Free flu vaccinations
Immunize El Paso and the Caring for
Children Foundation, which operates
the Care Van Program, announced today
that the two programs have extended
their partnership to provide un/underinsured children flu vaccinations at no
out-of-pocket expense to the child’s
family. The group will visit over 100
area schools, community centers and
outreach partners throughout the area. In
addition to children’s flu vaccinations,
IZEP also offers flu vaccines to adults.
To help offset the cost of vaccination for
adults, Medicare, Medicaid and many
major insurance plans are accepted. With
the start of school and fall beginning to
set in, now is a great time to start thinking
about protecting yourself against the
flu. Community-wide benefits of a
comprehensive flu vaccination program
can only been seen if a majority of the
community gets vaccinated. Outreach
clinics have been set up from Anthony to
Tornillo making immunization accessible
to absolutely anyone who wants to stay
healthy. Each of Immunize El Paso’s
clinics will be open to allow for children
and adults ($25) to access the free and/or

MISSION VALLEY – The Institute for
Policy and Economic Development at
UTEP has been tasked with creating a plan
to improve the looks of the Mission Trail
Historical Corridor in the Lower Valley.
The initiative, which was initiated by City
of El Paso Council members, also has the
support of El Paso County Commissioners
Court; and efforts are underway to bring more
of the area’s key stakeholders to support the
initiative to improve the Mission Trail.
The historical corridor features the Ysleta
Mission, the Socorro Mission and the San
Elizario Chapel along Socorro Road. The
nine-mile corridor begins in Ysleta and ends
in San Elizario.
City and county officials have talked to the
El Paso Catholic Diocese, El Paso Community
Foundation and the El Paso Convention and
Visitors Bureau, but they would like other
entities and organization to become involved
in the project including the Mission Trail
Association, the City of Socorro, the Texas
Department of Transportation, Ysleta del Sur
Pueblo representatives and the Metropolitan
Planning Organization.
The city of Socorro, the city of El Paso, El
Paso County, TxDOT, Ysleta del Sur Pueblo
and El Paso Catholic Diocese each have some
type of jurisdiction over the Mission Trail.
Steve Ortega, city representative for the
Lower Valley, said that the idea to improve
the Mission Trail re-surfaced after Tania
Chozet, county commissioner for the Lower
Valley, spoke at one of his recent community
meetings about the need to promote the trail.
Since taking office in 2011, Chozet has
been advocating for a consolidated, sustained
effort to improve the look of the area to
make it more welcoming to the tourists.
According to Chozet, several plans have been
produced over the years, but none have been
implemented. She stated that she would like
to consolidate those plans and take the best
ideas and start implementing them.
Both Ortega and Chozet assert that they
would like the Institute for Policy and
Economic Development to look at all the
studies that already exist and come up with one
solid idea on how to improve the corridor. To
help fund the study, Ortega noted that the city

San Eli HS cadets provide service to community

The San Elizario High School
Navy Junior ROTC cadets regularly
volunteer for community service
projects not only as part of their
academic program but also for their
own personal development. On a
recent Saturday in September for
example, a total of 17 NJROTC
cadets led by their Naval Science
Instructors LCDR James W. Snarr and
Chief Manuel P Jaquez volunteered
to spruce up the home of an elderly,
homebound Horizon City resident.
From 8 a.m. to the early afternoon, the
students worked effectively together
to complete the task of painting the
trim and exterior of the entire house.
These students will be quick to tell
you however that the rewards they
received from knowing they made a
positive impact in someone else’s life
far outweighed the satisfaction of just
fulfilling a class requirement.
Since the cadets only have a limited
amount of time to finish the service
project, they also have to practice
their management skills in order to
meet their goal, according to Chief
Jaquez.
“The pride it gives them in
accomplishing something they started
in the morning and getting it done
really helps their leadership abilities
and teamwork,” Jaquez added.
The San Elizario High School
NJROTC each year performs about
eight community service projects
like this one in partnership with
local agencies and organizations.
For the house painting project the
cadets worked with Project Bravo,
which provided the paint, brushes,
rollers and identified the home that
was most in need of assistance. The
San Elizario NJROTC also brings
additional equipment since they have
many student volunteers who roll up
their sleeves to actively participate in
the work.
Chief Jacquez stated that all the
cadets have a great time volunteering
because they understand they are
doing a good thing for someone else.

Young man with Clint roots puts his talents to use

CLINT AND STRATFORD, TX
– Preston Burr, 16, is a rising young
star on the Texas rodeo circuit these
days.
Preston, from Stratford, TX, is
the grandson of a “sooooooooo
prooooooooud” Sandy Burr who
retired two years ago as secretary
to the superintendent of the Clint
Independent School District.
When Sandy isn’t “piddlin’”
around in the yard of her Clint
home, she is bragging about the
accomplishments of her first
grandchild in the rodeo arena. She
would much rather talk about him
than about what she is doing in
retirement.
At the drop of a horseshoe, she
will unabashedly and at some length
brag about Preston, and there is
much about which to brag. And
from the honors and awards he has
earned in bareback bronc riding and
team roping, he will most likely
soon need a room the size of a rodeo
arena to house them all.
This is only Preston’s second
season, his sophomore season, of
serious rodeo competition. And
this past season was, similarly, his
sophomore year at Stratford High
School located in the upper Texas
Panhandle near the Oklahoma line.
His honors include:
• 2012 Tri-State Year End
Bareback Champion;
• 2012 Region 1 Bareback
Champion;
• Qualified for Texas High School
Rodeo Association finals 2012 in
team roping and bareback riding;
• Finished as the No. 4 Bareback
Rider in Texas and advanced to the
National High School Rodeo Finals
July 14-21 in Rock Springs, WY;
• Preston finished 13th in the
nation at the national finals;
• He wrapped up his sophomore

year of bronc riding with impressive
performances at two rodeos the
weekend of August 18. He finished
first in a rodeo at Gruver with an
80-point ride. He finished second in
the rodeo at Dumas; and
• The sum of his achievements
thus far might well be seen in his
recent selection to the 2012/2013
Region I Texas High School Rodeo
Cinch Team. It is like being named
to an all-star team, says Ed Burr,
Preston’s father. Top performers
in the various rodeo events are
named to the team. Cinch is a major
Western clothing manufacturer and
a national rodeo sponsor.
“I am so proud of Preston’s ride
this weekend,” Grandmother Sandy
said in an e-mail.

“I’ve had a fun time, a good
time,” a very polite Preston says in a
telephone interview. He is unfailingly
praises others – mentors and teamroping friends who are playing
important parts in his young life.
This characteristic of shifting
praise to others is mentioned in
a feature article on Preston in
the current issue of Play Rodeo
magazine.
“He’s sure to mention his family
and the support he’s received from
his dad and mom, Ed and Christy
Burr,” according to the magazine
article. “Preston is thankful for
all the time and money they’ve
contributed to the pursuit of his
rodeo dreams. To his sister, Laynee,
and little brother, Zane, he says
thanks for watching.
“To his friends, he says he’ll see
you at the next rodeo.”
Preston speaks passionately
about what draws him to that “next
rodeo.”
That passion for Preston began,
he recalls, when he was four or five
years of age when he would ride
sheep and calves. That passion grew
and he began bareback riding two
years ago.
I just love it; it’s a challenge.
There’s no other way to explain it. It’s
awesome. It is an adrenalin rush.” A
part of achieving that rush, he adds,
is when you slip your hand in the
riggin, position yourself properly
and feel that bronc underneath you,
a wild horse whose sole purpose
will soon be to buck you off and
send you flying into the air.
And then comes the moment of
truth.
“When it (the ride) goes right, it
flows – flows like a river.”
He takes it a (dance) step further.
“It goes smooth – like dancing.
It’s like dancing with a girl,” he
explains. “When it’s going good, it
is fine. When it’s not going good,
it’s bad.”
Preston also compares that
“adrenalin rush” to the thrill of
racing on a motorcycle.
Preston offers a cautionary note
to those who look to competing
in rodeos without making a
commitment. “You can’t be a
wannabe because it’s dangerous,”
he says bluntly.
Preston says he is trying to play
the guitar, with emphasis on the
word trying.
In addition to bronc riding, the
young Preston is a member of the
Future Farmers of America, the
Fellowship of Christian Athletes
and with his parents, members of
First Baptist Church.
For all that he has accomplished
in his life so far, he thanks God and
says he has been blessed.

Veterans Post By Freddy Groves
Claims backlogs, VRAP and PTSD
The Veterans Benefits Administration
processed more than 1 million claims in
fiscal year 2012, per a news release on the
Department of Veterans Affairs site. This is
the third year in a row it has reached that
goal.
During one recent month, the VBA
processed 107,462 claims with 86 percent
accuracy, beating a record it set in 2010.
The ultimate goal is to eliminate the claims
backlog by 2015, and with 98 percent
accuracy. It’s being helped by the new
paperless system, which all 56 regional
offices will have by the end of 2013.
In another press release, applications
have been approved for all 45,000
openings in the Veterans Retraining
Assistance Program (VRAP) for 2012,
with benefits to start Oct. 1. That means
a lot of veterans are going to have an
opportunity to get job training and
education. Nearly 60,000 applications
were received, so some missed out on
that group. Another group, however, this
time 54,000 veterans, will have another
shot at the program, which runs through
March 2014. Veterans must attend
school full time, up to 12 months, in a
program leading to an approved degree
or certificate. For more information,

On another note, the VA and Department
of Defense are set to fund a Post-Traumatic
Stress Disorder and mild Traumatic Brain
Injury study to the tune of $100 million.
They’re going to concentrate on prevention,
diagnosis, intervention and improved
treatment options, with early diagnosis and
treatment being key. That $100 million is
just part of the year’s $1.9 billion for more
than 2,300 projects.

$30,000 to identify areas in which
each jurisdiction can participate in
improving the Mission Trail.
The two mission churches of
Ysleta (built in 1680) and Socorro
(1691) and the presidio chapel of
San Elizario (1789), located along
the El Paso Mission Trail, stand
as enduring symbols of the long
and rich history of their respective
communities, as well as the nations
of Spain, Mexico and the United
States. All three are privately owned
by the Catholic Diocese and are
actively supported by their local
parishes. These landmarks and their
environs are listed in the National
Register Historic Places.
The Mission Trail represents
a segment of El Camino Real de
Tierra Adentro (Royal Road of
the Interior), the historic trail that
extended from Mexico City to
Santa Fe, and linked the missions,agricultural
communities,
haciendas (landed estates) and
presidios (military forts) to distant
trade and supply routes. It is
the oldest and once the longest
road in North America, and was
designated as a National Historic
Trail in 2000.
The Institute for Policy and
Economic Development’s report is
expected to be completed next year.

The City Council of the City of Socorro, Texas, Hereby Gives Notice of a
Public Hearing on Thursday, OCTOBER 18, 2012 at 6:00 p.m. at City Hall
– 860 N. Rio Vista Road, Socorro, Texas 79927 To Discuss its Intent to
Establish a Transportation Reinvestment Zone to Promote Transportation
Projects Within the Proposed Zone.
This notice is provided in accordance with the requirements of Chapter
222.106(e) of the Texas Transportation Code, whereby notice of a public
hearing on a proposed transportation reinvestment zone must be published
in a newspaper having general circulation in Socorro, Texas not later than the
seventh day before the date of the public hearing.
At the public hearing, the City Council of the City of Socorro, Texas, will discuss
the proposed creation of a transportation reinvestment zone and its benefits to
the municipality and to the property in the proposed zone.
Pursuant to Section 222.106(e) of the Texas Transportation Code, any interested

Description of the Proposed Boundaries for the Proposed Zone:
YSLETA MISSION – It was originally founded in 1613 at Isleta Pueblo,
in New Mexico, and dedicated in 1621 as San Antonio De Isleta. During
the Pueblo Revolt in 1680 many fled south to El Paso del Norte. The
mission carries the name of thier pueblo and thier patron saint.
The proposed transportation reinvestment zone is located on the west side of
the City of Socorro. The proposed transportation reinvestment zone includes
all parcels which centroid is located within half mile from the centerline of Old
Hueco Thanks Road within the City of Socorro jurisdictional limits beginning
at the City’s boundary to the North, along the I-10 Interstate Highway, and
extending south and ending just prior to Socorro Rd, but excluding those parcels
adjacent to Socorro Rd.

SOCORRO MISSION – The original Franciscan mission, Nuestra Señora
de la Concepción del Socorro, was founded in 1682 by the Franciscan
order, to serve displaced American Indians (the Piro, Tano and Jemez)
from New Mexico, who fled during the Pueblo Revolt. The present Socorro Mission was constructed around 1840 to replace an earlier 18thcentury mission destroyed in 1829 by flooding of the Rio Grande and
has now been restoerd. The mission, constructed of adobe surfaced
with stucco, is particularly notable for its interior. The finely painted
and decorated beams, or vigas, are from the 18th-century mission and
were reused when the present church was constructed. The mission
is located at 328 S. Nevarez Rd. It is open to the public Monday-Friday,
8:00 a.m. to 4:00 p.m.

The old ABA back in the spotlight after 36 years

When I was growing up I followed as many
sports as I could.
I watched the National Football League, the
National Basketball Association and Major
League Baseball.
I also kept up with golf and car racing and
horse racing and boxing and swimming and
tennis and even a little soccer.
One of my favorite teams back then was
the San Antonio Spurs. I would listen to them
at night on my transistor radio because back
then, very few games were televised.
One thing different about the San Antonio
Spurs of then and the San Antonio Spurs
of today that back then, they played in the
American Basketball Association… the
ABA.
When most people think of the ABA they
think of the red, white and blue basketball,
the flashy multi-colored uniforms and huge
afros.
I absolutely loved it.
But to be honest, I really haven’t given the
old league much thought until I heard that it is
making a comeback.
Well, not on the basketball court, but rather
in the judicial court.
When the league folded back in 1976, four
teams survived and merged with the NBA.
The lucky four were the Spurs, the Denver
Nuggets, the (then) New York Nets and the
Indiana Pacers.
They were lucky because they were able to
reap the benefits of a league that has grown by
leaps and bounds over the last three decades.
But in a way
they are also
a bit unlucky
because over
the
years
they’ve had to
comply with an
agreement they
made a long

You see, one
of the old ABA
teams
that
weren’t going
to be joining
the NBA was
the St. Louis Spirits.
In a way of helping the merger, the Spirits’
owners Ozzie and Dan Silna agreed to fold
their franchise in exchange for a portion of the
TV revenue generated by the four lucky ABA
teams going to the NBA, starting in 1980.
And how long must these four teams pay the

yes…
Twitter…
the
proverbial “game changer.” The
website that lets anybody and
everybody broadcast their sudden
mental nugget in 140 characters or
less to as many people as they can
get to prove they care about what
they have to say.
Personally, I’ve never been
impressed by the supposed concept,
but I’m impressed by the company
itself. They’ve done a masterful
job of seizing the day, marketing
themselves and, along with
Facebook, they have most of the
civilized world’s mind share (or at
least their attention) in that sector.
But if you break it down to the
primordial ooze level, it’s basically
nothing more than a bunch of
people shouting. It’s a lot of noise
and fanfare. Sports fans should
readily recognize that as the overall
soundtrack they hear at a typical
Silnas? They’ve got to cough up the money
for as long as the NBA exists.
It is rumored that the brothers have made
approximately $240 million so far.
There’s no question that’s a bunch of
money for doing nothing. But apparently, it’s
not enough.
And that’s why the whole 36-year situation
is making its
way back into
the
courts.
No red, white
and
blue
basketballs
in this court
though,
just
bailiffs, gavels
and
witness
chairs.
Those wacky
brothers
are
now claiming
that the league
isn’t playing
fair. They claim that the league is withholding
their share of the revenue from international
broadcasts and cable packages.
What makes things a little more complicated
is that the judge who provided over the original
agreement, died last year.
So a new judge has said she is willing to
stadium or arena.
It’s the Internet version of the guy
who had too many beers, stands up,
cones his hands to his mouth and
yells “YOU SUCK!” to the wide
receiver out of Michigan making $5
million a year because he dropped a
ball. In a stadium, maybe 30 people
hear his rant. If he’s able to meet his
goal of catching the ear of the wide
receiver that just failed to meet his
goal of catching a ball? Maybe then
he’s got 31 listeners.
Maybe one of the 31 people in
earshot is impressed, influenced or
drunkenly mistaken enough to repeat
look into the matter. I sure can’t even imagine
why anyone would want to take this case on.
The attorneys representing the NBA teams
say it is very clear in the original agreement
that the brothers are only supposed to get
money from national broadcasts by tradition
TV networks.
But attorneys representing the brothers say
the contract agreed to “all broadcasts.” Which
they claim includes modern TV coverage like
NBA League Pass, which allows viewers to
watch out-of-town games.
Now don’t get me wrong, I’m all for
Americans achieving great heights and getting
compensated handsomely for it.
I’m not one of those guys who is envious
of rich people simply because I don’t have as
much money to spend as they do.
But I don’t have a lot of tolerance for these
two brothers, who you just know are constantly
looking for loopholes in the agreement that
might get them even more free money than
they’re entitled to.
The judge is trying to keep this escapade
out of court and she’s asked the two sides to
try and get together and figure this out.
But it’s too late, the lawyers are already
circling the waters and they smell the sweet
smell of bloody money.
Would it be a surprise if one brother sued
the other for his half of the lute some day?

phenomenon happens all the time
in a form of a “retweet.” So at
the genetic level it’s not anything
new, folks – it’s just humans being
human. A good tweet is akin to
flaunting our opposing thumbs and
linguistic abilities to an ape – an
ape with a poor Internet connection
sitting in the section above you and
to the right. By default, all you can
hope for is for them to ape what you
had to say and/or buy you a banana.
(And yes… that’s why they call it
“ape.”)
Twitter can, however, bring the
average fan closer to the player
in ways never before accessible.
Maybe you’re online when you
get the chance to spar with one of
your favorite players, like I did the
other night from my personal twitter
account with noted game-show host
Chuck Woolery. After Bob Barker,
Monty Hall, Richard Dawson and
Alex Trebeck, Woolery is one of the
top 10 game-show hosts in history.
He’s a real player. Here’s how our
game went down:
@chuckwoolery: “I’m amazed
with the stark difference between
right and left. One group asking for
prayer for someone the other side is
slinging insults.”
My reply: “Right, Chuck. You
keep praying and pretending that
posts like this aren’t veiled attempts
at insults.”
Chuck: “You have not seen me
call names or use toilet humor to
tear someone down.”
Retort: “No… but I’ve seen you
play plenty of games.”
That was enough fun for me to
want to get into the game. Shoot

a problem with my feet swelling.
They get so big that they hurt
when I walk. My doctor is puzzled.
He thinks maybe it’s due to my
heart pills, but he can’t change
them – my heart doctor has to.
I have had two heart attacks,
bypass surgery and a defibrillator
put in my chest. When I’m in bed,
the swelling goes down to almost
normal. When I am up, it returns,
even if I am sitting. I’d appreciate
any suggestions. – E.L.

I believe I’m safe in saying
your
problem
is
chronic
congestive heart failure. Your
heart is pumping so weakly
that blood circulates sluggishly.
When you’re up or when you’re
sitting, gravity pulls fluid out
of your leg’s vessels, and it is
the cause of your swelling. In
the horizontal position in bed,
gravity doesn’t have this effect,
and the fluid stays in blood
vessels. The swelling is called
edema (e-DEE-muh).
During the day, take frequent
breaks to lie down with your
legs propped up higher than your
heart. When you sit, rest your legs
on the seat of a chair put in front
of you. Walk as much as you can
during the day. The contracting
leg muscles push fluid back into
circulation.
Limit the salt you eat; salt
makes the body retain fluid. Read
food labels. Most of our salt intake
comes from the foods we eat, not
from adding salt at the table or
in cooking. But don’t do either.
Your total daily salt intake should
be less than 5,700 mg, preferably
3,800 mg. If salt is on the label as
“sodium,” your total daily intake
should be 2,300 mg or less. A
better goal is 1,500 mg.
Tell your heart doctor about
your swelling. He might make
changes in your medicines
either by increasing the dose
or switching to other medicines

of my gallbladder. I don’t have
stones. I have something called
a liver hemangioma. My doctor
says I don’t need any treatment.

A hemangioma is a small, ballshaped mass of blood vessels.
If 100 people had a liver scan,
seven would be found to have a
hemangioma. Women develop
them more often than men do.
They do not become cancers.
They’re rarely a source of constant
pain, unless they grow quite large
and press on adjacent tissue. They
don’t cause attacks of pain. Have
