PROGRAMME DESCRIPTION Name and purpose of the Programme Name of the Programme: Utsil Naj – Casa saludable para todos The Utsil Naj micro-scale Programme has been designed as a multi-technology PoA for Latin America. It aims to disseminate technologies with strong social impacts to poor populations of the continent in order to improve their living conditions in a sustainable way. The targeted technologies are designed to meet different basic needs of the poor populations of Latin America: - Cooking: improved cook stoves, solar cookers, plant oil fired stoves, ovens, heat retention cookers - Heating: water heaters, thermal insulation, space heaters - Electricity: solar lanterns, micro-photovoltaic systems, micro-wind turbine systems, micro-hydroelectric systems - Other uses: safe water supply technologies, bio-digesters, solar dryers, greenhouses At first, only two types of technologies will be included in the PoA for registration: improved cook stoves and safe water supply technologies. Progressively, other technologies will be added to the PoA framework following appropriate design change procedures. The implementation of the technologies will be performed by Local Project Partners (LPP), which are local organizations working on site and familiar with the specific project regions. The local project partners are trained and assisted by MICROSOL, which is the Coordinating/Managing entity. A. 2. Tentative start date of the Programme The implementation of the first improved cook stove by a LPP in the framework of the first VPA has been done in January 2008; this date is therefore considered as the tentative start date of the Programme. A. 4. Programme eligibility under The Gold Standard The Utsil Naj micro-scale Programme is eligible under the Gold Standard as it complies with the following aspects: - Scale of the Programme: micro-scale Programme (as defined in the Gold Standard “Micro-Programme rules and procedures”, 31/05/2012) - Host countries: México, Guatemala, El Salvador, Honduras, Perú - Type of Projects: End-use energy efficiency improvement category - Greenhouse gases: Eligible Greenhouse gases eligible under the Gold Standard Carbon dioxide (CO2) Methane (CH4) Nitrous oxide (N2O) x x x - Official Development Assistance: No ODA is received under the condition that the credits coming out of the project activities are transferred directly or indirectly to the donor country. MICROSOL has signed the ODA Declaration form and each Local Project Partner will also sign and submit an ODA Declaration stipulating it. - Project timeframe: Previous announcement check No The Programme was not previously announced to be going ahead without the revenues from carbon credits. Each project activity considered the carbon credits in the decision of its activities. Gold Standard PoA design Consultation report – Version 2.2 4 Yes The project activities requiring a retroactive registration will go through a pre-feasibility assessment. Retroactive crediting Yes Credits for realized emission reductions prior to Gold Standard registration for a maximum period of two years will be asked for retroactive project activities. DESIGN OF STAKEHOLDER CONSULTATION PROCESS Description of the consultation methods Consultation methods As the Utsil Naj micro-scale Programme is a multi-country PoA that currently covers five countries, it has been decided to conduct an online Design consultation to facilitate the process (as a live meeting is not necessarily required). Invitations along with a non-technical summary of the Utsil Naj Programme were sent by e-mail to relevant national and local authorities, NGOs, experts from universities and other stakeholders. The invitation contained a link thanks to which the invitees could access the registration webpage of the Design Consultation. An advertisement had also been published on Microsol’s website, allowing any interested person to participate in the consultation. Once the invitees were registered, they were invited to participate in a three-step online process: - First, they could watch a video1 presenting the main characteristics of the Programme: its objective, its certification scheme, its scope, its organization and its principal eligibility criteria - Secondly, they could download a PDF document presenting in much more details the design of the Programme and in particular the complete list of eligibility criteria - Finally, they were asked to give their feedback on the design of the Programme by answering to a survey2 The invitations and all the support documents (video, PDF document, online survey) were produced in Spanish as all the invitees of the Design consultation were Spanish speakers and not necessarily fluent in English. Invitation methods All the invitees received on July 24th 2012 a notice by e-mail informing them of the “Utsil Naj” PoA Design consultation. On July 31st they received a formal invitation explaining them how to participate in the Design consultation. On August 15th all the invitees who have not participated yet received a reminder e-mail. In addition, phone calls were also made to some invitees in the last two weeks of the consultation process to remind them that the five-week period has not ended yet and that their feedback would be very important for us. 1 2 Please refer to Annex 1. Gold Standard PoA design Consultation report – Version 2.2 6 Implementation of the Design consultation The Design consultation lasted five weeks, from July 31st 2012 to September 7th 2012. The participants had the possibility to watch the video, read the PDF document and answer to the survey at any moment during this period of time. In total, 64 people from 7 countries (Mexico, El Salvador, Guatemala, Honduras, Colombia, Peru and the USA) registered for the Design consultation and 26 of them responded to the survey. Note: At the time of the Design consultation, the provisional name of the Programme was "Sak Taanah" that is why this name appears in all the documentation prepared for the consultation. Since then, the Programme name has been changed according to the comments received on that issue during the consultation. Gold Standard PoA design Consultation report – Version 2.2 7 B. 2. Non-technical summary of the Programme Gold Standard PoA design Consultation report – Version 2.2 8 Non-technical summary translated in English: The Sak Taanah Program organizes various voluntary appropriate technology diffusion initiatives in Latin America. The activities are directed by Microsol, a French social company working as managing entity of the certification processes in the carbon market. Through the carbon market, qualitative benefits are achieved thanks to the monitoring and the external verification. Besides, revenues are generated on the long run to finance sustainability activities over time. This Program has been designed for whole Latin America but its development will be carried out in various steps. In 2012, the Program will include projects implemented in five countries: Mexico, Guatemala, El Salvador, Honduras and Peru. Gradually, the Program could integrate more countries of the sub-continent. The technologies eligible to the Sak Taanah Program, designed with special attention to environmental, ethical, cultural, social and economic characteristics of the marginalized communities to which the Program is intended, are the following: technologies for cooking (improved cookstoves, solar stoves, etc.), electricity generation (photovoltaic panels, micro hydro, etc.) and other uses (water filters, biodigestors, etc.). As implementing institutions of these appropriate technologies, various local actors are considered, such as: - National branches of international NGOs. - International institutions. - National NGOs. - Local and regional authorities (Ministries, regional governments, provincial municipalities, local municipalities). - National and International companies. - Inhabitants organized in communities or associations. The Sak Taanah Program can include an infinite number of appropriate technologies diffusion projects under the condition that these ones fulfill our eligibility criteria of which the main ones are the following: - The project is located in one of the 5 countries included in the Program. - The materials used for the technologies implementation are easily available at local level. - The project developer can prove that a carbon finance previous consideration existed in the project implementation decision. - Beneficiaries belong to the population poorest segments. Gold Standard PoA design Consultation report – Version 2.2 9 As it has been mentioned, only two types of technologies will be included in the Programme for registration: improved cook stoves and safe water supply technologies. The specific models of each technology being disseminated will be specified at VPA level but in any case, they may vary in some details, due to: - The specific needs of the population; - The ability and experience of each Local Project Partner; - The presence and nature of local materials that are always preferred in the construction process; However, some characteristics do not vary. Concerning the improved cook stoves, they are: - It respects basic physics rules in the technology design, in order to optimize internal combustion and practical use of the stove; - Isolating materials are used, in order to optimize heat efficient use; - The cook stove is at least partially closed - It has a chimney that draws the toxic smokes outside the house or it has no chimney but it produces less air pollutant particulate matters than three stone fires. Concerning the safe water supply technologies, the following points do not vary: - They are ‘zero emission technologies’3; - They replace water boiling purification technique or consumption of unsafe water B.3. This prohibits technologies which when operating, use fossil fuels. MICROSOL has developed a methodology that allows reducing significantly these costs. MICROSOL trains its partners on the organization of the consultation, it provides them all kind of adapted documents and accompanies them both in the realization of the event as in the analysis of the comments received. More than a Stakeholder ECOCOMAL consultation, a sensitization Stove Team programme should be Guatemala implemented. The organization of a Stakeholder consultation is a mandatory requirement of the Gold Standard. This consultation is important because it enables to present to the stakeholders the features of the project and give them the opportunity to express their opinions and make recommendations to improve the project design. In addition to the consultation process, the project must of course implement sensitization activities among future beneficiaries to present them the benefits of the new technology. This step is considered as vital for the technology adoption. The Stakeholder consultation could generate among the beneficiaries an expectancy of receiving money from the carbon certification. It is responsibility of the LPP to clarify the subject with the beneficiaries through the implementation of adequate agreements. It is true that the monitoring process represents a significant cost for the LPP that needs to be foreseen. However, a degree of flexibility in the distribution of roles between the LPP and MICROSOL is considered. In the future, a new distribution of roles could possibly be defined with greater support from MICROSOL concerning the monitoring process. That would of course result in an adjustment in the carbon revenues allocation. There is no mention of the Uyoolche degree of flexibility that can be applied in the monitoring process. No degree of flexibility exists regarding the monitoring implementation. The monitoring requirements are defined in the Gold Standard methodology that each LPP included in the PoA must respect. Concerning the requirement PROGRAMA AEA to notify the end users that IICA they cannot claim for emission reductions from the project, in some cases it would be important to involve them in the carbon revenues allocation. For contractual reasons, i.e. for MICROSOL to be able to sell the project carbon credits on the carbon market, it is necessary that it first buys them from the LPP. Therefore, the LPP must be the owner of the carbon credits and that means it must clarify upstream the carbon credit property issue with the end users of the project. Once the sale of the carbon credits is realized, the LPP manages the corresponding revenues as agreed with the end users. Clarify the kind of information Fundacion Ayuda the LPP must provide en Accion concerning its use of carbon revenues. By joining the PoA, the LPP agrees to use in priority the resources from the carbon credits sale to ensure the sustainability of the project, by financing activities such as follow-up, monitoring, capacity-building and maintenance. Once this has been ensured and the carbon revenues are important enough, the LPP can replicate the project and/or implement complementary projects. The LPP will need to provide ex-post information on the use of its carbon revenues. For its part, MICROSOL decided, even if it is not required by carbon authorities, to provide voluntarily information on its use of the carbon revenues. Any actor who respects the PoA eligibility criteria may join it. Possibility that MICROSOL GRUPEDSAC helps financing project activities. We are aware of the difficulties to obtain financing for large project activities. Although the scheme that MICROSOL currently applies does not integrate the possibility of project activities financing, the project carbon certification enables a progressive generation of resources that may form a basis for a massive expansion of the project through, for instance, fair trading schemes that can reduce the necessary initial investment costs. Concerning the provisional name of the PoA: “Sak Taanah” which means “Clean house” in Maya language, the participants underlined : MICROSOL took into account the numerous comments regarding the provisional name of the PoA and decided to change it. A new translation in Maya was chosen, best suited to the idea of a clean and nice house: “Utsil Naj”. A caption in Spanish has also been added so that it is comprehensible throughout all Latin America. Finally, the suggestion to add the term "for all" seemed relevant, that is why the new name of the PoA is "Utsil Naj - Casa saludable para todos” (“Utsil Naj – Healthy house for all"). Summary of changes to Programme design based on the stakeholder feedback provided Given the high proportion of positive comments for each of the survey questions, we conclude there is a general acceptance of the Programme design. Indeed, to the question “What do you think of the Programme design and its organizational scheme?”, 54% of the participants answered “Very good” and 46% of them said “Good”. Nevertheless, two issues resulted to be important and sensitive for the participants: the margin practiced by MICROSOL as well as the task allocation between MICROSOL and the LPPs. Concerning the margin that MICROSOL practices, we decided to be completely transparent on this issue and therefore to include this information, usually confidential, in the PoA-DD so that any project developer or other carbon institution has access to it. Concerning the task allocation between MICROSOL and the LPPs, some participants highlighted the difficulty they would have to finance the implementation of the Local Stakeholder Consultation and the monitoring activities. That is why, even if the organizational scheme is fixed in theory, a degree of flexibility is considered in the PoA-DD and if needed, will be applied on a case-by-case basis. Thus a new distribution of roles could possibly be defined between MICROSOL and a LPP at the moment of signing the contractual agreement and this new organizational scheme would be described in the corresponding VPA-DD. A new task allocation would of course result in an adjustment in the carbon revenues allocation between MICROSOL and the LPP. Finally, following the comments received concerning the provisional name of the Programme ("Sak Taanah"), we decided to change it. The new name of the Programme is "Utsil Naj - Casa saludable para todos” (“Utsil Naj – Healthy house for all").
