gestión de la calidad”
Bienvenidos al Foro Nacional e Internacional por la Calidad en Salud “De las palancas hacia la construcción de un marco
regulatorio y de gestión de la Calidad”, este año hemos preparado para ustedes una agenda ambiciosa, con un grupo
de ponentes nacionales e internacionales del más alto nivel en sus materias.
Iniciaremos con el mensaje de Donald M. Berwick, Presidente emérito del Instituto de Mejora Continua de la
Calidad (IHI) de Estados Unidos de América, quien nos hablará acerca de la triple meta del IHI y de lo que implica la
transformación de los sistemas de salud, posteriormente se hará entrega del Premio Nacional de Calidad en Salud con
la presencia de la Dra. Mercedes Juan López, Secretaria de Salud, y se dará un reconocimiento a los mejores carteles
inscritos para la emisión 2015.
Consideramos que la implementación de un modelo de gestión de la calidad en los establecimientos de atención a la
salud es de gran utilidad para ofertar una atención médica con calidad, por lo que hemos destinado los dos primeros
días del Foro para exponer cada uno de los componentes del modelo adoptado por la Secretaría de Salud, mismos
que serán desarrollados por expertos nacionales e internacionales en la materia, desde la atención centrada en el
paciente, la población y la comunidad, hasta lograr resultados de valor haciendo énfasis en el liderazgo, la planeación
basada en las necesidades de los usuarios, el uso de información para la toma de decisiones, la responsabilidad social,
cuidando los procesos para otorgar una atención médica segura, así como el desarrollo y satisfacción del personal para
encontrar bienestar en las organizaciones. Esperamos que estos bloques sean de utilidad para la implementación del
modelo de gestión de la calidad en sus lugares de trabajo y así mejorar el acceso efectivo, la experiencia satisfactoria
de los usuarios al transitar por el sistema de salud, contar con organizaciones confiables y seguras, controlar los
costos y lograr la salud de la población.
Perfilando el programa hacia lo que son los grandes retos, hemos incluido también la participación de Mariel Hawley
Dávila, la primera mujer mexicana en completar la Triple Corona de natación en aguas abiertas, quien nos compartirá
su experiencia para poder completar este gran desafío y con su ejemplo nos demostrará que podemos alcanzar las
metas que nos pongamos.
Durante la noche del 14 de octubre hemos preparado para ustedes la presentación del libro “La Calidad de la Atención
a la Salud en México a través de sus Instituciones”, con la finalidad de dar a conocer lo que cada Institución ha
implementado y trabajado a través de los años hasta la actualidad en torno a la Calidad de la Atención en Salud.
Hemos escogido para ustedes un entorno cultural para realizar la firma del Manifiesto “Regulación de la Calidad en
Salud”, esta actividad tendrá lugar en el Museo Nacional de Antropología de la Ciudad de México la noche del 15 de
octubre, tendremos el privilegio de contar con importantes autoridades de Brasil, Colombia, Chile, Francia y Perú,
quienes conjuntamente con México expresarán en una ceremonia solemne su interés por la importancia de impulsar
y fortalecer la implantación de estrategias que permitan el acceso efectivo a servicios de salud con calidad, así como
lograr la vinculación con otros países para conocer y, en su caso, replicar las experiencias exitosas en materia de
calidad, participación ciudadana, acreditación y regulación.
Finalmente el último día de actividades está destinado a que representantes de los países de Argentina, Brasil,
Colombia, Chile, Francia, Perú y México compartan su experiencia en la regulación de la Calidad de la Atención en
Salud. Chile y México compartirán la experiencia en la Acreditación como herramienta para garantía de la Calidad
y cerraremos con tres talleres relacionados con terceros autorizados para la acreditación de unidades médicas,
formación de acreditadores, y la preparación hacia la acreditación.
Esperamos que el programa preparado para ustedes sea de utilidad para mejorar el trabajo cotidiano, que hace que
con la suma de los esfuerzos de todos podamos tener sistemas de salud más fuertes que logren poblaciones más
sanas.

MERCEDES JUAN LÓPEZ
Secretaria de Salud
La Dra. Mercedes Juan López ocupa el cargo de Secretaria de Salud desde el 1° de
diciembre del 2012.
Médico cirujana por la UNAM, con especialidad en medicina de rehabilitación;
y estudios de posgrado en Alta Dirección en el IPADE. En el servicio público, ha
desempeñado diversos cargos como: Secretaria Técnica del Gabinete de Salud de
la Presidencia de la República; Subsecretaria de Regulación y Fomento Sanitario
de la Secretaría de Salud, Secretaria del Consejo Nacional de Salud; Secretaria del
Consejo de Salubridad General; Titular de la Comisión de Operación Sanitaria de la
Comisión Federal para la Protección contra Riesgos Sanitarios; todos ellos, cargos
de alta responsabilidad; en la mayoría, ha sido la primer mujer en desempeñarlos.
EDUARDO GONZÁLEZ PIER
Subsecretario de Integración y Desarrollo del Sector
Salud
El Dr. Eduardo González Pier se desempeña como Subsecretario de Integración y
Desarrollo del Sector Salud en la Secretaría de Salud de México. En su cargo actual
tiene bajo su responsabilidad la supervisión de las políticas y estrategias para
mejorar el desempeño del sistema de salud.
El Dr. González-Pier tiene una licenciatura en Economía y Matemáticas de la
Universidad Washington and Lee en Virginia y una maestría y doctorado en
Economía de la Universidad de Chicago. Ha ocupado diversos puestos, incluyendo
los de Presidente Ejecutivo de la Fundación Mexicana para la Salud (FUNSALUD),
Director de Finanzas del Instituto Mexicano del Seguro Social (IMSS), y Titular de la
Unidad de Análisis Económico y Coordinador General de Planeación Estratégica de
la Secretaría de Salud de México.

El Dr. Sebastián García Saisó se encuentra a cargo de la Dirección General de
Calidad y Educación en Salud.
Médico Cirujano por la Facultad de Medicina de la Universidad Nacional Autónoma
de México, Especialista en Salud Pública y Maestro en Ciencias, en Planeación
y Financiamiento de Políticas de Salud. En la administración pública se ha

José de Jesús Arriaga Dávila se desempeña actualmente como Director General

Juan Pablo Gutiérrez es director de Estadística del CIEE en el Instituto Nacional de
Salud Pública, y Presidente del Comité Técnico de la Comisión Estatal de Evaluación

Nutriólogo, Economista de la Salud y Doctor en Salud y Políticas Públicas por la
Escuela de Higiene y Medicina Tropical de Londres (LSHTM). Sus principales áreas
de investigación son la evaluación integral de programas y políticas sociales, la
cobertura universal en salud y acceso efectivo, y el análisis de los comportamientos
de riesgo, en particular entre adolescentes. En estos temas ha desarrollado análisis

Martín Sabignoso ocupa el cargo de Coordinador Nacional del Programa SUMAR
en el Ministerio de Salud de la Nación. Actualmente, también es consultor para el
Departamento de Soluciones Globales en Salud de la Universidad de Washington.
Martín Sabignoso es abogado y magíster en Derecho Empresarial. En 2008 se
formó en Administración de Políticas Públicas en la Facultad Latinoamericana de
Ciencias Sociales (FLACSO).
Trabaja en el Ministerio de Salud de la Nación desde el año 2004 integrando el
equipo del Plan Nacer, actualmente programa SUMAR. Durante su gestión como
Coordinador del Proyecto, ha liderado el diseño e implementación de una agenda
comprensiva y rigurosa de evaluación del programa, obteniendo reconocimiento
internacional por ser el primer programa de salud de América Latina en obtener
resultados positivos de Evaluación de Impacto a través de la utilización de
metodologías cuantitativas

Andrew Vallance-Owen preside la Red de Información de Salud Privada que analiza
y publica datos comparativos de los hospitales y los consultores privados del Reino
Unido. También es director independiente senior en el Royal Brompton y Harefield
NHS Foundation Trust. Médico egresado de la Universidad de Birmingham y
Cirujano con estudios en Australia.
Se desempeñó como Director Médico del Grupo Bupa donde amplió sus intereses
en la calidad de la atención sanitaria, la auditoría clínica y los resultados.
Fue nombrado Miembro de la Orden del Imperio Británico (MBE) por los servicios
en el cuidado de la salud en los Honores del Cumpleaños de la Reina en 2014 y
galardonado con un Doctorado Honoris Causa de la Universidad.

Universidad de Murcia, y Científico Visitante y miembro del Grupo de Salud Global
de la Escuela de Salud Pública de la Universidad de Harvard.
Es médico, Doctor en Salud Pública por la Universidad de Harvard. Previamente
se ha desempeñado como Director General Adjunto de Planificación Sanitaria
y Educación en el Ministerio de Salud español. Tiene una extensa experiencia
como consultor sobre Gestión de la Calidad en Servicios de Salud para agencias
internacionales como la Organización Mundial de la Salud y USAID, y ha participado
en varios Grupos de Trabajo y Comités nacionales e internacionales en relación con
Gestión de la Calidad, Prevención en salud y Educación a lo largo de los últimos 30
años.
Presidente de la Asociación Mexicana de Hospitales
Actualmente es Presidente de la Asociación Mexicana de Hospitales y académico
de número de la Academia Mexicana de Cirugía, de la Sociedad Mexicana de
Calidad de la Atención a la Salud y de la Sociedad Mexicana de Salud Pública.
Estudió la carrera de médico cirujano y tiene Maestría en Administración de
Hospitales, Administración Pública; Especialización en Planificación de Sistemas de
Salud en la Escuela Nacional de Salud Pública de Brasil. Realizó estudios de Doctorado
en Ciencias de la Salud con énfasis en gerencia hospitalaria. De su experiencia en
el Servicio Público destacan: Director General de Calidad y Educación en Salud de
la Secretaría de Salud, Director General de Calidad e Informática de la Comisión
Nacional de Arbitraje Médico, Subsecretario de Coordinación Sectorial de Salud
del Estado de Morelos, Coordinador Regional de Fortalecimiento Gerencial de los
Servicios de Salud en el IMSS, Coordinador General de Innovaciones en Sistemas
de Salud del Instituto Nacional de Salud Pública, así como haber sido Director de
Programación y Organización, y Director de Diseño y Desarrollo Organizacional de
la Secretaría de Salud.

“From the levers toward building a regulatory and quality management framework”
Welcome to National and International Forum for Health Care Quality “From the levers toward building a regulatory and
quality management framework” this year we have prepared for you an ambitious agenda with a group of national and
international speakers from the highest level in their subjects.
We begin with the message of Donald M. Berwick, president emeritus of the Institute for Healthcare Improvement (IHI)
in the United States, who will talk about the triple goal of IHI and the implications of transforming health systems, then
the National Healthcare Quality Award will be given in the presence of Dr. Mercedes Juan López, Secretary of Health, as
well as recognitions to the best posters registered for the 2015 issue.
We believe that the implementation of a quality management model in institutions of health care is very useful to offer
quality in medical care, so we allocated the first two days of the Forum to expose each of the components of the model
adopted by the Ministry of Health, same that will be presented by national and international experts in the field, from
the patient-centered attention, population and the community, to achieve results of value emphasizing leadership,
planning based on users’ needs, the use of information for decision-making, social responsibility, taking care of processes
to provide a safe medical care, and the staff development and satisfaction to reach welfare in organizations. We hope
that these blocks are useful for the implementation of the quality management model in the workplace and improve
effective access, the successful experience of users that navigate through the health system, achieve reliable and secure
organizations, control costs and improve the health of the population.
Outlining the program to big challenges, we have also included the participation of Mariel Hawley Davila, the first Mexican
woman to complete the Triple Crown of open water swimming, who will share her experience in completing this challenge
and her example will demonstrate that is possible to achieve the goals that we want.
During the night of October 14 we have prepared for you the launch of “The Quality of Health Care in Mexico through its
institutions”, in order to spread what each institution has implemented and worked through the years until today about
Health Care Quality.
We have chosen for you a cultural environment for signing the manifesto “Regulation of Health Care Quality”, this activity
will take place at the National Museum of Anthropology in Mexico City the night of October 15, we will have the privilege
of having important authorities of Argentina, Brazil, Colombia, Chile, France and Peru, who along with Mexico will express
their interest in the importance of promoting and strengthening the implementation of strategies for effective access
to quality health services as well as achieving the link with other countries to learn and, where appropriate, replicate
successful experiences in terms of quality, citizen participation, accreditation and regulation.
Finally the last day of activities is aimed at representatives of the countries of Argentina, Brazil, Colombia, Chile, France,
Peru and Mexico to share their experience in the regulation of the Quality of Health Care. Chile and Mexico will share the
experience on Accreditation as a tool for quality assurance and we will close with three workshops related to authorized
third parties for the accreditation of medical units, accreditors training and preparation towards accreditation.
We hope that the program prepared for you will be useful to improve the daily work, which with the sum of everyone’s
efforts allows to have stronger health systems and to achieve healthier populations.

Dr. Mercedes Juan Lopez has served as Secretary of Health since 1 December
2012.
Medical surgeon from UNAM, specializing in rehabilitation medicine; and
postgraduate studies in Senior Management at IPADE. In the public service,
she has held several positions as Technical Secretary of Health Cabinet of the
Presidency of the Republic; Undersecretary of Health Regulation and Development
of the Ministry of Health, Secretary of the National Health Council; Secretary of
the General Health Council; Head of the Commission of Health Operation of the
Federal Commission for the Protection against Sanitary Risk; all of them senior
positions; in most, she was the first woman to hold them.
EDUARDO GONZÁLEZ PIER
Undersecretary for Integration and Health Sector
Development.
Dr. Eduardo González Pier serves as Undersecretary for Integration and Health
Sector Development in the Ministry of Health of Mexico. In his current role he is
responsible for the monitoring of policies and strategies to improve health system
performance.
Dr. González-Pier has a degree in Economics and Mathematics from Washington
and Lee University in Virginia and an MA and PhD in economics from the University
of Chicago. He has held various positions, including Executive President of the
Mexican Health Foundation (FUNSALUD), Director of Finance of the Mexican
Institute of Social Security (IMSS), and Head of the Economic Analysis Unit and
General Coordinator of Strategic Planning in the Ministry of Health of Mexico.

Dr. Sebastián García Saisó is General Director of Quality and Health Education in
the Ministry of Health.
Doctor by the Faculty of Medicine of the National Autonomous University of
Mexico, Specialist in Public Health and Master of Science in Financial Planning and
Health Policy. In public administration, he has served as Medical Director of Special
Projects at the National Commission of Medical Arbitration of the Ministry of
Health and was in charge of the Coordination of Advisors of the Undersecretary
for Integration and Health Sector Development.

Head of the Unit of Economic Analysis
Nelly Aguilera holds a PhD in economics from the University of Chicago. She
currently serves as Head of the Economic Analysis Unit of the Ministry of Health.
Before her incorporation to the Ministry of Health she served eight years as a
senior economist at the Inter-American Conference on Social Security (CISS) and
previously a consultant at McKinsey & Company. Dr. Aguilera is a specialist in health,
pension and labor markets in Mexico and the Americas. She is representative in
Mexico of the Research Network on Poverty and Inequality in Latin America and
belongs to the National System of Researchers.
JOSÉ DE JESÚS ARRIAGA DÁVILA
General Director of the Medical Unit of High Specialty
Hospital of Pediatrics
José de Jesús Arriaga Dávila is currently serving as General Director of the Medical
Unit of High Specialty Hospital of Pediatrics in the Western National Medical
Center of the Mexican Institute of Social Security.
Surgeon, specializing in Pediatrics and Neonatology, has completed graduate
courses of management and leadership in health. In his career he has served as
Neonatologist and Chief of the Clinical Department of Neonatology and Neonatal
Intensive Care at the Western National Medical Center. He has experience in the
areas of improving access, safety, quality, efficiency, equity and reduced service
costs.
JAVIER DÁVILA TORRES
Director of Medical Services IMSS
He currently serves as Director of Medical Services of the Mexican Social Security
Institute (IMSS). He has been Health Policy Coordinator and Head of the Unit for
Education, Research and Health Policy at IMSS.
He has also served as Private Secretary to Dr. Jose Angel Cordova Villalobos, former
Secretary of Health and Federal Advisor to Dr. Julio Frenk Mora. In the Institute for
Social Security and Services for State Workers (ISSSTE) he was Deputy Director of
Health Care Regulation and Deputy Director of Prevention and Health Protection.

Juan Pablo Gutiérrez is Director of Statistics of the CIEE at the National Institute of
Public Health, and Chairman of the Technical Committee of the State Commission
for Assessment of the State of Morelos.
Nutritionist, Health Economist and PhD in Health and Public Policy from the London
School of Hygiene & Tropical Medicine. His main areas of research are integral
evaluation of social programs and policies, universal health coverage and effective
access, and analysis of risk behaviors, particularly among adolescents. On these
issues it has developed analysis related to the heterogeneity in outcomes that also
have a link with social inequities.

Dr Navarro holds the position of Medical Director of the Institute for Social Security
and Services for State Workers (ISSSTE). He is a specialist in Otorhinolaringology
accredited by the Mexican Board of Otorhinolaryngology. Founder of the Mexican
Society of Civil and Military Otorhinolaryngologists AC.
His professional activities are mainly carried out in “20 de Noviembre” National
Medical Center, where he served as specialist, Professor of the Specialization Course

Secretary of the State of Mexico.

Giota Panopoulou currently serves as advisor to the Undersecretary for Integration
and Health Sector Development. She holds a PhD in economics from Sussex

Previously, she was Coordinator of Policy and Institutional Relations of the Mexican
Health Foundation, advisor to the Finance Director at the Mexican Institute of
Social Security and Director of Health and Economic Development in the Ministry
of Health of Mexico. She has also served as Health Economist and Consultant at
the World Bank in the regions of Europe and Central Asia, and Latin America and
the Caribbean, respectively. Her work experience is concentrated in the areas of
finance and health insurance, health benefits packages focusing on medicines,

Currently Deputy General Director of Health Quality in the General Direction

Advisor to the Undersecretary of Innovation and Quality; Director of Preventive
Approach to the General Health Council and Director of Planning and Quality
Improvement at the National Institute of Medical Sciences and Nutrition “Salvador
Zubirán”. She was in charge of the creation of the National Patient Safety Program
at the Undersecretary of Innovation and Quality, she headed the Latin American
Study of Adverse Events in Mexico (IBEAS) and installed the National Registration

Medical School and Harvard School of Public Health, and on the staffs of Boston’s
Children’s Hospital Medical Center, Massachusetts General Hospital, and the

Kalipso Chalkidou is the founding director of NICE’s international programme,
