Rosa DeLauro, D-Conn., said June 6, 2007, her recent trip to Cuba reinforced her view that lifting the almost-5decades-old U.S. trade and travel sanctions against the island could spur economic benefits for both countries. “I believe we should lift the restrictions, change the economic equation between our nations,” DeLauro said in a conference call with reporters. “If we do not act, we are going to lose our competitive advantage to China, Venezuela, Vietnam, and many in Europe.” Connecticut’s egg and oyster industries could be among the beneficiaries if trade restrictions are eased, DeLauro said. “Those are two areas of opportunity, I think, for Connecticut,” said DeLauro, who heads a House subcommittee on food and farm spending. DeLauro headed a fivemember bipartisan group of House members, including lawmakers from Louisiana, Arkansas, and North Carolina, who discussed farm trade and met with Cuban officials during a five-day visit last week. The U.S. embargo prohibits most U.S. citizens from visiting Cuba and prevents most trade between the two nations. But direct sales of U.S. food and agricultural products are allowed. Cuba has made agreements to purchase more than $2 billion in agricultural products from the United States since late 2001, DeLauro said. Bush’s Republican administration has opposed rolling back the travel and trade embargo aimed at undermining Cuba’s government. Embargo supporters say loosening the sanctions would not help persuade Cuba to take critical steps such as releasing its political prisoners and legalizing all political parties. There are various proposals to ease the sanctions in Congress. Backers say they are more optimistic of making progress in the new Democratic-run Congress, but would expect a George W. Bush veto. DeLauro urged more talks with Cuba to improve relations and spur progress on key issues such as human rights. “I came away from this trip believing more strongly than before that only by having an enhanced dialogue with Cuba will we have the platform or the leverage to seriously address these issues without having them brushed aside,” she said. The trip coincided with a trade fair between Cuban officials and more than 100 U.S. food and agricultural companies from 22 states. By KELLY WIESE Associated Press Writer JEFFERSON CITY, Mo. (AP): An annual report on racial profiling during traffic stops continues to find that black drivers are pulled over at a higher rate than white drivers, and the gap is growing. The report, released May 31, 2007 by the attorney general’s office, found black drivers were 57 percent more likely to be stopped than whites, and Latino drivers were 15 percent more likely to get pulled over than whites. A year earlier, blacks were 46 percent more likely to be stopped, and Latino drivers’ rate was comparable to white motorists. The report is compiled after gathering information from law enforcement agencies across the state with details of all traffic stops, including the person’s race, age, gender, the reason for the stop, and if a ticket was issued. The first such report covered traffic stops in 2000. Both black and Latino drivers were stopped more often than would be expected based on their share of the state’s drivingage population, the report found. For example, blacks make up about 10.9 percent of the population 16 and older but 16.3 percent of all vehicle stops. Both black and Latino drivers who faced a traffic stop also were roughly twice as likely as whites to be searched. Contraband was found on black drivers about 19 percent of the time, and 14 percent with Latinos, compared to nearly 23 percent with white motorists. Nearly 6 percent of traffic stops statewide in 2006 led to an arrest. Whites were arrested about 5 percent of the time, while blacks and Latinos were put under arrest more than 10 percent of the time. Attorney General Jay Nixon draws no conclusions about why the disparities exist, but says the data allows questions to be asked. “Law-abiding drivers have the right to travel throughout Missouri without the fear that they will be stopped based solely on their race or ethnicity,” Nixon wrote in his analysis of the report. More vehicles overall were pulled over last year, about 1.6 million, than in 2005, the report finds. The report included data from 635 law enforcement agencies, about 90 percent of all agencies in Missouri. It indicated that the number of agencies failing to comply with the law to report information on traffic stops fell from 32 to 19. Some agencies contract with others and hence make no stops of their own. The list of agencies that did not submit reports was sent to Gov. Matt Blunt, who can withhold state funding from them. Last year, Blunt withheld $3,909 from nine agencies. Bush, who assigned two Cabinet secretaries to get an immigration reform bill through Congress. So why were Texas’ senators two of the most ardent opponents of the sweeping bill? Why were neither among the “Gang of 12” who help stitch together the now-dead compromise? Hutchison and Cornyn will list a disdain for the amnesty provisions in the bill, a need for greater border security and tougher restrictions on illegal immigrants. But also in the list is the reality of Texas politics. Cornyn faces reelection in 2008 and Hutchison is considering a possible gubernatorial run in 2010. Each needs the votes of GOP conservatives who still run the state’s Republican Party and turn out heavily in the March primaries. “The immigration bill has a lot of moving parts and as a consequence, politicians are careful, especially those who have an election next season and especially those wanting to come home and run for governor,’’ said Bill Miller, an Austin political consultant. Republicans still hold every elected office in Texas and the Democratic Party still is rebuilding. Cornyn faces no opposition in the primary, but his general election is attracting the attention of the national Democratic Party, which considers him vulnerable. “No amnesty. No how. No way,” says a headline introducing the illegal immigration section of the state Republican platform. And state GOP Chairwoman Tina Benkiser issued a statement Friday commending Cornyn and Hutchison for their votes on the issue. With those guiding principles, staking out middle ground on immigration offers little for those looking for the party’s nomination. Cornyn and Hutchison voted against speeding the immigration bill to final passage, helping to shelve the bill late Thursday, June 7, 2007. A group of Texas employers attempted what they described as a “full court press” on Cornyn and Hutchison to persuade them to vote for it. The employers ran an ad in The Dallas Morning News asking them to support the bill. They also ran television and newspaper ads in W a s h i n g t o n emphasizing their need for workers in construction, restaurant, hotel and agriculture industries. But they ran into ardent opposition from the Republican base. “There’s a large vocal minority within the Republican primary voters that are adamantly opposed to the bill,” said Bill Hammond, president of the Texas Association of Business and a member of Texas Employers for Immigration Reform. Kulik Since 1981, ten of the 31 parishes founded by primarily Polish-American parishioners in metropolitan Detroit have closed. This year, the Archdiocese of Detroit will close another, St. John Cantius. St. John Cantius is the second oldest Polish church remaining on the west side of the city of Detroit. It is located in the section of city known as Delray. Delray is the extreme southwest area of Detroit adjacent to industrialized Zug Island. Although Delray is sometimes associated with its Hungarian immigrants, large numbers of Poles also settled there in the late 19th Century. This area now hosts predominately Latino immigrants, who have helped this section become revitalized. The parish was founded in 1902, when Fr. John Walczak was directed by his bishop to assume charge of Delray’s Polish colony. When he arrived, he found 62 families and no funds. Strenuous efforts resulted in the erection of a simple frame structure, to be used as a church and school. By 1910, there were over 400 families and a new church was under construction and completed the following year. The city, at the request of the pastor, changed the name of the street on which the parish was located from Mc Gregory to Pulaski, thus creating the first street in Detroit with a Polish surname. The present church building, completed in 1923, is an impressive twintowered Gothic structure. The parish survived through years of post WWII urban decline and the disruption and isolation caused by the nearby massive I-75 Rouge River overpass construction of 1965. In 1974 city purchased and demolished 300 homes near the church, along with some other buildings in the area, to make way for a new waste-water treatment plant. From the front of the church, one now looks out upon pools of contained liquid which help compose an immense waste-water treatment facility. This, along with neighboring Zug Island, and nearby aging structures, has caused Professor Reynolds Farley of the University of Michigan to write: “This is the most forlorn church in the entire city of Detroit.” Inside St. John Cantius Although not as large and magnificent as some of the earlier Polish churches, St John Cantius has its own grand character and a profound sense of holiness. Its ornate altar is adorned with numerous statues and its superb, stained-glass windows emit a dazzling brilliance in daylight. Sitting inside one cannot help but feel its rich religious, historical, and cultural value. It is a tribute to the faith of those who struggled to etch out a living in earlier years. If you are adventurous and decide to visit, the address is 844 Harbaugh Avenue, Detroit. Take Harbaugh Street until it ends and changes into Edwin Street and you are there. The only weekend service is on Saturday at 4:00 PM. • On June 9, 2007, there will be a Corpus Christi Procession Last Saturday June 9 th 2007, the parish hosted a traditional Corpus Christi Procession around the outside of the church that commenced at 4:00PM, with a subsequent Mass. Corpus Christi is a Christian feast in honor of the Holy Eucharist. It was originally assigned to the Thursday following Trinity Sunday. The most important ritual of Corpus Christi is this procession, where the entire parish marches in finest dress around the church to the sound of bells and songs. The closing date is only a few months away. It is June/junio 15, 2007 unlikely, given the shortage of priests and resources that this will change. Besides the church, little else remains of the Polish colony in Delray. It is this writer’s hope, that someone in the Polish community, with the resources and energy needed, can preserve this historic site. Editor’s Note: According to the author, Mr. Kulik, in 1984, Michael A. Krowlewski completed a history of another Polish parish, St. Hyacinth , entitled The Prayer of St. Hyacinth Parish. He wrote, “In the beginning of the twentieth centur y, individuals sur veying their community in Detroit came to an agreement that 1907 would be the year marking 50 years of Polish presence in the city. St. Hyacinth is located on Detroit’s eastside. Although some records indicated that settlers of Polish descent were in the area before 1857, this was generally accepted as the bir th of the community since it signaled a period when Poland was giving the Detroit area its first steady flow of immigrants. Therefore, the year 2007 is not only the 105th anniversary of St. John Cantius Parish, but also, could be considered the 150th year anniversary of Polish settlement in Detroit. Its moniker is “Pueblo Unidi Futuro Seguro: Diversidad y Presencia Ahora.” Convención 2007 will involve more than 100 volunteers working in 11 teams covering Arts and Culture; Faith Based Involvement; Education; Civic Involvement; Health and Mental Health; Immigration Rights and Advocacy; Safety; Community Development; Business and Economic Development; and Media and Public Relations. According to Andres González of The Hispanic Roundtable, organizers of the event, the Oct. 13, 2007 one-day program at Cleveland’s Lincoln West High School already has the participation of a wide array of community leaders and organizations. Among the stakeholders who are partnering with Convención 2007 are: Attorney José C. Feliciano, El Centro de Services Sociales in Lorain (Victor Leandry, Executive Director), OCCHA in Youngstown (Mary Isa Garayua, Executive Director), NEO Hispanic Business Coalition Project in Akron/Canton (Rafaél Rodríguez, Director), HOLA in Lake and Ashtabula counties (Veronica Dahlberg), OCHLA (Ezra C. Andres González, the Director of the Office of Diversity at The Cleveland Clinic, has lined up Dr. Samuel Betances as the keynote speaker for Convención 2007. Dr. Betances has been dubbed: “a biracial, bicultural, and bilingual citizen of the world.” “We also set the date to coincide with Hispanic Heritage Month [Sept. 15Oct. 15, 2007]. Convención 2007 will be a celebratory event, but will also present numerous opportunities for dialogue and deal with issues of community empowerment. It will implement the resolutions for the next three years,” says the energetic González. • How many participants will Convención 2007 attract? Chief organizer José Feliciano, a lawyer with Cleveland’s venerable Baker and Hostetler law firm, says between 1200 and 1400 people attended the 2004 event, and he believes an attendance of 2000 is a realistic goal. However others, including González, believe the figure will reach 3000, more than double the attendance of the 2004 event. González says the venue can accommodate that many visitors. “This event is sending the community the right message. We must do this for our people,” says Feliciano. “This is a source ¿Problemas de inmigración? of power. I can take the results and sit down with the mayor and report to the commissioners and the school board. This is the most important event the community can be engaged in…Hearing what we have to say and identifying issues. It is a huge undertaking.” Richard Romero, who serves as a commissioner on the Ohio Commission on Hispanic/Latino Affairs, agrees that it is important to get feedback to the resolutions. “Each community has different needs and different issues. We need to address this and it is anticipated that the Commission will take a role,” says Romero. OCHLA Director Ezra C. Escudero informed La Prensa, “OCHLA is beginning to have some early conversations with the Convención organizers and we are excited for the opportunity ahead for partnership and cooperation. But for now, we are looking forward to supporting Convención 2007.” Sister Alicia Alvarado works in the office of Cleveland Councilman Joe Santiago. She is a member of the Kitchen Cabinet of Hispanic Roundtable Community Programs that is planning Convención 2007. A veteran of the program, she recalls “There were five of us in 1984. I was a community organizer then.” She chaired Convención 2004 with Al López and Adrian Maldonado, both of ¡Nosotros ofrecemos soluciones! whom are involved with Convención 2007. “So far, we have raised $71,000,” says Sister Alicia. “This is the only vehicle that we know brings people in the Latino community together for one day. We can make a difference in the city, the state and especially this whole region,” she says. • Northwest Ohio included “I’m originally from Cleveland and I was involved with Convención 2004,” recalls Adelante’s Sonia Troche. “I now sit as a member of the Hispanic Roundtable. The first year I was involved, I carefully studied the program before I left for Toledo. I am working on the regional effort. The program has worked in Cleveland, and I believe we can learn from each of us working together for the benefit of the community.” Troche praised the vision of the organizers and especially their decision to expand the reach of the event through members in other areas. “I laud state-wide efforts in the Latino community, because there is always strength in numbers,” says Troche. The planning for Convención 2010 calls for it to include Dayton, Cincinnati, and the entire state. Troche says she has apprised Toledo community leaders Bob Vásquez, Luis Escobar, and David Ibarra about Convención 2007. Ibarra, the principal at Washington Junior High School confirmed his involvement in the program. José Feliciano Troche said a committee is forming in Toledo to also get the education and community development components for Convención 2007 as well as a plan for implementation of those areas. “On the health side, I invited Lydia Alejandro of Fremont, co-founder of Ohio Latino Health Coalition, to be the organizer of the health component at Convención 2007,” says Troche. “People know it is a free event and there is plenty of food as well as some great workshops. We are planning to run busses from Toledo that will bring 50 to100 people to the event. We’re putting it together,” says Troche. Alejandro told La Prensa the Ohio Latino Health Coalition “will develop the health tracks, workshops and speakers” for the event. She said she looks forward to doing health education and “more advocacy,” in general partnership with Cleveland’s Convención 2007. Swain, Ph.D., professor of political science and professor of law at Vanderbilt University, will speak about her newest book Debating Immigration, a collection of 18 original essays that explore the nuances of contemporary immigration and citizenship affecting the U.S. and Europe, at noon on Friday, June 22, 2007, at The City Club of Cleveland. She asserts that undocumented immigration has an especially adverse affect on minorities in this country. Formerly a tenured faculty member at Princeton University, Swain is founder of the Veritas Institute, Inc., a non-profit organization dedicated to promoting justice and reconciliation among people of different races, ethnicities, faith traditions, and nations. Swain is the author of Black Faces, Black Interests: The Representation of African Americans in Congress, which received the 1994 Woodrow Wilson prize for the best book published in the U.S. on government, politics, or international affairs and The New White Nationalism in America: Its Challenge to Integration, nominated for a Pulitzer Prize. Swain has published articles in both popular and academic journals and anthologies, including The New York Times, Wall Street Journal, and The Chronicle of Higher Education. Escudero, the Director of the Ohio Commission on Hispanic/ Latino Affairs (OCHLA). I am happy to see the cohesion between the different leaderships representing Lorain, Cleveland, Columbus, and Toledo,” says Torres. • History of Convención According to material supplied to La Prensa by González, the Hispanic Community Conventions began in 1982 as a collaborative research project involving the Latino community leaders and Kent State University. This led to the creation of the Hispanic Community Project, an informal survey of community leaders and a representative sample of the Latino community-atlarge. The following year saw a meeting of Latino leaders and community activists at which time the suggestion of organizing a community-wide convention received significant support. The Hispanic Community Forum was formed to develop and plan the convention. This was carried out by volunteers from all sectors of the community. Convención 1984, “UNIDOS EN ACCION” (Unity in Action) was held on April 28, 1984. More than 1,000 participants adopted 61 resolutions. Convención 1985 “HACIA EL FUTURO” (Toward the Future) took place on April 25, 1985. By now, the Forum had emerged as an informal resource group for community and area-wide organizations. The Hispanic Leadership Development Program (HLDP) was organized in 1986 as a joint project of the Hispanic Community Forum and United Way Services. Problemas de sobrepeso y obesidad. “En EEUU, el número de niños con sobrepeso y obesos se ha triplicado desde la década de los 60 a aproximadamente un 15 por ciento, y alrededor de un 70 a 80 por ciento de ellos, continuarán siendo obesos de adultos”, dice Bohn, profesora asistente de Medicina Familiar en la Escuela de Medicina de la Universidad de Michigan. “Como resultado, los niños han comenzado a desarrollar lo que siempre se ha pensado es una enfermedad de adultos, Diabetes Tipo 2, presión alta, enfermedades cardiacas, colesterol alto y asma”. They used data from a longitudinal study of more than 800 children and a large group of their parents that began in 1987 and continued through 2000. They found that parents provided more math-supportive environments for their sons than for their daughters, including buying more math and science toys for the boys. (See figure) They also spent more time on math and science activities with their sons than with their daughters. He was born February 1, 1924 in Kansas City, MO to José and Carmen Flores. Ray graduated from Waite High School, Toledo, in 1942. He was drafted and served in the U.S. Army during WWII from February 1943 to November 1945 as a personnel clerk and a motor transport Non-Commissioned Officer with the 15th Traffic Regulating Group/Zone of Communications/ European Theater of Operations. He participated in the Rhineland and Central Europe Campaigns. His military awards included the European-African-Middle East Ribbon with two bronze stars, the Good Conduct Medal, and the WWII Victory Medal. After serving in the Army, Ray went to college and graduated from the University of Toledo with a Bachelor of Science Degree in 1956. He attended the University of Toledo Law School for one year. For over 38 years, Ray served in various personnel management positions with the Department of the Army, the Department of the Navy, the Department of Commerce, the U.S. Peace Corps, and the Department of State. While working for the Peace Corps in 1988, Ray served as a team leader for a number of trips to Central America, Africa, and the South Pacific. Throughout his career he lived in a number of locations including San Francisco, CA, New York, NY, Washington, D.C., and Arlington, VA. Following his retirement from civil service, Ray worked part-time as a substitute teacher for the Arlington County Public School System. He also served as a volunteer teacher and taught English to immigrants from Central and South America under a church sponsored program. Ray was deeply loved and admired by all those who knew him, especially his nine nieces and nephews. He had an incredible sense of social responsibility and passionately went the extra mile for others. He had a generous heart and unselfishly gave of his time and talents to help those around him. As a volunteer he eagerly helped students outside the classroom setting by driving students, finding them temporary jobs, and even helping pay rent for some students in desperate need. Ray was a gifted writer and had a passion for learning that he sustained throughout his life. He also enjoyed reading, hiking and traveling. Ray is survived by two sisters, Esperanza (Charles) Clay, of Arlington, TX, Mary Ward of Toledo, OH and his nine nieces and nephews and their families. He was preceded in death by his mother, Carmen; father, José; sisters, Margarita and Eva and brothers, Rudy and Judge Joseph A. Flores. GEORGE R. MARTÍNEZ George R.
