Sin embargo, la situación se
hizo más grave cuando sus calificaciones bajaron. Sentía una gran
depresión y enojo, pero sobre
todo estaba asustada.
Para Prieto, su vida tomó un
camino diferente cuando su
madre se acercó a Enlace Comunitario, una organización sin
fines de lucro que lucha por eliminar la violencia doméstica, y
le habló del grupo para jóvenes.
“Nos enseñan cómo puedes
superar la violencia y cambiar tu
vida”, dijo.
Mientras que para Lalo Venzor,
integrante del grupo de varones, llegar a Enlace significó un
cambio frente a la vida.
“Antes siempre me metía en
problemas, pero cuando empecé
a venir, cambié. No sé cómo pasó,
pero soy diferente; ahora tengo
planes de estudiar”, comentó.

ello, Enlace ofrece dos grupos
de apoyo: uno dirigido a joven-
citas y otro a varones; que sesionan simultáneamente todos los
jueves de 4 a 6 p.m.
De acuerdo con Margarita

sisters have a background in dance, but
after a while, Felissa decided to study law,
leaving the group in Israela’s hands.
Israela Garcia then formed Baila Baila
Inc., which includes the non-profit group,
Friends of Baila Baila. The company is a
way of teaching history, culture and heritage though performing arts.

She fell into a depression and
grew angry, but most of all, she
was frightened.
For Prieto, her life took a
different path when her mother
approached Enlace Comunitario, a non-profit organization
that fights against domestic violence, and spoke to her about a
group for young adults.
“They teach us how you can
overcome the violence and
change your life,” she said.
And for Lazo Venzor, a
member of the boy’s group,
finding Enlace meant a total
change of attitude.
“Before, I was always in
trouble, but when I started to
come, I changed. I don’t know
how it happened, but I’m different; now I have plans to study,”

chicos saben que no están solos; dejan
de sentirse culpables y empiezan a procesar los trauma pasados; aprenden
cómo comunicarse y nuevos patrones
de masculinidad”.
Aunque para integrar el grupo de
jóvenes las madres o padres deben
haber calificado para recibir apoyo
de Enlace, la institución está considerando abrir este servicio para la comunidad en general.
Sandra Ortsman, directora de Servicios para Violencia Doméstica,
comentó que junto con otras instituciones que trabajan por los derechos
de inmigrantes, están planeando abrir
una casa para inmigrantes en donde
habrá distintos servicios.
“La función de Enlace estará enfocada en fortalecer la familia de los inmigrantes, y daremos clases de crianza
de hijos, cómo tener una relación [de
parejas] saludable; porque pensamos
que es necesario prevenir la violencia
antes que pase”, agregó.

program Keep Santa Fe Beautiful, which is dedicated to environmental education, litter awareness and prevention and beautification programs, threw the
annual award ceremony, recognizing the work of individuals and
businesses.
Santa Fe residents Rick Martinez and Deanna Einspahr, longtime participants in semi-annual
community clean-up days, were
named Keep Santa Fe Beautiful’s
2009 Individuals of the Year. Los
Alamos National Bank was recognized as Business of the Year.

The award reception was held
to thank the hundreds of volunteers, businesses and organizations that support and contribute various environmental programs.
“Keep Santa Fe Beautiful’s

citizen volunteers and businesses who share in our goals and
our vision,” Montaño said.
The organization also sponsors the Adopt-a-Median program to landscape city street
medians, the annual Keep Santa
Fe Beautiful Golf Classic, the
Keep America Beautiful Wastein-Place program in local schools
and the Otra Vez: Trash to Treasures program.
“Without these vital partnerships we wouldn’t be able to
increase awareness of litter prevention, beautification, source

relacionan con la desaparición de Richard Robert Sanchez con sus hijos.
Según las autoridades,

de divorcio en el momento
en que los niños se declararon desaparecidos, pero
tenían un acuerdo, en el

su esposo. Entonces, él falló
en reportarse a su trabajo

Fiscalía General del Condado de Bernalillo.
“Las circunstancias que
envuelven su desaparición
no fueron normales”, aseguró Davis. “La familia nos
indicó que él se enfrentaba
a nueve años de prisión y
no regresaría a la prisión.

nos hicieron creer que el

Sanchez era buscado por

for at least two more men suspected of carrying out a
weekend robbery at a crowded Denny’s restaurant that
left one woman dead.
At least four masked men armed with handguns
and rifles ordered a manager to open the cash register Saturday morning and then took an undetermined
amount of money. Stephanie Anderson of Albuquerque, who worked as a cook at the restaurant, was killed
during the holdup.
Pablo Ortiz, 32, and Marvin Lopez-Aguilar, 22, are
being held without bond on charges of murder, robbery, 40 charges of kidnapping, five counts of child
abuse and tampering with evidence. The child abuse
counts are because five children were at the restaurant
during the robbery.
Police Chief Ray Schultz announced during a news
conference Monday that investigators have identified
25-year-old Francisco Melgar of Albuquerque as one of
the other men involved in the robbery. A warrant has
been issued for his arrest.
The fourth suspect has yet to be identified, the chief
said.
Investigators believe the group is linked to a number
of robberies that have occurred over the last month in
Albuquerque, including at least three robberies at restaurants. They also believe that Ortiz and Melgar are involved
with MS-13, a gang founded by Salvadoran immigrants.
The men had the numbers “503” shaved into their
heads. The numbers — the telephone country code for
El Salvador — are commonly worn by MS-13 members.
Schultz said Albuquerque police are working with the
U.S. Marshal’s Service, U.S. Immigration and Customs
Enforcement and the U.S. Border Patrol to apprehend
Melgar and identify and capture the fourth suspect.
Melgar is described as having a tribal tattoo on his
left arm, standing about 5-foot-5 and weighing 155
pounds. Police could not say whether Melgar was still
in the Albuquerque area.
Schultz stressed that the investigation was ongoing
and more charges could be filed if the group is found to
be connected with other robberies.
Schultz said the case highlights the need for state
statutes to include definitions for gangs and gang
members. Without the definitions, investigators have
a hard time tracking the extent of gang problems in
New Mexico communities.
“If nothing else, this case should help us be successful in the next legislative session in getting over
that one hurdle,” he said. “And without that hurdle, I
think we’ll be able to do many other good things to help
create statutes that effectively go after gang members
and the crimes they commit.”

Buscan sospechosos por atraco en un restaurante abarrotado

policía estaba en la búsqueda el lunes pasado por
dos sospechosos, que realizaron un robo en el fin de
semana en un restaurante
de la cadena Denny’s Restaurant, que dieron muerte
a una mujer.
Fueron cuatro hombres,
armados con armas de fuego
compactas y rifles, los que
ordenaron al gerente en abrir
la caja registradora el sábado
por la mañana y entonces
tomaron una indeterminada cantidad de dinero.
Pero Stephanie Anderson,
de Albuquerque, quien trabajaba como cocinera en el
restaurante, fue asesinada
durante el atraco.
Por lo tanto, Pablo Ortiz,

Dicho acuerdo establece la
posibilidad de que el Departamento del Trabajo nos acompañe
como ya se concibe hacia nuestros consulados móviles y atienda
las inquietudes de nuestros connacionales en esta materia. Los
derechos laborales, la capacitación de nuestro personal y la difusión de información son herramientas que permitirán a nuestros connacionales de tener la
seguridad de que si han trabajado en alguna empresa, maquiladora o área de construcción y su
patrón quiere aprovecharse de su
estatus migratorio, ellos podrán
defender sus derechos laborales.
Esto es muy importante, porque
en muchas ocasiones nuestros
connacionales hacen el trabajo
y luego no reciben remuneración alguna, por que los patrones
alegan que estos son “ilegales”. En
este sentido es importante que se
sepa que si alguien realizó un trabajo debe recibir su paga, y que
el Departamento del Trabajo del
EE.UU. tiene la manera de ayudarlo,

rights of Mexican laborers, the
Consulate of Mexico in Albuquerque signed a letter of agreement with the local Department
of Labor Wage and Hour Division.
This accord formalizes a collaborative relationship between both
parties, which seeks primarily to
inform Mexican workers about
their rights and how to find the
institutional pathways for their
defense in the case of abuse by
their employers. The document
was signed by Cynthia Watson,
regional director and public servant from the department.
Said agreement establishes the
possibility for the Department of
Labor to give us support, as they
already do in our mobile consulates, and to attend to the concerns
of our countrymen in these matters. Labor rights, the ability of our
staff and the spread of information
are tools that allow our citizens to
be certain that if they are working
for a company, in a factory, or at a
construction site, and their employer wants to take advantage of
their immigration status, they can
defend their rights.
This is very important because
on many occasions, our fellow
citizens do the work and later
don’t receive pay because their
employers allege that they are
“illegal” workers. In this case,
it’s important to know that if
someone completes a job, they
should receive their pay, and
that the U.S. Department of
Labor has a way to help them, no
matter their immigration status.
The office of the Consulate is

Santa Fe (AP) — El ex legislador
de Nuevo México, Vincent “Smiley”
Gallegos y tres personas más fueron
acusados de delitos en conexión a un
programa de vivienda suspendido
con sede en Albuquerque. Donde,
existe una deuda de $5 millones al
estado.
Gallegos, ex director ejecutivo de la
Autoridad de Vivienda para la Región
III, fue acusado por fraude, lavado de
dinero y conspiración en dos expedientes presentados ante el Tribunal
de Distrito de Albuquerque, el viernes pasado. Su abogado dijo que sería
sobreseído de estas acusaciones.
También fueron acusados el ex
consejero de bonos, Robert Strumor;
el contador Dennis M. Kennedy; y el
abogado David N. Hernández.
Las acusaciones fueron seguidas
por una investigación realizada por
la oficina del Fiscal General de Nuevo
México Gary King. Según un vocero
de la fiscalía King no realizará comentarios sobre este caso.
Los cargos contra Strumor y Kennedy incluyen fraude, lavado de
dinero y conspiración. Hernández
fue acusado solo por manipulación
de evidencia.
La Autoridad de Vivienda de la
Región III no reembolsó los $5 millones en bonos vendidos al Consejo de
Inversiones del Estado en el 2003 y

Un grupo de expedientes se relaciona sobre un préstamo de 300,000
dólares, realizado por una entidad
relacionada a la Región III en enero
del 2005, a una compañía de Gallegos. La acusación alega que Gallegos
“malversó o convirtió” los $300,000
para uso propio, a través de una confabulación de lavado de dinero.
El segundo expediente lo acusa de
fraude o malversación por la suma
de $343,000. Aunque no se especifica en la acusación, Podría referirse
este sobre la alegación del uso incorrecto de los dividendos procedentes de los bonos, según lo referido en
un reporte del Consejo de Inversiones del Estado, fechado en el 2006.
El Consejo de indica que la Región
III usó esa suma para comprar cinco
propiedades en Edgewook, pero esas
propiedades ya habían sido adquiridas por Región III.
Otras acusaciones en el Segundo
expediente incluyen la transferencia
de dinero a y desde cuentas bancarias que le pertenecen a Región II y
una entidad relacionada.
En el reporte del 2006 del Consejo de Inversiones del Estado (CIE)
se menciona que la autoridad usó
de forma incorrecta los dividendos
para pagar salarios y beneficios,
hacer préstamos y comprar vehículos.
El CIE llevó el pasado año a juicio
a Gallegos y Strumor en un intento
de recuperar los $5 millones.
Ese proceso legal, aún pendiente,
alega que Gallegos proveyó información falsa al consejo y malgastó
mucho de ese dinero, y que Strumor no representó correctamente la
forma en que la autoridad gastaría
el dinero proveniente de los bonos.
El Consejo de Gobiernos de
la Región Media tomó el control
de Región III en agosto del 2006,
cuando ocurrió la omisión. Esta
entidad todavía está intentando
disponer de los activos de la autoridad.
Y, el sistema de la autoridad de
vivienda regional ha sido renovado por una decisión legislativa.
Los siete programas que existían se
convirtieron en tres, los cuales le
han cedido poderes y el ejercicio del
control a la Autoridad de Financiación Hipotecaria.
Fue la segunda acusación efectuada en los recientes meses en alegatos delictivos por parte de funcionarios del estado.
En abril, el Comisionado de Regulación Pública Jerome Block Jr. fue
acusado, junto con su padre, por
supuesto uso indebido de fondos
con fines proselitistas determinado
para el sufragio del pasado año.
Estas personas son Demócratas.
Por su parte, el Presidente del
Par tido Republicano de N.M.,
Harvey Yates Jr. dijo que las acusaciones contra Gallegos “refuerza el
creciente sentimiento de que debemos cambiar el rumbo en el que el
estado está dirigido”.

que buscan el beneficio propio, han
explotado a expensas de los contribuyentes, su posición para obtener ganancias personales y políticas”, dijo.

New Mexico lawmaker Vincent “Smiley’’ Gallegos and
three others were indicted
on felony charges in connection with a defunct
Albuquerque-based
housing program that owes
the state $5 million.
Gallegos, the former
executive director of the
Region III Housing Authority, was charged with
fraud, money laundering
and conspiracy in two sets
of grand jury indictments
filed Friday in state District
Court in Albuquerque. His
attorney said he would be
cleared of wrongdoing.
Also indicted were the
authority’s former bond
counsel, Robert Strumor;
accountant Dennis M. Kennedy; and lawyer David N.
Hernandez.
The indictments
followed an investigation
by New Mexico Attorney
General Gary King’s office.
A spokesman said King
would have no comment.
The charges against
Str umor and Kennedy
include fraud, money laundering and conspiracy. Hernandez was charged only
with tampering with evidence, related to invoices.
The Region III Housing
Authority failed to repay $5
million in bonds sold to the
State Investment Council in
2003 and 2004.
The indictments allege
misuse of the bond proceeds.
Gallegos resigned in
2006 as the executive director of the agency, which
covered Bernalillo, Sandoval, Torrance and Valencia
counties and was intended to provide affordable
housing.
A Democrat, he represented a Clovis district in
the state House from 1987
through 1996.
“This is actually much
more complicated than it
looks, and it will go much

lawyer, Paul Kennedy. “We
have every confidence that
Smiley will be vindicated in
the end.’’
One set of indictments
relates to a $300,000 loan
made by a Region III-related entity in January 2005 to
a company owned by Gallegos. The indictment alleges
that Gallegos “did embezzle
or convert’’ the $300,000
to his own use through a
money-laundering scheme.
The second set of
indictments accuses Gallegos of fraud or embezzlement in the amount of
$343,000. Although it’s not
specified in the indictment,
that may refer to the alleged
misuse of bond proceeds
outlined in a 2006 State
Investment Council report.
The State Investment
Council says Region III
used that amount of money
ostensibly to buy five properties in Edgewood, but
those properties already
had been acquired by
Region III.
Other allegations in the
second set of indictments
involve the transfer of
money in and out of bank
accounts belonging to
Region III and a related

located in the vehicle and
their characteristics are
very similar to what occurred on the original day.’’
A child’s car seat was
found in the back of the car
and shoes of the sizes that
the boys would have been
wearing also were recovered, Garcia said.
The four sets of remains
from an adult, a younger
teen and two children will
be sent to the state Office of
the Medical Investigator to
be identified, he said. One
set “was almost completely deteriorated, which is
indicative of a small, small
child,’’ Garcia said.

going through a divorce at
the time the boys went missing, but had an agreement
under which Richard Sanchez could take the children
for a few days at a time.
The boys’ mother reported them missing after

report to work the Monday,
but had asked for that day
off, Hamby said.
“I don’t believe at anytime
that anyone thought that
there was going to be harm
to the kids,’’ Hamby said. “It
was just a parent taking their
child.’’
Sanchez and the children disappeared on the
eve of an initial trial date for
Sanchez, who was facing
charges stemming from
an unrelated August 2000
kidnapping and rape of a
child. Sanchez believed he
was to face trial on Aug. 13,
2001, but the trial date had
been continued, said Pat
Davis, a spokesman with
the Bernalillo County District Attorney’s Office.
“ The circumstances
surrounding his disappearance were not normal,’’
Davis said. “The family
stated to us that he was
facing nine years in jail
and he was not going back
to jail. All those circumstances led us to believe that he
intentionally fled and did
so with his children.’’
Sanchez was wanted by
the U.S. Marshal’s Service
for rape, kidnapping and
flight to avoid prosecution
charges.
Hamby said Sanchez’s
ex-wife, Susana, has been
notified about the submerged car. A message left
for an Albuquerque phone
number for a Susana Sanchez was not immediately
returned Friday and there
was no answer at a second
listing.
The state police dive
team on Wednesday spotted the car about 15 feet
under water near a boat
ramp while searching for
a pickup that accidentally went into the lake this
week. The area is a popular
fishing spot.
Investigators discovered
the remains last Thursday,
Garcia said.

changing Pledge rule

T h e st a t e Pu b l i c Edu cation Department has
proposed an update to
its rules that would allow
school children to opt
out of reciting the Pledge
of Allegiance, a morning
ritual in public schools
around the state.
Department rules state
that the Pledge of Allegiance shall be recited each
day in school.
The proposed one-sentence amendment to the
rule reads: “... any person
not wishing to participate
in the recitation of the
Pledge of Allegiance shall,
without consequences or
retaliation, be exempt from
reciting it and need not participate.’’
Public Education
Department spokeswoman Beverly Friedman said
a sparsely attended, twohour hearing for public
comment on proposed
changes to 29 department
rules, most of them administrative updates, was held
Wednesday. Friedman said
no one spoke about the
Pledge of Allegiance rule
change.
Public Education Secretary Veronica Garcia will
make the final decision
about the rules change,
likely this fall, but Friedman said she hasn’t expressed her opinion about whether she will approve the
change.
Friedman said policies
in New Mexico’s public
schools already allow kids
to opt out of the pledge.
“There really isn’t that
much of a difference. It’s
what has been practiced by
school districts throughout
the state,’’ she said.
Willie Brown, general
counsel for the Public Education Department, said he
suggested the amendment
to the pledge rule to put the
department’s rules in line
with a 1943 Supreme Court
ruling that schoolchildren
can opt out of reciting the
pledge for religious reasons.
“I looked at this rule.
When I read that, I knew it
was wrong. Because of the
First Amendment, you can’t
made every kid pledge allegiance,’’ Brown said.
The department began
reviewing the rules this
spring, the first time the
department has done so in
Brown’s 11 years there, he
said.
The American Civil
Liberties Union applauded
the department’s proposed
rule change.
“Clearly a mandatory
pledge is unconstitutional,’’ said Kathryn Turnipseed, the ACLU’s associate
director in New Mexico.
“Moving away from that is
a positive step.’’
Turnipseed said the
ACLU has received two
complaints in the last
three years in which
individual teachers have
forced or attempted to
force students to stand
and recite the Pledge of
Allegiance. Both incidents
occurred in Albuquerque and were addressed
by Albuquerque Public
Schools after the ACLU
brought the matter to the
district’s attention, Turnipseed wrote.
The Albuquerque district has a policy on reciting the pledge that states
no student may be coerced
into participating in the
pledge.

(DEP) del estado ha propuesto una
enmienda a sus reglamentos que permitiría a los estudiantes en optar por
no participar en el Juramento de Lealtad, un ritual matutino que se lleva a
cabo en las escuelas de N.M.
El reglamento del DEP establece
que toda escuela deberá de recitar el
Juramento de Lealtad diariamente.
La enmienda propuesta es de una
sola oración, indica: que “[…] cualquier persona que no desee participar
en recitar del Juramento de Lealtad
deberá, sin consecuencias o represalias, estar exentos de hacerlo y no
necesitan participar”.

New Mexico cattle rancher Judy
Keeler is keenly aware of how tough
it is to raise livestock in the dusty
desert near the U.S.-Mexico border.
Drought, intense heat, security
and illegal immigrants who cut
down ranchers fences and drink
water meant for livestock are constant concerns.
But Keeler and fellow ranchers
now have another worry.
The border fence, installed by the
Department of Homeland Security
to keep cars and people from crossing into the United States illegally, isn’t so good at blocking cattle in
some places. The new fence replaced previous livestock fences at some
points, and some stretches are so low
that cows can step right over it.
And because regulations in
Mexico are less strict, Mexican
herds are more likely to have bovine
tuberculosis and other communicable diseases.
“It’s kind of a hodgepodge of fencing,’’ said Keeler, president of the
Hidalgo County Cattle Grower’s
Association in Hachita in southwest
New Mexico. “The inconsistencies
along the border is what I’m trying
to get them to correct.’’
Some of the Mexican border
states don’t have the bovine TB-free
disease status enjoyed by most of
the U.S. border states, said Caren
Cowan, executive director of the
New Mexico Cattle Growers’ Association in Albuquerque.
That could lead to disease spreading to U.S. cattle, threatening the
nation’s beef industry, although
no infections blamed on Mexican
cattle have been reported recently.

states of California and Arizona say
they haven’t heard complaints from
ranchers on the issue of border fencing and livestock protection.
In Texas, a high fence along the
border is needed to control the flow
of wildlife and cattle from Mexico,
said Susan Durham with the South
Texans’ Property Rights Association in Falfurrias, Texas. Disease
concerns there include Cattle Fever
Tick, a parasite eradicated from the
United States 65 years ago that can
transmit disease to cattle.
In New Mexico, complaints
focus on differing heights and
styles of fence. While most people
envision a 20-foot-tall fence all
along New Mexico’s border, Keeler
said the fence at some points —
where the barrier is meant to stop
vehicles, not people on foot or cows
— is only 3 feet high.
Some types of fence have high,
closely placed steel beams, while
others are a design of thick post and
rail fencing.
Then there’s what’s called a Normandy barrier, where X-shaped steel
beams have a middle rail to link the
structures to stop vehicle traffic.
The type of fence for a given area
was chosen based on topography,
needs and cost, said Doug Mosier,
spokesman for the Border Patrol’s El
Paso, Texas, sector, which includes
128 miles of fence in New Mexico
and portions of two West Texas
counties under its jurisdiction.
“Farmers and ranchers are
happy to see the infrastructure in
place,’’ Mosier said. “This is the first
major step that the U.S. government has taken to assess needs
along the U.S. border, and there
will be more to come.’’
Mosier said there was no fencing in some areas when they started the project last year, and some
areas and fences that did exist were
showing wear.
Barbed wire fences were replaced with better fences when the new
barrier was installed, said Terry Kranz,
assistant patrol agent in charge at the
Border Patrol’s Lordsburg station.

decidieron permitir que un lobo gris
mexicano vinculado con las matanzas de cuatro animales de cría permanezca libre en su hábitat natural en el
suroeste de Nuevo México.
Benjamín Tuggle, director del
Servicio de Pesca y Vida Silvestre
de EE.UU., tomó la decisión el viernes sobre el principal macho de la
manada de lobos de San Mateo.
A pesar de una política que autoriza a la agencia el retirar a un lobo
de su hábitat al ocurrir tres matanzas en un año, indicó Tuggle a través
de una misiva al programa coordinador de recuperación del lobo gris
mexicano, que el trasladar al animal
podría dañar el potencial de recuperación de la población.
El lobo macho —conocido como
AM1114— está criando a cuatro crías
de 8 semanas con la ayuda de la hembra
alfa de la manada, señalaron oficiales.
“Ésta es una manada productiva.
Están produciendo crías”, expuso Jose
Viramontes, portavoz de la agencia. “El
Servicio de Pesca yVida Silvestre se ocupa
de asegurar la reintroducción exitosa del
lobo Mexicano y esto adelanta esa meta.
El director regional pensó, tomando en
cuenta esa meta, que podríamos dejar
al animal ahí por más tiempo”.
Michael Robinson del Centro para
Diversidad Biológica, un grupo que ha
criticado la manera en la cual la agencia ha manejado el programa de reintroducción, llamó la decisión como
una “buena noticia”.
Robinson indicó que el éxito reproductivo de la manada de San Mateo
es “extraordinariamente importante,
sólo tomando en cuenta la pequeña
población y la escasez de parejas
reproductivas que existe en Nuevo
México al igual que en Arizona”.
El lobo mexicano, una subespecie
del lobo gris, fue exterminado de su
hábitat en el suroeste al llegar los años
1930. En 1998, el gobierno empezó a
reintroducir a los lobos a través del
borde de Arizona-Nuevo México en
un territorio de 4 millones de acres,
más el intercalado bosque, terrenos
privado y poblados.
Los biólogos esperaban obtener por
lo menos 100 lobos silvestres actualmente y 18 parejas reproductivas. El
estudio mas reciente demostró que
existen 52 lobos y tan solo unas cuantas parejas reproductivas entre Nuevo
México y Arizona a finales del 2008.
Tuggle pidió en su misiva que el

have decided to allow an
endangered Mexican gray
wolf that has been linked
to four livestock killings to
remain in the wild in southwestern New Mexico.
U.S. Fish and Wildlife
Service regional director
Benjamin Tuggle made the
decision Friday regarding
the alpha male of the San
Mateo pack.
Despite a policy that
allows the agency to remove
a wolf from the wild after
three livestock kills in one
year, Tuggle said in a memo
to the coordinator of the
Mexican gray wolf recov-
ery program that removal of
the animal could hurt any
potential population gains.
The male wolf, known
as AM1114, is raising four
8-week-old pups with
help from the pack’s alpha
female, officials said.
“This is a productive
pack. They’re producing pups,’’ said agency
spokesman Jose Viramontes. “The Fish and Wildlife
Service is in the business
of successful reintroduction of the Mexican wolf
and this aids that. The
regional director felt with
that goal in mind we’d be
able to leave the animal
out there longer.’’
Michael Robinson of the
Center for Biological Diversity, a group critical of the
way the agency has handled the wolf reintroduction program, called Tuggle’s decision “good news.’’
Robinson said the reproductive success of the San
Mateo pack is “extraordinarily important just given
the tiny population size and
the very, very few breeding pairs that exist in New
Mexico as well as Arizona.’’
The Mexican wolf, a subspecies of the gray wolf,
was exterminated in the
wild in the Southwest by
the 1930s. In 1998, the government began reintroducing wolves along the Arizona-New Mexico line in a
4 million acre-plus territory
interspersed with forests,
private land and towns.
Biologists had hoped
to have at least 100 wolves
in the wild by now and 18
breeding pairs. The most
recent survey shows there
were 52 wolves and less
than a handful of breeding
pairs scattered between
New Mexico and Arizona
at the end of 2008.
Tuggle requested in his
memo that the recovery
program’s interagency field
team continue to monitor
the San Mateo pack and try
to prevent any further livestock kills by the pack.

acids. The gas cows belch is
the dairy industry’s biggest
greenhouse gas contributor, research shows, most of
it emitted from the front and
not the back end of the cow.
“I just figured a cow was
a cow and they were going
to do whatever they were
going to do in terms of cow
things for gas,’’ said Dellert.
“It was pretty shocking to
me that just being organic wasn’t enough, actually. I really thought that here
we’re organic, we’re doing
what we need to do for
the planet, we’re doing the
stuff for the soil and I really
thought that was enough.’’
She learned it wasn’t.
The dairy industry contributes about 2 percent to
the country’s total greenhouse gas production, said
Rick Naczi, a vice president
at Dairy Management Inc.,
which funds research and
promotes dairy products.
Most of it comes from the
cow, the rest from growing
feed crops for the cattle to
processing and transporting the milk.
To satisfy consumers’
demands for sustainable
production, the Innovation Center for U.S. Dairy in
Rosemont, Illinois, is looking
at everything from growing
feed crops to trucking milk
to reduce the industry’s greenhouse gas emissions by 25
percent by 2020. That would
be the equivalent of removing about 1.25 million cars
from U.S. roads every year,
said Naczi, who manages the
program.
One way is by feeding
cows alfalfa, flax and grasses, all high in Omega 3s,
instead of corn or soy, said
Nancy Hirschberg, head of
Stonyfield’s Greener Cow
Project. The feed rebalances the cows’ rumen,
the first stomach of ruminants, and cuts down on
gas, she said. Another way
is to change the bacteria in
a cow’s rumen, Naczi said.
When Stonyfield first
analyzed its contribution
to global warming in the
late 1990s, the company
thought its factory in Londonderry, New Hampshire,
produced the most greenhouse gases.
“And when we got the
report and our number one
impact on climate change
was the milk production,
we were completely stunned,’’ she said.
A study showed that the
single biggest source was the
cow’s enteric emissions: gas.
The company funded
energy audits on farms and
research on small manure
digesters so farmers could
produce energy from
methane gas.

¡A bailar!
Un grupo de danza folclórica obtiene
una reputación de nivel nacional

de danza que estaba iniciando.
Ambas hermanas tienen experiencia en la danza, pero después de un rato, Felissa deci-
dió dejar el grupo en manos de
Israela.
La actual directora del grupo
folclórico entonces conformó
Baila Baila Inc., en el que se
incluye el grupo no lucrativo;
Friends of Baila Baila. La compañía está en camino de enseñar historia, cultura y herencia a
través de las artes escénicas.
Además al grupo dancístico,
Garcia, quien es la directora de de
Baila Baila, enseña danza y clases
de vocalización a estudiantes que
van desde los 2 años hasta adultos mayores.
“Con el el pasar de los años
hemos enseñado a miles de estudiantes”, aseguró.
Actualmente, con más de cuarenta miembros, bailarines que
fluctúan entre estudiantes y adultos, al igual que mujeres y hombres, entre estos hay bailarines
que han estado en este grupo
desde que eran niños.
En escena, Garcia les mantiene
bailando en dos grupos para la
mayoría de la función, pero en
su gran final todos bailan juntos.
Durante una función que se
presentó el viernes para la Conferencia Evangélica Cristiana,
realizado en el Centro de Convenciones de Albuquerque,
los bailarines impresionaron a
su audiencia por su dancística
representación.

un ritmo al compás de la música

a Arizona para la competencia Starbond National Talent, la
más grande en su tipo en toda la
nación, donde se colocaron en
primer lugar en ambas divisiones; juvenil y de adultos.
La competencia nacional dará
lugar del 21-23 de julio en San
Antonio, Tex.
La importancia de tener una
vía para los estudiantes es en
ocasiones mayor que el final de
la línea, indicó Garcia, que es
donde Amigos de Baila Baila se
desenvuelve.
El grupo realiza una colección de capital para becas para
sus estudiantes que atienden a
la academia, al igual que para las
jóvenes bailarinas que compiten
nacionalmente.
Garcia dijo que ellos no han
realizado la meta de una colecta

Along with a dance group,
Garcia, who acts as director,
also runs an academy through
Baila Baila, teaches dance and
vocal lessons to students from
age 2 to seniors.
“Over the years we have
taught thousands of students,”
she said.
With over forty members,
dancers range from gradeschool age to adults, both male
and female, some of whom have
been with the group since they
were kids.
Garcia has them dance in
two groups for most of the performance, but in their grand
finale they dance together.
At a performance last Friday
for the Evangelical Christian
Conference at the Albuquerque
Convention Center, the dancers
impressed the audience with
their performance.
The dancers smiled as they
moved smoothly across the
stage, dancing in rhythm to
the traditional music from
Mexico.
The young girls’ dresses
during the first dance were the
color of Mardi Gras beads and
had enough ruffles to make
Carmen Miranda proud. The
group of older girls came out
in lace dresses, traditional to the
Mexican state of Veracruz.
The dance group tries to go
to as many competitions as they
can afford from their fundraising efforts.
Since its initiation this has
earned them many awards.
Most recently they traveled to
Arizona for the regional Starbond
National Talent Competition, the
largest of its kind in the nation,
where they placed first in both
the junior and senior divisions.
The national competition
will take place in San Antonio,
TX July 21-23.
The importance of having
this outlet for the students
sometimes outweighs the
bottom line, Garcia said, which
is where Friends of Baila Baila
comes in.
The group raises money for
scholarships for students to
attend the academy, as well as for
the girls to compete nationally.
Garcia said that they have
not made the fundraising goal
for this trip yet but hopes for
community support.

Santa Fe — Perhaps for many, a housewife’s
chores are anything but rewarding.
However, Adalucía Quan doesn’t see it that
way. Before writing her third children’s book,
she spent over 20 years taking care of her husband, changing dippers and writing her ideas
on napkins or pieces of paper.
And she credits her experience as a mother
and a wife to the story for her award-winning
children’s book, The Song of the Coconut.
The children’s book received three awards
at the 2009 International Latino Book Awards.
It won the Best Educational Children’s Book in
English, second place in Best Cover Illustration,
and second place in Best Book’s Interior Design.
“The Song of the Coconut took me a year to
write and illustrate,” she said. “The illustrations
are collages. You could say my palette of colors is
a mass of papers that I keep painting and collecting; later I cut and paste them, depending on
the shape of the illustration.”
The International Latino Book Awards contest has over 50 categories and is organized by
Latino Literacy Now, a nonprofit organization
that supports and promotes literature and literacy in the Latino community in the U.S.
“To be honest, I didn’t think I was going to
win anything,” said the writer, who was born
in Lima, Peru. “In that contest, there were
people like Rigoberta Menchú, who won the
Nobel Peace Prize; Oscar Hijuelos, Pulitzer Prize
winner. They are now writing books for children
and youth, so the competition was very hard.”
The Song of the Coconut’s young protagonist is Kiko, a coconut who enjoys life at the
top of the palm tree with his family until when
some children insult him and his family, and
Kiko turns into an insecure and bad-tempered
coquito (nut).
“As a mom you go through this […] children
get upset with their parents, children feel bad
because there is a stage in their life when friends
are so important and they get into trouble,”
she said.
At the end of the children’s story, the author
included some information about coconuts,
for example, that it is the fruit and the seed of
the palm tree.
According to Quan, book’s literary success is
amazing to her; however, the writer is not new
to this contest. La Chica de Mendiburo (The Girl
from Mendiburo), her second book published in
2006, won four awards at the 2007 International
Latino Book Awards including the Best Young
Adult Fiction in Spanish. Earlier this year, Santillana Publishing House bought the distribution and translation rights for the book, which
will be translated into Spain’s various languages like Catalan, Galician and Basque; as well
as to Portuguese.
“I want to write books that have a positive
message for children and young people. It is
very important to me that my books have a universal message; that you as a Latina or a Hindu
or a Chinese person can identify with the story,”
she said.
Quan also teaches Spanish at Santa Fe Community College and received her MA in Art Education at the University of New Mexico.

ser un nuevo ejemplo del uso de la
violencia para impulsar una causa.
En semanas recientes, un octogenario blanco, racista, fue acusado de
matar a un guardia negro en el Museo
del Holocausto de Washington y un
individuo que se opone al aborto habría
matado a tiros a un médico que realizaba esas intervenciones en Kansas.
El que elementos del movimiento
contra los indocumentados hayan
recurrido a la violencia no sorprende
a Heidi Beirich, directora de investigaciones del Southern Poverty Law

Shawna Forde’s anti-illegal immigration Web site says her group
was “doing the job our government
won’t do.’’ They wanted to patrol
the border, but her small band of
activists needed money to do it.
So, authorities say, Forde and
two men dressed up as Border
Patrol agents and broke into the
southern Arizona home of a man
they thought was a drug dealer,
hunting for money or drugs to sell.
They found neither, but killed the
man and his 9-year-old daughter.
The May 30 killings rocked an
anti-illegal immigration movement
that prides itself on being vocal but
not violent, and added to a growing
list of activists unafraid of using violence to advance their aims.
In recent weeks, a white supremacist was accused of killing a
black guard at the U.S. Holocaust
Museum in Washington, D.C.,
and an ardent abortion foe allegedly shot and killed a prominent
Kansas abortion doctor.
The possibility that activists in the
anti-illegal immigration movement
would use violence did not surprise
Heidi Beirich, research director at the
Southern Poverty Law Center, which
monitors hate groups.
“We figured for a long time that
we were going to get violence out
of this movement,’’ she said.
Her organization says
the number of hate groups
nationwide has risen 54 percent
since 2000, fueled by opposition
to Hispanic immigration and,
more recently, by the election of
the nation’s first black president
and the economic downturn.
Several groups focusing on stopping illegal immigration formed
in the past half-dozen years, and
many were drawn to southern Arizona, the busiest corridor in the
U.S. for illegal border crossings.
While the movement has been
largely peaceful, it seemed a matter
of time before someone would be
accused of resorting to violence.
“Some are using the movement
to promote their own bigoted, racist
ideology,’’ said Brian Levin, director
of the Center for the Study of Hate
and Extremism at California
State University-San Bernardino. “But I want to be clear: That’s
not everyone in the movement,
and it poses a real problem.’’
He said the movement’s message attracts people with ulterior

North Korea test-fired a similar long-range
missile on July 4 three years ago, but it failed
seconds after liftoff.
A spokesman for the Japanese Defense Ministry declined to comment on Yomiuri’s report,

Su jefe fue asesinado a golpes y su
cuerpo fue tirado en un lote vacío:

Luego apareció en un terreno de fútbol
el cadáver decapitado de otro vendedor: la cabeza estaba junto al cuerpo.
Rodríguez, de 30 años, se cuidaba.
Sabía que sus enemigos sólo lo atraparían si lo sorprendían dormido o
drogado. El temor, sin embargo, hizo
que este adicto a la anfetamina, que
vendía drogas en un barrio del sector
oriental de Tijuana, se sintiese más

Razones no le faltaban.
Se habla mucho de la guerra entre
los carteles de las drogas por las mejores rutas para hacer llegar la mercancía a Estados Unidos, pero un elemento que adquiere cada vez mayor
importancia es la batalla que se libra
diariamente en las calles por el creciente mercado de consumidores
mexicanos.
En esa batalla, los vendedores
como Rodríguez, que el gobierno
describe como “narcomenudistas’’,
corren gran peligro de ser asesinados.
Los vendedores son un blanco fácil
para las bandas que quieren ampliar
su área de operaciones, pues se los
encuentra en las esquinas sin guardaespaldas ni vehículos blindados.
Los “narcomenudistas’’ figuran
prominentemente entre las 10.800
personas que murieron en incidentes relacionados con el narcotráfico
desde que el presidente Felipe Calde-
rón declaró una guerra abierta contra
los carteles en 2006, especialmente en
las ciudades fronterizas con Estados
Unidos, donde se registran las batallas más sangrientas.
En Tijuana, el 90 por ciento de los
muertos son vendedores callejeros,

death and dumped in an
empty lot, his teeth and
fingers missing. Then one
of Rodriguez’s underlings
turned up in a soccer field,
his head next to his body.
Rodriguez, 30, knew his
enemies could only get him if
he was asleep or high. But the
thought made the longtime
addict, who sold methamphetamine in his eastern
Tijuana neighborhood, more
jittery than usual.
“He felt like something
was about to happen,’’ said
his mother, Maria de la Luz
Estrada.

and more, they’re battling
for an exploding number
of Mexican consumers, a
market that barely existed a decade ago. While the
U.S. is expected to remain
the largest and most-coveted market, local consumers

That makes street dealers like Rodriguez prime
targets for assassins. Lowlevel sellers are easy prey
for rivals seeking to expand
turf, because they work
openly on street corners
without bodyguards or

Drug dealers account
for many of the 10,800
people killed since Mexican President Felipe Calderon began a crackdown on
cartels in 2006 — particularly in border cities where
the battles are fiercest. In
Tijuana, they fill at least 90
percent of the body bags,

cartels to expand sales at

Mexico counted 460,000
drug addicts in a preliminary government survey
last year, up more than 50
percent from 2002, a figure

mayors in western Michoacan state on suspicion of
protecting La Familia cartel.
So far, however, few
high-profile arrests have
taken place in Ciudad
Juarez, even though it had
about 1,600 drug-related
killings last year, more than
any other Mexican city.
Through mid-June of this
year, there have been 800
killings in the city of about
1.3 million people.
Nationwide, more than
10,800 people have been
killed in drug violence
since Calderon launched
his offensive in December
2006.
With the deployment
Saturday, 5,500 troops are
now in Ciudad Juarez with
another 1,300 patrolling
surrounding areas.

foreign media from reporting from the street and
allow only phone interviews and information

news reports, blogs and
Internet reports in Farsi.

The BBC’s Jon Leyne has
been ordered to leave the
country, a BBC spokesman
said on condition of anonymity in line with company
policy.
Ali Mazroui, the head
of the Association of Iranian Journalists, was arres-
ted Sunday morning, RSF
said. Overnight, husbandand-wife Bahaman Ahamadi Amoee and Jila Baniyaghoob were arrested by
plainclothes officers who
searched their home, RSF
said.
Baniyaghoob edits a
news Web site that focuses
on women’s rights, and her
husband writes for various
pro-reform publications.
Others detained include
a blogger known as the
“Blogging Mullah,’’ a cartoonist, a TV producer, the
publisher of several newspapers, a disabled former
newspaper editor and a
business reporter.
Nakhle Elhage, news
director at Dubai-based
Al-Arabiya television network, said authorities told
them their activities have
been suspended until further notice but did not ask
their resident correspondent Diaa al-Nasseri — an
Iraqi — to leave.
Last Sunday, Al Arabiya in Tehran was told
by the authorities to suspend their activities for
one week.

Seven state officials have
been arrested for negligent
homicide in a day care fire
that killed 47 children in
northern Mexico, an official said Monday.
The seven are officials
with the northern Sonora
state Finance Department,
which operated a warehouse where the June 5 fire
started, then spread to the
adjacent day care center,
said Sonora State Attorney
General Abel Murrieta. He
said arrests warrants have
been issued for six other
Finance Department officials.
“They are employees
and officials with the
Finance Department who
have a direct responsibility
for the warehouse where
the fire started,’’ Murrieta
said at a news conference.
Investigators say the
fire may have been caused
by a short circuit or overheating in the warehouse
air conditioning system.
There were no fire alarms
or extinguishers at the
warehouse for cars, tires
and paperwork.
The blaze spread to the
roof of the day care, sending fire raining down on
the children and teachers.
Thirty children died the
day of the fire in Hermosillo, the Sonora state capital,
and many more were badly
injured. The 47th victim, a
3-year-old girl with burns
on 65 percent of the her
body, died on Sunday.
Murrieta said it was up
to federal prosecutors to
decide whether the owners
of the day care would face
charges because the national Social Security Institute
had outsourced services to
the privately run center.
The day care center
passed a safety inspection
on May 26, and its owners
have said there were three
clearly marked emergency
exits.
But firefighters, parents
and civilian rescuers said
they fought to evacuate the
children through the only
door that was not blocked
and through large holes
that neighbors had punched through the walls.
Although the day care
center had fire alarms, they
failed to go off because the
smoke seeped through a
space between the roof and
the ceiling panels where the
alarms were attached.
The Social Security Institute said it would file a civil
lawsuit against Sonora’s
Finance Department and
the day care owners for
negligence.

sedada y con ventilación
asistida.
El director del IMSS,
Daniel Karam, informó el
domingo que el organismo
federal presentará una
demanda contra los propietarios de la guardería ABC
y la secretaría de Finanzas
de Sonora, que operaba la
bodega donde comenzó el
incendio que se propagó a
la estancia infantil.
Karam señaló que el
incendió fue resultado de
negligencias de los responsables de la bodega del área

Franchitti ganó el domingo la carrera de
IRL en Iowa con su segunda victoria en
dos largadas en el circuito de Newton,
mientras Helio Castroneves llegó séptimo
pese a que había partido desde el primer

Franchitti tomó el liderato de la carrera
cuando quedaban 50 vueltas y se escapó

Franchitti took the lead with 50
laps to go and cruised to victory in the Iowa Corn Indy 250
on Sunday, earning his second
win in two trips to Iowa Speedway.
Franchitti beat Ryan Briscoe
by just over five seconds to take
his first checkered flag since the
Streets of Long Beach in April
and move into second place in
the IRL standings. It was the
10th career IndyCar win for the
Scot, who took the lead three
laps after making his final pit
stop on the 7/8-mile oval.
Briscoe finished second
for the third straight race despite leading for 85 laps. Hideki
Mutoh took third. Dan Wheldon was fourth, while pole-sitter
Helio Castroneves took seventh.
Briscoe maintained his lead
in the points race — becoming
the first driver this season to do
so for more than one race. He’s
three points ahead of Franchitti
and 15 up on Scott Dixon, who
finished fifth.
The start of the race was
marred by a number of accidents and cautions. By the halfway point, seven cars had been
knocked out — including Tony
Kanaan, who had led for 48 laps.
Kanaan crashed for the third
time at Iowa, this time by hitting the wall shortly after a pit
stop. After three straight topfive finishes to start the season,
Kanaan hasn’t finished three of
his last four races.
Worse yet, Kanaan has crashed in the same corner three
straight years at Iowa.
Danica Patrick took her first
lead of the season 38 laps in after

In a final hour packed with
emotion, Lucas Glover
played a steady hand to win
the U.S. Open.
So many amazing stories belonged to contenders
all around him Monday at
Bethpage Black, from Phil
Mickelson’s stirring bid to
win for his beloved wife as
she battles breast cancer, to
David Duval coming out of
nowhere to nearly win for
the first time in eight years.
Glover kept his cap
tugged low and played the
kind of golf that wins a U.S.
Open under any conditions.
He made only one birdie
in the rain-delayed final
round, and it could not
have been timed any better.
Glover holed a 6-foot putt
on the 16th hole to break
one last tie for the lead,
then held on with pars to
close with a 3-over 73 for a
two-shot victory.
“It was a test of patience,
that’s for sure,’’ Glover said.
“It was just heart today.’’
It was sheer heartache
for Mickelson.
His wife, Amy, is due
to have surgery for breast
cancer next week. She left
cards and text messages
asking him to bring home
the silver trophy from a U.S.
Open that has taunted Lefty
for a decade.
Right when it was in his
grasp, Mickelson let it slip
away again.
He missed a three-foot
par putt on the 15th hole,
and another par putt from
eight feet on the 17th that
ended his dream finish.
Mickelson closed with a 70
and wound up in a threeway tie for second with

Even more stunning was
the revival of Duval.
The former No. 1 player
in golf came to the U.S. Open
as a qualifier who had plunged to No. 882 in the world.
Showing remarkable resiliency throughout the week,
Duval recovered from another big number — a triple
bogey from a plugged lie in
a bunker — and surged into
a share of the lead with three
straight birdies.
Tied for the lead with
two holes to play, his 5-foot
par putt on the 17th cruelly caught the back of the lip
and spun 180 degrees out
on the other side. He shot
71 for his best finish on the
PGA Tour since he won the
British Open eight years ago.
Barnes, who set the
36-hole Open scoring record,
never had much of a chance.
His swing got him into more
trouble than he could handle
as he went out in 40, 5 over
par, and never quite recovered until it was too late.
That left Glover the most
unlikely champion.
The 29-year-old from
South Carolina, who chews
tobacco and listens to Sinatra, had not won since
holing out a bunker shot
on the final hole at Disney
nearly five years ago.
But this was no fluke.
Once he was handed the
lead by Barnes’ collapse,
Glover was rock-solid on a
water-logged course. And
when he hit two of his best
shots of the final round to the
16th green for his lone birdie,
it made for an anticlimactic
finish to a U.S. Open that had
more delays than drama.

content, a process patented by French nutrition
company Valorex SAS,

emissions are calculated.
Since January, Coventry
Valley Farm has reduced its
cows’ belches by 13 percent.
At another farm, they’ve
gone down 18 percent.
Maikshilo and Dellert
have also noticed a difference in Hester, Rosebud,
Pristine and their other
cows. The coats of the
black and white Holsteins
and brown Jerseys are shinier and they’ve had fewer
foot problems and no stomach ailments, they say.
So far, it hasn’t cost them
any more for their custommade grain, which the cows
only get in the winter. Now
they’re out grazing on grass
in the pasture, getting as
many Omega 3s. And the
farm’s vet bills have gone
down.
It’s a win-win for farmers, said Naczi.
“It’s just the right thing
to do,’’ he said.

center also has a water collection
system, meaning no potable water
will be used for irrigation purposes.
In addition to its many energyefficient features, the facility is made
of 21 percent recycled material.
As part of the governor’s 2006 executive order, all state building construction and renovation projects
over 15,000 square feet must at least
be LEED Silver certified. This means
they conform to a series of points
determined by the U.S. Green Building Council, rating energy savings,
water efficiency, carbon emissions
reduction, improved indoor environmental quality, and stewardship
of resources.
While much of this stems from
the design, the success of the project came from collaboration between architect and general contractor, said Steve Adams, project
manager with the Jaynes Companies, which was responsible for the
construction.
The “green” revolution is changing not only the way architects
design their buildings, but also the
way contractors build them.
“It’s a new way of thinking for
contractors and subcontractors, and
all the way to the tradesmen on the
site,” Adams said. “We’re having to
educate everyone who comes on the
site and performs, because it’s something they haven’t done before.”
Tradesmen have to use different
products and techniques, to reduce
pollution, in addition to separating
their waste.
“We diverted 84 percent of the
constructional waste that would
normally go to the landfill,” Adams
said.
The company recycled 88 tons
of waste, in total. This includes cardboard, metal, scraps of wood, and
even concrete.
And in New Mexico, the contractor assumes the cost of the recycling
process.
“We have to pay for that,” Adams
said. “It’s a lot cheaper to just dig a
hole and bury it out in the landfill.
“ The recycling industr y is
so young, that we have to start
somewhere. Ultimately, there will be
a demand for this recycled material,
and the price will go up,” he said.
