Hidalgo Makes the Difference
Walmart Supercenter will open an 185,000 sq. ft. store in Hidalgo, Texas and plans to employ about 300 people, according to Mayor
Martin Cepeda. He also said that everything has started after the worldwide store announced their interest to build and open a store in

T
hank you for your
overwhelming
support in my
reelection as your Mayor. “I'm
glad it is over,” “I ran a good
campaign and had lots of great
help — a lot of people supporting
me. This certainly makes me
feel like I’m doing something
right. Thank you for believing
in me, Thank you for believing
in Hidalgo, and Thank you for
believing in my vision, and for
giving me four more years to
serve you.
As I walked the
community and went knocking
on doors, house to house,
neighborhood by neighborhood,
people said they were happy
with the things we were doing
and the way things were going,

Hidalgo the best small city in
Texas. The city council and I will
review the results of those surveys
and work on them as we plan the
next four years.
The surveys are important
to plan for the future, but I am
happy to say that the work on the
concerns expressed by you as I
walked the neighborhoods has
already started. I had a meeting
with City staff Monday following
the election and asked that they
address the immediate concerns
right away.
As we look to tomorrow,
you can look forward to a better
education and a better quality of
life for your sons and daughters,
your parents, your grandchildren,
your friends and neighbors.
Look forward to a city
that’s growing greener, with
longer-lasting, cost-saving LED
bulbs in every city building. Look
forward to a city that’s growing
brighter, thanks to more efficient
and reliable street lighting.
Look forward to the new
visual identity you’re going to
help us create through a new brand
for the city. And look forward to
new development and jobs.
This focus will help
revitalize, beautify and light up
Hidalgo. Doing this will make
our area more attractive for retail
and economic development.
The next few years will
bring tremendous change to
the City. We are committed to
ensuring that developments in our
community are good and create
jobs for our citizens. I’m excited
about the prospect of helping
Hidalgo grow and so blessed
to be a part of this wonderful
community. ■

delivered Hidalgo’s First-ever
State of the City address to an
enthusiastic crowd of citizens
and dignitaries such as State
Rep. Sergio Muñoz Jr. (D-36), on
Thursday, April 24 at the
Hidalgo Chamber of Commerce.
“When our children
and our children’s children
look back upon the history of
Hidalgo,” Mayor Cepeda said,
“they will remember 2014 as the
year that changed everything.”
Mayor Cepeda touted
Hidalgo’s
first
Walmart;
a
185,000-square-foot
supercenter set to open in
July, and predicted it will act
as a cornerstone for future retail and
commercial growth within the city.
“Walmart
is
making
a
tremendous investment in Hidalgo for
one reason and one reason alone —

Address. He mentioned that attracting businesses to the City was a priority.

all, the community itself.

Every single day, you are
transforming Hidalgo into a
better city than it was the day
before. Whether you’re a city
worker, a teacher, a student
or a retiree, your voice and
your actions will determine
how far we go as a city.”
Mayor
Cepeda
encouraged his citizens to
take pride in the progress
their hometown has made
in such a short period of time. “I’m so
proud of Hidalgo,” he said. “Now, let’s
prove to the world how special our
home is, and how special we are.” ■
New Look, New Design, New Objective
O
n April 11th, 2014
the city's police force
received seven new
police unit. The police units are police
edition units made by Ford Motor
Company introduced into the police
line. The well-known Ford Crown
Victoria sedans began to slowly fade
away and no longer manufactured.
The new Ford interceptors
SUV units have been tested nationwide
and found to be very dependable
and durable for police work.
The new units are 2014 ford
interceptors. The police units are
equipped with 5.6 litter engine, which
gives plenty horsepower when needed.
They are also four wheel drive, with
engine displacement system. This will
allow the city to save gas when being
driven over extended period of time.
The
new
units
were
designed to have less an aggressive
approach. The City of Hidalgo and
the Police Department opted to go
away from the traditional black and
white, to a blue and silver scheme.
The units are fully equipped with
new light bars, radio, and radars. They
are also equipped with new recording
system, which will be the officer's
witness in court when the need arises.
The total cost for the new cars
was just under $300,000.00. Funding for
the units came largely in part thanks to
federal grant money along with federal
forfeiture moneys. No tax dollars were
used in purchased of this units. These
new units will fade out older units which

are in desperate need of repairs. These
new units were obtained with extended
factory warranty which will also save on
the cost for repairs over their lifetime. ■

place for families and children. Summer
is around the corner and the City of Hidalgo is making sure the basketball courts
are ready as well. City workers are installing two new basketball courts at McAllen
Park near the Youth Center.

Estrella’s House – Toy Donation

O
n April 9, 2014
the Hidalgo Police
Department donated
new toys and new stuffed animals to
the Hidalgo County Child Advocacy
Center, also known as Estrella’s house,
a non-profit organization.
Estrella’s House was founded in
the year 2000 as a tribute to ESTRELLA
ROJAS, a victim of child abuse whose
life ended tragically in the hands of her
mother’s boyfriend in Edinburg, TX.
Estrella’s House provides a
safe haven with a child-friendly, noninstitutional environment where young
victims are not afraid to tell their story.
The donation provided by the Hidalgo
Police Department helps the advocacy
center help console what the child might
be going through.
Because of Estrella’s House and
the efforts of the Children’s Advocacy
Center of Hidalgo County, the memory
of our little star lives on with a legacy of
hope and justice for other local victims of
child abuse.

The Hidalgo Police
Department has and
will continue to donate
to organizations that
help the children of our
city and county. ■

City of Hidalgo’s Police Department participates.

your emergency",
is what you hear on
the other end of the line when you call
9-1-1. The Hidalgo Police Dispatcher,
or operator as some might call it, is
the caller’s first point of contact in an
emergency. The voice on the other end
of the line is a professionally trained
civilian. Dispatchers are mandated to
train just as peace officers do to fulfill
their duties, which consist of responding
from behind a computer and a phone
line. Our department’s dispatchers are
trained to make a decision and react to
an emergency. Whether it is a lost child, a
prowler, an accident,
a vicious dog or a
structure fire, their
immediate response
with the proper
information
will
have Police, Fire
and
Paramedics,
which
are
the
first
responders,
responding
and
assisting to whatever
the call may be.
The dispatching
position is not stress
free. The "Hidden
Heroes" have their
9-1-1 Dispatcher In Action
adrenaline pumping as much as a peace
officer on the field. Although their
duties consist of multi-tasking between
answering the phone, radio dispatching
and greeting someone on the front
window; they go under some of the most
demand situations, hear the worst and
see the worst they will react to crisis
situations, critical incidents with absolute
accuracy.
Even though you might not see
them on the field, they are expected to be

professional and polite on the phone or in
person although at some point they might
be treated otherwise. The dispatchers,
like your Peace Officers, also work 365
days, in a 24-hour rotation. They work
nights, weekends, holidays or during a
family gathering.
So next time you hear "Hidalgo
9-1-1" or "Hidalgo Police Department",
make sure to treat them and greet
them with respect as you would a first
responder on the field. ■

Walmart Supercenter in the
City of Hidalgo makes the difference

Celebrate Mother’s Day at the Pavilion
Hundreds of Moms and their children attended the city of Hidalgo and Police Department Mother’s Day celebration.

he City of Hidalgo
and the Hidalgo Police
Department celebrated
Mother’s Day at the Pavillion. Hundreds
of Moms and families gathered to be
honored.
Chief of Police Rudy Espinoza
said that the idea of celebrating Mother’s
Day is because the department is always
looking for ways to get closer to the
community. “We have changed our image
and have done a lot of things to change
in order to better serve this community,”
he said.
During the event, Chief
Espinoza addressed the Moms and
families attending the event and said,
“Mothers, the precious gift from Gods to
us.

resignation is impossible. Mothers' Day is

this contest. We were really amazed with
their creativity and writing skill for such

The Annual Citywide Clean Up brought together hundreds of students and parents to participate.
This event was a success because the residents of the City of Hidalgo love their city.

appreciation to the Hidalgo and Valley
View School Districts, City Employees
and all the volunteers that attended this
year’s Annual City Wide Clean-up held
on Saturday April 26, 2014. Without
the help of each of you we would not
have been able to pick-up over six
hundred bags of trash and fill over five
roll off dumpsters across the city that
were made available for citizens to
dispose of their trash. The volunteers
were treated to hot dogs, drinks and

door prizes that included tickets to
different events at State Farm Arena.

all the volunteers that came out to
help on Saturday, April 26, 2014. ■

This partnership allowed the Court
to start accepting credit cards

As of October 1, 2010,
anyone who has received a traffic

Department
provides the following
important information concerning your
brush collection / bulky items service.
Once a month, the City of Hidalgo
provides a brush /bulky item pick-up
for a total of 12 collections per year.
Please separate the shrubs,
branches, grass, and leaves from the
household garbage and place in a
separate pile away from bulky items.
It is important to make sure
that brush and branches do not exceed
8 feet in length.
The Residential Brush Pick-
Up takes place every 3rd
week of the month. The
brush Collection Schedule
for the next 2 months is
June 16 thru 20 and
July 21 thru 25.
Residents

“I’m so proud of Hidalgo” by Mayor Martin Cepeda
I
don’t know about you, but I feel
so lucky to live in this city, at
this point in history. I don’t know
about you, but I love Hidalgo. It’s my
home, and I’m so proud to tell people it’s
my home.
I love talking about Hidalgo,
especially to people who have never heard
of it! I love to tell them everything, how
great it is to live here, how historic our
city is.
I love to tell them all about the
‘Treasures of Hidalgo’; the international
award-winning BorderFest and Festival
of Lights, all the new jobs that are coming
to town, how great our schools are.
But there’s one Treasure of Hidalgo
that’s more important, more impressive
and more valuable than all the other ones
combined. So what is it?
The Greatest Treasure of Hidalgo is
You! Because you make Hidalgo what it
is! Every single day, you are transforming
Hidalgo into a better city than it was the
day before; no matter who you are!
Man or woman, young or old, every
person and every family is transforming
Hidalgo on a daily basis.
Every time a student aims for success,
they are transforming Hidalgo. Whether
it’s working hard in school to earn a
scholarship or standing up against bullies,
our students are becoming the role models
of tomorrow inspiring their younger peers
to dream big and devote themselves to
achievement.
Every time a city worker feels pride
about their work, they are transforming
Hidalgo. Whether it’s putting out fires,
patrolling the streets, or just sweeping
sidewalks; the combined efforts of our
city workers keep Hidalgo running like a
fine machine and improving the quality of
life here every single day.
Every grandma and grandpa who
tells stories of growing up here transforms

Hidalgo by showing the world it’s a nice
place to live! Every company and business
that creates jobs for Hidalgo citizens is
transforming our economy and our future.
I cannot tell you how honored I am to be
your mayor. To be the person you chose to
lead the direction of the city
The person you trust to make your
dreams for the future of Hidalgo come
true. I cannot tell you how proud I am to
be at your service. You are the reason I
work hard for Hidalgo. You inspire me

accomplishments of his administration.

Ladies and gentlemen, it is my
sincere honor to welcome you here today.
And it is my honor to present to you the
City of Hidalgo’s very First State of the
City address.
I consider it my duty as mayor of this
community to report back to my citizens
and the public at large about what I’ve
gotten accomplished since I was elected
to do this job.
I consider it my privilege to stand
before you and show you the past, the
present, and the future of this fine city,
and the places I hope to take it.
But before we begin, let’s have a
round of applause for my council, my
staff, and everyone who has played a part
in bringing us where we are today.
Here, ladies and gentlemen, is
Hidalgo Today.
When our children and our children’s
children look back upon the history of
Hidalgo, they will remember 2014 as the
year that changed everything.
When they look around the Hidalgo
of the future, they will see a booming city
with a booming economy.
They will be surrounded by stores
of all shapes and sizes — clothing stores,
grocery stores, outlet malls, and the
biggest names in retail all within the city
limits.
When they wonder what it was that
changed this community from a quiet
town with few stores into a major sales
destination, I will proudly tell them it was
the moment Walmart opened its doors.
Ladies and gentlemen, bringing
Walmart to Hidalgo was no easy task. We
at City Hall have been working day and
night, continuing the hard work of our
predecessors in administration, to put the
pieces of this project together. All while
keeping it completely confidential!
Last summer, I had the special
privilege of revealing this amazing
development to the people of my city. It
fills me with pride knowing what a great
day it will be for Hidalgo when Walmart
opens its doors on July 16. It fills me
with pride seeing the construction of the
building, watching as that empty lot on
Dicker and Jackson Road transforms into
something so good for my citizens.
Hidalgo has grown so much over
the past 10 years, but like many small
communities in Texas, we lack a lot of the
convenience and options larger cities take
for granted when they do their shopping.
But this summer, we’ll have a brand
new grocery store, a brand new pharmacy,
a brand new bakery and deli, a brand new
fresh produce market. We’ll have a brand
new clothing store, a hardware store, and
a lawn and garden store. And the best part
is, it will all be under one roof.
Wal-Mart’s decision to call Hidalgo
home is another reminder that Hidalgo
isn’t just the “city next to the bridge”
anymore — it’s a destination! A
destination for people on both sides of
our international border, it’s a place for
events, for culture … and soon, for some
serious shopping.
But more important than anything is
what Wal-Mart will do for this community.

Wal-Mart will mean that 300 people
living in and around this community will
have full-time employment in one of the
country’s most exceptional corporations.
They’ll each get a 401k plan, health care
benefits, and even help furthering their
education!
Wal-Mart is injecting our community
with a vitality that will jumpstart
Hidalgo’s economy and take our city and
our children into a bright and beautiful
future.
Walmart is making a tremendous
investment in Hidalgo for one reason and
one reason alone — they have faith in this
community. They have faith in you! And
Walmart’s faith in our community is going
to inspire others to have faith in what this
city has to offer.
Investment, ladies and gentlemen, is
the key to our future. That’s why we at
City Hall spent so many years working
with the federal government, filling out
hundreds of pages of applications, to
bring the EB-5 Investor Visa Program to
Hidalgo. The program has allowed us to
open what is called a ‘Regional Center,’
a headquarters for us to attract major
investors from Mexico and beyond in
ways we have never been able to.
Normally, when a foreign investor
wants to apply for permanent residency in
the U.S., they must make an investment
of one million dollars into an American
business and employ ten American
workers. But if a foreign investor chooses
Hidalgo as home for that business, they
only have to make an investment of
$500,000 — half of what it usually costs!
Corporations like Walmart, Pepsi, and TS
Tech already know how good it is to do
business in Hidalgo.
The EB-5 program will give Hidalgo
access to a world of opportunity —
literally!
And companies on every continent
will have the opportunity to become part
of a major hub of tomorrow’s economy.

“I’m so proud of Hidalgo” by Mayor Martin Cepeda
In March, we hosted a delegation
from Jinju City, South Korea, the
country we will be celebrating at next
year’s BorderFest. The mayor and other
dignitaries were blown away by what
they saw here; and what they saw was a
small town that was headed for the big
time. And now that the U.S. government
is looking to foster better trade relations
with South Korea, Hidalgo will be at the
top of their minds when it’s time to talk
business.
But it’s not just people far away
investing in our city. We’re actively
working
with
successful
local
entrepreneurs to bring new businesses
such as Mi Taco! Poncho’s to Hidalgo. By
helping business owners set up shop in
Hidalgo, we are helping our children and
ourselves. The work we’re doing to kick
start retail and service industry business
today will pay for itself many times over.
That’s the nature of investment.
But it’s not just private entities that
are making investments in Hidalgo.
We’re working with both the federal
government and the state government to
ensure Hidalgo and its citizens receive the
funds Congress and our Texas legislature
have earmarked for communities like
ours.
It’s crucial that we develop and
maintain close relationships with Austin
and Washington. And thanks to the
hard work of my council and staff, the
powers that be are finally taking notice of
Hidalgo.
As one of the last places that
qualifies for housing funds from the
U.S. Department of Agriculture, we’re
working with the department’s top
officials to secure every dollar we can for
the city because every dollar counts.
We fought hard for the right to
compete for historical grants from the
government, and now that we’ve cleared
that hurdle, it’s safe to say that the history
of Hidalgo will play a huge part in its
future.
We’ve all driven down by the
Pumphouse and the Old Jail and marveled
at how these landmarks of the past are
so still so well preserved. Don’t those
buildings make you start imagining what
it would be like to live back then? Well,
you won’t have to imagine much longer.
In a matter of months, the old
Courthouse, the original Hidalgo County
Court House, which was built in the late
1800s and has been in ruins for decades,
will be given new life.
With help from the Texas Historical
Commission, the Courthouse will be
restored to its former glory, recreated with
100% historical authenticity. And that’s
just the start! The Original Hidalgo County
Jail, the General Store, its ‘Hidalgo Viejo’
our downtown will be a living museum!
Our city will have a true Historic District,
an attraction that will draw tourists from
all over the world.
But Hidalgo Viejo is just one piece
of the puzzle. We’re taking a proactive
approach, promoting and directing the
growth of the city and aiming for the goals
that are outlined in our official Master
Plan and Strategic Comprehensive Plan.
Our upcoming branding campaign
will give Hidalgo a fresh identity to
market ourselves with and to know
ourselves by. And you’re already seeing
the results of our City Beautification
projects —just take a drive down Coma!
Or a walk down the Hike and Bike Trail!
From improvements in Wastewater
Treatment to instituting Online Payment
Systems, we’re looking to make life better
in Hidalgo in every way possible.
In just the past two years, we’ve
worked hard to create events and city
gatherings that foster unity and neighborly
love.
We created the Community Health
Fair and the Cancer Walk-A-Thon because
Hidalgo City Councilmembers were
took part in a ceremony that was
without precedent.

preparing for the Hidalgo of tomorrow.
Soon, lights in every city building will
be replaced with high-efficiency, longlasting, cost-saving LED lights. Soon,
we’ll have a program that will finally
let citizens start recycling. Hidalgo is
growing, and it’s growing greener.
So ladies and gentlemen, I ask you
today. Help us grow. Believe in Hidalgo.
Help us spread the message. Help us show
the world how much Hidalgo truly has to
offer! Because it’s not what we do, it’s
what we do together. It takes collaboration
and communication to make a successful
community. You, you, you and you, all of
you have a seat at this table.
My challenge to you is to ask
yourself: What can I do? Because whether
you’re a city worker, a teacher, a student
or a retiree, your voice and your actions
will determine how far we go as a city.
So let’s show the world how great it is to
live in Hidalgo. Let’s prove to the world
how special our home is, and how special
we are.

primer informe de gobierno.

El cabildo de Cd. Hidalgo y
dignatarios, el diputado estatal Sergio
Muñoz, Jr. y José Elias Maciel alcalde
de Reynosa, Mexico asistieron.
El alcalde y otros dignatarios quedamos
impresionados por lo que vieron aquí - y lo
que vieron fue un pequeño pueblo que se
dirigió hacia el gran momento.
Y ahora que el gobierno de EE.UU.
está tratando de fomentar mejores relaciones
comerciales con Corea del Sur, Hidalgo estará
en la parte superior de sus mentes cuando sea
el momento para hablar de negocios .
Pero no es sólo la gente de muy lejos
que invierten en nuestra ciudad. Estamos
trabajando activamente con empresarios
locales exitosos para traer nuevos negocios
como Mi Taco ! Ponchos a Hidalgo .
Al ayudar a los dueños de negocios que
se establezcan en Hidalgo, estamos ayudando
a nuestros hijos ya nosotros mismos.
El trabajo que estamos haciendo para
poner en marcha negocios de la industria al
por menor y servicios de hoy va a pagarse por
sí mismos muchas veces . Esa es la naturaleza
de la inversión.
Pero no son sólo las entidades privadas
que están haciendo inversiones en Hidalgo.
Estamos trabajando con el gobierno federal
y el gobierno estatal para garantizar que
Hidalgo y sus ciudadanos reciban los fondos
que el Congreso y nuestra legislatura de Texas
han destinados a nuestras comunidades.
Es crucial que desarrollemos y
mantengamos una estrecha relación con
Austin y Washington. Y gracias a la ardua
labor de mi consejo y el personal, finalmente
los del poder están tomando nota de Hidalgo.

aquel entonces? Bueno, usted no tendrá que
imaginar mucho más tiempo.
En cuestión de meses, el antiguo Palacio
de Justicia - la casa original de la Corte del
Condado de Hidalgo , que fue construido a
finales de 1800 y ha estado en ruinas desde
hace décadas - se le dará nueva vida.
Con la ayuda de la Comisión Histórica
de Texas, el Palacio de Justicia será
restaurado a su antigua gloria, recreado con
100% de la autenticidad histórica . Y eso es
sólo el principio! La cárcel del condado de
Hidalgo original ... El edificio de la tienda
de Servicios Generales (General Store) Se
trata de " Hidalgo Viejo " Nuestro centro será
un ¡museo vivo! Nuestra ciudad tendrá un
verdadero distrito histórico un atractivo que
atraerá a turistas de todo el mundo.
Pero Hidalgo Viejo es sólo una pieza del
rompecabezas. Hemos de tomar un enfoque
proactivo , promover y dirigir el crecimiento
de la ciudad y con el objetivo de las metas que
se detallan en nuestro Plan de máster oficial y
Plan Integral Estratégico.
Nuestra próxima campaña de branding

dará a Hidalgo una identidad fresca en el
mercado a nosotros mismos con y para
conocernos a nosotros mismos.
Ya estamos viendo los resultados
en nuestros proyectos de renovación, por
ejemplo manejen por la calle Coma! O paseen
por el camino para Ciclistas y Corredores.
De mejoras al sistema de agua hasta
implementar un sistema de pagos por
internet, estamos aquí para hacer una mejor
vida en Hidalgo en cada manera posible.
En estos ultimos dos años hemos trabajado
arduamente para crear eventos y juntas
civicas para preservar la union comunitaria.
Hemos creado una Feria de la Salud y un
Cancer Walk a Thon porque nos importa su
salud.
Creamos el bazaar de la comunidad
porque queriamos que las familias de nuestra
ciudad tuvieran la oportunidad de tener un
poco de dinero extra en estos tiempos dificiles
Y con la ayuda de los patrocinadores,
ampliamos la Posada Navideña Hidalgo con
mejores juguetes y regalos para nuestros
hijos.
El Hidalgo de hoy tiene que ver con
la preparación para el Hidalgo de mañana.
Pronto, las luces en todos los edificios de
la ciudad serán reemplazados por de alta
eficiencia,, luces de LED de larga duración
para ahorrar costos. Pronto, vamos a tener un
programa que finalmente le permitirá a los
ciudadanos comenzar reciclaje. Hidalgo está
creciendo, y está creciendo más verde.
Hidalgo esta creciendo y se hace mas
eficiente Así que damas y caballeros, les pido
el dia de hoy ayúdenos a crecer. Ayúdenos a
distribuir el mensaje. Ayúdenos mostrarle al
mundo cuanto Hidalgo puede ofrecer! Porque
no es lo que hacemos, es lo que podemos hacer
juntos. Toma colaboracion y comunicacion
para hacer a esta comunidad exitosa. Tu, tu,
tu y tu..Todos tienen un asiento en esta mesa.
El reto es el preguntarse a ustedes
mismos: Que puedo hacer yo? Porque puede
ser un trabajador de la ciudad, un maestro,
un estudiante, una persona retirada, su voz y
sus acciones determinan que ten lejos vamos
como ciudad. Demostrémosle al mundo
lo bueno que es vivir en Hidalgo. Vamos a
demostrar lo especial que es nuestro hogar.
Estoy tan orgulloso de Hidalgo. Estoy tan
orgulloso de nuestros distritos escolares.
Estoy tan orgulloso de ustedes.

o no si ustedes sientan lo
mismo, pero yo me siento
muy afortunado de vivir en
esta ciudad. Yo no si ustedes, pero yo
adoro a Hidalgo. Es mi hogar, y estoy muy
orgulloso de decirle a la gente que esta es
mi casa. Disfruto hablar sobre Hidalgo,
especialmente a la gente que nunca ha
oído hablar de ella! Disfruto decirle a esa
gente, que grandioso es vivir aquí, que
esta ciudad está llena de historia.
Me encanta decirles todo sobre ‘Los
Tesoros de Hidalgo’; los galardonados
eventos internacionales de BorderFest y
el Festival de las Luces, todos los nuevos
puestos de trabajo que están llegando a
la ciudad, lo fantásticas que son nuestras
escuelas. Pero hay un tesoro de Hidalgo
que es más importante, más impresionante
y más valioso que todos los demás
combinados. ¿Y qué es?
¡El tesoro más grande de Hidalgo
es Usted! Debido a que usted hace de
Hidalgo lo que es! Cada día, tu estas
transformando a Hidalgo en una mejor
ciudad de lo que fue el día anterior; ¡no
importa quien seas!
Ya sea un hombre o una mujer, un
joven o anciano, cada persona y cada
familia está transformando a Hidalgo
diariamente.
Cada día que un estudiante se propone
el éxito, ellos están transformando a
Hidalgo. Si están trabajando arduamente
en la escuela para ganar una beca o
actuando en contra del ‘bullying’ (acoso
escolar), nuestros estudiantes se están
convirtiendo en modelo a seguir del futuro
inspirando a los más jóvenes a soñar en
grande y dedicarse para conseguir el éxito.
Cada vez que un trabajador de la
ciudad siente orgullo por su trabajo, están
transformando a Hidalgo, ya se trate en
combatiendo incendios, patrullando las
calles, o simplemente barrer las aceras;
los esfuerzos combinados de nuestros
trabajadores de la ciudad mantienen
Hidalgo funcionando como una máquina
bien atendida y mejorando la calidad de
vida todos los días.
Cada abuela y el abuelo que cuenta
historias de haber crecido aquí transforma
a Hidalgo, asegurándose de que los niños
del mañana recuerden la historia del lugar
especial del que provienen.
Cada persona que compra una casa o
alquila un apartamento en la ciudad está
transformando a Hidalgo, mostrando al
mundo que es un buen lugar para vivir!

Damas y caballeros, mi mas sincera
bienvenida.Es un honor presentarles
el primer Informe de Gobierno de la
Ciudad de Hidalgo.
Considero mi deber como alcalde
de esta comunidad informarles a mis
ciudadanos y al público en general lo
que yo he realizado desde que fui electo
para este cargo.
Es un privilegio estar frente a
ustedes, y mostrarles el pasado, presente
y futuro de la Ciudad y a el camino a
donde la quiero llevar.
Pero antes de comenzar, me gustaria
ofrecerle un aplauso a mi Consejo, mi
staff, y todos lo que han sido parte de lo
que Hidalgo es el día de hoy.
Esto, es el Hidalgo de hoy. Cuando
nuestros hijos y los hijos de nuestros hijos
miren hacia el pasado en la historia de
Hidalgo, recordarán el 2014 como el año
en que lo cambió todo.
Cuando miren alrededor del Hidalgo
del futuro, verán una ciudad en auge con
una economía en auge.
Ellos estarán rodeados de tiendas
de todas las formas y tamaños - tiendas
de ropa, tiendas de abarrotes, centros
comerciales, y los nombres más
importantes en el comercio minorista de
todo dentro de los límites de la ciudad.
Cuando se pregunten qué fue lo que
cambió esta comunidad de un pueblo
tranquilo, con pocas tiendas a un destino
de ventas importante, voy a decirles
con orgullo que el momento fue cuando
Walmart abrió sus puertas.
Señoras y señores, con lo que Walmart
de Hidalgo no fue una tarea fácil. Nosotros
en el Ayuntamiento hemos estado
trabajando día y noche, continuando con
el duro trabajo de nuestros predecesores
en la administración - de poner las piezas
de este proyecto juntos. Todo mientras lo
manteníamos confidencial!
El verano pasado, tuve el privilegio
de revelar este sorprendente desarrollo a
los residentes de mi ciudad. Me llena de
orgullo saber que será un gran día para
Hidalgo cuando Walmart abra sus puertas
el 16 de julio.
Me llena de orgullo ver la
construcción del edificio, viendo como

fue una noche de orgullo al dar un

ese lote vacío en Dicker y Jackson Road
se transforma en algo tan bueno para mis
ciudadanos.
Hidalgo ha crecido mucho en los
últimos 10 años, pero al igual que muchas
comunidades pequeñas en Texas, nos falta
una gran cantidad de la comodidades y
las opciones de las ciudades más grandes
los consideran sin valor cuando hacen sus
compras.
Pero este verano, vamos a tener un
nuevo supermercado de la marca, una
nueva farmacia de marca, una nueva
panadería y delicatessen de marca, un
nuevo mercado de productos frescos de
marca. Tendremos una nueva tienda de
ropa de marca, una ferretería y una tienda
de jardinería .
Y la mejor parte es, todo va a estar
bajo el mismo techo.
La decisión de Walmart al llamar
Hidalgo su hogar es otro recordatorio de
que Hidalgo no es sólo "la ciudad de al
lado del puente " – ahora es un destino!
Un destino para la gente en ambos lados
de nuestra frontera internacional. Es un
lugar para eventos, la cultura ... y pronto,
para hacer compras importantes.
Pero más importante que cualquier
otra cosa es lo que Wal-Mart va a hacer
por esta comunidad.
Wal-Mart significa que 300 personas
que viven en Hidalgo y alrededor de esta
comunidad tendrán un empleo de tiempo
completo en una de las corporaciones
más excepcionales del país.
Los empleados recibirán cada uno un

plan 401K, beneficios de cuidado de la
salud ... e incluso ayudan a fomentar su
educación!
Wal-Mart es la inyección de
nuestra comunidad con una vitalidad
que reactivar la economía de Hidalgo y
lleva a nuestra ciudad y nuestros hijos
hacia un futuro brillante y hermoso.
El día de ayer tuvimos una feria de
trabajo de parte de WalMart en donde
se contrataron a 36 ciudadanos de esta
comunidad.
Inversión - damas y caballeros es la llave del futuro. Por eso mismo
en el Ayuntamiento de Hidalgo por
muchos años estuvimos trabajando con
el gobierno federal, llenando cientos de
aplicaciones, para llevar el programa
EB5 de Inversionistas a Hidalgo.
El programa nos ha permitido
abrir lo que se denomina un “Centro
Regional” un centro de operaciones que
atrae mas inversionistas de Mexico y todo
el mundoen maneras que nunca habian
sido posibles
Cuando un inversionista foraneo
quiere aplicar para una residencia
permanente en E.U. ellos deberian de
hacer una inversion de un millon de
dolares en un negocio Americano y
emplear a 10 trabajadores Americanos.
Pero si un inversionista elige a
Hidalgo como el hogar de su negocio
solamente tienen que invertir 500,000
dólares- la mitad de lo que cuesta
normalmente! Corporaciones como WalMart, Pepsi y TS Tech ya conocen el
buen comercio en Hidalgo.
El programa EB5 le abrirá el mundo
a Hidalgo. Diferentes corporaciones de
cada continente tendrán la oportunidad de
ser parte del epicentro de la economía del
mañana
En marzo fuimos anfitriones de una
delegación de la ciudad de Jinju , Corea
del Sur , el país vamos a celebrar en
BorderFest el próximo año .

Una madre es la que puede
tomar el lugar de todos los demás
pero este lugar nadie puede tomarlo.
Todos sabemos que el ser madre
es un trabajo duro de 24 horas, sin paga,
sin ningún día de descanso, a veces no es
apreciado, pero sin embargo es imposible
renunciar. El Día De Las Madres es el
mejor momento para decir en palabras
y acciones, cuanto amas y quieres a tu
madre. Ejemplo perfecto, por eso tuvimos
a sus hijos/hijas participando en este
concurso. Estamos realmente asombrados
con su creatividad y habilidades de escribir
una poesía para una edad tan joven. Este
día ustedes de madres recibirán un regalo
de ellos. Hoy, previo a la celebración
del Día de Las Madres, les presentamos
este regalo de nosotros a ustedes, por su
responsabilidad desinteresada, esperamos
que tengan un maravilloso Día De Las

La Limpieza Anual de Cd. Hidalgo reunió a cientos de estudiantes y padres de familia a participar.
Este evento fue un éxito debido a que los residentes de la ciudad de Hidalgo aman a su ciudad.

la Ciudad y todos los voluntarios que
asistieron este año a la Limpieza Anual
en Toda la Ciudad celebrada el sábado,
26 de abril, 2014. Sin la ayuda de cada
uno de ustedes no habríamos sido
capaces de recoger más de seiscientas
bolsas de basura y llenar más de cinco
contenedores de basura roll off a través
de la ciudad, los cuales estuvieron
disponibles para que los ciudadanos
depositaran su basura. Los voluntarios
disfrutaron de los hot dogs, bebidas

y premios que incluyen entradas para
diferentes eventos en la State Farm Arena.

de Hidalgo. Cientos de mamás y las
familias se reunieron para ser honradas.
El jefe de la Policía Rudy
Espinoza dijo que la idea de celebrar el
Día de la Madre es porque el departamento
siempre está buscando maneras de
acercarse a la comunidad. "Hemos
cambiado nuestra imagen y hemos hecho
un montón de cosas para cambiar con el fin
de servir mejor a esta comunidad", dijo.
Durante el evento, el Jefe
Espinoza se dirigió a las mamás y
las familias que asistieron al evento
y dijo: “Las Madres, es el precioso
regalo de Dios para nosotros. Gracias
a Dios por nuestras madres si no fuera

creando oportunidades de empleo
para aproximadamente 300 personas
de Hidalgo y sus alrededores.
El anuncio original fue
hecho el 02 de septiembre del
2013, donde Walmart dijo estar
orgulloso de anunciar los planes
para la primera tienda Walmart
en la ciudad de Hidalgo, Texas,
que ayudará a las familias a
ahorrar dinero para vivir mejor.
Con la apertura de esta
gran tienda en julio de 2014, Martin

Casa Estrella Donación De Juguetes

l 9 de abril de 2014,
el Departamento
de
Policía
de
Hidalgo donó nuevos juguetes y
nuevos animales de peluche para
el Centro de Defensa de Niños
del Condado de Hidalgo, también
conocida como la Casa de Estrella,
una organización sin fines de lucro.
Casa Estrella fue fundada en el
año 2000 como un homenaje a Estrella
Rojas, una víctima de abuso infantil, cuya
vida terminó trágicamente en manos del
novio de su madre en Edinburg, Texas.
Casa Estrella ofrece un refugio
seguro con un ambiente favorable a los
niños, en un ambiente no institucional
en que las víctimas jóvenes no tienen
miedo de contar su historia. La donación
proporcionada por el Departamento
de Policía de Hidalgo ayuda al centro
de ayuda de defensa y Consuela por
lo que el niño puede estar pasando.
A causa de la Casa de Estrella
y los esfuerzos de Centro de Defensa de
los Niños del Condado de Hidalgo, la
memoria de nuestra pequeña estrella vive
en un legado de esperanza y justicia para
otras víctimas locales de maltrato infantil.

una emergencia.

Durante El Primer Informe De Gobierno En Hidalgo

vez un informe de su gobierno
municipal a una multitud entusiasta
de los ciudadanos y los dignatarios
tales como el representante estatal
Sergio Muñoz Jr. (D- 36), evento
que se llevo acabo el Jueves,
24 de abril en el edificio de la
Cámara de Comercio de Hidalgo.
"Cuando nuestros hijos
y los hijos de nuestros hijos vean
hacia el pasado en la historia de
Hidalgo", dijo el alcalde Martin
Cepeda, "se recordarán de el 2014
como el año en que lo cambió todo."
El
Alcalde
Cepeda
promociona la próxima apertura
de la primera tienda Walmart de
Hidalgo; un Supercenter de 185,000
pies cuadrados el cual abrirá sus
puertas en julio, y predijo que actuará
como el cimiento sólido para el futuro
crecimiento del comercio minorista
y comercial dentro de la ciudad.
"Walmart está haciendo una

fuerza policial de Cd.
Hidalgo recibió siete
patrullas nuevas. Las unidades de la
policía son las unidades de la edición
policíaca manufacturadas por la Ford
Motor Company e introducidas como
la línea para patrullas de policía. Los
muy conocidos sedanes Ford Crown
Victoria empezaron a desaparecer
poco a poco y ya no se fabrican.

nuevas
unidades
Ford llamadas ‘Interceptora’ SUV
han sido probadas en todo el país
y han demostrado ser fiables y

en las cuatro ruedas, con sistema de
desplazamiento del motor. Esto permitirá
a la ciudad ahorrar gasolina cuando se
han conducido largos períodos de tiempo.
Las nuevas unidades fueron
diseñadas para tener un enfoque menos
agresivo. La Ciudad de Hidalgo y el
Departamento de Policía optaron por
alejarse de los tradicionales blanco y
negro, con un esquema de color azul y plata.
Las
unidades
están
completamente equipadas con nuevas
barras de luz, radio, y radar. También
están equipadas con el nuevo sistema
de grabación, que será testigo del
oficial en la corte cuando sea necesario.
El costo total de las unidades
es cerca de los $300,000.00. La compra
de las unidades policiales vino en gran
medida y en parte gracias a los fondos
federales, junto con dineros federales de
confiscación. No se utilizaron fondos de
el municipio para comprar las unidades.
Esta
nuevas
unidades
reemplazarán
las
unidades
más

antiguas que están en desesperada
necesidad de reparación. Esta nuevas
unidades fueron obtenidas con garantía
de fábrica extendida que también
ahorrará en el costo de las reparaciones
durante la vida de las unidades. ■

racias por todo
su
abundante
apoyo en mi
reelección como su Alcalde.
"Estoy contento de que haya
terminado", "hice una buena
campaña y tuve una gran cantidad
de excelente ayuda - muchas
personas apoyándome. Esto sin
duda me hace sentir que estoy
haciendo algo bien. Gracias
por creer en mí, Gracias por
creer en Hidalgo y Gracias por
creer en mi visión, y por darme
cuatro años más para servirle.
Mientras caminé por la
comunidad y fui de puerta en
puerta, casa por casa, vecindario
por vecindario, las personas
dijeron que estaban contentas
con las cosas que estábamos
haciendo y la forma en que iban
las cosas, pero expresaron sus
deseos y sugerencias para unas
cuantas necesidades más. Usted
puede estar seguro
de que vamos
a mantener las
cosas en marcha,
trabajar haciendo
las cosas mejor y
haciendo frente a
sus
necesidades.
En
un
esfuerzo
por
servirle mejor a
usted y darle a
cada
ciudadano
y
empresario
en
Hidalgo
la
oportunidad
de
participar y tener
una voz, he pedido
que llevemos a
cabo una encuesta
en toda la ciudad,
así
que
todos
ustedes
tienen
la
oportunidad
de expresar esas necesidades
y
preocupaciones,
y
de
ser
escuchados.
Este próximo mes, cada
ciudadano y negocio en Hidalgo
recibirá una encuesta en Inglés
y Español para ser llenada y
enviada de nuevo a mí en el
Ayuntamiento. Nuestro propósito
es averiguar lo que los miembros
de nuestra comunidad piensan de
Hidalgo y desean para Hidalgo.
Sus comentarios son muy
importantes para nosotros y vamos
a incorporar sus sugerencias e
inquietudes, mientras planeamos
el futuro de Hidalgo y trabajamos
para crear una nueva marca.
Como
Alcalde,
les
aseguro que la participación de
los residentes es fundamental
para hacer de Hidalgo una mejor
comunidad. Nuestros miembros
del Consejo comparten una visión
de hacer a Hidalgo la mejor ciudad
pequeña de Texas. El Consejo
de la ciudad y yo
vamos a revisar los resultados
de esos estudios y trabajaremos
en ellos, mientras planeamos
los próximos cuatro años.
Las
encuestas
son
importantes
para
planificar
el futuro, pero estoy feliz de
decir que el trabajo sobre las
preocupaciones expresadas por
ustedes mientras caminaba por
los vecindarios ya ha comenzado.
Tuve una reunión con el personal
de la Ciudad el lunes siguiente a la
elección y les pedí que abordaran
estas preocupaciones cuanto antes.
Al mirar hacia el mañana,
usted puede mirar adelante
hacia una mejor educación y
una mejor calidad de vida para
sus hijos e hijas, sus padres, sus
nietos, sus amigos y vecinos.
Mire hacia adelante a una
ciudad que está creciendo más
verde, con bombillas LED, que
duran más y ahorran costos en
todos los edificios de la ciudad.
Mire hacia adelante a una
ciudad que está creciendo más
brillante, gracias al alumbrado
público más eficiente y confiable.
Mire hacia adelante a
una nueva identidad visual que
usted nos ayudará a crear a
través de una nueva marca para
la ciudad. Mire hacia adelante
al nuevo desarrollo y empleos.
Este enfoque ayudará
a revitalizar, embellecer e
iluminar
Hidalgo.
Realizar
esto hará que nuestra zona sea
más atractiva para el desarrollo
comercial
y
económico.
Los
próximos
años
traerán un cambio tremendo a la
Ciudad. Estamos comprometidos
a asegurar que los desarrollos en
nuestra comunidad son buenos
y crean puestos de trabajo para
nuestros
ciudadanos.
Estoy
entusiasmado con la idea de ayudar
a Hidalgo a crecer y me siento
muy bendecido de formar parte
de esta maravillosa comunidad. ■

Walmart Supercenter en la Ciudad
de Hidalgo Hace La Diferencia
Walmart Supercenter abrirá una tienda de 185,000 pies cuadrados en Hidalgo , Texas y los planes para emplear a unas 300 personas ,
según el alcalde Martin Cepeda . También dijo que el anuncio de esta tienda ha detonado un interés explosivo por esta ciudad.
