AIP ESPAÑA ENR 1.6-1 WEF 06-MAY-10 SERVICIO Y PROCEDIMIENTOS DE VIGILANCIA ATS ATS SURVEILLANCE SERVICES AND PROCEDURES OPERACIÓN Una dependencia radar funciona por lo general como parte integrante de la dependencia ATS principal y suministra servicio radar a las aeronaves, en el máximo grado posible, a fin de satisfacer los requisitos operacionales. Factores como la cobertura radar, el volumen de trabajo de los controladores, la capacidad del equipo, etc., pueden afectar a estos servicios. El controlador radar determinará, en cada caso, si puede suministrar servicios radar. El piloto sabrá cuando se proporcionan los servicios radar porque el controlador radar utilizará el siguiente distintivo de llamada: “(nombre de la dependencia) RADAR” Ej.: BARCELONA RADAR. Cuando una aeronave a la que se suministra control radar sea transferida por el servicio de control de aproximación al servicio de control de aeródromo no radar, el piloto al mando asumirá que el control radar ha terminado, y por consiguiente, no se le informará de esta circunstancia. OPERATION A radar unit normally operates as an integral part of the parent ATS unit and provides radar service to aircraft, to the maximum extent practicable, to meet the operational requirements. Factors such as radar coverage, controller workload, equipment capabilities, etc., may affect these services. The radar controller shall determine whether he is able to provide radar services in any specific case. A pilot will know when radar services are being provided because controller will use the following call sign: EMPLEO DEL RADAR EN LOS SERVICIOS DE TRÁNSITO AÉREO El empleo del radar para proporcionar servicios de tránsito aéreo se hará de acuerdo con lo especificado en el Reglamento de Circulación Aérea. La información obtenida en una presentación radar se utilizará para llevar a cabo las siguientes funciones: a) Mantener vigilancia sobre la marcha del tránsito aéreo a fin de proporcionar a la dependencia de control de tránsito aéreo correspondiente: i) una mejor información de posición respecto a las aeronaves que están bajo control, ii) información suplementaria respecto a otro tránsito, iii) información sobre cualquier desviación importante de las aeronaves respecto a lo estipulado en las correspondientes autorizaciones del ATC, incluso las rutas autorizadas. Cuando la autoridad ATS competente haya prescrito tolerancias respecto a cuestiones tales como mantenimiento de la trayectoria, velocidad u hora, las desviaciones no se consideran significativas mientras no se excedan dichas tolerancias. b) Mantener comprobación radar del tránsito aéreo, con el fin de proporcionar a las aeronaves interesadas información o asesoramiento sobre cualquier desviación importante respecto a lo estipulado en las correspondientes autorizaciones del ATC, incluso las rutas autorizadas, teniendo en cuenta las tolerancias indicadas en a) iii). c) Proporcionar guía vectorial radar a las aeronaves que salen a fin de facilitar la subida hasta el nivel de crucero. d) Proporcionar guía vectorial radar a las aeronaves en ruta para resolver posibles incompatibilidades de tránsito, ayudar a las aeronaves en su navegación hacia o desde una radioayuda y a mantenerse alejados de zonas de mal tiempo o circunstancias similares. e) Proporcionar guía vectorial radar a las aeronaves que llegan para facilitar su descenso desde el nivel de crucero hasta una posición prescrita, a fin de preparar la aproximación. f) Proporcionar separación y mantener la marcha normal de tránsito cuando una aeronave tenga un fallo de comunicaciones dentro del área de cobertura radar. USE OF RADAR IN AIR TRAFFIC SERVICES Específicamente en el Servicio de Control de Aproximación: a) Suministrar guía vectorial radar al tránsito entrante hasta ayudas para la aproximación final o hasta un punto desde el cual puede hacerse una aproximación con radar de precisión, una aproximación con radar de vigilancia o una aproximación visual. When an aircraft under radar control is to be transferred from approach control service to non-radar aerodrome control service, the pilot-in-command shall assume that radar control is completed and consequently shall not be informed of this circumstance. The use of radar to provide air traffic services shall be made according to the provisions specified by the Reglamento de Circulación Aérea. The information presented on a radar display will be used to perform the following functions: a) Maintain watch on the progress of air traffic in order to provide the air traffic control unit concerned with: i) improved position information regarding aircraft under control, ii) supplementary information regarding other traffic, iii) information regarding any significant deviation by aircraft from the terms of their respective ATC clearances, including their cleared routes. Where tolerances regarding such matters as adherence to path, speed or time have been prescribed by the appropriate ATS authority, deviations are not considered significant until such tolerances are exceeded. b) Maintain radar monitoring of air traffic in order to provide aircraft concerned with information or advice relative to any significant deviation from the terms of their ATC clearances, including their cleared routes, considering the tolerances under a) iii). c) Provide radar vectoring to departing aircraft for the purpose of expediting their climb to cruising level. d) Provide radar vectoring to aircraft for the purpose of resolving potential conflicts, assisting the aircraft in their navigation to or from a radio navigation aid and keeping away from or around areas of adverse weather, etc. e) Provide radar vectoring to arriving aircraft for the purpose of expediting descent from cruising level to a prescribed position in preparation for approach. f) Provide separation and maintain normal traffic flow when an aircraft experiences communication failure within the area of the radar coverage. Specifically related to the provision of Approach Control Service: a) Provide radar vectoring for arriving traffic to final approach aids or to a point from which a precision radar approach, a surveillance radar approach, or a visual approach can be made. La información radar obtenida en los sistemas de presentación radar de torres de control de aeródromo puede usarse para llevar a cabo las funciones de vigilancia sobre la marcha del tránsito aéreo a fin de obtener: a) mejor información de posición respecto a las aeronaves que estén bajo control, b) información suplementaria respecto a otro tránsito, c) información sobre cualquier desviación importante de las aeronaves con respecto a lo estipulado en las autorizaciones del control de tránsito aéreo. Dicha información se usará principalmente como complemento a la información de posición notificada por los pilotos en la fase de aproximación. La información obtenida en los sistemas de presentación de los radares de movimiento en la superficie (SMR) se utilizará para ejercer las siguientes funciones relacionadas con el suministro del servicio de control de aeródromo: a) proporcionar asistencia radar en el área de maniobras, b) proporcionar instrucciones de rodaje al tránsito de superficie, para evitar los puntos de congestión y seleccionar el itinerario que las aeronaves han de recorrer para mantener el flujo del tránsito. c) permitir que se den instrucciones de espera antes de las intersecciones con el fin de evitar conflictos de tránsito, d) suministrar información de que la pista está despejada de otro tránsito, especialmente en períodos de mala visibilidad, e) facilitar la sincronización de los movimientos en las pistas para asegurar la máxima utilización de las mismas, y evitar conflictos a la salida y llegada de las aeronaves, f) proporcionar, a petición, información de guía a los pilotos de las aeronaves que no estén seguros de su posición, y g) proporcionar información de guía a los vehículos de emergencia. b) Provide radar monitoring for approaches made on other than radar facilities and advise aircraft of deviations from the nominal approach paths. 1. This radar information will be used in addition to pilot's reported position of aircraft on approach. The information presented on the surface movement radar (SRM) display systems may be used to perform the following functions related to the provision of the aerodrome control service: a) provide radar monitoring of traffic on the manoeuvering area, b) provide routing instructions to surface traffic, to avoid points of traffic congestion and select aircraft routes to maintain traffic flow, c) permit issuance of instructions to hold short at intersections to avoid traffic conflicts, d) provide information that a runway is clear of other traffic, particularly in periods of low visibility. e) provide assistance in timing of runway operations to provide maximum runway utilization while avoiding conflicts with departing and arriving traffic, f) provide, on request, guidance information to pilots uncertain of their position, and, g) provide guidance information to emergency vehicles. SECONDARY SURVEILLANCE RADAR (SSR) 3.1 Procedimientos de utilización 3.1 Operating procedures Con las excepciones que la Dirección General de Aviación Civil pueda conceder, el empleo del transpondedor SSR es obligatorio para todas las aeronaves en vuelo: a) Dentro de las FIR/UIR Madrid, Barcelona y Canarias a FL 200 o superior, y b) Dentro de las Áreas de Control Terminal de Madrid, Sevilla, Barcelona, Palma de Mallorca, Valencia junto con su espacio aéreo delegado (ver ENR 2.3) y Canarias a cualquier nivel. c) Dentro del Área 1 del TMA de Galicia. Unless otherwise authorized by the Dirección General de Aviación Civil, the use of SSR transponder is compulsory for all aircraft flying: a) Within Madrid, Barcelona and Canarias FIR/UIR at FL 200 or above, and b) Within Madrid, Sevilla, Barcelona, Palma de Mallorca, Valencia and its airspace delegation (see ENR 2.3) and Canarias Control Terminal Areas at any level. In case of transponder failure, pilots need a clearance from the Air Traffic Services to fly within the airspace where its use is compulsory.
