DG ECHO Annex III to the FPA: General Conditions applicable to European Union Grant Agreements with Humanitarian Organisations WHAT CHANGES WITH THE NEW FINANCIAL REGULATION (AND ITS RULES OF APPLICATION)? Changes applicable to the Grant agreements signed as of 1/01/2013 Art. n° Revised article 6 Access to agreement related documents by third parties Without prejudice to Article 23 herein, the Parties commit to grant third parties access to any document, information or other material directly related to the Grant Agreement after having received the written authorisation of the other Party. This obligation remains valid for a period of five years following the payment of the balance, and for three years in the case of the maximum value of the grant is not more than EUR 60.000. Ya no es necesario firmar Convenios en el mismo año de la Comisión, por lo tanto la Comisión podrá firmar el 29 de diciembre del año N y la organización humanitaria, el 2 de enero del año N +1. It shall be sent by the Commission or its authorised representative to the Humanitarian Organisation concerned, who shall have 30 days from the date of receipt to submit observations. The final report (“final audit report”) shall be sent to the Humanitarian Organisation concerned within 60 days of expiry of the time limit for submission of observations.
