COMITÉS DE DIRECCIÓN DE LOS CRAT Los centros regionales de asistencia técnica (CRAT) están guiados por Comités de Dirección (CD), integrados por representantes de los países beneficiarios que designan el respectivo país, los donantes y el FMI. El Comité de Dirección puede decidir invitar a instituciones regionales y otros proveedores de asistencia técnica (AT), según corresponda, a título de observadores. El CD está presidido por un representante de un país beneficiario del CRAT (inicialmente, el país anfitrión, y luego por rotación). Función del Comité de Dirección del CRAT La función del Comité de Dirección consiste en brindar asesoramiento estratégico y contribuir a fijar las prioridades del Centro; entre otras cosas, avalando sus planes de trabajo. El CD está encargado de evaluar las prioridades del país en términos amplios y presentar sus opiniones sobre la función que desempeña el Centro al brindar asistencia a los países beneficiarios en el núcleo de sus atribuciones y competencias. El examen y la evaluación de las operaciones del Centro se realizan al avalar su plan de trabajo, que contempla el ejercicio siguiente, y analizar su informe anual, que evalúa el grado de implementación del plan de trabajo durante el ejercicio previo. El plan de trabajo del CRAT expone los principales objetivos y resultados contemplados para todos los sectores de AT a nivel tanto nacional como regional. El informe anual describe el avance realizado hacia los objetivos y los resultados que avaló el CD en el ejercicio previo. Los miembros del CD se cercioran de que el plan de trabajo refleje las necesidades de los países miembros (representantes de los países miembros), esté bien coordinado con la asistencia técnica proporcionada por otros donantes y proveedores de AT (representantes de los países y los donantes) y se encuentre bien integrado con las actividades de AT, supervisión y crédito del FMI (representantes del FMI). Además, el CD del CRAT puede desempeñar las siguientes funciones: 1) Transmitir las necesidades de asistencia técnica de los respectivos países antes de la elaboración de los planes de trabajo y con anterioridad a las reuniones del CD (a solicitud del CRAT). 2) Comunicar comentarios y pautas generales. 3) Contribuir ideas a los ámbitos de acción del CRAT. 4) Realizar comentarios y observaciones sobre la AT proporcionada por el CRAT. 5) Actuar (representantes de los países) como enlace entre el CRAT y las autoridades de los países miembros de la siguientes maneras: a. Facilitando las misiones del CRAT mediante la fijación de fechas, la organización de reuniones y citas y ocupándose de otros arreglos logísticos. b. Ayudando a transmitir todos los documentos relacionados con el CRAT a las autoridades; a saber, memorandos y cartas de entendimiento, acuerdos de confidencialidad, etc. c. Brindando asistencia para obtener los fondos comprometidos para el CRAT ocupándose de hacer un seguimiento con las autoridades. d. Actuando de enlace con el CRAT en relación con todos los temas pertinentes que puedan surgir. Función del Presidente del Comité de Dirección La presidencia del CD del CRAT rota anualmente entre los principales representantes de los países beneficiarios, o bien los titulares son nombrados por un período ilimitado. Generalmente, el Presidente es un alto funcionario del banco central o del ministerio de Hacienda. Su función principal es dirigir la reunión, habiendo consultado al Coordinador del Centro (CC) sobre la elaboración del temario. Entre reuniones, el Presidente se ocupa activamente de transmitir información y es el principal interlocutor entre el FMI, el CC del CRAT y los miembros del CD cuando se plantea una cuestión de urgencia operacional o un dilema que requiere una decisión rápida por parte del CD. Función del Secretario del Comité de Dirección Cada Coordinador de un CRAT se desempeña como Secretario del Comité de Dirección. El Secretario está encargado de preparar la correspondencia, la agenda y las minutas del CD (las cuales son aprobadas por el CD antes de ser oficializadas). Asimismo, está a cargo de todas las comunicaciones con el Presidente del Comité de Dirección, sus miembros y sus representantes. El Secretario consulta al Presidente sobre la fecha, ubicación y agenda de las reuniones del CD, así como toda correspondencia que requiera una decisión por parte de los miembros del CD. Decisiones del Comité de Dirección Las decisiones del Comité de Dirección se toman generalmente por consenso; es decir, acuerdo unánime o ausencia de objeciones. En caso de no alcanzar consenso, se podría votar. El Comité de Dirección puede adoptar decisiones por correspondencia. RTAC STEERING COMMITTEES Regional Technical Assistance Centers (RTACs) are guided by Steering Committees (SCs), composed of representatives of beneficiary countries appointed by their country, donors, and the IMF. The Steering Committee can decide to invite regional institutions and other TA providers, where relevant, as observers. The SC is chaired by a representative of a beneficiary RTAC country (the host country initially, after which chairmanship rotates). Role of RTAC Steering Committee The Steering Committee’s function is to provide strategic guidance for, and contribute to, the setting of the Center’s priorities, including through the endorsement of the Center’s work plans. It is expected that the SC will look at broad country priorities and provide its views on the Center’s role in assisting beneficiary countries in the core areas of its expertise. Review and assessment of the Center’s operation is done through the endorsement of the work plan, which looks forward to the next financial year, and review of the annual report, which assesses the level of the work plan implementation during the previous year. RTAC work plan outlines the principal objectives and outcomes envisaged for all TA sectors at both country and regional level. The annual report considers progress that has been made against the objectives and outcomes the SC endorsed for in the previous year. SC members ensure that work plan reflects the needs of member countries (member countries’ representatives), is well coordinated with TA provided by other donors and TA providers (country and donors representatives), and well integrated with the TA, surveillance and lending activities of IMF headquarters (Fund’s representatives). In addition, RTAC SC may have the following roles: 1) Transmit the technical assistance needs of respective countries prior to the preparation of the work plans and ahead of the SC meetings (at the request of RTAC). 2) Provide comments and general directions. 3) Provide inputs on the areas to be covered by RTAC. 4) Provide feedback and comments on the TA provided by RTAC. 5) Act (country representatives) as focal points and liaison between RTAC and member country authorities through: a. Facilitation of the conduct of RTAC missions in terms of agreeing on the dates, organizing meetings, setting appointments, and other logistical arrangements. b. Help in transmitting all documents related to RTAC to their authorities. i.e. MOUs, LOUs, Confidentiality Agreements, etc. c. Assistance in securing pledged funds for RTAC by following up with their authorities. d. Liaison for RTAC regarding all pertinent issues as they arise. Role of Steering Committee Chair RTAC SC Chairs rotate annually among the principal representatives of beneficiary countries or are appointed for unlimited term. Usually, the Chair is a senior official in the central bank or the ministry of finance. The principal role of the SC Chair is to manage the meeting, consulting beforehand with the Center Coordinator (CC) on preparation of the agenda; between meetings the Chair is active in the transfer of information and is principal interlocutor between the IMF, the RTAC CC, and SC members when there is an issue of operational urgency or controversy requiring a quick decision from the SC. Role of Steering Committee Secretary Each RTAC Center Coordinator acts as Secretary of the Steering Committee. The SC Secretary is responsible for preparing the correspondence, the agenda, and the minutes of the SC (the SC is asked to approve minutes before they are finalized). The SC Secretary is responsible for all communications with Steering Committee Chair, members and representatives. The Secretary will consult with the SC Chair on the timing, location, and agenda of the SC meetings, as well as any correspondence requiring SC members’ decisions. Steering Committee Decisions Decisions of the Steering Committee are generally taken by consensus, i.e. unanimous agreement or non-objection. In case consensus cannot be reached, voting may take place. Steering Committee decisions can be taken by correspondence.
