aim for 1 college graduate
per Filipino family -- angara
cIty oF san FeRnanDo--The state programs for
education should transcend
“the tragedy of timid expectations“ and aim for one that
targets one college graduate
per family, including those
living in poverty, Team PNoy
senatorial candidate Edgardo “Sonny” Angara said
yesterday.
Angara said that the victory of the Team PNoy in
the May senatorial election
would result in the writing
of the “most comprehensive
and most ambitious“ legislative agenda on education.
He said the P40 billiona-year conditional cash
transfer program should
be reformatted to include
the funding of one college
scholarship per family of the
families enrolled in the CCT
program.
Education and health
care are the primary mandates of the CCT, said Angara, and raising the bar of
the programs to include one
college scholarship per fam-
ily would not even alter the
basic agenda of the CCT program.
Angara said that the lowincome groups outside of the
CCT can be funded by an Expanded Study-Now-Pay-Later Program, which will put
up a money pool that will be
loaned out to poor students
at cheap interest rates and at
easy repayment terms.
Angara has filed one
such bill with Congress, and
he hopes that the legislature

san sIMon, PaMPanga--The some 3,000
farmers here heaved a
sigh relief when Gov. Lilia
Pineda promised to give
an irrigation pump designed to get water from
the Pampanga river.
Pineda said the farmers and their leaders asked
her to help in irrigating
their farmlands, most of
of which are for rice production. She met them in
a meeting in Barangay Sta.
Monica, here on Friday.
Pineda said the farmers need water supply to
ensure “a bountiful palay harvest three times a
year.”
Among the major producers of rice in San Simon is Barangay Concepcion, which has some 800
hectares of land for rice
production. The village is
one of the five villages belonging to “Pampanga’s
rice granary.”
“The governor is helping a lot the Pampanga
farmers,” said Nestor Macapagal, chairman of the
Pampanga
Agriculture
Fishery Council (PAFC).
PAFC is the umbrella organization of farmers and
fishermen in all of the 18
towns of Pampanga.
He made the comment after being asked if
the governor had helped
“enough” the more than
32,000 farmers of Pampanga.
Macapagal said Pineda
had given various equipment to their members
and other support.

Zubiri bats for nationwide free immunization day, every year
cIty oF san FeRnanDo--To reduce sickness and death among
children from the most
common but vaccine-preventable diseases, UNA
senatorial candidate Migz
Zubiri today urged the
government to implement
every year a mandatory
and free immunization day
nationwide for babies and
children up to 10 years old.
“That very special day,
when all that mothers need
to do is bring their kids
to the barangay health
stations, will enable the
health department to erase
a backlog on immunization,” Zubiri explained.
“As a commitment to
provide health care to all,
the government through
the Department of Health
(DOH) should make sure
local government units
(LGU) pick a day and help
supply the needs of LGUs
as they draw up the mechanics of yearly mandatory and free immunization
day in all health centers,
barangay health stations
and government hospitals
nationwide,” Zubiri said.
He noted that this kind
of program was successfully implemented during
the time of then Secretary
of Health and former Senator Juan Flavier, where he
took the lead, set targets
and standards and communicated efficiently the
program down to the ordinary folks living in remote
areas.
Most childhood ailments like diphtheria,
cholera, German measles
and hepatitis are highly infectious and rapidly spread

‘Proxy’ war
The camps of reelectionist Angeles
City Mayor Edgardo Pamintuan and First
District Rep. Carmelo “Tarzan” Lazatin
are into a new level of “proxy war.”
Over the past few months since the
unofficial and official campaign period
kicked-off, the two have figured in an ugly
exchange of blows and counter-attacks.
The word war does not, in any way, mirror
a close friendship between the two candidates in the past.
At first, the main proponents--or opponents--themselves are joining the imbroglio but then they thought that it was better
if someone from their respective camps
do the talking while the candidates do the
campaigning. They may have learned
that craft from mutual friend, Mayor Marino Morales of Mabalacat, perhaps.
The two camps did not come short of verbal arsenal against each other, oftentimes
using their respective pawns in hopes
of forcing a stalemate for the easy win.
Lately, the Lazatin camp was even accused of using another “proxy” for the
congressman not just for talking but also
for house-to-house campaigning. It was
claimed that where the “real” Tarzan cannot go, the look-alike could and would.
Nobody knows what the real purpose
of the look-alike was when he was seen
shaking hands with residents alongside
members of the Lazatin team.
One thing’s for sure, those who are not
really familiar with Lazatin would think
that the impersonator was actually the
congressman they shook hands with. It
would immediately give them the perception that the candidate is still physically fit
and ready to wage a long-haul campaign.
On the other hand, those who know
Tarzan would feel cheated especially if
they were not given a heads-up that the
man was just doing the shaking of hands
for fun and not to fool the Angeleno voters.

Let not only the mind speak.
The mind is so powerful that it can instantly kill a bright
future that a righteous vote promises and can make the
misery that a stupid vote produces even after hundreds of
elections have been held.
We deserve the kind of leaders that we elect. There is no
one to blame in a nation governed by incapacitated and immoral leaders except the electorate who allows to be governed by such kind of leaders because they allow only their
minds to speak.
***
Ang hindi ko talaga lubos na maunawaan sa karamihan
ng mga botanteng Pinoy ay kung talaga bang may “amnesia”
sila o kung talagang tanga at madali lang talaga silang utuin
at lokohin. “Gullible” daw ang salita sa Ingles para sa mga
ganitong klase ng botante. Ang ganda pa naman pakinggan
sa Ingles. Wala nga lang kasing-pangit ang nagiging resulta
ng pagiging “gullible” ng napakaraming botanteng Pinoy
pagdating ng eleksyon at lalo pa pagkatapos ng eleksyon at
nahalal na ang mga hindi dapat mahalal sa puwesto.

“Unsinkable” Titanic sinks
April 15, 1912
The RMS Titanic, billed as unsinkable, sinks into the icy waters
of the North Atlantic after hitting an iceberg on its maiden voyage,
killing 1,517 people.
The United Kingdom’s White Star Line built the Titanic to be the
most luxurious cruise ship in the world. It was nearly 900 feet long and
more than 100 feet high. The Titanic could reach speeds of 30 knots
and was thought to be the world’s fastest ship. With its individualized
watertight compartments, it was seen as virtually unsinkable.
On its first voyage, from Southampton, England, to New York
with stops in Cherbourg, France, and Queenstown, Ireland, the
Titanic was carrying 2,206 people, including a crew of 898. A relatively mild winter had produced a bumper crop of icebergs in the
North Atlantic, but the crew, believing their ship was unsinkable,

Making Filipinos learn how to swim
I was watching last week
the speech of former Senator Leticia Ramos Shahani, the sister of
former President Fidel V. Ramos
on the internet when news broke
out that another drowning incident occurred at the Pampanga
River where two more
lives were claimed by
death.

The former Senator’s speech tells that
despite the fact that we

quite knowledgeable in
swimming. We are surrounded by vast coastal
waters and have lots of
inland tributaries yet,
we often witness deaths

ters, more so on basic water emergency rescue.
***
Only last week, two separate
drowning incidents at the Pampanga River happened in two consecutive days, claiming,
all in all, seven lives. In
the first incident, two
survived while five met
their tragic deaths.

The next day, after the San

also met death when the boat
they are riding also capsized this
time at the adjacent town of Apalit
where the Pampanga River also
traverses. As per early reports, the
victims were about to cross the
river to get into the opposite side
when the boat they were into was
suddenly filled with water.
***
It was a new day of grief for the
families of other drowning victims who senselessly died at the
Pampanga River. I surmise that
the latest victims have no swimming skills or if otherwise, were
enveloped with panic.
***
According to Shahani, it’s
quite ironic that while we have lots
of bodies of water in and around
our communities, we have no
water survival skills or just even
basic swimming skills to cope up
with our fluvial environments.
Many Filipinos drown even in
mere floodwaters, in swimming
pools and in beach resorts. Perhaps the Philippine Navy can conduct training to us Filipinos with
basic swimming skills while our

until the first-class female passengers had abandoned the ship.
White Star President Bruce Ismay jumped onto the last lifeboat
though there were women and children still waiting to board.
At 2:20 a.m., the Titanic finally sank. Breaking in half, it plunged
downward to the sea floor. Captain Edward Smith went down with
the ship. The Carpathia arrived about an hour later and rescued the
705 people who made it onto the lifeboats. The people who were
forced into the cold waters all perished.
Official blame for the tragedy was placed on the captain and
bridge crew, all of whom had died. In the wake of the accident,
significant safety-improvement measures were established, including a requirement that the number of lifeboats on board a ship
reflect the entire number of passengers. The sinking of the Titanic
has become a legendary story about the dangers of hubris.
In 1985, after many attempts over many years, divers were
finally able to locate the wreckage of the Titanic on the floor of the

Right time, wrong company
Have you ever been
with people who make
you feel little less of a
person? You, yourself,
don’t even know why
you’re with them. You
develop
insecurities
and self pity. You lose
all the confidence in
you, you feel ugly and
fat. You feel unwanted.
There’s
nothing
wrong with you, neither with them. But
if you feel like everything’s going against
your way, perhaps
you’re in the wrong
lane or should I say
you’re with the wrong
people.
It is in high school
that pretty boys and
hot girls rule the campus. Yung mga di
pansinin, wala, di talaga napansin hanggang mag graduate,
minsan nga di ka man
nila natandaan na kabatch ka nila. Back
then, all of my friends
were popular and I was
a little left out so all of
those dream jobs you
think of in high school
like being a flight attendant, bank teller
or those in the broadcasting or advertising industry, I never
dreamed of them. I
confined myself with
the dream of just working in a descent office
with my own computer.
When I went to
college, I met new set
of friends; the kind
of friends I grew so
much
comfortable
with. They love music,
they play billiards and
they’re all humurous.
They were the kind of
friends I can be myself
with. I can laugh so
hard and pig out with
them without being
self-conscious.
For
the first time in my life,
I felt wanted. I felt that
my presence mattered,
my opinions were
heard, my suggestions were considered.
There was a hundredeighty-degree turn of
events. I don’t remember I changed anything
about myself, but there
were changes in my
environment,
there
were changes with the
people I was hanging
out with.
Then I started to
believe that the people
we surround ourselves
have a great impact on
what we can become
and where we’re going.
We really have to find
people whom we share
same interest with:
those who understand
our feelings and can
contribute to our success, whether it be personal or career growth.
They are also those
who would be genuinely happy for all the
decisions we make in
our lives, whether they
are part of it or not.
We have to keep finding those people who
can boost our self confidence just when we
blew everything away.

This is a great time to work with others. Someone requests you for a particular job. In-depth discussions
and probing conversations find you at your mental best. Your analytical abilities are strong and if you
are being tested, you will do very well. You have insight into what it takes to make your own business
work and may find yourself talking about your ideas with great enthusiasm. You could find that you
are valued for your ability to act and get things done, but you may find a lot of work falls to you for that
very reason. There may be a great deal of panic with your monetary concerns and it may be difficult to
make definite plans regarding extra curricular expenses. It is best to listen to family members before
making any firm plans.
CANCER (JUN 22- JUL 22)
There are good practical job-related thoughts and ideas today. You will have an understanding for concrete ideas with the ability to present or share your ideas with others. The ability to communicate with
superiors or describe what you see proves to be an important part of this day. You may be called upon
to relay information to others. This could mean having contact with higher-ups from other companies
or dignitaries; dress for the occasion. The noon break may turn into a luncheon. Expect a sense of
goodwill from those around you and you will not be disappointed. Social affairs, group meetings and
neighborhood gatherings are all coming up soon. Pick and choose as everything conspires to reveal
you at your most sophisticated stage.
LEO (JUL 23 - AUG. 23)
You may have new and promising ideas in work or business. This is the day to start new ventures.
Your creative thinking is enhanced and your eager mind will learn things quickly. You should enjoy
great success and attention through your profession. Being in the spotlight may be common to you
at this time and you will see where your efforts can best help others. This afternoon you may need to
relax and do a bit of daydreaming. Friends may not appreciate or be a part of your dreamy side just
now. You may not be able to lose yourself in your imaginings because of all the interruptions. Art is an
excellent therapy tool. Allow yourself a little time tonight for delving into your favorite hobby or creative
art; later, there is romance.
LIBRA (SEP. 23 - OCT. 23)
You form close relationships to dynamic trustworthy individuals at this time. You tend to be more outgoing today and you may find that anything in public relations has positive results. This could mean that
you help people to solve problems and set things right, especially when it comes to disagreements in
the office. Co-workers touch a soft spot in your heart today. You are lucky to have them around. You
may find yourself thinking big when it comes to your creative talents. This could mean you push yourself
to perform in front of others or you enlarge the piece of advertisement or art with which you work. You
may be called upon to draw or design backdrops for some stage play. Whatever the case, you will have
plenty of help, if you need it.
SCORPIO (OCT. 24- NOV. 21)
Others will find you quick-minded and full of enthusiasm today. Your comprehension of issues is excellent, which helps you to have some insight into the workings and progress of a particular business
program now. You could be working on ways to broaden the scope in which your company can increase
their assets. You will also have a higher amount of sales this week. You are coming into a creative and
competitive phase, one in which you want to be admired and appreciated for what you do and who you
are. You come up with new solutions or inventions. If the weather is nice, get out and enjoy nature this
afternoon. Think about some flowers around your home or apartment and how you could complement
your living area with the color yellow.
SAGITTARIUS (NOV. 22 - DEC. 21)
Let go of a losing situation. Someone close to you may be a bit difficult. There is a lot of enthusiasm
behind what you say and think; you are able to make some wise decisions. You communicate with
feeling and strength. Work at completing the unfinished work around your area today. Your request for
peace and quiet on the home scene this afternoon will be granted. There is a strong wish to make the
home place as desirable as possible. This is a good time to consult with a loved one about some repair
or a new color scheme. Later, you may decide to clean and move furniture around and perhaps it is
time to look for a new lamp to bring more light to your reading area. With the workday stress completely
forgotten, you can enjoy the evening.
CAPRICORN (DEC. 22 - JAN 19)
There are indications that today will be an extremely busy day. Be prepared to work hard! You are particularly communicative to associates around you. As you combine your authority with your sensitivity, you
will succeed in relationships of all kinds. In-depth discussions and probing conversations find you at your
mental best. Your analytical abilities are at a high point. Communicating with higher-ups and group meetings may bring compromises that make a more workable, workplace. This is a great time to reflect and
understand your own situation, just how you feel about yourself. There is plenty of physical energy left
after work today to enjoy some form of sports or exercise. Relax this afternoon by visiting a nearby park.
AQUARIUS (JAN. 20 - FEB. 18)
You can enjoy life whether you are working or not. You feel especially kind toward a friend or loved one.
Someone pays you compliments and you are appreciative. You may enjoy being with a group of friends
or co-workers later this afternoon. It has been a while since this group has been able to get together and
the time is perfect to gather in some favorite restaurant. You may even be able to get your own area so
that your group does not disturb others, perhaps, out-of-doors. Lots of fun conversations about dates
and hobbies and events are enjoyed. Until way into the summer, you will receive many psychic hunches
and it may be wise to carry a little notebook with you each day to write down your insights, date them
and give as much detail as possible.
PISCES (FEB. 19 - MAR. 20)
All in all, this is a productive and satisfying day. Others value you for your ability to make practical decisions
concerning group issues. It is time to consider that raise, promotion or new job. You are at your best and can
present yourself to others in a positive way. You appear perhaps more charming and refined than usual. If you
want, now could be the right time to accept or make a special date, or otherwise put your best foot forward. You
appreciate beautiful things and while you are looking for that particular outfit, be sure to compare the prices. You
may find this price comparing is well worth the effort. Turn the television off this evening and perhaps record to
view later if you must. Enjoy an evening out or some special one-on-one conversation.

Pineda cited the Clark Freeport where there are some
600 locators, some of which “feed and entertain thousands of foreign and local tourists daily.” She also mentioned the Clark International Airport (CIA) where there
are more than two million passengers expected to use it
in 2013.
“With the food we produce in Pampanga, we will not
go hungry and can provide the needs of households and
businesses,” she added in the dialect.
Pineda said that they will push for the establishment
of farmers’ trading posts in strategic locations, including
at the capital City of San Fernando, to ensure the steady
income of farmers and fishermen.
“Over the years, the farmers and fisher folk complained that ‘middle men’ earned more than them which
should not be the case. The farmers should be the first to
be protected,” said Pineda.
“We are not removing the opportunities of other
stakeholders to earn in farming and fishing. But the producers of the food should earn more from their yield,” she
added in the dialect.
Pineda said she will also work for the creation of a cold
storage facility due to the huge amount of fish production, including tilapia.
Pampanga is regarded as the “tilapia capital of the
Philippines,” producing some 95,000 metric tons of the
fish variety in recent data of the government. There are
at least 36,000 fish ponds in the province.
Pineda she will aggressively support the province’s
32,697 rice farmers and 5,433 corn farmers and disclosed they will prioritize agriculture for this year.
At least 54,000 hectares are allotted for rice production in Pampanga. •

dap, 13, and Khaela Rufino, 12.
This is the second incident of
drowning along Pampanga river in
a span of two days.
Last Tuesday, five persons
drowned when their boat capsized
in the river in the vicinity of San
Luis.
Apalit police Chief Supt. Homer
Penecilla said that based on initial
investigation, the two girls were
convinced by two other male teenagers to take a swimming lesson.
Upon reaching the deep end of
the river, the male teenagers alleg-
edly panicked and let go of the two
females who both did not know
how to swim.
The two male teenagers survived
by swimming back to shore.
Mandap’s father went hysterical
upon seeing the body of his daughter being recovered from the river
at around 8 a.m. The girl’s mother,
Cecilia, said she was not aware that
her daughter went out to swim with
friends.
The lifeless body of Rufino, on
the other hand, was recovered by
the rescue teams almost in the
same area where Mandap’s body
was found at past 12 noon.
Rufino’s mother, Emily, likewise
said had no knowledge that her
daughter went swimming.
With this development, the
Pampanga Provincial Disaster and
Risk Reduction Management Office (PDRRMO) is planning to call
for an emergency meeting with local officials covering the stretch of
Pampanga River to discuss and implement measures that would prevent similar drowning incidents.

The contract is more than 90 percent completed and
is expected to be fully completed before Pamintuan’s first
term lapses in June.
Aside from renewing this contract, Pamintuan said
he will also widen narrow roads, beautify Fields Avenue
in Barangay Balibago and develop the city’s heritage district.
Pamintuan has earlier revealed plans of changing the
landscape of Fields Avenue from a red light district to an
entertainment center for the whole family.
For the heritage district, the rehabilitation and preservation of the Pamintuan Mansion have already started.
During Pamintuan’s first term, he led the construction
of the City College of Angeles, the
city’s first dialysis center and the
improvement of medical services at
the Rafael Lazatin Memorial Medical Center, formerly known as Ospital Ning Angeles, among others.
Pamintuan is running under

San Pedro Barangay Captain Emilio Pangan said they
welcomed the plan of Pineda to prioritize agriculture this

around the community.
“As parents, we want to do everything possible to make
sure that our children are healthy and protected from preventable diseases. However, most parents especially those
living in the rural areas often forego vaccinations because
vaccines are expensive. Likewise, free vaccination is not
available all the time,” Zubiri said.
“Government agencies should act in sync with one
another. Time and precious life are wasted when agencies
prevent the regular free vaccination that is recommended
by health institutions such as the Health Department and
even international ones like the World health Organization (WHO)
At the same time, Zubiri said, the government “must
set a goal of at least 90 percent of children across the
country receive each vaccine recommended to protect
them from diseases. This should be increased periodically.”
Zubiri added that reaching this goal involves more
than giving vaccine--it requires public health activities
such as tracking children who are in need of vaccination,
educational outreach, and promoting public awareness of
the continued importance of vaccination across lifetime.
“Parallel to instituting mandatory free immunization,
the Health Department should likewise empower the
over-burdened barangay health workers and add more
personnel to visit the most inaccessible communities to
assess children’s medical needs especially an active file of
the immunization history individually and per community,” Zubiri said. •
