Francisco Javier Vazquez Requero, y con asistencia de los Sres. Vicepresidentes D. Robert Warshaw, en representacion de Ia Harriet y Esteban Vicente Foundation y Torquemada Luengo, Concejal de Servicios Sociales, Sanidad y D. Andres Consumo, representacion del Ayuntamiento de Segovia, D. Atilano Soto Rabanos, en Presidente Fundador del Museo, y de los Vocales representantes de las Instituciones que conforman el Consorcio• Da Emilia Aglio Mayor, en representacion del Ministerio de Cultura; D. Abierto el acto por parte del Sr. Presidente y con caracter previo al examen y debate de los asuntos que conforman el Orden del Dia, hizo use de la palabra para dirigirse y dar Ia bienvenida a Da Silvia Clemente, que habia querido sumarse a esta sesion de Pleno, y a la que agradecia su deferencia y, de igual forma, dirigiendose a los representantes de la Harriet y Esteban Vicente Foundation, les agradecio su presencia, ya que, como en otras ocasiones, se ven obligados a realizar un largo viaje para participar en la sesion plenaria que ahora comienza. De igual forma pidio disculpas por el hecho de que el Acta se haya remitido con pocos dias de antelacion respecto de la celebracion de esta sesion; por todo ello y sin mas 1 6 r , dilacion, a continuacion y con el quorum exigido por los estatutos del Consorcio se paso al estudio y debate de los asuntos del Orden del Dia, con arreglo at siguiente detalle: 1. APROBACION, SI PROCEDE, DEL ACTA DE LA SESION ANTERIOR.- Por parte del Sr. Secretario General del Pleno, previa cesion de la palabra por el Sr. Presidente, se presento el Acta de la sesion de 27 de octubre de 2011, copia de la cual fue entregada a los Sres. miembros del Pleno con la debida antelacion, para que, en su caso, los mismos pudieran formular, por escrito, aquellas consideraciones y rectificaciones que estimasen necesario realizar, a cuyo efecto la Presidencia pregunto a los presentes si deseaban se procediera a dar lectura at texto integro del Acta, considerandolo estos innecesario at tener previo conocimiento de la misma, procediendose por el Pleno a aprobar, por unanimidad, el Acta de la sesion anterior en la forma en que ha sido redactada. 2. APROBACION, EN SU CASO, DE LA LIQUIDACION DEL PRESUPUESTO DEL MUSEO DE 2011 .- El Sr. Presidente tomo la palabra para presentar a los miembros del Pleno la liquidacion del Presupuesto del Museo para el ano 2011, haciendo constar que, dado el caracter eminentemente tecnico de la misma, cedia la palabra at Sr. Interventor para que este these cumplida y detallada cuenta de los datos que obraban en el dossier y que conforman la expresada liquidac16n. El Sr. Interventor manifesto que la liquidacion refleja la situacion economica del Consorcio a 31 de diciembre de 2011, y que, tal y como podria verse en la pagina 10 y siguientes del citado dossier. Desde el lado de los ingresos, puede observarse en la liquidacion una situacion en Ia que el total de Ingresos ha ascendido a la cantidad total de 1.068.133,00 euros en el Presupuesto definitivo, y los Ingresos por derechos reconocidos, a la cantidad total de 1.071.043,41 euros, si bien en este apartado dejo expresa constancia de que de los derechos reconocidos que aparecen consignados estaban pendientes de cobro 16.200,00 euros del concepto 450.80 y 113.400,00 euros del concepto 450.81, ambos correspondientes a la Junta de Castilla y Leon. Por lo que atane a los Gastos, estos han ascendido a 1.101.493,90 euros, to que en comparacion con los derechos citados de 1.071.043,41 euros, produce una situacion reconocidos ya de -30.450,49 euros (ingresos- gastos). Sin embargo ha de hacerse constar que en dicha comparativa no se han incluido en Ingresos el Remanente de Tesoreria utilizado de 43.900,00 euros. 2 Continuo el Sr. Interventor manifestando que to importante era tratar de averiguar si la liquidacion del Presupuesto se cierra con superavit o deficit, dejando constancia de que el Remanente de Tesoreria 2011 finalmente asciende a la cantidad de 36.342,03 euros, y ello como consecuencia de que se produjo una situacion puntual con la financiacion de la exposicion "La Dama de Corinto", dado que el IVA soportado deducible ha superado al IVA repercutido, y con ello se ha conseguido un beneficio final de ejercicio. Senalo el Sr. Interventor que las explicaciones que se daban sobre la liquidacion eran mas completas en el documento anejo, denominado Cuenta General, que es la que se remite al Consejo General de Cuentas y que puede ser examinada por cualquiera de los miembros del Pleno. Hizo especial hincapie en senalar que para que se pueda hablar de una salud financiera adecuada el Remanente de Tesoreria deberia estar en un segmento que oscila entre el 5 y 15% sobre los recursos ordinarios, y que en esta ocasion se ha liquidado con un 3,33%, por debajo de esas cantidades que garantizan cierta seguridad y, por tanto la situacion financiera del Museo, de alguna forma, es preocupante. A continuacion tome la palabra Ia Sra , Directora para dar cuenta del coste total del resultado economico de las exposiciones habidas en 2011, que aparece resenada en el dossier, senalando que las dos grandes exposiciones que habian tenido lugar en el ano 2011, habian sido "La Dama de Corinto" y la denominada "Improvisaciones concretas y esculturas de Esteban Vicente en Estados Unidos", y que podia senalar, con agradecimiento para todos los miembros del Pleno, que ello habia sido posible gracias al apoyo institucional de la Junta de Castilla y Leon, de la Compania Telefonica y de la Harriet and Esteban Vicente Foundation y a [as politicas extraordinarias de ahorro que se han acometido. Acto seguido tome la palabra Da Silvia Clemente para senalar que los dos pagos pendientes al Museo Esteban Vicente por parte de la Junta de Castilla y Leon se deblan a diversas tensiones de Tesoreria y a la existencia de determinadas ordenes de prioridad, ya que en los momentos actuales el Presupuesto esta prorrogado, informando de que dichos pagos se efectuaran en breve. Asi, pues, el Sr. Presidente propuso a los miembros del Pleno la aprobacion de la liquidacion en los terminos en que habian sido expuestos y su remision posterior al Consejo General de Cuentas, procediendose a su aprobacion por unanimidad de todos los miembros presentes. 3 3.- APROBACION, SI PROCEDE, DEL PRESUPUESTO GENERAL DEL MUSEO PARA EL ANO 2012.- El Sr. Presidente manifesto la imposibilidad, ya explicada con anterioridad a todos los miembros del Pleno, de que se puedan aprobar los Presupuestos en los momentos actuales, puesto que las instituciones que conforman el Consorcio no han aprobado aun sus respectivos presupuestos, cediendo la palabra a la Sra. Directora para explicar la situacion actual, y los procedimientos que se proponen al Pleno como forma de actuar en el inminente futuro La Sra. Directora del Museo, haciendo suyas las palabras del Sr. Presidente y ante la imposibilidad de aprobar en los momentos actuales el Presupuesto, senalo que quizas lo que se podria hacer era informar sobre los escenanos, respecto de los que ya se habia pronunciado el Pleno anterior, y proponer que en el plazo mas breve posible se pudiera convocar otro Pleno, y entendiendo que no era posible que se desplazasen nuevamente a Espana los miembros de la Harriet and Esteban Vicente Foundation, se les pudiese transmitir, de la forma mas amplia posible, toda la informacion, a fin de que pudieran tener un conocimiento exhaustivo, en su momenta, de los Presupuestos que se pretenden aprobar. La Sra. Directora recordo como en el Pleno anterior se habian examinado varios escenarios presupuestarios y que el que fue asumido por todos los miembros del Pleno fue el denominado "Escenario C", que suponia un compromiso de austeridad, manteniendo el Museo abierto exclusivamente con la exposicion permanente y el Servicio Educativo; manteniendo y profundizando, si ello era posible, en los ahorros de funcionamiento con respecto a 2011 Senalo que se preveia un incremento de 30.000,00 euros en la aportacion de la Diputacion de Segovia, dirigida a las partidas de seguridad, previendose una disminucion de airededor de un 20% en las aportaciones del Ministerio de Cultura y de la Junta de Castilla y Leon, as[ como en la disminucion proporcional de Ia Harriet and Esteban Vicente Foundation hasta cubrir el 33% del Presupuesto total, asi, pues, el total de disminucion de aportaciones fijas ascenderia previsiblemente a 102.147,00 euros. La Sra. Directora manifesto, aunque en este propio Pleno tendra la oportunidad de explicarlo mas ampliamente, que la Harriet and Esteban Vicente Foundation habia acordado que 70.000,00 euros aportados durante el ano 2011, y que, en principio, debian de ser detraidos de su aportacion del ano 2012, no se detrajeran, y ello ha permitido finalizar y liquidar el ano 2011 con las cuentas presentadas, asi como mantener la aportacion habitual para el ano 2012, hecho este que ha de ser agradecido de forma muy especial 4 Continuo la Sra. Directora manifestando que, con las premisas expuestas, la diferencia entre Ingresos y Gastos ascenderia a (-)53.660,00 euros, dejando especial constancia de que no se habia contratado al Subdirector, se habia prescindido de una Ayudante de Biblioteca, asi como de una persona de Servicios Auxiliares del contrato externalizado. Continuo senalando que se habian aprobado [as normas para el aiquiler de espacios, es decir la capilla y el jardin, esencialmente, sin que se hubiese producido ninguna peticion de alquiler. Se habian empezado a cobrar, a razon de un euro por persona, los asistentes at Servicio Educativo, y por este concepto se esperan recaudar, alrededor de 5.000,00 euros Manifesto que se va a producir un ahorro de 22.915,00 euros en reestructuracion de servicios, segun el detalle que aparece en la pagina 20 del dossier, siendo de destacar los que correspondan a Servicios Auxiliares por ajustes y bolsas de horas, el cambio del suministro electrico, la nueva contratacion de seguros y la baja de Iineas y descuentos en tarifas de telefonia. Como ya se indico en el Pleno anterior, la empresa Abertis habia donado un cuadro de Esteban Vicente para su yenta, para hacer asi frente a su aportacion de 30.000,00 euros correspondiente al ano 2011, debiendo informarse que dicho cuadro aun no se ha vendido, habiendose, sin embargo, iniciado conversaciones con dicha Empresa a fin de que la misma pudiera aportar dachas cantidades a razon de 15.000,00 euros durante el presente ano y 15.000,00 euros at ano que viene, estandose a la espera de la pertinente contestacion de Ia misma. Por otro lado se mantienen negociaciones con distintos museos americanos y europeos a fin de poder Ilevar a cabo diversas itinerancias de la exposicion "La Dama de Corinto", to que supondria entre 15.000,00 y 20.000,00 euros por itinerancia. A continuacion hizo mencion y queria agradecer dicha actividad at Sr. Presidente, en concreto por las actuaciones tendentes a Ia incorporacion de nuevos amigos. EI mismo se reunio con los directivos de las empresas amigas, a las que agradecio su colaboracion y ademas solicito ayuda por escrito a otras empresas, habiendose producido algunos resultados positivos y otros negativos, puesto que algunas empresas solo aportan ayudas a los grandes museos, habiendose incorporado como nuevos amigos: Fundac16n Banco Santander, Globales Informatica, Ontex, Edicta Servicios y Caja Segovia Operador Banca Seguros Vinculado, S.A.. 5 La Sra. Directora, volviendo al escenario "C" elaboro una proyeccion de presupuesto para el ejercicio econbmico de 2012, que contempla unos ingresos de 851.190,00 euros y unos gastos de 895.650,00 euros, to que supondria una diferencia de ingresos y gastos de -44.460,00 euros, de tal forma que si se aplica el superavit del ano 2011, que asciende a 36.342,00 euros, tendriamos un resultado total de -8.118,00 euros. La Sra. Directora incidio en las lineas de trabajo para generar nuevos ingresos, tales como analizar otros ajustes en servicios, anular el seguimiento de prensa, mantener la poiitica de busqueda de patrocinio para proyectos concretos e incremento del numero de Amigos del Museo particulares y empresas. Informo de la yenta de unas serigrafias de Esteban Vicente que se editaron en 1998 con motivo de la inauguracion del Museo, y de las cuales existen 16 ejemplares disponibles y que se pondran a Ia yenta para la obtencibn de recursos. Se actuara, respecto del saldo de excedente de publicaciones y, por ultimo, se mantiene la expectativa, ya explicada, de la yenta del cuadro cedido por Abertis Autopistas, y los posibles ingresos que deriven de la itinerancia de la exposicion "La Dama de Corinto" y otras. Esta es la situacion a fecha de hoy, de tal forma que si los Ingresos bajasen de una forma mucho mas agresiva habria que pensar en medidas de otro orden. A continuaci6n tomo la palabra el Sr. Interventor senalando que, como es obvio, el volumen final de los Gastos depende del volumen de los Ingresos y que en los momentos actuates existen, respecto de estos, numerosas incognitas que han de cerrarse en un futuro proximo. El Sr. Presidente abrio un turno de intervenciones, manifestando que la situac16n economica de las Administraciones Publicas esta completamente influenciada por el retraso en la aprobacion de los Presupuestos de las mismas, y en su calidad de Presidente del Consorcio que rige el Museo, queria pedir disculpas en estos momentos por no poder aprobar el Presupuesto por las circunstancias aludidas. Dingiendose a los representantes de la Harriet and Esteban Vicente Foundation y, manifestando que queria que constase en Acta, dio especialmente las gracias a dicha Fundacion por haber realizado un esfuerzo adicional aportando para el ano 2011, 70.000,00 euros que, en principio, iban a deducirse de su aportacion en el presente ejercicio. Ademas habiendo mantenido la aportacion regular para 2012; se ha procedido, por otro lado, a efectuar un adelanto de 100.000,00 euros para el presente ejercicio, facilitandose con ello el funcionamiento normal del Museo, por to cual el agradecimiento era doble y asi queria dejarlo expresado. 6 Explicito el Sr. Presidente, que la Diputacion de Segovia ha hecho un esfuerzo adicional muy importante y que se va a consolidar para el 2012, ya que se aportaran 228.000,00 euros, to cual supone un incremento del 15% respecto at ano anterior, y ello en un momento en el que el presupuesto de la Diputacion baja un 12%, to cual da idea del compromiso de la Institucion Provincial con el Museo, y que dicho compromiso se mantendra para asegurar el funcionamiento del mismo, de tal forma que una vez, el ejercicio este mas avanzado, se estara atento para evitar distorsiones que podrian ser paliadas desde la propia Diputacion, manifestando a continuacion que no obstante lo dicho, ha de mantenerse el plan de austeridad a fin de ajustar, en la medida de los posible, los Presupuestos. Por parte del Sr. Presidente fundador del Museo y de Caja Segovia, se manifesto que habia leido ilusionado el Acta de la sesion anterior viendo como se acometla con esfuerzo y con teson los planes de austeridad que a todos nos han hecho reducir nuestras aportaciones, haciendo constar que quizas Casa Segovia, que aunque ello es muy dificil, podria, textualmente, hacer algun guino, mediante alguna aportacion complementaria, y que aparte de adquirir una o dos serigrafias de las que han sido presentadas, to que no es posible es que se deje caer el Museo con la excelencia que ha supuesto para la cultura segoviana. A continuacion tomo la palabra Da Silvia Clemente, haciendo constar el compromiso de la Junta de Castilla y Leon con el Museo Esteban Vicente de Segovia, compromiso que podria denominar como cualificado, puesto que la Comunidad habia iniciado anos atras un camino de apoyo a los centros de arte contemporaneo, como pudo verse con la creacion del MUSAC, en Leon, y con una politica arriesgada en cuanto a la presentacion de obras novedosas, as[ como apoyar los museos de arte contemporaneo en mayor o menor medida, segOn la implicacion de otras Administraciones Publicas, refiriendose at Museo DADOS, de Salamanca, Patio Herreriano, etc.. Significo que el Museo Esteban Vicente es el que cuenta con una mayor aportacion de la Junta, puesto que supone un caso muy singular, dada la importancia de la aportacion privada de la Fundacion Harriet y Esteban Vicente, de tal forma que ello ha hecho que la Junta de Castilla y Leon se haya posicionado claramente en apoyo del Museo, y este se ha hecho un hueco indudable en el mundo del arte contemporaneo con un trabajo muy profesional, adaptandose en los momentos actuates a una posicion muy dificil. Continuo la Sra. Clemente refiriendose a como en su momenta se aposto por la ampliaci6n del Museo, expropiandose el edificio contiguo, consiguiendose con ello 7 devolverlo al use publico y obteniendo un importante compromiso de la Fundacion norteamericana. Dejo constancia de que a dia de hoy no se cuenta con los presupuestos de la Junta de Castilla y Leon, puesto que se nutren esencialmente de los Presupuestos Generales del Estado, y que la situacion, no sirve ocultarlo, es dificil, y que aunque no se conozcan los presupuestos, si puede afirmar que se mantiene el compromiso de la Junta de Castilla y Leon con el Museo, queriendo, igualmente, dejar expresa constancia en Acta del agradecimiento a la Fundacion Harriet y Esteban Vicente por sus aportaciones extraordinarias. Concluyo su intervencion la Sra. Clemente, sugiriendo que se podria conseguir una aportacion de industrias agroalimentarias siempre que se presentase un programa concreto y adecuado a sus caracteristicas, de tal forma que estas industrias obtuviesen un rendimiento publicitario adecuado, y ello es muy importante porque, como recordo, el sector agroalimentario ha sido de los pocos que se han visto menos afectados por la crisis, habiendose producido un crecimiento en el empleo, manifestando que si existe una posibilidad de mecenazgo, pero hace falta un proyecto que sea adecuado para este sector y atractivo para el mismo. A continuacion tomo la palabra D. Andres Torquemada, representante del Ayuntamiento de Segovia, para hacer constar que el Ayuntamiento reconoce la labor del Museo, y aunque es cierto que no esta aprobado el Presupuesto, senala que las previsiones apuntan a que pueda haber un recorte de, aproximadamente, un 20%, lo que no obsta para que se mantenga el compromiso con dicho Museo, expresando, por otra parte, el agradecimiento a la Fundacion por sus aportaciones ordinarias y extraordinarias para el normal funcionamiento del Museo. Tomo a continuacion la palabra el Sr. Robert Warshaw, senalando que es realmente gratificante para eI poder asistir a esta reunion. Recordo que hace 15 anos que contacto con los verdaderos padres de la Institucion, a saber: Elvira y Atilano, y que durante todo este tiempo se ha manten do un vinculo muy importante, tanto con el Gobierno Central, a traves del Ministerio de Cultura, como con la Junta de Castilla y Leon, la Diputacion, el Ayuntamiento de Segovia y el resto de instituciones privadas, tanto las que se mantienen como las que no han podido continuar. El vinculo, segun sus palabras, se ha mantenido de forma ininterrumpida, pudiendose afirmar que todos hemos cumplido sobradamente las expectativas, creando algo urnco. 8 El Sr. Warshaw hizo constar que tenia un mensaje que transmitir al Pleno, que consistla en senalar que no deberiamos de vernos superados por las circunstancias economicas actuales, y que queria lanzar un mensaje de optimismo, ya que estamos en un nuevo comienzo porque en unos meses se abre en Nueva York el Museo Parrish Art, que nace como una institucion hermana a este Museo, con arquitectos de renombre, y ello atraera un verdadero interes en los Estados Unidos, lo que, ineludiblemente, tendra un importante impacto positivo sobre Segovia, Castilla y Leon y Espana e indudables repercusiones economicas. El Sr. Warshaw tomo la palabra para manifestar que no deberia existir ninguna preocupacion, y que queria manifestar una idea radical que se le habia puesto de manifiesto al Sr. Presidente, consistente en ver la posibilidad de Ilevar a cabo una sesibn de Pleno en Nueva York, asi como saber si era preciso cambiar los Estatutos para que se pudiesen celebrar sesiones validas, via telefonica o por videoconferencia, sin necesidad de que todos estuviesen presentes en esta sala, y que, realmente, el Museo Esteban Vicente no debia de preocuparse por la existencia del Parrish Museum, aunque pudieran darse rivalidades entre ambas Instituciones hermanas. n"OwacI' o b la palab a I Sra. A continuacion tomo la palabra el Sr. Presidente, el cual, en primer lugar, agradecio al Sr. Presidente fundador, D. Atilano Soto, el anuncio de la aportacion complementaria de Caja Segovia y la adquisicion de [as serigrafias Continuo manifestando, igualmente, su agradecimiento a Da Silvia Clemente por haber expuesto la situacion de la Junta de Castilla y Leon y por poner de manifiesto su apoyo para conseguir patrocinio de empresas agroalimentarias, ya que todas las aportaciones seran bienvenidas. Igualmente agradecio el compromiso del Ayuntamiento de Segovia con el Museo, sea cual sea su aportacion final y, por ultimo, manifesto su agradecimiento a la intervencion del Sr. Warshaw, dejando constancia de que la colaboracion entre el Parrish Museum y el Museo Esteban Vicente deberla de articularse de tal forma que se adoptase un acuerdo de colaboracion, por un lado con la Fundacion Harriet and Esteban Vicente y por otro lado con el Parrish Museum a fin de que esos acuerdos de colaboracion estableciesen en el futuro de forma mas concreta y puntual los compromisos de ambas partes respecto a posibles colaboraciones. Tomb la palabra la Sra. Directora proponiendo al Pleno se aprobase la existencia de la voluntad de Ilevar a cabo sendos acuerdos con ambas Instituciones a fin de que, con posterioridad, se pudieran concretar. El Pleno aprob6, por unanimidad, los citados extremos. El Sr. Warshaw -manifesto que, quizas conviniese sehalar que el Museo Esteban Vicente, de vez en cuando , pudiera ceder al Parrish Museum unas cuantas obras en situation de prestamo prolongado, porque dicho Museo es propietario de 13 obras de Esteban Vicente y aqui se cuenta con alrededor de 160 obras, no serla, pues, un prestamo reciproco y que deseaba que esa manifestation constase expresamente en Acta. A continuation tomo la palabra el Sr. Kevin Contsey para senalar que, dadas las fechas, posiblemente coincidentes, que se estan manejando para la celebration del proximo Pleno en el mes de noviembre, y de que estan finalizando las obras en el edificio de Nueva York, procediendose con posterioridad a su inauguration, seria muy adecuado buscar una flexibilidad para la fijacion de las fechas del proximo Pleno, a fin de posibilitar estar tanto en Nueva York como en Segovia. 10 . d Tomo la palabra la Sra Directora argumentando que el siguiente Pleno, que se celebrara, proximamente, para aprobar los Presupuestos es el que habra de determinar, contando con el acuerdo de la Harriet and Esteban Vicente Foundation, la fecha de celebracion del proximo Pleno que, obviamente, evitara sea coincidente con la inauguracion del Parrish Museum, aunque podria situarse en torno al dia 20, 22 6 27 de noviembre El Sr. Warshaw manifesto que sugeria que se dejase la determinacibn de la fecha del siguiente Pleno abierta, esperandose al mes de mayo para su concrecion. Asi, pues, debatido el asunto ampliamente, se dej6 sobre la mesa la aprobacion del Presupuesto General para el ano 2012, en base a los argumentos expuestos, acordfindose, como ya ha sido resenado, expresar la voluntad del Museo de colaborar especialmente con la Harriet and Esteban Vicente Foundation y con el Parrish Museum a fin de establecer en un futuro acuerdos concretos, fijandose los compromisos de las partes respecto a las distintas modalidades de colaboracibn. 4.- INFORME DE LA SRA. DIRECTORA DEL MUSEO SOBRE ACTIVIDADES REALIZADAS Y A REALIZAR EN EL FUTURO.- La Sra. Directora, previa cesion de Ia palabra por parte del Sr. Presidente, dado lo avanzado de la hora y de la intensidad del debate de los asuntos anteriores, quiso, en primer lugar, remitirse al extenso informe que aparece en el dossier y que comienza en la pagina 24, iniciando su informacion, de forma muy sucinta, sobre las exposiciones y actividades realizadas durante el ano 2011, de las que ya se habia dado cumplida cuenta en Plenos anteriores, haciendo especial hincapie en los visitantes con que habia contado la exposici6n "La Dama de Corinto", que habian ascendido a 19.124, y deteniendose en la exposici6n denominada "Moro. lnstalacion", que fue la ultima de dicho artista, porque fallecio a los pocos meses de su celebracion y de haberse presentado un libro sobre su obra costeado por eI mismo. Expreso su pesar y el del Museo por su fallecimiento. Por lo que concierne a la exposici6n "Improvisaciones concretas: Collages y esculturas de Esteban Vicente" incidi6 en la importancia de esta exposici6n en las relaciones que se han iniciado entre Estados Unidos y Espana a traves de varias instalaciones museisticas de primer orden en ambos paises y al apoyo de la difusion de la obra de Esteban Vicente. Explico como el Museo de Arte Contemporaneo Esteban Vicente dese6 tener un detalle exclusivo para los Amigos del Museo como reconocimiento a su fidelidad y apoyo, 11 • f para lo cual se proyecto la extraordinaria pelicula-documental "Pina•" en 3D, realizada por el cineasta aleman Win Wenders, que supuso un notable exito, con un total de 140 asistentes, proyeccion que se celebro en los cines Artesiete, de Segovia. Continuo su explicacion, senalando que se habia participado en el XIX Congreso de la Federacion Espanola "Amigos y Museos en Ciudades Historicas". Se habia organizado, en colaboracion con la Universidad de Valladolid, las Terceras Jornadas "Huellas de la Ciudad: Margenes del Espacio Humano", y como ya se habia publicado el libro de escritos y entrevistas de Esteban Vicente en coedicion con la editorial Sintesis, denominado "El Paisaje Interior. Escritos y Entrevistas Esteban Vicente". Prosiguio la Sra. Directora, dejando constancia de la actividad denominada •"Noche de Luna Llena" con apertura gratuita del Museo hasta las 00:16, as! Como de como se habla Ilevado a cabo la instalacion "Anselm Kiefer. Am Grande Dert Moldau/Drei Kaiser, 20072008", entre los dias 17 y 25 de septiembre de 2011, y se habia, en colaboracion con el Ayuntamiento de Segovia, a traves del CAT, participado en la actividad ArtFutura 2011. "Repasando el futuro" En colaborac16n con la Universidad de Valladolid, habia realizado practicas una alumna del Master de Comunicacion en los Departamentos de Educacibn y Comunicacion del Museo, y se habia cedido el Auditorio para la Muestra de Cine Europeo Ciudad de Segovia. MUCES, y para el Congreso Internacional de Educacion Mediatica y Competencia Digital de la Universidad de Valladolid "La Cultura de la Participacion", asi como para la presentac16n de diversos libros. For lo que atane al programa de actividades para 2012, hizo constar, en primer lugar, una valoracion en el sentido de hacer constar que en el escenario de crisis econ6mica en el que estamos viviendo, el Museo se ha visto obligado a presentar una vez mas un nuevo enfoque de la Coleccion Permanente, tratando de incluir algunos aspectos ineditos de la obra de Esteban Vicente, habiendose desarrollado un importante trabajo en la busqueda de nuevos documentos y continuandose la investigac16n de Esteban Vicente, tanto para proyectos del Archivo Americano como del propio Museo. Por otra parte explico como los esfuerzos del Museo se han dirigido, en concreto, a la reduccion de gastos, la yenta de servicios, la busqueda de financiacion adicional y a la revision de cometidos. Sena16 que el calendario de actividades se ira aprobando en funcibn de los posibles recursos adicionales que se obtengan e hizo constar que la exposicion "A la 12 f .1 luz de lo invisible", sobre la Segovia oculta de Jose Manuel Ballester, ha tenido que ser pospuesta "sine die". El pasado 9 de marzo se inauguro la exposicion "Esteban Vicente. Pinturas, juguetes, obra grafica", que supone presentar aspectos menos conocidos o ineditos de la produccion artistica del pintor, presentandose por primera vez una seccion dedicada a la obra grafica, collages y un singular tapiz de los anos 70, as[ como tambien una serie de juguetes o toys que no se exponian desde hacia una decada y que se anade a los que son propiedad del Museo. Este proyecto se enmarca en una de las Iineas de actuacion del Museo, que con el titulo de "Nuevas Exploraciones" pretende profundizar en la obra de Esteban Vicente, descubrir nuevas facetas y explorar sus relaciones con otros artistas coetaneos o del pasado. Es continuacion de otras investigaciones que dieron como fruto [as siguientes exposiciones: El color es la luz, 2001; Juegos en el espacio, 2002; Zurbaran, Juan Gris, Esteban Vicente 2003; Luz entera, 2003; Dibujos, 2010; Improvisaciones Concretas, 2012. Gracias a la magnifica coleccion permanente, a la colaboracion de coleccionistas e instituciones, a nuestros archivos y los de The Harriet and Esteban Vicente Foundation, y a la competencia de los profesionales del Museo, podemos acometer proyectos de esta naturaleza. La atencion dedicada a Ia obra grafica y al tapiz han hecho aflorar datos de indudable interes para el catalogo razonado del artista. Se tiene previsto acometer el ciclo de conferencias en colaboracion con la Universidad de Valladolid denominado "IV Jornadas Huellas de la Ciudad" sobre la base de que los conferenciantes impartiran sus conferencias por la manana para alumnos de la UVA, repitiendose por la tarde las conferencias para el publico en general, dichas jornadas tendran lugar entre los digs 22 y 25 de mayo, y cuenta con prestigiosos expertos en cada una de las materias. El objetivo es realizar lecturas del espacio urbano a traves de la interpretacion artistica de los territorios mas cercanos, dentro de un marco teorico interdisciplinar que permits a los estudiantes realizar un trabajo creativo. Las distintas intervenciones versaran sobre arquitectura y urbanismo; distintas miradas al paisaje; las huellas del paisaje y la ciudad en las obras de diferentes artistas y a la literatura. En esta ocasion las ideas basicas giran en torno a la relacion de la ciudad con la naturaleza, a la tension entre la conservacion y la necesaria adaptacion a los nuevos tiempos; a la idea del espacio y del tiempo. 13 f Este proyecto funde los ciclos de conferencias habituales del Museo con las jornadas Huellas de la Ciudad, haciendolas accesibles tanto a los alumnos de la Universidad como a los profesionales que acuden habitualmente a nuestras actividades, produciendo ahorros sustanciales y optimizacion del trabajo realizado Se tiene previsto, con motivo del Dia del Libro, celebrar la IV convocatoria de Bookcrossing, en la que participaran 74 bibliotecas de arte de museos de toda Espana. Dicha convocatoria consta de dos actividades, en primer lugar la liberacion de libros por la Ciudad y un taller que tendra como tema el libro de viaje "La vuelta al mundo en 80 libros". Se mostraran imagenes de los viajes de Esteban Vicente a lo largo de su vida y de otros diarios de viajes realizados por artistas, pretendiendose que los ninos elaboren un libro de viajes que les acompanaran en sus proximas vacaciones. Los Departamentos de Educacion y Biblioteca Ilevaran a cabo los actos conmemorativos del Dia Internacional del los Museos, que tendra lugar el proximo dia 8 de mayo, bajo el lema "Museos en un mundo cambiante. Nuevos retos, nuevas inspiraciones". La Sra. Directora informo sobre las actividades realizadas para la itinerancia de proyectos, especialmente "La Dama de Corinto", de Jose Luis Guerin, estando pendientes de contestacion diversos museos de Nueva York, Washington, Brasil, Colombia, Italia y Francia. La Sra. Directora informo sobre la Beca Yaddo, y de como las candidaturas presentadas por el Museo para la ultima convocatoria han sido desestimadas, estando actualmente la escultora valenciana, Ana Estevez Llorens disfrutando de su estancia en la Institucion. La Institucion Yaddo insiste en la necesidad de que la Directora participe en algun proceso de selecci6n para detectar el tipo de perfil de artists que se requiere y conocer los criterios que maneja la Institucibn. ' Se ha procedido a la firma de un Convenio Marco de colaboracion entre la UVA y el Museo de Arte Contemporaneo Esteban Vicente. Se inform6 del proyecto de participacion del Museo en el denominado "Google Art Projet", siendo de destacar que el problema principal consiste en que el proyecto exige la cesion total sobre los derechos de las imagenes, sin embargo la amplia repercusion que este proyecto tiene, ha hecho que varios museos emblematicos se hayan incluido en dicho proyecto, con un numero limitado de imagenes con derechos de autor protegidos, estandose 14 0 1 en la actualidad estudiandose la posibilidad de ceder unas cuantas imagenes para que el Museo Esteban Vicente pueda formar parte del mismo. Continuo la Sra. Directora manifestando, de forma muy concisa, cuales eran las exposiciones pendientes a realizar por el Museo, hacienda especial hincapie en el interes de la denominada "Esteban Vicente 1930-1965. Coleccion de Mercedes Goetz". Es urgente acometer este proyecto debido a que los estudios derivados de esta investigacion arrojarian luz sobre un periodo muy oscuro, aportaria datos acerca del periodo de gestacion de la pintura de Esteban Vicente, y sobre la epoca de su exilio. Pueden aflorar muchos documentos que ayudarian a una mejor datacion de la obra de esta epoca y contribuiria a completar el catalogo razonado, tambien podrian aflorar documentos y conclusiones interesantes para el estudio que esta Ilevando a cabo el historiador Henry Kamen. Este proyecto que estamos acometiendo seria en esta ano solo para la fase de investigacion al no disponer de fondos para las fases de conservacion, exposicion y catalogo. Incidio en el proyecto de exposicion sobre la biblioteca de Esteban Vicente y la denominada, provisionalmente "Esteban Vicente y Philip Guston con una mirada a Morandi". Esta exposicion, en fase inicial, podria desarrollarse en colaboracion con Morgan Library, New York. Supondria continuar la estela iniciada en Nueva York con la exposicion "Improvisaciones Concretas: Collages y esculturas de Esteban Vicente", que supuso la presencia del Museo y de Esteban Vicente en EE.UU. con obras de primera calidad en instituciones prestigiosas de Estados Unidos (Grey Art Gallery y Meadows Museum). Ademas, supondria la colaboracion con Mckee Gallery y Guston Estate. Se trataria de una exquisite exposicion de dibujos y pocas pinturas de gran calidad y sofisticacion. Su proposito es estudiar la relacion de la obra de Esteban Vicente y Guston entre los primeros 50 y 60 en relacion con una produccion muy determinada de Morandi alrededor de estos anos, y hallar las coincidencias en su actitud hacia la naturaleza y la configuracion de un mundo plastico particular. Aunque esta exposicion se promueve desde el Museo, necesitariamos todo el apoyo financiero de alguna institucion americana (Terra Foundation, The Harriet and Esteban Vicente Foundation, etc.) Sehalo la posibilidad de acometer una exposicion denominada "Drawing Into The Future: Worksby Esteban Vicente and Younguer Generations". 15 • 1 Explico que dada la situacion economica estas exposiciones estan a la espera de obtencion de financiacion. Resalto, acto seguido, que dada la situacion economica actual se estan intentando fragmentar los proyectos, a cuyo efecto se van a solicitar dos becas de investigacion, una al Instituto Franklin, para el proyecto de la coleccion de Mercedes Goetz y otra a la Fundacion MAPFRE, para la elaboracion del catalogo razonado de la obra sobre papel de la coleccion del Museo. Se refirio a los proyectos sobre otros artistas, como es el que ya se ha comentado, de la Segovia oculta, de Jose Manuel Ballester que, por el momento, ha sido aparcado hasta que se cuente con financiacion. Hizo mencion a la exposicion denominada "Chuck Close Prints: Process and colaboration", que se trata de una exposicion que ha itinerado por 12 museos, y constituye una exhaustive revision de la obra grafica de dicho autor. En los momentos actuates dicha exposicion se encuentra en Rotterdam, por to cual seria mucho mas asequible su presentacion en el Museo Esteban Vicente, a cuyo fin se han realizado diversas gestiones a traves de D. Fernando Marin con el Colegio Americana. Informando a los miembros del Pleno de que el proximo dia 24 de abril se recibira a su Jefa de Estudios a la que se presentara esta exposicion, que podria inaugurarse en nuestro Museo el proximo dia 12 de Kunio, por to cual quiere agradecer a D. Fernando Marin su intervencion decidida para introducirnos en el Colegio Americana, y a la inauguracion acudirian sus muy importantes patronos. A continuacion la Sra. Directora se refirio al denominado "Proyecto Motherwell", que se trata de una amplia coleccion privada de obra de dicho autor, uno de los mas representativos del expresionismo abstracto americano en el Museo. En los momentos actuates y una vez recibidas las imagenes de la coleccion se procedera al estudio y seleccion en el mes de mayo, y con posterioridad se elaborara un presupuesto y un posible convenio de colaboracion, en caso de que del estudio de la misma se deduzca la conveniencia de su exposic16n. Prosiguio su informe la Sra. Directora presentando un posible proyecto de colaboracion con MACE (Museu d'Art Contemporani d'Eivissa) sobre la obra de Miquel Barcelo y Barry Flanagan. Se trata de un proyecto cuyo presupuesto se cifra en alrededor de 60.000,00 euros y sera dificil de gestionar para el perlodo previsto. 16 0 i of , A raiz de la existencia de un tapiz de Esteban Vicente en Ia coleccion permanente del Museo, y aunque en fase embrionaria, se esta estudiando la posibilidad de una exposicion que resaltase la aportacion espanola en la tapiceria moderna, con obras de Goya, Picasso, Dali, Tapies o Esteban Vicente que podrian presentarse junto con dibujos y cartones, incluso videos que mostraran el proceso de produccion. A continuacion y dado lo avanzado de la hora, se refirio, muy brevemente, remitiendose al dossier, a los ciclos de actividades, a la actualizacion de la pagina web, a la reedicion del catalogo general del Museo, a las actividades de investigacion planificadas, a la presencia de proyectos del Museo en otros foros, a las actuaciones del Departamento de Conservacion, con una especial incidencia en la reordenacion y reorganizacion de las obras, refiriendose a la revision integral del sistema medioambiental del Museo. La Sra. Directora continuo manifestando que con la implantacion del sistema integrado de documentacion y gestion museografica (DOMUS) se produjo un periodo de retraso en la elaboracion de estructuras y signaturas del arbol topografico del Museo y los tesauros, al estar dedicado el personal a las exposiciones temporales y a la investigacion del Museo, siendo esta una labor que ha de realizarse y que se retomara en los dos proximos cuatrimestres. Se refirio, muy brevemente, a las actividades de la Biblioteca y Centro de Documentacion y a la programacion educativa, asi como al resumen de participantes en cada una de las propuestas especificas y a las actuaciones del Departamento de Comunicacion, resenando que en el dossier aparecian, igualmente, los listados de medios de comunicacion en los que ha aparecido informacion sobre el Museo Esteban Vicente, finalizando su intervencion, resenando que en el citado dossier aparecen los resumenes de visitas al Museo que se han incrementado en un 32%.. A continuacion tomo la palabra Da Elvira Gonzalez, para senalar que de todo lo expuesto puede deducirse que la actividad del Museo es un pequeno milagro achacable, esencialmente, a su Directora, Ana Martinez de Aguilar. A continuacion tomo la palabra el Sr. Representante del Ayuntamiento de Segovia, D. Andres Torquemada, que asimismo pedia felicitar a la Directora por Como se estaban acometiendo las dificultades inherentes a la situacion economica actual. Contesto la Sra. Directora agradeciendo, en lo personal, las palabras, tanto de Da Elvira Gonzalez como de D. Andres Torquemada, y haciendo extensiva dicha felicitacion al equipo humano de todo el Museo y a los miembros del Pleno por el trabajo bien hecho, que 17 I " / , era la consigna que nos dirigia para conseguir determinados logros en el contexto de la actividad diaria, finalizando su intervencion diciendo que se trataba de un lujo poder contar con personas de tanto nivel. Tomo la palabra D. Fernando Marin solicitando a las instituciones alli presentes, que tomasen buena nota en el sentido de apoyar el hecho de que en la proxima Ley de Mecenazgo se considere al Consorcio de Derecho PGblico Museo de Arte Contemporaneo Esteban Vicente como una de las entidades que, se puedan considerar como susceptibles de que las aportaciones que se realicen a las mismas, cuenten con beneficios fiscales. Dicha peticion se hara Ilegar a la Secretaria de Estado, solicitando la colaboracion de [as instituciones en el sentido apuntado. Una vez finalizado el informe de la Sra. Directora, el Presidente agradecio nuevamente a todos los presentes su asistencia y colaboraci6n. 5.- RUEGOS Y PREGUNTAS.- No se formularon. Y no habiendo mas asuntos de que tratar conforme al Orden del Dia, la Presidencia levanto la sesion a las catorce horas y veintiseis minutos del expresado dia, y de todo ello se extiende la presente acta, a reserva de los termmos que resulten de su aprobacion definitiva, y de la que yo , el Secretario General , como fedatario doy fe. V° B° EL PRESIDENTE, EL SECRETARIO GENERAL, Francisco Javier Vazquez Requero Emilio Lazaro Garrido 18 ,. . go Page 4 3. - APPROVAL; IF NECESSARY, THE MUSEUM OF THE BUDGET FOR THE YEAR 2012. - The President expressed the impossibility, as previously explained to all members of the Plenary, which can approve the budget at the present time, since the institutions of the Consortium have not yet approved their budgets, giving the floor to the Director to explain the current situation and the procedures proposed in Parliament as a way of acting in the imminent future. Museum Director , endorsing the words of the President and the impossibility of agreeing at the present time the Budget, said that perhaps we could do was to report on the stage, for which had already ruled previous plenary, and suggest that in the shortest possible time could hold another plenary, and understanding that it was not possible from traveling to Spain again members of the Harriet and Esteban Vicente Foundation, they could convey, in the most extent possible, all information, to enable them to have a thorough knowledge, at the time of the budget that are to approve. The Director recalled how in the previous plenary had examined several budget scenarios and that it was assumed by all members of the plenary was called "Scenario C". which was a compromise austerity, keeping the museum open exclusively to permanent exhibition and educational service, maintaining and deepening, if that was possible, in operating savings compared to 2011. It was pointed out an increase of € 30,000.00 in the contnbution of the council of Segovia. targeting security items, anticipating a decrease of about 20% in the contributions of the Ministry of Culture and the Junta do Castilla y lion and the proportional decrease in the Harriet and Esteban Vicente Foundation to cover 33% of the total budget, and therefore decrease the total amount fixed contributions expected to 102,147.00 euros. The Director said, although in this Plenary itself will have the opportunity to explain more fully, the Harriet and Esteban Vicente Foundation had agreed that contributed EUR 70,000.00 in 2011, and that, in principle, should be taken out ofits contribution in 2012, not reduced. and this has enabled liquidation and closed the year 201 1 with the accounts presented, as well as maintaining the non-nal intake for 2012; a fact that has to be thankful special way. Page 4 Continued Ms. Director stating that, with the assumptions above, the difference between income and expenses amount to (-) 53,660.00 euros, leaving special record that had not been hired Deputy, had overlooked a Library Assistant, and a person of Assistive outsourced contract. She continued, that the rules had been approved for rental spaces, to the chapel and garden, essentially, that there had been no request for any rent. It had begun charging fees at the rate of one euro per person, attendees to the educational service, and for this concept hope to raise around 5,000.00 euros. She said that it will produce savings of 22,915.00 curos in restructuring of services, according to the detail that appears on page 20 of the dossier, noteworthy that apply to ancillary services and stock setting hours, the move from electric, new insurance contracts and low lines and discounted telephone rates. Page 6, last paragraph Addressing the representatives of the Harriet and Esteban Vicente Foundation and, stating that he wanted to put on record, gave special thanks to the Foundation for making an extra effort contributing to the year 2011, 70,000.00 euros, in principle, would to deduct your contribution in the current year. Besides having maintained the regular contribution for 2012, we have proceeded, on the other hand, to make an advance of EUR 100,000.00 for the current year, thereby facilitating the normal operation of the museum, so it was double the gratitude and wanted leave expressed. It meant that the Museo Esteban Vicente is the one with a higher contribution from the Board, since it involves a very unique case, given the importance of the offer of the Harriet and Esteban Vicente Foundation, so that it has made the Castilla y Leon is clearly positioned to support the Museum, and he has no doubt carved a niche in the world of contemporary art with a very professional job, adapting to the present time in a very difficult position. Page 9 Bottom Next, the Director of the Museum related to the audience, manifesting her emotion, and the support she felt very close, expressing her appreciation for Mr. Warshaw and Elvira Gonzalez and their words, and how this had demonstrated their enthusiasm for collaboration, and most especially she desired to thank them for their words regarding her character. Page 10 manifested their appreciation for the intervention of Mr. Warshaw, leaving confirmation that the collaboration between the Parrish Museum and the Esteban Vicente Museum should be articulated in such a way that an agreement of collaboration is adopted, on one side with the Harriet and Esteban Vicente and on the other with the Parrish Museum, so that in the end these agreements of collaboration establish in the future a more concrete (formal) and punctual commitment on behalf of both entities in respect to collaborations. The Director proposed to the Board (governing body) to approve the existence of resolve to carry out said agreements with both institutions, with the intent being, that with posterity, they would be made concrete. The Board (governing body) approved, unanimously, the cited extremes. Mr. Warshaw manifested that maybe it would be convenient to signal that the Esteban Vicente Museum, from time to time, could cede to the Parrish Museum a few works in situations of long term borrowing, because said museum is the proprietor of 13 works of Esteban Vicente and here, counted, are around 160 works, it wouldn't be an even exchange, and, was desired that this manifestation be expressed in an Act. Page 11 Remembering, as it has been already been agreed upon to express the resolve of the Museum to collaborate, especially with the Esteban Vicente Foundation and with the Parrish Museum to establish, in the future, concrete (formal) agreements, focusing on the commitments of the parts, in respect to the different modes of collaboration.
