puerto de Bilbao 37 Bilbao specialises in roll-on/roll-off transport Last April Spain and France launched a tender to select one or more seaway projects between Spanish ports and ports in France in the Atlantic-La Mancha-North Sea Front. Of all the bases of the tender it stands out the high requirements the have been established; frequency is the most outstanding one. According to the authors, the conditions shall guarantee successful services and effective subsidies. Thus when the time comes to implement the seaways the service must operate with a minimum frequency of four departures per week and seven per week in each direction after two years. While the terms and requirements of the tender may be based primarily on the provision of services, shipping companies deciding to participate in the tender should not forget that they shall be required to have a port that offers the entire set of services essential to developing this type of transport. The port of Bilbao currently offers a broad and varied set of maritime services to Atlantic Europe for both containers and other types of cargo. Part of its extension work has focused on the design and building of docks to cater to this type of traffic. Some important data shows that in 2006 50% of the port's dry cargo originated or was destined for countries in Atlantic Europe. Docks A1 and A2 of the port of Bilbao have increased their container loading/unloading capacity to approximately 1.1 million TEUs; while reorganisa- tion of the docks for general cargo doubled capacity in the last two years. Finally the Port Authority has built a specific dock (A3) for rolling cargo transport (rollon/roll-off), measuring 270,000 m2 with a 910 metre berthing line. In addition Port Authority intends the supply to go ahead the demand through the implementation of a new dock (AZ3), by the end of the year, for general and rolling cargo, measuring 200,000 m 2 and 800 metres long. Both docks (A3 and AZ3) have a draught of 20 metres, and like the other docks in the port of Bilbao, they are directly connected to the national network of highwaysy, as well as the national train network. This Spanish-French tender is the first of its kind in Western Europe to integrate the SSS with the Trans-European Transport Network, and it is also the first to employ a high frequency and quality service concept of seaways. The conditions of the tender are a challenge for shipping companies who may find an ally in the port of Bilbao. José Ángel Corres, Chairman of the Port Authority of Bilbao Camilo Álvarez, Chairman of UniportBilbao tender to automate Orduña-Miranda The Ministry of Transport has announced plans for a tender next July to work on the implementation of a system of automated control in the Orduña-Miranda de Ebro section, measuring almost 63 kilometres. It shall affect the railway between Bilbao and the aforementioned Burgalese locality. The budget for the bid is 23 million euro and shall include the installation of an automatic blocking system that will increase both rail safety and capacity between Bizkaia and Central Spain. Bilbao's port community has long been calling for the modernisation of this section of railway in order to facilitate a greater volume of cargo transport by rail; an essential complement to maritime transport for mid and long distance hinterland areas, from the point of view of port companies. There are currently 74 deliveries/receptions of railway services per week, with origin/destinations: Madrid, Valencia, Barcelona, Murcia, Almería, Álava, Guadalajara (Azuqueca) and Burgos, among others. Over half of these services are for container transport. On the other hand, the port community's commitment to intermodal transport is reflected by the Port Authority's participation in the dry port and depot of Azuqueca de Henares (Guadalajara), in the dry port of Coslada (Madrid), in the promotion of a dry port in Burgos and in the container base in Vitoria-Jundiz. The latter platform, in which private companies are shareholders, aims to improve transport management in southern and eastern port of Bilbao's hinterland, of which the provinces of Álava, Navarra, Burgos, La Rioja and Zaragoza form a part. The APB has made an investment of close to five million euro to build and equip the new building which is situated on a 9,700 m2 site with a built surface area of 3,800 m2 and 16 inspection docks. The UniportBilbao work group also ratified its commitment to continuing with the “within-24-hours inspections” objetive, considered from the moment it has been applied for; just the way it has been providing for the last several years. Port community will approve The work group is regularly formed by: customs clearance companies (Aduter, Altius, Asthon Cargo, Marítima del Estrecho), terminals (Abra Terminales Marítimas, S.A. - ATM, Bilbao Atlantic Fruit Terminal - B.A.F.T, Terminales Marítimas de Bilbao S.L - TMB), Public Administration (Port Authority of Bilbao, Customs Administration, Ministry of Health, Ministry of Agriculture and Fishing, Ministry of Economy and Commerce), as well as the BID manager (Consorcio del Depósito Franco de Bilbao) and other organizations (ATEIA, Colegio Oficial de Agentes y Comisionistas de Aduanas). At the last meeting CB Bilbao joined on behalf of road transport companies and Maersk and Hapag Lloyd joined on behalf of maritime companies. Container traffic new bylaws this month grows 7% The first General Meeting of the year will take place on 27th June, and it is estimated that the members of UniportBilbao will approve new bylaws to grant representation to each sector based on its weight in the organisation. The Meeting will also cover activities planned and carried out during year. Containerised cargo was calculated at 2.34 million tonnes (+8%), while general cargo rose 11% to 1.53 million tonnes. Another key factor in the growth of port traffic in Bilbao in the first five months of the year was the increase of 4% in bulk liquids, bringing the total volume to 9.34 million tonnes. Solid bulk was at the same levels as last year, accounting for 2.06 million tonnes. Frigorífico Gracia: new member Frigorífico Gracia, specialised in refrigerated storage, has recently become a member of UniportBilbao, bringing the number of members of the port community to 146. Frigorífico Gracia is equipped with eight refrigeration chambers representing a total surface area of 1,600 m2 and a capacity of 8,000 m3. In effect • ORDER MFOM/734/2007 of 20 March, by which the Directive on the Basic Law on Inland Traffic was developed to cover matters such as authorisation for transport of cargo by road. This directive entered into force on 16 April 2007. • Letter nº 4 of the Department of Agriculture and Fishing of Spain which prohibits the fumigation of wood packaging material (including dunnage) wood in ports. This Letter entered into force on 1 June 2007. • On 30 April 2007 the European Parliament approved a new legislative package on maritime safety which comprises four directives and one regulation. The new legislation establishes that the community framework of information on maritime traffic regulates the use of refuge ports and clarifies the activities of vessel inspection bodies. It also covers investigations following an accident and clarifies sea passenger transporters' responsibilities in the event of accidents. Pending • European Commission Proposal of 4 June 2007 to the European Parliament and Council to rewrite existing legislation concerning access to the road transport market, which would affect regulations (CEE) n° 881/92 and (CEE) n° 3118/93 and Directive 2006/94/CE. MacAndrews has increased the amount of available slots on its weekly service to the United Kingdom and Ireland by 35%, by replacing the Döerte vessel with the new Meriwa vessel connecting the port of Bilbao to the ports of Liverpool and Greenock. This ship complements MacAndrews' weekly service to Dublin and Liverpool. MACS, the German shipping company represented by Vasco Catalana de Consignaciones began a direct regular service between Bilbao and ports in South Africa, Namibia and Mozambique for conventional and container cargo. MacAndrews began a weekly service for containers between Bilbao and the east coast of the United States via its representative ANL. The new offering is supported by its 'feeder' service between Bilbao and Liverpool every Monday and Friday. In Liverpool the 'feeder' connects with a ship that calls in New York, Baltimore and Norfolk. The Association of Shipping agents and Stevedores commemorated its 85th anniversary by celebrating a conference entitled "The present and future of ship consignment and stevedoring in the Port of Bilbao". Cimatrans Soluciones Logísticas has extended its installations by implementing a new building in the Abra Industrial site in Ortuella, and another one in Lutxana-Barakaldo. In addition to container loading and unloading operations and customs warehousing, Cimatrans develops, since 2006, transport services for FCL and LCL cargoes. Delphis Iberia, represented by Artiach Zuazaga has added a greater capacity vessel to its container service to Northern Europe. The new ship will be called Sebas. Samskip Multimodal Container Logistics has incorporated the ship Geest Trader into its "Iberia Service" line replacing the Geest Merchant. It has also chosen Friday for its fixed weekly call in Bilbao, connecting with the ports of Tilbury and Rotterdam for container merchandise. The portfolio of Paceco España's orders has increased over the first half of the year to provide five Portainer cranes for Grupo Boluda terminals. In addition, Grupo Contenemar requested two additional cranes for December. The company Samskip has acquired the door-to-door business unit of Delphis Team Lines. The acquisition will take effect on 1 July 2007. The company is in Bilbao represented by Samskip Multimodal Container Logistics. Bunge and Atlántica promote traffic in the industrial zone In the industrial zone of the port of Bilbao Bunge Ibérica and Atlántica de Graneles y Moliendas plants - both recently inaugurated - are equipped to contribute 1.75 million tonnes of traffic a year. The two companies are located at the Punta Sollana Dock in Zierbena, and together occupy a total surface area of 125,000 m2. Multinational Bunge Ibérica has implemented a crushing plant for oil seed for use in flour manufacturing. The company will build premises and warehouses to help handle and distribute merchandise via different modes of transport. Between 25 and 28 September Bilbao Exhibition Centre (BEC) will house the Cumbre Industrial y Tecnologica (Industrial and Technological Summit). This event already has 80% reservations thanks to applications from over 550 companies. Viajes Galea has reached an agreement with Banco Sabadell Atlántico to give a discount of up to 10% on holiday packages. Bilbao: first Port Authority certified in accident prevention The Port Authority of Bilbao recently obtained a certificate for its accident prevention management system, using OHSAS 18001 methods, making it the first port authority in Spain to achieve this recognition. Lloyd's Register Quality Assurance (LRQA) carried out the audit. Since 1998, the Port Authority of Bilbao has supported the implementation of integrated management models in accordance with ISO quality directives.
