F
un – and fuel – in the sun.
This summer, more New Yorkers will be
able to surf the web and juice up their phones
at public parks.
NYC Parks has announced an extended
deal with AT&T to provide free public Wi-Fi
in 21 parks across the five boroughs.
The deal also increases the number of free
solar mobile charging stations to 34 units at
15 different city parks and beaches.
Free Wi-Fi is available to all park-goers,
regardless of their wireless carrier.
The announcement was made by NYC
Parks Commissioner Mitchell J. Silver on
May 31 at Joyce Kilmer Park in the Bronx,
one of four new parks to receive a solar
charging station, which features six charging
outlets.
“The marriage between green spaces and
technology is one that benefits all park users,”
said Silver. “We are renewing our contract for
AT&T to provide Wi-Fi and charging stations
for the next five years.”
Silver was joined by Bronx Borough
President Rubén Díaz, Jr., AT&T’s New
York President Marissa Shorenstein, Bronx
Parks Commissioner Iris Rodríguez-Rosa
and former Major League Baseball star Lee
Mazzilli, who played for the Yankees in 1982,
just a few blocks from Joyce Kilmer Park.
“This is an added amenity,” Díaz said. “We
know how dependent people are on their
devices.”

at City Hall.

the legislation, which is spearheaded by

Aloysee Jarmoszuk, Chief of Staff for the
Operations Division of the Department of
Education (DOE), discussed the agency’s
pilot program, launched in partnership with
Ferreras-Copeland in September 2014, to
put tampon dispensers in the girls’ bathroom
of public schools. Currently, there are 380
dispensers in schools within Districts 9 and
24.
Jarmoszuk said that the DOE has received
positive feedback regarding the pilot program
and is assessing the parameters of potential
expansion to all city schools.
“Our estimates are that that it will be about
$2 to $5 million to install in every school, and
about $1 to $2 million to maintain it on annual
basis,” said Jarmoszuk, who noted that

Children were recently joined at City Hall by
advocates, elected officials, and a few young
students to make their case for additional
funding needed to create pay parity for
preschool educators.
“We cannot allow this inequality to continue
any further,” said Jennifer March, Executive
Director of the Citizens’ Committee for
Children.
The organization, together with Public
Advocate Letitia James and Jennifer James
Austin, Chief Executive Officer and Executive
Director of the Federal Protestant Welfare
Agencies (FPWA), among others, has pushed
for greater salaries and benefits for Pre-K
teachers, administrative staff and employees
– irrespective of whether the Pre-K program
is administered at a Department of Education
(DOE) public school or a community-based
organization (CBO).
It is estimated that the latter provide more
than half of the city’s Pre-K classes.
“Employees at CBOs make significantly
less than their counterparts despite having the
same credentials,” said March.
Advocates gathered on Thurs., June 2nd
noted that, on average, a teacher with five
years’ professional experience who works at a
CBO makes $41,000 a year, which amounts to
$17,000 less than his or her DOE counterpart.
The disparity is due, in part, to the fact
that CBO employees are not included in the
contractual agreements negotiated by the
United Federation of Teachers (UFT) for DOE
employees – as well as the manner in which
independent CBO programs are funded.

annual salary would be closer
to $85,000 if he were not at a
CBO.
“Things cost the same in this
city whether rich or poor,” said
Maa, who manages a budget
for a family of six, all of whom live together
in a two-bedroom apartment.
Parity, he insisted, should not be only for
educators.
“There are staff members, maintenance
workers, who all have the same certifications
who are struggling to survive in this great
city,” said Maa.
Speakers
chided
the

campaign tenet.
“We heard about a ‘tale of two cities’ in the
past,” said March. “But we are seeing these
two cities [now] when it comes to a program
that is not enforcing equity for the education
of its youngest learners.”
Earlier this year, some providers said they
were considering work stoppages and others
indicated that they might be forced to shut
down programs.
Some steps have been taken by the de
Blasio administration. Signing and retention
bonuses were created for the CBO teachers
and some of the $17 million of the original
Pre-K budget was earmarked to address the
wage gap.
But administration officials insist that
the issue ultimately needs to
be resolved between providers
and their unions, which include
Council of School Supervisors
and Administrators (CSA), the
union representing principals.
“This is a contract negotiation
between the providers and
the workers’ unions,” said a City Hall
spokesperson in March. “The City is engaged
in those discussions and supportive of
the negotiations underway — but this is a
collective bargaining process between the
providers and the unions.”
Nonetheless, advocates insist that, as
preschool programs have grown exponentially
across the city under the Pre-K for All
initiative, more must be done by the Mayor.
Councilmember Laurie Cumbo, a former
educator, said it was imperative to advance
pay parity to ensure that the best talent was
recruited for early education.
“It’s important that [preschool students]
have teachers that are excited and motivated
and not concerned about how they are going
to pay for their health insurance or rent,” she
said.
“We cannot allow this inequality

Zeroing in on Zika

r. Dyan Summers may have
just received her doctorate
in nursing practice – but years
ago, she was at the forefront of
identifying a troubling disease now
provoking global alarm.
In 2013, one of her patients, a recreational
traveler, had returned from a three-month trip
to South America with a full-body rash, fever
and conjunctivitis.
“At first, I was quite certain he had Dengue
fever,” said Summers, who has served for
over 15 years as a certified nurse practitioner
specializing in tropical medicine.
The patient told Summers he had read
about an outbreak of Zika in the region he had
just traveled to.
Despite her experience, which included
travel to 37 countries, she noted that up until
that point she had little knowledge of the
virus.
“While my assistant drew blood, I was
looking up info on Zika and calling the
CDC,” said Summers, referring to the Centers
for Disease Control and Prevention (CDC) in
Atlanta.
The Zika case was soon confirmed by the
federal health agency, and Summers later
wrote an article for the Journal of Travel
Medicine.
The experience was shared this past
Thurs., June 2nd, at a community health
forum sponsored by the Columbia University
Medical Center’s Office of Government and
Community Affairs.
The event was intended to provide residents
with the latest information regarding the
mosquito-borne illness, which was declared a
global health emergency by the World Health
Organization (WHO) on February 1.
Though cases have been rare in the United
States, Zika has been much more rampant
in Latin America, with outbreaks reported
in more than 40 countries, including Brazil,
Mexico, Puerto Rico and the Dominican
Republic.
Pregnant women are considered to be
at the highest risk, as Zika has been linked
to microcephaly, a birth defect that causes
babies to be born with a smaller than normal
head and brain.
The June 2 forum was open to the public
and offered Spanish translation for attendees.
Ricky Wong, Director of Community
Affairs for the Department of Health and
Mental Hygiene (DOHMH), reported that the
latest count of Zika cases in New York City
was about 120, including 18 pregnant women.
“The good news is that this mosquito is not
here in New York City,” said Wong, referring
to the Aedes aegypti mosquito, which carries
the Zika virus. “All of the Zika cases in the
city are travel-related.” Because many residents visit the
Dominican Republic, Puerto Rico and other

The Dominican Republic now has more
than 2,000 suspected cases of Zika, Thakur
noted. She recommended that travelers to Zikaprone areas wear long clothing and use insect
repellent during their trip.
“Prevention is the key,” stated Thakur.
“Preventing mosquito bites is the way we’re
going to control this virus.” Zika can be transmitted from mosquito
bites, blood transfusions or sexual contact.
“We want to get the word out that this is
a sexually transmitted disease,” Thakur said.
She added that there are several myths
floating around about the Zika virus,
including that the disease can be contracted
from larvicide or vaccines.
Prior to 2007, only sporadic cases of Zika
were reported. That year, the first outbreak of
the disease was reported on Yap Island in the
South Pacific.
Most people infected with Zika — 70 to 80
percent, according to Thakur — will show no
symptoms at all.
Those who do get sick usually experience
mild symptoms, including rash, and flu-like
ailments such as fever, fatigue and joint pain.
Currently, there is no vaccine to prevent or
medicine to treat the Zika virus.
Dr. Rafal Tokarz, of the Center for Infection
and Immunity, Mailman School of Public
Health, explained that his center has been
working on an improved diagnostic test for
Zika.

pack.
After residing in the Bronx for more than
six decades, the Williamsbridge resident was
on the verge of moving out of New York
City because she couldn’t keep up with the
escalating cost of living.
“All of my Social Security money was
going to rent,” Barbosa said. “I couldn’t afford
to live here anymore. It was sad because I
didn’t want to leave the borough.”
Barbosa had already put a deposit on an
apartment in Virginia and was in the process
of packing up her belongings, when she
received good news.
Through an affordable housing lottery, she
had acquired a unit in a new senior housing
development in Co-op City.
“It was like a dream come through,” said
Barbosa, who grew up near Co-op City. “This
area was my life, and now I can stay here.”
The new development consists of
neighboring buildings, The Woodlands and
Council Towers VII, which together provide
housing to 179 low-income seniors age 62
and over.
Residents began moving in last October,
and all of the units are now occupied.
Barbosa’s situation is increasingly common
for seniors in the city, who are feeling the
squeeze of rising rents and facing the prospect
of leaving their communities because they
struggle to make ends meet.
“Too many of them need to make a choice
each month about paying their rent, or medical
bills, or putting food on the table,” said Jessica

The Woodlands and Council Towers
VII were created through a public-private
partnership and received funding from two
U.S. Department of Housing and Urban
Development (HUD) programs, Section 202

represented payback to Bronx seniors who
had contributed to the borough throughout
their lives.
“You have invested many years of your
lives in our borough,” remarked Díaz. “You
paid taxes. You shopped in the local stores.
You stayed when so many people left. We
have to make sure that in your twilight years,
you are well taken care of.”
Arker Companies Principal Alex Arker said
that the project was ten years in the making,
and was nearly derailed after the 2008
economic downturn.
He explained that his company is intent on
creating affordable housing that does not look

BCC launches scholarship in memory of Kalief Browder
I
n life, he endured two years of
solitary confinement.
Now a scholarship founded in Kalief
Browder’s name will link others who, like
him, sought to forge a path forward through
education.
A few years ago, Beverly Emers never
envisioned that she’d be enrolled in college
– let alone as the recipient of a scholarship.
Emers, who said she spent six years going
in and out of prison for drug-related offenses,
has been announced as the inaugural recipient
of a scholarship at Bronx Community College
(BCC) of the City University of New York
(CUNY) named for Kalief Browder, the
22-year-old Bronx native who committed
suicide following his confinement on Rikers
Island, a death that sparked a national clamor
to overhaul the criminal justice system.
The Kalief Browder Memorial Scholarship
will be awarded by BCC to formerly
incarcerated students seeking to transform
their lives through higher education.
Emers, a South Bronx resident, was
selected as the initial scholarship recipient by
an application and essay process, said BCC
officials.
“Being formerly incarcerated, I used to feel
like people would not give me a chance,” said
Emers. “But now that I’m getting educated, I
feel like there’s nothing I can’t do.”
The scholarship is available to full-time
BCC students who are in good academic
standing and committed to transforming their
lives after incarceration.
At the time of his death, Browder was
enrolled at BCC.
Browder was held on Rikers Island as
a teenager for three years, two of them in
Kalief Browder.

he was released in 2013 after his case was
dismissed.
Yet Browder remained tormented by his
experience at Rikers, and committed suicide
at his Bronx home last June.
The story of his Rikers confinement has

In her State of the City address this year,
City Council Speaker Melissa Mark-Viverito
invoked Browder’s story while outlining her
proposal to shut down Rikers Island, and
President Barack Obama cited Browder while
calling for a ban on solitary confinement for
juveniles.
The scholarship in Browder’s name was
officially announced on Tues., June 7 on the
BCC campus by college officials and Bronx
Borough President Rubén Díaz Jr.
“For all too brief a time, Kalief found BCC
a place of hope, where he could make a fresh
start,” remarked Diaz.
Díaz said that while overall crime is down
in New York City, the Bronx has the city’s
highest poverty and high school dropout rates.
He said that these factors contribute to young
men and women ending up in jail instead of
college.

It was how Emmanuel González
described the young man he had been before.
“I had no confidence when I came here,” he
said.
Many in the small group he addressed nodded
along as the young man, resplendent in a bright
blue graduation gown, spoke of his path to the
podium.
“But this program surrounded me with
positivity,” he continued. “I discovered things
in me that I didn’t know were there.”
González was receiving his certificate
for completing the initial stage of a training
program at STRIVE New York, which would
prepare him for sustained employment in the
medical field.
He and 28 other graduates had just completed
STRIVE’s Attitudinal and Job Readiness
Training, a four-week workshop designed to
teach participants how to dress and speak in a
work-appropriate manner, write resumes and fill
out job applications.
Clients also got to practice interview and
public speaking skills.
“Many people come into us feeling helpless,
and we develop skills, confidence and
behaviors that will help them in life,” said
STRIVE President and Chief Executive Officer
Phil Weinberg. “They move out of this phase of
the program feeling motivated and confident.”
During the June 3 ceremony, graduates
received a surprise when New York Lieutenant
Governor Kathy Hochul stopped by as a guest
speaker.
Hochul commended STRIVE participants
on their achievement and told them that she
lived in a trailer park while growing up near
Buffalo. She was determined not to let her
situation define her, she said.
“You’ve already turned your lives around by
being here,” said Hochul.
“My mother used to tell me, ‘go out into the
world and do well,’ she remarked. “I’m going to
put it on you to go out and do well for others.”
Core Trainer Donnell Hill said that Hochul’s
visit was kept a surprise from participants.
“I couldn’t believe it when she showed up,”
said participant Nathan Scott. “That was a
pretty big deal.”
“It’s huge that she was here,” agreed Hill.
“You know she’s taking the message that
STRIVE members are impressive throughout
the state.”

with confidence when they arrive, as well as
a variety of life issues.”
Smith said that many STRIVE clients are in
drug rehab, residing in the shelter system, or
have a history of incarceration.

on their phones and tablets, we want them
to be able to access that, and not at a
cost,” said Rodriguez-Rosa.
She noted that many city residents
had contacted NYC Parks in recent
years, requesting that free Wi-Fi be
added in more locations.
“They keep on asking us, can our
park be in it?” Rodriguez-Rosa said.
“We don’t have them in all the parks,
but we are definitely expanding them.”
Bronx resident Sandy Richberg, who has
lived near Joyce Kilmer Park for almost
40 years, said she was glad for the Wi-Fi
expansion and the addition of a charging
station.
“I think it’s a good thing,” Richberg said.

issue,” said Councilmember Laurie Cumbo,

Ferreras-Copeland implied that the
legislation could eventually be broadened
from its current form. “As I have mentioned
before, I think we should have products in
the libraries, I think we should have these
products in recreation centers,” she said.
“I think the legislation is fantastic,”
commented Warden Michele Clifford of
the Department of Corrections, who said
that every inmate, upon admission to a
correctional facility, will receive a bag with
necessary hygiene products.
“Feminine products are given upon request
and once they’re housed in a housing unit,
are readily available once they’re in there,”
Clifford said. Generic tampons and maxi
pads are available at department expense,
said Clifford, but name-brand products must
be purchased by inmates at commissary.
Sola Stamm, Community Organizer with
the New York Lawyers for the Public Interest,
suggested that language in the bills be
changed from “feminine hygiene products”
to “menstrual hygiene products.” Stamm
explained that the term would acknowledge
the “spectrum of gender identities who
experience menstruation.”
Andrea Nieves of Brooklyn Defender
Services, a firm that has represented thousands
of women on Rikers Island, disagreed with
Clifford’s testimony that feminine hygiene
products are readily available from the
Department of Corrections.
“The testimony that we heard today does
not match what we hear from our clients on a
daily basis,” remarked Nieves, who said her
clients indicate that they receive only a very
small ration of sanitary pads.
“This is particularly troubling because
once they run out of their supply, they have
to ask corrections officers for more pads,
and that can create a lot of problems and
shame in their interactions with the guards,”
said Nieves. “It’s a method that the guards
can use to control women. It’s extremely
problematic.”
The legislative package will now go before
the entire Council, though no date for a future
hearing has yet been set.

• People usually get Zika through a

Aedes aegypti has not been found in

Treatment
There is no treatment for Zika, but

Symptoms
The most common symptoms are

to 12 days after being bitten by an
infected mosquito and may last up to a

memorialize Kalief Browder than through a
scholarship in his name, offered at a school he
came to love,” said Ululy Martínez, member
of the BCC Foundation Board of Directors.
In a statement, Councilmember Vanessa
Gibson lauded the initiative.
“Mr. Browder was robbed of the opportunity
to reach his full potential,” she said. “But
through this scholarship, Kalief will be able to
help fellow students in his community reach
their dreams.”
Dr. Thomas A. Isekenegbe, President of
BCC, said that a private donor provided
$10,000 to fund the scholarship, which also
received support from CUNY’s University
Student Senate and the BCC Student
Association.
“This is a clear demonstration of the way
the students have gotten behind this issue
and embraced Kalief Browder as one of their
own,” said Isekenegbe.
He added that further financial support to
the scholarship fund would allow BCC to
permanently endow it, ensuring the college
could issue it for years to come.
Pondering Browder’s ordeal at Rikers,
Emers observed that difficult conditions in
prison often mirror those of the neighborhoods

Browder fue detenido en Rikers Island siendo
un adolescente durante tres años, dos de ellos
en régimen de aislamiento, sin jamás haber sido
sometido a juicio.

de prisión, fue liberado en 2013 después de que
su caso fue desestimado.
Sin embargo Browder permaneció atormentado
por su experiencia en Rikers, y se suicidó en su
casa del Bronx en junio pasado.
La historia de su confinamiento en Rikers
ha servido como detonante para muchos
defensores de la reforma de justicia criminal.
En su discurso del Estado de la Ciudad de
este año, la presidenta del Concejo Municipal,
Melissa Mark-Viverito, invocó la historia de
Browder mientras esbozaba su propuesta para

Obama citó a Browder pidiendo la prohibición de

“revelación” sobre la necesidad de la reforma
de fianzas que terminen “con la injusticia de
infligir penas de cárcel a largo plazo a personas
pobres que no pueden pagar la pesada fianza por

VII from the Pelham Bay area, described the

Rosa applied to her building’s housing lottery

Like many of her new neighbors who also
rely on social security payments, she was
contemplating leaving the area because her

“I was thinking I’d have to move out of
New York altogether,” Rosa said. “Now I
don’t need to think about how I’m going to

me,” she remarked.

While spirits were high at the complex’s
grand opening ceremony, Holly Leicht,
HUD’s Regional Administrator for New
York and New Jersey, provided a dose of
harsh reality to the proceedings, pointing out
that the Section 202 program is not currently
being funded by Congress.

politics. Once again, in the 2017 budget, we
have money in there for new 202’s, but I really
think it’s something that needs a galvanizing
level of support to really focus Congress on.”
King said he wished that more Congress
members would visit senior housing in
person to gauge the impact of the Section 202
program.
“Congress needs to see the end product of
that funding,” commented King. “They need
to put people first. Don’t close up the piggy
bank now.”

Rosa L., quien se mudó a Council Towers
VII desde el área de Pelham Bay, describe el
complejo como “precioso y tranquilo”.
Una residente del Bronx desde su llegada a
los Estados Unidos de Puerto Rico a los 10 años,
Rosa aplicó al sorteo de viviendas de su edificio
después de ver un anuncio en el periódico.
Como muchos de sus nuevos vecinos, quienes
también dependen de los pagos de seguridad
social, contemplaba dejar la zona debido a que su
alquiler era demasiado alto.
“Pensaba que tendría que salir de Nueva
York por completo”, dijo Rosa. “Ahora ya no
necesito pensar en cómo voy a pagar la renta, la
electricidad y comprar comestibles”.

Council Towers V y Weinberg Council Towers
I. La compañía ahora administra edificios en
los cinco condados que sirven a más de 1,300
personas mayores.
Alan Schoor, director general de Met Council,
dijo que la ciudad estima un incremento del 57
por ciento en el número de personas mayores del
Bronx en los próximos 25 años.
“Obviamente estos edificios son una pequeña
gota en el océano de lo que tenemos que hacer”,
dijo.
En marzo de 2016 había más de 147,000
personas en la lista de espera de la ciudad para
la Sección 8 de vivienda de acuerdo con NYCHA,
con más del 31 por ciento de ellos del Bronx.

STRIVE also provides clients with wraparound services such as legal assistance, oneon-one or group mentoring and mental health
services.
“Once they leave, they’re still a part of the
STRIVE family and can get services at any
time,” said Smith.
Following the job skills training, Weinberg
said that STRIVE works to place clients in
jobs.
“We’re actually an employment agency as
opposed to a training agency,” he remarked.
STRIVE partners with Mount Sinai Health
System to create a curriculum designed to
match clients with future jobs at Mount Sinai.
“Once the training is complete, we work
directly with the HR team at Mount Sinai and
other employers to directly place either interns
or full-time employees,” Weinberg said.
In addition to the medical field, STRIVE
offers a job-readiness program for construction
workers, added Weinberg.
“Everything we do here is focused on
getting people a job, but more importantly,
getting folks on a career path that has good
wages,” he said.
María Cruz, a community leader and
Executive Director of Taino Towers, where
STRIVE is located, said it was important to
have programs that provide young-people with
much-needed direction.
“There are a lot of youth on the streets
around here, and they don’t know what to
do,” Cruz said. “Here, they are helping the
community by training people for jobs.”
Hochul said that New York State has worked
to create more jobs, especially in the medical
field, where the graduates were training.
“There are jobs to be had,” Hochul stated.
The chance to land one of those jobs is what
led most participants to the program.
Graduate Claudeen Bennett said she had
been out of the workforce for some time and
was motivated to find a career.
“I wanted to hit the ground running,” she
said.
Gilsy Done, a Bronx resident who attended
the ceremony with her eight-month-old son,
said she enrolled in STRIVE to acquire a better
paying job.
“I want to be able to provide for my child,”
said Done.
Clara Figueroa explained that she had
wanted to attend college but was lacking
financial resources to do so. She saw STRIVE
as a good way to get job training quickly.
The 19-year-old Harlem resident said she
considered it challenging to be in a room full
of other STRIVE recipients, all from different
backgrounds and most of whom were older
than her, but found it to be rewarding.
“I looked up the word ‘strive’ in the
dictionary yesterday, and it means ‘to give
great effort in order to achieve something
good,’” Figueroa remarked. “Well, I’m
not planning on stopping at good. I want to
achieve something great.”

Hochul elogió a los participantes de STRIVE
por sus logros y les dijo que ella vivió en un

situación la definiera, dijo.
“Ya han transformado sus vidas al estar aquí”,

“Mi madre solía decirme: sal al mundo y haz
el bien”, comentó. “Voy a pedirles lo mismo a
ustedes: salgan y hagan el bien por los demás”.
El capacitador Core Donnell Hill dijo que
la visita de Hochul fue una sorpresa para los
participantes.
“No podía creerlo cuando llegó”, dijo el
participante Nathan Scott. “Fue algo importante”.
“Es enorme que viniera”, coincidió Hill. “Sabes
que ella está tomando el mensaje de que los
miembros de STRIVE son impresionantes en
todo el estado”.
Después de la ceremonia, los participantes
fueron programados para comenzar la siguiente
fase del programa STRIVE, un curso de
cinco semanas que desarrolla capacidades
profesionales específicas, como facturación
médica y codificación.

STRIVE, dijo que el cambio evidente en los
participantes en tan sólo cuatro semanas es
dramático.
“Es sorprendente ver lo lejos que han
llegado”, dijo Smith. “Muchos de ellos tienen
problemas de confianza cuando llegan, además
de que lidian con cuestiones de la vida”.
Smith dijo que muchos clientes STRIVE
están en rehabilitación de drogas, residen en
el sistema de refugios o tienen un historial de
encarcelamiento.

Cada cliente STRIVE es asignado a un
