It is a one-step procedure for the joint application. For detailed guidance about the procedure, eligibility and evaluation criteria of this 2nd ERASynBio joint call, applicants should refer to the corresponding Call Text provided on the ERASynBio website: http://www.erasynbio.eu/2nd-call All call procedures will be administered by the Call Office, under strict confidentiality. Please contact the Call Office with any questions regarding the organisation or administration of this call. Contract No. 291728 2 SUBMISSION A single joint proposal document in English should be prepared by the partners and must be submitted electronically by the coordinator of each project via the online submission tool at http://www.erasynbio.eu/2nd-call. All fields requested by the electronic system are mandatory. Original signed versions will not be required. Proposals can only be submitted prior to 17:00 CET on 3rd of July 2014. Each project coordinator should make sure to register the proposal early enough as a hard deadline is applied. After this deadline, the website will neither accept modification nor submission of any proposal. The project coordinator should also not underestimate the effort needed to collect the required information from their project partners or fill in the online forms. ERASynBio therefore, strongly recommends submitting proposals well before the deadlines. General issues: • A Coordinator should be identified for each collaborative research project, who is the primary contact person for the consortium. In addition, a principal investigator (PI) should be designated from each of the other collaborative institutions (named ‘partner’ in the Online Form). • Only the coordinator of a project consortium should register, edit and save the electronic forms, upload the ’Project description’ and submit the proposal on behalf of the project consortium. The other consortium partners should only enter their specific data. • Applicants should take note of individual regulations mentioned in the National Annexes, and should contact their National contact persons for any queries related to these Annexes. • If consortium partners are requested to submit separate or different proposal documents (see national annex of the call text), the consortium partner(s) concerned shall submit these documents directly to the respective national / regional funding organization. • After successful submission the main applicant will receive a confirmation of receipt. If your application is deemed ineligible, you will subsequently receive feedback from the Call Office/ National contact persons. • Incomplete proposals as well as applications submitted by mail, fax, CD-ROM or E-mail will not be processed. • The proposal is stored on a password-protected server. Connection to the server is SSLencoded and data safety and protection of confidence are warranted. The information given in the proposal is binding and changes at a later stage during or after the evaluation (e.g. composition of consortia) are subject to approval by the funding organisations involved. • Please be aware that the project description should allow evaluators to assess properly all evaluation criteria as laid down in the call text. 3 APPLICATION Applicants must respect the format and length indicated for the proposal sections otherwise their proposal will be rejected without further review. A proposal consists of two parts: The online form, which contains the administrative information such as the basic project and partner data and budget issues and the uploaded project description, 2 ERASynBio is funded by the European Commission’s Framework Programme. Contract No. 291728 which presents the project concept including the project objectives and work plan, the expected results and their potential exploitation. Online form: • First a coordinator has to register. • Only the coordinator is able to add partners to the proposal. Partners are able to edit their own description. • Overview: Please choose a meaningful title, acronym and the scientific field your proposal relates to. The strategic element you choose should be related to one of the four themes of the strategic vision (downloadable from the website). • Keywords: Applicants should add keywords to enable effective reviewer selection and grant classification. Below is a non-exhaustive list of potential keywords: o Chassis (e.g Genome minimization, Genome engineering & modularization, Minimal genome, Artificial cell & protocells, Synthetic organelles) o System (e.g. Orthogonal systems, Synthetic circuits, Operon engineering) o Device (e.g. Design of metabolic pathways, Synthetic regulatory devices, Scaffolding, compartmentalization & Metabolic channelling) o Part (e.g. Protein, DNA, RNA) o Tools & Methods (e.g. In silico, DNA recombination) o In vitro: Nanostructures (e.g Proteins, DNA, RNA) In vitro systems (e.g Proteins, DNA, RNA – scaffolds) Hybrid parts and systems o In vivo: (e.g. Bacteria, Yeast, Plants, Mammalians) • Coordinator / Partner Profile: this section contains all particulars of the applicants. Coordinator and partners shall describe their project task(s) and their preliminary and ongoing related work. A CV of each applicant (one page per person) is required. CVs should include full contact details, current position, research interests and expertise. Finally, the five most relevant publications should be added to the table. • Budget: An estimate of total project costs (in €) should be given per partner including the total personnel, travel, consumables, equipment, subcontracting and other costs requested plus overhead. o Requested funding: The total costs are the sum of the direct plus indirect (=overhead) costs. The reimbursement rate is the national funding rate applied to your type of organisation and research. The requested funding is the reimbursement rate divided by the total costs. For example: Total cost €500,000 o Reimbursement rate 0.8 (80%) Requested funding €400,000 Own contribution is defined as estimate of the institute’s own investment in the project and/or the investment of applicants who cannot be funded by ERASynBio. 3 ERASynBio is funded by the European Commission’s Framework Programme. Contract No. 291728 o o All items should be briefly described. The number of full time equivalents involved in the project should be listed. Applicants using their own funding will need to demonstrate that this support is available by providing a written confirmation on available funds. Project description The project description is the template containing the main part of the scientific proposal. When writing the proposal, please follow the guidelines outlined for each item/ section in the template. Please download the "Project Description" (word template) from the website, complete it, convert it into pdf format and then upload the file to the submission website. Other file formats will not be accepted by the system. If you have already uploaded a file before, it will be overwritten by any subsequent file uploaded. Your file should not exceed 10 Mb in size. It may take some minutes to complete the upload. 4 ELIGIBILITY PLEASE NOTE Prior to submitting the proposal, project partners are strongly advised to read the ERASynBio and national eligibility criteria described on p 9-11 (6 ELIGIBILITY) and p 19-33 (ANNEX V: NATIONAL REGULATIONS OVERVIEW and ANNEX VI: NATIONAL REGULATIONS DETAILS) of the call text.. For additional clarification, applicants should contact their respective national funding organisation contact persons. Only proposals meeting all eligibility criteria (joint ERASynBio and national criteria) will be considered for evaluation and there will be no opportunity to correct errors in the proposals after the application deadline. Consortium Agreement All project participants will be required to sign a Consortium Agreement (CA) before the start of the project, which must address (as a minimum), the following points: • expected start date and duration of the research project • organisation and management of the project • role and responsibilities of each partner resources and funding • confidentiality and publishing • Intellectual Property Rights • decision making within the consortium • handling of internal disputes • the liabilities of the research partners towards one another (including the handling of default of contract). Any issues regarding funding are a bilateral matter between each project partner and the relevant funding organization and should be excluded from the consortium agreement. 4 ERASynBio is funded by the European Commission’s Framework Programme. Contract No. 291728 The CA, together with any other information required by national regulations, must be made available on request to the national funding agencies. A CA template is available at http://www.desca-2020.eu/. 5 EVALUATION Proposals will be remotely reviewed based on the criteria that are published in the Call Text. The coordinator will have the opportunity to comment on the remote reviews (rebuttal step). An Expert Evaluation Panel will produce a ranking list of the proposals. This list will then be further considered by the Call Group (comprising funding organisation representatives) taking into account budgetary issues, leading to the final list of proposals recommended for funding. This list is forwarded to the national funding organizations, which will make the final funding decisions regarding their national applicants. Conflict of interest: In exceptional cases, applicants may ask the Call Office not to assign their applications to a certain expert for evaluation in order to avoid individual conflicts of interest. The decision on potential substitution of evaluators shall be taken by the funding organizations. Such a request must reach the secretariat by the 3rd of July 2014 at the latest. The request will be treated confidentially. It is also possible to recommend certain evaluators with highly specialized expertise for the proposed research topic by the 3rd of July 2014 the latest. Confidentiality ERASynBio ensures complete confidentiality to applicants. The proposal will only be read by national funding organisations and reviewers, and only be handled by the Call Office. All of these persons will have signed a confidentiality agreement. 6 FUNDING Project budgets must convincingly allow the achievement of the project objectives and should not exceed national funding limits for each partner (for details, see Annex II and V “Eligibility of costs, maximum funding per grant”). Applicants are strongly advised to consult their national contact persons for details. 7 MONITORING Each project consortium coordinator, on behalf of all participating partners, has to provide a scientific progress report at midterm of the project and a comprehensive final report upon its completion, which has to be sent to the call office. Additional monitoring can be performed according to national requirements, e.g. necessary financial monitoring according to national rules. Project coordinators have to present the project progress at status seminars per request by the call office. An executive non-confidential summary that is part of the final reports will be published on the ERASynBio homepage. Any publications resulting from the funded projects must acknowledge the respective national funding organisations and the ERA-NET ERASynBio; one copy must be sent to the Call Office. 5 ERASynBio is funded by the European Commission’s Framework Programme.
