There is a close link between excessive consumption of
alcohol by drivers and the recurrence of accidents.
In Spain, 62.9% of drivers are habitual drinkers. And of that
percentage 16.8% consume over 80 g/day of pure alcohol.
Conducir bajo los efectos del alcohol constituye el primer factor de
accidentes en Seguridad Vial. Según un estudio del Instituto Nacional
de Toxicología realizado en 2008, en el 34% de los conductores
fallecidos en accidente de tráfico se detecta alcohol.
Over 31,000 people died in road traffic accidents in 2010 in
the 27 countries in the European Union. Accidents in Spain
constituted 8 percent of the figure, i.e., over 2,400.

Driving under the effects of alcohol is the first cause of road
accidents. According to a study undertaken in 2008 by the
National Institute of Toxicology, 34% of drivers who died as a

Thanks to this internal improvement in safety, PROTEC-FIRE
has managed to move toward being able to:
• Promote and increase its workforce’s spirit of safety,
which undoubtedly contributes to optimising working
conditions. The fundamental objective of these conditions
is to maintain the integrity and health of its workers.
• The reduction of accidents, always with a single goal in
mind: “Zero Accidents”.
• Be considered to have strict health and safety regulations
in place both by Repsol and any other current or future
customer of the ITURRI Group.

The two pillars of the ITURRI Group’s business activity are its
customers and its team of staff.
As it is a company which sells safety, it could never be left
behind on issues of Health and Safety at Work.
The requirement that Repsol be graded on safety, according
to the AEQT/AEST [Association of Chemical Companies of
Tarragona/Association of Service Companies of Tarragona]
requirements, for all the regular maintenance companies
who work in this petrol group’s facilities, have lead to
PROTEC-FIRE, the ITURRI Group’s Vehicle Division, proposing
the goal of improving its grade. And it has achieved it.
In the latest grading audit of companies that carry out
frequent maintenance duties for Repsol, undertaken in
April 2012, the AEQT/AEST Monitoring Commission awarded
PROTEC-FIRE four stars, out of a maximum of five stars.
The strict safety requirements demanded by Repsol and the
high level of commitment by PROTEC-FIRE to ensure the
health and safety of all of its staff members, have enabled

trayectoria de superación de auditorías de la AEQT y la mejora
progresiva de resultados en su calificación tal como queda aquí
reflejado:

• Abril de 2012: 4 estrellas.

La demanda de calificación de Repsol en materia de seguridad,
según los requisitos de la AEQT/AEST, para todas aquellas empresas
de mantenimiento habitual que trabajan en las instalaciones de este
grupo petrolero, ha hecho que PROTEC-FIRE, División de Vehículos
del Grupo ITURRI, se propusiera como reto conseguir aumentar el
resultado de su calificación. Y lo ha conseguido.
En la última auditoría de calificación de empresas de mantenimiento
habitual para Repsol, realizada en abril de 2012, la Comisión de
Seguimiento AEQT/AEST, otorga a PROTEC-FIRE cuatro estrellas,
siendo la máxima puntuación posible cinco estrellas.
Los altos requisitos de seguridad requeridos por Repsol y el alto
compromiso adquirido por PROTEC-FIRE para velar por la seguridad
y salud de todo su personal, han permitido que esta empresa se
marque un objetivo firme: mejorar su propia organización preventiva,
sus procedimientos y su sistema de gestión de prevención de riesgos
laborales.

visión diurna y nocturna, permite actuar a distancia sobre su mástil de
iluminación y cañón de agua y atacar la extinción de un incendio sin
conductor en cabina y a varios cientos de metros de distancia.

está compuesta por la parka y cubrepantalón ligeros GORE-TEX® contra
el calor y las llamas con tecnología GORE® PYRADTM en el tejido.

with supplying the 3rd phase of the “Fight Against Pollution
Equipment Plan”, as part of its environmental awareness
policy and the continual increase in protection levels.

Repsol Petróleo Coruña ha confiado al Grupo ITURRI el suministro de la
3ª fase del “Plan de Equipamiento de Lucha Contra la Contaminación”,
dentro de su política de sensibilidad frente al medio ambiente y al
constante incremento en los niveles de protección.
• 825 metros de barreras portuarias de 110 cm de altura total con
flotadores planos, en tramos de 25 metros con conexiones STM
• 3 carreteles con accionamiento hidráulico, para el almacenamiento
de 275 metros c/u.
• 3 bombas hidráulicas transportables, con motor diesel
• Equipos de fondeo y de arrastre para el tendido de las barreras
• 3 alfombras anti desgaste de las barreras en las maniobras de
despliegue y recogida.
• 3 contenedores ISO20 “openside”, con abertura en el lateral y el
frontal, para el estibado de los equipos y facilitar las maniobras.
Estos equipos están previstos para trabajar de forma individual o
en conjunto y se complementan con los skimmers, las bombas de
aspiración y las barreras de playa, suministradas en las anteriores fases
del proyecto.

Tarragona Chemical Park reinforces its safety
One thousand operators at
Cologne-Bonn airport are
now using ITURRI Group PPE
and workwear
Tarragona Chemical Park now has four new vehicles supplied
by the ITURRI Group for emergencies. This Park is comprised
of the North and South estates, which house the main
companies in the sector, among them Repsol, BASF and Dow
Chemical.
The new vehicles are two ambulances and two support rescue
vans in addition to the twelve vehicles already in operation at
these Industrial Estates (five fire engines, three light vehicles,
two ordinary ambulances and another two vans).
Twenty-five highly qualified people work at the Tarragona
Chemical Park Emergency Service, in shifts over 24 hours a
day in order to be ready to act as swiftly as possible in the
event of an accident at the Estate.

refuerza su seguridad
El Parque Químico de Tarragona cuenta ya con cuatro nuevos vehículos
proporcionados por el Grupo ITURRI para el servicio de emergencias.
Este Parque está integrado por los polígonos Norte y Sur, que acogen
a las principales empresas del sector, entre ellas Repsol, BASF o Dow
Chemical.
Los nuevos vehículos son dos ambulancias y dos furgonetas de apoyo
para el rescate que se suman a los doce efectivos que ya estaban en
funcionamiento en el conjunto de estas instalaciones industriales
(cinco camiones de bomberos, tres vehículos ligeros, dos ambulancias
ordinarias y otras dos furgonetas).
En el Servicio de Emergencias del Parque Químico de Tarragona
trabajan 25 personas altamente cualificadas, en turnos que cubren
las 24 horas del día para estar al pie del cañón y actuar con la mayor
rapidez si se llegara a producir cualquier accidente en las instalaciones.

IMTECH SPAIN
Imtech Spain has renewed its PPE and workwear supply
contract with the ITURRI Group, both for standard and
technical-fireproof wear, until December 2014.
The contract provides for maintaining a 24-48 hour
delivery service to any point on the Spanish mainland. In
order to be able to fulfil this commitment a stock-deposit
has been created at the company’s facilities.
Cologne-Bonn airport, with 10 million passengers per year
and 750,000 tonnes of cargo, is one of the most important
airports in Germany and has 1,800 employees, of which
almost 1,000 use Personal Protection Equipment.
The airport, with a relationship with the company that goes
back several years, has once again placed its trust in the ITURRI
Group for this global supply service. This contributes to the
consolidation of the company in a strategic sector, namely
the airport sector, where it offers a comprehensive range
of solutions: PPE, workwear, hire of workwear, fall arrest
protection and special fire fighting vehicles for airports.

El aeropuerto de Colonia-Bonn, con 10 millones de pasajeros al año
y 750.000 toneladas de carga, es uno de los más importantes de
Alemania y cuenta con 1.800 empleados, de los que casi 1.000 utilizan
Equipos de Protección Individual.
El aeropuerto, tras una relación histórica de varios años, vuelve a
confiar en el Grupo ITURRI para este servicio de suministro global,
lo que contribuye a la consolidación de la empresa en un sector
estratégico, el de los aeropuertos, donde ofrece una gama completa
de soluciones: EPI , vestuario, renting de vestuario, protección de
altura y vehículos contraincendios especiales para aeropuertos.

Imtech Spain ha renovado al Grupo ITURRI el contrato de
suministro de EPI y vestuario, tanto estándar como técnicoignífugo, hasta diciembre del año 2014.
El contrato contempla mantener un servicio para entregas en

ArcelorMittal deploys comprehensive service of mobile
gas detectors with the ITURRI Group
In the last quarter of 2011, ArcelorMittal’s risk prevention
services in Asturias proposed increasing the protection of the
workers who carry out work in areas at risk of gas leaks.
In order to do this they drafted and published internal
guidelines, N-GP-019, entitled “Regulations for Working in
Areas at Risk of Gas Leaks”. They stated that the regulations
would be binding from 1 January 2013 both for its own staff
as well as contractors working in areas at risk.
These regulations outline both the
areas at risk and the procedures of
action and prescribing of the materials
resources necessary to protect against
the risk of gas leaks while working. The
decision affects facilities such as coke
batteries, HH AA, steelworks, etc., all
with a significant number of workers
both employed by ArcelorMittal and
contractors.
Among the materials resources provided
for in N-GO-019, portable gas detectors
are considered to be essential, and it is
literally stated that “all operators who
work on a regular basis in areas at risk
of gas leaks must be equipped with their
own detector”. This means that the
current park will need to be provided
with more of this type of equipment. It
is calculated that, gradually, a total of
1,500 detectors will have to be supplied
between now and the end of 2013.
Based on the estimated needs, the
purchasing department at ArcelorMittal
set up a tender to establish a two-year
framework agreement for the supplying
of equipment to which the most
representative brands of the sector were
invited.
The ITURRI Group was invited to
the tender as a frequent supplier of
ArcelorMittal in all matters concerning

Para ello elaboraron, y publicaron, una
normativa interna, la N-GP-019, titulada
“Norma para trabajo en zonas con riesgo de
fugas de gas”. Comunicaron que la norma
sería de obligado cumplimiento a partir del 1
de enero de 2013 tanto para el personal propio
como para el de las empresas contratistas con
trabajos a realizar en áreas de riesgo.

As well as the purchase option outlined in the bid
specifications, ITURRI proposed the possibility of a
“Comprehensive Service”. ArcelorMittal considered this and
released a new tender which included this option which it
called “All Inclusive”.
The selection process was long both for the technical and
economic part. The technical services of the user areas tried
the equipment and drew up a report in which they assessed
their functional and ergonomic features, with the scale they
use for the assessment of PPE adapted for detectors.

UPS EUROPE
UPS Europe renews its contract with the ITURRI Group
with the aim of marketing the Personal Protection
Equipment (PPE) in all its European locations.
Thanks to the new contract, the ITURRI Group can offer
additional services to the market leaders, among which
are Germany, the United Kingdom, France, Spain and

riesgo como los procedimientos de actuación
y prescripción de los medios materiales
necesarios para trabajar protegidos contra el
riesgo de fugas de gas. La decisión afecta a
instalaciones como las baterías de Cok, HH.AA.,
acerías, etc., todas con un importante número
de trabajadores tanto de ArcelorMittal como
de empresas contratistas.
Entre los medios materiales que prescribe
la N-GO-019 se consideran imprescindibles
los detectores portátiles de gas, y se precisa
literalmente que “todos los operarios que
trabajen regularmente en zonas con riesgo
de fuga de gas deberán estar equipados con
su propio detector”. Esto obliga a ampliar
el parque actual de este tipo de equipos. Se
calcula que, de forma paulatina habrá que
incorporar un total de 1.500 detectores de
aquí a finales de 2013.
En base a las necesidades estimadas, el servicio
de compras de ArcellorMittal planteó un
concurso, para establecer un acuerdo marco
por dos años, de suministro de equipos
al que fueron invitadas las marcas más
representativas del sector.

propuso la posibilidad de un “Servicio Integral”. ArcelorMittal lo tomó
en consideración y sacó un nuevo concurso en el que se recogía esta
opción a la que se denominó “Todo incluido”.
Se elaborará un catálogo renovado de los equipos de
protección individual que incluirá la traducción de todos los
productos a las lenguas nacionales de cada país.
El proceso de selección fue largo tanto en la parte técnica como en
la económica. Los servicios técnicos de las áreas usuarias probaron los
equipos y elaboraron un informe en el que valoraban, con el baremo
del que disponen para la evaluación de EPI adaptado para la de los
detectores, sus características tanto funcionales como ergonómicas.
Finalmente resultó ganadora la propuesta técnico-económica del
Grupo ITURRI en ambas opciones y se formalizaron dos acuerdos:
- Acuerdo marco, por 2 años, para la compra de equipos y calibración
anual de los mismos
- Contrato, por tres años, para el renting del parque de detectores
ArcelorMittal deja a la elección de los centros de costo adherirse a
una u otra fórmula.

Exhibition of the most modern marine anti-pollution
technology in Algeciras port
The most advanced technology in anti-pollution, containment
of spillages and other marine incidents has been on display
in the port of Algeciras, in an exhibition organised by the
ITURRI Group at the Ribera Quay in the port’s fishing dock.
During the demonstration a self-expanding marine barrier
was unfolded. This barrier enables the encircling and removal
of any slick or spillage. The system is a real technological
breakthrough for the world. The benefits it offers and its
technical features make it easy to deploy and control and
reduce the action time when compared with other possible
alternatives.

La tecnología más avanzada en anticontaminación, contención
de vertidos y otros incidentes marinos, se ha expuesto en el puerto
de Algeciras, en una demostración organizada por el Grupo ITURRI
concretamente, en el Muelle de Ribera de la dársena pesquera del puerto.
Durante la exhibición se desplegó una barrera anticontaminación
marina autoexpandible. Esta barrera permite el cerco y retirada
de un posible derrame o vertido. El sistema supone un verdadero
hito tecnológico en el mundo. Las prestaciones que ofrece y sus

Group and Expandi. Representatives from important national
and international companies exposed to large risks such as
refineries, industrial and petrochemical plants were present.
Emergency and civil and port protection units were also
present. Some of these companies like Vopak, Boluda, Inerco,
Cepsa and CLH are strongly committed to improving the safety
at their facilities and have highlighted the enormous help the
incorporation of this type of technological equipment and

CEPSA DE GIBRALTAR-SAN ROQUE
The Cepsa plant at the Gibraltar-San Roque refinery will
have a new fire fighting facility whose construction the
ITURRI Group will be responsible for.
The project consists of the disassembly of the current
refrigeration system of the YT-674 spherical tank, and the
installation of a new protection system. The protection
of the spherical tank, which will have a diameter of 22.6
metres, will be carried out with a 20,000 l/min pulverised
water system for refrigeration, connected to a pneumatic
detection system for its discharge.
The refrigeration system will be carried out using parallel
rings supported by meridian bands (PROTEC-FIRE patent).
The rings are attached to the spherical tank without the
need to solder the shell and which enable their installation
when the spherical is being charged. This system provides
ease of handling for the maintenance operations.
CEPSA DE GIBRALTAR-SAN ROQUE
El parque de Cepsa en la Refinería Gibraltar-San Roque contará
con una nueva instalación contra incendios de cuya construcción
se encargará el Grupo ITURRI.
La obra consiste en el desmontaje del sistema actual de
refrigeración de la esfera YT-674, y en la instalación de un nuevo
sistema de protección. La protección de la esfera, que tendrá
22,6 metros de diámetro, se realizará con un sistema de agua
pulverizada de 20.000 l/min para refrigeración, asociado a un
sistema de detección neumático para su disparo.
El sistema de refrigeración se realizará mediante anillos
paralelos soportados sobre bandas meridianas (patente de
PROTEC-FIRE). Unos anillos que se ciñen a la esfera sin necesidad
de soldar su casco y que permite su instalación con la esfera
en carga. Este sistema aporta facilidad y manejo para las
operaciones de mantenimiento.

Technical workwear for the
Polish company Synthos
Synthos S.A., which was created upon the foundations of the
company Chemiczna Dwory S.A. and Kaucuk a.s., is one of the
largest manufacturers of chemical raw materials in Poland
and number one in Europe in obtaining emulsion rubber.
It is also the third largest company in the production of
polystyrene dedicated to the manufacture of synthetic
foam. It supplies very technologically advanced and high
quality products. The ITURRI Group supplies them with both
technical workwear, Cotex Plus, and winter wear.

Significant presence, together with the petrochemical
company Galp, at Barcelona airport
The Portuguese petrochemical company Galp, through
an international tender which included countries such as
Portugal and Spain in its UTE Multiservicios, has recently
awarded the ITURRI Group, as manufacturer and supplier
of its dispensers, the position of fuel operator at Barcelona
airport.
It is a new project for both companies as it
represents their consolidation in a second
Spanish airport and a new phase which will
enable both firms to position themselves in
the national aviation market. In this tender
for vehicles specialised in the refuelling of
aircraft, Spanish manufacturing, service and
knowhow was chosen above manufacturers
of recognised international prestige.

The ITURRI Group has renewed a three year framework
agreement with Gamesa Corporación Tecnológica
España for the provision of PPE to its various centres and
production plants.
If during the term of the contract the rest of the centres
wish to be included, they can do so under the same terms
and conditions and they will be supplied with all the
material they need.
The ITURRI Group is responsible for the logistics; it will
carry out deliveries to each of the GAMESA España centres,
as well as undertake the monitoring, management and
consumption reports, etc. Orders will be placed through
the website or through GAMESA’s tailored online
electronic PPE catalogue.
This framework agreement outlines the obligation to carry
out a standardisation programme of the current PPE, to
reduce or standardise references, maintain or improve
quality and reduce costs. It will be carried out under the
supervision of GAMESA’s department of prevention and
will be automatically included in the catalogue.
GAMESA
El Grupo ITURRI ha renovado por tres años un contrato marco
con Gamesa Corporación Tecnológica España para el suministro
de EPI en sus diferentes centros y plantas productivas.
Si durante la vigencia del contrato el resto de centros desean
incluirse, lo podrán hacer en las mismas condiciones y se le
suministrará todo el material que necesiten.
El Grupo ITURRI se encargará de la logística, realizará las
entregas en cada uno de los centros de GAMESA España, así
como el seguimiento, informes de gestión, consumos, etc. Los
pedidos se realizarán vía página web o mediante catálogo
electrónico de EPI personalizado para GAMESA.
Este acuerdo marco contempla la obligación de llevar a cabo un
programa de estandarización de los actuales EPI, para reducir
o estandarizar las referencias, mantener o mejorar la calidad y
reducir costes. Se realizará bajo la supervisión del departamento
de prevención de GAMESA y se incorporará automáticamente al

I’m the director of the Department of Fire and Rescue
Services of Vaucluse. I’m responsible for coordinating fiftythree brigades, five hundred fire fighters, one thousand five
hundred volunteers and one hundred and forty technicians.

What are the most common risks or dangers that you face?
Although it may be surprising, fire fighting only constitutes
10% of the total activity. Approximately 70% is made up of
different types of emergencies, among which are accidents,
floods and forest fires. We also face dangers of a biological,
nuclear or chemical nature, among others. We have to be
prepared for practically any situation. Therefore there is
almost no room for inadequate measures.

¿Cuáles son los riesgos o peligros más comunes a los que tiene que
enfrentarse?
Aunque puede sorprendernos, la extinción de incendios solamente
supone el 10% de la actividad total. El 70% aproximadamente
corresponde a distintos tipos de emergencias, entre las que
se encuentran los accidentes, las inundaciones y los incendios
forestales. También nos vemos obligados a enfrentarnos a peligros

fighting vehicles for
one of the main airport
operators in the United
Kingdom
The ITURRI Group has been chosen by one of the main airport
operators in the United Kingdom, Highland and Islands
Airports Limited (HIAL), to build and equip its new fleet of
fire fighting vehicles.
HIAL, property of the Scottish Government which operates
in 11 airports in Scotland, will invest 7 million pounds
-approximately 9 million Euros- over the next five years in 20
fire fighting vehicles. After a competitive selection process,
the ITURRI Group was chosen to manufacture these new
fire fighting vehicles which include a mixture of 4x4 and 6x6
vehicles. The vehicle substitution programme will begin next
summer.

The fleet will be manufactured in the PROTEC-FIRE facilities in
Utrera (Seville), part of the ITURRI Group which specialises in
fire fighting and emergency vehicles, following the technical
specifications provided by HIAL and in accordance with the
specific requirements of the airports in the group. As well
as offering greater reliability, the new vehicles will also be
adapted to the most recent EU regulations on emissions, and
will have an estimated life expectancy of 20 years.
Inglis Lyon, Managing Director of HIAL, stated that “safety is
our number one priority. The airport fire service is the front
line responder in the event of an emergency and it is vital
that our fire fighters have access to the latest technology.”

La flota se fabricará en las instalaciones de PROTECT-FIRE, empresa
del Grupo ITURRI especializada en vehículos contra incendios y
de emergencias, en Utrera (Sevilla), siguiendo las especificaciones
técnicas indicadas por HIAL y acorde con las necesidades concretas de
los aeropuertos del grupo. Además de ofrecer una mayor fiabilidad,
los nuevos vehículos se ajustarán también a las normas de emisiones
más recientes de la UE, y tendrán una esperanza de vida estimada de
20 años.
Inglis Lyon, Director General de HIAL, ha afirmado que “la seguridad
es nuestra prioridad número uno. El servicio de bomberos de los
aeropuertos es la primera línea de respuesta en caso de una emergencia
y es vital que tengan a su disposición la última tecnología”.
“Esta inversión hará posible que nuestro servicio de bomberos, uno de
los más grandes del Reino Unido, esté mejor preparado para el futuro,
con una moderna flota de vehículos de extinción de incendios”.
También ha añadido Lyon que están “encantados de trabajar con el
Grupo ITURRI, un líder mundial en esta tecnología, y esperamos poder
ver pronto el avance de este ambicioso proyecto”.
El jefe de bomberos de HIAL, George Farquhar, ha declarado por su
parte que “este servicio de bomberos desempeña un papel vital para

HIAL emplea a más de 200 bomberos a través de sus 11 aeropuertos
en Escocia (un tercio de su plantilla total). Proporciona apoyo

Large aircraft passenger rescue and evacuation
vehicles for Dubai airports
On 27 August, the Dubai Airports Safety managers, after a
thorough inspection, gave the OK to the prototype of a series
of rescue vehicles destined for Dubai International Airports.
This is a new rescue vehicle concept called RescueStair,
designed principally for the emergency evacuation of large
aircraft such as the new Airbus 380, with a capacity for
550 passengers, which increases the demands in terms of
evacuation times in civil aviation.
As well as this principal function of passenger evacuation, the
RescueStair vehicle provides other functions in the airports:
providing access support to health workers in the event that a
passenger has a heart attack, providing support to the Police

Advances in R+D+I, incorporated into the latest vehicles
delivered to French fire fighters in Maine et Loire
In its commitment to internationalisation, the ITURRI Group
is currently present in over 30 countries with the latest
technology in the fight against fire.
On a day-to-day basis it provides the latest advances that
its R+D+i department is carrying out. An example of this
commitment became apparent in the delivery of state-of-theart vehicles to SDIS 49 Department of Maine et Loire in the
city of Angers (France).
Several units of model FPT and PFTSR fire fighting vehicles
were presented at a ceremony in which members of the Fire
Fighting Brigade of Maine et Loire were present, Commander
Nicolas Thivent and on behalf of the ITURRI Group the
commercial manager of the Fire Fighter Business Unit France
Mr Luc Martiny and the Director of the Fire Fighter Business
Unit, Amadeo Douton.

More vehicles for Portuguese fire fighters
Last July saw the arrival of vehicle number 50 of a series
developed by the ITURRI Group for the Fire Fighting Brigades
of Portugal. This last vehicle will go to the Fire Fighting
Brigade of Alges. This series of vehicles covers the 4x4 range
necessary to combat forest fires, known in Portugal as VFCI.
The latest technology in self-protection has been applied to
ensure maximum safety for the fire fighters, both in terms of
risks of overturning and protection against fire.
At present the ITURRI Group is the leader in the Portuguese
market of this type of units that have been developed over
the years for forest fire fighting brigades at a global level.

WHAT IS THE MILITARY EMERGENCIES UNIT (UME)?
The mission of the Military Emergencies Unit (UME), lead
by Lieutenant General César Muro, is to operate anywhere in
Spain and abroad to aid the safety and wellbeing of Spanish
nationals. This work is carried out together with State
and Public Authority institutions in high risks situations,
catastrophes, disasters and to serve other public needs.
The responsiveness, mass deployment, sustained effort,
flexibility in its deployment and withdrawal, and the option
of channelling the resources of the rest of the Armed Forces
are characteristics which enable the UME to focus its
resources on any location in Spain in order to deal with any
emergency with complete logistical independence.
The future of the UME is a project which is defined every
day, addressing the new requirements of Spanish society. The
different challenges to face, different capabilities to perfect
ensure that movement does not stop and that its progression
is constant and always in keeping with the demands of the
society which it tries to serve with vocation, efficiency, spirit
of service and always faithful to its motto: “To serve”.

La misión de la Unidad Militar de Emergencias (UME), con el
teniente general César Muro al frente, es intervenir en cualquier
lugar del territorio nacional y en operaciones en el exterior para
contribuir a la seguridad y bienestar de los ciudadanos. Un trabajo
que se lleva a cabo junto con las instituciones del Estado y las
Administraciones Públicas, en los supuestos de grave riesgo,
catástrofe, calamidad u otras necesidades públicas.
La capacidad y la agilidad de respuesta, el empleo en masa, el
esfuerzo sostenido, la flexibilidad en sus despliegues y repliegues y la
posibilidad de canalizar los medios del resto de las Fuerzas Armadas
son características que permiten a la UME concentrar sus medios en
cualquier punto del territorio nacional para hacer frente a cualquier
emergencia con una total autonomía logística.
El futuro de la UME es un proyecto que se define cada día, atendiendo

After passing strict access controls to enter the Torrejón Air
Base, we arrive at the UME Headquarters building where
Captain Manuel Vázquez Muñoz is waiting for us. His
collaboration in making this article happen has been crucial.
We wanted to see the Unit from the inside and humanise it
from the most genuine and honest perspective of one of its
members. We greet several of his colleagues and, finally, are
introduced to Commander Javier Moreno Miguel.
Después de superar unos rigurosos controles de acceso a la Base
Aérea de Torrejón, llegamos al edificio del Cuartel General de la
UME donde nos espera el capitán Manuel Vázquez Muñoz. Su
colaboración para la realización de este artículo ha sido fundamental.
Queríamos conocer la Unidad desde el corazón y humanizarla desde
la perspectiva más real y sincera de uno de sus miembros. Saludamos
a varios compañeros y, por fin, nos presenta al comandante Javier
Moreno Miguel.
Good morning Javier. We know a bit about the brief history of
the UME, but how does one get to be a member of the Unit?
On a yearly basis vacancies are advertised to members of
the Armed Forces. We are an oversubscribed Unit, currently
comprised of almost 3,700 men and women, divided between
five geographical locations on the mainland (Seville, Valencia,
Zaragoza, León and Madrid) and two detachments in the
Canary Islands. Once posted to the unit, you must be certified,
i.e., you have to pass a five week training course to gain the
basic knowledge regarding our functioning. As military
personnel, we are all organised in the same way, we have the
same philosophy but our missions are different and we must be
trained in the different duties that we are to carry out.
When did you yourself join the UME? And why are you a
member of the military? Tell us about your professional career.
I joined the Armed Forces when I was 20, but I had always
had a sense of adventure since I was a small boy; I was
drawn to the military way of life, its concept of honour,
camaraderie...For 12 years I was serving in the Paratrooper
Brigade, in the posts of lieutenant and captain; subsequently,
I have served in various posts in Murcia and Madrid. Whilst I
took the Staff course in 2005, the UME began to take shape.
I was immediately captivated by the project and I have been
an active member of this Unit since 2009. At present I serve

Anualmente se ofertan vacantes a disposición de los miembros de
las Fuerzas Armadas (FFAA). Somos una Unidad muy demandada,
compuesta actualmente por casi 3.700 hombres y mujeres, repartidos
en cinco puntos geográficos dentro de la península (Sevilla, Valencia,
Zaragoza, León y Madrid) y dos destacamentos en las islas Canarias.
Una vez destinado en la unidad, es indispensable estar acreditado, es
decir, hay que superar una formación de cinco semanas para tener los
conocimientos básicos de nuestro funcionamiento. Como militares,
todos tenemos la misma organización, la misma filosofía pero la
misión es distinta y nos debemos instruir y adiestrar en los diferentes
cometidos que debemos atender.
Y en tu caso personal, ¿desde cuándo estás en la UME? Es más, ¿por
qué eres militar? Cuéntanos tu trayectoria profesional.
Ingresé en las FFAA con 20 años, pero ya desde muy pequeño sentía
apetito por la aventura, me llamaba la atención la forma de vida
militar, su concepto del honor, el compañerismo... Durante 12
años estuve destinado en la Brigada Paracaidista, en los empleos
de teniente y capitán; posteriormente, he tenido varios destinos en
Murcia y Madrid. Mientras realizaba el curso de Estado Mayor en
2005, comenzó a fraguarse la UME. Enseguida me cautivó el proyecto
y, desde 2009, soy miembro activo de esta Unidad. Actualmente estoy
destinado como comandante en el primer Batallón de Intervención
en Emergencias, si bien, antes de ocupar este puesto, estuve en el
Estado Mayor de la UME, en las áreas de Relaciones Institucionales
y Operaciones. Dos puestos distintos, cada uno con un nivel de
operatividad, aunque ambos son fundamentales para resolver las
emergencias con éxito.
¿Podrías contarnos una intervención significativa?
Cualquier intervención tiene sus particularidades para cada uno
de los componentes de la UME que participan en ella. Sin querer
destacar ninguna intervención por encima del resto, mencionaré mi
primera intervención de manera directa en la pasada campaña de
lucha contra incendios forestales. Fue el 1 de julio de 2012: final de la
Eurocopa ‘España - Italia’. Y con esto lo digo todo, porque no me voy
a olvidar del momento en el que descolgué el teléfono y me dieron
la noticia de la activación de la UME, mientras apenas comenzaba el
partido. Familia al completo, todos con las caras pintadas, camisetas
de la selección, cerveza en mano… Pero no había tiempo para las
dudas ni las lamentaciones. El deber es el deber. Un incendio en
Albacete arrasaba hectáreas de pastos y, descontroladamente, había
pasado a tierras murcianas. Por el camino escuchamos la radio, los
goles y la evolución del incendio. La verdad es que llegamos muy
motivados a Calasparra. Dos días de combate intenso contra el fuego

Could you tell us about a significant operation?
Los batallones de la UME están organizados en diferentes niveles
de alerta, en diferentes elementos de intervención. El elemento de
primera intervención sale de la base en un plazo nunca superior a 15
minutos; el elemento de segunda intervención, en un plazo de 2,5
horas; y, así sucesivamente. La activación y desactivación de la UME
se rigen por lo marcado en el Real Decreto 1097/2011 y debemos
estar en un plazo no superior a cuatro horas en cualquier lugar de la
península y en las islas Canarias.
Any operation has its distinctive characteristics for each of
the divisions of the UME participating in it. Without wanting
to place more importance on one operation over the rest,
I’ll mention my first direct operation in this year’s forest
fire fighting campaign. It was 1 July 2012: the ‘Spain-Italy’
European Cup final. And that says everything, because I’m
never going to forget the moment in which I picked up the
phone and I was given the news of the UME deployment,
just as the match was beginning. With all my family present,
everyone’s face painted, wearing their Spanish football shirts,
beers in hand...But there was no time for doubts or regrets.
Duty is duty. A fire in Albacete was destroying hectares of
pastureland and, out of control, had spread into Murcia.
On the way we listened to the radio: the goals and the
fire’s progress. We were very motivated when we arrived in
Calasparra. Two days of intense fighting against the fire with
12-hour shifts. When everything was under control, we went
back home. I still haven’t seen the match, but the satisfaction
of a mission accomplished and the return of the whole unit,
knowing that Spain is the European champion, is more than
enough.
¿Cómo se gestiona el momento de la activación de la emergencia?
¿Cuándo se da por concluida?
Nuestras actuaciones tienen una media de 48 a 72 horas, pero a
veces se suceden las emergencias una detrás de otra, y llegamos a
estar de misión durante diez días seguidos. Esto es común durante
las campañas contra los incendios forestales en verano. Una
intervención se puede dar por concluida cuando llegamos a la base, lo
dejamos todo revisado y preparado para la siguiente intervención y el
personal se encuentra descansado.
¿Cuál es la recompensa emocional después de la actuación?
¿Qué te incita a volver?
En esta Unidad, el contacto directo con la sociedad es un plus, ya
que, desde el primer minuto, sientes la gratitud de las personas que
sufren las consecuencias de una catástrofe. No somos muy dueños de
nuestro tiempo; la misión, la Unidad y el destino son muy exigentes,
pero, en cambio, tenemos la recompensa de sentirnos útiles, del buen
sabor del trabajo bien hecho, de cumplir con nuestro compromiso
como militares.

When there’s no emergency situation, what do you spend your
time doing? What is a normal day’s work like at the Base?
Although the usual working hours are from 8:00 a.m. to
17:00 p.m., we normally “extend them a little”, as there’s a
lot to do and there aren’t enough hours in the day. We spend
a lot of time training; it is essential to maintain the staff
permanently prepared. The physical exercise and fitness
training undertaken depend on each campaign (fire, rain,
snow). The maintenance of the material, safety training,
psychological capacity is also important...We have to know
beforehand what we may be up against in a catastrophe and
self-management of stress has to be well controlled.

How is the activation of the emergency operation managed?
When is it considered to be over?
Cuando no hay situación de emergencia, ¿en qué se emplea el tiempo?
¿Cómo es un día de trabajo normal en la Base?
The UME battalions are organised into different levels
of readiness and different operation divisions. The first
operation division leaves the base within an absolute
maximum of 15 minutes; the second operation division
within 2.5 hours; and so on. The activation and deactivation
of the UME are governed by the provisions set forth in Royal
Decree 1097/2011 and we should reach any location on the
mainland and the Canary Islands within a maximum of four
hours.
Aunque el horario habitual es de 8:00 a 17:00 horas, lo normal es
“extenderlo un poco”, ya que hay mucho por hacer y el día se queda
corto. Dedicamos mucho tiempo al adiestramiento; la instrucción
es básica para mantener al personal permanentemente preparado.
El ejercicio físico y el entrenamiento dependen de cada campaña
(fuego, lluvia, nieve). También son importantes el mantenimiento del
material, la formación en materia de seguridad, la formación militar,
la capacidad psicológica… Tenemos que saber de antemano con qué
nos podemos encontrar en una catástrofe y la autogestión del estrés
tiene que estar bien controlada.
Our operations average 48 to 72 hours, but sometimes
emergencies occur one after the other, and we can be on a
mission for ten days straight. This is common during the
forest fire fighting campaigns in summer. An operation can
be considered to be over when we reach the base, check
everything and leave it ready for the next operation and
when the personnel is resting.

What makes you go back?
In this Unit, direct contact with society is a bonus as, right
from the first minute, you feel the gratitude of the people
who are suffering the consequences of the catastrophe.
We don’t really control our time; the mission, the Unit
and destiny are very demanding, but, in exchange, we are
rewarded by feeling useful, with the feeling of a job well done,
fulfilling our commitment as members of the military.

El mando único y la coordinación son esenciales, gracias a la garantía
de nuestros medios de comunicación. Pero sin las personas y los
medios no podríamos funcionar. El trabajo en equipo es la clave. Cada
miembro es un profesional formado en sus competencias específicas
(seísmos, rescate, buceadores, conductores, transmisiones…),
aunque todos saben actuar perfectamente en incendios forestales,
inundaciones, fuertes nevadas… Nuestra disciplina militar y
adoctrinamiento, así como nuestro protocolo de actuación bien
definido, nos permiten ejecutar y entrar en acción sin dilación. Esto
no evita que surjan imprevistos. Hay un dicho militar que dice: “No
hay plan que dure dos minutos frente al enemigo”, pero eso no quita
para que un plan de acción haya que ejecutarlo siempre.
A single chain of command and coordination are essential,
thanks to the guarantee of our means of communication.
But without people and the resources we could not function.
Teamwork is crucial. Each member is a professional trained
in his specific skills (earthquakes, rescue, divers, drivers,
transmissions, etc.), although everyone knows how to
operate perfectly in forest fires, floods, heavy snow...Our
military discipline and indoctrination, as well as our well
defined action protocol, enable us to execute and begin
operating without delay. This does not mean there are no
unforeseen circumstances. There is a military saying that
goes: “There is no plan that lasts two minutes against an
enemy”, but this does not mean that an action plan should
not always be executed.
Lastly, would you say you love your work?
No, I love my wife. But I am passionate about my work.
It’s very clear that my vocation is to serve and I have never
regretted joining the military. My family contributes to
the fact that everything works. My wife Reyes works for a
pharmaceutical company, she is a coach and also looks after
our home and cares for our two girls, Paula
and Reyes, 11 and 7 years of age. After
looking after my three girls I don’t have
much spare time. But I still play a bit of
sport, like running, swimming and cycling.

Asian military personnel in the Seville headquarters
of the ITURRI Group
On 13 November military personnel from different Asian
countries visited the ITURRI Group facilities in Utrera and
the headquarters in Seville. These military personnel, who
had travelled from countries such as Malaysia, Bangladesh,
Thailand, Korea, Singapore, Vietnam, Brunei, India, the
Philippines, Indonesia and Kazakhstan, were here to attend
an Advanced Studies course organised by the Ministry of
Defence.
During their visit to the facilities all the students were able
to see in situ the different solutions and new technical
developments that the ITURRI Group is currently working
on and implementing in the military world of defence and
emergencies.

three hundred volunteers accompanied the high-ranking
representatives kitted out in red waterproof jackets supplied
by the ITURRI Group.

The San Carlos Clinical Hospital provides its surgical
staff with clean air suits
The surgical department of the San Carlos Clinical Hospital is divided into
6 blocks located on different floors and attached buildings of the hospital.
Over five hundred workers render their services in this department, and
the hospital has provided clean air suits to all the surgical staff.
With this measure they are not only complying with European standard
EN 13795, but they are also solving monitoring problems. The suits have a
RFID chip so that they can be tracked.

El área quirúrgica del Hospital Clínico San Carlos está dividido en 6
bloques localizados en distintas plantas y edificios anexos del hospital.
En este área prestan sus servicios más de quinientos trabajadores,
donde el hospital ha dotado de trajes de aire limpio a todo el personal

The ITURRI Group, present at Expoforestal
The ITURRI Group participated in Expoforestal. It is an
annual fair held in Mexico whose headquarters changes each
year. All the sectors that are linked to forests participated
in it, with companies from very different fields: logging,
handcraft, machinery and tool suppliers, fire prevention and
fire fighting, universities, state governments.
With a large number of people in attendance, ITURRI had the
chance to find out the principle problems and needs in the
field of fire prevention and fire fighting in Mexico, as well as
present its forestry solutions.

Success of the ITURRI Group stand at the International
Safety and Protection Fair in Brazil
From 3 to 5 October the ITURRI Group took part in the 19th
edition of the FISP (International Safety and Protection Fair),
considered to be the principal fair in the sector in Latin
America and the second largest in the world. Seven hundred
exhibitors participated presenting the most modern and upto-date products in the field of safety in the workplace.
The FISP is held every two years in Sao Paolo (Brazil) and this
last edition was attended by over 45,000 visitors, among them
buyers, safety technicians, industrial and civil fire fighters,
students and entrepreneurs.
The ITURRI Group stand, with a surface area of 70 m2, had
somewhere to receive customers where mannequins where
on display dressed in the clothing of the various areas of
operation, as well as information on the different solutions
offered by the company and capabilities in the most diverse
sectors. All this was supported by the projection of the
Group’s institutional video on a large screen.
The customers were attended to in a reserved meeting room
and a bar, in which typical aperitifs from Spain were served
at relaxed meetings.

la FISP (Feria Internacional de Seguridad y Protección), considerada

del mundo. Participaron 700 expositores que presentaban lo más
moderno y actual en el área de la seguridad en el trabajo.
La FISP se celebra cada 2 años en Sao Paulo (Brasil) y esta última edición
contó con más de 45.000 visitantes entre compradores, técnicos de
seguridad, bomberos industriales y civiles, estudiantes y empresarios.
El stand del Grupo ITURRI, con un área de 70 m², disponía de un lugar
para recepción de clientes donde se encontraban expuestos maniquíes
con vestuario de las diferentes áreas de actuación, así como información
sobre las distintas soluciones que ofrece la empresa y capacidades en los
más diversos sectores. Todo ello, apoyado por la proyección en una gran
pantalla del vídeo institucional del Grupo ITURRI.
Los clientes eran atendidos en una sala de reuniones reservada y en
un bar, el que se sirvieron aperitivos típicos de España en reuniones
distendidas.

Barbeque “the
German way”
As they do every year, the German office held their
traditional barbeque at one of their colleague’s houses,
Bernd Beiten, to recharge their batteries for the new season.
We have decided to present one of the German specialties
in this section: the sausage.

This is the traditional Bavarian sausage
made with veal, bacon and seasoned with
parsley, onion, lemon and cardamom. This sausage
is boiled and eaten without the skin, but with sweet
mustard.
