Me complace anunciaros nuestra reciente certificación en ISO 9001, tanto en RAEE como
en RPA. Por ello, aprovechamos la ocasión para entrevistar en esta edición a nuestra
responsable de calidad en España, Guiomar Méndez.
Por otro lado, hemos firmado recientemente en Andalucía un importante acuerdo para
garantizar la correcta recogida y gestión de RAEE procedente de los distribuidores.
Contamos también en este número con Carlos Bejarano, secretario general de FAEL, con
el que conversaremos sobre las implicaciones de este convenio.

“Dear Readers,
I am pleased to announce our recent ISO 9001 certification for both our WEEE and
WB&A activities. We take this opportunity to make an interview to our local Quality
Manager, Guiomar Méndez.
On another note, we have just signed an important agreement in Andalusia to guarantee
the correct collection and treatment of WEEE coming from retailor facilities. In this issue,
we also have Carlos Bejarano, Secretary-General of FAEL, with whom we talk about the
terms of this agreement.
Aside from this two main subjects, we present a summary of the news we have
produced in the last three months. We also continue with the analysis of the data
provided by Flex, focusing now in waste batteries.
With all this, we conclude the first year of our collaborative publication (between Spain
and Portugal). In the year 2014 we will return with renewed strength, addressing new
topics of interest and giving a voice to other relevant players of WEEE and WB&A
sectors, just as we always have. We hope this project will keep helping to better understand our everyday activity.

del Forum de empresas (Octubre)
ERP celebrates its eighth member companies Forum (October)
El pasado 9 de octubre tuvo lugar en Madrid la octava
edición del Forum de empresas, la cita anual que todos
los años organiza ERP para sus asociados. En esta
ocasión la agenda del evento estuvo dividida en dos
partes: RAEE (Residuos de Aparatos Eléctricos y
Electrónicos) y RPA (Residuos de Pilas y Acumuladores),
y el director general de ERP España, Matias Rodrigues,
estuvo acompañado por el director regional de ERP
Iberia, Ricardo Neto, que realizó una presentación
sobre ERP a nivel internacional. Por su parte Matias
Rodrigues presentó los resultados y previsiones de
recogida tanto de RAEE como de pilas. También participaron algunas personalidades destacadas del sector
como el Secretario General
de Asegre, Luis Palomino,
que expuso su opinión
acerca de la posición de
los gestores ante los retos
que presenta la implantación de la nueva Directiva RAEE; Eva Ponce,

Last October 9th the eighth member companies Forum
took place in Madrid, the annual event that ERP organizes for its members every year. This time the agenda
was divided into two parts: WEEE (Waste of Electrical
and Electronic Equipment) and WB&A (Waste of
Batteries and Accumulators). Matias Rodrigues, General Manager of ERP Spain was accompanied by the
Regional Manager of ERP Iberia, Ricardo Neto, who
gave a presentation on the role of ERP worldwide.
Meanwhile, Matias Rodrigues presented the results and
forecasts for the collection both of WEEE and WB&A.
Some important figures in the industry also took part
in the event, such as the Secretary General of Asegre,
Luis Palomino who presented his opinion on the
position of the managers
regarding the challenges
which the implementation of the new WEEE

ERP fue uno de los patrocinadores de la jornada AULA
RAEE: “Reciclar, obligación y oportunidad”, celebrada a
finales de septiembre en Cataluña. Los responsables
de la organización fueron la Federación Española de
Comerciantes de Electrodomésticos (FECE) y la Associació de Comerciants d’Electrodomèstics de Catalunya
(ACE), con la colaboración de la Agencia de Residuos
Catalana (ARC). Durante la jornada se abordaron los
aspectos claves del reciclado de electrodomésticos y la
electrónica de consumo.
ERP was one of the sponsors of the day WEEE LESSON:
“Recycling, obligation and opportunity”, held in late
September in Catalonia. The Spanish Federation of
Dealers of Domestic Appliances (FECE) and the
Association of Merchants of Domestic Appliances in
Catalonia (ACE) with the collaboration of the Catalan
Waste Agency (CWA) organized the event. Different
key aspects of the recycling process of domestic
appliances and consumer electronics were addressed
in the different lectures.

a la implantación de la nueva normativa

ERP redesigns its services towards the
implementation of the new European legislation
on the recycling of WEEE (October)
ERP ha rediseñado su paquete de servicios Europa Plus
con el objetivo de que los productores e importadores de
ámbito paneuropeo adheridos al SIG (Sistema Integrado
de Gestión) puedan hacer frente a sus obligaciones en
materia de reciclado de RAEE y RPA de una forma
unitaria y sencilla. ERP se ha convertido así en el primer
SIG que ofrece una gestión integrada para los RAEE y
RPA armonizada con la nueva normativa europea.
Las ventajas de la mejora y ampliación del paquete
Europa Plus incluyen una "ventanilla única" para los
RAEE y RPA y acceso a asesoramiento especializado
de alto nivel, entre otras. Esta plataforma está
diseñada para cumplir con los requisitos específicos
de los productores y para promover estrategias de
reciclado rentables e innovadoras en el mercado
europeo.
ERP has redesigned its European Plus service
package to help European producers and importers
that joined the compliance scheme to meet its
obligations in the recycling of WEEE and WB&A in
a unified and easy way. ERP has thus become the
first IMS to offer an integrated management of
WEEE and WB&A in line with the new European
legislation.
The benefits of improving and expanding the Europe
Plus service package includes a "one stop shop"
for WEEE and WB&A and specialized access to a
high-level advice from expertise among others. This
platform is designed to meet the specific requirements of producers and to promote cost-effective
and innovative recycling strategies in the European
market.

La campaña “Separemos bien, reciclemos mejor”
puesta en marcha por la Xunta de Galicia en colaboración con Sogama ha visitado hasta finales de octubre
75 ayuntamientos y atendido a 12.500 vecinos, a los
que se les ha dado información sobre buenas prácticas
ambientales y el correcto reciclado de los residuos que
generan. La campaña, que estará vigente hasta junio
de 2014, cuenta con la colaboración de ERP.
The campaign "Let's sort well, let’s recycle better"
launched by the Xunta de Galicia in collaboration
with Sogama had visited 75 municipalities until
late October and has given assistance to 12.500
neighbors who have been given information on good
environmental practices and proper recycling of
waste. The campaign, which will be active until June
2014, has the support and collaboration of ERP.

¿Qué son CECA y FAEL/AAEL, qué tipo de servicios presta a sus asociados?
CECA es el organismo intermedio que representa al
comercio en la región e integra a más de 30.000 empresas. Dentro de CECA, FAEL es la federación sectorial de
electrodomésticos que representa y defiende los
intereses de las pymes del sector en Andalucía ante las
Administraciones y otros organismos/entidades, agrupando a los principales grupos de compras y cadenas de
electrodomésticos, así como a las principales Asociaciones de comercios de electrodomésticos de Andalucía.
En su conjunto, representa a más de 1.200 pymes. Por
su parte, AAEL es la principal Asociación integrada en
FAEL, centrando más su gestión en dar servicio a las
tiendas y agrupa, aproximadamente, a 1.000 puntos de
venta de electrodomésticos de toda la comunidad.
Dentro de los objetivos perseguidos por CECA y FAEL, se
encuentran el fomento y el desarrollo de la responsabilidad social de las empresas de comercio en Andalucía,
donde la responsabilidad medioambiental ocupa un
papel muy importante y, de modo particular la recogida
y gestión adecuada de los RAEE es fundamental para el
sector de electrodomésticos.
What are exactly CECA and FAEL/AAEL, what
type of services do they provide to its members?
CECA is the intermediate body representing the trade
in the region and it conveys more than 30.000 companies. Within CECA, FAEL is the sectorial electronics
federation which represents and defends the interests of SMEs in the sector in Andalusia to the
government and other agencies/entities. They form
the major purchasing groups and domestic appliances chains, as well as major electronics store associations of Andalusia. As a whole, it represents more
than 1.200 SMEs. Meanwhile, AAEL is the main association integrated into FAEL, which focus its management rather on giving service to the stores and brings
about 1.000 points of sale of domestic appliances
together within the whole community. Among the
objectives set by CECA and FAEL, we find the promotion and development of the social responsibility of
trading companies in Andalusia. Environmental
responsibility plays a very important role, where
collection and proper management of WEEE, in
particular, are a key element for the domestic
appliances sector.
¿Qué valoran los comerciantes de electrodomésticos de su relación con un SIG?
La gestión de los RAEE implica que los comercios del
sector han de colaborar con un SIG para poder realizar
un correcto cumplimiento de la normativa vigente. En
este sentido, el convenio de colaboración con ERP en
los últimos años ha sido clave para tal fin habiéndose
alcanzado importantes logros. De hecho, para los
comercios el contar con la intervención de un SIG
como ERP, además de facilitarles el cumplimiento de la
normativa y su compromiso ante la sociedad, les
proporciona una gran confianza y generación de valor
para la gestión de los RAEE.
What do domestic appliances retailers value
most of their relationship with an IMS?
The management of WEEE implies that businesses in
the sector have to work with an IMS to be in compliance with current regulations. In this sense, the
collaboration agreement with ERP has been a key to
this purpose in recent years and has reached significant achievements. In fact, for a store, to be able to
have the intervention of a scheme like ERP, not only
helps them to work in compliance with current regulations and with its commitment to society, but it also
gives them great confidence and adds value for the
management of WEEE.

¿El primer acuerdo entre CECA y ERP se firmó en
2009, ¿qué valoración hace de estos primeros
años?
En 2009, y paralelamente al desarrollo de los Planes
Renove, más de 600 establecimientos ya se adhirieron al
convenio con resultados muy positivos. Todo ello, llevó a
la Confederación a promover la creación de AAEL (que
concentra a los puntos de venta minorista) y FAEL (que
aglutina a las plataformas de distribución y las asociaciones de comercios de electrodomésticos) para dar una
atención más específica al sector e incrementando
notablemente la representatividad en el mismo, pues en
la actualidad, las más de 1.200 pymes adheridas, representan más del 70% de las empresas de electrodomésticos de Andalucía. Durante estos años se han recogido
más de 200.000 unidades de aparatos viejos, además de
realizar importantes campañas de sensibilización medioambiental, proyectos pilotos de implantación de contenedores para recogida de PAE, pilas, etc.
The first agreement between ERP and CECA was
signed in 2009, how would you asses the
achievements of these years?
In 2009, parallel to the development of different
renovation Plans (as the Spanish “Plan Renove”), more
than 600 establishments adhered to the agreement
with very positive results. All this led the Confederation
to promote the creation of AAEL (which concentrates
the retail points of sale) and FAEL (which encompasses
distribution platforms and those associations formed
by private domestic appliances stores). This was aimed
to give more specific attention to the sector and to
increase its representation as nowadays, more than
1.200 adhered SMEs represent over 70% of domestic
appliances companies in Andalusia. During these years
more than 200.000 units of old appliances have been
collected, in addition to important environmental
awareness campaigns, pilot projects for the implementation of collection containers for SDA, batteries, etc.

¿Cuáles son los principales aspectos que incluye el
reciente acuerdo alcanzado entre FAEL/AAEL y ERP?
En primer lugar, se hace una mayor integración de la
plataforma informática Flex, incorporando a la distribución
en la herramienta, lo cual redunda en un mejor tratamiento de la trazabilidad y control de los procesos.
Además, en el nuevo convenio, también se implica de
forma directa a la planta de tratamiento Recilec, empresa
referente por la aplicación de la mejor tecnología disponible a los procesos de gestión y valorización de residuos.
Asimismo, al integrar y unificar la gestión logística de los
RAEE de más de 1.200 pymes, también se consiguen
importantes sinergias. Por último, dos importantes
cadenas, como son Tianelsur-Tien21 y Codeco-Milar,
también están desarrollando importantes avances en la
aplicación de la logística inversa para la recogida de los
RAEE, lo cual también tenemos previsto aplicar al resto de
cadenas de modo progresivo, incrementándose así, aún
más, la eficiencia y reducción de costos logísticos.
Which are the main issues including the recent
agreement between FAEL / AAEL and ERP?
First, there is a greater integration of the IT
platform Flex, incorporating the retailers to the tool
which results in a better management of traceability
and control of the process. In addition to this, the
new agreement also involves directly the treatment
plant Recilec, a company tailpiece in the application
of the best available technology to the management
and assessment processes of waste. Furthermore,
in the integration of the logistic management of
WEEE of more than 1.200 SMEs significant
synergies are also achieved. Finally, two major
commercial chains, such as Tianelsur-Tien21 and
Codeco-Milar, are also developing significant
achievements in the implementation of reverse
logistics for the collection of WEEE, which we also
plan to apply to other brands in order to increase
the efficiency and reducing logistics costs.

Tras analizar en el número anterior
algunos de los datos más significativos
asociados a la logística de gestión de
RAEE y su impacto en el grado de
eficiencia de nuestra red, ahora veremos con mayor detenimiento la
realidad de los RPA, incidiendo en sus
particularidades y sus diferencias con
respecto a los RAEE.
After analyzing some of the most
significant data associated with
logistics management of WEEE and
its impact on the efficiency of our
network, we will now look at the
reality of the WB&A in more detail
emphasizing on their differences
and particularities compared to
WEEE.
Dejando a un lado las baterías de automoción (que
actualmente no tienen un peso significativo en el total de
ERP), los RPA se diferencian en dos grandes grupos en lo
que respecta a su gestión: pilas y acumuladores portátiles
y pilas y acumuladores industriales. Como regla general,
aquellas pilas que tengan menos de 1 kg de peso unitario
serán consideradas portátiles, mientras que si su peso es
mayor de 1 kg de peso se clasificarán como industriales.
A través de los datos aportados por Flex, analizaremos la
realidad de los RPA portátiles, por ser los de uso más
extendido.
Leaving aside automotive batteries (which currently
do not play a significant role on the total figures
of ERP), regarding their management, WB&A are
differentiated into two groups: portable batteries
and accumulators and industrial batteries and
accumulators. As a rule, those batteries whose
weight is less than 1 kg will be considered portable,
while if the weight goes over 1 kg will be classified
as industrial. Through the data provided by Flex, we
will discuss the reality of portable WB&A, the most
widely used.

a grandes bidones presentes en puntos limpios (300 litros),
pasando por contenedores de calle de diferentes tamaños.
Considerando toda esta tipología, la distribución de pesos
medios por recogida en cada tipo de punto es la siguiente:

Milk runs, la recogida en ruta de los RPA
Milk runs, the collection in route of WB&A
Los puntos de recogida de RPA portátiles suelen
corresponderse con contenedores que generan unos
pocos kg al año. Es por ello que para conseguir un
desempeño eficiente, los gestores de la red de ERP
muchas veces realizan recogidas en ruta o milk runs en
los puntos de la red que menos residuo acumulan, ya
sea por limitaciones de espacio o por su poca capacidad
de generar ese residuo. Estas recogidas son como rutas
de reparto invertidas, donde un solo vehículo recorre en
un día varios puntos de recogida próximos entre sí,
recogiendo los RPA de todos esos puntos. Aunque la
casuística de las rutas es muy heterogénea, podemos
asumir como media que una milk run diaria permite
realizar unas 7-15 retiradas en un radio de unos 80 km.
Los indicadores de Flex demuestran que se ha pasado de
una media de 11 recogidas por ruta en 2012 a 13 en
2013, lo que se traduce en un aumento de la eficiencia
en el diseño de rutas. Con este sistema de organización
se consigue un importante ahorro de combustible y se
amortigua el sobrecoste que tiene la atomización de la
recogida de ciertos RPA. Aproximadamente un 35% de
los volúmenes de RPA portátiles que recogemos a día de
hoy se hacen a través de milk runs.

generally
correspond to containers which generate a few kg
per year. That is why in order to achieve an efficient
performance, ERP network managers often perform
collections in route or milk runs in the network
points which accumulate less waste either due to
space limitations or because their limited ability to
generate such waste. These collections are like
inverted delivery routes, where a single vehicle
travels in one day to several collection points close
to each other picking up all WB&A disposed at those
points. Although every route is different to the
other, we can state that an average daily milk run
allows around 7-15 collections within 80 km. Flex
indicators show that the trend has gone from an
average of 11 collections per route in 2012 to 13 in
2013, which translates into a better efficiency in

Sin contar el esfuerzo en tiempo y km recorridos,
con el sistema de milk runs se consiguen unos
rendimientos comparables a los puntos de recogida
de grandes volúmenes y se cumple con la

Dadas las características intrínsecas de los RPA
portátiles: una alta densidad del residuo en sí (cabe
mucho peso en poco volumen), una gran dispersión
de los puntos generadores de residuo y pocas plantas de destino finales, los RPA portátiles son un
residuo que se presta a la consolidación. En el
esquema de más abajo se muestran los transportes
por destino, ya sea desde punto de recogida (considerando una milk run completa como un
transporte) o desde centro de consolidación
correspondientes al año 2012. El bajo número de
transportes de CAT a planta indican un alto grado
de eficiencia en el transporte ya que estamos
hablando en muchos casos de trailers completos
(un peso medio de alrededor de 24.000 kg) que en
pocos movimientos consigue enviar a destino final
una parte muy significativa del total del residuo.
Given the inherent characteristics of portable
WB&A, a high density of the waste itself (there is
room for a lot of weight in a short volume), a large
dispersion of the points where waste is generated
and few final destination plants, portable WB&A is a
waste which is prone to consolidation. The scheme
below shows the transport per destination, either
from the collection point (considering a complete
milk run as a single transport) or from the consolidation center for the year 2012. The low number of
transports from consolidation center to the plant
indicate a high degree of efficiency in transport
since in most cases we are talking about

personal ha hecho un gran esfuerzo para cumplir con
todos los requisitos de la norma.
What is the most important aspect to reach the
certification?
From my point of view it is essential that every
member of the staff is motivated and involved in
order to achieve the targets set. In the case of ERP,
besides the total commitment of the management
team, the staff has worked hard to meet all the
requirements of the regulation.
¿Qué valoración personal haces de todo el
proceso?
A nivel profesional ha sido un gran reto que me
ha permitido conocer de forma más profunda la
gestión de una empresa. Para mí ha sido una gran
satisfacción que tras el esfuerzo y tiempo dedicados
obtuviéramos la certificación sin ninguna no conformidad e incluso con la felicitación informal del
equipo auditor.
What is your personal evaluation of the whole
process?
On a professional level it has been a challenge that has
allowed me to get to know the management of a
company in depth. For me it has been a great
satisfaction that after the effort and time involved we
could have the certification without any non-conformity and even receiving the informal congratulations
of the audit team.

ámbito?
La certificación tiene una validez de tres años, con
auditorías de seguimiento anuales. El objetivo
durante este tiempo es seguir mejorando año tras
año, adaptando nuestros procesos para hacerlos
más dinámicos y eficaces.
What are the main challenges for the future in
this area?
The certification is valid for three years, with
annual follow-up audits. The goal during this time
is to keep improving year after year adapting our
processes to make them more dynamic and
effective.
