MEMORÁNDUM DE ENTENDIMIENTO

DEL ESTADO DE QATAR
El Ministerio de Relaciones Exteriores y Culto de la República Argentina y el
Ministerio de Relaciones Exteriores del Estado de Qatar, en ade lante "las
Partes";
DESEOSOS de profundizar las relaciones amistosas y fraternas que existen
entre sus dos pueblos y gob iernos ;
INTERESADOS en desarrollar sus relaciones de cooperación y entend imiento
mutuos con el fin de contribuir a la paz y segu ridad internacionales;
CONSC IENTES de la importancia de celebrar regularme nte consu ltas entre
ambos paises en todos los niveles sobre las relaciones bilaterales y las
cuestiones internacionales de interés común,
Han acordado lo siguiente:
ARTíCULO 1
Las Partes celeb rarán consultas bilatera les de fo rma regular a fi n de repasar e
intercambiar opiniones sobre sus relaciones bilaterales , cuest iones regionales e
internacionales y acontecimientos políticos internacionales, así como otras
cuestiones de interés común , a efectos de potenciar el rol positivo de la
Organización de las Naciones Unidas y de otras Organizaciones
Internacionales que procuran resolver los conflictos y problemas que tienen un
impacto negativo sobre la comunidad internacional.
ARTíCULO 2
Las consultas se celebrará n si resulta necesario, dentro del marco del presente
Memorándum de Entendimi ento, alternativamente en la República Argentina y
el Estado de Qatar, a nivel ministerial o de altos fu ncionarios de sus respect ivos
Ministerios de Relaciones Exteriores, segú n convengan las Partes de comú n
acuerdo.
ARTíCULO 3
Los representantes permane ntes de las Partes en la Organ ización de las
Naciones Unidas y otras Organ izaciones Internacionales se empeñarán en
trabajar con un esp iritu de cooperación y consulta en pos de coordinar sus
esfuerzos y cons ultar sobre todas las cuestiones de interés mutuo.
ARTíCULO 4
Las Partes intentarán, toda vez que sea posible, coo rdinar las posiciones de
sus respectivos gobiernos respecto de las cuestiones planteadas en las
conferencias ordinarias y extraordinarias med iante la celebración de consultas
sobre tales cuestiones .
ARTíCULO 5
Las fechas y las agendas de las consu ltas se determ inarán de común acuerdo
por la vía diplomática.
ARTíCULO 6
Todo conflicto que surja entre las Partes respecto de la interpretación o
implementación del presente Memorándum de Entendimiento será resuelto de
forma amistosa mediante consultas y negociaciones mutuas.
ARTíCULO 7
El presente Memorándum de Entend imiento y cualquiera de sus articulos
podrán ser modificados con el consentimiento por escrito de ambas Partes y de
confo rmidad con los proced imientos legales aplicados en ambos países.
ARTíCULO 8
El presente Memorándum de Entendimiento entrará en vigor en la fecha de
recepción de la última nota diplomática mediante la cual una de las Partes le
notifique a la otra el cumplimiento de todos los requisitos legales internos
necesarios para su entrada en vigor. El presente Memorándum tendrá una
vigencia de cinco años y se renovará automáticamente por periodos similares a
menos que una de las Partes reciba notificación escrita de la otra sobre su
intención de dar por terminado el Memorándum de Entendimiento al menos
seis meses antes de la fecha de terminación.
En fe de lo cual, los abajo firmantes , debidamente autorizados por sus
respectivos gobiernos , suscriben este Memorándum.
Hecho y firmado en Buenos Aires el 28 de ju lio de 2016, que corresponde al
23/10/1437 A.H., en dos originales en los idiomas españo l, árabe e inglés,
siendo todos los textos igualmente auténticos . En caso de divergencia en la
interpretación, prevalecerá el texto en inglés.

ON POLlTICAL CONSULTATIONS
BETWEEN
THE MINISTRY OF FOREIGN AFFAIRS ANO WORSHIP
OF THE ARGENTINE REPUBLlC

THE MINISTRY OF FOREIGN AFFAIRS
OF THE STATE OF QATAR
The Ministry of Foreign Affairs and Wo rship of the Argent ine Republic, and the
Ministry of Foreign Affairs of the State of Qatar , referred to hereinafter as "the
Parties",
Desiring to deepen the brotherly and friendly relations existing between their
two peoples and govemme nts,
Being keen to develop their relations of mutual cooperation and understand ing
in order to contribute to international peace and security ,
Recognizing the importance of holding regular consu ltations between the two
countries on all levels about bilateral relations and international issues of
common concern
Have agreed as follows:
ART ICLE (1)
The two Parties shall hold bilateral consultations on a regular basis to review
and exchange views on the ir bilateral relations, regional and international issues
and international political developments, in addition to other issues of common
concern . This is in order to promote the positive role of the United Nations and
othe r international organizations that seek to resolve problems and conflicts that
adve rsely affect the international community.
ART ICLE ( 2)
Consu ltations shall be held, if necessary, within the framework of this
Memo randum , alterna tely in the 8tate of Qatarand the Arge ntine Repub lic at
the ministe rial level, or at the level of senior officia ls of their respective
Ministries of Foreign Affairs, acco rding to mutual agreement by both Parties.
ART ICLE (3)
Permanent representatives of the Parties to the United Nations and other
international organizations shall seek to work in a spirit of coope ration and
consultation in order to coo rdinate their efforts and cons ult on all matters of
mutual interest.
ART ICLE (4)
The Parties will seek, whenever possib le, to coord inate the positions of their
respective govern ments about issues that come up for discussion before the
regular and special confe rences , by holding consu ltations on those issues .
ART ICLE (5)
The dates and the agenda of the consul tations shall be determ ined by mutual
agreement thro ugh diplomatic chan nels.
ART ICLE (6)
Any difference that may arise betwee n the two Parties regarding the
interpretation and implementation of this memorandum should be settled
amicably thro ugh consultations and negotiations.
ART ICLE (7)
Th is memo randu m or any text thereof may be amended by the mutu al written
consen t of the Parties, in accordance with their respective laws.
ART ICLE (8)
This mem orandum shall enter into force with effect from the date of receipt of
the last diplomatic note whereby one of the Parties shall be notified by the other
Party of its comp letion of all legal and internal requirements necessary for the
entry into force of this memorandum. The memo randum shall remain in force
for five (5) years and shall be automatically renewed for similar periods, unless
one of the Parties notifies the other in writing of its intention to terminate it, at
least six months before its termination or its expiry date.
In Witness Whereof, the undersigned, duly authorized by their respective
governments, signed this memorandum.
Done and signed in Buenos Aires, on 23/10/1437 AH, corresponding to
28/07/2016 AD, in two original copies, in Spanish, Arabic and English
languages. AII texts are equally authentic. In case of any difference the English
version shall prevail.
