3. Organization profile.
Perfil corto de la entidad. Main products, services and
opportunities for future collaboration
The regional Government of Extremadura is developing an Integral Employment,
Entrepreneurs and Enterprise Action Plan, also known as the Plan 3E, as a strong bet on
entrepreneurship, innovation and internationalization.
The regional Ministry for Employment, Enterprise and Innovation was constituted through a
President decree (15/2011, July, 8th 2011) in which it is assigned the following competencies
at a regional level: work and employment policies, mines and energy dissemination; industry
and commerce organisation and dissemination; enterprise promotion and entrepreneurship
support, technological modernisation and innovation, information society, research and
telecommunications.
The 3E Plan is the result of the first great agreement of the regional Government with the
main social and economy stakeholders of the region to change the productive model and

improve the conditions for the creation and continuation of companies. The 3E Plan has a 1
billion euro budget for four years.
One of the concrete policies that is being set up by the Ministry is called Enterprise Activation
Points (PAE) and their aim is to centralize all the resources for entrepreneurs as well as to
coordinate the collaboration with the local entities that give support to local enterprises.
The PAE will provide information, counselling and facilitate the setting up of new businesses.
They are integrated by the Unique Enterprise Offices (VUE), initiative that coordinates the all
the national policies of the national government, the Chambers of Commerce and the
municipalities to integrate all the services dedicated to foster the entrepreneurship and
enterprise creation.
Our Ministry, thanks to its competencies, has easy access to a great number of potential NEs
and HEs as it reaches the whole enterprise network of the region.
On the other hand, Extremadura actively participates in the Euroregion “EuroACE”,
association also integrated by the Portuguese regions of Alentejo and Centro. Its aim is to
promote the collaboration for useful and close projects for citizens, companies and the whole
society in general terms.
That been said, the regional ministry, as a partner, could be an asset that strengths the
consortium for a proposal to the Erasmus for Young Entrepreneurs.
Among the weaknesses the region possesses, we could detail some of the urgent reasons
why our Regional Ministry is willing to participate the proposed call:

We’ve been applying twice to the call in previous years, as a leader but have never
been successful, in spite of reaching up to 66 out of 100 score in the first year.
Our region still has a low internationalization level in its industry.
The mobility of entrepreneurs is low.
The productive model is mainly dedicated to agriculture
4. Experience in international projects or European (closed and running).
The regional government of Extremadura has a wide experience in participating and
managing European Projects. In 2010 and 2011, we applied for an Erasmus for Young
Entrepreneurs grant as leaders. Our partners were from Portugal, UK, Lithuania and
Bulgaria.
We also participate in several cross border European projects, especially with Portugal and
other financed with Structural Funds, such as:

Cross border cooperation with Portugal: Institutional, Technological and Commercial
Cooperation among regional entities, R&D organisms and companies. Projects:
ECOTRAFOR, ESTRAFOR, CEVALOR, SUBERNOVA, AXIS (Leader. INTERREG
3A), PROMOEENER_A, RITECA II, ALTERCEXSA II, TRANS_FORMACION
(POCTEP. Still open).
Cooperation with different regions of the European space with services to SMEs and
TIC methodologies, through the IDAN project (Innovative Action Programme, ERDF).

On the other hand, Fundecyt (Foundation for the development of Science and Technology in
Extremadura), is an organism that depends on the regional Ministry for Employment,
Enterprise and Innovation. It participates in many European projects such as DE-LAN,
OSEPA, INNOLYNKS (INTERREG IVC) and has leaded the Quercus grants among others.
These grants are proposed to recent graduates of the University of Extremadura and their
purpose is to participate in professional 6-month stages in companies and organisms of
European different countries.
Other relevant project which is being managed by the ministry is called Cavatrans and it will
be running until 2013. It consists on the cross border cooperation between Extremadura and
Portuguese companies, in four strategic sectors for the three participating regions: tourism,
biomass, agro ecological food and cultural and creative industries.
As for the participation in European and international networks, the Ministry, through
Fundecyt, participates in ERIs@, the European Regional Information Society Association, the
Enterprise Europe Network, the European Network for Innovation Management
Technologies, the European Network of Living Labs, or the RICAI, the Iberian Network for
Innovation Support Centres, among others.
