Intereses políticos y económicos de ciertos países y regiones fueron los detonantes de su desarrollo. El biocombustible como combustible alternativo podía resolver: A) el incremento de los precios de la energía alrededor del mundo. B) la necesidad de importar energéticos C) las consecuencias ambientales negativas de la combustión de combustibles fósiles D) fortalecimiento de la seguridad energética de muchos países Los principales países que adoptaron políticas para su producción y consumo fueron: Brasil, EEUU y la UE. Sin embargo, en este periodo distintas voces empezaron a cuestionar los biocombustible, principalmente desde el ámbito académico y de la sociedad civil (ONG´s) Entre las principales críticas estaban: A) beneficios ambientales muchos menores a los proclamados B) poco o casi nula ganancia energética que con los combustibles fósiles C) una posición competitiva débil para algunos países (recursos, tecnología y comercio) D) un impacto negativo sobre los precios de los alimentos 3.‐CRISIS ALIMENTARIA 2007‐ 2008 FUENTE: http://www.fao.org/worldfoodsituation/wfs‐ home/foodpricesindex/es/ (08/09/2011) En 2008, el sistema agrícola global obtuvo mucha atención debido al incremento de los precios de los alimentos y la discusión política alrededor de los biocombustibles. (Prins, A. at al., 2011) Hay una tendencia a la alza que une el mercado de productos agrícolas y el mercado de los combustibles fósiles (FAO, 2008) La unión entre el mercado agrícola y el mercado de los combustibles fósiles es debido a políticas que estimulan el uso de biomasa. Ejemplos de disturbios por el alza de los precios de los alimentos: México, enero 2007 Ciudades africanas, febrero 2008: Burkina Faso, Camerún, Senegal y Mauritania. We would like to see biomass generating sustainable development, above all in South America, Central America, the Caribbean and Africa. (09/03/07) Firma del Memorandum of Understanding (MOU) 09/03/2007 1)Trabajar bilateral y multilateralmente para crear los estándares internacionales para los biocombustibles. 2) Llevar los beneficios relativos a los económico y a la seguridad energética de la producción de los biocombustibles al hemisferio. 3) Coordinación y cooperación avanzada para promover la investigación y el desarrollo. El Foro Internacional de Biocombustibles es un cuerpo institucional que trabaja con la ONU para establecer estándares globales de producción de los biocombustibles y alentar las inversiones en países con potencial de desarrollar la industria. Esta integrado por Brasil, China, la Comisión Europea, India, Sudáfrica y los Estados Unidos. La creación de la Mesa Redonda sobre Biocombustibles Sostenibles (RSB, por sus siglas en inglés) buscando la sustentabilidad de los biocombustibles. Una iniciativa internacional del Centro de energía del instituto Federal Suizo de Tecnología en Lausanne (EPFL).La norma tiene como propósito de ser utilizada por inversores, gobiernos, sociedades y grupos civiles para evaluar la sostenibilidad de los diferentes biocombustibles. http://rsb.epfl.ch/ Lista de 12 empresas que han establecido alianzas económicas en Brasil con respecto a los biocombustibles: ADM,Amyris and Sao Martinho, BP, Bunge and Solazyme, Cosan‐ Shell (Raizen) – Codexis, Glencore, Guarani, Dedini, LS9, Petrobras‐KL Energy and Qteros.
