INTRODUCTION
The 7th Annual Speech & Debate Tournament is an academic opportunity for Migrant students to compete in
a safe and supportive environment while developing skills mandatory for success in the 21 st century. The
tournament requires students to sharpen their critical thinking, research and public speaking skills. In
addition, students must clearly express their thoughts and ideas i n t h e d e v e l o p m e n t o f compelling
arguments via the use of empirical research from credible sources. Finally, the Speech and Debate
Tournament fosters team work, self-confidence and teaches students to resolve conflicts using thoughtful
and strategic language.
This manual should serve as a guide for you and your students in preparation for the 7th Annual State
Speech & Debate Tournament taking place in Bakersfield, California on May 5-7, 2017. Read this manual
carefully to ensure your students are well versed in procedures, protocols and scoring rubrics for the various
aspects of the competition. Please note the manual contains changes and clarifications of debate
procedures, score sheets and consequences for violations of the Code of Ethics Agreement (Addendum
A).
Historical Perspective
The State Speech and Debate Tournament began in Region 17, initiated by Dr. Joe Mendoza (Regional
Director), who subsequently hosted eight tournaments in Ventura County. Thousands of Migrant students
throughout the state of California were introduced to competitive speech and debate through the efforts
of himself and numerous other regions who followed suit. Four years ago, the Council of State Directors
adopted the Speech and Debate Tournament as a statewide project and formalized t h e criteria for
participation. Approximately 485 students competed in Ventura at the First Annual State Speech & Debate
Tournament and many others since.
English Language Arts Standards Addressed
The Speech and Debate Tournament provides a meaningful context for Migrant students to strengthen their
English language skills by applying and practicing key syntactic structures and academic vocabulary in all
areas of EL development (speaking, listening, reading and writing), directly addressing the English Language
Development and Language Arts Common Core State Standards (Common Core Standards Initiative,
Addendum B).
Student Registration and Criteria for Participation
Ideally, each Region holds a competition to determine the students that will represent their Region in the
State Speech and Debate Tournament in all competition categories, in grades 6-12. Regions will be
limited to one speech student per grade level and language, and one debate team per grade level and
language group. Regions are not required to send competitors in all categories. Speech competitors must
participate in the prepared and extemporaneous speech. Those Regions that compete in all categories will
have a maximum of 34 students participating in the tournament (see Competition Categories).

Online registration will open on Monday, February 27, 2017, and must be completed no later than Friday,
March 24, 2017. All adult support personnel that require lodging and meals through Region XXI must be
registered by the same date. A purchase order number must accompany all registrations. Invoices
will be sent as soon as registration is confirmed by Region XXI. Full payment must be made upon
receipt of the invoice. Credit card payments will NOT be accepted.

Lodging
Lodging assignments will be done separately for boys and girls, with two to three students to a room. Our
goal is to keep participants from each region together, taking into account the availability of rooms. The
Student Rooming Information and Consent Form (Addendum C) describes how rooming assignments will
be made and must be completed and signed by each student’s parent or guardian. Regions will maintain a
file of these forms along with student permission slips. DO NOT submit to Region XXI.
Single occupancy rooms will be available for adults at an additional charge. Otherwise, adults will be
assigned to double occupancy rooms.
Transportation
Each Region is responsible for the transportation of students to and from the DoubleTree Hotel, 3100 Camino
Del Rio Ct, Bakersfield, CA 93308 (661) 323-7111. Region XXI will coordinate transportation to and from the
tournament site (Paul L. Cato Middle School) on Saturday, May 6, 2017.
Required Documentation
It is expected that each region ensures that all their participants have acquired all necessary permission
forms. At registration, regional designees will be expected to sign the Tournament Liability Release Form
(Addendum D) confirming such documentation has been collected and is available at the tournament, and
releasing Bakersfield City School District, Migrant Region XXI and all associated agents from any and all
liability or claims.
Supervision
Students MUST be supervised at all times by their respective adult chaperones or coaches at all times and
locations from arrival to departure of the tournament. Regions are responsible for their own emergency
medical forms. First-aid kits will be available on site.
Dress Code
This learning experience includes standards for participants (students and adults) addressing appropriate
attire for the event. While some attire may be appropriate for a student social event, the same attire is not
appropriate for formal presentations. Inappropriate attire distracts from the message of the competitor.
Professional attire is required and students could lose points if not appropriately dressed. Debate teams
are encouraged to coordinate their attire. Please review the differences between professional versus social
attire with all student participants.
All attendees including coaches, judges, facilitators, staff and
volunteers are expected to model professional attire.
Expectations for Coaches/Chaperones during competition rounds
Coaches are expected to be in the debate rooms when their students compete. Other adults potentially
present in the room will be judges, facilitators, timekeepers, and competition staff observing the
proceedings. No parents should be invited to this competition other than Region XXI volunteers. During
breaks, coaches should meet with their students and provide feedback and strategic advice. Coaches will
be required to adhere to the Code of Ethics (Addendum B) to be signed at registration.

A violation of the Code of Ethics (e.g. coaches observed guiding or signaling students or arguing with the
judges, timekeepers or facilitators during or after a round) will be asked to leave the competition room.
Egregious actions on the part of coaches or competitors (e.g. cheating, outbursts, intimidation) may result
in expulsion from the competition room and the deduction of penalty points from the team’s or individual
speech competitor’s score. Discretion will be left to the individual judge in such cases.
Technology Use during competition
Students will be disqualified for use of technology during competition, i.e., smart phones, tablets, laptop.
Hardcopy notes of any kind are permitted.
Dr. Joe I. Mendoza Excellence in Forensics Award
In 2014, host Regions 12, 17, 18 and 22, initiated a new tradition with the announcement of the first annual
Dr. Joe I. Mendoza Excellence in Forensics Award. The purpose of the award is to recognize a current student
competitor that demonstrates qualities that reflect the central role that Dr. Mendoza has played in
developing the statewide program since its inception. The nominee should be a student who:
 encourages and motivates his or her peers
 is consistently selfless
 provides encouragement while challenging teammates to improve
 maintains a positive attitude
 sees barriers as opportunities
 is present, active and engaged
 takes initiative
 doesn’t give up
 serves as a promoter, recruiter and motivator
Students demonstrating these qualities may not necessarily be your top performers; we are not looking for
the best orator. We are looking for the student that puts forth the greatest effort for the benefit of the team
and maintains and ignites in others the positive spirit of the competition (determination, risk taking,
academic and personal growth, appreciation and humility).
Each Region must submit the Dr. Joe I. Mendoza Excellence in Forensics Award Nomination Form
(Addendum E), signed by the Regional Director, to Ismael Guzman at [email protected], no later
than Friday, April 21, 2017. The host region will form a committee to review nominations and select the
2017 winner, who will be recognized during the awards ceremony.

Information sections thoroughly so that ALL students have the opportunity to compete adhering to

3. Tournament Information Center: During the entire weekend of the tournament, Region XXI

INSTRUCTIONS FOR SPEECH COMPETITION 2017
Speech competitors must compete in BOTH Prepared Speech AND Extemporaneous Speech
Competitions. First, second and third place trophies will be awarded in each speech category and grade
level. Students may compete in either Spanish OR English but must use the same language throughout all
phases of the tournament.
PREPARED SPEECH: Grades 6 – 8
Grades 9 – 12
Minimum 3 minutes; Maximum 4 minutes
Minimum 4 minutes; Maximum 5 minutes
1. Students must arrive with 3 different persuasive prepared speeches based on topics selected from the
appropriate topic list provided on pages 12-13. Participants MUST specify topics selected; regional
contact will enter selections during t h e online registration process, as well as CONFIRM the
language of competition for the entire tournament. No preparation time will be provided during the
tournament. Judges will ensure that speeches are not repeated. Any student who repeats a speech
will forfeit the score for that round.
2. Speakers may use notes or recite from memory.
3. Scoring: Points are awarded as described in the Speech Rubric and Speech Evaluation Form
4. Time Limits: Speaking under or over the time limit will result in penalty points.
5. Speakers may not use props or visual aids of any kind, except notes.
6. Winners of the Prepared Speech are determined by totaling the points earned during each of the three
rounds of the Prepared Speech competition. First, second and third place trophies will be awarded to
each grade level and language.
EXTEMPORANEOUS SPEECH: Grades 6 – 12
Minimum 2 minutes; Maximum 4 minutes
1. Process: Students will receive a list of unplanned topics at the beginning of each of the two required
extemporaneous speech rounds. Ten minutes will be provided to select a topic and draft a speech.
All papers will be collected and students will be selected at random to present their speeches.
Students will be able to refer to their paper when they present their respective speeches.
2. Speakers may use notes or recite from memory.
3. Scoring: Points are awarded as described in the Speech Rubric and Speech Evaluation Form
4. Time Limits: Speaking under or over the time limit will result in penalty points.
5. Extemporaneous Speeches shall be presented in the same language as the Prepared Speeches.
6. Winners of the Extemporaneous Speech competition are determined by totaling the points earned
during the two Extemporaneous Speech rounds. First, second and third place trophies will be awarded
in each grade level and language.

The Prepared Speech must be persuasive.
Speakers must either take a position supporting or opposing three of the following statements. Students
are expected to cite evidence and use well-reasoned arguments to defend their position.
GRADES 6 – 8
(Minimum 3 minutes; Maximum 4 minutes)
Students will choose one topic per round for three rounds for a total of three prepared speeches from the
following list:
1. A wall shall be constructed at the border between the United States and Mexico.

INSTRUCTIONS FOR DEBATE COMPETITION 2017
MIDDLE SCHOOL DEBATE TOPIC:
Bullying shall be a federal offense.

DEBATE OVERVIEW
1. Debate Teams may compete in English or Spanish, but not both.
2. Debate Teams must be prepared to argue both the Affirmative (PRO) Position and the Negative (CON)
Position for the topic provided for their respective grade level. Students are expected to thoroughly
research the assigned topic to enable the citation of credible evidence and information should be
organized into compelling arguments for each position (PRO/CON).
3. The position each Debate Team will argue will be announced by the Judge at the beginning of each
competition round.
4. Each round lasts 60 minutes (speaking time may not exceed 20 minutes/team).
5. The Debate format is highly structured and is divided into five phases detailed in the two schematic
documents which follow: Anatomy of a Debate (pg. 20) and Debate Structure & Procedures (pgs. 21-22).

Ideally, teams are composed of five members though they may have as few as three.

It is essential that participants clearly understand and follow the debate procedures (see
Debate Structure & Procedures for details).

Each team member must be assigned one of the five discrete roles in the debate (Opener,
Cross Examiner, Responder, Rebutter and Closer). If a team has less than five members, some
participants will take the lead in more than one role. (See Anatomy of a Debate for details)

The Judge guides the debate process, indicating the phase of the debate and when each team is
to speak.

Students are expected to use academic language and interact in a formal manner.

During the debate, speakers must use time strategically to ensure enough time is utilized for
each phase of the debate.

6. Scoring: Key areas of evaluation (for details see Debate Evaluation Form & Debate Rubric)

Content: Quality of the arguments, evidence and agility in countering the opposing team’s
arguments. Personal opinion should be logical and relevant.

Presentation: Point penalties will result for debate statements or arguments being read as
opposed to presented. More credit is awarded for statements presented in a persuasive
manner. Expressiveness and audibility are also important.

Adhering to debate procedures and protocol: Each member of the team must take a lead in
at least one phase of the debate. No single member should dominate the process and team
collaboration should be evident.
7. Carefully review the documents that follow, for clear and detailed articulation of the Debate Process
(Anatomy of a Debate, Debate Structure & Procedures, Debate Evaluation Form and Debate Rubric).
8. Winners (1st, 2nd and 3rd place) for middle school and high school, in English and Spanish, will be
determined by totaling the points earned during all debate rounds. Each team will debate for at least
five rounds. The number of rounds competed by teams will depend on whether there are an even or
odd number of teams in the tournament. Competition will be scheduled to ensure that every team
competes the same number of rounds.

ANATOMY OF A DEBATE
The five phases of a formal debate and distinct roles
PHASE
OPENING
DESCRIPTION OF TEAM MEMBER ROLES
Opener presents the team’s overall argument for its position on the issue in a well-rehearsed
prepared statement. Only the assigned Opener speaks.
Lead Cross Examiner asks the opposing team questions about its opening statement, challenging
its arguments and evidence. The Lead Cross Examiner concludes the cross examination phase.
CROSS
EXAMINATION
After the Lead Cross Examiner poses at least two questions to the opposing team, the Lead Responder
and/or Lead Rebutter may also pose additional questions.
All five team members must work together to prepare the questions. Each team should pose a
minimum of three questions: Remember, the more questions, the more robust the debate.
Lead Responder answers questions about the team’s position posed during opposing team’s Cross
Examination. The Lead Responder concludes the response phase.
RESPONSE
After the Lead Responder addresses at least two of the opposing team’s questions, the Lead Cross
Examiner and/or Lead Rebutter may also respond to the questions posed.
All five team members must work together to prepare the responses. Remember, it is most
effective to restate the question before responding.
Lead Rebutter initiates the Rebuttal Phase challenging the answers provided by the opposing team in the
Response Phase. The Lead Rebutter concludes the Rebuttal phase.
REBUTTAL
CLOSING
After the Lead Rebutter addresses two of the opposing team’s responses, the Lead Cross Examiner
and/or
Lead Responder may also challenge the responses offered by the other team.
All five team members must work together to prepare the rebuttal to the opposing team’s responses.
Closer sums up the team’s position, referring to new issues raised in the debate and reviewing the
evidence supporting the team’s position. Only the assigned Closer speaks.
All five must work as a team to provide input for the summation.
THE TEAM
During each phase of the debate it is essential that all the members of the team are paying close
attention and taking detailed notes when the other team is speaking. They will use these notes to guide
the responses of the Cross Examiner, Responder, Rebutter and Closer and provide input during the
preparation periods. The success of the debate depends on the TEAM!
TEAMS WITH 3
OR 4 MEMBERS
In teams composed of only three or four members, no team member should be assigned more than
two of the five lead roles. It is important that the work be equally distributed amongst the members
and that the debate process not be dominated by one or two members of the team. The evaluation
rubric used by the judges reflects this important aspect of the debate process.

2. OPENING:
a. Greet students and introduce yourself.
b. Seat students on the appropriate side so that the PRO & CON sides are always seated in
the same place each round, making it easier to score the debate. (PRO: left side, CON:
right side)
c. Share some words of praise and encouragement.
d. Remind students and any audience present of some basic rules of conduct.
i. Respectful interaction; no interrupting when the other team is speaking.
ii. Remind the coaches and any audience present that they are there as observers
and that the students are on their own for the duration of the tournament.
Coaches should take notes and advise students between rounds

j. At the end of each phase of the debate, the Judge will inform each team how much time
they have left for the rest of the debate. (Subtracting time used from the total of 20
minutes.) Remember, preparation times are not included in this count. The facilitator,

a. Congratulate the students and provide some positive and constructive feedback as time

CODE OF ETHICS FOR COACHES AND TEACHERS
ARTICLE 1: Responsibilities to Students
1. The coach and teacher should never place the value of winning over the safety and welfare of the
students.
2. Considerable emphasis should be placed on positive character traits, fair play, fair playing time, and
fun.
3. Each practice should be pre-planned and well organized.
4. Coaches and teachers have a responsibility to always compete within the rules and not tolerate any
unsportsmanlike behavior from their students, regardless of the situation.
5. Demands on students should never be so extensive as to interfere with students’ academic
progress.
ARTICLE 2: Responsibility to the Migrant Education Program
The function of the coach and teacher is to contribute to the education and well-being of the student. This
must never be disregarded.
1. The coach and teacher must behave in such a manner that the principles, integrity, and dignity of
the Migrant Education Program are not compromised.
2. Coaches and teachers must support and accept all decisions by judges, officials, and/or the host
region.
ARTICLE 3: Rules of the Tournament
1. Coaches, judges, and teachers must be thoroughly acquainted with the rules of the tournament.
2. Coaches, judges, and teachers must adhere to the letter and spirit of these rules.
3. Coaches, judges, and teachers who circumvent the rules or use improper tactics will not be
permitted to compete in the tournament as determined by a judge and/or tournament official.
4. Coaches, judges, and teachers must be thoroughly acquainted with the rules and/or bylaws of the
Migrant Education Program.
ARTICLE 4: Decorum and Decisions
1. Officials, teachers, coaches, and judges are to be treated with respect.
2. Coaches are to never address officials and/or judges in a demeaning fashion before, during, or
after the tournament.

May 5-7, 2017. Hotel accommodations for the group have been made at the Double Tree Hotel, California.
Double Tree personnel have assigned a limited amount of both single occupancy rooms (1 king bed + 1 pull-out
double bed) and double occupancy rooms (2 double beds and 1 king bed + 1 pull-out double bed) to the State Speech
and Debate Tournament group.
All rooming assignments at the Doubletree Hotel will be made as space allows after student registration is
completed.

ANATOMY OF A DEBATE
The 5 phases of a formal debate and distinct roles
PHASE
OPENING
DESCRIPTION OF TEAM MEMBER ROLES
Opener presents the team’s overall argument for its position on the issue in a well-rehearsed
prepared statement. Only the assigned Opener speaks.
Lead Cross Examiner asks the opposing team questions about its opening statement, challenging its
arguments and evidence. The Lead Cross Examiner concludes the cross examination phase.
CROSS
EXAMINATION
After the Lead Cross Examiner poses at least 2 questions to the opposing team, the Lead Responder
and/or Lead Rebutter may also pose additional questions.
All 5 team members must work together to prepare the questions. Each team should pose a
minimum of 3 questions: Remember, the more questions, the more robust the debate.
Lead Responder answers questions about the team’s position posed during opposing team’s Cross
Examination. The Lead Responder concludes the response phase.
RESPONSE
After the Lead Responder addresses at least 2 of the opposing team’s questions, the Lead Cross
Examiner and/or Lead Rebutter may also respond to the questions posed.
All 5 team members must work together to prepare the responses. Remember, it is most effective
to restate the question before responding.
Lead Rebutter initiates the Rebuttal Phase challenging the answers provided by the opposing team
in the Response Phase. The Lead Rebutter concludes the Rebuttal phase.
REBUTTAL
After the Lead Rebutter addresses 2 of the opposing team’s responses, the Lead Cross Examiner
and/or Lead Responder may also challenge the responses offered by the other team.
All 5 team members must work together to prepare the rebuttal to the opposing team’s responses.
CLOSING
Closer sums up the team’s position, referring to new issues raised in the debate and reviewing the
evidence supporting the team’s position. Only the assigned Closer speaks.
All 5 must work as a team to provide input for the summation.
THE TEAM
During each phase of the debate it is essential that all the members of the team are paying close
attention and taking detailed notes when the other team is speaking. They will use these notes to
guide the responses of the Cross Examiner, Responder, Rebutter and Closer and provide input
during the preparation periods. The success of the debate depends on the TEAM!
TEAMS WITH 3 OR 4
MEMBERS
In teams composed of only 3 or 4 members, no team member should be assigned more than 2 of
the 5 lead roles. It is important that the work be equally distributed amongst the members and that
debate process not be dominated by 1 or 2 members of the team. The evaluation rubric used by the
judges reflects this important aspect of the debate process.
