ACUERDOS BILATERALES
1. Programa Financiero Hispano-Sirio
El MOU para la Cooperación Económica y Financiera entre España y Siria se firmó en julio de 1999 expirando su
vigencia en julio de 2001. La última prorroga al mismo se concedió en 2004 hasta el 19 de julio de 2006. Las
principales características de este marco de financiación concesional son las siguientes:
1. El importe global es de 55 millones de dólares USA desglosados como sigue:
· Cinco millones de dólares USA en forma de donaciones para la financiación de estudios de viabilidad de
proyectos acordados por ambas partes. Estos fondos provendrán del Fondo de Estudios de Viabilidad
español.
· Cincuenta millones de dólares USA en forma de créditos mixtos para financiar el suministro de bienes y servicios
españoles por empresas españolas a Siria.
2. El total de los créditos mixtosse distribuirá como sigue:
· 25 millones de dólares USA como préstamos concesionales con cargo al Fondo de Ayuda al Desarrollo (FAD)
· 25 millones de dólares USA para créditos a la exportación en condiciones OCDE.
El elemento de liberalidad no será inferior al 35%. No obstante hay que tener en cuenta que con ocasión de la
última prorroga concedida en 2004 el remanente de créditos mixtos disponible a esa fechaen dólares USA
(36.900.000US$) pasó a denominarse en Euros a un tipo de cambio 1$USA-1€.
3. Los criterios de aplicación de los créditos mixtos serán los siguientes:
•
Financiación del 100% de los bienes y servicios de origen español.
•
El coste local y bienes y servicios de origen extranjero no deberán exceder cada uno de ellos del límite del
15% de los bienes y servicios exportados
•
Todos los créditos tendrán garantía soberana del Estado sirio.
•
Las facilidades financieras serán aplicadas a proyectos de interés mutuo, aprobados por los Gobiernos sirio y
español, relacionados con los siguientes sectores (lista indicativa):
- Ciclo integrado del agua;
- Medio ambiente;
- Energía
- Agroindustria
- Infraestructura social
- Telecomunicaciones
- Transporte
4. En el Programa Financiero se han previsto dos procedimientos básicos para la adjudicación de proyectos:
•
Concurso internacional emitido por las autoridades sirias siempre y cuando el proyecto en cuestión cumpla
con los requisitos de la OCDE y haya sido acordado por las autoridades de ambos países.
•
Concurso restringido a empresas españolas cuyos términos se harían públicos en Siria y España.

"External Announcement Special for Spanish Co."
Ministry of Environment in Syrian Arab Republic, in the light of increasing batteries waste and pollution, announces its
wish for bidding prices by sealed envelope to execute the following project with the objective of strict environmental
protection from pollution and health &safety protection of workers. The Syrian batteries and liquid gases co. Aleppo P.O
Box 733, tel. No. 6830084, Fax: 6830083 will receive the offers, study it and complete its contractual and execution
procedures. The project is already included in the list for financing within the intergovernmental financing agreement
dated 19/7/1999 between Kingdom of Spain and The Syrian government: “ Supply, install, and put in to operation Scrap
Battery Components Recovery Plant Complete of Melting Furnaces with Environmental Clean Treatment System and
health workers protection” able to refine75mt. Min. scrap battery daily to produce soft & hard lead ingots according to
the standard international specifications and as our technical, financial and juristic booklet which is available free of
charge at the commercial department in the company, Al-safira Road Aleppo, Mr. Majed Faraji. The general

The General Basic Conditions
All the supplies and services shall be according to the MOU conditions.

Delivery time: shortest possible time. Validity of the offer: /90/ days from closing date
Delay penalties: one per thousand of the contract value daily and not exceed 20% of the
contract value.
The costs to be beard by contractor are mentioned in booklet of conditions.
Closing date: Sunday 15/6/2003.
Degree no. 195/1974 and 1266/1980 and the prime ministry book No. 42/6/259 date
14/1/2003 will be applied to this add.

3. ANNOUNCEMENT FOR REQUEST OF EXTERNAL- INTERNAL OFFERS(TURN KEY PROJECT FOR
EQUIPMENT AND TRANSPORTIONS OF TWO HOSPITALS INCLUDING ONE UNIT FOR CARDIAC SURGERY)
ESPECIALLY FOR SPANISH COMPANIES ONLY
The Ministry of Health is asking for external – internal offers in order to import, install and experimental run of the
equipment and transportations for MYSIAF HOSPITAL (HAMA) AND AL- RASTEN HOSPITAL WITH UNIT FOR
CARDIAC SURGERY (HOMS) each with a capacity of 120 beds.
- The financing of this equipment will be according to the Agreement signed between Kingdom of Spain and Syrian
Government on 19/7/1999.
Any offer which does not include all the required equipment shall be disregarded. - Offers will be submitted according to the specifications and conditions stated in the books of financial, legal, and
technical specifications that can be obtained from the official Department of Contracts in the Directorate of Financing in
the Ministry of Health, and Commercial office of the Embassy of Spain Al Malki, beside Samy Al- Droubi school,
Damascus. Mr. INIGO GIL CASARES. Exclusively for Spanish companies after presenting a document issued by
Spanish embassy.
The bidder should submit with his offer a provisional deposit (Bid Bond) of 1% (one percent) of the price of his offer under bank guarantee issued by the Commercial Bank of Syria (CBS)
or certified cheek for the Ministry of Health inside the offer using the wording adopted by CBS.
The required period of importing, installation and experimental run of the equipment and transportations should be 6 months, at most, as from the date of notifying the contractor of the confirmed letter of credit
for the price thereof.
The daily penalty shall be 0.1% (one per thousand) of the overall price of the contract provided that it shall not exceed 20% (twenty percent) of the overall price of the contract.
The Administration shall consider the delay penalties as the delayed part of delivery if the following two are concurrent:
1- Delivery of the other equipment within the designated dates.
2- The delayed part is independent in the normal use from the other delivered parts.
The bidder shall be bound to his offer for 180 days starting from the day following the date of disclosing offers.
Offers shall be submitted to the Secretariat Office of the Department of Contracts in the Ministry of Health in Syria before the end of the official working day of
9/9 2003 (that is 2:30 p.m.), either by registered mail or hand within a firmly sealed
envelope so as to protect the contents against all sorts of handling operations during mail
carrying.
•
The First Envelope:
Shall contain the bidder’s certified qualifications.
1- Similar hospital equipment projects in (Syria, Arab countries or elsewhere) during the last five years.
2- Bidder’s capital.
The Second Envelope:
Shall contain the supporting documents and the provisional deposits (Bid Bond).
The Third Envelope:
Shall include the technical offer which contains technical specifications for

Shall contain the financial offer which covers what is mentioned above in the third envelope.
The offer shall be rejected if the contents of envelopes one and two do not conform to
the bid.
The Bidder’s proposed conditions for maintenance, supply of spare parts, and training of staf on maintenance and
operation, will be important in evaluating submitted offers.
