Ayuntamiento del Municipio de San Luis Rio Colorado, Sonora Organismo Operador Municipal de Agua Potable, Alcantarillado y Saneamiento (OOMAPAS) de San Luis Rio Colorado 5.- GENERAL PROCUREMENT NOTICE Improvement and Expansion of the Water and Wastewater Systems Project Comision Estatal de Servicios Publicos de Tecate (CESPTe) ******************************* 1.- Sistema Municipal de Aguas y Saneamiento de Ciudad Acuña (SIMAS) Comision Estatal de Aguas y Saneamiento (CEAS) del Estado de Coahuila Comprehensive Sanitation Program for the City of Acuña, Coahuila GENERAL PROCUREMENT NOTICE BEIF19-25/00 The Municipal Water and Sanitation System of Ciudad Acuña, Sistema Municipal de Aguas y Saneamiento de Ciudad Acuña (SIMAS), has requested assistance from the North American Development Bank (NADB) through its EPA-funded Border Environmental Infrastructure Fund (BEIF), which will be used to finance part of the costs associated with the Comprehensive Sanitation Program in Ciudad Acuña, Coahuila, Mexico. Ciudad Acuña is located in the municipality of Acuña, in the State of Coahuila, across the Rio Grande from Del Rio, Texas, and it had an estimated population of 113,194 residents in 1998, which is expected to grow to 295,000 by 2018. The project includes the closure and stabilization of the existing oxidation lagoons and the construction of an activated sludge wastewater treatment plant to replace the lagoons, as well as construction and rehabilitation of collectors, sewage lines and pump stations. The project was certified by the Border Environment Cooperation Commission (BECC) on March 24, 2000. The total estimated cost of the Stage II of the project is US$80.3 million. The project sponsor, SIMAS, has requested approximately US$16.7 million in BEIF funds from the NADB, as well as loans estimated in US$16.7 million to be used during the first phase of the project. Proceeds of the Bank funds will be applied to the rehabilitation and expansions of the sewer lines. Currently the NADB has signed a funding agreement of US$4.4 million towards the first phase of this project which will be applied to rehabilitation works of sewer lines. For works financed with NADB funds, SIMAS will carry out international competitive bidding consistent with NADB Procurement Policies and Procedures. Participation in these bidding processes will be open to companies from any country. Construction of these works is scheduled to begin during the second quarter of 2001. INVITATION TO BID BEIF11-29/99 The North American Development Bank (NADBank) has signed a grant agreement with the City of Del Rio, Texas, for US$14.1 million, part of which will be applied to the construction of the Bedell Reservoir & Pump Station. Funding for this project is provided by NADB through its Border Environment Infrastructure Fund (BEIF). Additional funding is provided by Texas Water Development Board (TWDB) through it Drinking Water State Revolving Fund Program (DWSRF) and by the United States Environmental Protection Agency through its Colonia Wastewater Treatment Assistance Program (CWTAP). The proposed work for this invitation to bid is generally described as follows: This project will consist of the construction of facilities in the water distribution system, including ground storage facilities, pumping station, and associated site work, yard piping, and electrical work. The ground storage will consist of two 2-million-gallon (mg) steel tanks. The pumping station is open sided with a sunshade and will consist of three pumping units with a combined capacity of 12.1 million gallons per day. Sealed bids will be received on a lump-sum basis, and a bid security must accompany each bid, and will be received by the City of Del Rio, Texas (OWNER) at the office of the City Manager, City Hall, 109 West Broadway, Del Rio, Texas, 78840 until 3:00 p.m., local time, Thursday, January 25, 2001, for the Bedell Reservoirs and Pump Station. At said place and time, and promptly thereafter, all bids that have been duly received will be publicly opened and read aloud. If the Contract is to be awarded, Owner will give the successful bidder a notice of award within the number of days set forth in the bid form. Bids for the project will be open to qualified firms from any country and can be submitted in US Dollars or Mexican Pesos. Neither the NADB, the State of Texas, nor any of its departments, agencies or employees is, or will be, a part of the contract or any lower tier contract. Also the execution of this contract is contingent upon release of funds from the above mentioned Funding Agencies. This contract is subject to applicable provisions of 40 CFR Part 31. This contract includes goals for MBE and WBE participation. TWDB documents SRF052, Guidance for Utilization of Small, Minority and Women-Owned Businesses in Procurement, describes the requirements for this program. Piedras Negras is located in the northeastern region of the state of Coahuila, across the Rio Grande from Eagle Pass, Texas. It had an estimated population of 132,500 residents in 1998, which is expected to grow to 270,000 by 2018. The project consists of constructing a wastewater treatment plant based on activated sludge, closing and stabilizing the existing oxidation ponds, and constructing and rehabilitating collectors, sewage systems and pumping stations. Plant effluent will be discharged into the Rio Grande. The project was certified by the Border Environment Cooperation Commission on March 24, 2000. NADB has signed a funding agreement of US$4.4 million towards the first phase of this project. The total estimated cost of the project is US$54 million. The project sponsor, SIMAS, has requested approximately US$8.4 million in BEIF funds from the NADB, as well as loans estimated at US$16.8 million, which will be applied to the rehabilitation and expansion of the sewer system. The City of San Luis Rio Colorado is located in the northeast part of the State of Sonora, Mexico, and borders with the US to the north, and Gulf of California to the south. It has an estimated population of 132,500 resident, which is expected to grow to 270,000 by 2018. The project for the construction of a water treatment plant and rehabilitation and expansion of the sewage system was certified by the Border Environment Cooperation Commission (BECC) on June 22, 2000 and consists of construction works with a total estimated cost of US$13.5 million. For works financed with NADB funds, OOMAPAS will carry out international competitive bidding consistent with NADB Procurement Policies and Procedures. [52] (6) 534-1172 E-mail: [email protected] Ad No.: BEIF-SLRC-121100-0007 ******************************* 5.- Comision Estatal de Servicios Publicos de Tecate (CESPTe) Improvement and Expansion of the Water and Wastewater Systems Proyect GENERAL PROCUREMENT NOTICE BEIF20-42/00 The Tecate State Water Commission, Comision Estatal de Servicios Publicos de Tecate (CESPTe) has received US$3.6 million from the North American Development Bank (NADB), through its EPA-funded Border Environmental Infrastructure Fund (BEIF), which will be used to finance part of the costs associated with the improvement and expansion of the water and wastewater systems in Tecate, Baja California, Mexico. The city of Tecate is located in the state of Baja California, across the border from Tecate, California, and is approximately 25 miles east of Tijuana. It had an estimated population of 67,006 residents in 1999, which is expected to grow to 78,585 by 2000. The project includes expansion of the water distribution and wastewater collection systems to subdivisions that currently do not receive service, as well as rehabilitation of the wastewater treatment plant and other improvement works. The project was certified by the Border Environment Cooperation Commission (BECC) on June 22, 2000. The total estimated cost of the project is US$7.8 million. The works consist of construction of sanitary sewage systems, including 24,918 m. of 8” PVC sewage lines and 7,255 m. of 12”, 18” and 24” collectors; construction of a 250 m3 storage tank; replacement of 794 m. of waterlines using 4” PVC pipes; and replacement, relocation, supply and installation of 2030; 1700; and 750 water meters for each respective activity. For works financed with NADB funds, CESPTe will carry out international competitive bidding consistent with NADB Procurement Policies and Procedures. Participation in these bidding processes will be open to companies from any country. Construction of these works is scheduled to begin during the third quarter of 2001.
