PORT ROAD PROJECT CONSTRUCTION
MOTACUCITO - MUTÚN - PUERTO BUSCH
1. JUSTIFICATION
The Bolivian Pantanal region has the beneficial effect of being in the Paraná
Paraguay’s waterway area, which constitutes the best alternative access to
the Atlantic Ocean, main access to markets on the East Coast of North
America, Europe, also via the Mediterranean Sea, to Asia.
Bolivia needs to access a sovereign outlet to the Paraná Paraguay
Waterway, such geopolitical reasons, and for reasons of economic and
institutional
development.
The general development of Bolivia and the Bolivian Pantanal region in
particular requires appropriate, effective and rational exploitation of the
resources at its disposal without compromising the environment.
The exploitation of the available resources of the Bolivian Pantanal region
includes the exploitation of strategic resource of the Mutún iron deposits,
besides the general cargo (dirty and clean grains, dirty and clean fluids and
steel products) to be transported by the Central Bi-Oceanic Corridor
Railway, which would use as an alternative to export and import through the
Paraguay – Parana Waterway.
Likewise in the medium term the mineralogical resources’ exploitation of
Mutún will generate a exportation significant cargo that requires an effective,
economically viable and environmentally sustainable conveyance.
For these reasons, the Government of the Plurinational State of Bolivia,
through the Ministry of Public Works and Housing Services and specifically
the Vice Ministry of Transportation requires the implementation of a
exportation route that allows access in a sovereign way to the ParaguayParana Waterway taking care to preserve the environment’s region where
the "Pantanal" is the best-preserved area around the South American’s
Pantanal with regions of ecological features that do not exist elsewhere in
the world, with a ecosystems’ diversity, habitats, vegetation and wildlife not
present in other areas, characteristics that have promoted the declaration of
National Integrated Management Area (IMNA), National Park and also a
RAMSAR site.

The Port Road Project Construction of Motacucito - Mutún - Puerto Busch, is
a transportation project that focuses the development of the minerals
industry and Mutún’s derivative products area, besides the general cargo
(dirty and clean grains, dirty and clean fluids and steel products) to be
transported by the Central Bi-Oceanic Corridor Railway.
The recommended alternative is a railway of about 131.00 Km from
Motacucito. - Mutún -... Puerto Busch, with four stations (Empalme Prog 2 +
400, Mutún 1 Prog 16 + 200 29 + Prog Mutún 2 160, and Puerto Busch
Prog. 130 + 071), and two detours for trains's crosses in Prog.62 + 586 and
95 + 162.
The start of the railway is located approximately 16 km west of Puerto
Suarez, based on the current railway, which connects Santa Cruz with the
Quijarro’s town, border with Brazil.
From Motacucito, the railway is oriented southward. Since kilometer 33,
railway meets the connecting road of Puerto Suarez-Puerto Busch,
continuing parallel to the west edge of the latter. This situation remained
virtually unchanged until kilometer 120, where the railroad bankruptcy in
South-East direction until you find the chosen site for the Port on the
Paraguay river’s margins.
Likewise it is proposed the implementation of a functional port
(implementation of conveyor belts, weighing scales, and shunting yard
operations) with initial operational capability of 10 MTA with tentative
projection to 18 MTA.
2.1. Project objectives
The main objective of this project is to facilitate the transport of minerals,
steel, oil products, general cargo in containers and hydrocarbons through
the Paraguay – Parana Waterway, allowing interconnection with the fluvial
and maritime system, providing an alternative to the country for the
movement of import and export goods, positively affecting the trade balance
of the country in general, and promoting socio-economic development of the
country’s southeast in particular, taking into account conservation and
environmental protection.
Also inside the project the following specific objectives are proposed:
• Expand and strengthen national infrastructure, particularly in the Paraguay
– Paraná Waterway, through the implementation of import and export route
for Mutun’s minerals and steel products, hydrocarbon products, as a priority
and oil products, general cargo in containers (short / medium / long term).

• Contribute to National Development, allowing rational and optimized vast
natural resources available in the country use.
• Having a sovereign outlet to the Atlantic using the Paraguay – Parana
Waterway, boosting its development in geopolitical and geostrategic terms.
• Strengthen National Sovereignty and boost socio-economic development.
• Promote and contribute to strengthening the Polo Country Development,
under the Social Economic Development Plan (PDES) 2012-2015.
• Creating new job opportunities for skilled and unskilled of the Germán
Busch’s province and the country.
With the implementation of the project it is pretended to perform the design,
execution, quality control and commissioning of the Port Road Project
"Motacucito - Mutún - Puerto Busch" in order to provide a transport which
focuses on the development of the minerals industry and of products
derived from Mutún area, besides the general cargo (dirty and clean grains,
dirty and clean fluids and steel products) to be transported by the Central BiOceanic Corridor Railway, thus promoting economic and social
development in harmony with the environment .
2.2. Project location.
The start of the railway is located approximately 16 km at the west of Puerto
Suarez, based on the current railway, which connects Santa Cruz with the
Quijarro’s town border with Brazil.
From Motacucito, the railway is oriented southward. Since kilometer 33,
railway meets the connecting road of Puerto Suarez-Puerto Busch,
continuing parallel to the west edge of the latter. This situation remained
virtually unchanged until kilometer 120, where the railroad bankruptcy in
South-East direction until you find the chosen site for the Port on the
Paraguay river’s margins.
The Port Road Project Construction of Motacucito - Mutún - Puerto Busch
(PVPMMPB) is located in the Puerto Suarez’s town, first section of the
Germán Busch province of Santa Cruz department, comprising a long strip
(in North-South direction) that covers about 131 km , the full extent remains
very close to the eastern border with Brazil.
The project starts in Motacucito, intermediate station on the eastern railway
route that connects Santa Cruz with Puerto Quijarro and extends southward
through the Corridor Dionisio Foianini along the Paraguay River until
reaching the proposed future site Puerto Busch.

The project is located inside the Bolivian Pantanal’s area, an area with a
high concentration of biodiversity. This ecoregion from the environmental
point of view, is highly productive and diverse. Additionally, the Bolivian
Pantanal region categorized as RAMSAR site, making it even more relevant
in the international context. Likewise, in this same area is located the PN
IMNA (National Park Natural Integrated Management Area) Otuquis, which
corresponds to a wildlife reserve with high biodiversity.

2.3. Project’s basic parameters.
• Approximate length of the railway: 131km.
• Gauge meter (1,000 mm).
• Diesel Train.
• Welding aluminotermia for rails.
• Minimum bending radius: 300 m.
• 25 ton axle load.
• Reel of 57 Kg / m.
• monoblock sleepers, prestressed concrete.
• environmental licensing.
• The project includes: design, execution, quality control and commissioning
of the road project Motacucito Port - Mutún - Puerto Busch.
• Minimum requirement of stations: 4 cargo and passenger stations (Station
Empalme, MUTUN 1 (RC) station, MUTUN 2 (ESM) Train Station and
Puerto Busch.)
• Maintenance Station.
• Simple and two-way Road in sectors to be determined by the study.
• Design speed of 100 Km / hr.
• sidings Cruces.
• Signalling, CTC (CCO) and ATP Communication System.
• The way stations must be embedded in reinforced concrete.
• It should be forecasted the provision of rolling stock, according to the load
demand be determined by the study.
• Runtime: up to four years.
• Training and operational assistance to the contractor.
• Maintenance by the company for a period of three (3) years after final
delivery of the work.
• The cost for the project submitted must consider the turnover of the total
cost of the work and all taxes by law, in force in the Plurinational State of
Bolivia.
• initial tentative operational capacity of the port of 10 MTA, with tentative
projection of 18 MTA.
• Conveyors for the port, with minimal operational capacity 1,500 ton / h.

These are basic and elemental parameters, which are not limiting.
2.4. Products defined in the project.
The modality of the project will be under a key in hand contract, that’s why it
is definite the presentation of the following products:

a. Technical Design Studio Preinvestment, it will identify the appropriate
location of the project site, develop the technical, social, economic
(budget work), legal, financial, technological and environmental studies
required for project implementation.
b. Project execution and implementation, methodologies, materials,
machinery, staff, equipment needed to build the project will be
established.
c. Quality Control, a adequate team of professionals will be defined
adequate to ensure quality project implementation.
During the course of the works’ execution, the Contractor shall submit,
Monthly progress reports, technical and economic evaluative not repetitive
and narrative.
Reports to Deliver
In order to keep the Contracting constantly informed about the progress of
the turnkey in hand project, the Contractor through its Monitoring and
Control Equipment (Supervision), submit the following reports to the
CONTRACTOR for review:
Initial Report
An initial report on 6 printed copies and 3 digital copies editable in the fifteen
(15) days after receipt of the order to proceed, containing a detailed
program of their activities and indicating how it intends to implement and
complete the work during periods of program days study and execution of
the work.
In this report, the Contractor shall adjust and / or ratify the programming of
the works of the key in hand project, presented in its proposal, it must also
indicate the work fronts to use, scheduling their mobilization, how to address
maintenance pathway for the duration of project implementation and all
aspects that the Contractor considers necessary in the stages of design and
construction of the port road project.
The programming presented in this report, once approved, can only be
changed with the written approval of the CONTRACTOR.
Technical Report Pre-Investment Study
Technical report of pre-investment study must be submitted in 4 hard copies
and 4 editable digital copies, which must be delivered to the CONTRACTOR
within 120 (one hundred twenty) calendar days from the Order to Proceed,

containing the Final Design alternative alignment chosen for the project.
This document must attach all the documents produced by the Contractor at
this stage, such as field studies, technical memories, calculation memories,
plans to detail, Metric Calculations, Financial and others.
This study must be approved by the Employer, to become subject to
payment according to the scope, terms and percentages established.
The Contractor is directly responsible for coordinating with the Control and
Monitoring Team (supervision), with the Fiscal or monitoring engineer and
Specialists Technical Unity of Railways, in order that the product will be
approved in the shortest possible period taking the observations and the
corresponding complementation.
Monthly Reports of Work
The Contractor submits to the Client, Monthly Reports of progress, technical
and economic evaluative not repetitive and narrative, in 3 printed copies and
3 digital copies, including specific and photographic reports, to be delivered
before the 15th day of the following month, together with the certificate
Payment in 4 printed copies and 3 digital copies. Progress Diagrams of all
phases of construction will be included. These reports cover the following
aspects:
• General, succinctly describing history, such as: Finance, Service Contract
and Construction Contract.
• Brief description of the project, indicating location, length and Key
Features.
• Brief description of the object key in hand project.
• Ratio of staff assigned to the project, progress made in the work, the
Contractor Description of tasks performed and amendments to the Project.
• Contract Administration, related directives and change orders approved or
are pending and have been provided in due time.
• Financial information including available resources, assignments,
construction and engineering expenses in the month and accumulated, cash
flow curve.
• Summary of the most significant correspondence that was sent/received
during the month between the Consultant / Developer and the
CONTRACTOR in relation to the Project.
• Photographs showing the activity in the works.

• Activities carried out by the Contractor: Your organization, capacity
demonstrated by the technical staff responsible, available work equipment
indicating quantity, quality, health and performance for an assessment of
their potential to fulfill the plan of work within the contract period.
• Progress of the work by description of the progress made in the main work
items. Work schedule analysis, influence and recommendations to level the
same in case of delays.
• Graphs that shows the overall pace of progress of the work compared to
the current schedule.
• Summary of the most significant correspondence that was cursada during
the month between the Contractor and the Control and Monitoring Team
(supervision) in relation to the Project.
• Recommendations to increase the pace of items considered critical to
meet the contractual deadline, by increasing equipment, personnel and / or
changes in the construction procedures and other technical aspects.
• Report on the difficulties that can be anticipated in the future and
recommending measures to be taken to reduce its effects in relation to the
progress of works.
• Provision of materials reporting on compliance with the plan of stockpiles
and their relation to the current work plan.
• Quality of work performed and materials incorporated into the work.
• Monitoring and control the purchase and storage of building materials.
• Information on the implementation and progress of the Implementation
Plan and Environmental Monitoring (PASA).
In case of failure to submit monthly report by the deadline, the Contractor
shall be liable to the fine established by contract.
Executive Reports
Monthly Reports Executives in 3 printed copies and 3 digital copies,
providing succinct regular information from the Project, including the
Contractor's specific recommendations on issues that arise in work,
evaluative criteria and opinions on the progress of work. These Reports
Executives should not have more than 3 pages, which are described
concisely and briefly the most important aspects that occurred during the
month.

Special reports on specific topics of the project.
Special Reports on 2 printed copies and 2 digital copies, when issues or
problems, given their importance, affect the normal development of the work
presented, the Contracting Party may require the Contractor to develop
Special Reports, without implying any increase in the cost of services. The
deadline will be determined by the Employer according to the problems of
the work. In these cases it will rise Team Control and Monitoring
(Supervision) a detailed report on the subject, containing the
recommendations of the Contractor to the Employer to take the right
decisions. In case of default in the presentation of the Special Report within
the period provided at the request of the Prosecutor or the Employer, the
Employer shall be liable to a penalty payment.
Final Report
Final report on the construction of the work in 6 hard copies and 3 digital
copies within 30 days of final acceptance, the detailed description of the
volumes of work performed, construction costs, quality control, personnel
and equipment used, compliance later, faced problems and solutions
adopted, acceptability of the finished work, and any other relevant aspect
occurred during the execution of the work and recommendations for future
maintenance and suggestion for the execution of works in the future. This
report must contain a volume of planes "finished work" (as built), of which
three (3) is present in normal size and fifteen (15) in double letter size small
size. In case of failure to submit the final report within the deadline, the
Contractor shall be liable to fine.

2.7. Estimated project duration
Bidding and award process: 0-3 months. From the order to proceed, the
contractor shall have a maximum period for the implementation of the
project: 4 years.
3. FINANCING’S EXPECTED COST
The approximate cost of financing plans is: $us.500,000,000.00 (five
hundred million US dollars).
