IN THE CITY OF TIJUANA, BAJA CALIFORNIA, MEXICO
GENERAL PROCUREMENT NOTICE
The state utility commission in Tijuana, Baja California, Comisión Estatal de
Servicios Públicos de Tijuana (CESPT), has requested assistance from the North
American Development Bank (BDAN), through its EPA-funded Border
Environmental Infrastructure Fund (BEIF), which will be used to finance part of
the costs associated with the Wastewater Collections System Rehabilitation and
Improvements Project in Tijuana, Baja California, Mexico.
Tijuana is located in the state of Baja California and borders San Diego County,
California, to the north and the Pacific Ocean to the west. Its population was
estimated at 1,210,820 in 2000 and is expected to reach 2’484,731 by 2020.
The project consists of the rehabilitation of interceptors, collectors and sanitary
sewer lines that are currently operating in poor conditions. The project was
certified by the Border Environment Cooperation Commission (BECC) on
October 16, 2001.
The total estimated cost of the project is US$42 million. The project sponsor,
CESPT, requested about US$18 million in BEIF funds from NADB and loans
totaling approximately US$6 million to be disbursed during the first phase of the
project.
Specifically, the project entails rehabilitating 36 sewer systems, 7 collectors, 6
trunk lines and 1 interceptor, stretching 131,000 meters with pipes ranging from
20 - 122 cm. in diameter.
For works financed with NADB funds, CESPT will carry out bidding processes
consistent with NADB Procurement Policies and Procedures. Participation in
these bidding processes will be open to companies from any country.
Companies without the experience necessary to carry out this project may form a
joint venture with another company or contract specialists and experts in order to
present the full range of experience required for this project. Construction of
these works is scheduled to begin in the first quarter of 2003.
