SH 71 Express Project Open House
The State Highway 71 is one of Austin’s most important roadways connecting drivers to the
Austin-Bergstrom International Airport (ABIA), the city of Bastrop and other central Texas
communities. The purpose of this project is to enhance mobility along the corridor in a safe,
efficient and reliable manner.
The SH 71 Express Project is a 3.9-mile limited-access toll road beginning near Presidential
Boulevard at ABIA and extending east, ending at SH 130 near Onion Creek. The project will
include two new toll lanes, new bridges over FM 973 and SH 130, and ramps between the
toll lanes and mainlanes of SH 71 and SH 130. In addition, Presidential Boulevard and FM
973 will be widened.

Purpose:
The purpose of the event was to introduce the construction phase of the project, and inform
residents, businesses, commuters and the general public about construction activities,
schedule and ways to stay connected with the project.

Open House Notifications:
Multiple forms of advertising were used to promote the SH 71 Express Open House:
! An English and Spanish flier invitation was sent to stakeholders on the project contact
database on March 3, 11, 17 and 23 through e-blasts. The invitation was also posted
weekly on Twitter and on the project website: www.sh71express.com
! A courtesy invitation letter was sent to Elected Officials on March 10 through
personalized e-blasts.
! A media advisory was sent to local media on the project contact base on March 20.
! The open house was also promoted by posting the flier invitation in 10 public places
around the project area, including schools, libraries and post office. List of public places
where the flier invitation was posted can be found in Appendix C.
! Dynamic Message Signs were displayed one week before the event at the intersection of
SH 71 and FM 973, and at the intersection of SH 71 and Ross Road.
Open House Overview
The SH 71 Express Open House used a come-and-go format that allowed attendees to
review materials and speak to the project team at their convenience. A packet of
information was distributed at the Welcome/Registration table and attendees were given
the opportunity to sign up for the project mailing list.
The project overview flier, newsletter, and FAQs were also available to attendees in both
English and Spanish. All of the event materials were made available on the project website
for those who were unable to attend the open house.
Copies of the meeting materials, presentation and exhibits can be found in Appendix B.
Informational boards were displayed around the room providing information to attendees
about the project facts, improvements, and construction details. Boards with conceptual
renderings and a project map were also available for viewing. In addition, three large
schematics were displayed to show the project in detail. Project representatives from
McCarthy, TxDOT and the Mobility Authority were available for questions.
No formal presentation was given. A looped presentation was displayed during the entire
meeting. The same presentation was also available in Spanish for Spanish speaking
audiences. Both versions of the presentation are available at the project website and at the
Mobility Authority Youtube channel. Photographs taken at the Open House are provided in
Appendix D.
Comments
Questions and comments focused on construction of the project, project limits, specific
areas affected by construction, and tolling. The open house concluded at 7 p.m

Building for the Future
State Highway 71 (SH 71) is one of Austin’s most
important and vital roadways connecting drivers to
the Austin-Bergstrom International Airport (ABIA), the
city of Bastrop and other central Texas communities.
The SH 71 Express Project is a planned 3.9-mile
limited-access toll road beginning at Presidential
Boulevard at ABIA and extending east, ending at SH
130 near Onion Creek. The project will include two
new toll lane overpasses at Farm-to-Market (FM) 973
and SH 130. Construction started in early 2015 and is
scheduled to be completed in late 2016.
The SH 71 Express Project will address growing
traffic and commuter needs by enhancing safety
and reducing congestion and travel-time. The $149
million design-build roadway construction project
is a collaboration between the Texas Department of
Transportation, the Central Texas Regional Mobility
Authority and McCarthy Building Companies.
Improvements will include two new toll lanes (one
in each direction), bridges over FM 973 and SH 130,
connecting ramps between the new toll lanes and
the mainlanes of SH 71 and SH 130, widening of SH
71 in the corridor and enhancements to pedestrian
and bicycle facilities.

Stretching 253 miles from southeast Texas to central Texas,
State Highway (SH) 71 has been connecting Texas communities
for decades. Beginning in 1996, the Austin corridor of the state
highway, known to locals as Ben White Boulevard, has seen
major enhancements. The SH 71 Express Project will continue
these improvements by bringing travel options to east Austin.
It is vital that our roadways continue to grow with the
Texas communities they serve, and SH 71 is a major piece
to continue economic development and much-needed
accessibility in central Texas. For over 15 years, Austin has seen
vast improvements to SH 71, and the SH 71 Express Project
will continue this legacy by bringing safe and seamless travel
solutions to the east of Austin.

Future SH 71 Eastbound and Westbound Toll Roads
Currently, travelers face long travel times, congestion and
multiple red lights in the nearly four-mile project corridor. The
SH 71 Express Project will give travelers an option for a quicker
route with the addition of the two toll lanes and bridges over
Farm-to-Market (FM) 973 and SH 130. Travelers will also be
able to easily access SH 130 and the mainlanes of SH 71 with
the construction of new ramps.
In addition to the toll lanes, widening of SH 71, along with
portions of FM 973 and the Onion Creek Bridge will make the
existing roadways safer.
We are also addressing challenges for people who wish to
walk and ride their bike in the corridor. With the SH 71 Express
Project, pedestrian and bicycle travelers will see improvements
to facilities on the south side of SH 71. The enhanced paths will
allow for easier pedestrian access to facilities and businesses
along FM 973, SH 130 and SH 71, including the airport.
Meet the Team
The $149 million design-build project is possible because of the collaboration
between the Texas Department of Transportation, the Central Texas Regional
Mobility Authority and McCarthy Building Companies. These organizations
and companies are a natural partnership because of their dedication to
bettering Austin and central Texas through improved transportation systems.
The innovative team brings invaluable knowledge and expertise to the SH 71
Express Project.

The Texas Department of Transportation
(TxDOT) is responsible for maintaining 80,000
miles of road and for supporting aviation, rail
and public transportation across the state.
TxDOT uses federal funds combined with state gas tax revenue and other
funding sources to implement the statewide transportation program. TxDOT
is reponsible for the SH 71 Express Project and is in coordination with the
Central Texas Regional Mobility Authority, who will operate and maintain the
toll lanes when they are open.

The Central Texas Regional Mobility Authority
(Mobility Authority) is an independent
government agency created in 2002 to improve
the transportation system in Williamson and
Travis counties.
The Mobility Authority’s mission is to implement innovative, multi-modal
transportation solutions that reduce congestion and create transportation
choices that enhance quality of life and economic vitality. The Mobility
Authority is responsible for tolling operations of SH 71 Express.
McCarthy Building Companies, Inc.
McCarthy Building Companies, Inc., the nation’s ninth
largest domestic general contractor (Engineering NewsRecord, May 2014), has been working closely with
its design partner LAN, Inc. to develop the most costeffective design solution for the SH 71 Express Project.
McCarthy is using a multi-phased approach to construct
the new SH71 Express Project, with an emphasis on maintaining safe traffic
flow through the corridor and minimizing impact to adjacent businesses and
the Austin-Bergstrom International Airport.

n January 27, 2015, the Texas Department
of Transportation (TxDOT), the Central Texas
Regional Mobility Authority and McCarthy
Building Companies celebrated the start of
construction on the State Highway 71 Express
Project. Guests from U.S. Senate offices,
State Representative offices, the City of Austin, and AustinBergstrom International Airport gathered to mark the start of
important traffic improvements coming to Austin.
Emcee Russell Zapalac, Chief Planning and Project Officer at TxDOT starting
the remarks at the SH 71 Express Project Groundbreaking.
TxDOT Chief Planning and Project Officer, Russell Zapalac,
welcomed guests to the event and discussed the importance
of the project. Speakers included State Representative Eddie
Rodriguez, District 51; Retired Lt. Gen. Joe Weber, executive
director of TxDOT; Ray Wilkerson, chairman, Mobility
Authority Board of Directors; Jim Smith, director of aviation,
Austin-Bergstrom International Airport; and Kurt Knebel, vice
president of civil operations, McCarthy Building Companies.
The overall theme of the event was collaboration, along with
economic development and growth made possible through
the project. SH 71 Express will lend a hand to the continued
economic growth of central Texas by creating a safer and
seamless route that will help connect communities, industries
and businesses in the area.
Speakers also referenced the need for an improved SH 71 due
to exponential growth at the airport. As carriers continue to
bring flights to Austin, the need for easy access will become
more evident.

The SH 71 Express Project
Begins Construction
Opportunities
The SH 71 Express Project team is excited to start construction.
Commuters will first begin to see construction along the State
Highway 71 frontage roads. Before any visible construction
begins, the team will reroute pedestrian traffic, relocate utilities
and perform alignment on the frontage road.
Construction Milestones
Phase one of construction will include widening of Onion Creek
Bridge, as well as construction of the SH 130 overpass, Presidential
Boulevard intersection and Spirit of Texas intersection. The
construction of phase one will play a large role in the overall SH
71 Express Project. Milestones will be reached at every stage of
the project, which is scheduled for completion in late 2016.

The SH 71 Express Project team is dedicated to providing
opportunities to Disadvantaged Business Enterprise
(DBE) firms throughout the $149 million designbuild project. The team will continuously implement
an effective strategy to increase the number of bid
opportunities for Texas-based DBE firms.
The SH 71 Express Project DBE Program kicked-off
in November 2014 with an informational meeting.
The event gave DBE contractors a chance to network
with members of the team, learn more about contract
opportunities and the DBE Training Program. Attendees
were given information about the project including
the scope of work, the construction schedule and
renderings of the improvements.
The DBE Program continued in January with the
Heavy Highway Capacity Building Workshop hosted
by TxDOT. Elizabeth Boswell, ESB Consulting, led the
two-day workshop that informed DBE firms about the
process of working with TxDOT. The workshop explored
such things as TxDOT’s organizational structure, bid
item pricing, associated cost components, obtaining
contract opportunities and phases of TxDOT contracts.
In April 2015, the SH 71 Express Project DBE Program
will offer a unique opportunity for contractors involved
in carpentry and earthwork. McCarthy Building
Companies will provide professional job training
for two selected contractors as part of the program.

Texas-based DBE contractors that have expertise in the
fields of carpentry and earthwork will be invited to submit
applications beginning in April 2015. A selection process will
follow with work beginning in June 2015 for the selected
contractors.

Cubriendo 253 millas desde el sureste hasta el centro de Texas,
la carretera estatal (SH) 71, ha servido de conexión entre las

negocios ubicados a lo largo de las carreteras FM 973, SH 130 y
SH 71, incluído el Aeropuerto Internacional Austin-Bergstrom.

l 27 de enero de 2015, el Departamento de Transporte
de Texas (TxDOT), la Autoridad de Movilidad Regional
de Centro de Texas y McCarthy Building Companies
celebraron el inicio de la construcción del Proyecto
SH 71 Express. Invitados del Senado de los Estados
Unidos, oficinas representativas del estado, del
Ayuntamiento de Austin y del Aeropuerto Internacional
Austin-Bergstrom, se reunieron para conmemorar el inicio de
las importantes mejoras de tráfico a suceder en Austin.
Russell Zapalac, maestro de ceremonias, jefe de planificación y director de proyectos
de TxDOT iniciando el evento de incio de la construcción del Proyecto SH 71 Express.
El jefe de planifiación y director de proyectos de TxDOT,
Russell Zapalac, dio la bienvenida a los invitados y discutió

SH 71 Express, el cual será una pieza fundamental en el
crecimiento económico del centro de Texas, al permitir
la creación de una ruta más segura que conectará las
comunidades, industrias y empresas del área.
Los oradores también hicieron referencia a que, debido al
incremento de vuelos aéreos a Austin, cada vez se hace más
evidente la necesidad de mejoras en la actual SH 71.

El equipo del Proyecto SH 71 Express está muy entusiasmado con
el inicio de la construcción del proyecto. Los transeúntes del área
pronto empezarán a ver signos de construcción a lo largo de las
vías de servicio de la SH 71. Antes de iniciar cualquier construcción
visible al público, el equipo desviará el tráfico peatonal, reubicará
los servicios públicos y alineará la vía de servicio.
Etapas de la Construcción
La primer fase de construcción incluye la ampliación del Puente

Una de las prioridades del equipo del Proyecto SH 71
Express es brindar a Firmas Comerciales en Desventaja
(DBE), oportunidades de trabajo en este proyecto de
diseño-construcción de $149 millones de dólares. El
equipo implementará una estrategia eficaz y continua
que permita incrementar el número de oportunidades
disponibles para firmas DBE con sede en Texas.
El Programa DBE del Proyecto SH 71 se inició en
noviembre 2014 con una reunión informativa. El evento
brindó a los contratistas asistentes la oportunidad de
establecer contacto con los miembros del equipo, y de
conocer más sobre las oportunidades para contratistas
y sobre el Programa de Entrenamiento para DBEs. Los
asistentes recibieron información sobre el proyecto
incluyendo la descripción del trabajo, el cronograma de
construcción e ilustraciones de las mejoras a ejecutarse.

El Programa DBE continuó en enero con el Taller
de Construcción de Carreteras de Transporte
Pesado, organizado por TxDOT. Elizabeth Boswell,
representante de ESB Consulting, lideró este taller de
dos días, el cual brindó información referente a como
trabajar con TxDOT. El taller abordó aspectos como la
estructura organizacional de TxDOT, establecimiento
de precios para ofertas de servicio, costos asociados,
obtención de oportunidades de contacto, y las fases de
los contratos con TxDOT.

SH 71 Express Project
State Highway 71 is one of Austin’s most important roadways connecting drivers to the Austin-Bergstrom
International Airport (ABIA), the city of Bastrop, and other central Texas communities.
The purpose of the SH 71 Express Project is to enhance safety and reduce congestion and travel time along this
corridor. Mobility improvements to SH 71 have been studied by the Texas Department of Transportation, in
cooperation with the Central Texas Regional Mobility Authority.
In compliance with the National Environmental Policy Act, TxDOT conducted an environmental study for the project.
The Final Environmental Assessment was completed in May 2014 and the project received a Finding of No Significant
Impact for the proposed build alternative on May 9, 2014.
The same number of taxpayer-funded, non-tolled travel lanes that are available today will remain so in the future in
accordance with state law. Drivers would have a choice whether or not to use the SH 71 tolled or non-tolled travel lanes.

El State Highway 71 es una de las carreteras más importantes en Austin, la cual brinda acceso al Aeropuerto Internacional

The project is dedicated to improving mobility along SH 71 in a safe, efficient, and reliable manner. This project also includes improvements to make the area more bicycle and pedestrian friendly. Ultimately, the SH 71 Express Project would help alleviate congestion and reduce travel time for drivers. 2. Where are the project limits? The SH 71 Express Project begins at Presidential Boulevard near ABIA and extends east for 3.9 miles, ending at SH 130 near Onion Creek. The project will include overpasses at FM 973 and SH 130. 3. Why does the project not extend past Ross Road? The traffic evaluations and analysis indicate that the eastbound merging areas on SH 71 east of SH 130 have sufficient merging distances for the design year traffic. They also indicate the proposed changes do not increase congestion at Ross Road and SH 71 for the design year traffic. The SH 71 Express Project will help address growing congestion along SH 71, reduce costs associated with driving in traffic, and improve travel times for all drivers. Specifically, mobility enhancements are expected to result in an estimated cumulative savings of approximately half a billion dollars over a 20-­‐year period from reductions in emissions, fuel consumption, vehicle wear and tear, and the value of travel time. 11. ¿Qué tipo de construcción y de cierre de carriles debo esperar durante la construcción de este proyecto? Las mejoras consisten en la ampliación y reconstrucción de la vía existente y en la construcción de nuevas pistas de peaje desde Presidential Boulevard hasta el SH 130.
