Asunto: Órgano de Fiscalización de WAA
Subject: WAA Finance and Audit Board
La propuesta de modificación de estatutos que recibirán en los próximos días y que
será discutida para aprobación en la primera sesión del Congreso el 20 de Octubre en
Rosario, Argentina, incluye la existencia de un Órgano de Fiscalización con las
siguientes características:
“20.- ORGANO DE FISCALIZACION
20.1 El Órgano de Fiscalización estará integrado por tres (3) miembros titulares y dos (2)
suplentes que durarán cuatro (4) años en sus mandatos y que podrán ser reelectos. Serán
elegidos por la Asamblea en forma directa y secreta. Corresponde a los suplentes reemplazar a
los titulares en caso de renuncia, muerte, o cualquier otro impedimento que dejara vacante el
cargo. Dicho reemplazo operará hasta el vencimiento del mandato del titular reemplazado.20.2 Son deberes y atribuciones del Órgano de Fiscalización:









Examinar los libros y documentos de la Confederación en forma periódica.
Asistir con voz, a las sesiones del Consejo cuando lo consideren conveniente.
Fiscalizar la administración, comprobando frecuentemente el estado de la caja y la
existencia de títulos, acciones, y valores de todas las especies.
Verificar el cumplimiento de las leyes, estatutos, y reglamentos.
Dictaminar en el marco de sus facultades.
Convocar a la Asamblea Ordinaria, cuando omitiera hacerlo el Comité Ejecutivo.
Solicitar la convocatoria a Asamblea Extraordinaria cuando lo juzgue necesario. En el
supuesto que el Comité Ejecutivo se negare a ello, pondrá los antecedentes que
fundamenten su pedido en conocimiento del Consejo.
En su caso vigilar las operaciones de liquidación de la Confederación y el destino de los
bienes sociales.
Entregar al Comité Ejecutivo, para ser publicado oportuna y debidamente, su dictamen
sobre el balance efectuado por el Tesorero.
20.3 El Órgano de Fiscalización cuidará de ejercer sus funciones de modo que no entorpezca
la regularidad de la administración de la Confederación, siendo responsable por los actos del
Consejo y del Comité Ejecutivo que violen la ley o el Estatuto, si no da cuenta de ello ante la
Asamblea; o si fuese por actos u omisiones posteriores a ésta, silenciándolos u ocultándolos.-“
En vistas de que la existencia de este órgano podría ser aprobada en la primera sesión
del Congreso en Rosario, Argentina, resultará necesario elegir a los miembros del
mismo durante la última sesión del Congreso.
Es por ello que adjuntamos el
Formulario de Nominación para que las Federaciones Miembros de WAA realicen las
nominaciones correspondientes. Se agradece sobremanera si las postulaciones para
este Órgano se envían a [email protected] antes del 20 de agosto, aunque
estamos conscientes de la premura con que se está solicitando.
The Constitution modification proposal that all WAA Member Associations will receive
in the next few days and will be discussed for approval on the first session of Congress
on October 20 in Rosario, Argentina, includes the creation of a Finance and Audit Board
with the following characteristics:
“20.- The Finance and Audit Board
20.1 The Finance and Audit Board shall be formed by three (3) members and two (2) alternates,
who will serve for a period of four (4) years in office. They can be re-elected. The Board can
be elected by Congress in a secret ballot. The alternates shall replace Board members who
resign, die, or are, for some reason, unable to serve. The alternate who replaces a member
shall serve for the remaining time of the four-year term.
20.2 The rights and duties of the Finance and Audit Board include:









To review the account books and documents of the Confederation periodically.
To attend, without the right to vote, Council sessions whenever necessary.
To supervise the administration of the Confederation, checking on the account and the
existence of bonds, shares and values of all sorts.
To supervise that the laws, the Constitution and the rules of the Confederation are
complied with.
To make statements within its terms of reference
To call to an Ordinary Congress if the Executive Committee fails to do it.
To request the holding of an extraordinary Congress whenever deemed necessary.
Should the Executive Committee refuse to do so, the Board shall submit a fully
substantiated request to Council.
To supervise the Confederation’s fund and social goods distribution in case of
dissolution.
To present to the Executive Committee its statement of the balance made by the
treasurer for its due publication.

20.3 The Finance and Audit Board shall comply with its duties without hindering the regular flow
of the Confederation administration. The Board shall be accountable for the violations to the
Constitution and Laws made by Council and the Executive Committee that they (The Board) do
not make Congress aware of.
As the existence of the Board may be approved by Congress in its first session in
Rosario, Argentina, it will be necessary to elect its members during the last session.
Therefore you will find attached the nomination form so that the National Federations
can submit their nominations. It will be very much appreciated if nominations for the
Board are sent to [email protected] by August 20. We fully understand the issue
of the short notice, and apologize for this.
