The role of JUNTOS in attaining universal health coverage in Peru 27.08.2013 Página 1 CONTENT • Background • JUNTOS: the Conditional Cash Transfer Program in Peru • The impacts of JUNTOS relative to universal health coverage • Challenges Página 2 BACKGROUND • JUNTOS was created in 2005 within the Peruvian Prime Minister Office. • In 2011 a Ministry of Social Inclusion and Development (MIDIS) was created in Peru, and JUNTOS was transferred to it in 2012. • MIDIS Social Strategy called “Inclusion for Growth” was recently launched and it follows a life cycle approach which encompasses 5 key social objectives: • • (i) infant nutrition; (ii) early childhood development; (iii) children and adolescents development; (iii) economic inclusion; and (iv) protection of the elderly. Juntos has a contribution to the first and third aforementioned social objectives. Página 3 JUNTOS: the Conditional Cash Transfer Program in Peru • JUNTOS benefits families living in poverty conditions in rural areas in Peru (targeted program). • Its objectives include: • • poverty alleviation in the short term. • enhancing future opportunities for children and young people, by improving access to basic health, nutrition and education. It provides a bimonthly transfer of S/.200 (approximately 70 US dollars) to households that have been previously affiliated. Página 4 JUNTOS conditionalities Pregnant women Children and young people • Regular health controls • Up to 36 months of age: growth and development controls attendance • From 3 to 5 years old: kindergarden attendance. • From 6 to 19 years old: primary and secondary school attendance. Página 5 JUNTOS service delivery 1. Household affiliation, which in turn depends on the information about poor households developed by the MIDIS´s Targeting System. 3 main processes 2. Verification of conditionality fulfillment which is done in coordination with health and education institutions. 3. Página 8 CHALLENGES • Undercoverage of health services in areas where Juntos operates. • The verification process, which is extremely important in order ensure that cash transfers are given to households that comply with conditionalities, must be improved.
