty, by virtue and in exercise of the powers in this
behalf by the Eoreign Jurisdiction Act, 1890, or otherwise in H i s Majesty vested,
is pleased, by and with the advice of H i s Privy Council, to order, and it is hereby
ordered, as follows:—
1. Paragraph (2) of Article 2 of the Palestinian Citizenship
Order; 1925, as enacted in Article 1 of the Palestinian Citizenship
(Amendment) Order, 1939, and amended by Article 1 of the Pal­
estinian Citizenship (Amendment) Order, 1941, is hereby further

ORDER UNDER SECTION 4.
No. 4 of 1942.
IN EXERCISE of the powers vested in me by section 4 of the Eood
Control Ordinance, 1942, I, GEOFFREY W A L S H , C . B . E . , Food Con­
troller, do hereby order as follows :—
Citation.
1. This Order may be cited as the Food Control (M ills) (Per­
centage of Flour .Extraction) Order, 1942.
Interpretation.
Percentage of
flour extraction.

2.
In this Order —
"miller" means any person engaged in and responsible for the
process of milling of any cereals.
3. No miller shall mill any of the cereals set out in Column T
of the Schedule hereto to a percentage of flour extraction below
that stated in Column II of the Schedule.
1. Any miller who shall either himself or by his servant, em­
ployee or agent act in contravention of this Order, will be guilty
of an offence and on conviction will be liable to a fine not exceeding
five hundred pounds or to imprisonment for a period not exceeding
one year or to both such fine and imprisonment.
5. This Order shall come into operation on the date of its pub­
lication in the
Gazette.

IN EXERCISE of the powers vested in him by Article 3 of the Emergency Powers
(Colonial Defence) Order in Council, 1939, and the Emergency Powers (Defence)
Act, 1939, the High Commissioner has made the following Defence Regulations :—
1. These Regulations may be cited as the Defence (Amend­
ment) Regulations (No. 13), 1942, and shall be read as one with
the Defence Regulations, 1939, hereinafter referred to as the prin­
cipal Regulations.

2. Paragraph 1 of regulation 24A of the principal Regulations
is hereby amended by the deletion of the words "and shall be liable
on conviction to imprisonment for a term not exceeding ten years"
occurring therein and by the substitution therefor of the follow­
ing :—
