La volatilidad de la deuda soberana que está viviendo Europa
ha puesto de actualidad las cifras sobre déficit público y siste
ma fiscal, ya que los estados tienen que hacer un esfuerzo para
contener sus desequilibrios, reafrrmando a los mercados su
capacidad de solvencia. La consolidación fiscal puede hacerse
tanto por la vía de reducción del gasto como por la de incre
mento de la eficiencia en la recaudación. Para poder analizar
mejor esta última hoja de la llamada tijera fiscal, este número
de Índice versa sobre las principales fuentes de infonnación
sobre los ingresos tributarios y su composición.
Iniciamos este número entrevistando a Carlos Ocaña, Secre
tario de Estado de Hacienda y Presupuestos, sobre los avances
y el elevado nivel alcanzado por las estadísticas tributarias en
España.
Hemos contado con la inestimable colaboración de los respon
sables de las estadísticas de la Agencia Estatal de la Adminis
tración Tributaria (AEAT), principal productor de estadísticas
de tributos. En primer lugar, Santiago Diaz de Sarralde nos
ofrece una visión general del trabajo realizado por la AEAT y
del amplio número de estadísticas derivadas de la explotación
de la información tributaria. Por su parte, Rubéu Femández
de Santiago detalla todo aquello que podemos encontrar en el
Informe Anual de Recaudación Tributaria (lART). A continua
ción, M" Luz Gómez junto con Susana Márquez, Natalia
Losa y Luis Miguel Martín nos detallarán las principales es
tadísticas elaboradas por la AEAT.
En el análisis tributario resulta necesario poder efectuar com
paraciones internacionales. En el artículo de Miguel Angoitia
y Amparo de Lara se detallan las principales fuentes a con
sultar para encontrar información comparable. Para tenninar,
María Goenaga y César Pérez, del Instituto de Estudios Fis
cales (lEF), analizan el barómetro fiscal del Instituto de Estu
dios Fiscales como herramienta para la medición de la opinión
de la sociedad sobre los tributos y las posibilidades de simula
ción y análisis que ofrece el panel de datos de IRPF para la po
lítica Ílscal.

La Revista Española del Tercer Sector es una publicación académica con vocación
científica, que nació a finales del año 2005 para el análisis de los temas que afectan al
Tercer Sector.
La Revista se dirige a todas las personas e instituciones que trabajan en el Tercer
Sector y a los estudiosos de los problemas derivados de la pobreza, la desigualdad y la ex
clusión social, del análisis de las causas y efectos, así como de las políticas y medidas que
pueden corregirlos. También a cuantos se relacionan con tales entidades y tales áreas de
interés general, desde los responsables de las políticas relacionadas, a las empresas que
interactúan con aquellas entidades.
