his leadership, CMSD has engaged in the development of

Prior to joining the leadership team at CMSD, Gordon
taught in the New Orleans Public Schools and the Toledo Public Schools and has served as a
high school principal in urban,
rural, and suburban school districts. In 2001, he was recruited
to the Columbus area to serve

rapidly-growing Olentangy
Local School District’s second
high school. While at
Olentangy, Gordon was appointed to the position of Executive Director of Secondary
Learning, where he was responsible for curriculum and instruction, special education services,
student data and accountability, supervision of personnel, and opening of new
schools for grades 6-12.

Oct. 12, 2012 (AP): The
Obama administration
has approved more 4,500
young illegal immigrants
for a program to let them
stay in the United States
and get a work permit.
U.S. Citizenship and
Immigration Services
says about 180,000
people have applied for
the administration’s Deferred Action for Childhood Arrivals program
announced this summer.
As of Wednesday, 4,591
applications had been
approved. Those people
will also get permission
to work.
To date, no applications have been rejected.
The
government
started accepting applications on Aug. 15 and it
had been expected that
final decisions could take
several months. Homeland Security officials
have say the time to approve applications is expected to slow in coming
months.

Aside from his membership in several bar associations and law-related organizations, Duhart mentors
young people and serves as a
board member at the
Frederick Douglass Community Center not far from his
childhood home.
“Every day I wake up I try
to be firm, fair and consistent, I try to bring that attitude to the bench. I’m a man
of faith,” he said. “I’m of the
firm belief you can get far in
life with hard work. As
judges, we are the faith of
fairness and
equality.”

But Duhart believes his
varied experience as an attorney and brief time as a
judge sets him apart from his
political opponent.
“Anyone who comes before me, I want them to feel
you’ve taken the time and
energy to hear their side of
the case, hear the issues,
thought conscientiously
about their decision, and
were fair and consistent in
that decision,” he said.
“That’s the philosophy I
bring to the bench.”
Duhart also brings a business sense to the bench. He
and his wife Nicole are the
proprietors of several tax
preparation franchises
throughout Toledo and The
Melting Pot restaurant. His
believes his varied personal
and professional experiences allow him to see all
sides of a situation in court.

an underbelly to the circumstances that come before you,” he said. “Judges
have life experiences and

bring to the bench to fairly

Toledo Parks and
Recreation: Issue 5
Toledo City Council members Lindsay Webb and Steve

championing a permanent and
dedicated source of funding
for the continued maintenance
of city parks and recreation
programming. Both council
members contend city parks
and rec facilities have fallen
into disrepair in the face of
recent budget cuts. City crews
this summer demolished a
handful of city-owned pools,
including one at Highland
Park.
The new one-mill, ten-year
levy would generate about $3
million per year for parks and
recreation maintenance and
programming. The owner of a
$100,000 home would pay
$30.62 per year if the levy is
approved by voters.
Backers point out almost
every other community in the
area has a parks and rec levy,
including Maumee, Oregon
and Sylvania. Recreation funding comes from the city’s general fund. A master plan is being drawn up to determine
what is needed from the city
parks system and implement
decisions made by citizens.
Community groups such as
the YMCA were represented
on a task force that recommended the levy as a source of
funding improved recreation
programs for the city’s youth.

Toledo Area Metroparks:
Issue 21
Toledo Area Metroparks is
asking voters to approve an
expansion of its existing land
acquisition levy for capital
improvements and park maintenance programs.
The park system’s board of
directors voted in July to place
a 0.9-mill, ten-year levy on
the ballot. That’s triple the
millage of an existing levy
that expires at the end of the
year. The owner of a $100,000
home would pay $27.56 per
year, an increase of $19.10
from the $8.46 citizens pay to
the current levy.
Metroparks officials hope
to use the expanded levy to
finish development of existing parks and land already
purchased. Those parks are at
various stages in the planning
process, including the
Middlegrounds near downtown Toledo, Blue Creek Conservation Area in Whitehouse
and the Fallen Timbers Battlefield in Maumee. The park
system also would like to build
a hiking/biking trail to connect Secor Metropark in
Sylvania Township with Oak
Openings Metropark, both
part of an oak savannah where
a long-term effort to preserve
wildflowers and other plants
native to Northwest Ohio is
ongoing.
The Metroparks also has a
general operating levy, which
is not set to expire for another
five years. It’s been nearly 20
years since voters have turned
down a Metroparks levy. The
park system projects three million visitors by the end of this
year, a new record.

Toledo-Lucas County
Public Library: Issue 23
The Toledo-Lucas County
Public Library has placed a
2.9-mill, five-year levy on the
ballot which would replace and
beef up an existing 2-mill levy
set to expire at the end of this
year. The current 2-mill levy
has been in effect for four years.
The proposed levy would l cost
the owner of a $100,000 home
$88.80 per year, a $27.55 peryear hike from the current property tax levy voters have been
paying since 2007.
The levy is expected to
generate more than $21 million to $23 million annually,
which comprises roughly half
of the library’s budget. The
other half is provided by state
funding. The public library
system has not seen a levy lose
in 25 years.
The library suffered a
double-digit state budget cut
in 2009 and officials there say
the system is now operating at
1996 funding levels. The

Hamtramck City Council
passed a resolution “affirming that the City of
Hamtramck is a welcoming
community and respects
the innate dignity of all
people.” The resolution is
supported by the local Welcoming Michigan leadership committee, made up of
Hamtramck residents and
representatives from faith
institutions, law enforcement, social services, and
education.
The committee has
worked hard over the past
eight months to connect
U.S.-born residents with
their new neighbors from
other countries through
film screenings, discussions, Kite Day, citizenship
workshops, and a Public
Safety Day festival.
“Immigrants are and always have been key to what
makes Hamtramck a wonderful community,” says
Hamtramck Chief of Police
Maxwell Garbarino. “Welcoming Michigan’s endeavors are excellent to
help support that tradition
and to help make them feel
more welcome here, now,
and always.”

and Gifted celebrated Hispanic Heritage Month with a
festivity full of dances and performances. Mrs. Mary
Aguirre together with other teachers rehearsed with the
children for several weeks in preparation for this day.
Families and friends attended the event.

The Mental Health and
Recovery Services Board
of Lucas County (MHRS)
wants taxpayers to approve
a ten-year, 1-mill levy. Voters most recently passed a
levy renewal in 2008, but
agency leaders contend
this is the first time new
money has been sought in
24 years.
The levy would cost the
owner of a $100,000 home
$30.62 annually, in addition to the levy dollars already being collected by
the agency’s 2008 levy.
The agency’s director told
a levy review committee
over the summer that $7
million was lost over a sixyear period to state budget
cuts and lower property values. The agency has had to
dip into its cash reserves and
cut services to make up the
difference.
While the new levy would
help to restore that lost funding with local dollars, the
agency doesn’t plan to add
any new services in the near
future. MHRS is the result of
a merger between the county
mental health agency and the
former Alcohol and Drug Addiction Services (ADAS)
board, which historically has
had trouble passing a levy.
Scott Sylak said the
agency has cut board and administrative services by more
than 25 percent and has
worked with its provider networks to improve the efficiency of the system and
implement outcome measures to determine how effective the services are. Nonmanagement staff has received one small pay increase
in the past five years while
executive and management
staff haven’t received any
increase.

Lucas County Children
Services is looking to replace
a current one-mill levy
which doesn’t expire until
the end of 2013 with a 1.85mill, ten-year levy. Agency
officials are going to the ballot a year early for two reasons: to better project future
funding and services and
with the hope a presidential
election year will boost the
levy’s chances of passing
with a traditionally larger
voter turnout. The levy request comes just one year
after voters approved a companion levy.
This levy would cost the
owner of a $100,000 home
$56.66 per year, an increase
of $26.04 per year. In recent
years, Children Services has
reduced its levy funding requests, after being urged to
spend down large cash reserves. Agency officials contend those reserves now need
replenished to ensure the current child welfare system can
be properly maintained.
Staffing levels of child
caseworkers in the field have
been maintained, but
$800,000 in budget cuts
would still be needed even if
the levy passes. However, a
levy defeat would mean
nearly $14 million worth of
cuts in the agency’s current
$43 million budget. A levy
loss also would mean the loss
of even more federal matching dollars. Contracted services such as substance abuse
programs for troubled kids
and mentoring and tutoring
for children would be in danger. Staff cuts also would be
inevitable, agency leaders
contend.

Imagination Station:
Issue 26
Imagination Station is another agency that has chosen
to go to the ballot a year
early, asking voters to renew
its current 0.17-mill,
five-year levy. The property tax generates about
$1.3 million of the science
museum’s $3.2 million annual budget, costing owners of a $100,000 home

the science center’s budget
comes from gate admissions, memberships, corporate sponsorships, development and donations.

Station has drawn more than
500,000 visitors to the
downtown Toledo waterfront and presented thousands of schoolchildren
with lessons in science and
technology. Science center
leaders contend they’ve
kept their promise to seek
out more corporate sponsorships of permanent displays and exhibits. The
nonprofit museum recently
announced a series of traveling exhibits scheduled
through 2018.
Two previous levy attempts failed in 2006 and
2007 when it was called
COSI-Toledo. Those levy
losses forced the science
museum to close and revamp its operations before
a third levy attempt was approved by voters.

Party. In other words, David
and Joel work together for the
benefit of the local community but sit on opposite side of
the political fence.
Kaptur announces Federal Funds for Local
Law Enforcement
Oct. 18, 2012: Congresswoman Marcy Kaptur has
announced that the U.S. Department of Justice (DOJ)
has awarded federal funding for Lucas County and
the City of Toledo to purchase bulletproof vests for
officers. DOJ also awarded
funding to help Lucas
County cover costs incurred
for incarcerating undocumented immigrants.
“It is vitally important
that our law enforcement
personnel have the equipment and support they need
to protect our communities
and I am pleased to announce federal support for
our hard working officers,”
said Kaptur.
Funding to purchase bulletproof vests is made available through the Bulletproof
Vest Partnership Program,
which provides matching
grants for local law enforcement to purchase bulletproof
and armored vests. Lucas
County was awarded
$5,553.27 to purchase 85
vests. The City of Toledo
was awarded $10,128.60 to
purchase 145 vests.
According to Rep.
Kaptur’s press release, funding for costs incurred for
incarcerating undocumented immigrants is made
available through the State
Criminal Alien Assistance
Program, which is administered in conjunction with
the Bureau of Immigration
and Customs Enforcement
(ICE) and Citizenship and
Immigration Services at the
U.S. Department of Homeland Security.

OBITUARIES
RICHARD J. MARTÍNEZ
Richard J. Martínez, 80 years, of Toledo, OH, passed away Tuesday,
October 16, 2012, in the Ebied Hospice Center in Sylvania. He was born
in San Antonio, TX, on December 23, 1931, to Refugio and Herminia
Martínez. Richard served in the United States Army, upon his honorable
discharge he worked for the Jeep Corporation for over 30 years, where
he retired from. He had a love for golfing and the Cleveland Browns.
He is survived by his wife, Rachelle Martínez; daughters, Christine,
Diana and Carol Martínez; 7 grandchildren; 11 great-grandchildren, and siblings, Mary
Rodríguez, Gilbert Martínez, Gloria Piña, Alfred Martínez, Alice Ramirez and John Martínez.
Also surviving is his first wife, Frances Martínez.
CHARLES HENRY WEAVER
Charles (Charlie) H. Weaver, 88 of Toledo, OH passed away on
Thursday, October 18, 2012, at Heartland of Oregon. He was born on
March 29, 1924, in San Antonio, Texas to Henry Weaver and Pamposa
Sánchez. He moved to “el Norte” at age 23 where he worked for Schmidt
Meat Packing House until the company closed 18 years later. After that,
he worked for AP Parts until he retired. He was a self-taught skilled
plumber and carpenter. He attributed his ability to fix just about
anything to his upbringing in the Ranch, where people were poor but didn’t know it and lived
off the land where nothing went to waste.
Charlie was a founding member of Latin’s United/Latinos Unidos where he served as
president for nearly 20 years. Charlie brought the social organization to its peak of success.
It was through his leadership, dedication, and hard work that the organization was able to
purchase a small shoe shop which was converted to a bar that grew to contain a hall and picnic
area. At the end of his presidency, the club had no debts, owned all its properties free and clear
and had plenty of savings for educational scholarships and maintenance of its facilities on
South St. Clair St. He helped fund, assemble and distribute Thanksgiving food baskets every
year through the organization. He was a long time volunteer for St. Peter and Paul Church
Festival. He volunteered and supported many Democratic political candidates, such as Judge
Joseph Flores, Louis Escobar, and Anita López.
Charlie loved Latino family history and enjoyed filming all family and community events
for posterity. He enjoyed story telling as well as listening to stories told by other Latinos who
settled in Toledo and its surrounding areas. He enjoyed wearing Texan cowboy hats, vests,
and boots. He loved to play golf and listen to traditional classic Ranchera Mexican songs.
He was preceded in death by his wife, Lucy Weaver. Charlie leaves behind his daughter,
Diane (Mark) Fangman; son, Bruce (Patricia) Weaver; grandsons, Michael and Kevin
Turnow, Bruce C., John and Steve Weaver, and great-grandchildren, Brandon and Hunter
Turnow, Sofia, Solana, Salah, and John Weaver.
Charlie was loved and respected by many of the area’s Latinos and will be greatly
missed by all.

“I recall him talking about

should be a social organization or a civil rights organization,” she said. “He just always felt it should be a social
organization that should do
good deeds for the community, for the younger generations. I really feel he had a
vision and stuck to it, even
though he met with some resistance.”

other families in need and other

riders eligible to use the
Toledo Area Regional
Paratransit Service will be
entitled to free rides on
fixed-route Toledo Area
Regional Transit Authority
buses. The action was approved by TARTA’s Board
of Trustees in September.
The free rides for
TARPS-eligible riders apply to TARTA’s scheduled,
fixed-route service; Call-ARide service; and the
Muddy™ and Walleye
sports shuttles.
“We have TARPS-eligible riders who are capable
of getting to a bus stop and
waiting for a regularly
scheduled TARTA bus,
when their disabilities and
the weather cooperate,”
said TARTA General Manager James K. Gee.
“All a TARPS-eligible
rider has to do, once he or
she has boarded the TARTA
bus, is to show TARPS identification; and he or she will
ride free.”
This new feature is advantageous for both
TARPS-eligible riders as
well as TARTA. Eligible
riders do not have to pay a
fare or schedule a ride in
advance, and TARTA does
not have to dispatch a
TARPS vehicle to the
rider’s home.
According to Gee, “We
know there will be savings;
but, until we know how
many eligible riders utilize
the service, we can’t predict TARTA’s savings.”
Unlike TARPS service,
drivers on TARTA’s fixed
routes will not provide
door-to-door service for the
disabled. Eligible riders
must present themselves at
scheduled stops and, once
discharged from the bus,
must be able to proceed to
their destination themselves of with the help of a
friend.
All TARTA fixed-route
buses are equipped with
lifts and special tie-down
spaces for wheelchairs.
TARTA drivers operate the
lifts to assist disabled individuals board and exit the
bus, but the drivers will not
go to a person’s residence
to assist them. Door-to-door
service will continue to be
provided by TARPS drivers.
Fares for TARPS service
are $2 per one-way trip. Oneway fares for TARTA fixedroute service are $1 for
adults and children six and

Toledo Zoo. This creative position requires strong
skills in graphic design (Creative Suite). Preference
will be given to candidates with experience in painting, illustration and sculptural techniques. Designs
print, signage and hands-on exhibit components for

samples with resume.
This position requires a Bachelor’s degree in
graphic arts, visual arts, or related field and up to four
