Second Calexico Officer
Terminated In Wake Of
FBI Investigation

Two Calexico Police Officers
were terminated last week following the internal investigation
going against some members of
the Calexico Police Department.
Former Calexico Police
Sergeants German Duran and
Frank Uriarte where separated
from the police force last week,
Interim Calexico Police Chief
Mike Bostic confirmed. Duran
and Uriarte were two of the four
police officers that were suspended following an FBI investigation
against some members of the
Calexico Police Department.
The FBI raided the Calexico
Police Department on October
30th of last year and entered the
facility to seize and take custody
of computer hard drives, documents and other potential evidence as part of on-going investi-
gations into potential criminal
activities of some members of the
Calexico Police Department. The
other two officers suspended
where Officer Luis Casillas and
Detective Gabriel Rodriguez.
The officers went through an
investigative process before
being given notice of termination. The investigation continues
against the two other officers. As
part of the investigation, the
Sheriff Department is doing a
forensic investigation on the
alleged missing evidence from
the department and the District
Attorney's office will investigate
an officer involve shooting and is
also currently investigating
Brown Act violations by the
Calexico City Council.
We will have more on this
story as information is released
by the city.

Calexico Teens To Compete In Major
Horse Competition In Baja California

Two Calexico teens are
proudly representing the Imperial
Valley in equestrian competitions
in Baja California.
Arlette Gutierrez and Jaime
Alexander
Jimenez
from
Calexico have participated in
equestrian competitions since
they had a young age. Both of
them have participated in state
and local competition in Baja
California with great success.
Both of them are motivated by
practicing this sport and representing the youth of the Imperial
Valley.
Gutierrez, a junior at Vincent
Memorial High School, has been
practicing this sport for eight
years with great success. In 2013,
Gutierrez
won
the
Baja
California State Champion in
Mexicali after ranking as one of
the top riders that year.
"It's the excitement and the
adrenaline of riding a horse that I
enjoy." she said, "being an equestrian has made me a better person

and allowed me to develop my
social skills."
Jimenez, a senior at
Southwest High School, plans to
study medicine upon graduation
and has also practiced the equestrian sport since he was eight
years old. His first completion
was at an open circuit competition and won first place being the
youngest competitor.
"Most people don't understand the sport but it's a beautiful
sport but once they see our success in competition people begin
to follow the sport and gain their
support." Jimenez said. "I'm very
proud to represent Calexico and
hope we can achieve more victories for our city and our equestrian club."
Both of them will be competing in the 2015 Equestrian
Classic in Mexicali next month
that will host other riders from
Baja California and neighboring
states. Gutierrez and Jimenez will
be the only two representing
Calexico at the competition and
feel proud to be part of the event.
Gutierrez was selected to be the
face of the event and she will be
all the promotional material of
the upcoming event.
"I'm flattered to be the face of
the event and I will give my best
in completion and hope people
join us and get their support." she
said.
County Supes Discuss
Solar Project Moratorium

The County Board of
Supervisors discussed a possible
moratorium prohibiting solar
projects on agricultural land.
The County Board approved
last week the last solar project of
this year. The Iris Cluster Solar
Farm Project will consist of four
sites west of Calexico. The project includes Iris Solar Farm,
Rockwood Solar Farm, Ferrell
Solar Farm and Lyons Solar
Farm. County Supervisor District
4 Ryan Kelley proposed to have a
moratorium to prevent Solar
Farms to establish themselves on
agricultural land for a period of
time.
"As we are developing our
General Plan Amendment with
the energy overlay, we need to
have a discussion and step back
and make sure we have a document that tell us where is solar
going to be a benefit for our community and not interrupt our
farms or insular businesses."
Kelley said.
He also mentioned that this is
a great opportunity for the
County to see what other places
Solar Farms can be built and preserve private property rights and
incentivize an easier process to
go to an unproductive land.
The idea was discussed by the
County Board of Supervisors and
received mixed reaction from its
members.
Supervisor
Ray
Castillo said that having a moratorium will send a negative message to the developers that want
to bring renewable energy projects to Imperial County.
"This will be going against
what we have worked for many
years to become the leader of
renewable energy and not allowing the more companies to come
will look bad on us." Castillo
said.
Chairman Kelley interjected
saying the Riverside County
approved a similar moratorium
and they opened a solar plant last
week.
Supervisor Jack Terrazas
agreed with Castillo saying that
the word "moratorium" would
send a negative message to green
energy developers that want to
come over here.
"I can see the headlines saying that we passed a moratorium
and that we will not look good on
us and will give the impression
that we are not welcoming more
projects." Terrazas said and suggested the County CEO and
Planning Director to come back
with a policy decision on the use
of agricultural land instead of
using a moratorium.

Long Awaited Alyce Gereaux Park Improvements Slightly Delayed

A long awaited series of
improvements at a northeast
Brawley park will need to wait at
least another few months due to a
search for additional funds to
improve the plan.
Alyce Gereaux Park, situated
north of J.W. Oakley Elementary
in the north east section of the
city, is in the final planning
stages and will be sent to bid in
the next few months, with construction to start soon afterwards.
This delay, according to
Brawley City Manager Rosanna
Moore, is due to a search for
increased funds to improve the
park beyond the original specifications.
“The design is in its final
stages,” said Moore. “We are
working to secure additional
resources that will enhance the
final project.”
The city was awarded a $2.7
million grant from the state to
improve the park. While a portion of that grant was used to pay
for consultants and engineering
firms to design the new park, the
vast majority of funds remain
available.
“I anticipate that we will go
out to bid within approximately
90 days,” added Moore.
“Construction is estimated to
commence within 120 days.”
The revamped park will add
several improvements to the area,
including a splash pad, several

California.
Except for the nearby
Brawley Fire Station #2, the area
had largely been passed over for
city improvements. In fact,
Alyce Gereaux Park only
received a comparable pittance of
funds to replace playground
equip during the last housing
boom.
The grant was awarded to
Brawley in June of 2012 as one
of several projects from the
Proposition 84 Statewide Park
Program. The program was created to improve impoverished
areas of the state.
Brawley’s original $5 million
grant proposal was one of over $3
billion worth of requested projects throughout California.
When completed, Alyce
Gereaux Park will have several
new features, including:
• A brand new splash pad /
water recreation facility with
security cameras and lights and a
water recycling system.
• A new multi-use playing
field initially planned to host
youth soccer games. This part of
the park will also be lit for night
activities
• New bollard lit pedestrian
trail/walking path surrounding
the play fields.
• New drought tolerant garden and landscape areas with
Native and desert animal art-
work.
• New picnic area
• New accessible playground
• Renovate and move the
park’s basketball courts.
The project was originally
scheduled to be completed by
June 2019, so this recent delay
does not put the city in danger of
reneging their obligations.

Two nights of unique, artistic
performance pieces by Los
Angeles based artists; Dino
Dinco, Rafa Esparza and Rebeca
Hernandez. The performances
are based on an incident in
Mexico. On September 26, 2014
- 43 college students from
Escuela Normal de Ayotzinapa
disappeared in Iguala, Guerrero,
Mexico. The slogan, “Vivos se
los llevaron, vivos los queremos”
has been present in protest
throughout Mexico demanding
the government to bring back the
students alive. The hope of the
parents, friends and relatives of
the 43 Ayotzinapa students
shrinks little by little as a series
of
versions
of
what
happened…are given by the government. There will be a “Q & A”
session after the performances
with the artists and light refreshments will be served. The artists
will discuss the process involved
in creating their pieces and will
also talk about the relationship
between art and activism.

choreographic
process includes site-specific
work, music and dance improvisation, public interventions and
interdisciplinary work between
musicians, performance artists
and dancers. Dino Dinco is a performance art curator, a director of
film and theater and a polydisciplinary artist. He is working on a
book focusing on contemporary
performance art practice.

Ryan Kelley To Deliver “State Of The
County” Address Tonight In Brawley

On the evening of February
12, 2015, newly appointed
Imperial County Board of
Supervisors President Ryan
Kelley will deliver his “State of
the County” address at the Elks
Lodge in Brawley.
Kelley, the newest Chairman
of the Board of Supervisors for
Imperial County, was sworn into
the position on last month.
Kelley was elected to the Board
of Supervisors in November
2012 after five years as a
Brawley Council member.
Of the expected topics that
Kelley will discuss in his address
this evening, the most recent
topic was the settlement between
the Imperial Irrigation District
and the County over the
Quantification
Settlement
Agreement and restoration
efforts at the Salton Sea.
Kelley was also a key member of the ad-hoc committee that
attempted to keep National Beef
in Brawley open in 2014.
During his swearing in ceremony in January, Kelley said that
he had three “special interests”
that would outline his termas
Chairman.
The first would be direct
delivery of Imperial County services, and suggested that these
services be located where they
were needed within the county.
The second interest was to
promote the County as a development destination, as the county
had resources available that companies could use. The third focus
was to develop pride for the
county and to encourage those
who leave for college to return
and help the County grow.
Kelley was elected to the
Brawley City Council in
November 2007 after a career
with
the
Brawley
Fire
Department . Kelley served as
Mayor of Brawley in 2010 and
had his appointment ceremony at
the Brawley Elks Lodge.
Kelley, as the District #4
Supervisor, represents Brawley,
Bombay Beach, Calipatria,
Desert Shores, Niland, Salton
City, Salton Sea Beach, Vista Del
Mar, and Westmorland.
ICTC Board To Address Unmet
Transit Needs This Afternoon

This afternoon at the IID
William Condit Auditoriumin El
Centro, the Imperial County
Transportation Commission will
hold an open forum discussing
unmet needs for the Imperial
Valley Transit, Access and IVT
Ride services.
The public meeting, which is
held once per year in January or
February, allows riders and other
members of the public to directly
address board members about
their problems.
The meeting helps board
members focus on problem areas
that may not be known through
the normal channels.
While some requests cannot
be met immediately, others that
can be are addressed are done so
as promptly as possible.
In 2013, for instance, complaints about the overcrowded
IVC Express services from
Calexico students attending IVC
led to an immediate change in
routes. These changes included
an additional Express bus traveling from 3rd and Paulin to IVC in
the morning and one traveling
back to Calexico in the afternoon.
The unmet needs portion of
the meeting was advertised to
begin at 3:30 in the afternoon,
nearly an hour into the commission’s
regularly
scheduled
monthly meeting.

Sea Restoration Set For
March In Sacramento
After formally requesting the
involvement of the CA. State
Water Resources Control Board
(SWRCB) in the restoration of
the Salton Sea—the CA. State
Water Board has formally
announced and acted on
Assemblymember
Garcia’s
request and slated a public hearing on the Salton Sea on March
18, 2015.
In
his
initial
letter,
Assemblymember Garcia praised
the State Water agency for its previous work on water issues. He
explained the urgency to convening an official hearing in order to
press on the severity of the potential ecological consequences and
economic impacts to the region if
the Sea is not restored.
“I commend the State Water
Board for acting swiftly and for
considering my request on the
Sea. As mentioned earlier, the
future of the Salton Sea is in our
hands and any further delay on
the Sea puts our entire region at
risk for serious economic, environmental, and public health consequences,”
stated
Assemblymember Garcia.
“As
the
State
Assemblymember
for
the
Coachella Valley and Imperial
Valley--I look forward to collaborating with the SWRCB and other
QSA stakeholders from the
region to making real progress in
tackling the restoration of the
Salton Sea,” said Garcia.

The Imperial County Children and Families First
Commission announces the availability of funds
for qualified organizations and agencies to submit
competitive proposals for funding to support programs that will benefit children prenatal through
age five and their families in Imperial County.

Commission for the period July 1, 2015 through

THOSE GUYS:
A pair of neighbors were having a
large party, the subjects were
throwing beer bottles at the
caller's home, the street and the
bushes. The caller had asked
them to calm down but they
refused, the party was taken
inside the home. The host was
counseled by an officer.
officers arrived in the area, the
caller was advised of his options.
COUNSELED:
The caller is having an escalating
argument with her husband, the
caller is afraid that it might escalate into something physical. The
caller and the husband were
counseled, both were advised on
their options.
IT’S THAT TIME AGAIN:
A male subject has returned and
started banging on the caller’s
front door yet again. The subject
who lives in the same apartment
complex is known in the area, he
was contacted and sent on his
way, the caller was advised of his
options.
GO HOME:
There was a large gathering in
which they were arguing, the
small party was getting loud and
in fear of a physical fight breaking out. An officer did arrive
before anything escalated too
much, the people were sent
home.
FEMALE ARGUMENT:
Two teenage females were having an argument right by the
bathroom facilities. The two
females who were also best
friends according to the caller are
now having a shouting match.
Both parties were counseled and
advised of their options.
UNLOCKED:
The caller believes it was his
younger brother who might have
be the suspect in this case, the
caller admitted to having the
vehicle unlocked sometime last
night. The suspect took off with a
few electronics that were worth
up to $150 dollars, a report was
taken of the incident.
HE NEEDS HELP:
A male subject was standing in
the middle of the street cursing
and acting up. The caller feared
for his safety due to the traffic,
the subject was gone before the
ROWDY GROUP:
It was reported, that there is a
group of subjects in the neighborhood causing a disturbance. The
subjects were very loud and bothersome. The group was not found
in the area, the caller was advised
to call back should they return.
TRAILER BLUES:
An unknown subject drove by
and threw a rock at the side of his
trailer while he was having dinner sometime late last night. The
trailer was not damaged nor was
anything else, a report was taken
of the incident.
HAD A FEW SHOTS:
A middle aged male subject is
under the influence and is loitering around the gas pumps. The
caller does not want to approach
the male subject. An officer did
arrive while the drunk subject
was still loitering, the male subject was sent on his way.
A LITTLE TOO MUCH:
The caller’s husband is apparently enjoying himself a little too
much as he runs around the
house, yelling and laughing loudly. The caller had been called and
warned by several neighbors to
keep it down, she apologized and
explained. An officer eventually
made contact, the husband complied to keep it down. The caller
was advised of her options, she
was also advised to cut him off
for the night.
CBP Officers Uncover Almost 400 Pounds
of Marijuana Stashed In Tour Bus
U.S. Customs and Border
Protection officers at the
Calexico East port of entry
Thursday arrested the driver of a
commercial touring bus after
discovering more than 391
pounds of marijuana concealed
inside the vehicle’s fuel tank.
The incident occurred shortly after 9 a.m. on February 5,
when a CBP officer encountered
a 43-year-old Ensenada man
after he arrived at the port driving a 1997 Prevost touring bus.
The officer referred the driver
and vehicle for a more in-depth
examination.
During the inspection, a
CBP narcotics detector dog
alerted to the vehicle’s undercarriage.
Officers continued
searching the bus, and after utilizing a fiber-optic scope, subsequently discovered 41 wrapped
bundles concealed inside a hidden compartment built into the
vehicle’s fuel tank.
The bundles were extracted
from the fuel tank and field-tested positive as marijuana, with an
estimated street value of more
than $176,000.
The driver, a Mexican citizen, was arrested and turned
over to the custody of Homeland
Security Investigations agents
for further processing.
He was later transported to
the Imperial County Jail to await
arraignment.
CBP seized the bus and narcotics.
SOUTHBOUND:
A couple of adult male subjects
and a female were loitering in the
area and appear to be smoking an
illegal substance, according to
the caller. The subjects were last
seen traveling southbound down
the alley away from the caller’s
location. The two subjects were
described as being a male and
female pair, the caller was
advised.
CAN’T GET IN:
Two male subjects were in the
area attempting to break into his
neighbor's trailers. The two subjects were contacted, it turned out
that one of them lived there and
had locked himself out, accidently. The two subjects were helped
inside after the plot owner verified their stories.
NOT VERY VACANT:
A subject had entered the neighbors vacant trailer, the caller stated that the neighbors are not of
town. The area was checked no
one was found around the trailer,
the caller was advised of his
options.
ARRESTED:
The caller’s ex-boyfriend is back
in town and back at her doorstep.
Despite being asked to leave by
the caller and her parents, he
refuses as he yelled and made a
big commotion on her front lawn.
The subject was eventually contacted by an officer, he was
arrested and escorted off of the
premises, the caller was advised
to obtain a restraining order.

in Westmorland. Jorge Torres,

Department said, “With child
obesity becoming such an issue in
Imperial County, it is more important than ever to keep children
active. Maintaining a healthy diet
is equally important to the overall
fitness of a child. El Centro
Sector Border Patrol has worked
closely with the Imperial County
Public Health Department and
theChildhood Obesity Prevention
Alliance to help bring attention
and awareness to this issue over
the last three years.” The
Nutrition Olympics is designed to
introduce students to the benefits
of
having
an
active
lifestyle.Staying active can even
help children prevent future
health issues. Children who stay
physically active are also more
likely to be successful in
school.The Westmorland Union
Elementary School consists of
approximately 350 studentts, but
only kindergarten through third
grade were selected to attend the
Nutrition Olympics. The students
participated in various physical
activities such as tug of war, potato sack races, ring toss, light
weightlifting, balance balls, and
hula-hoop games.
“If Border Patrol agents participating in community events are
able to inspire the youth of our
county to live a healthier lifestyle
and make them feel more comfortable interacting with the uniformed men and women in law
enforcement, then I consider that
a win for everyone,” said Border
Patrol Agent Trevor Ambrosini.
The Border Patrol’s Community
Liaison Programs has been active
in El Centro since 2012. One of
the programs primary responsibilities has been finding issues that
are important to the local community and actively participating in
programs and events that address
these issues to improve the communities we live in.

Carrot Festival Is Over, Needs Some
Fine Tuning; Fair Is Coming Soon!

CARROT
FESTIVAL HAS GONE
BY THE WAYSIDE and
we are left with an empty
town once again. Where do
the people go in such a
hurry. The carnival can take
as many as five days to set
up, but is packed up and
gone within a few hours on
the last day.
Likewise, the crowds that
filled the streets disappear
just as quickly.
The amount of people you
see in Holtville is truly
amazing one week out of
the year. It means there are
plenty of people who still
enjoy a good time and want
to get together in a small
town setting.
More merchants need to
make more of an effort to
get those people into their
stores. Judging by the number of tourists roaming
around, it shouldn’t be that
hard to do it.
This year’s affair drew the
largest crowds on Saturday
that we have seen in a long
time. Prosperity is slowly
returning to the land and
people are enjoying it.
We’ve stuck it out in
Holtville for 25 years and
hope there will be a hundred more just like this. But
times change, we suppose,
and no on can predict what
the future will bring.
We’d still like to see a few
more events during the
week and some decorations
around town that say something is taking place. If you
came to town expecting a
large festival you would be
very disappointed.
There isn’t a banner and
only a few randomly placed
posters declaring that the
“Carrot Carnival” is actually taking place.
And if your tastes only run
to cooking you’ll be OK
during the week. But if they
don’t, well you will have to
go elsewhere.
The Chamber needs to
come up with a few ideas to
brighten things up from
Monday to Friday. How
about a few Gazebo activities? There was a prize
drawing at one time at
Christmas. Perhaps it could
be extended to the Carrot
Festival.
How about a Mr. Carrot
pageant or a Carrot Concert
in the gazebo, ala the
Christmas concert.
Limiting the pageant to
just cooking in the Civic
Center also limits your
audience and the appeal of
this event. It hasn’t change
at all in 25 years. There
were a few attempts to
change it, but the old guard
of Holtville put up such a
squawk that it went back to
the same old format.
It’s time to let a little fresh
air into Holtville’s showcase event.
Let’s bring back some
excitement. and some
events that will get locals
and visitors out for a weekend at least.
WITH THE CARROT
FESTIVAL OVER, IT’S
ALMOST TIME for the
the California Mid-Winter
Fair.
That great tribute to
Imperial Valley Agriculture
and the people here, will
begin Feb. 27th.
Young people will be
showing off their animals
once again, from Guinea
Pigs to full size steers, on
the first weekend.
You can look them over in
that barns or you can attend
the showmanship judging
that takes place the first
weekend of the Fair.
Youths compete for ribbons and the chance to
show off their animals in
the main arena for the auction the following weekend.
These kids work hard to
raise an animal and show it
in the best possible way.
Then they can get some
extra money for college or
other pursuits when they’re
sold. If they don't make the
big show, then they have to
sell them from the barns.

arena auction draws the
highest bidders and groups
of bidders who can bid up
thousand s of dollars.
Come out and take in the
animals and the show, as
well as the auction. Then
take in some of the other
activities that make the fair
a fair. You made need the
foot massage machine or a
full body massage before
the day is out. But you can
get either one someplace on
the grounds.
It’s all happening at the
Fair & Fiesta once again.

interest groups and other attractions of the day.

Monday, U.S. Border Patrol
agents from the Calexico station
on patrol discovered more than
1000 pounds of abandoned marijuana along the Alamo River with
an estimated value of more than
$628,000.
At approximately 3:45 a.m.,
agents discovered 84 packages of
marijuana abandoned in the
brush line along the river, located
approximately 7 miles east of
Calexico West Port of Entry.
The marijuana had a total
weight of 1048 pounds with an
estimated street value of more
than $628,000 and were turned
over to the Drug Enforcement
Administration for further inves-
tigation.
Last fiscal year El Centro
Sector Border Patrol agents
seized 5,713 pounds of marijuana.

Holtville’s Wastewater
Treatment Plant Project
Goes Out For Bid

The Holtville City Council
passed a resolution to authorize a bid advertisement for the
Wastewater Treatment Plant
Project.
The City has been extended
funding for the Wastewater
Treatment Plant Project from
both the State Water Resources
Control Board Clean Water
State Revolving Fund Program
and
the
Environmental
Protection Agency's Border
Environment Infrastructure
Fund Program and will be
administered by the North
American Development Bank.
The 12.1 million dollar
project will be mostly paid for
by forgivable grants that total
7.8 million. The City has
secured a very low interest
loan at 1.9% for 3.8 million
and the City of Holtville will
see a cost of $145k from the
sewer fund.
Once the bids are received,
they will go before the
Holtville Project Review
Committee then on to the City
Council for approval. Once
approved, construction should
begin
rather
quickly.
Construction is expected to
take somewhere around a year
to complete.

Holtville High School Alumni Celebrate With Mega Reunion

Over 600 Holtville High
School alumnus gathered together in true Viking fashion on
Saturday, February 7th for the
second Viking Mega Reunion.
This event was held at the
Pioneers Museum.
Guests were welcomed at the
registration table, were able to
tour the museum, take some fun
photos in the photo booth, buy
some Viking Reunion memorabilia, and greet old friends.
Dinner was prepared by the
Holtville Athletic Club, who also
had old-fashioned ice cream on
hand as an after-dinner treat. A
huge tent was set up on the lawn
to accommodate a DJ, band,
dance floor, and dinner seating.
Vikings from the Class of
1941 through the Class of 2009
came out to enjoy the evening.
They were entertained by The
Alamo River Band which features brothers, Jeff and Lance
Magin, along with several teachers from Holtville High School,
where Jeff serves as Principal.
There was plenty of dancing and
recollecting throughout the
evening.
Classes were also
grouped together for formal class
pictures.
Plans for the next Viking
Mega Reunion are already underway. The next event is scheduled
for February of 2020.

History Of Valentine’s Day

Every February 14, across the
United States and in other places
around the world, candy, flowers
and gifts are exchanged between
loved ones, all in the name of St.
Valentine. But who is this mysterious saint, and where did these traditions come from? Find out about
the history of this centuries-old
holiday, from ancient Roman rituals to the customs of Victorian
England.
The Legend of St. Valentine
The history of Valentine's
Day-and the story of its patron
saint-is shrouded in mystery. We
do know that February has long
been celebrated as a month of
romance, and that St. Valentine's
Day, as we know it today, contains
vestiges of both Christian and
ancient Roman tradition. But who
was Saint Valentine, and how did
he become associated with this
ancient rite?
The Catholic Church recognizes at least three different saints
named Valentine or Valentinus, all
of whom were martyred. One legend contends that Valentine was a
priest who served during the third
century in Rome. When Emperor
Claudius II decided that single
men made better soldiers than
those with wives and families, he
outlawed marriage for young men.
Valentine, realizing the injustice
of the decree, defied Claudius and
continued to perform marriages
for young lovers in secret. When
Valentine's actions were discovered, Claudius ordered that he be
put to death.
Other stories suggest that
Valentine may have been killed
for attempting to help Christians
escape harsh Roman prisons,
where they were often beaten and
tortured. According to one legend,
an imprisoned Valentine actually
sent the first "valentine" greeting
himself after he fell in love with a
young girl-possibly his jailor's
daughter-who visited him during
his confinement. Before his death,
it is alleged that he wrote her a letter signed "From your Valentine,"
an expression that is still in use
today. Although the truth behind
the Valentine legends is murky,
the stories all emphasize his
appeal as a sympathetic, heroic
and-most importantly-romantic
figure. By the Middle Ages, perhaps thanks to this reputation,
Valentine would become one of
the most popular saints in England
and France.
Valentine's Day: A Day of
Romance
Lupercalia survived the initial
rise of Christianity and but was
outlawed-as it was deemed "unChristian"-at the end of the 5th
century, when Pope Gelasius
declared February 14 St.
Valentine's Day. It was not until
much later, however, that the day
became definitively associated
with love. During the Middle
Ages, it was commonly believed
in France and England that
February 14 was the beginning of
birds' mating season, which added
to the idea that the middle of
Valentine's Day should be a day
for romance.
Valentine greetings were popular as far back as the Middle
Ages, though written Valentine's
didn't begin to appear until after
1400. The oldest known valentine
still in existence today was a poem
written in 1415 by Charles, Duke
of Orleans, to his wife while he
was imprisoned in the Tower of
London following his capture at
the Battle of Agincourt. (The
greeting is now part of the manuscript collection of the British
Library in London, England.)
Several years later, it is believed
that King Henry V hired a writer
named John Lydgate to compose a
valentine note to Catherine of
Valois.

Greetings
In addition to the United
States, Valentine's Day is celebrated in Canada, Mexico, the United
Kingdom, France and Australia. In
Great Britain, Valentine's Day
began to be popularly celebrated
around the 17th century. By the
middle of the 18th, it was common for friends and lovers of all
social classes to exchange small
tokens of affection or handwritten
notes, and by 1900 printed cards
began to replace written letters
due to improvements in printing
technology. Ready-made cards
were an easy way for people to
express their emotions in a time
when direct expression of one's
feelings
was
discouraged.
Cheaper postage rates also contributed to an increase in the popularity of sending Valentine's Day
greetings.
Americans probably began
exchanging hand-made valentines
in the early 1700s. In the 1840s,
Esther A. Howland began selling
the first mass-produced valentines
in America. Howland, known as
the "Mother of the Valentine,"
made elaborate creations with real
lace, ribbons and colorful pictures
known as "scrap." Today, according to the Greeting Card
Association, an estimated 1 billion
Valentine's Day cards are sent
each year, making Valentine's Day
the second largest card-sending
holiday of the year. (An estimated
2.6 billion cards are sent for
Christmas.) Women purchase
approximately 85 percent of all
valentines.

NOTICE OF PUBLIC HEARING
ADOPTION OF ORDINANCE INCREASING BOARD
COMPENSATION
PLEASE TAKE NOTICE that the Board of Directors of
the Seeley County Water District will conduct a public hearing on
February 23, 2015, at 6:30 p.m. or as soon thereafter as the matter
can be heard to consider an ordinance increasing board member
compensation for attendance at regular, special or emergency
meetings from $75 to $100, $60 to $75 and $25 to $75 respectively.
Further, the ordinance increases compensation for attendance at
other meetings or services rendered to the District from $50 to $100
per day and provides for reimbursement for mileage at the
prevailing IRS business allowance rate.
The hearing will be held on February 23, 2015, at 6:30 p.m. or as
soon thereafter as the matter can be heard at the Seeley County
Water District Board room, 1898 West Main Street, Seeley,
California. A copy of the proposed ordinance is available in the
