Hispania News SOUTHERN COLORADO'S BILINGUAL NEWSPAPER SINCE 1987 VOL. 18. The Post Sgt Major presented the engraved coin personally. In an effort to know his story more, I had the opportunity to talk with his family, and Mr. David Stibbs, stepfather of Evenor, opened his heart and his memories. Born in Honduras in April 20 of 1983, Herrera arrived at the United States 12 years ago, in December 2nd of 1992, along with his mother Blanca and his 3 siblings. Only 9 years of age, Evenor could adapt to his new country and began a new life. His stepfather recalls, he was a very obedient boy who studied in Eagle Valley and later in Gypsum, Colorado. He continued his studies at high school and in his free time, he enjoyed skiing and camping. He never drank or smoked, he was very active in sports; nevertheless, his greater dream always was to serve in the Armed Forces. When Evenor graduated, He began to work at City Market and after his brother Balmore entered the Army in 2002, just 17 years old (His mother signed a special permission), Evenor followed His brother’s footsteps and 3 months later, in August, at 18 years of age, He joined the Marines. Evenor was happy studying there. He always wanted to be in the infantry, although his stepfather thought that it was the worst place to be, nevertheless, Evenor persisted. As most of you know this is number 39, I don’t care, that’s my story and I’m sticking to it. (I can hear the chuckles from Denver to Sugar City) It’s been an interesting 39 years, many ups, a few downs. I guess we all experience the same. Why is it that some of the downs are so debilitating. . We all seek that impetus, which will provide happiness forever, we think we found it. And then it’s gone, can’t figure out, why me? therefore, but we continue on. It is the healthiest option. This is where I might normally discuss the disaster in New Orleans. I am going to leave that alone, our family has been blessed, my sister and her husband were both employees of the University of New Orleans, they lived there with three children. In July he got a new job at Oregon State, they moved out of New Orleans to the Pacific Northwest. We shall forever be thankful. Hope you enjoyed the State Fair; it was great to see many of my 39 year old friends. I don’t think the Fair suffered much being a few days shorter. We need to be more creative in the future, in an effort for the Fair to grow and draw more people. Well, it is my birthday and a very nice lady made me a nice, big, cake, so big (two extra hours needed at the Y), I can’t let it go to waste. See you on the next birthday. At the present time, the consulates are unaware of any deaths to Mexican citizens, although given the severity of the situation, the possibility cannot be ruled out. • President Vicente Fox sent a message to US President George Bush extending the condolences of the Mexican people and government for the devastation caused by the hurricane in Louisiana and Mississippi. President Fox reiterated that once the most urgent needs have been identified, offers of help would be channeled appropriately. • Foreign Secretary Luis Ernesto Derbez sent messages to Louisiana Governor Kathleen Babineaux Blanco and Mississippi Governor Haley Barbour reiterating the support and condolences of the Mexican government. In addition, F o r e i g n M i n i s t r y officials have been in direct contact with the governors’ offices in order to identify the best ways to communicate in order to provide Mexican assistance and to assist any Mexicans that have been affected by the hurricane. • The Foreign Ministry sent a diplomatic note to the US embassy in Mexico reiterating the condolences and sympathies of the Mexican government, informing it of the instructions that have been given to the consulates in the area and making official the offer of help in order to contribute to the rapid recuperation of the affected communities. • The Mexican consulate in Houston has commissioned a consular official in Belmont, Texas to provide assistance to Mexicans in the area. There is also a telephone number (713) 778-6112 to request information about Mexicans in the area. The Mexican consulate in Atlanta set up a direct telephone line to assist Mexicans affected by the hurricane: (404) 625-1706. In addition, community leaders and the Spanish-language media have been contacted to give them the emergency telephone numbers of the consulates. • Lastly, personnel from the Mexican embassy in Washington, DC have attended a meeting in the US State Department on the emergency situation in the affected states. US officials presented a panorama of the situation in Louisiana and Mississippi, stressing that the efforts are currently focused on search and rescue missions, and on providing food and water for those affected. It was stressed that, given the current conditions in areas such as New Orleans, access to the areas is restricted. The offers of aid that various countries have made are being channeled through the Federal Emergency Management Agency (FEMA) and through the US Red Cross. It was also stressed that needs still have to be evaluated in order to have the complete picture of what types of aid are needed. Beneficiaries who currently receive care through the Program for Persons with Disabilities (PFPWD) and do not qualify for ECHO will continue receipt of care through TRICARE program options—Prime, Extra or Standard. This new program will deliver financial assistance and additional benefits, including supplies and services, beyond those available within TRICARE Prime, TRICARE Standard or TRICARE Extra. The ECHO benefit also increases the monthly government cost share from $1,000 (through PFPWD) to $2,500 per eligible family member. Additionally, beneficiaries who are homebound may qualify for extended in-home health care through ECHO. Active Duty Family Members who have one of the following conditions may qualify for ECHO benefits: • Moderate or severe mental retardation; • A serious physical disability; or • An extraordinary physical or psychological condition of such complexity that the beneficiary is homebound. Multiple disabilities involving two or more separate body systems may result in a qualifying condition determination. TRICARE ECHO requires all eligible beneficiaries to enroll in the Exceptional Family Member Program (EFMP) of their sponsors’ military service and to register with their regional contractor or Overseas TRICARE Area Office (TAO) to obtain ECHO benefit authorization. To complete EFMP enrollment, eligible beneficiaries must obtain a DD form 2792 (medical summary) and/or DD form 27921 (special education/early intervention summary) and submit the form(s) to their special needs/ EFMP coordinator for processing. Upon completion of enrollment, the sponsor must then show proof of enrollment to the regional contractor for registration into the ECHO program. The Defense Enrollment Eligibility Reporting System will then be updated to indicate the beneficiary is eligible for ECHO. Beneficiaries must use public funds or programs first to the extent they are available and adequate for TRICARE ECHO benefits related to training, rehabilitation, special education, assistive technology devices, institutional care in private, nonprofit, public, state institutions or other medical facilities and if appropriate, transportation to and from such institutions and facilities. For more information about ECHO benefits, eligibility requirements, updates, and EFMP registration, beneficiaries may refer to the ECHO Fact Sheet, or visit the TRICARE Web site at www.tricare.osd.mil/echo Beneficiaries may also call their regional contractor: TRICARE Regional Office (TRO) North (1877-874-2273); TRO South (1800-444-5445); or TRO West (1888-874-9378). The transversely mounted, compact V8 was tailor-made for the XC90 using a 60-degree “V” configuration. It displaces 4.4- liters and features state-of-the-art technology with 32-valves and continuously variable intake and exhaust valve timing (CVVT). The naturally aspirated V8 develops 311 horsepower at 5,850 rpm and 325 lb-ft of torque at 3,900 rpm. In addition to providing premium SUV buyers with the power of a V8, the engine is also the first V8 to meet the stringent ULEV II emissions standards. The XC90 V8 is fitted with equally new, standard six-speed Geartronic automatic transmission and All-Wheel Drive with Instant Traction™. The latter employs improved, computer-controlled Haldex AWD that instantaneously delivers up to 50 percent more torque to the rear axle only when needed, such as during takeoff. Instant Traction adds a one-way pre-charging valve to the AWD system that maintains a torque load of 59 foot-pounds, which is available instantly. Prior to Instant Traction, if the AWD system sensed that the front wheels were losing traction, oneseventh of a wheel rotation occurred before it began redirecting torque to the wheels with traction. That rotation could influence performance under certain conditions. Also setting the XC90 V8 apart are V8 badges on the grille and tailgate, color-coordinated bodyside moldings and mirrors, a graphite-gray grille, chromeplated trim around the bumper air intake and twin exhaust pipes. A standard tire pressure monitoring system has been added for 2006. The flagship XC90 V8’s interior is equipped with a lengthy list of luxury features. Among them are standard leather seating surfaces for all three rows, power moonroof, auto-dimming mirror, aluminum inlays and gearshift knob, third-row climate control, 6CD in-dash changer and rear seat audio controls. The XC90 2.5T receives several important changes for 2006. AllWheel Drive with Instant Traction™ becomes a new option. This is the same advanced AWD system employed in the V8. Two new hues include Lunar Gold and Willow Green. A new Convenience Package includes rear park assist, power retractable mirrors, power child door locks and a cargo security cover and protection net. The XC90 2.5T continues to be offered in a base front-wheel drive model. Adhering to Volvo’s core value of safety, all XC90 models are equipped with Roll Stability Control (RSC), Dynamic Stability and Traction Control (DSTC), Side impact Protection System (SIPS) with side airbags and Inflatable Curtains for all three rows. The XC90 is the largest vehicle in the Volvo lineup. A full 93.2 cubic feet of cargo capacity and over 9.5 feet of cargo length are available when the second and third rows and the front passenger seat are folded flat. Forward facing third row seats (standard V8; optional 2.5T) increase seating capacity to seven. Wednesday 10 August, at 1:00 a.m. approximately, I was in Houston. The military representative knocked on the door and my wife saw through the peephole... she knew immediately what had happened, and when they notified to her, she went to her knees in pain. She called me, she notified me of this so devastating notice and I felt extremely desperate because I wanted to return home immediately. From that moment, this has been something terrible for us, mainly for my wife. It’s terrible. Evenor called once per week and said to us that when he returned we were going to fish, to hunt, to camp, to take a walk; he always embraced to me and said to me that he loved me. He was the most attached of my 4 stepchildren, very obedient, never a spoiled brat. My children always were model kids. Mainly him. He said to his mom: “mami, you do not worry if someday something happens to me, I know where I am going, life has given you good father and a good husband, to take care of you”. He always thought that something would happen, because it had a feeling about it He had been in Iraq 7 months, and the second time was as a volunteer. , I tried to discourage him, but he decided to go. I was depressed because I had a hunch of which there would be more danger. He returned in February of this year to Iraq. He passed away the 10th of August...only 2 weeks before his regiment was to leave Kuwait by 2 weeks and soon would arrive at California and he would leave the danger to return. “I am a Christian, so my greater preoccupation as his father was: you have received Christ as your Lord and Savior? And he said yes to me, that he was ready and knows where would go if he died. I had a debate with a scientist about how to believe in which one does not see, and I asked if he had seen sometimes a brain, and he said to me that never... then I say to him that then how he could think that he had one. I ask God to help take away the pain from me, because I suffer and cry every day... but is necessary to continue forward ... God does not fail us... and I know that I will see my son someday. I am a man of 55 years, so I cannot complain. I remember Job in the Bible, of how he lost everything and nevertheless he said to God: “do as your will...” I was brave when I was younger and I did not fear to anybody, but to God, I respect him. In spite of the loss of Evenor, his other son, Balmore, continues with the Marines in Pendleton, CA. G.R: What means for you the thought: D.P: That this country considers more to the minorities that are here, because not only the Americans have made things and have contributed to this country, but the Afro-American ones here that also fought strongly in Vietnam, in Korea, partly of the 2nd World War... that not very often occurs the recognition them that deserves... like other minorities... like the Hispanics, which they have contributed much to this country. Evenor Herrera died in August 10 from wounds received from the detonation of an improvised explosive device while conducting operations near Ar Ramadi, Iraq. He was assigned to the 1st Battalion, 5th Marine Regiment, 1st Marine Division, I Expeditionary Force, Camp Pendleton, California. As part of Operation Iraqi Freedom, his unit was attached to 2nd Marine Division, II Marine Expeditionary Force. present of the US Citizenship Posthumous for Evenor? D.P: My son always thought about applying for the citizenship and be with the Marines. I requested the citizenship. I belong here... like the honors that they gave him, I feel proud. For us, Evenor is a hero, as all that have fallen in each battle in the United States. I feel well, because he gave his life to h i s WHERE EVERYONE CAN AFFORD A HONDA country. The Clinic’s focus will continue to be on pediatrics, serving patients on Mon, Wed and Fri, 8 am - 5 pm at the 301 East Iowa location in Fountain. In April, Peak Vista received notification of a federal grant that is to be awarded in December 2005 that will allow it to greatly expand services to residents in Fountain. According to BJ Scott, President and CEO of Peak Vista, which has been serving El Paso and Teller counties since 1971, “We are thrilled to partner with Rocky Mountain Youth in this transition. They have been serving pediatric patients at the Lorraine Center in Fountain since 2003 and they will certainly be an ongoing resource for Peak Vista as we extend Peak Vista’s outreach there. We look forward to expanding to serve all ages in early 2006, after receipt of the federal grant.” Dr. Larry Wolk, Executive Director of Rocky Mountain Youth (RMY), indicates that “Transitioning operation of the Fountain Clinic from RMY to Peak Vista will benefit our patients. The Healthy Community concept defines that health includes economy, education, parks and recreation, arts, mental health and community spirit and unity. These are the principles that we want for our diverse and vibrant community and Peak Vista will surely continue the legacy.” Rocky Mountain Youth, established in 1995, is a non-profit organization providing health care services at 30 different sites to more than 20,000 at-risk and underserved children across the State of Colorado. About 1.5 million people are diagnosed with autism in the United States - a sharp rise from only 1 in 10,000 in the 1970s. Dr. Temple Grandin, an associate professor at Colorado State University and author of two books on autism, has done significant research into the teaching of autistic children and lectures on the subject around the world. “Many people with autism are visual thinkers,” said Grandin, who herself was an autistic child. “I think in pictures. I do not think in language. All my thoughts are like videotapes running in my imagination.” Therein lies the concept behind the Readent learning system developed by SFK Media Specially For Kids Corp. The program uses “Reading Movies,” interactive film adaptations of classic children’s stories in DVD format. As the actors speak, the words appear simultaneously on the screen as text, providing the autistic viewer with written words along with the visual pictures needed to grasp language concepts and build vocabulary. “The Readent system incorporates all the modern research for teaching reading to autistic children, including the observations of experts such as Dr. Grandin and other cognitive scientists,” said Len Anthony Smith, chief executive officer of SFK Media. “Its interactive wordplay dictionary and comprehension quizzes and games seem to work wonders for autistic learners.” Grandin provides the following tips for teaching children with autism. * Avoid long strings of verbal instructions. People with autism have problems remembering the sequence. Instead, write the instructions down on a piece of paper. * Use concrete visual methods to teach number concepts, such as a set of blocks that have a different length and color for the numbers one through 10, or wooden “fruit” cut into quarters and halves to teach fractions. * Many autistic children have problems with motor control in their hands, therefore neat writing is sometimes hard. To reduce frustration, let your child type on the computer. * Keep the keyboard close to the screen. Some children have difficulty remembering something on a computer screen if they have to look up after they hit a key on the keyboard. * Non-verbal children will find it easier to associate words with pictures if they see the printed word on a flashcard. Some individuals do not understand line drawings, so it’s best to work with real objects and photos first. Joining the secretary at today’s event was Adam Chavarria, executive director of the White House Initiative on Educational Excellence for Hispanic Americans. “No one cares more about your child’s education than you, the family. As parents, you are your child’s first teacher and you play an important role in shaping your child’s education,” said Chavarria. “Other members of la familia — brothers, sisters, aunts, uncles, and grandparents — can also play a supportive role by creating an environment in which academic learning is expected and enabled. Share this information with other members of your family and your friends and neighbors. Help us spread the word about how we can improve education for all our children.” “We want to help parents become involved in education- it’s good for students, good for their schools and good for America,” added Spellings. Suicide prevention experts from the Department of Public Health and Environment stressed that suicide is not about wanting to die, but rather about a powerful need to end one’s pain. Karen Mason, the manager of the Department of Public Health and Environment’s Office of Suicide Prevention, said, “Ninety to 95 percent of individuals who take their lives have a diagnosable mental health problem such as depression. People choose suicide because they feel unable to cope with feelings of pain, hopelessness, helplessness, isolation and uncertainties. The good news is that mental health problems like depression are treatable and recovery is possible. Getting help is the key. Suicide is absolutely preventable.” She urged anyone who knows someone who is suicidal or with suicidal thoughts themselves to get help by calling 1-800-SUICIDE or 1-800-273-TALK or by visiting the Office of Suicide Prevention’s Web site at http:// w w w. c d p h e . s t a t e . c o . u s / p p / Suicide/publicawareness.html Mason said that between 2001 and 2003, more people in Colorado died of suicide than were killed in motor vehicle traffic crashes. Four times as many died of suicide than homicide. Suicide is the eighth leading cause of death in Colorado and the second leading cause of death for Coloradans ages 10 to 34. “Suicide rates tend to be higher in the western states. No one knows for certain why that is. One theory is that in Colorado, people want to take care of their own problems instead of seeking help. We have the spirit of ‘rugged individualism.’ Also, if you are living far from your friends and families, you might not have the social support you need, so that contributes to a feeling of isolation.” She added that there is a fair amount of stigma around seeking help for mental illness. “Seeking help for depression or other mental illnesses, is not a weakness, but a strength,” Mason said. Signs of suicidal behavior Mason urged, “If you or a loved one is experiencing signs of suicide, such as declining performance at work or school; losing interest in things that used to be interesting; reckless behavior; talk of death or suicide; giving things of value away; or deteriorating physical appearance, call for help immediately.” Ways to get involved in suicide prevention She provided a list of suicide awareness and prevention activities occurring around the state in September and how individuals or communities can get involved and learn more about suicide prevention. The activities included: • Joining the Suicide Prevention Coalition of Colorado in promoting awareness, education and advocacy by visiting w w w. s u i c i d e p r e v e n t i o n colorado.org • Completing an online screening by visiting https:// www.mentalhealthscreening.org/ screening/welcome.asp • Observing National Suicide Prevention Week, September 4 10, sponsored by the American Association of Suicidology, and World Suicide Prevention day on Sat, Sep 10. • Attending a suicide prevention town hall meeting on Thu, Sep 8, from 2 pm to 4 pm at the Tennant Art Gallery at Northeastern Junior College, 100 College Ave, in Sterling, hosted by Rural Solutions. Tool kits can be downloaded immediately at (http://www.ed.gov/parents/ academic/involve/toolkit/). Secretary Spellings told the families that the tool kit was created to help them be more involved in their children’s education and have the best education information at their fingertips. “This tool kit will show you what to expect from your schools, your teachers and your child, at all ages and grade levels,” said Spellings. “It will tell you how to help your child through school, what resources are available, and what you, your family and your community can do to help your child learn.” “Federal funding for education has nearly doubled since 1998,” said Rep. Wilson, known in New Mexico for her passion for education. “But the success of our schools is also up to us, as parents, grandparents, aunts and uncles. Parents are a child’s first and most important teachers. They are the ones who tell children that a good education is a ticket to a dream, whatever that dream may be.” Today, school children enjoy new benefits and high expectations under the No Child Left Behind Act, the US law for K-12 education. These include a quality education, regardless of one’s country of origin or language spoken at home. Under this law, standards are higher, and all schools are held accountable for meeting them. Just as important, parents are given information about their children’s progress and their school’s performance. Me siento satisfecho. Over Age 75 Receive Permanent Identification Cards A permanent United States Uniformed Services Identification (ID) card will be available September 2005 for all eligible Uniformed Services family members and survivors of deceased personnel, who are age 75 and over. Currently, Uniformed Services retirees are the only persons who receive a permanent ID card. Beneficiaries currently in possession of a valid ID card should obtain the new permanent ID card within 90 days of expiration. If beneficiaries’ cards are not due to expire for at least another year, they do not need to apply for the new ID card until their existing card is within 90 days of expiring. The Military Health System requires all eligible beneficiaries to have an ID card in order to receive health care. Beneficiaries will continue to receive health care benefits and their claims will be processed with their current ID card until they receive the permanent ID card as long as their personal information is current in the Defense Enrollment Eligibility Reporting System (DEERS). Even though active duty and retired service members are automatically registered in DEERS, their family members are not. It is the sponsors’ responsibility to register their family members into DEERS. Sponsors must also make any necessary updates in DEERS for themselves and their family members to ensure TRICARE benefits and claims processing will continue without interruption.
