Un ejercicio en el que la empresa ha reforzado sus principales líneas de acción, y en el que ha puesto en marcha otras, abriendo nuevas vías de trabajo sin perder la perspectiva social y de servicio público, implícitas en la EMVS. calificadas en venta. Para ello, es necesaria la preceptiva autorización a la Comunidad de Madrid, que en diciembre de 2014 ya ha autorizado el cambio de régimen en 352 viviendas. Esta apuesta queda reflejada en los distintos programas que se han puesto en marcha y que se han reforzado: Red de Viviendas Solidarias; Viviendas para Jóvenes; o el programa de alquiler y alquiler con opción a compra. Así, tras los cambios en 2013 en los que se dejó atrás la actividad promotora, se han reorientado los programas de vivienda hacia el alquiler. Con el fin de adaptarse a la demanda, flexibilizar y abaratar el acceso a la vivienda, la EMVS ha modificado el uso de la mayor parte de las promociones en venta para destinarlas al alquiler, donde radica la demanda mayoritaria. En 2014 también se han potenciado los programas destinados a los sectores sociales con mayores dificultades económicas, en concreto la Red de Vivienda Solidaria, que destina viviendas de la EMVS para aquellas familias en riesgo social. Esto supone reconvertir al alquiler, hasta finales de 2017, 800 viviendas También se ha reforzado el Programa de Reducción de Rentas, con el objetivo de que, al margen de la renta objetiva que en función de la superficie y modulo aplicable corresponda a cada vivienda, ninguna familia tenga que destinar más de un 30% de sus ingresos mensuales al abono de la misma y, en el supuesto de que sus ingresos no superasen una vez el IPREM, el límite establecido sea del 20%. En cuanto a las nuevas líneas de trabajo, La EMVS ha creado el Servicio de Ahorro Energético y Rehabilitación, SAER, un punto de asesoramiento y acompañamiento al ciudadano, cuya misión es la de ofrecer información práctica y sencilla a los vecinos, para que puedan aumentar su conocimiento sobre rehabilitación y ahorro energético y su interés por mejorar sus viviendas y edificios. El SAER ha visitado los mercados municipales, los consejos territoriales de los 7 Presentación distritos y ha organizado talleres informativos para vecinos de Madrid, que han comenzado a plantearse cómo ahorrar en la factura a través de buenas prácticas y rehabilitación energética. Además, tras más de 30 años trabajando en el campo de la promoción de suelo, construcción de vivienda, rehabilitación, gestión de patrimonio e innovación , en 2014 la EMVS ha empezado a hacer extensiva su experiencia a nuevas líneas de trabajo, poniendo todo su conocimiento al servicio de otros objetivos. Por otro lado, la EMVS ha continuado invirtiendo en desarrollar proyectos de sostenibilidad e innovación relacionados con la rehabilitación y la promoción de viviendas y de su entorno. Este importante esfuerzo presupuestario, al que se han sumado los fondos europeos y nacionales de I+D, han convertido a la ciudad de Madrid en un referente de la construcción sostenible. En 2014 también se ha mantenido el compromiso con la erradicación del chabolismo, y con los servicios al ciudadano, como el Servicio Municipal de Alquiler y el Servicio de Información de Vivienda, que siguen funcionando con gran éxito. Con un equipo multidisciplinar de trabajadores especializados, ha recibido ya numerosas encomiendas de gestión desde otras áreas del Ayuntamiento de Madrid. Memoria de Gestión año 2012 Los planes de vivienda de la EMVS han continuado dando respuesta a las necesidades de los diversos colectivos, y se han adaptado a la demanda y a las nuevas formas de habitar surgidas de la evolución de las familias y de la sociedad. Se ha continuado trabajando para cumplir el compromiso de crear vivienda de calidad a precios asequibles favoreciendo la innovación, la sostenibilidad y la calidad residencial. Temática de consultas servicio municipal de de alquiler alquiler programas de programas de vivienda 44,08% En cuanto a la atención no presencial de las consultas ciudadanas, se han recibido cerca de 30.000 solicitudes de información y registros on-line, a través de la página web, entre el Servicio Municipal de Alquiler y el Registro Permanente de Solicitantes, lo que ha permitido que los ciudadanos obtengan respuesta a sus dudas y puedan formalizar su solicitud de vivienda sin necesidad de haber realizado ningún desplazamiento. A estos datos habría que añadir las casi 2.500 consultas o trámites realizados on-line sobre otras materias como la venta de suelo del Plan 18000, la oferta comercial de producto no residencial (locales, garajes), etc. 1.3 GESTIÓN DE VIVIENDA 27,01% plan 18000 18000yytrámites trámites 26,74% plan administrativos varios administrativos varios El número total de viviendas adjudicadas en el año 2014, en los diferentes programas municipales de vivienda, asciende a 551 PROGRAMA DE VIVIENDA Esa información y la gestión continua que se ha venido desarrollando, ha permitido contabilizar 5.705 inscritos en el Registro Permanente de Solicitantes de Vivienda, cuyo perfil se corresponde con las siguientes características: ? Un 54.04 % son menores de 35 años ? Un 83,99 % tiene ingresos familiares inferiores a 2,5 veces el IPREM ? Un 61,35 % de los solicitantes señalan como preferente los programas de arrendamiento. El cumplimiento de los requisitos de acceso a una vivienda protegida. ? Una transmisión que cumpla todas las exigencias de la legalidad vigente, tanto en el precio como en las condiciones. Durante 2014 se han transmitido un total de 40 viviendas protegidas en segunda transmisión. 1.5 PLAN 18.000 VICÁLVARO LA CATALANA Además, en cumplimiento de una de las finalidades previstas en el vigente Reglamento de Adjudicación, que consiste en velar por las situaciones socio-económicas especiales de los solicitantes de vivienda, durante el año 2014 no se ha aplicado la penalización prevista por renuncia a la adjudicación de una vivienda protegida a 44 solicitantes que se han visto obligados a esta renuncia por situaciones de desempleo sobrevenido o imposibilidad de obtener financiación para la compra de la vivienda adjudicada. Un total de 188 ciudadanos se han beneficiado de esta medida desde que se puso en marcha en el 2013. 1.4 GESTIÓN DE VIVIENDAS EN SEGUNDA TRANSMISIÓN La EMVS, en aquellas viviendas protegidas municipales transmitidas en compraventa en segunda o ulterior La EMVS, en julio de 2013, formalizó un nuevo convenio de colaboración con el Área de Gobierno de Urbanismo y Vivienda del Ayuntamiento de Madrid, para la enajenación directa y onerosa del suelo a los titulares superficiarios de suelo de parcelas municipales cedidas en derecho de superficie para la construcción de vivienda protegida del denominado Plan 18000, 1ª, 2ª, 3ª, 4ª y 5ª convocatorias y Demanda Esencial Insatisfecha. Este convenio, que estará vigente hasta el 31 de diciembre de 2018, permite la gestión continua del proceso de enajenación de suelo a sus titulares superficiarios, siendo directamente los interesados quienes inician el procedimiento cuando lo deciden. También incorporó como novedad la revisión anual de las valoraciones de los suelos, obteniéndose así un valor ajustado al momento de la adquisición. Durante 2014, se formalizaron ventas de suelo a sus titulares superficiarios por un importe total de 1.738.979,52 euros. 16 1.6 LOCALES PARA EMPRENDEDORES Como medida de fomento y apoyo a los jóvenes emprendedores, la EMVS ha puesto en marcha un nuevo programa denominado “Tu proyecto, tú local”, que facilita su incorporación al mercado laboral, flexibilizando las condiciones de acceso a los locales comerciales, reduciendo las inversiones iniciales y modificando el régimen de acceso de venta a alquiler con opción a compra. Ventajas que se ofrecen Mediante esta fórmula, las personas interesadas en poner en marcha un negocio, evitan tener que realizar una fuerte inversión al inicio, momento en el que más gastos tienen y en el que desconocen la proyección de futuro del proyecto, y así pueden solicitar un préstamo bancario más adelante, cuando sus ingresos sean más estables. A lo largo del año ya se han adjudicado 14 locales en Vallecas, Carabanchel Hortaleza, Usera y Puente de Vallecas. 1.7 CAMBIO DE USO DE VIVIENDAS EN VENTA A ALQUILER ? Si no fuera por esta modificación, los futuros adjudicatarios tendrían que retrasar su acceso a la vivienda, cambiando sus planes de vida, de familia y de vida independiente, en el caso de los más jóvenes. Con el cambio de régimen, también se rebaja el precio de acceso a la vivienda ya que, en algunos casos y según tipología y número de dormitorios, el precio puede reducirse hasta en un 50 por ciento con respecto al de la calificación anterior de la vivienda. 01 Gestión de vivienda protegida VALLECAS 68 17 19 02 Servicios al ciudadano Edita: EMVS, Empresa Municipal de la Vivienda y Suelo S.A. 20 2.1 SERVICIO MUNICIPAL DE ALQUILER Por décimo año, el Servicio Municipal de Alquiler, SMA, posibilita la puesta en el mercado de viviendas vacías, ofreciendo de manera gratuita garantías en cuanto al mantenimiento del piso, pago del alquiler y solución de conflictos, que benefician a propietarios y arrendatarios. Se trata de un servicio de carácter integral, que aúna las labores de información, asesoramiento legal, económico y técnico, así como la gestión profesionalizada del alquiler. Sobre esta base, se pone a disposición de los demandantes de vivienda un amplio catálogo de servicios, siempre con carácter gratuito: ayuda y orientación en la búsqueda de la vivienda, prestación de garantías para facilitar el acceso a la vivienda en alquiler, asesoramiento legal en materia de arrendamientos urbanos, asesoramiento personalizado sobre las deducciones fiscales existentes por arrendamiento de vivienda, y explicación y apoyo en la tramitación de las ayudas a los arrendatarios de viviendas en alquiler. A este catálogo de servicios se añade la posibilidad de obtener el Certificado de Eficiencia Energética, emitido por la propia EMVS, facilitando así al propietario la obtención de toda la documentación obligatoria para proceder al alquiler de su vivienda en una única gestión. El SMA, además, garantiza al arrendador el pago de las rentas mediante el establecimiento de un eficaz sistema de garantías en forma de seguros de caución y avales ante los riesgos de impagos, así como la conservación de la vivienda arrendada, a través de diferentes instrumentos, como los seguros de hogar y el apoyo en la solicitud de subvenciones para la rehabilitación. Paralelamente, se establecen procedimientos formales y normalizados de mediación, conciliación y arbitraje para la resolución de conflictos entre propietarios y arrendatarios. A lo largo del año 2014 se han inscrito en este Servicio 1.370 nuevas viviendas, con lo que el número total de viviendas que se gestionan asciende 21.942. Además, se han formalizado un total de 2.663 nuevos contratos de arrendamiento, con lo que el número total de alojados a través del Servicio Municipal de Alquiler es de 54.471, que responden al siguiente perfil: ? Menores de 35 años (76,21%) ? Con preferencia por viviendas ubicadas en distritos céntricos (Centro, Arganzuela, Latina, Carabanchel). ? Eligen una vivienda con una superficie media de 59 m2, y una renta media de 650€. 21 02 Servicios al ciudadano 2.2 SERVICIO DE INFORMACIÓN DE VIVIENDA (SIV) Desde el mes de mayo de 2014, la EMVS presta de forma directa el Servicio de Información de Vivienda. Es un servicio gratuito que ofrece información personalizada sobre todos los ámbitos relacionados con la vivienda y al que se pueden dirigir los ciudadanos de forma presencial, telefónica, a través del formulario habilitado la web, así como a través de la cuenta oficial de Twitter (@iviviendamadrid). ? Información y asesoramiento sobre la financiación de la compra de vivienda: tramitación, asesoramiento y estudio de las ofertas y condiciones de los préstamos hipotecarios, obligaciones de las entidades de crédito y márgenes de negociación con las mismas. ? Información y asesoramiento sobre cuestiones constructivas y técnicas (planos, memorias de calidades, diseño y aprovechamiento, etc.) ? Información sobre tratamiento fiscal del alquiler, la compraventa, la herencia, y donación de la vivienda y asesoramiento sobre su aplicación al caso particular. ? Información sobre la normativa de las viviendas protegidas, posibilidad de acceso y estudio de las condiciones de alquiler de las mismas. ? Información sobre la compra de vivienda en régimen de cooperativa, legislación aplicable, derechos y deberes del cooperativista, el precio de la vivienda en cooperativa, etc. ? Información legislativa sobre las comunidades de Los servicios que se prestan, entre otros, son: ? Información sobre ayudas que las diferentes Administraciones (Estatal, Autonómica y Local) ofrecen para la compra, alquiler o rehabilitación de vivienda. ? Información y asesoramiento sobre contratos de compraventa y alquiler, cláusulas que deben contener, las obligaciones de las partes, los trámites a seguir, los diferentes regímenes de compra, las comprobaciones a realizar en la recepción de la vivienda, etc. propietarios, y asesoramiento sobre cuestiones relativas a derechos, obligaciones, repercusión de gastos, quórum mínimo para aprobación de determinadas obras. ? Información sobre los gastos e impuestos asociados a la compraventa, Impuesto de Transmisiones Patrimoniales, ITP; Actos Jurídicos Documentados, AJD ; Impuesto sobre el Valor Añadido, IVA; honorarios de notario y registrador, etc. Desde la puesta en marcha del Servicio de Información de Vivienda, se han recibido un total de 10.589 consultas. 22 2.3 SERVICIO DE AHORRO ENERGÉTICO Y REHABILITACIÓN (SAER) Los temas más recurrentes son: - Comunidades de Propietarios: 50,35% - Alquiler: 20,59% - Vivienda Protegida: 15,95% - Vivienda Libre: 4,85% - Ayudas: 3,75% - Otros (información financiera, jurídica…): 4,5%. Durante el año 2014 se ha puesto en marcha el Servicio de Ahorro Energético y Rehabilitación, SAER, dentro de la línea de trabajo de “Fomento de la Rehabilitación Energética en los Barrios de Madrid”, en la que la EMVS tiene una amplia experiencia. El SAER es un punto de asesoramiento y acompañamiento al ciudadano, cuya misión es la de ofrecer información práctica y sencilla a los vecinos, para que puedan aumentar su conocimiento sobre rehabilitación y ahorro energético y su interés por mejorar sus viviendas y edificios. A través de las actuaciones de rehabilitación, se contribuye a conseguir una ciudad más sostenible, se pueden lograr importantes ahorros económicos, mayor confort y aumento la calidad de vida, además de obtener una mejor calificación energética y de incrementar el valor de la vivienda. 23 02 Servicios al ciudadano Para su difusión y desarrollo, se ha iniciado una importante campaña de divulgación en todos los distritos de la ciudad, cuyas principales acciones son las siguientes: 1. Presentación en los Consejos Territoriales de los Distritos La EMVS está participando en los Consejos Territoriales de las 21 Juntas Municipales a través de una sesión informativa que está teniendo una gran acogida por parte de los representantes vecinales que participan. 2. SAER en los Mercados Municipales Para la definición de las acciones divulgativas, y valoración del grado de interés que generan estas acciones y actividades, se han mantenido reuniones con representantes institucionales, a la vez que se han identificado aquellos espacios que pueden ser focos de atracción en los barrios, como los mercados o centros culturales. En este proceso, se ha buscado implicar y hacer partícipes desde el comienzo a aquellas personas con conocimiento y experiencia en actividades de difusión a esta escala. Se han seleccionado los Mercados Municipales como puntos de referencia estratégicos para el acercamiento a los ciudadanos. En colaboración con el Área de Economía, Hacienda y Administración Pública, Mercados de Madrid y la Federación de Comercio Agrupado y Mercados de la Comunidad de Madrid, COCAM, se ha instalado un punto de información especializada, en el que personal de la EMVS proporcionaba información del Servicio y atendía a los vecinos, ofreciendo folletos informativos y consejos básicos sobre ahorro energético. Las personas interesadas, rellenaban un cuestionario para conocer el grado de interés y conocimiento de los ciudadanos en materia de ahorro energético y rehabilitación. Se han completado más de 150 cuestionarios, que están siendo analizados para su posterior aplicación práctica en la mejora del servicio SAER. Uno de los datos que arroja el análisis de los cuestionarios es que hay un gran interés en la búsqueda de nuevas fórmulas de ahorro que permitan ahorrar en el coste de la factura energética, aunque de cara a llevar a cabo una rehabilitación energética, los ciudadanos manifiestan problemas para abordar la financiación de las mismas. Las personas que cumplimentaron el formulario entraron en el sorteo de tres certificados energéticos por distrito, que realizó la EMVS. 24 Durante el desarrollo de esta actividad, se anunciaban los talleres divulgativos sobre eficiencia energética que se realizaban posteriormente en los centros culturales de barrio. ahorra energía en tu vivienda on 3. Talleres de eficiencia energética En colaboración con las Juntas de Distrito, se han organizado Talleres Prácticos para los vecinos, en centros culturales y de mayores, en los que los asistentes se familiarizan con los términos básicos para comprender qué es la rehabilitación sostenible, qué es una Certificación Energética o qué medidas se pueden tomar para ahorrar en la factura energética. Durante este año se han realizado ocho talleres de eficiencia energética en los distritos de Salamanca, Chamberí, Hortaleza, Moratalaz y Arganzuela. Los talleres están siendo novedosos por su enfoque dinámico y participativo, y la respuesta ha sido muy positiva. ¿Sabes cuánto off puedes ahorrar en tu factura energética? 14 de octubre 18:00 horas Auditorio “CASA DEL RELOJ” Paseo de la Chopera, 6 16 de octubre 18:00 horas Auditorio “CENTRO DOTACIONAL INTEGRADO ARGANZUELA” Calle Canarias, 17 Organiza: www.emvs.es Colaboran: PRENDE Todas estas acciones iniciadas, se irán desarrollando y extendiendo de forma paulatina al resto de distritos y barrios. 02 Servicios al ciudadano 2.4 SERVICIO DE INSPECCIÓN DE VIVIENDA La inspección de viviendas, se lleva a cabo para garantizar que la vivienda pública, con el esfuerzo solidario y colectivo que supone, tenga como destinatarios a ciudadanos que cumplen las condiciones que fija la ley. Para ello se realizan inspecciones sistemáticas, para comprobar que los adjudicatarios cumplen con los requisitos fijados en la adjudicación. Además, se detectan irregularidades cometidas en la utilización de las viviendas y los incumplimientos contractuales de la adjudicación como el no uso de las viviendas para domicilio permanente, transmisión de las viviendas, arriendos o subarriendos, etc. Detectada una irregularidad o incumplimiento contractual se inicia el estudio para el ejercicio de acciones judiciales que permita a la EMVS recuperar la vivienda para adjudicarla nuevamente a un solicitante que cumpla con los requisitos exigidos en la normativa vigente. Durante 2014, se han realizado cerca de 7.000 inspecciones a todo el patrimonio de la EMVS. 25 La EMVS ha trabajado para hacer frente a tres retos: ? Reforzar la vertiente social en la intervención pública ? Mejorar la eficacia de la intervención social ? Mejorar las condiciones socio-residenciales 27 03 Intervención social 28 3. Intervención social La EMVS trabaja contra la exclusión residencial haciendo frente a tres retos principales: reforzar la vertiente social en la intervención pública sobre la vivienda; mejorar la eficacia de la intervención social; y mejorar las condiciones socio-residenciales. Por ello, se hace un planteamiento integral que permite hacer frente a la exclusión residencial, intentando paliar sus efectos e introduciendo procesos que provoquen cambios estructurales en las condiciones residenciales de los colectivos más afectados. 3.1 RED DE VIVIENDAS SOLIDARIAS La Red de Viviendas Solidarias surge ante la necesidad de desarrollar iniciativas que faciliten vivienda a aquellos colectivos que se encuentran en riesgo de exclusión social y residencial, especialmente en una coyuntura de crisis económica que ha llevado a muchas familias a perder su vivienda. Por ello, el Ayuntamiento de Madrid puso en marcha en 2012 un Convenio de Colaboración entre el Área de Gobierno de Familia y Servicios Sociales, el Área de Gobierno y Urbanismo y Vivienda y la EMVS para la cooperación en la gestión del programa de viviendas solidarias en la ciudad de Madrid. En virtud de este convenio, la EMVS puso a disposición del programa 200 viviendas que se adjudican a Entidades Sin Ánimo de Lucro que solicitan su participación. Posteriormente, el Pleno del Ayuntamiento de 7 de junio de 2013, aprobó la ampliación del programa con 200 viviendas más que se adjudicarían a familias propuestas por los servicios sociales de las Juntas de Distrito. A finales de 2014, se habían adjudicado 338 viviendas, en las que la EMVS ha invertido 3.416.987 de euros en su adecuación. Viviendas gestionadas por entidades sin ánimo de lucro En primer lugar, y en virtud del convenio de julio de 2012, la EMVS adjudica viviendas a las Entidades Sin Ánimo de Lucro que se hayan adherido al programa para que estas, a su vez, cedan su uso a las familias seleccionadas. En un primer momento se adhirieron Cruz Roja, Cáritas y Provivienda. Posteriormente, se sumaron Fundación Tengo Hogar, EMES (Empresa de Educadores Sociales, S.L.); ABD (Asociación de Bienestar y Desarrollo); Asociación Mujeres de Opañel, Asociación Realidades, Alternativa en Marcha y Casa Garelli. Durante el año 2014 se han adherido las Entidades: RAIS (Fundación Red de Apoyo a la Integración Sociolaboral) y ACCEM (Asociación Comisión Católica Española de 03 Intervención social 29 decide definitivamente qué familias residirán en la vivienda. De forma paralela a este trabajo social, la entidad visita las viviendas y solicita las que se adaptan a las familias demandantes. La EMVS realiza todas las obras de adecuación necesarias y adjudica legalmente la vivienda a la familia elegida por la Asociación. Migración). En concreto la Fundación RAIS, a través de este convenio, ha podido poner en marcha un programa con personas sin hogar según el modelo Housing First. Este modelo, que surge en Estados Unidos a principios de la década de los 90, tiene un enfoque contrapuesto a la visión tradicional de la intervención con personas sin alojamiento; la intervención en este modelo se inicia con el alojamiento y después se interviene en cualquier aspecto que el individuo necesite: salud, formación para el empleo, empleabilidad, redes familiares, etc. El proceso de selección de familias se realiza en una Comisión formada por representantes de la EMVS, el Área de Gobierno de Familia y Servicios Sociales y la Entidad en cuestión. Se estudia el perfil de la familia y la posibilidad de ésta de hacer frente a la renta. El objetivo es poder adjudicar vivienda a ese sector de la población que teniendo ingresos económicos, son insuficientes para poder acceder a una vivienda en el mercado libre. La intención es que la vivienda sea transitoria para que en un futuro el adjudicatario pueda acceder a otra vivienda, bien protegida o bien del mercado libre. La Entidad es quien Uno de los aspectos más innovadores de este modelo de intervención es que, durante el proceso de selección de las familias, se realiza un profundo estudio de su situación, lo que puede llevar a las Entidades a proponer cambios y dirigir a las familias a otros programas más adecuados para su situación, e incluso a viviendas compartidas. Una intervención social prácticamente a medida, que incrementa la posibilidad de éxito de la integración en una vivienda digna. Además, la Red de Viviendas Solidarias está permitiendo el trabajo en equipo de un gran número de entidades en colaboración con la EMVS y el Ayuntamiento de Madrid. El objetivo es poder racionalizar y optimizar todos los recursos que se emplean para poder ayudar a las personas que tienen no solo necesidad de vivienda, sino también de una intervención social. La participación de las Entidades es integral, lo que supone que se va más allá de la necesidad de vivienda, incidiendo de manera especial en la orientación laboral, hasta llegar a la empleabilidad, ya que se pretende que este recurso sea transitorio y las familias puedan mejorar su situación socioeconómica. Por otra parte, las Entidades realizan un trabajo de integración de todo el vecindario de las promociones en las que tienen adjudicadas vivienda, contribuyendo a lograr una buena convivencia vecinal. 30 Una vez seleccionada la familia adjudicataria, se firma el contrato de arrendamiento entre la EMVS y la Entidad, que a su vez firma con el adjudicatario otro contrato que generalmente incluye clausulas sociales donde se compromete a lograr unos objetivos. En definitiva, la Red de Viviendas Solidaria puesta en marcha por la EMVS trata de ayudar a los adjudicatarios a poder hacer frente a la vivienda y poder destinar una cantidad de sus ingresos al resto de sus necesidades. En muchas ocasiones las familias provienen de una situación de desempleo prolongada, con pérdida de la vivienda por impago, pero con una vida laboral de larga duración y lo que necesitan es una ayuda temporal hasta que puedan volver a estabilizar su situación, con lo que un alquiler adecuado a sus ingresos es esencial para poder llevar una vida digna con el resto de las necesidades cubiertas. Viviendas gestionadas por las Juntas Municipales de Distrito La EMVS ha puesto a disposición de esta vertiente del programa, otras 200 viviendas repartidas por todo el municipio de Madrid. Las viviendas se adjudican a los distritos según la disponibilidad. Los Servicios Sociales de las Juntas Municipales de distrito realizan una valoración de las familias. Una vez seleccionadas, las proponen a la EMVS a través de una solicitud de preadjudicación acompañada de un informe social que explica su situación socioeconómica. En estos casos, la relación arrendaticia se establece entre la EMVS y la familia adjudicataria, que previamente habrá firmado con los Servicios Sociales de las Juntas de distrito un compromiso social. SAN BLAS En lo que respecta a las condiciones del arrendamiento y en concreto el precio de la vivienda, es de 2 euros/m2 hasta un máximo de la menor de las siguientes cantidades, 160 euros o el 30 % de la renta mensual de la unidad familiar. Se añadió que, además, este porcentaje podría reducirse hasta un 10 % en función de la situación económica familiar, previo acuerdo de la Comisión de Seguimiento del Convenio, que anualmente revisaría estas condiciones. Es interesante destacar que este programa está suponiendo un paso más en el trabajo en red que se está realizando y posibilita determinar qué familias necesitan una intervención integral y por lo tanto, que deben ser adjudicataria a través de una entidad y aquellas otras en las que sólo necesitan una vivienda por lo que es suficiente con el seguimiento en coordinación con los servicios sociales. 03 Intervención social 31 3.2 COOPERACIÓN E INCLUSIÓN SOCIAL DE LAS PERSONAS CON DISCAPACIDAD Las actuaciones en materia de vivienda se desarrollan en 3 programas: La EMVS tiene compromiso con integración social de las personas con discapacidad a través de la vivienda. Para ello, se reserva un cupo especial de viviendas para personas discapacitadas con movilidad permanente reducida. ? Viviendas para fomentar la vida independiente, proporcionando grupos de vivienda dentro de la misma promoción que permita a los usuarios gestionar de forma común determinados servicios indispensables. ? Viviendas para alojamiento temporal individual, Además, fruto de este interés y trabajo, se firmó, en enero de 2014, un Convenio entre la EMVS y la Fundación ONCE con el que se pretende aunar esfuerzos en el desarrollo de programas de vivienda que favorezcan la inclusión de personas con discapacidad facilitándoles el acceso a la vivienda pública y estableciendo un entorno de referencia para el desarrollo de actuaciones de sensibilización para la integración e inserción laboral de las personas con discapacidad. facilitando viviendas en arrendamiento por un periodo mínimo de 6 meses y máximo de 36 para facilitar la integración laboral y la formación profesional. ? Viviendas para alojamiento “colectivas”. También para facilitar la integración laboral y la formación profesional de las personas con discapacidad que precisen alojamiento durante el tiempo necesario para la consecución de estos objetivos (becas, prácticas), la EMVS facilita a la Fundación ONCE aquellas viviendas que requiera con esta finalidad. A lo largo de 2014, se han adjudicado 7 viviendas dentro de este programa. 32 3.3 COLABORACIÓN CON ENTIDADES SIN ÁNIMO DE LUCRO La EMVS colabora con la Subdirección General de Participación Ciudadana para adjudicar locales a entidades sin ánimo de lucro y por razones calificadas de interés público o social. La colaboración de la EMVS con estas asociaciones se concreta en la cesión de los locales en unas condiciones muy ventajosas, (por renta, compromisos y duración del contrato) al objeto de promover y facilitar la instalación de proyectos. Repartidos por todos los distritos de la capital, aunque la mayoría se solicitan en el distrito Centro, los locales sirven de sede a las distintas asociaciones que pueden desarrollar su actividad en espacios adaptados a sus necesidades. En total, la EMVS tiene alquilados 36 locales a entidades sin ánimo de lucro. 3.4 REDUCCIÓN DE RENTAS Y PLANES DE PAGO Esta actividad tiene por objeto el cambio de los primeros contratos de arrendamiento suscritos por la EMVS en base al Decreto 100 por la legislación actual que regula sobre esta materia, según lo establecido en la Ley 4/2013, de 4 de junio. Destacar que, según los criterios aplicables para la fijación de la renta de arrendamiento, ninguna familia abonará una cantidad superior al 30% de sus ingresos, o del 20%, en función de los ingresos de los titulares del contrato. Este límite es, de hecho, el límite de aplicación a la mayor parte de familias cuyos ingresos proceden de pensiones, contributivas y no contributivas, así como a todas aquellas unidades convivenciales perceptoras de rentas básicas de integración. Además, para aquellas familias con menos ingresos, se ha establecido una cuota mínima de 65€ mensuales que, que únicamente guarda relación con sus ingresos mensuales, al margen de que tamaño de la vivienda o del número de personas que formen la unidad convivencial. Este programa se complementa con la revisión anual de las rentas establecidas y, cuyo principal objetivo, es evitar situaciones en las que, por una reducción de los ingresos a percibir, la familia no pueda asumir el pago del alquiler. 3.5 OPERACIONES URBANAS Se han llevado a cabo diferentes intervenciones y actuaciones en la Colonia Municipal “Los Olivos”; en la Calle Luna, nº 32; en el “Mercado San Enrique”; en la finca nº 16 de C/ Enrique Velasco; y en el A.P.R. 06.02, “Paseo de la Dirección”; CALLE LUNA, 32 03 Intervención social 33 3.6 ERRADICACIÓN DEL NÚCLEO CHABOLISTA DE “EL VENTORRO” El poblado de El Ventorro, en el distrito de Villaverde, es el último núcleo chabolista de la ciudad incluido en el convenio entre Ayuntamiento y Comunidad, firmado en 2008. Incluía cuatro núcleos chabolistas y barrios de tipología especial –El Cañaveral, Las Mimbreras, El Ventorro y Santa Catalina– donde residían 499 familias. La inversión prevista era de 110 millones de euros, aportados al 50% por el Instituto de Realojamiento e Integración Social y la EMVS, para la demolición de las infraviviendas y el realojo de los residentes que cumplieran los requisitos fijados en el convenio. Durante 2014 se han continuado realizando los trabajos en coordinación con la Comunidad de Madrid para realojar a las familias con derecho a ello, dando prácticamente por terminada la intervención, ya que los últimos realojos se realizarán, previsiblemente, en enero de 2015. EL VENTORRO 3.7 PROGRAMA “MAYORES DE 65 AÑOS” A través de este servicio se busca una solución de habitabilidad a aquellas personas mayores de 65 años, que sean propietarios de una vivienda que no reúna las condiciones de accesibilidad suficientes para poder vivir con independencia. El Programa para Mayores mejora la autonomía personal y la calidad de vida de las personas, y se previenen y evitan situaciones de riesgo y exclusión social asociadas a las limitaciones físicas derivadas de la edad. La demanda de estas viviendas se realiza a través de los Servicios Sociales de las Juntas de distrito. La innovación residencial aplicada a la construcción y a la rehabilitación de viviendas y de su entorno, ha sido uno de los objetivos primordiales de la EMVS 35 04 Sostenibilidad urbana y residencial 36 4. Sostenibilidad urbana y residencial Un año más la innovación residencial aplicada a la construcción y a la rehabilitación de viviendas y de su entorno, ha sido uno de los objetivos primordiales de la EMVS, que ha seguido siendo pionera en la incorporación a las viviendas de elementos que potencian la sostenibilidad social, económica, arquitectónica y urbanística, e incrementan el confort de los vecinos. Durante el 2014 se ha seguido investigando y poniendo en práctica prototipos singulares que han permitido incorporar a las viviendas municipales una serie de medidas activas y pasivas para reducir consumos y que, junto al uso de nuevos materiales para una mejor eficiencia energética, han potenciado el rendimiento operativo de las instalaciones en el uso y mantenimiento diario. 37 04 Sostenibilidad urbana y residencial 4.1. PROYECTOS DE INVESTIGACIÓN EUROPEOS En el año 2014 se han continuado las investigaciones de diferentes proyectos acogidos al 7º Programa Marco de la Unión Europea y se han presentado nuevas propuestas de investigación a las convocatorias de los programas LIFE 2014-2020 y Horizonte 2020. 4.1.1. PROYECTO BASSE (Building Active Steel Skin) Desde julio 2013 la EMVS participa como socio en el proyecto de I+D+I BASSE (Building Active Steel Skin) cuya duración es de 3 años( 2013-2016). Esta propuesta tiene como objetivo transformar la fachada metálica tradicional de los edificios nuevos y de los existentes para que actúe como un colector y generador de energía, tanto en invierno como en verano. greentechnology Building Active Steel Skin Las actividades en las que ha participado la EMVS, junto con el resto de socios, han sido, entre otras, la colaboración en la definición del sistema y el diseño del colector. Como responsable de la comunicación y la difusión del proyecto, la EMVS ha mantenido constantemente actualizada y en funcionamiento la web www.basse-eu.com; ha diseñado y publicado el primer boletín digital bi-anual con información sobre el desarrollo, resultados y avance del proyecto; y por último se ha encargado de la organización del primer taller de expertos del proyecto, con participación de 40 asistentes, donde se ha llevado a cabo una puesta en común de resultados. Building Active BASSE La envolvente metálica de los edificios se habilitará para captar la radiación térmica, almacenarla y luego distribuir la energía capturada para satisfacer las necesidades de los usuarios. La fachada contará además con un mecanismo inteligente, para control de la temperatura de la superficie, que permitirá que el material de la envolvente absorba y distribuya la energía continuamente. Steel Skin 38 4.1.2. PROYECTO INSPIRE (Development of Systemic Packages for Deep Energy Renovation of Residential and Tertiary Buildings including Envelope and Systems) El proyecto iNSPiRe básicamente consiste en la rehabilitación de edificios a través de la mejora de la envolvente a la que se incorporan sistemas de generación de energías renovables, desarrollo de las instalaciones de iluminación eficientes adaptadas a las necesidades del edificio. Este proyecto se inició en octubre de 2012 y tiene un plazo de duración de 4 años. La EMVS está a cargo del demostrador, un bloque de 10 viviendas y 5 plantas de los años 50 en el barrio de Ciudad de los Ángeles, cuya rehabilitación se ha iniciado en el mes de noviembre. En él se pretenden alcanzar tasas de ahorro de hasta un 70% sobre los consumos actuales. Durante el 2014 se ha trabajado junto con el resto de socios del proyecto en concretar las actuaciones que se deben realizar en el edificio, cómo llevarlas a cabo, y cómo integrarlas en el proyecto de rehabilitación previsto, además de trasladar a los vecinos y al arquitecto encargado del proyecto el plan de actuación. Además, se ha instalado un sistema de monitorización de variables ambientales en tres viviendas, se han visitado las viviendas para definir la distribución por techo radiante y en una de ellas se ha instalado un panel radiante a modo de maqueta. www.inspirefp7.eu 39 04 Sostenibilidad urbana y residencial 4.1.3.PROYECTO RETROKIT (Toolboxes for systemic retrofitting) realizada en el edificio, y AFELMA ha facilitado la lana de roca necesaria para cubrir la envolvente del edificio. El proyecto de investigación europeo RETROKIT ha continuado, en su tercer año de andadura, con los estudios de módulos prefabricados multifuncionales de bajo coste para su instalación en fachadas y cubiertas de edificios. www.retrokitproject.eu TERMOGRAFÍA EDIFICIO ANTES DE LA REHABILITACIÓN La EMVS ha participado principalmente como coordinador de los trabajos llevados a cabo en el edificio demostrador, un bloque de 10 viviendas de los años 60 en el barrio de Ciudad de Los Ángeles, que incorpora los nuevos sistemas desarrollados por los distintos socios del proyecto. A lo largo del 2014 se ha realizado tanto la rehabilitación energética, como la instalación de los equipos configurados en el proyecto: sistemas de ventilación mecánica en ventanas, paneles solares mixtos térmicos-fotovoltaicos y un sistema de monitorización de variables ambientales en cinco de las viviendas. La organización internacional WWF (World Wildlife Fund) está colaborando activamente en la difusión de este proyecto dentro de su programa “Mejora la Energía en tu Comunidad” y ha financiado la auditoría energética TERMOGRAFÍA EDIFICIO DESPUÉS DE LA REHABILITACIÓN 40 4.1.4. Propuestas de investigación presentadas a las Convocatorias de Ayudas Europeas de I+D en 2014 en el desarrollo de la rehabilitación energética de edificios de viviendas. A lo largo del año 2014 la EMVS ha participado activamente en la preparación y presentación de varias propuestas a las convocatorias de financiación de I+D de la Comisión Europea 2014, en el ámbito de la Rehabilitación Energética de Edificios, y, en concreto, en el desarrollo de nuevos modelos de negocio y financiación de la rehabilitación, la sostenibilidad del proceso de compra y la contratación, mejora de la puesta en obra, y aplicación de tecnología innovadora para la eficiencia energética. ZERØRCD SYMBIOTEEC Comprehensive methodology for energy improvement, deep renovation of buildings and urban redensificationDesarrollo de una metodología para la renovación de edificios y mejora de la eficiencia energética, con aumento de la superficie edificable e inversión de la plusvalía obtenida por su explotación (alquiler o venta) en las obras de rehabilitación. FINABILITY. Financial Ability Mejora de la viabilidad financiera de las actuaciones de rehabilitación integral en viviendas sociales, a través de la identificación de los mejores instrumentos financieros. SOHOPRONET. Building procurement capacity to meet energy efficiency performance demands Creación de una red de `compradores públicos´ con necesidades similares, de cara a la “Compra Publica Sostenible Innovadora”, mediante el análisis de los procesos de contratación y compra que se llevan a cabo Cero Residuos de Construcción y Demolición Reducción de la producción de residuos de construcción en las obras, mediante la implantación de criterios de contratación y gestión verde del proceso. BERTIM. Manufacturing of prefabricated modules for renovation of building Desarrollo y aplicación de módulos ligeros prefabricados de madera para la Rehabilitación Energética de edificios existentes, con integración de sistemas de producción de energía y soluciones de energía renovable 4.1.5. PROPUESTAS DE INVESTIGACIÓN PRESENTADAS A LAS CONVOCATORIAS DE LOS PROGRAMAS LIFE Y HORIZONTE 2020 DE LA UNIÓN EUROPEA. LIFEZERORCD Propuesta presentada a los programas de investigación LIFE 2014-2020, con el objetivo de cero residuos de construcción. El proyecto plantea la creación de una herramienta práctica tipo App/web/digital para cuantificar “on line” cantidades, variedades y riesgos para mejorar el control de la gestión de los residuos de construcción y demolición en obras de rehabilitación energética, la aprobación de la propuesta se conocerá en el próximo año 2015. El proyecto plantea alcanzar la meta establecida por la 04 Sostenibilidad urbana y residencial U.E. de valorización del 70% de los residuos que se generen en la Península Ibérica, priorizando los escalones superiores de la jerarquía de residuos: Prevención, Reutilización y Reciclaje, implantando criterios de contratación verde en materia de gestión de RCD, con un innovador sistema de inspección y control de su gestión en obras de rehabilitación, a través del uso una web a modo de base de datos “on line“ y una aplicación móvil de introducción de datos y verificación de la gestión. La EMVS facilitará información sobre demostradores de obras de rehabilitación en marcha donde estudiar y aplicar los objetivos; desarrollará la web del proyecto donde recoger todos los datos provenientes de aportaciones individuales de diferentes obras donde se generen residuos, gracias a otra aplicación tipo App (para móvil) que se creará también durante el proyecto; participará en la elaboración de las nuevas baremaciones sobre gestión de residuos en licitaciones de obra de rehabilitación y en la evaluación del impacto socioeconómico que generaría la puesta en práctica del proyecto. BERTIM (MANUFACTURING OF PREFABRICATED MODULES FOR RENOVATION OF BUILDING) Propuesta presentada a la Convocatoria H2020 para la utilización de módulos prefabricados en la rehabilitación de edificios. El objetivo de la propuesta es el desarrollo de módulos ligeros prefabricados de madera para la Rehabilitación Energética de edificios existentes. Se pretende conseguir la mejora radical del comportamiento energético del conjunto, la reducción del impacto sobre los ocupantes del edificio, así como la reducción de los tiempos de obra y la mejora de las condiciones internas. Se trata además de llevar a cabo una propuesta de nuevo modelo de negocio que suponga un menor periodo retorno de la inversión, a través de la reducción de consumos y de la venta de la superficie que se incrementa. Se desarrollará una herramienta informática para ayuda a la toma de decisiones por parte del usuario o promotor. La propuesta incluye demostradores en edificios existentes tanto en el norte como en el sur (Madrid, EMVS) de Europa. El consorcio integra PIMES, centros tecnológicos, industriales y fabricantes, que explotaran los resultados del proyecto SYMBIOTEEC (COMPREHENSIVE METHODOLOGY FOR ENERGY IMPROVEMENT, DEEP RENOVATION OF BUILDINGS AND URBAN REDENSIFICATION) Propuesta presentada a la Convocatoria H2020 para la implementación de una metodología integral para mejorar la energía, la rehabilitación integral de edificios y repoblación urbana. SymbioTEEC definirá una metodología sistemática para promover la renovación de edificios, para la mejora de la eficiencia energética, al aumentar la superficie edificable y proporcionar los nuevos espacios de edificios (por ejemplo en las cubiertas) con nuevos usos (residencial o servicios) e invertir la plusvalía obtenida por su explotación (alquiler o venta) en obras de rehabilitación orientadas a mejorar la eficiencia energética de los edificios. Representa una simbiosis entre la construcción existente y el nuevo espacio: dos elementos viviendo juntos en beneficio mutuo. El método propuesto incluye como uno de sus instrumentos clave involucrar a los ciudadanos en el proceso con el fin de eliminar las barreras culturales y sociales. 41 42 SOHOPRONET - BUILDING PROCUREMENT CAPACITY TO MEET ENERGY EFFICIENCY PERFORMANCE DEMANDS ERTIM social, reduciendo el riesgo de implementación de procesos y a través de la identificación de los mejores instrumentos financieros capaces de demostrar que la inversión puede retornar a los promotores. Propuesta presentada a la Convocatoria H2020 que pretende conseguir edificios de eficiencia energética. 4.2. PROYECTOS DE INVESTIGACIÓN NACIONALES El objetivo de la propuesta es la creación de una red de `compradores públicos´ con necesidades similares de cara a la Compra Publica Sostenible Innovadora. Se trata de formar e informar a los socios participantes (Ayuntamientos y Empresas Municipales de Vivienda de 5 países) a través del análisis de los procesos de contratación y compra que se llevan a cabo en el desarrollo de la rehabilitación energética de edificios de viviendas. Se evaluarán las mejores soluciones energéticas existentes a través del analisis completo de la cadena de suministro de productos con criterios de bajo consumo de energía de cara al establecimiento de una metodología de compra pública verde innovadora. Se trata fundamentalmente de cooperar, compartir información y experiencias de buenas prácticas entre los distintros miembros de la red. En el caso de la EMVS se tendrá en cuenta el Código de Buenas Prácticas Ambientales en Materia de Contratación Local, aprobado el 15 de julio de 2005 por Acuerdo de la Junta de Gobierno Local del Ayuntamiento. FINABILITY (FINANCIAL ABILITY) Propuesta presentada a la Convocatoria H2020 cuyo objetivo es investigar los nuevos instrumentos financieros. El proyecto pretende mejorar la viabilidad financiera de las acciones de renovación integral en viviendas de interés En el 2014, la EMVS ha continuado con los trabajos de investigación de varios proyectos del programa INNPACTO, dentro del Plan de Innovación del Ministerio de Economía y Competitividad, cuyo objetivo es propiciar la creación de proyectos en cooperación entre organismos de investigación y empresas, para la realización conjunta de proyectos de I+D+i que estimulen la inversión privada, generen empleo y ayuden a potenciar la actividad innovadora. 4.2.1. PROYECTO SHERIFF (Sistema Híbrido y Económico de Rehabilitación Integrada y Flexible de Fachadas) Proyecto SHERIFF Sistema Hibrido y Económico de Rehabilitación Integral de Fachadas El proyecto de investigación SHERRIF, cuyo objetivo principal es el fomento de actuaciones de rehabilitación energética en edificios mediante la instalación elementos innovadores en las fachadas y cubiertas, se inició en el año 2011 y tiene un plazo de duración de 4 años. 43 04 Sostenibilidad urbana y residencial En diciembre del 2014, se ha instalado en el edificio demostrador de la calle Canción del Olvido, 47 del barrio de Ciudad de los Ángeles, facilitado por la EMVS, el primer prototipo de panel SATE industrializado, desarrollado en el marco del proyecto por los socios participantes, tras dos años de estudio. Tras las primeras comprobaciones y evaluaciones en situación real se ha procedido a cambios y mejoras de los prototipos con nuevos paneles que se instalarán en 2015. 4.2.2. PROYECTO SIREIN+ (Sistema Integral de Rehabilitación Energética) SIREIN + El proyecto de investigación SIREIN+, con un plazo de duración de 4 años (2011-2014), se plantea para el desarrollo de tecnologías que aumenten la vida útil de las viviendas, reduzcan el consumo energético de las mismas, mejoren las condiciones de habitabilidad y disminuyan los costes de inversión en la rehabilitación de edificios. La EMVS participa como demostrador de los sistemas que hay que desarrollar, proporcionando edificios objetos de la implementación de los mismos. A lo largo del 2014 se ha llevado a cabo un demostrador de Inyección de Aislamiento en Cámara (cámara de aire) en un edificio de ocho plantas del barrio de Ciudad de los Ángeles, en trece viviendas desde el exterior y en una desde el interior, con la colaboración de los vecinos, cuyos resultados están en proceso de estudio y comparación con el comportamiento anterior del inmueble. Los resultados por el momento están siendo claramente favorables. También, mediante la firma de un convenio de colaboración con los vecinos, se ha realizado un informe de evaluación del edificio que se finalizó en el mes de febrero. En este mismo barrio, se está realizando la cuantificación eficacia/coste mediante los cálculos de demanda de energía, consumos, costes generados y ahorro, producidos en un edificio rehabilitado de cinco plantas, así como la realización de un cuestionario que permita conocer el grado de satisfacción de los vecinos que han rehabilitado su vivienda. 4.2.3. PROYECTO PRENDE (Plataforma de Rehabilitación Energética de Distritos Urbanos Eficientes) El Proyecto PRENDE, iniciado en 2012 y con un plazo de duración de 4 años (2012-2015), tiene como objetivo principal la creación de un servicio orientado al ciudadano, mediante herramientas TIC (Tecnologías de Información y Comunicaciones) de fácil acceso y manejo. PRENDE 44 Objetivos ? Informar y aumentar el interés por la eficiencia energética. ? Concienciar de la importancia del ahorro energético. ? Ofrecer oportunidades de rehabilitación a los vecinos. ? Dinamizar el sector de la rehabilitación energética. Uno de los retos fundamentales a los que se ha enfrentado el proyecto en el pasado año ha sido la integración del ciudadano en el proceso de rehabilitación, concienciarle de su importancia y de los beneficios inmediatos, y, a largo plazo, qué supone mejorar la eficiencia energética de su vivienda, de su vecindario y de su ciudad. Para ello se ha facilitado información sobre ayudas, normativa, herramientas de simulación de los consumos de las viviendas, consejos de ahorro energético, etc. En el desarrollo del Proyecto, se ha realizado el lanzamiento y mantenimiento de la plataforma www.tucasaesmas.com con la consiguiente generación de contenidos; normativa, ayudas, deducciones, consejos del día, información de nuevos eventos y la creación de un blog. De la misma forma, se ha incorporado en abierto a la página web el simulador de demanda energética de análisis energético del barrio con los elementos climáticos de las diferentes bases de datos disponibles para la ciudad de Madrid; la selección de los modelos de vivienda más adecuados para ser analizados y de las opciones de cerramientos, materiales y sistemas que van a ser analizadas; el diseño, planificación, desarrollo y optimización de modelos de simulación de los edificios con el modelado y simulaciones de las diferentes viviendas a analizar con el programa TRNSYS, y las simulaciones dinámicas de los casos extremos de las primeras estrategias pasivas propuestas y de los casos finales simulados mediante el análisis multiparamétrico. Los barrios en los que se está trabajando son Moratalaz (barrio de Media Legua), Hortaleza (barrio de Apóstol Santiago) y Arganzuela (barrio de La Chopera), que han sido seleccionados por la EMVS a partir del documento municipal “Delimitación de Ámbitos Vulnerables para la Renovación Sostenible de la Periferia de Madrid”. Entre los trabajos realizados en los barrios, destacan los estudios de campo para analizar las actividades y los espacios más adecuados de acercamiento al ciudadano. Se han llevado a cabo tres “Talleres de Eficiencia Energética” dirigidos a los residentes de los tres barrios seleccionados, así como distintas acciones en Centros Culturales y de Mayores para la presentación de la Plataforma “Tu casa es más”. También se ha colaborado en la difusión de un concurso de fotografía de “Eficiencia Energética”. www.proyectoprende.com 04 Sostenibilidad urbana y residencial 45 47 05 Actuaciones de rehabilitación e infraestructuras 48 5. Actuaciones de Rehabilitación e Infraestructuras alargados, de 3 alturas, tipo “Corrala”, en los que las viviendas eran de tamaño mínimo (25 m2), con una habitabilidad muy limitada. 5.1 ACTUACIONES DE INFRAESTRUCTURAS Y ESPACIOS PÚBLICOS El paso de los años ha ido deteriorando aún más las condiciones de vida de los habitantes de la Colonia, cuya población ha ido además cambiando de perfil a lo largo del tiempo. 5.1.1 2ª Fase Proyecto Urbanización de Cocheras Bravo Murillo Con un presupuesto de 799.364 euros, el proyecto se encuentra dentro de una "manzana abierta" situada entre las calles Cuatro Caminos, Garellano, Almansa y Doctor Santero. El proyecto reurbaniza el espacio público basándose en las siguientes estrategias: ? Reformulación de la movilidad y accesibilidad del ámbito adecuando el espacio disponible; otorgando prioridad a la movilidad peatonal frente a la rodada; redefiniendo la organización del espacio en zona deportiva, zona verde y zona de viario público; creando zonas deportivas al aire libre y dotándolas de aparatos de gimnasia y mantenimiento; y mediante la creación de zonas de juego para niños. ? Mejora del paisaje urbano y la calidad ambiental mediante la creación de un espacio flexible frente a diferentes tipos de usos y usuarios; creación de espacios verdes implantando nuevas especies de árboles y de vegetación; revalorización de medianeras. 5.1.2 Proyecto de Urbanización de la Colonia de Los Olivos y construcción nuevo edificio de viviendas El origen de la Colonia se remonta a finales de los años 40 y principios de los 50 del pasado siglo, como Colonia de Gestión Municipal, constituyéndose a base de bloques Ante esta situación, la Empresa Municipal de la Vivienda y Suelo decidió intervenir para mejorar la calidad de vida de los habitantes mediante la sustitución de los edificios actuales por otros nuevos con las condiciones de habitabilidad y los servicios generales mínimos requeridos, en los que se procederá al realojo de la población que reside en los edificios actuales de forma legal. Junto con la construcción de los nuevos edificios, se pretende una nueva ordenación de los espacios de la Colonia, para mejorar su accesibilidad y calidad ambiental así como para dotarla de equipamientos de los que ahora LOS OLIVOS 05 Actuaciones de rehabilitación 49 carece (zonas verdes, estanciales, juegos infantiles, etc.), a la vez que la renovación de todas las infraestructuras, muchas de ellas obsoletas, atendiendo a la demanda que surgirá de las mejores condiciones de habitabilidad de los nuevos edificios a construir. Para ello, se ha redactado el proyecto de urbanización con un presupuesto de 2.240.587 euros, con el que se busca una nueva ordenación de los espacios de la Colonia. También se renovarán todas las infraestructuras, muchas de ellas obsoletas y fuera de la normativa actual, atendiendo a la demanda que surgirá de las mejores condiciones de habitabilidad de los nuevos edificios a construir. El ámbito de la actuación está constituido por las calles Costanilla de los Olivos (entre el paseo de los Olivos y la c/ San Benigno), San Fulgencio, San Canuto, San Timoteo (entre la Costanilla de los Olivos y San Canuto), San Benigno (entre Costanilla de los Olivos y el tramo de calle que la une a la calle San Timoteo) y acera sur del Paseo de los Olivos. La superficie total que entra dentro del ámbito a tratar es de 12.300 m2, de los cuales 8.600 m2 corresponden a viales y zonas libres. 5.1.3 Zona de Rehabilitación Integral (ZRI) Ciudad de los Ángeles. Proyecto de Urbanización e Infraestructuras de las Calles Chulapona, Manojo de Rosas, Pan y Toros y Bohemios El Área de Rehabilitación Integral de Ciudad de los Ángeles fue declarada en 2005, para el periodo 20052011 (posteriormente ampliado hasta 2013), para la rehabilitación de edificios y viviendas y la mejora de las infraestructuras y equipamiento. CIUDAD DE LOS ÁNGELES Durante los últimos años se ha llevado a cabo la transformación del barrio, gracias a la actuación de renovación de infraestructuras y urbanización, así como a la rehabilitación de edificios y mejora de la accesibilidad, impulsada mediante ayudas a la rehabilitación privada. El Área de Ciudad de los Ángeles tiene una superficie de 59,6 hectáreas en las que hay 7.996 viviendas distribuidas en 441 edificios. Este barrio, en el que residen 24.250 habitantes, fue construido a finales de los años 50. Los edificios presentan cimentaciones inadecuadas, carecen de las debidas condiciones de aislamiento en cuanto a ahorro y eficiencia energética, las instalaciones de fontanería y electricidad no se encuentran en buen estado, y el 52 por ciento de los edificios no tienen ascensor. Las zonas interbloques estaban deterioradas y presentan problemas de accesibilidad a los portales. Las obras de urbanización e infraestructuras consisten en mejorar la pavimentación de calzadas y aceras, renovar 50 todas las infraestructuras necesarias, incorporar nuevo mobiliario urbano y ajardinamiento, así como eliminar barreras arquitectónicas y continuar el carril ciclista que comunica las distintas zonas del barrio entre sí, así como el barrio con la red principal de carriles-bici de la ciudad de Madrid. Así, los servicios de suministro de agua, luz, gas y telefonía se han renovado en función del estado en el que estaban; se han cambiado todas las acometidas y se han eliminado los cruces aéreos. También se han revisado los hidrantes contra incendios adecuándolos a la normativa actual e instalando los necesarios. Con todo ello se ha mejorado el paisaje urbano, así como las infraestructuras de la zona. Este proyecto de urbanización e infraestructuras beneficia a un ámbito de 33.159 m2 con un presupuesto 3, 3 millones de euros. 5.2 REHABILITACIÓN DE EDIFICIOS Y VIVIENDAS Tras la finalización de la vigencia del Convenio bilateral firmado entre el Ministerio de Fomento y la Comunidad de Madrid para la rehabilitación de las Áreas de Rehabilitación Integral, ARI, en 2013, el Ayuntamiento ha continuado gestionando las ayudas pendientes, así como las correspondientes a la Inspección Técnica de Edificios, ITE, y a la Rehabilitación Sostenible. DATOS ECONÓMICOS DE GESTIÓN DE AYUDAS DE 2014 Pagos subvención Ayuntamiento ARI 2.442.600€ SOSTENIBILIDAD 477.642€ I.T.E. 2.264.795€ TOTALES 5.185.039€ 5.2.1 Zona de Rehabilitación Integrada (ZRI) Ciudad de los Ángeles El Convenio para la rehabilitación de edificios y viviendas y mejora de las infraestructuras y equipamiento comunitario de la Zona de Rehabilitación Integrada de Ciudad de Los Ángeles fue suscrito el 19 de diciembre de 2005 para el periodo 2005-2011, ampliándose el plazo de ejecución inicialmente previsto hasta el 31 de diciembre de 2015. Las subvenciones tramitadas en Área de Rehabilitación Integral de Ciudad de Los Ángeles en el 2014, son las siguientes: ? Tres edificios, con 30 viviendas, han solicitado CIUDAD DE LOS ÁNGELES apertura de expediente general de ayudas y tienen 51 05 Actuaciones de rehabilitación proyecto de ejecución de obras. En total desde el inicio del Área se han abierto 114 expedientes. ? Se han iniciado obras en 10 edificios (140 viviendas y 4 locales), por lo que en conjunto están en marcha obras en 19 edificios (268 viviendas y 6 locales). ? El 90% de las viviendas que van a rehabilitar con ayudas y no tienen ascensor en su edificio, han solicitado su instalación. Esta actuación se ampara en el Plan Especial para la Instalación de Ascensores, publicado el 27 de Julio de 2008 en el B.O.C.M. (nº 179). ? En este mismo año han finalizado las obras de rehabilitación de 17 edificios (con 193 viviendas y 1 local) y se han aprobado 42 calificaciones definitivas (con 554 viviendas y 19 locales) de las 47 tramitadas. ? Se ha realizado un estudio de tipos de inversión para Con el objetivo de que puedan mejorar el comportamiento energético de sus inmuebles, los informes también van acompañados de oferta económica valorada por empresas externas partícipes de los convenios subscritos con la EMVS. 5.3.2 Elaboración de Propuestas de Ámbitos para la Regeneración y Renovación Urbana La EMVS ha elaborado las propuestas de declaración de los Ámbitos de Rehabilitación de Manoteras, Moratalaz, San Nicolás-Arechavaleta, Toledo y Aeropuerto para la regeneración y renovación urbana. Dichas propuestas se han redactado al amparo de la Ley 8/2013, de 26 de junio, de Rehabilitación, Regeneración y Renovación Urbanas y el Real Decreto 233/2013 de 5 de abril por el que se regula el Plan Estatal de Fomento del Alquiler de Viviendas, la Rehabilitación Edificatoria y la Regeneración y Renovación Urbanas, 2013-2016. verificar la prioridad energética de la rehabilitación. 5.3 OTRAS ACTUACIONES 5.3.1 Estudios e informes Con el fin de fomentar la rehabilitación energética en edificios de viviendas, se han llevado a cabo propuestas de Gestión Rehabilitadora en Comunidades de Vecinos, en diversos edificios. Las propuestas se acompañan de un estudio preliminar sobre la situación actual del inmueble en cuanto a su comportamiento térmico y análisis de los gastos energéticos, para extraer su calificación energética y así determinar las actuaciones más convenientes para optar a los programas de ayudas vigentes. Las propuestas contemplan y justifican todos y cada uno de los requisitos que establece el Plan Estatal, por tanto todos los ámbitos propuestos albergan más de 100 viviendas y más del 60% de la edificabilidad sobre rasante es residencial. Además, las propuestas son prioritarias en la ciudad de Madrid por tratarse de actuaciones de regeneración urbana integrada, por ser ámbitos obsoletos, o degradados y/o por estar declarados como conjuntos históricos así como contar con modalidades innovadoras de financiación y el compromiso de cofinanciación de otras administraciones. Tras más de 30 años trabajando en el campo de la promoción de suelo, construcción de vivienda, rehabilitación, gestión de patrimonio e innovación , en el año 2014 la EMVS ha empezado a hacer extensiva su experiencia a nuevas líneas de trabajo 53 06 Encomiendas de gestión 54 6. Encomiendas de gestión Tras más de 30 años trabajando en el campo de la promoción de suelo, construcción de vivienda, rehabilitación, gestión de patrimonio e innovación , en el año 2014 la EMVS ha empezado a hacer extensiva su experiencia a nuevas líneas de trabajo, poniendo todo su conocimiento al servicio de otros objetivos para la mejora de la calidad de la ciudad de Madrid. Con un equipo multidisciplinar de trabajadores especializados, ha recibido ya numerosas encomiendas de gestión desde otras áreas del Ayuntamiento de Madrid para colaborar en diferentes planes y proyectos de interés municipal. Este enclave histórico que se acerca a su cuarto centenario, Se trata de un Bien de Interés Cultural y símbolo de la ciudad, visitado cada año por casi 10 millones de personas, el desgaste propio de una zona con muchísima actividad dado su carácter turístico, monumental, comercial y de todo tipo, genera deficiencias y deterioros que es preciso subsanar para mantenerla en el perfecto estado que le corresponde. Por ello se han propuesto, tras un profundo análisis de la situación pre-operacional del enclave, actuaciones cuyo objetivo es acabar con las humedades, reparando cubiertas, canalones y cornisas, y revocando y limpiando las fachadas. Se van a tratar las barandillas, fraileros y balcones; reparar, sanear y proteger las pilastras y los elementos pétreos afectados actualmente por la humedad y la corrosión; sustituir las losas y adoquines en mal estado del pavimento central, y reordenar o eliminar los cables que invaden los soportales. También se van a sustituir los toldos y a reparar el pavimento de los soportales para evitar las filtraciones a pilastras y sótanos. El paquete de medidas se complementa con la sustitución de bombillas y lámparas en los faroles por alumbrado de alta eficiencia, así como la instalación de una nueva línea de alumbrado en los soportales, accesos a la plaza y bóvedas, que incidirán en la mejora de la seguridad de toda la zona. 1. Plaza Mayor Fecha del encargo 28 de agosto 2014 El objeto de esta encomienda es la redacción del “Proyecto de Ejecución de Obras de Adecuación Básica de la Plaza Mayor. Finalmente se pretende crear una infraestructura subterránea para servicios con el fin de centralizar todas las instalaciones existentes, y minimizar así el impacto en el entorno de la plaza. 55 06 Gestión integral de proyectos 2. Segunda Modificación del Plan Especial del Ámbito AOE.00.08 “Parque Olímpico sector oeste”. Entorno del Estadio de la Peineta Fecha de encargo 17 de julio del 2014 El objeto de esta encomienda es la redacción de la segunda modificación del Plan Especial del Ámbito AOE.00.08 “Parque Olímpico sector oeste” tiene una triple motivación: ? La necesidad de ajustar la ordenación en algunos aspectos técnicos relacionados con la movilidad, la accesibilidad y los aparcamientos a las particularidades de la implantación del Estadio del Club Atlético de Madrid, previsto en las condiciones del Convenio patrimonial entre el Ayuntamiento de Madrid y el Club del Atlético de Madrid, de 12 de diciembre del l 2008. de las infraestructuras de urbanización precisas para completar la ejecución urbanística del “Área de Ordenación Especial” haciendo particular incidencia en las obras necesarias para urbanizar el ámbito garantizandolos accesos y conexiones al las infraestructuras deportivas y los aparcamientos previstos. 4. Restauración de la Muralla Árabe de Madrid Fecha de encargo 26 de noviembre de 2014 El objeto de esta encomienda es la dirección facultativa de las “Obras de Reparación y Consolidación de la Muralla Árabe de Madrid“, situada en la Cuesta de la Vega- Calle Bailén, Distrito Centro, comprenden la prestación de los servicios de dirección de obra, dirección de ejecución y coordinación de seguridad y salud. ? Adaptar la ordenación del conjunto a un escenario derivado de que Madrid no haya sido designado sede de los Juegos Olímpicos en 2020. ? Ajustar diferentes aspectos de la ordenación urbanística y de la situación económica actual recogida en el Plan de Ajuste del Ayuntamiento de Madrid 2012-2022. 3. Proyecto de Urbanización del Plan Especial en el ámbito del AOE.00.08“Estadio olímpico, Sector Oeste” Fecha de encargo 7 de octubre de 2014 El objeto de esta encomienda es la redacción del Proyecto de Urbanización del Plan Especial en el ámbito 00.08 “Parque Olímpico, Sector Oeste”. El objeto del proyecto de urbanización abarca la definición El lienzo de la Muralla Árabe de Madrid, conservado junto a la Cuesta de la Vega, es el de mayor longitud visible hoy día en el conjunto urbano de la capital. La Muralla fue declarada Monumento Histórico Artístico en el año 1954. 56 Este lienzo de la muralla musulmana de Madrid, es probablemente la construcción en pie más antigua de la ciudad por lo que las intervenciones que se realicen para consolidar, restaurar y acondicionar esta construcción y adaptar su entorno para la apreciación y valoración del bien deber ser realizadas con el cuidado y las garantías imprescindibles para lograr su supervivencia, para el disfrute de las generaciones venideras, manteniendo las características que le hicieron merecedor de ser considerado Bien de Interés Cultural. 5. Restauración y Rehabilitación de la Capilla del Museo de Historia de Madrid La Capilla y la primera crujía del edificio del Museo, antiguo Hospital Municipal obra del Arquitecto Pedro de Ribera, fue construida en 1721 y es una edificación protegida declarada Bien de Interés Cultural en la categoría de Monumento según Real Orden 22/11/1919. Conserva en su interior un cuadro de gran formato de Lucas Jordán y pinturas murales en las pechinas de la cúpula, por lo que las intervenciones que se realicen para rehabilitar, restaurar y acondicionar ese espacio y adaptarlo a las normativa vigentes deberán ser realizadas con el cuidado y las garantías imprescindibles para devolverle las características que le hicieron merecedor de ser considerado Bien de Interés Cultural. Fecha de encargo 19 de noviembre de 2014 El objeto de la encomienda de gestión es la dirección facultativa de las “Obras de restauración y rehabilitación de la capilla del Museo de Historia de Madrid”, situada en la C/ Fuencarral nº 78 distrito de centro, que comprenderá la prestación de los servicios de dirección de obra, dirección de ejecución y coordinación de seguridad y salud. 6. Reparación y consolidación de cubiertas, fachadas, cimentación y saneamiento de la Iglesia de las Maravillas (Parroquia de los santos Justo y Pastor) Fecha de encargo 12 de diciembre de 2014 El objeto de la encomienda de gestión es la dirección facultativa de las “Obras de restauración y consolidación de cubiertas, fachadas, cimentación y saneamiento de la iglesia de las Maravillas”, situada en la calle de la Palma con vuelta a la calle Dos de Mayo, y que comprende la prestación de los servicios de dirección de Obra, dirección de ejecución y coordinación de seguridad y salud. El edificio en su conjunto constituye un bien de titularidad municipal de naturaleza demanial. En el Vigente PGOU de Madrid está catalogado como “Edificio Singular.” El conjunto de actuaciones que se proponen tiene por objeto la consolidación y reparación de las cubiertas, aleros y fachadas, dotando a las cubiertas de un 57 06 Gestión integral de proyectos adecuado aislamiento y de un sistema de prevención y extinción de incendios, ya que su estructura portante leñosa conservada es, en su mayor parte, la original del siglo XVII. En segundo lugar se hace preciso acometer trabajos en el interior del templo, recuperando el sistema estructura dañado, su cimentación y saneamiento, poniendo en valor elementos originales constructivos y garantizando su estabilidad. 7. Obras de Urbanización de accesos al Parque Lineal del Manzanares en el entorno de Matadero Madrid Fecha de encargo 26 de septiembre de 2014 El objeto de la encomienda de gestión es la dirección facultativa de las “Obras de urbanización de accesos al Parque Lineal del Manzanares en el entorno Matadero, Madrid”, cofinanciadas en un 50% por el fondo europeo de desarrollo regional, Programa operativo FEDER Madrid; situadas en el Paseo de la Chopera nº 14, Distrito Arganzuela, que comprende la prestación de los servicios de dirección de obra, dirección de ejecución y coordinación de seguridad y salud. Madrid Río es la decidida apuesta por el mejor Madrid para el siglo XXI y una de las más espectaculares evoluciones del paisaje urbano y social acometidas por una una ciudad que cree firmemente en la necesidad de seguir progresando. Matadero, por su parte, es un gran proyecto cultural del Ayuntamiento de Madrid, gestionado por el Área de las Artes, Deportes y Turismo en colaboración con entidades públicas y privadas especializadas. Las obras de mejora de este acceso al complejo implican además la eliminación de la rampa de acceso junto al depósito de aguas, la construcción de un almacén para la Cantina de Cineteca, la construcción de un puesto de seguridad e información, el traslado de maquinaria de climatización, la rehabilitación de la plancha de pesaje, reubicación de centros de seccionamiento y el ajardinamiento de la zona. Tras esta intervención finalizan las actuaciones precisas para que las naves de Matadero se conformen como el eje de este nuevo escenario del paisaje urbano de la capital de España, y su río, el mejor ejemplo de recuperación de nuestro Patrimonio Histórico, de la arquitectura industrial, comercial y cultural. La EMVS es el foco de numerosas jornadas, debates y foros profesionales para trasladar las líneas de trabajo y la experiencia de la EMVS en el sector de la vivienda. 59 07 Comunicación 60 7. Comunicación El objetivo es dar a conocer la actividad de la EMVS y fortalecer las relaciones con otras administraciones, empresas, organismos y asociaciones de profesionales. La EMVS es el foco de atención de numerosas jornadas, debates y foros profesionales que requieren la presencia de técnicos de la EMVS que trasladan las líneas de trabajo y la experiencia de la EMVS en el sector de vivienda, tanto desde un punto de vista técnico como social. 7.1 FERIAS Y CONGRESOS 7.1.1 Salón Inmobiliario de Madrid, SIMA 2014 Viviendas protegidas de calidad, accesibles, en venta, alquiler, y alquiler con opción a compra, con descuentos especiales, es la oferta con la que la EMVS llegó al Salón Inmobiliario de Madrid, SIMA 2014. Del 29 de mayo al 1 de junio se pudo visitar el estand del Ayuntamiento de Madrid convertido en un atractivo escaparate de la oferta de vivienda protegida, al alcance de todos aquellos interesados tanto en la compra, como en el alquiler en la ciudad de Madrid. El Salón Inmobiliario de Madrid, SIMA, es una importante cita del sector inmobiliario que reúne a las instituciones, profesionales del sector más relevantes, así como a particulares que acuden en busca de una vivienda. Por primera vez, formó parte del stand el Servicio de Ahorro Energético y Rehabilitación, SAER, un punto de asesoramiento y acompañamiento al ciudadano en el campo del ahorro energético y la rehabilitación, creado en 2014 por la EMVS. Atendido por personal técnico, ofreció información acerca de las posibles soluciones a llevar a cabo dentro de la rehabilitación energética de una vivienda o de un edificio con el fin de ahorrar en la factura energética. 7.1.2. Semana Internacional de la Construcción y Rehabilitación Eficiente, SICRE. La EMVS fomenta e impulsa la rehabilitación energética. Para ello ha creado el Servicio de Ahorro Energético y Rehabilitación, SAER, un punto de asesoramiento y acompañamiento al ciudadano en esa materia. En esta línea de trabajo se enmarcó su participación en SICRE, la Semana Internacional de la Construcción y Rehabilitación Eficiente, que tuvo lugar del 7 al 10 de mayo. La rehabilitación energética mejora la calidad de vida, permite ahorrar en la factura, fomenta la sostenibilidad y promueve la creación de empleo. Para la EMVS es fundamental que los ciudadanos conozcan sus beneficios, por lo que quiere acercar la información a los 07 Comunicación 61 Comunicación técnica titulada “La rehabilitación de la Ciudad de los Ángeles en Madrid. Mejorar la habitabilidad de un barrio de 1950 con criterios de eficiencia energética”, así como con material gráfico informativo de las actuaciones de rehabilitación sostenible que se llevan a cabo y de las líneas de desarrollo del programa SAER (Servicio de Ahorro Energético y Rehabilitación). vecinos, para que sepan qué medios técnicos tienen a su disposición y puedan identificar las soluciones energéticas más adecuadas para cada caso y cómo llevarlas a cabo. La EMVS participó como parte integrante del stand de la Asociación Nacional de Empresas de Rehabilitación y Reforma (ANERR), centrándose en la fase de diagnóstico dentro del proceso de rehabilitación para ofrecer información acerca de las posibles soluciones dentro de la rehabilitación energética de una vivienda o edificio. 7.1.3 XII Congreso Nacional del Medio Ambiente, CONAMA 2014 En este Congreso celebrado del 24 al 27 de noviembre y organizado por la Fundación Conama, institución que promueve el intercambio de conocimiento para el desarrollo sostenible, la EMVS contribuyó con la 62 7.2 JORNADAS 7.2.3 I Jornada de Eficiencia Industrial en la Arquitectura, INDUSTRIALÍZATE 7.2.1 Nuevos modelos de negocio de éxito en tiempos de crisis Organizada por Universidad Nebrija, esta jornada, celebrada el 27 de febrero, trató el tema del modelo de negocio basado en la rehabilitación energética bajo el título “El caso de la PYME española NVR”. La EMVS participó con la ponencia “Rehabilitación energética: crear necesidad”. La EMVS estuvo presente en esta jornada organizada por el Colegio Oficial de Arquitectos de Madrid (COAM) en la que se incidió en las estrategias y procedimientos de la arquitectura industrializada. La EMVS participó en la mesa redonda de representantes de instituciones celebrada el 27 de febrero. 7.2.4 XVI Encuentro Sectorial sobre la Vivienda en España 7.2.2 Foro Medioambiental Eurocities El Observatorio de Medio Ambiente Urbano (OMAU) organizó del 11 al 13 de junio el foro “Sustainable cities – the mediterranean model” para tratar cuestiones sobre las buenas prácticas en materia de calor extremo. En este contexto, la EMVS presentó, dentro de la conferencia “Climate adaptation-extreme heat”, el proyecto desarrollado en el Ecoboulevar de Vallecas como ejemplo de iniciativa en materia de arquitectura y urbanismo para la mitigación del calor extremo. El grupo Cesine fue el encargado de coordinar estas jornadas donde se discutieron distintos aspectos actuales sobre la vivienda. El encuentro fue inaugurado el 20 de febrero por el Consejero Delegado de la EMVS, quién evaluó positivamente las políticas públicas para impulsar la rehabilitación y el alquiler 7.2.5 Circuito AURhEA (Aula de Rehabilitación Eficiente y Ahorro) En el marco del Salón Internacional de la Construcción y Rehabilitación Eficiente (SICRE) se llevó a cabo del 7 al 10 de mayo este espacio práctico destinado íntegramente a la rehabilitación. En este foro técnico, la EMVS participó en la mesa “La Administración ante la Rehabilitación”. 7.2.6 Curso Colegio de Ingeniero Industriales Participación en las jornadas del Master_EERIE14 “Eficiencia Energética y Rehabilitación Integral de Edificios” mediante la presentación de la ponencia “Gestión de ayudas Públicas a la Rehabilitación”. ECOBULEVAR 07 Comunicación 7.2.6 Participación en Foros Sociales Se ha participado en los diversos foros y comisiones del Área de Familia y Servicios Sociales del Ayuntamiento de Madrid. En el grupo de trabajo de Madrid, Ciudad Amigable de las Personas Mayores, Jornadas Municipales 10 Años de Samur Social, entre otras. 63 Como en años anteriores se realizó un recorrido por la sede de la EMVS incidiendo en el destacado proceso de rehabilitación y transformación de un antiguo edificio industrial de primeros de siglo XX a un moderno espacio de oficinas municipal. 7.4 FOROS PROFESIONALES 7.3 OTRAS ACTIVIDADES 7.4.1 II Congreso de Edificios de Energía Casi Nula 7.3.1 XI Semana de la Arquitectura En el marco de la Semana Internacional de la Construcción y Rehabilitación Eficiente (SICRE), se celebró el 6 y 7 de mayo un encuentro profesional para abordar el estado de los edificios de alta eficiencia energética. La EMVS participó en este Congreso como entidad colaboradora. El Colegio Oficial de Arquitectos de Madrid (COAM) y la Fundación Arquitectura COAM celebran la XI Semana de la Arquitectura con la colaboración del Ayuntamiento de Madrid y empresas e instituciones, como la EMVS. La EMVS propuso varias actividades para acercar la labor arquitectónica municipal a los ciudadanos. Del 3 al 12 de octubre se programaron visitas guiadas a varios edificios rehabilitados o en proceso de rehabilitación energética en la Ciudad de los Ángeles, así como a la promoción Carabanchel Ensanche 21 de nueva construcción y con calificación energética D. 7.4.2 II Congreso sobre Estrategias para la Rehabilitación Energética de Edificios (ERE2+) La EMVS formó parte del comité técnico de este foro de encuentro y discusión para difundir y compartir conocimientos sobre rehabilitación energética. 7.4.3 II Congreso Smart Grids CARABANCHEL 21 La EMVS colaboró en el Congreso organizado por el grupo Tecma Red los días 27 y 28 de octubre que fue escenario de debate y presentación de las últimas tendencias en torno a las redes eléctricas inteligentes. 7.4.4 I Workshop de Edificios Inteligentes La EMVS participó en este encuentro el 6 de junio con la temática “Nueva construcción y rehabilitación. Análisis e identificación de diferencias en soluciones y procesos para conseguir edificios inteligentes”. 64 7.4.5 III Workshop Smart Grids En la mesa de trabajo celebrada el 10 enero se debatió el tema “Transporte, Distribución y Almacenamiento en Smart Grids”. 7.5.2 Asociación de Promotores Inmobiliarios de Madrid (ASPRIMA) La EMVS recibió dos Menciones dentro de la categoría “Mejor actuación de Viviendas de nueva construcción de iniciativa pública” a las siguientes promociones: 7.4.6 Talleres WWF España ? Arroyo Butarque RC-11 de los arquitectos Ramón La EMVS lidera diversos proyectos de sostenibilidad e innovación relacionados con la rehabilitación sostenible. Para ello, es fundamental la divulgación y la información al ciudadano. Por ello, la EMVS ha colaborado con en los talleres que realiza WWF España en el barrio de Manoteras. González Carballada y Mathias Schütte, con 174 viviendas. ? Carabanchel 23 del arquitecto Eduardo Vadillo Ruiz, con 48 viviendas. 7.5 PREMIOS Durante 2014 la EMVS ha recibido los siguientes galardones: 7.5.1 IX Bienal Iberoaméricana de Arquitectura y Urbanismo (BIAU) Celebrada en Rosario (Argentina) en el mes de octubre, premió la promoción Vallecas 34 del arquitecto Guillermo Vázquez Consuegra, con 165 viviendas. VALLECAS 34 7.5.3 Premio La Fachada Europea del Año de Baumit (I Certamen Life Challenge 66) En el I Certamen Life Challenge66, un jurado, formado por 15 arquitectos de renombre, eligió unánimemente como mejor proyecto a “Vallecas 47” del estudio de arquitectura Untercio que, finalmente, se hizo merecedor del premio máximo de todas las categorías, el Baumit Life Challenge Award. Vallecas Ensanche 69 de los arquitectos Rafael Olalquiaga Soriano y Pablo Olalquiaga Bescós, con 163 viviendas. 7.6 RELACIONES INSTITUCIONALES A lo largo del año 2014, numerosas visitas, institucionales y privadas, han acudido a la EMVS interesadas en conocer de cerca las características de la vivienda protegida municipal, tanto desde el punto de vista de la arquitectura como desde el del modelo de gestión de la vivienda, así como los procesos de rehabilitación y renovación urbana de barrios: ? El gobierno provincial de Gyeonggi (Corea del Sur) 7.5.5 X Premio internacional de Dubai a las Mejores Prácticas Las dos prácticas presentadas a concurso por la EMVS recibieron la calificación de “GOOD”. Con estos premios se pretende distinguir a aquellas contribuciones destinadas a mejorar las condiciones de vida, y este reconocimiento lo obtuvieron el proyecto “Programa Red de Viviendas Solidarias” y la “Regeneración Social y Urbana en las Colonias Municipales de San Francisco Javier y Nuestra Señora de los Ángeles”. VALLECAS 69 mostró interés en conocer la política de Vivienda y Urbanismo de Madrid, así como la gestión económica de la Administración Pública. Con este motivo, una delegación de este gobierno visitó Madrid los días 9 y 10 de enero. ? Arquitectos del estudio “Holscher Nordberg” de Dinamarca, efectuaron un viaje de estudios a Madrid centrándose principalmente en la promoción Carabanchel 21. Para ampliar su visita, se les guió por los nuevos barrios de Carabanchel y Vallecas, donde conocieron algunas de las promociones más destacadas. 66 ? Un grupo de representantes franceses pertenecientes a ADO Habitat, una Asociación Departamental de los Organismos de Vivienda de Ille-et-Vilaine (Bretaña), visitaron la EMVS para conocer la política y experiencia en el campo de la vivienda social. Además, visitaron distintas promociones de los nuevos barrios en Carabanchel, Vallecas y Sanchinarro. ? Una delegación del Centro de Energías Renovables y Eficiencia Energética (ECREEE) de la Comunidad Económica de Estados de África Occidental (CEDEAO ) visitó algunos de los edificios rehabilitados energéticamente en Ciudad de los Ángeles, como un ejemplo de modelo de eficiencia energética. ? El arquitecto y urbanista Antonio Ribeiro, de la Prefectura de Sao Jose dos Campos (Sao Paulo, Brasil), visitó la sede de la EMVS interesado en conocer el desarrollo de la política de vivienda y la planificación urbana en Madrid. ? Dentro de las actividades programadas en el XII Festival Internacional de cine y televisión sobre Vida y Ecología Urbanas, Urban TV, se realizó una visita guiada por diversas corralas del barrio de Lavapiés. El recorrido fue conducido por dos técnicos de la EMVS quienes ofrecieron una visión social, histórica, cultural y arquitectónica de este tipo de edificación tan característico de la ciudad de Madrid. ? Una delegación, compuesta fundamentalmente por estudiantes de arquitectura premiados por el gobierno de la provincia de Gyeonggi (Corea del Sur), realizó un recorrido por las promociones de Villa de Vallecas.de la provincia de Gyeonggi (Corea del Sur), realizó un recorrido por las promociones de Villa de Vallecas. ? Visita de los alumnos de la Escuela de Arquitectura de Toledo, de la Universidad de Castilla y la Mancha, para conocer las características y condicionantes de un barrio en Rehabilitación Integral o regeneración urbana. Sesión Docente y visita al Área de Rehabilitación de Ciudad de los Ángeles dentro del curso de Rehabilitación energética, organizado por la Escuela de Organización Industrial (EOI). ? Sesión Docente y visita al Área de Rehabilitación de Ciudad de los Ángeles dentro del curso de Rehabilitación Energética, organizado por la Asociación de Ingenieros Industriales. 07 Comunicación 67 7.7 GESTIÓN DOCUMENTAL 7.7.2 Biblioteca Desde el Centro de Gestión Documental de la EMVS, se custodian los documentos generados por la organización en el ejercicio de sus funciones como testimonio de las actividades que realiza. En el año 2014 se han donado un total de 2.844 títulos de nuestro fondo bibliográfico a entidades especializadas en arquitectura, urbanismo y entidades administrativas de la Comunidad de Madrid, y 831 ejemplares a los empleados de la EMVS. El movimiento que han tenido las áreas de actuación controladas desde dicho Centro de Gestión Documental es el siguiente: 7.7.1. Archivo El archivo general, a final del año 2014, custodia 4.826 metros lineales de documentación y aplica la Norma Internacional General de Descripción Archivística, ISAD (G) en la catalogación del fondo (actual y retrospectivo). A lo largo del año se han producido un total de 2.732 movimientos de documentación custodiada, solicitada por los departamentos internos de la empresa, y 3.487 remisiones y tratamiento de nueva documentación. 7.7.3 Centro de documentación y desarrollo de prácticas formativas Se ha acogido y ayudado, en la búsqueda de información y documentación, a un gran número investigadores externos para la realización de estudios o tesis doctorales. También se ha desarrollado una actividad de prácticas formativas en el grado de Historia del Arte de la Facultad de Filosofía y Letras de la Universidad Autónoma de Madrid. Mejorar el rendimiento y ofrecer un mayor bienestar a los empleados, han sido los objetivos principales de la Dirección de Recursos Humanos 69 08 Recursos humanos 70 8. RECURSOS HUMANOS 8.1 PLAN DE FORMACIÓN 2014 El Plan de Formación 2014 se elaboró tras un cuidadoso y exhaustivo análisis de los datos recogidos en el proceso de Detección de Necesidades Formativas mediante entrevistas y cuestionarios realizados tanto a los/as trabajadores/as como a los responsables, transformando, las necesidades identificadas, en formación de las capacidades necesarias para mejorar las competencias profesionales de la plantilla. Durante el proceso de desarrollo del Plan se atendieron un total de 256 solicitudes de formación. Entre las más demandadas estuvieron las pertenecientes al área de comunicación y habilidades, seguidas de las de aplicaciones informáticas. En el gráfico se muestra la participación por áreas formativas: NO INCLUIDAS EN EL PLAN 12,89 % ESPECIALIZADA Y TÉCNICA 26,17% APLICACIONES I INFORMÁTICAS 28,13% COMUNICACIÓN Y HABILIDADES 32,81 % Para dar cumplimiento a lo establecido en la Ley 10/2012 sobre prevención de blanqueo de capitales este año se ha impartido la acción formativa Prevención de Blanqueo de Capital que ha sido realizado por 214 trabajadores/as. La valoración de la calidad de las acciones formativas se mide a través de los resultados de los cuestionarios de valoración de la satisfacción de los asistentes a las acciones formativas. Los datos recogidos en los cuestionarios mencionados reflejan un alto grado de satisfacción, siendo la valoración general de 3,4 puntos sobre 4. Desde el año 2007 el plan de formación de la EMVS se acoge al modelo de subvenciones de formación continua que asigna la Fundación Tripartita para la formación en el empleo. 8.2 PREVENCIÓN DE RIESGOS LABORALES 2014 8.2.1 Actividades preventivas realizadas en vigilancia de la salud En 2014 se ha continuado con las actuaciones realizadas en materia de vigilancia de la salud, facilitando a los trabajadores la posibilidad de realizar exámenes de salud con carácter voluntario. El total de trabajadores a los que se les realizó el reconocimiento médico fue de 152, que representa el 54,09 % respecto al total de la plantilla. Además, como complemento a estas actividades, se ha posibilitado que, a solicitud de los trabajadores interesados, se dispensara la vacuna contra la GRIPE. 08 Recursos humanos 8.2.2 Actividades preventivas realizadas en seguridad en el trabajo en los distintos centros de la Empresa Dando continuidad a la Prevención de Riesgos, se han desarrollado las siguientes actividades en los distintos centros de trabajo: ? Revisión de las Medidas de Emergencia. ? Seguimiento y Control de la propuesta de Planificación de la Acción Preventiva. ? Evaluación de Riesgos por puestos. ? Evaluación de Condiciones Ambientales y niveles de iluminación. 8.2.3 Acciones formativas Como continuación a la labor iniciada en años anteriores, la EMVS sigue proporcionando a los trabajadores que así lo demandan, cursos específicos en materia de prevención de riesgos laborales. Este año, se ha impartido la siguiente formación: ? Prevención de incendios y planes de emergencia y evacuación. ? Plan de movilidad y seguridad vial. ? Prevención de incendios teórico-práctico. 71 73 09 Annual Report 74 Presentation The following Report is the Management Report for the Municipal Housing and Land Company (Empresa Municipal de Vivienda y Suelo, EMVS) for the year 2014. This year the Company has seen its main lines of action strengthened as well as witnessing the implementation of others and it has also opened up new ways to work without losing their social and public service perspective, implicit in EMVS. After changes in 2013, which left the activity as real estate promoter behind, rental housing programs have been redirected. The majority of EMVS's promotions destined for sale have been transformed into rental property where the greater part of the demand lies. These changes were carried out in order to adapt to demand, be more flexible and cut costs to access housing. These changes involve converting 800 homes classified as sale property over to rental property by the end of 2017. To carry this out, proper authorization is required from the Community of Madrid, which, as of December 2014, has already authorized change in the regime for 352 homes. This commitment is reflected in the various programs that have been implemented and strengthened, such as the Solidarity Housing Network, Housing for Young People and the rental program for renting or renting with the option to buy. In addition, programs aimed at social sectors having greater economic difficulties were also boosted in 2014, particularly the Solidarity Housing Network, which awards EMVS housing to families at social risk. The Rent Reduction Program has also been strengthened. The aim of the Program, regardless of the target rent, which depends on surface area of each dwelling and the module applied, is that no family has to allocate more than 30% of its monthly income toward the payment of it and in the event that their household income did not once exceed the IPREM (Public Income Indicator of Multiple Effects), the limit would be set at 20%. Regarding new lines of work, EMVS has created the Energy Saving and Rehabilitation Service (SAER), which is a point where citizens can receive advice and assistance concerning energy conservation and rehabilitation. This Service, whose mission is to offer 09 Annual Report simple and practical information to home-owner communities helps to increase knowledge and interest in improving their houses and buildings. SAER has been present in Municipal Markets and District Regional Boards and has organized informational workshops for Madrid residents, who have now begun to consider how to save on their energy bills through good practices and energy rehabilitation. Furthermore, in 2014, after more than 30 years of working in the field of land development, housing construction, rehabilitation, wealth management and innovation, EMVS has begun to extend its expertise into new lines of work, putting all its knowledge at the service of other goals and objectives. With a multidisciplinary team of specialized workers, EMVS has already received numerous management commissions within other areas of the Town Hall of Madrid, such as the adequacy of the Plaza Mayor, restoration of the Arab Wall, the Special Plan for the Olympic Stadium and the Chapel of the Madrid Historical 75 Museum, to name a few which have been worked on throughout 2014. In addition, EMVS has also continued to invest in developing projects for sustainability and innovation related to housing rehabilitation and development and their surroundings. This important investment effort along with budgets received from European and National R&D funds have turned the Town Hall of Madrid into a benchmark for sustainable construction. These projects involve the development of innovative solutions primarily for energy rehabilitation of residential and commercial buildings and in certain cases under a rapid-return-on-investment criterion. These projects allow the optimal degree of improvement in energy efficiency to be obtained at a minimal cost with attractive financial conditions for the user, developer and final owner. In 2014 EMVS also maintained its commitment to the eradication of shanty towns. Its citizen services such as its Municipal Rental Service and its Housing Information Service continue to operate with great success. 76 1. Subsidised Housing Management One of the main goals of EMVS in 2014 has been to attend to the different socioeconomic circumstances of citizens by designing programs tailored to suit their profile. EMVS housing plans have continued to respond to the needs of various groups, and has adapted to the demands and new ways of living that have emerged from the evolution of families and society. EMVS has continued to work to fulfil its commitment to create quality housing at affordable prices by fostering innovation, sustainability and residential quality. These changes involve converting 800 homes classified as sale property over to rental property by the end of 2017. To carry this out, proper authorization is required from the Community of Madrid which to date has authorized the change in regime for 352 homes. If it were not for this change, future applicants would have to delay their access to housing, thus changing their life plans, their family and, in the case of younger people, their independent living. With the change in regime, the price of housing access is also reduced because, in some cases depending on the typology and number of bedrooms, the price can be reduced by up to 50 percent as compared to the previous housing classification. Citizen Services 2.1 MUNICIPAL RENTAL SERVICE (SMA) For the tenth year, the Municipal Rental Service, SMA, enables empty housing to be placed on the market, offering fee-free guarantees for the maintenance of the flat, paying rent and resolving conflicts, which benefit both owners and tenants. This is a service of an integral nature bringing together the work of information gathering, legal advice, economic and technical advice and professional rental management. Based on this Service, housing applicants have a wide catalogue of services available, always free of charge. These include assistance and guidance in searching for a home, guarantees to facilitate access to rental housing, legal advice in matters of urban leases, personalized advice on existing tax deductions for rental housing, plus explanation and support in the processing of aid for rental housing tenants. Obtaining the Energy Performance Certificate, issued by EMVS itself, should also be added to this catalogue of services, thus facilitating the owner in obtaining all the documentation required in order to rent his housing in just one process. In addition, EMVS also guarantees rental payments to the landlord by establishing an effective system of guarantees in the form of bond insurance and guarantees against the risk of defaults as well as the conservation of rented premises through different instruments such as home insurance and support in applying for rehabilitation grants. Those who choose a home with an average area of 59 m2, and an average rental fee of euros 650. 2.2 HOUSING INFORMATION SERVICE (SIV) Since May 2014, EMVS has directly provided its Housing Information Service. This is a free service that provides personalized information on all areas related to housing. Citizens can approach the Service in person, by telephone, through the form provided on the website, and through the official Twitter account (@iviviendamadrid). The services provided, as well as others, include: ? Information on aid which the various administrations offer (State, Regional and Local) to purchase, rent or rehabilitate housing. ? Information and advice on purchase and rental agreements, the clauses they should contain, the obligations of the parties involved, the procedures that 09 Annual Report should be followed, the different purchasing regimes, the checks to be carried out at the reception of the housing, etc. ? SAER is a point where citizens can receive advice and assistance concerning energy conservation and rehabilitation. This Service, whose mission is to offer simple and practical information to home-owner communities helps to increase knowledge and interest in improving their houses and buildings. Through this Service Citizens can learn about an Energy Certification, a Building Evaluation Report or the steps that can be taken to improve the energy efficiency of their homes by receiving information on the importance of rehabilitating under energy criteria. Adequate rehabilitation activities contribute to a more sustainable city and provide a significant cost savings, greater comfort and an increased quality of life as well as obtaining a better energy rating and an increase in the value of their home. For dissemination and development of the Service, EMVS has launched a major information campaign in all districts of the city, whose main activities are: 1. Presentation on District Regional Boards EMVS has been participating in the Regional Boards of the 21 Municipal Boards through a briefing which is being well received by the neighbourhood representatives involved. 2. SAER in the Municipal Markets To give definition to the outreach activities and to assess the degree of interest generated by these actions and activities, EMVS held meetings with institutional representatives, while at the same time identified those areas which may be centres of attraction in the neighbourhoods such as markets and cultural centres. In this process, from the beginning EMVS has sought to involve and engage those who have knowledge and experience in outreach activities on this scale. Municipal Markets were selected as strategic points of reference for reaching citizens. A specialised information point was installed in collaboration with the Department of Economics, Finance and Public Administration, Madrid Markets and Grouped Trade Federation and Markets Madrid, (COCAM), where EMVS staff provided information about the Service, attended neighbours and offered brochures and basic tips concerning energy savings. 09 Annual Report Those who were interested completed a questionnaire to determine citizen interest and knowledge levels in terms of energy saving and rehabilitation. More than 150 questionnaires were filled out which are now being analyzed so that SAER can be improved through their practical application. One of the data provided during the analysis of the questionnaires was the tremendous interest in finding new formulas for saving energy that would allow cost savings on the energy bill. Albeit they would have to carry out energy rehabilitation, the citizens declared to have financial problems to meet it. Those who completed the form were entered into a drawing for three Energy Certificates per district which was conducted by EMVS. While this activity was going on, informative workshops on energy efficiency were announced which were later held at the neighbourhood cultural centres. 3. Energy Efficiency Workshops In collaboration with the District Boards, practical workshops were organized for residents in Cultural Centres and Senior Citizen Centres, where those in attendance could become familiar with the basic terms in order to understand what sustainable rehabilitation is, what an Energy Certification is or what measures can be taken to save on the energy bill. During this year eight energy efficiency workshops were held in the districts of Salamanca, Chamberí, Hortaleza, Moratalaz and Arganzuela. These workshops are innovative taking a dynamic and participatory approach, and the response has been very positive. 83 All these initial actions will be developed and gradually extended to other districts and neighbourhoods. 2.4 HOUSING INSPECTION SERVICE Housing inspections are carried out to ensure that public housing, with the solidarity and collective effort involved, would be available to citizens who meet the conditions established by law. Therefore systematic inspections are conducted to check that applicants meet the requirements set out in the award. In addition, irregularities in the use of housing and breaches of contract in the awarding are also detected such as the non-use of dwellings for permanent residence, housing transfer, leasing or subleasing, etc. If an irregularity or breach of contract is detected, a study is carried out for taking judicial action to allow EMVS to recover the housing and newly award it to an applicant who meets the requirements of current legislation. During 2014, nearly 7,000 inspections were carried out on EMVS assets. 84 3. Social Intervention 200 homes which would be awarded to families proposed by the social services of the District Boards. EMVS works against homelessness by facing three main challenges: strengthening the social dimension in public intervention on housing; improving the effectiveness of social intervention; and improving socio-residential conditions. In late 2014, 338 houses had been awarded, of which EMVS had invested euros 3,416,987 in their adequacy. Therefore, a comprehensive approach is taken that allows homelessness to be addressed, by attempting to mitigate its effects and by introducing processes that would provoke structural changes in the residential conditions of the most affected groups. 3.1. SOLIDARITY HOUSING NETWORK The Solidarity Housing Network arose out of the need to develop initiatives that would facilitate housing for groups at the risk of social and residential exclusion, especially in a time of economic crisis that has led many families to lose their homes. Therefore, in 2012 the Town Hall of Madrid launched a Cooperation Agreement between EMVS and Department of Family Government and Social Services and the Department of Government and Urban Development and Housing to cooperate in the management of the Solidarity Housing Program in the Town Hall of Madrid. Under this agreement EMVS made 200 houses available to the program, which were then awarded to Non-Profit Entities applying for participation. Subsequently, the Full City Council of 7 June 2013 approved the extension of the program with an additional Housing managed by Non-Profit Entities First, and under the agreement of July 2012, EMVS awards housing to Non-Profit Entities that have joined the program so that these, in turn, would assign their use to selected families. First joining were the Red Cross, Cáritas and Provivienda. Subsequently, Fundación Tengo Hogar, EMES (Empresa de Educadores Sociales, S.L.); ABD (Asociación de Bienestar y Desarrollo); Asociación Mujeres de Opañel, Asociación Realidades, Alternativa en Marcha and Casa Garelli have joined. During 2014 other entities joined. These include the RAIS Foundation (Fundación Red de Apoyo a la Integración Sociolaboral) and ACCEM (Asociación Comisión Católica Española de Migración). Specifically through this agreement, the RAIS Foundation has been able to implement a program with the homeless according to the Housing First Model. This Model, which emerged in the United States in the early 90s, has an approach that opposes the traditional view of involvement with homeless persons; involvement in this model starts first with the accommodation and later gets involved in any of the other aspects the individual might need such as health, employment training, employability and family networking, etc. The selection process for families is carried out by a Commission composed of representatives from EMVS, the Department of Family Government and Social Services and the Entity in question. The profile of the 09 Annual Report family and the possibility of being able to pay this rent are studied. The aim is to award housing to that sector of the population that do not have sufficient incomes to be able afford housing on the open market. The intention is to provide housing that is temporary so that at a future date applicants can access another home, whether subsidised housing or on the free market. The Entity is the one who makes the final decision on which families will reside in the dwelling. Parallel to this social work, the Entity visits the dwellings and requests those which suit the applicant families. EMVS carries out all necessary adequacy works and legally awards the home chosen by the Association to the family. One of the most innovative aspects of this intervention model is that during the family selection process a thorough study of the situation is made, which can lead Entities to propose changes and direct families to other programs that may be more suitable to their situation, even shared housing. This in reality is a made-to-measure social intervention , which increases the chance of successful integration into decent housing. In addition, the Solidarity Housing Network allows working as a team for a large number of entities in collaboration with EMVS and the Town Hall of Madrid. The aim is to be able to rationalize and optimize all the resources used to help people who not only have a need for housing but also have a need for social intervention. Entity participation is comprehensive, meaning that it goes beyond the need for housing and focuses in particular on career guidance until employability is achieved, since this resource is intended to be transitory until families can improve their socioeconomic situation. 85 Moreover, the integration work is carried out by the Entities for the entire neighbourhood where the housing is being awarded, thus contributing to a good neighbourly coexistence. After the applicant has been selected, the Rental Agreement is signed between EMVS and the Entity, which in turn signs another contract with the awarded family which usually includes some social clauses where a commitment is involved to achieve some objectives. In conclusion, the Solidarity Housing Network launched by EMVS attempts to help awarded families to be able to cope with the payment demands for housing and to allocate a certain amount of their income to the rest of their needs. Families quite often come from a prolonged unemployment situation with a loss of their home due to non payment, however, they have long working life ahead of them and what they need is temporary help until they can re-stabilize their situation, thus paying a rental cost in line with their income is essential to lead a dignified life with the rest of their needs covered. Housing managed by the Social Services of the District Boards In this aspect of the program EMVS has made available some 200 houses scattered throughout city of Madrid. The houses are awarded to the Districts based on availability. Social Services pertaining to different Municipal Districts are the ones who carry out the assessment of the families. After the families have been selected, a proposal is made to EMVS through a pre-award request accompanied by a social report that explains their socioeconomic status. In these cases, the Rental 86 Agreement is between EMVS and the awarded family, which previously will have signed a social commitment with the Social Services of the District Boards. With regard to the rental terms and specifically the price, the price for housing ranges from euros 2/m2 up to a maximum of the lesser of the following amounts, euros 160 or 30% of the household monthly income. This percentage could also be reduced by up to 10% depending on the family's economic situation with a previous agreement from the Agreement Monitoring Committee, which will revise these conditions annually. It should be pointed out that this program demonstrates a step forward in the networking being done and enables a determination to be made between the families that need an integrated intervention, and therefore should be awarded by an entity, and the families that only need housing, so that only follow up in coordination with social services is sufficient. 3.2 COOPERATION AND SOCIAL INCLUSION OF PERSONS WITH DISABILITIES EMVS is committed to the social integration of persons with disabilities through housing. Therefore, a special housing quota is reserved for persons with permanent disabilities. In addition, as a result of this interest and work, an Agreement between EMVS and the ONCE Foundation was signed in January 2014 which aims to join efforts in the development of housing programs that promote the inclusion of persons with disabilities by facilitating access to public housing and establishing a reference environment for the development of awareness actions for the integration and labour insertion of persons with disabilities. Housing actions are developed through 3 programs: ? Housing to promote independent living by providing housing groups within the same promotion that allows users to manage certain essential services in a way common to all. ? Housing for individual temporary accommodation by providing rental housing for a minimum period of six months up to maximum of 36 to facilitate labour integration and professional training. ? Housing for "collective" accommodation. Also to facilitate labour integration and professional training of persons with disabilities who need accommodation for the time necessary to achieve these objectives (scholarships, internships), EMVS provides the ONCE Foundation with the dwellings required for this purpose. Throughout 2014, 7 homes were awarded under this program. 09 Annual Report 3.3 COLLABORATION WITH NON-PROFIT ENTITIES EMVS is collaborating with the Sub-Directorate General of Citizen Participation to award business premises to nonprofit entities for reasons qualified as public or social interest. EMVS's collaboration with these associations involves the granting of business premises under very favourable conditions (rent, commitments and contract duration) in order to promote and facilitate the setting up of projects. Scattered throughout all districts of the capital, although most are requested in the downtown area, the premises act as headquarters to serve the various associations so that can carry out their activity in areas suited to their needs. In total, EMVS has 36 business premises rented out to non-profit entities. 87 In addition, for lower income families a minimum fee of euros 65 per month has been established, which is only related to monthly income, regardless of the size of the house or the number of people who comprise the household. This program is complemented by the annual review of the rent established and whose main objective is to avoid situations where, for a reduction in the amount of income received, the family cannot afford to pay the rent. 3.5 URBAN OPERATIONS Several interventions and actions have been carried out in the Municipal Managed Colony "Los Olivos"; on Calle Luna, No. 32; in the "Mercado San Enrique"; on plot No. 16 C/ Enrique Velasco; and the A.P.R. 06.02, "Paseo de la Direccion". 3.4 RENT REDUCTION AND PAYMENT PLANS This activity aims to change the first Rental Agreements signed by EMVS based on Decree 100, to the current legislation that governs this matter, as established in Law 4/2013 of 4 June. It can be noted that according to the criteria for fixing rental price, no family will pay an amount exceeding 30% of their income, or 20%, depending on the income of contract holders. This limit is in fact the limit that applies to most families with income from both contributory and non-contributory pensions, as well as to the percipient convivial units that have a base integration rent. MERCADO DE SAN ENRIQUE 88 3.6 ERADICATION OF THE SHANTY TOWN “EL VENTORRO” The town of El Ventorro in the Villaverde district is the city's last shanty town included in the agreement between the Town Hall of Madrid and the Community of Madrid, signed in 2008. The agreement included four shanty towns and neighbourhoods –El Cañaveral, Las Mimbreras, El Ventorro and Santa Catalina– having a special typology where 499 families resided. A euros 110,000,000 investment was foreseen of which 50% was provided by the Institute for Re-housing and Social Integration and EMVS for the demolition of substandard housing and the relocation of residents who met the requirements set out in the agreement. to housing. The intervention is practically at its end, as the last relocations are expected to be carried in January 2015. 3.7 “OVER 65” PROGRAM Through this service a habitability solution is sought for persons over 65, who are homeowners who do not sufficiently qualify for accessibility to live independently. The Program for persons over 65 improves personal autonomy and quality of life as well as prevents and avoids situations of risk and social exclusion associated with physical limitations due to age. The demand for these homes is carried out through the Social Services of the District Boards. During 2014 the works have continued in coordination with the Community of Madrid to relocate families entitled POBLADO “EL VENTORRO 09 Annual Report 4. Urban and residencial sustainability One year more one of the primary objectives of EMVS has been residential innovation applied to housing construction and rehabilitation and their environment. EMVS has continued being pioneer in incorporating elements into housing that enhance social, economic, architectural and urban sustainability and increase the amenity of neighbours. During 2014 EMVS continued researching and implementing unique prototypes that have allowed a number of active and passive consumption reducing measures to be incorporated into municipal housing and, together with the use of new materials that provide better energy efficiency, have enhanced the operating performance of buildings in their daily use and maintenance. 89 4.1. EUROPEAN RESEARCH PROJECTS In 2014 EMVS has maintained several research projects covered under the 7th Framework Programme of the European Union and has presented new research proposals to calls for the LIFE 2014-2020 and Horizon 2020 programs. 4.1.1. BASSE PROJECT (Building Active Steel Skin) Since July 2013, EMVS is a partner in the R&D+I BASSE (Building Active Steel Skin) Project with a three-year duration (2013-2016). This proposal aims to transform the traditional metal façade of new and existing buildings to act as a collector and power generator, both in winter and summer. The metal skin enveloping buildings will be enabled them to capture thermal radiation, store it and then distribute the captured energy to meet the user needs. The façade will also have a smart mechanism to control the surface temperature allowing the skin material to both absorb and distribute the energy continuously. Some of the activities in which EMVS participates along with the other partners have been the cooperation in defining the system and design of the collector. As the Company responsible for the communication and dissemination of the project, EMVS has kept the website www.basse-eu.com constantly updated and running; it has designed and published the first digital bi-annual newsletter with information on development, results and progress of the project; and finally it has taken responsibility for organizing the first experts workshop on the project, involving 40 participants, where a pooling of results has been carried out. 90 4.1.2. INSPIRE PROJECT (Development of Systemic Packages for Deep Energy Renovation of Residential and Tertiary Buildings including Envelope and Systems) The iNSPiRe Project basically involves the rehabilitation of buildings through improved envelope systems to which are incorporated renewable energy generation systems and the development of efficient lighting installations tailored to the needs of the building. This project began in October 2012 and has a term of four years. EMVS is in charge of the demonstrator building which is a block of 10 flats on 5 floors built in the 50s in the Ciudad de los Ángeles district. Rehabilitation on the building began in November and it is expected to achieve a rate of savings of up to 70% of current consumption. During 2014 EMVS worked together with the other partners on the project to specify the actions that should be carried out on the building, how to execute them, and how to integrate them into the planned rehabilitation project. Other actions also included how to transmit the project to the neighbours and the architect in charge of carrying out the action plan. EMVS has also installed a monitoring system to detect environmental variables in three homes and has visited each home to define the distribution for the radiant ceiling and in one of the homes a radiant panel has been installed as a model. www.inspirefp7.eu 4.1.3. RETROKIT PROJECT (Toolboxes for systemic retrofitting) The European RETROKIT Research Project has continued, now in its third year of operation, with its studies on multifunctional low-cost prefabricated modules for installation on façades and roofs of buildings. EMVS has been involved mainly as a coordinator of the works carried out on the demonstrator building which is a block of 10 flats built in the 60s in the Ciudad de Los Ángeles district, which incorporates the new systems developed by different project partners. Throughout 2014 both the energy rehabilitation and the equipment configured in the project: have been installed, which include such systems as mechanical ventilation in windows, mixed thermal-photovoltaic solar panels and a monitoring system of environmental variables in five of the housing units. The international organization WWF (World Wildlife Fund) is actively collaborating in the dissemination of this project under its "Improve Your Community's Energy" Program and has funded the energy audit carried out in the building, and AFELMA has facilitated the Rockwool necessary to cover the building envelope. www.retrokitproject.eu 4.1.4. FINABILITY - Financial AbilityImproving the financial viability of the actions of deep renovation in social housing through the identification of the best financial instruments SOHOPRONET - Building procurement capacity to meet energy efficiency performance demandsCreating a network of "Public Procurers" with similar needs, when facing "Innovative and Sustainable Public Procurement" by analyzing contracting and procurement processes carried out in the development of energy rehabilitation of residential buildings ZERØRCD - Zero Waste in Construction and DemolitionReducing waste production in construction works, by implementing contracting criteria and green process management BERTIM - Manufacturing of prefabricated modules for renovation of buildingDevelopment and application of lightweight wooden prefabricated modules for Energy Rehabilitation of existing buildings, with integration energy production systems and renewable energy solutions Proposal submitted to the LIFE 2014-2020 research programs with the goal of zero waste in construction. The project proposes the creation of a practical App/web/digital tool to quantify amounts varieties and risks "on line" to improve construction and demolition waste management in energy rehabilitation works. Approval of the proposal will be made known next year in 2015. The project aims to achieve the goal set by the EU for a recovery of 70% of the waste generated on the Iberian Peninsula, prioritizing the upper steps of the waste hierarchy which are Prevention, Reuse and Recycling, implementing Green Public Procurement criteria in the management of CDW, with an innovative inspection and management control system in rehabilitation works through the use of a website as an "on line" database and a mobile application for data entry and management verification. EMVS will provide information on demonstrator buildings undergoing rehabilitation works in order to study and implement the objectives; they will develop the project on the website collecting individual contributions of all the data from the different works where waste is being generated, thanks to another (mobile) App type application which will also be created during the project; they will participate in the development of new waste management tables in contracted rehabilitation work and in the evaluation of the socio-economic impact that would be generated by the implementation of the project. 92 BERTIM (Manufacturing of prefabricated modules for renovation of buildings) Proposal submitted to the H2020 Call for the use of prefabricated modules in the rehabilitation of buildings The objective of the proposal is to develop lightweight wooden prefabricated modules for energy rehabilitation of existing buildings. It aims to achieve a radical improvement in energy performance on the whole, reducing the impact on building occupants, reducing work times and improving internal conditions. Another aim is to also carry out a proposed new business model that involves a lesser return-on-investment period, by reducing consumption and by the sale of the increased surface area. A computer tool will also be developed to aid the user and developer in the decision-making process. The proposal includes existing European demonstrator buildings in both the north and south (Madrid, EMVS). The consortium integrates SMBs, manufacturers and technological, industrial centres who exploit the project results. SYMBIOTEEC (COMPREHENSIVE METHODOLOGY FOR ENERGY IMPROVEMENT, DEEP RENOVATION OF BUILDINGS AND URBAN REDENSIFICATION) Proposal submitted to the H2020 Call for the implementation of a comprehensive methodology to improve energy, the deep renovation of buildings and urban redensification SymbioTEEC will define a systematic methodology to promote the renovation of buildings for improving energy efficiency, increasing the buildable surface area and providing new spaces for buildings (e.g. roofs) with new uses (residential and services) and reverse capital gains from their exploitation (rent or sale) in renovation works aimed at improving the energy efficiency of buildings. SymbioTEEC represents a symbiosis between the existing building and the new space, i.e. two elements living together for mutual benefit. As one of its key tools, the method proposed includes the involvement of citizens in the process in order to eliminate cultural and social barriers. SOHOPRONET - BUILDING PROCUREMENT CAPACITY TO MEET ENERGY EFFICIENCY PERFORMANCE DEMANDS ERTIM Proposal submitted to the H2020 Call which aims to achieve energy efficient buildings The objective of the proposal is to create a network of "Public Procurers" with similar requirements when facing Innovative and Sustainable Public Procurement. The aim is to educate and inform the partners (Town Halls and Municipal Housing Enterprises in 5 countries) through the analysis of procurement and contracting processes carried out in developing energy rehabilitation in housing blocks. The best existing energy solutions will be evaluated through comprehensive analysis of the supply chain of products with criteria for low power consumption when facing the establishment of a methodology for innovative Green Public Procurement. The fundamental aim is to cooperate and share information and goodpractice experiences among the network members. In the case of EMVS the Code of Good Environmental Practices in Local Procurement, adopted 15 July 2005 by agreement with the Local Government of the City, will be taken into account. 09 Annual Report FINABILITY (FINANCIAL ABILITY) Proposal submitted to the H2020 Call which aims to investigate new financial instruments. This project aims to improve the financial viability of actions proposed for deep renovation in social housing, thus reducing process implementation risk, through the identification of the best financial instruments capable of demonstrating that the investment can indeed be returned to the developers. 4.2. NATIONAL RESEARCH PROJECTS In 2014, EMVS has continued the research of several INNPACTO Program Projects within the Innovation Plan of the Spanish Ministry of Economy and Competitiveness, whose aim is to encourage the creation of cooperation projects between research organizations and enterprises for joint R&D to stimulate private investment, create jobs and help enhance innovative activity. 93 4.2.1. SHERIFF PROJECT (Hybrid and Economic System for Integrated and Flexible Rehabilitation of Façades) The SHERIFF Research Project, whose main objective is to promote energy rehabilitation measures in buildings by installing innovative elements on the façades and roofs, began in 2011 and has a four-year term. In December 2014, after two years of study, the first prototype of the industrialized SATE panel was installed on the demonstrator building, facilitated by EMVS, in calle Canción del Olvido, 47, in the Ciudad de los Ángeles district. This prototype was developed within the framework of the SHERIFF Project by participating partners. After the first tests and evaluations under real conditions, changes and improvements to the prototypes were made with new panels which will be installed in 2015. 94 4.2.2. SIREIN+ PROJECT (Comprehensive Energy Rehabilitation System) The SIREIN+ Research Project, with a four-year term (2011-2014), was proposed for the development of technologies that increase the useful life of housing, reduce their energy consumption, improve living conditions and reduce investment costs in the rehabilitation of buildings. EMVS participated as demonstrator of the systems to be developed, providing demonstrator buildings to implement them. Throughout 2014 an insulation injection chamber (air chamber) demonstrator was installed in an eight-storey building in the Ciudad de los Ángeles district, in thirteen houses from the outside and one from the inside, with the collaboration of the neighbours, whose results are being studied and compared with the previous behaviour of the building. The results so far are still clearly favourable. Also, by signing a cooperation agreement with the neighbours, an evaluation report of the building was made completed in February. In this same neighbourhood, the cost-effectiveness quantification was carried out through calculations on energy demand, consumption, generated costs and savings obtained in a renovated five-storey building as well as the completion of a questionnaire designed to show the degree of satisfaction of the neighbours who renovated their homes. C/ HUESPED DEL SEVILLANO, 5 BEFORE AND AFTER 09 Annual Report 4.2.3. PRENDE PROJECT (Platform for the Energy Refurbishment of Eco-Efficient Urban Districts) The primary objective of the PRENDE Project, which was launched in 2012 and has a four-year term (2012-2015), is to create a citizen-oriented service through easily accessible and manageable IT (Information and Communications Technologies) tools. Objectives: 95 analysis of the neighbourhood with the climatic elements of the different databases available to the city of Madrid; the selection of the most appropriate housing models for analysis and options for enclosures, materials and systems that will be analyzed; the design, planning, development and optimization of building simulation models with modelling and simulations of different housing to be analyzed using the TRNSYS Program and dynamic simulations for extreme cases of the first passive strategies proposed and the final cases simulated using multi-parameter analysis. ? Inform and increase interest in energy efficiency ? Raise awareness of the importance of energy saving ? Provide rehabilitation opportunities for neighbours ? Boost the energy rehabilitation sector One of the key challenges the project has faced in the past year has been the integration of citizens into the rehabilitation process, making them aware of their importance and the immediate and long-term benefits, which involves improving the energy efficiency of their home, their neighbourhood and their city. Therefore EMVS has provided information on aid, regulations, housing consumption simulation tools and energy saving tips, etc. In developing the Project the launching and maintenance of the www.tucasaesmas.com Platform have been carried out with the consequent content generation which includes regulations, grants and allowances as well as tips of the day, information about new events and the creation of a blog. Likewise, the energy demand simulator has been incorporated into the website open to allow energy The districts where works are being carried out include Moratalaz (Media Legua district), Hortaleza (Apóstol Santiago district) and Arganzuela (La Chopera district), which were selected by EMVS from the municipal document "Delimitation of Vulnerable Areas for the Sustainable Renovation of the Suburbs of Madrid". Highlighted among the works carried out in the neighbourhoods were the field studies to analyze the activities and spaces that would be most appropriate to draw near to the citizens. Three "energy efficiency workshops" were held aimed toward the residents of the three selected districts, as well as various activities in Cultural and Senior Citizen Centres for the presentation of the "Your House is More" Platform. EMVS also collaborated in the dissemination of a photography competition "Energy Efficiency". www.proyectoprende.com 96 5. Actions for Rehabilitation an Infraestructure comprised of elongated blocks having 3 storeys with a "Corralas" type positioning, in which the houses were of minimum size (25 m2) with very limited habitability. 5.1 ACTIONS FOR INFRASTRUCTURE AND URBAN PUBLIC SPACES Over the years the living conditions of the Colony's inhabitants, whose profile has also changed over time, have further deteriorated. 5.1.1 Phase 2 Bravo Murillo Parking Garage Construction Project With a budget of euros 799,364, the project can be found in an "open block" located between the streets of Cuatro Caminos, Garellano, Almansa and Doctor Santero. The project re-developed the urban public space based on the following strategies: ? Reformulation of mobility and accessibility of the area adapting to the space available by; giving priority to pedestrian mobility as opposed to vehicle traffic; redefining the organization of the space in a sports area, a green area and a public road; creating outdoor sports areas and providing them with exercise equipment; and creating playground areas for children ? Improvement of the urban landscape and environmental quality by creating a flexible space as opposed to different types of uses and users, creating green spaces and introducing new species of trees and vegetation and re-evaluating dividing walls 5.1.2 Development Project of Municipal Managed Colony “Los Olivos” and new housing block construction The origin of the Colony dates back to the late 40s and early 50s of last century, as a Municipal Managed Colony, Faced with this situation, EMVS decided to intervene to improve the residents' quality of life by replacing existing buildings with new ones that would meet the required minimum for living conditions and general services, whereby it proceeded to relocate the population legally living in the buildings. Along with the construction of new buildings, a new planning of the Colony's spaces was intended to improve accessibility and environmental quality and to equip it with the elements it now lacks such as green areas, rest areas and playgrounds, etc. At the same time the renovation of all the infrastructures, many of which are obsolete, must also be carried out in order to meet the demand that will surely arise due to the better living conditions brought about by the new buildings. Therefore the urbanization project was drafted with a budget of euros 2,240,587, with which a new planning of the Colony's spaces is being sought and where all the infrastructures will also be renovated. The area of action involves the streets of Costanilla de los Olivos (between Paseo de los Olivos and c/ San Benigno), San Fulgencio, San Canuto, San Timoteo (between Costanilla de los Olivos and San Canuto), San Benigno (between Costanilla de los Olivos and the stretch of road that meets with San Timoteo) and the south side of the Paseo de los Olivos. 09 Annual Report 97 The total surface area that falls within the scope of the Project is 12,300 m2, of which 8,600 m2 correspond to roads and free zones. infrastructure and urban development, as well as the renovation of buildings and improvement in accessibility, driven by private rehabilitation aid. 5.1.3 Integral Rehabilitation Area (ZRI) Ciudad de los Ángeles. Construction and Infrastructure Project for the Streets Chulapona, Manojo de Rosas, Pan y Toros and Bohemios The surface area of Ciudad de los Ángeles covers 59.6 hectares in which there are 7,996 homes distributed in 441 buildings. This district, which houses 24,250 people, was built in the late 50s. The buildings had inadequate foundations and lacked the proper isolation conditions in terms of energy saving and efficiency. The plumbing and electricity installations were in poor condition, and 52 percent of the buildings had no lift. The Ciudad de los Ángeles Integral Rehabilitation Area was declared for the rehabilitation of buildings and houses and improvement of infrastructure and equipment in 2005, for the 2005 to 2011 period (later extended to 2013). In recent years the transformation of the neighbourhood has been carried out thanks to the renovation work of the CIUDAD DE LOS ÁNGELES The inter-block areas were deteriorated and portals had accessibility problems. The urban development and infrastructure works consisted of re-paving the roads and sidewalks, renovating all the infrastructure necessary and installing new street furniture and landscaping. It also consisted of removing architectural barriers and continuing the bike path that connects the different areas of the neighbourhood with one another and also with the main bike paths of the city of Madrid. So supply services for water, electricity, gas and telephone were renovated, depending on the state they were in. All the connection boxes were changed and aerial crossings eliminated. The fire hydrants were inspected adapting them to current regulations and installing new ones where necessary. As a result the urban landscape and infrastructure in the area have been improved. This urban development and infrastructure project benefits a surface area of 33,159 m2 with a euros 3,300,000 budget. 98 5.2 BUILDING AND HOUSING REHABILITATION 5.2.1 Integral Rehabilitation Area (ZRI) Ciudad de los Ángeles After the completion of the term of the Bilateral Agreement signed between the Spanish Ministry of Public Works and the Community of Madrid for the rehabilitation of Integral Rehabilitation Areas, ARI, in 2013, the Town Hall has continued to manage other aid and the aid corresponding to the Technical Building Inspection, ITE, and Sustainable Rehabilitation. The Agreement for rehabilitation of buildings and houses and improvement of infrastructure and community equipment in the Integrated Rehabilitation Area of Ciudad de Los Ángeles was signed on 19 December 2005 for the 2005-2011 period, extending the implementation period originally planned until 31 December 2015. ECONOMIC DATA ON AID MANAGEMENT FOR 2014 The subsidies processed in the Integral Rehabilitation Area of Ciudad de Los Ángeles in 2014 are: Town Hall Subsidy Payments ARI SUSTAINABILITY 2.442.600€ 477.642€ I.T.E. 2.264.795€ TOTALES 5.185.039€ ? Three buildings, with 30 dwellings, have requested opening a general file for aid and have proposed execution of works. In total since the beginning of the Area 114 files have been opened. CIUDAD DE LOS ÁNGELES 09 Annual Report 99 ? Work on 10 buildings (140 flats and 4 business premises) have been started, so that in total, works are underway in 19 buildings (268 flats and 6 business premises). With the aim that energy performance of their buildings can be improved, the reports are also accompanied by a financial offer assessed by external companies participating in the agreements signed with EMVS. ? 90% of dwellings due for rehabilitation with aid and 5.3.2 Preparation of Proposals for Areas for Urban Regeneration and Renewal have no lift in the building, have requested this installation. This action comes under the Special Plan for the Installation of Lifts, published on 27 July 2008 in the B.O.C.M. (No.179). ? This same year the rehabilitation of 17 buildings (193 dwellings and one business premise) was completed and 42 final ratings (with 554 dwellings and 19 business premises) of the 47 processed were approved. ? A study of investment types have been carried out to verify the energy priority of the rehabilitation 5.3 OTHER ACTIONS 5.3.1 Studies and Reports In order to promote energy rehabilitation in housing blocks, proposals for Rehabilitative Management in Neighbour Communities have been carried out in different buildings. The proposals are accompanied by a preliminary study on the current situation of the property on its thermal behaviour and an analysis of its energy expenditure in order to extract its energy rating and so determine the most convenient actions to take to apply for existing aid programs. EMVS has prepared declaration proposals for Rehabilitation Areas in Manoteras, Moratalaz, San Nicolás-Arechavaleta, Toledo and Aeropuerto for regeneration and urban renewal. These proposals were drafted under Law 8/2013, of 26 June, Rehabilitation, Regeneration and Urban Renewal and Royal Decree 233/2013, of 5 April, which regulates the State Plan for Development of Rental Housing, Rehabilitation in Buildings and Urban Regeneration and Renewal, 20132016. The proposals cover and justify each of the requirements of the State Plan and therefore all the proposed areas contain more than 100 homes and more than 60% of the buildable area above the ground is residential. In addition, the proposals are a priority in the city of Madrid since they have to do with integrated urban regeneration actions, being obsolete or degraded areas or being declared historic areas. Also the proposals are backed by innovative financing and co-financing commitments from other administrations. 100 6. Management Commissions that would affect the improvement of security of the whole area. After more than 30 years working in the field of land development, housing construction, rehabilitation, wealth management and innovation, in 2014, EMVS has begun to extend its expertise into new lines of work, putting its know-how at the service of other goals. Finally an underground infrastructure service was created in order to centralize all existing installations, thus reducing their impact on the environment of the square. With a multidisciplinary team of specialized workers, EMVS has already received numerous management commissions from other areas of the Town Hall of Madrid. 1. Drafting of the Project for the "Adequacy of the Plaza Mayor Basic Execution Works” Date of commission, 28 August 2014. The purpose of this management commission is the drafting of the Project for the "Adequacy of the Plaza Mayor Basic Execution Works". The aims of these actions were to do away with moisture, repairing roofs, gutters and cornices, and cleaning and sealing façades. Railings, shutters and balconies were painted; the pillars and stone elements currently affected by moisture and corrosion were repaired, cleaned and protected; the central pavement slabs in poor condition were replaced; and the cables invading the arcades were reorganized or eliminated. Also, all the awnings were replaced and the pavement under the arcades were replaced to prevent water from penetrating pillars and filtering into basements. The measures were complemented by the replacement bulbs and lamps in streetlights using high efficiency lighting, and the installation of a new electric line for lighting the arcades, entrances to the square and vaults 2. Drafting of the Second Modification of the Special Plan for Area AOE.00.08 "Olympic Park Western Sector". Surroundings of the Peineta Stadium. Date of commission, 17 July 2014. The aim of this management commission is the drafting of the Second Modification of the Special Plan for the Area AOE.00.08 "Olympic Park Western Sector" which has a three-fold motivation: ? The need to adjust the planning in some technical aspects related to mobility, accessibility and parking to suit the particularities related to the implanting of the Club Atlético de Madrid Stadium, provided under the conditions laid out for in the Heritage Agreement between the Town Hall of Madrid and the Club Atlético de Madrid, 12 December 2008. ? Adapting the planning as a whole to a stage derived from the fact that Madrid had not been designated as host for the 2020 Olympics. ? Adjusting different aspects of the urban planning and the current economic situation contained in the Town Hall of Madrid 2012-2022 Adjustment Plan. 09 Annual Report 101 PLAZA MAYOR 102 3. Urban Development Project for the Special Plan for the Area AOE.00.08 "Olympic Park Western Sector” Date of commission, 7 October 2014. The aim of this management commission is the drafting of the Project for the Special Plan for the Area AOE.00.08 "Olympic Park Western Sector". guarantees are taken to ensure its survival for the enjoyment of future generations maintaining the characteristics that made it worthy of being considered a building of Cultural Interest. 5. Restoration and Rehabilitation of the Chapel of the Madrid Historical Museum Date of commission, 19 November 2014. The aim of the urban development project covers the precise defining of the urban infrastructures in order to complete the implementation of the "Special Planning Area" paying special attention to the works required to ensure access and connections to Madrid stadium and parking. 4. Restoration of the Madrid Arab Wall Date of commission, 26 November 2014. The aim of this management commission is the project management for the "Repair and Consolidation Works of the Madrid Arab Wall" located in the Cuesta de la VegaCalle Bailén, in the downtown district, which include the rendering of services for Works Management, Execution Management, Health and Safety Coordination and Technical Assistance to Project Management. The Madrid Arab Wall, preserved along the Cuesta de la Vega, is the longest visible stretch in the urban capital today. The Arab Wall was declared an Artistic Historical Monument in 1954. This stretch of Muslim Wall, is probably the oldest construction still standing in Madrid so that any intervention carried out to consolidate, restore and condition this construction, and to adapt its surroundings so that it can be appreciated and admired, must be done with care and that the necessary The aim of this management commission is the project management for the "Restoration and Rehabilitation Works on the Chapel of the Madrid Historical Museum", located in C/ Fuencarral No. 78, in the downtown district, which include the rendering of services for Works Management, Execution Management, Health and Safety Coordination and Technical Assistance to Project Management. MADRID HISTORICAL MUSEUM 09 Annual Report The Chapel and the first bay of the museum building, a former Municipal Hospital built by the architect Pedro de Ribera, was built in 1721 and is a protected building declared of Cultural Interest in the Monument category by Royal Order 11/22/1919. The museum preserves within it a large painting by Lucas Jordán and wall paintings in the pendentives supporting the dome, so that any intervention carried out to consolidate, restore and condition this construction, and to adapt it to the regulations in force, must be done with care and that the necessary guarantees are taken to return the characteristics that made it worthy of being considered a building of Cultural Interest. 103 supporting structure, for the most part, is a preservation of the original seventeenth century structure. Second, works must be undertaken on the inside of the temple, restoring the damaged structural system, its foundation and restructuring, bringing value to the original building elements and ensuring their stability. 6. Project Manager in the works for the Urban Development of accesses to the Parque Lineal del Manzanares in the surroundings of Matadero Madrid, co-financed 50% by the European Regional Development Fund. Date of commission, 26 September 2014 5. Repair and consolidation of roofs, façades and foundation and the restructuring of the Church of the Maravillas (Parish of Saints Justo and Pastor) Date of commission, 12 December 2014. The aim of this management commission is the project management for the "Repair and Consolidation Works on roofs, façades and foundation and the restructuring of the Church of the Maravillas", located in calle de la Palma across the street from calle Dos de Mayo, which include the rendering of services for Works Management, Execution Management, Health and Safety Coordination and Technical Assistance to Project Management. The building as a whole is a municipal asset of a demanial nature. In the current Land-Use Plan (PGOU) of Madrid it is listed as a "Unique Building.” The aim intended for the set of actions proposed are, first, for the consolidation and repair of roofs, eaves and façades, providing roofs with adequate insulation and a fire prevention, fire extinction system, since its wooden The aim of this management commission is the project management for the "Urban Development Works for accesses to the Parque Lineal del Manzanares in the surroundings of Matadero Madrid". The FEDER Madrid Operational Program, located in Paseo de la Chopera No. 14, in the Arganzuela district, which includes the rendering of services for Works Management, Execution Management, Health and Safety Coordination. 104 7. Communication The aim is to publicize the EMVS activities and strengthen relationships with other administrations, companies, organizations and professional associations. EMVS is the focus of numerous workshops, discussions and professional forums that require the presence of EMVS engineers that transmit the lines of work and experience of EMVS in the housing sector, both from a technical viewpoint as well as a social one. 7.1. FAIRS AND CONFERENCES 7.1.1 Real Estate Exhibition in Madrid, SIMA 2014 Quality subsidized housing, accessible, sale, rental and rental with option to buy, with special discounts, was the offer EMVS brought with it to Real Estate Exhibition in Madrid, SIMA 2014. Visitors to the stand were attended by technical staff who provided information about possible solutions to carry out energy rehabilitation in a house or building in order to save money on energy bills. 7.1.2 International Efficient Construction and Rehabilitation Week, SICRE EMVS promotes and encourages energy rehabilitation. Therefore, it has created the Energy Saving and Rehabilitation Service, SAER, a point where citizens can receive advice and support in these matters. EMVS stood out in this line of work through its participation in SICRE, the International Efficient Construction and Rehabilitation Week, which took place from 7-10 May. Energy rehabilitation improves quality of life, permits saving money on energy bills and it encourages sustainability and promotes the creation of jobs. It is essential for EMVS that citizens know the benefits of energy rehabilitation, so their aim is to bring this information to neighbours, so they know what technical means are available and can identify the most suitable 09 Annual Report energy solution in each case and know what has to be done to carry them out. EMVS participated as part of the stand of the National Association of Rehabilitation and Renovation Companies (ANERR), focusing on the diagnostic phase within the rehabilitation process to provide information about possible solutions within energy rehabilitation for a house or building. 7.1.3 XII National Environmental Conference, CONAMA 2014 At the Conference held between 24 and 27 November, organized by the Conama Foundation, an institution that promotes the exchange of knowledge for sustainable development, EMVS made its contribution with a Technical Presentation entitled "Rehabilitation of the Ciudad de los Ángeles in Madrid; Habitability Improvements of a 1950's Neighbourhood using Energy Efficiency Criteria". EMVS also provided printed material about sustainable rehabilitation activities and lines of development of the SAER Program (Energy Saving and Rehabilitation Service) that are being carried out. 7.2 WORKSHOPS CONFERENCES AND SEMINARS 105 7.2.2 Eurocities Environment Forum From 11 to 13 June, the Urban Environment Observatory (OMAU) organized the forum entitled, "Sustainable Cities The Mediterranean Model" to discuss issues of good practice in extreme heat conditions. In this context, EMVS presented the project developed in the Eco-Boulevard of Vallecas called, "Climate Adaptation-Extreme Heat", as an example of initiative in architecture and urban planning for the mitigation of extreme heat. 7.2.3 First Conference on Industrial Efficiency in Architecture, INDUSTRIALÍZATE EMVS participated in the Conference organized by the Official College of Architecture of Madrid (COAM) in which emphasis was placed on strategies and procedures of industrialized architecture. EMVS took part in the round table discussion of institution representatives held on 27 February. 7.2.4 Sixteenth Industry Sector Conference on Housing in Spain The Cesine Group was responsible for coordinating this conference where various current issues concerning housing were discussed. The meeting was opened on February 20 by the EMVS CEO, who positively evaluated public policies to promote the rehabilitation and renting. 7.2.1 New successful business models in times of crisis Organized by Nebrija University, this Workshop was held on 27 February 27 and addressed the topic of the business model based on energy rehabilitation under the title "The Case of NVR the Spanish SME". At the Workshop EMVS presented a paper on "Energy Rehabilitation: Create Need". 7.2.5 Circuito AURhEA (Classroom for Efficient Rehabilitation and Savings) Within the framework of the International Efficient Construction and Rehabilitation Week (SICRE), which was held between 7 and 10 May, this practical space was dedicated entirely to rehabilitation. In this technical forum, 106 EMVS participated in the round-table discussion, "The Administration Confronted with Rehabilitation". transformation of an old early twentieth century industrial building into a modern municipal office space. 7.2.6 College of Industrial Engineering Course 7.4 PROFESSIONAL FORUMS Participation in the Conference of Master_EERIE14 "Energy Efficiency and Integrated Rehabilitation of Buildings" through the presentation, "Management of Public Aid for Rehabilitation” 7.4.1 Second Nearly Zero Energy Building Conference 7.2.7 Participation in Social Forums EMVS has participated in various forums and on committees in the Area of Family and Social Services for the Town Hall of Madrid such as the work group for Madrid, "Friendly City for the Elderly" and the Municipal Workshop, "10 Years of Samur", among others. Within the framework of the International Efficient Construction and Rehabilitation Week (SICRE), a professional meeting was held on 6 and 7 May to address the status of energy-efficient buildings. EMVS took part in this conference as a partner. 7.4.2. Second Conference on Strategies for Energy Building Rehabilitation (ERE2+) 7.3 OTHER ACTIVITIES EMVS was part of the technical committee of this forum meeting and discussion to disseminate and share knowledge concerning energy rehabilitation. 7.3.1 Eleventh Architecture Week 7.4.3 Second Smart Grid Conference The Official College of Architecture of Madrid (COAM) and the COAM Foundation held the Eleventh Architecture Week in collaboration with the Town Hall of Madrid and businesses and institutions such as EMVS. EMVS collaborated in the congress organized by the Tecma Red Group on 27 and 28 October. This meeting was the scene of discussion and the presentation of the latest trends around smart grids. EMVS proposed several activities to bring the municipal architectural work being done to citizens. From 3 to 12 October EMVS scheduled several guided tours of several energy rehabilitated buildings or those in the process of being rehabilitated in the Ciudad de los Ángeles, as well as the Carabanchel Ensanche 21 promotion which was a new construction with a D energy rating. 7.4.4 First Intelligent Building Workshop As in previous years a course was conducted by EMVS headquarters highlighting rehabilitation process and EMVS participated in the meeting held on 6 June with the theme, "New construction and rehabilitation. Analysis and identification of differences in processes and solutions for intelligent buildings". 09 Annual Report 107 7.4.5 Third Smart Grid Workshop 7.5.3 Baumit Award for European Façade of the Year On the table for discussion on 10 January was the theme, "Smart Grid Transport, Distribution and Storage". In the First Life Challenge 66 Contest a jury of 15 renowned architects, unanimously chose the "Vallecas 47" Project as the best project from the architectural studio Untercio, which eventually earned it the top award in all categories, the Baumit Life Challenge Award. 7.4.6 WWF Spain Workshops EMVS leads various sustainability and innovation projects related to sustainable rehabilitation. Thus an important information outreach and dissemination to citizens is essential. Therefore, EMVS has collaborated in the workshops carried out by WWF Spain in the district of Manoteras. 7.5 AWARDS During 2014 EMVS received the following awards: 7.5.1 Ninth Ibero-American Biennale of Architecture and Urbanism (BIAU) Held in Rosario (Argentina) in October, the Vallecas 34 Promotion, by architect Guillermo Vazquez Consuegra, with 165 homes was awarded. 7.5.2 Madrid Real Estate Developers Association (ASPRIMA) EMVS received two Mentions in the category of "Best performance in public initiative for new housing " for the following developments: ? Arroyo Butarque RC-11 by architects Ramon Gonzalez Carballada and Mathias Schütte, with 174 homes. ? Carabanchel 23 by architect Eduardo Vadillo Ruiz, with 48 homes. Vallecas Ensanche 69 by architects Rafael Olalquiaga Soriano and Paul Olalquiaga Bescós, with 163 homes. 7.5.5 Tenth Dubai International Award for Best Practices The two practical studies presented in the competition by EMVS were rated "GOOD". With these awards recognition is given to those contributions that improve the living conditions, and this recognition was obtained with the Projects "Network Program for Solidarity Housing" and "Social and Urban Regeneration in the Colonias Municipales de San Francisco Javier and Nuestra Señora de los Ángeles". 7.6 INSTITUTIONAL RELATIONSHIPS Throughout 2014, numerous institutional and private visits have been made to EMVS by people interested in learning about the characteristics of the municipal protected housing, from both the viewpoint of architecture and the housing management model as well as the rehabilitation processes and neighbourhood urban renewal: ? The provincial government of Gyeonggi (South Korea) was interested in knowing about Madrid's Housing and Urban Planning Policy and also the economic management of the Public Administration. On this occasion, a delegation from this government visited Madrid on 9 and 10 January. ? Among the activities planned at the Twelfth International of Film and TV Festival on Urban Life and Ecology, (Urban TV), a guided tour was given of the various "corralas" buildings in the Lavapies neighbourhood. The tour was conducted by two engineers from EMVS who offered a social, historical, cultural and architectural view of this type of building so typical of the city of Madrid. ? A group of French representatives belonging to ADO Habitat, a Departmental Association of Housing Agencies in Ille-et-Vilaine (Brittany), visited EMVS to learn about the policy and experience in the area of social housing. In addition, they visited various promotions in new neighbourhoods in Carabanchel, Vallecas and Sanchinarro. ? A delegation mainly composed of architecture students awarded by the government of Gyeonggi Province (South Korea), toured promotions in Villa de Vallecas. ? Architects from "Holscher Nordberg" Studio, Denmark, made a study trip to Madrid to focus primarily on the Carabanchel 21 promotion. To extend their visit, they were guided through the new Carabanchel and Vallecas neighbourhoods, where they learned about some of the more outstanding promotions. ? A delegation from the Centre for Renewable Energy and Energy Efficiency (ECREEE) of the Economic Community of West African States (ECOWAS) visited some of the energy rehabilitated buildings in Ciudad de 09 Annual Report 109 los Ángeles, as an example of an energy efficiency model. The architect and urban planner Antonio Ribeiro, of the Throughout the year a total of 2,732 movements of safeguarded documentation requested by the Company's internal departments have been made and 3,487 new referrals and documentation have been handled. Prefecture of Sao Jose dos Campos (Sao Paulo, Brazil), visited the EMVS headquarters interested in learning about the development of Madrid's housing policy and urban planning. ? Students from the University of Castile-La Mancha, School of Architecture of Toledo, visited to learn about the characteristics and conditions of a neighbourhood undergoing integral rehabilitation and urban renewal in October 2014. ? Teaching session and visit to the Ciudad de los Ángeles Rehabilitation Area in the Energy Rehabilitation Course organized by the School of Industrial Organization (EOI). ? Teaching session and visit to the Ciudad de los Ángeles Rehabilitation Area in the Energy Rehabilitation Course organized by the Association of Industrial Engineers. 7.7 DOCUMENT MANAGEMENT The documents produced by EMVS in the carrying out of its functions and as a witness of its activities are kept in the organization's Document Management Centre. Changes in the areas of action are controlled from the Document Management Centre which includes: 7.7.1 Archive At the end of 2014 the general archive, held 4,826 linear meters of documentation and applies the General 7.7.2 Library In 2014 a total of 2,844 titles from our library collection were donated to organizations specializing in architecture, urban planning and administrative bodies of the Community of Madrid, and 831 copies to EMVS employees. 7.7.3 Documentation Centre and development of training practices The Document Management Centre has welcomed and helped a large number outside researchers in their search for information and documentation for their studies and doctoral theses. It has also developed a training practice activity within the History of Art degree from the Faculty of Arts at the Autonomous University of Madrid. 110 To comply with the provisions under Law 10/2012 on prevention of money laundering, a training course was given this year on the Prevention of Money Laundering which was taken by 214 workers. 8. Human Resources 8.1 TRAINING PLAN 2014 The 2014 Training Plan was developed following a careful and thorough analysis of the data collected in the Training Needs Detection process through interviews and questionnaires administered to both workers as well as their managers, transforming the needs identified into training needs to improve the professional skills of the workforce. During the Training Plan development process a total of 256 applications were handled for training. Among the most popular were those belonging to the area of communication and skills followed by computer applications. The table shows the participation by training areas: NOT INCLUDE IN THE PLAN 12,89 % SPECIALIZED AND TECHNICAL 26,17% COMPUTER APPLICATIONS 28,13% COMMUNICATION AND SKILLS 32,81 % The evaluation on the quality of the training course was measured by the results of the questionnaires for evaluating the satisfaction of those attending the training course. The data collected in these questionnaires reflected a high degree of satisfaction with an overall evaluation of 3.4 points out of 4. Since 2007, the EMVS Training Plan has hosted the grant for the lifelong learning model assigned by the Tripartite Foundation for Training in Employment. 8.2 OCCUPATIONAL HAZARD 2014 8.2.1 Preventive activities in health surveillance In 2014 EMVS continued with the actions taken on health surveillance providing workers with the possibility of having a health check-up on a voluntary basis. The total of 152 workers underwent the medical examination representing 54.09% of the total workforce. In addition to these activities, workers who so requested could be administered this year's FLU vaccine. 111 Preventive measures carried out in the area of safety at work at different centres of the Company Giving continuity to Risk Prevention, EMVS has developed the following activities at the various work centres: ?
