he National Puerto Rican
Day Parade (NPRDP)
has announced that it is now
accepting applications for
its 2015 Scholarship Awards
Program.
With a mission to empower the Puerto
Rican community through promoting
culture, education and civic engagement,
NPRDP established the Scholarship
Awards Program to help promote the
pursuit of higher education within the
community.
In 2015, the NPRDP will double
the total dollar figure and number
of scholarships awarded in 2014,
to thirty (30) scholarships in the
amount of $2,000 each, which will
be awarded to exceptional Puerto
Rican youth who are making a
difference in their community. Applications
are available for download at the Parade
website, www.NPRDPinc.org or requested
via email at [email protected].
To be eligible to participate in the 2015
Scholarship Awards Program, applicants
must:
• Be of Puerto Rican descent
• Have a minimum grade point average
(GPA) of 3.0 or better
• Participate in an interview with a member(s)
of the Selection Committee
• Be between the ages of 17 and 25 and
enrolled in a 4-year institution, for
applicants already in college
• Be in their senior year, for high school
applicants
Application packages must include: a
completed application form; an essay; a written
biography; a volunteer community service
statement; two letters of recommendation,
of which one letter of recommendation
must be from the site where the student
performs his/her volunteer work;
official academic transcripts and head
shot photo. Letters of recommendation
should be requested from teachers,
professors, counselors, mentors, clergy,
community leaders, etc. The letters should
highlight the applicant’s volunteer community
service, length of the relationship with the
candidate, and the specific contributions the
applicant has made to the community.

com by Friday, March 6, 2015. Letters of
recommendation and sealed transcripts
should be mailed together to National
Puerto Rican Day Parade, P.O Box 975,
New York, NY 10272 by Friday March 6,
2015. Materials received after this date will
result in the applicant’s disqualification.
Applicants selected for an interview will
be notified by email, and interviews will
take place the weeks of March 9, 2015 and
March 16, 2015.
Winners will be announced in late
May, and they will have the opportunity
to compete in the Rising Stars Challenge,
where one young woman and one young
man will be crowned Princess and Prince
of the Parade, and awarded an additional
$1,000 in scholarship money.

l Desfile del Día Nacional de Puerto
Rico (NPRDP por sus siglas en
inglés) está aceptando solicitudes para su
Programa de Premios de Becas 2015. Con
la misión de empoderar a la comunidad
puertorriqueña a través de la promoción de
la cultura, la educación y el compromiso
cívico, NPRDP estableció el Programa de
Premios de Becas para ayudar a promover
la búsqueda de la educación superior
dentro de la comunidad.
En 2015, el NPRDP duplicará la cifra total en
dólares y el número de becas otorgadas en
2014 a treinta (30) becas por un monto de 2,000
dólares cada una, que se otorgarán a jóvenes
puertorriqueños excepcionales que estén
haciendo una diferencia en su comunidad. Las
solicitudes están disponibles para su descarga

Para ser elegibles para participar en el Programa de
Becas 2015, los solicitantes deberán:

• Tener entre 17 y 25 años de edad y estar

I
t’s a war out there.
So say housing advocates who were
joined outside Bronx Housing Court by City
Comptroller Scott Stringer this past Wed.,
Feb. 4th.
Stringer joined with members of Community
Action for Safe Apartments (CASA), a tenant
advocacy group, to announce his support of
a City Council bill that would provide legal
representation for tenants facing off against
landlords in court.
Advocates charged that many landlords
take advantage of tenants by bringing them
through court, knowing it’s unlikely that their
low-income renters will be able to afford a
lawyer.
“We cannot allow that to happen without
ensuring that we protect the people who
built up our communities,” said Stringer.
“And when they are targeted by landlords
for eviction, the city must provide the legal
representation they need, so they can make
their case.”
Members of CASA accused some landlords
of forcing out low-income tenants so
apartments could be rented for more money.
“It’s abusive,” remarked Joseph Cepeda, a
Bronx housing advocate. “It’s exploiting the
poor and middle class.”

members. Pre-teens, teenagers
and young adults are encouraged
to participate in health
screenings, activities and video
games Tuesday through Friday,
February 17 – 20 at 260 East
188th Street. Some of the health
screenings will include:
•Tuesday, February 17: Blood Drive from
11 a.m. – 5 p.m. (Teenagers under the age
of 18 must obtain a parent’s signature to
donate blood.)
•Wednesday, February 18: Dental
screenings from 11 a.m. – 5 p.m.
•Thursday, February 19: HIV testing
from 12 – 3 p.m.
•Friday, February 20: Physical therapy
screenings from 2 – 4 p.m.
“The screenings and activities will be
free,” said Caroline Davis, Director of the
Teen Health Center. “We are encouraging
our current members to bring their friends
and introduce them to the Teen Health Center.
We have a lot of exciting programs and
helpful services for Bronx youth and we think
this is a great time to introduce them while
Bronx schools are in their mid-winter recess.”
The Teen Health Center provides young
men and women the opportunity to improve
their self-esteem, learn about healthy
relationships, avoid risky behavior, stay in
school, and maintain a healthy life style. It
provides answers for their physical and
mental health and gives them a safe place
to interact with other teens. In addition to
speaking before nearly 1,000 children at
Bronx middle schools every year on topics
ranging from sexuality to communication
with parents, the center provides summer
internship opportunities.
Refreshments and daily tours of the Teen
Health Center will also be offered during

the courthouse to see what many residents
are up against when dealing with landlords,
who typically employ attorneys in their cases
against tenants.
He said that he was struck by how many
lawyers were inside negotiating with tenants
who didn’t have their own counsel.
“That means that when a tenant walks into
this building, they’re already at a tremendous
disadvantage,” said Stringer.

transformed into an automated
playground on Sat., Feb. 7th,
as area students took part in a
competition featuring Lego-based
robots of their own design.
Twenty teams, made up of local fourth- to
eighth-graders, competed in a day of headto-head challenges using customized robotic
creations.
Sponsored by NYC FIRST, a nonprofit
that prepares children for math and science
careers, the event served as the FIRST Lego
League’s (FLL) Bronx Qualifier, in advance
of a citywide competition in March. The annual tournament gives students
the chance to design, build and test a robot
while applying real-world math and science
concepts.
Norm Sutaria, Director of Programs for
NYC FIRST, said that the goal is to get
students interested in science and technology. “We’re also teaching them to work together,
involving them with the community and
giving them important skills for the future,”
said Sutaria. Eleven winning teams were chosen from
the FLL Bronx Qualifier to advance to the
New York City Regional Competition, to be
held from March 13 to 15 at the Jacob Javits
Convention Center in Manhattan.
Using Lego Mindstorm kits, which contain
hardware and software to create personalized
robots, students built their own tiny Bronx
bots, which were programmed to complete a
variety of tasks. The robots feature sensors to help them
avoid obstacles and move around, said
Sutaria.
Teams in the competition hailed from
schools and community groups.
“Usually a teacher or parent serves as the
mentor and assists them with the project,”
said Sutaria.
The automated creations were judged based
on their design and how well the students
could identify a real-life problem a n d
propose robotic solutions.
“This isn’t like that BattleBots
TV show, where one team’s
robot is trying to smash
another’s,”
remarked
Sutaria. “We want the teams
to collaborate and learn
from each other — it’s
a very good-natured
competition.”
The atmosphere inside the room resembled
a rowdy school gym during a sporting event,
as kids loudly cheered and chanted for their
respective teams.
A pair of lively emcees kept the students
upbeat and explained the action for attendees.

youths being cheered for something
other than athletics.
“It’s nice to see people get fired up
for something other than sports,” remarked
Fox. “Sometimes kids who are interested in
science feel a little bit isolated and this helps
them feel like they belong.”
Parent Steve Krause, whose two daughters
were competing as part of the Bronxville
Bookworks team, said that the NYC FIRST
program was important for advancing
education of area youth.
“It’s great to see them get so excited about
science,” said Krause. “We just love this.”
Christian and Keaira, two seventh graders
from CS 300 School of Science and Applied
Learning, said that they helped build their
robot in two weeks, and programmed it to open
miniature doors and shoot a ball into a goal.

l auditorio de la Escuela Horace Mann
en el Bronx se transformó en un
campo de juego automatizado el sábado,
7 de febrero, ya que los estudiantes de
la zona participaron en una competencia
con robots basados en Legos de su
propio diseño.
Veinte equipos, compuestos por estudiantes
locales de cuarto a octavo grado, compitieron
frente a frente, en un día de desafíos utilizando
creaciones robóticas personalizadas.
Patrocinado por NYC FIRST, una organización
sin fines de lucro que prepara a los niños para
carreras en matemáticas y en ciencias, el evento

(FLL) del Bronx, para avanzar a una competencia

similar a la de un gimnasio de escuela, bullicioso
durante un evento deportivo, ya que los niños
en alentaron y cantaron para sus respectivos
equipos.
Un par de maestros de ceremonias mantuvo a
los estudiantes de buen ánimo y explicaron a los
asistentes lo que se estaba llevando a cabo.

troll.

What is the Bronx LGBTQ Legal Clinic?
The Bronx LGBTQ Legal Clinic is a free, twice monthly legal clinic held
by The LGBT Bar Association of Greater New York (LeGaL), The Bronx
LGBTQ Center and the Union Community Health Center, on the 1st and
3rd Tuesday of every month.
What kind of help is offered?
A group of dedicated, volunteer attorneys will be on hand, offering 15-20
minute consultations, during which they will provide you with general
guidance on your issue, legal referrals, and additional helpful resources
(please be aware that volunteers will not become your attorney by virtue of this
consultation).
Do I need an appointment?
No, but to ensure that you can be seen, you should arrive at the Union
Community Health Center between 6:00pm and 6:30pm to register. Other

Assistance Program (SNAP) and
the NYC Rent Freeze Program
(SCRIE and DRIE) are not
receiving it.
Older adults who are having trouble
making ends meet and who are unsure
about their SNAP, SCRIE or DRIE
eligibility are invited to attend free events
to assess whether they qualify for help.
These free events are being held throughout
the Bronx where teams of specialists and
highly trained retired professionals will
educate, screen, and assist older adults with
applications for all three programs.
Reservations are strongly recommended.

partnership with BronxWorks.

bout 400 parents and children
crowded this past Fri., Jan.
30th into the multipurpose space at
P.S. 42.
They had gathered to celebrate the school’s
new designation as a community school and
a new relationship with BronxWorks, which
will oversee efforts to improve school
attendance and cut down on the drop-out
rate.
The school, at 1537 Washington Avenue,
is now the P.S. 42 Claremont Community
School, meaning community
representatives will now work
with administrators, teachers,
and students on improvements.
“The kickoff last Friday
afternoon was well received
because it started just after
[students] were dismissed for
the day,” commented Amber
Mathews, longtime Director
of School Violence Prevention
Programs,
who
has
new
responsibilities with the P.S. 42 program.
The event was staged in a carnival-like
atmosphere, with food, snacks, and drawings
for prizes that included three Samsung tablets,
“all designed to impart a friendly atmosphere
to a discussion of how school operations will
change,” she said.

P.S. 42 is one of 45 schools assigned to a
community-based organization, in this case
BronxWorks, under the terms of a new program,
the Community Schools Strategy, an outgrowth
of the long standing Attendance Improvement
Dropout Prevention Program (AIDP) sponsored
by United Way of New York, explained Lisette
Nieves, Director of BronxWorks’ Department
of Children and Youth.
The new strategy expands AIDP to a
full-time strategizing between BronxWorks
and the school directed to reducing school
absences and discouraging drop-outs. BronxWorks’ participation is being funded
by a grant from the Department of Education
administered through United Way.
“BronxWorks will be identifying and
seeking to remove the obstacles that prevent
many children from attending school on a
regular basis or, the worst case scenario,
dropping out,” explained Mathews. “For
example, the threat of homelessness can be
impacting on a family. In situations such
as that, we can refer families in need to the
many other resources offered by BronxWorks
to assist them.”
At the kickoff, attendees crowded around a
dozen tables staffed by participants providing
information on benefits and resources. In
addition to those staffed by BronxWorks,
represented also were the Walton Family
Health Center and Center for Counseling,
the PSS Caregivers Support Program,
Fidelis Cares, the Police Department’s
Bronx Outreach Unit, a branch of NYPD’s
Community Affairs, and the Tremont Branch
of the New York Public Library.

Antonio aces it
Bronx worker recognized by NYSID
ew York State Industries
for the Disabled, Inc.
(NYSID) has recognized a
Bronx organization for creating
meaningful employment for New
Yorkers with disabilities, and
saluted one of that company’s
workers for outstanding
performance.
The Osborne Association, which has
its headquarters on Westchester Avenue,
employs 98 disabled individuals who worked
nearly 100,000 hours during 2014.
One of those workers, Antonio González,
was honored with a Joslin Outstanding
Performer Award, given annually by NYSID.
Gonzalez has been employed as a janitorial
maintenance worker with Osborne since
March 2010, and has demonstrated growth
and steady improvement. With Osborne’s
encouragement, González has been preparing
himself for the next step of his career, working
with his supervisor to learn what it takes to
run a janitorial services contract.
“For 40 years, NYSID has been turning
business opportunities into jobs for New
Yorkers with disabilities, such as Antonio
González,” said Ron Romano, President of
Chief Executive Officer of NYSID. “He and
his peers provide incredible examples of how
much New York State benefits by having a
workforce that is inclusive of persons with

The nonprofit NYSID, founded in 1975,
creates employment opportunities for disabled
individuals in fields such as janitorial,
document imaging, industrial laundry and
office work.

women and men with disabilities,” said State
Senator Rubén Díaz Sr. in a statement.

Assembly Speaker Carl Heastie
joined the Rev. Al Sharpton at the
National Action Network (NAN) in
Harlem this past Sat., Feb. 7th.
It marked Heastie’s first community
appearance since being named to replace
longtime Speaker Sheldon Silver, who was
forced to resign in the aftermath of federal
corruption charges.
Heastie spoke to a packed room at the
House of Justice, NAN’s headquarters on
Lenox Avenue, which hosts regular Saturday
morning gatherings.
In his remarks, he said it was an honor to
become the first African-American Speaker in
state history.
“It’s such a blessing that’s been given to
me,” stated Heastie.
“For me to have the opportunity to be
elected as the first African-American Speaker,
not only for me to make history and break that
glass ceiling, but for it to be done during Black
History Month, and then to follow behind that
to give tribute to Martin Luther King Jr., was
a day that I know that I will never forget,” he
said.

Heastie said that he has the qualifications to
help shape the state budget.
“I was a budget analyst by trade,” said
Heastie, who has an MBA in Finance from

other two gentlemen.”
The Speaker also stressed that he expected
to remain connected to community residents
and their concerns – and that his appointment
would do little to distort his sense of self.
“I’m still Carl,” he said.
“Nothing is going to change about me. The
only thing that changes is now I’m going to be
able to sit at the table and represent all of you.”
Sharpton lauded Heastie’s historic
appointment and praised his character.
“We’re not proud of him because he’s
black, we’re proud because he’s right,” said
Sharpton.
He too highlighted the historic nature of
Heastie’s election – by contrasting it to that of
another barrier broken.
“We had a black President of the United
States before we had a black Speaker of the
New York State Assembly.”
Acknowledging that Heastie’s soft-spoken
demeanor contrasts with his own blustery
style, Sharpton said the new Speaker would
still get things done.

Wanted: Parents sought
for education councils
T
hey want you.
The New York City Department of
Education (DOE) is looking for a few good
parents to serve on Community Education
Councils (CECs) and Citywide Education
Councils, which offer the opportunity to help
shape the policies and priorities of the city’s
public schools.
Parents who serve as council members
will assess district needs, work directly
with Regional Superintendents and provide
feedback to DOE Chancellor Carmen Fariña.
Topics such as school zone boundaries,
budgets and school policies are discussed at
monthly meetings.
There are 32 district CECs throughout
the city, as well as four Citywide Education
Councils that focus on high schools, special
education, English Language Learners and
District 75.
District 75 is a specialized DOE
organization that provides services to students
who are on the autism spectrum or have
severe cognitive delays.
Representatives of the DOE as well as CEC
members discussed the education council
program at a media roundtable, held on Mon.,
Feb. 9th at the Tweed Courthouse, the site of

The information panel was moderated by
Maite Junco, the Chancellor’s Senior Advisor
for Communications and External Affairs.
“By serving on an education council,
parents get to bring issues directly to the
DOE,” said Jesse Mojica, Executive Director
of the DOE’s Division of Family and
Community Engagement.
While council members don’t get to vote
on specific DOE policies, Mojica said they
still play an integral role by advising the
Chancellor and Superintendent.
Each
council
submits
formal
recommendations to the DOE regarding items

Klein quits law firm,
backs new ethics laws
A new four-point ethics
reform plan was released.
S
tate Senator Jeff Klein has
announced that he was cutting
ties with his law firm and backing
an ethics plan that would limit the
outside income that lawmakers can
earn.
On Tues., Feb. 10th, the Klein-led
Independent Democratic Conference (IDC)
unveiled a four-point plan which includes
banning all outside income and an overhaul
of the per diem reimbursement system.
“The public expects and deserves the
highest standards from public officials,” said
Klein. “The current climate in Albany has left
us with a simple choice: serve the public fulltime or collect a full-time salary out of office.”
To coincide with the proposed legislation,
Klein revealed that he was voluntarily
separating from Klein Calderoni & Santucci
LLP, a small Bronx firm on Williamsbridge
Road in which he was a partner.
State records indicate that Klein earned
between $75,000 and $100,000 in 2014 from
work related to the law firm. Klein indicated that he wanted to set an
example as he seeks approval for his ethics
plan.
“The choice is clear to me. I notified my
law partners that I am immediately divesting
from our firm,” he stated.
Following last month’s arrest of former
State Assembly Speaker Sheldon Silver on
corruption charges, there are new calls for
revamped ethics laws in Albany.

Carl Heastie has moved to establish a new
Office of Ethics and Compliance, and said
he was receptive to putting a cap on outside
incomes.
The IDC ethics plan includes:

visited the United States
Supreme Court late last month
for a unique meeting with Bronx
native Justice Sonia Sotomayor.
Appointed in 2009, Justice Sotomayor
is the first justice of Puerto Rican heritage,
and its third female justice.
She met the group from Adjunct
Professor Jerry Goldfeder’s Election Law
class in a conference room just off the
Court itself on Thurs., Jan 22nd.
After opening up the meeting with
brief welcoming remarks, Justice Sotomayor
answered questions on topics such as whether
she follows the impactof the Court’s decisions,
and the possible reasons for an increase in
election law-related cases.
Also discussed were the particular
challenges encountered by women in the field
of law.
“The Justice was warm and thoroughly
engaged and, of course, extremely
thoughtful,” said Goldfeder. “I was told that
she very much enjoys speaking to young
people, especially to law students. This
clearly came across.”
After the meeting, photos with the Justice
were taken, and students met with one
of her law clerks.
“With the Justice’s clerk, there was a
lot of give-and-take that provided great
insight into the way Justice Sotomayor
works, the relationship among law clerks
throughout the Court, and how decisions
are crafted,” reported Goldfeder. “There
was no question that the law clerk
thoroughly loved her job.”

Supreme Court Chamber.
It was the first time
that Goldfeder had
arranged such a trip for
his class, and he hopes
to provide similar
experiences to future

As Friday the 13th bleeds into Valentine’s
Day, Ramírez and her friends will perform
a variety of familiar songs, from radio hits
to musical theater favorites, that explore
the concept of being unlucky in love.
Ramírez, the oldest of six children in
a family of Puerto Rican
descent, fell in love with
theater after seeing her
first Broadway show while
a student at Horace Mann
School.
She later received her
degree in Musical Theatre
from the State University of
New York at Geneseo.
Onstage, Ramírez most recently
appeared in Royal Fables by Nicholas
Luckenbaugh at the Access Theatre, and
Vestments of the Gods at the New York
Fringe Festival.
Joining Ramírez will be Daniel Everidge,

The Reverend was also critical of recent
media coverage he said had unfairly sought
to case doubts on the new Speaker’s record –
and he spoke sharply against calls for a new
negotiation process.
“Don’t talk about breaking up the trio now;
we just got in the trio,” he said. “Let’s sit at
the table, and talk about a budget that would
take care of educating our children, and taking
care of our seniors and taking care of public
housing. Don’t try to rearrange how we going
to discuss these things now.”
Heastie told attendees that he had their best
interests at heart.
“In Albany, all of you will be sitting at the
table with me,” he stated.
Also at the rally were the families of Eric
Garner and Ramarley Graham, who were
killed in incidents involving police officers.
18-year-old Graham was shot by police
inside his Bronx home, which is located in
Heastie’s Assembly District.
Heastie personally greeted Franclot
Graham, Ramarley’s father, who, in turn,
recounted the support the Assemblymember
had provided in 2012.
“For days, we could not find my son’s
body,” recalled Franclot of the aftermath of
his son’s death. “Carl made those calls [for
us].”
Heastie told those families that the criminal
justice system needed to go through reform.
Bronx Borough President Rubén Díaz Jr.,
who attended the rally, praised the Heastie
appointment.

It was a busy weekend across the city for
the Speaker, as he also attended services at the
Butler Memorial United Methodist Church
in the Bronx and met with Mayor Bill de
Blasio in Brooklyn on Sunday to underscore
his support for greater affordable housing.
He met with residents and tenant leaders of
Ebbets Field Apartments, a rent-stabilized
complex of 1,500 units in Crown Heights.
“This is going to be our No. 1 priority,”
said Heastie. “To extend and strengthen
rent regulation in the city of New York —
to partner with the Mayor in his vision for
affordable housing.”

at SBH Health System in the
Bronx (St. Barnabas Hospital)
has been named Executive Vice
President.
“Dr. Perlstein is a highly experienced
and well respected leader who has played
a major role in enhancing and shaping
the culture and reputation of the medical
staff over the years he’s been here,” said
Dr. Scott Cooper, President and Chief
Executive Officer, SBH Health System. “We believe that with him and the other
additions we have recently made to our
medical leadership we are well poised to
meet the changes that the hospital system
and medical community will face in the
years ahead.” Dr. Perlstein was named to the position
of Chief Medical Officer last year. He came to St. Barnabas Hospital in 1999
as Director of Ambulatory Pediatrics and
Vice Chairman. He received his medical
degree from the University of Cincinnati
and completed an internship and residency
in pediatrics at The New York Hospital,
Cornell Medical Center. After serving an
additional year as chief pediatric resident, he
worked as a pediatrician in private practice.
Dr. Perlstein has received numerous medical
student teaching awards and is on the faculty
at the Albert Einstein College of Medicine.
He has also served on several New York
City Department of Health sub-committees
focused on immunization practices, is a
member of the AHA Committee on Clinical
Leadership, and serves as an abstract reviewer
for the Pediatric Academic Society’s annual
meeting.
While managing the hospital’s clinical
operations, quality programs and medical
staff, he remains clinically active. Since 2014, SBH Health System has also
named Dr. Ridwan Shabsigh, Dr. Edward
Telzak, Dr. Daniel Murphy and Dr. Lizica
Troneci, respectively, as its new Chairs of
Surgery, Medicine, Emergency Medicine and
Psychiatry.

ranging from $4,500 to 6,030 to CUNY undergraduate and graduate students.
The scholarship program recognizes, rewards and promotes academic excellence
and commitment to service in the Mexican community. It seeks to enable
future leaders of the community to advance their educational goals, develop

and people in our borough,
we turn to Nilka Martell,
who continues to explore her
hometown.
“I am a Bronx native, daughter,
sister, mother of three beautiful
Bronx babies, photographer,
writer and motivator,” says
Martell, of Puerto Rican descent.
A paralegal for over 17 years
until December 2010, she has
since been dedicating her time to
exploring the Bronx.
Her energy and enthusiasm are
indefatigable, and admirable.
“I want to make my fellow
residents aware and informed of
how lovely our borough is, what it
offers, and how to lend a helping
hand in our environment.”
Of this new time in her life,
Martell says, “I have never felt so
alive.”
It’s no secret that Pelham Bay Park is my
favorite city park.
I’ve always been fascinated by the large
boulders within the park, but never really
knew why they were there, and if they served
any purpose. In recent years, I learned the
importance of some of the glacial erratics,
which were deposited during the last Ice
Age.
Glacial erratics are stones and rocks

carried over the land by a glacier, which
are left behind after the glacier melted.
Erratics range in size from pebbles to large
boulders – and there are a few in our own
borough.
Last fall at Bobby González’s Native
American Festival at the Park, I bumped
into an old friend, Jorge Santiago.
A soft-spoken man full of knowledge,
he quickly engaged me in conversation. He
mentioned “Indian Prayer Rock”, which I
had never heard of, and offered to walk us
over to its location.
He led us through a path in the wooded
area. As we walked, he explained that
the site was one of great significance to
the indigenous tribes of the Siwanoy and
Lenape Indians who once occupied the
land. Artifacts have been found, confirming
this site as one used for ceremonial practices
by the tribes that once inhabited the land.
As we made a turn, standing over 25 feet
tall was a black rock formation – the Indian
Prayer Rock.
Santiago pointed to a few holes on one of
the smaller rocks. He explained that during
the 30th anniversary of the creation of the
Bronx Parks system, a commemorative
plaque had been affixed to the rock. But the
plaque is long gone.
Despite its significance in history, the
rock has no signage, and visitors do not
know the importance of this site.
Though it is an amazing, even spiritual
experience, I do not recommend that you
locate this site without a knowledgeable
companion, as it is off the paved walkway.
The Indian Prayer Rock is just one of
many rock sites found on the grounds of
Pelham Bay Park. Others include Glover’s
Rock, Split Rock (for which the golf course
is named after), Mishow Rock and Tilly’s
Point.
I look forward to when the weather gets
warmer, so I can return to some of these
sites, and share the stories, and pictures,
with you.

“Tenants have a right to sue their landlord
in housing court for things like repairs, but
a very small percentage of people know that
they can do that,” said Blankley.
Girard Avenue resident E. Ade Yusuf
took action when his landlord attempted to
transfer repair costs for the building exterior
onto renters.
Yusuf organized with other tenants, and
with CASA’s assistance, was able to get
the city to stop the landlord from charging
renters for the repairs.
“Before that, I would not have known
what my rights were,” said Yusuf. “But we
were successful.”
Randy Dillard said he was served an
improper eviction notice from the landlord
at his Bainbridge Avenue apartment. He
was able to secure an attorney with the help
of Part of the Solution (POTS), a Bronx
nonprofit that assists low-income and
homeless New Yorkers.
“The landlord backed off, and now I can
stay in my home,” said Dillard.
“But the court system is hard to deal
with,” he added. “Without a lawyer, I might
have been on the street.”
Althea Matthews, a CASA member,
said that when she first started attending
meetings for the organization, she was
amazed at how many people had struggled
with the housing court system.
“It’s astounding how many people are in
the same situation,” she said. “It’s important
that the Right to Counsel bill passes,
because too many New Yorkers are set up
to fail right now.”

A team from Horace Mann created a robot
with unique maneuverability.
“Rather than turn like a regular car, it moves
in a more perpendicular fashion,” explained
student Arul Kapoor.
Along with teammate Ryan Peng, the
Horace Mann team made its robot parallelpark and perform complex movements. The robot took ten weeks to build, the boys
said.
Ran Murphy, a fifth grader at PS 28 in
Harlem, said he was excited to be in his first
robot competition. His team built its robot as
part of an afterschool technology program.

Mojica said that Manhattan school districts
tend to have more parents interested in serving
on CECs, but the DOE is looking to increase
participation in areas like the Bronx.
“The outer boroughs need the most help,”
said Mojica. “We don’t always have enough
parents who want to join a council.”
Mitchell Wu, a Public Advocate Appointee
on the Citywide Council on English Language
Learners, said the DOE is also seeking more
involvement from families who don’t use
English as their primary language.
“The citywide ELL council is open to
anyone,” said Wu. “You don’t need to speak
English fluently to participate.”
While council positions are unpaid,
reimbursement is provided for childcare
expenses incurred while parents attend
meetings, as well as transportation to those
events.
The DOE offers reimbursement up to $125
per month for council members, and $200
per month for the district council president,
explained Paola de Kock, Senior Director
of Parent Leadership in the DOE’s Division
of Family and Community Engagement.
Arlenis Morel, a CEC member from
District 24, said that meetings are usually
held once or twice a month in the evenings.
She explained that during her time on the
council, she has been able to play an active role
with issues concerning her child’s school district.
“We were able to vote on rezoning and sign
letters in support of policy changes,” said
Morel. “And you can feel proud at the end of
the day that your voice is being heard.”
