Deputy Chris Schaub, EOW 9/26/12
T
he Broward County PBA joins the BSO family
in mourning the loss of Deputy Chris Schaub,
who served the citizens of Broward County
with honor for 22 years. Chris was seriously injured
in a traffic accident on the afternoon of September 26.
He was airlifted to Broward Medical Center, but died
later that evening.
The crash occurred at the intersection of West McNab
Road and North Andrews Avenue in Pompano Beach.
Dep. Schaub was on duty, riding his BSO motorcycle,
when it collided with a silver Mercedes-Benz. The
crash was still being investigated at press time.

Chris served many years as a detective before joining motors a few years ago. He was 47 years old.
Our condolences to his family, daughter Kaitlyn, and son, Deputy Timothy Schaub. Chris will be
missed dearly.

sheriff

SO’s deputies and sergeants bargaining unit has reached a tentative
agreement with the sheriff on their 2012-2015 contract. It now goes to
the members for a vote.
If ratified, deputies and sergeants would be receiving a 2% COLA on October 1, 2013 and an
another 2% on October 1, 2014. A step increase is included for those who are not topped out. Additionally, there will be no increase in insurance premiums, co-pays or deductibles for the length of
the agreement.
Other changes include a reopener in the second year related to accrued sick leave payouts for
DROP participants from city pension plans. The grievance procedure will also change, altering the
makeup of the AAB (Administrative Appeal Board). This article will have reopeners in years two
and three.

President’s Letter
I
n the last presidential election, out of 206 million eligible voters, 75 million did not
vote. This November, not only is the presidency at stake, but numerous federal, state
and local positions are also up for grabs. These elected officials could be making decisions that affect you, your families and all of us for generations to come. As citizens,
each and every one of us has the right to choose who will be making those decisions. No
matter who you are, your vote counts the same as anyone else’s. Never forget that many
people have fought and died, and some continue to fight and bleed, for you to have that
right.
Voting is your right and your responsibility; it’s your chance to make a difference. Elections are sometimes won by microscopic margins. You have a say. Make sure your voice
is heard on November 6th. Make sure you are a registered voter and commit to GET
OUT AND VOTE! Don’t leave your right up to others.
Three incarcerated scumbags had their presumptive parole release dates (PPRD) reviewed in front of the Florida Parole Commission on August 8th in Tallahassee. All three
were involved in the 1974 murder of Fort Lauderdale Police Officer Walter D. Ilyankoff.
In the cases of Alvin Lewis and George DeCosta, the Commission left intact the suspension of their PPRD’s of 1/3/97 and 6/22/96 respectively. Both will not be re-interviewed
until May 2019. In the case of Henry Robinson, the Commission extended his PPRD by
48 months, thus making his presumptive parole release date 6/18/2056. At the PBA, we
will never forget!
On September 11th, I sat as a Commissioner of the Criminal Justice Standards and
Training Commission for Probable Cause Hearings in Orlando. There were 115 cases on
the agenda: 98 for Moral Character Violations, nine for Felony Violations, two for Misdemeanors Involving Perjury or False Statement, 6 for Violation of Commission Ordered
Probation. Of the 115 cases, four were removed, one was pulled for insufficient information, five were No Caused, five were issued Letters of Guidance, five were entered into
Probable Cause Intervention and in the remaining 92 cases Probable Cause was found.
Again I urge you to vote “yes” for the retention of all three of the Florida Supreme Court
Justices on the ballot. These could possibly be the most important races on the entire
ballot. They will be voting on our pending lawsuits against the wrongful injustices and
unconstitutional harm that has been done to our retirement, paychecks and benefits. If
these justices are not retained, then Governor Scott will chose people who think like he
does to replace them. People who will continue the attacks on your pay, pensions and
benefits. People who definitely do not have your best interest at heart. And remember to
vote the entire ballot. The retention of Supreme Court Justices is usually the last items
on the ballot.
Remember, reflect and honor those who have given their all in service to their country
to preserve our heritage of freedom. And as always, keep those who are serving in our
Armed Forces in your thoughts and prayers and also please pause for a moment to remember those brave souls who have not yet returned home – POW, MIA, KIA.
We are proud to represent each and every one of you who is brave enough, proud
enough and strong enough to wear the badge. You are among the best in Broward
County, the State of Florida and the Nation. I thank each of you and your families for
your sacrifices, your hard work and the risks you take.

Why Your
Membership Matters
Report: Fewer unions, lower
pay
U
nion membership has dwindled over the years and it’s having a negative impact on pay for the middle class.

A report from the Economic Policy Institute in Washington, DC
says that less unionization is to blame for low-paying jobs across the
country. Unions generally raise pay at the bottom and middle of the
pay scale, so declining union membership means lower wages.
Workers covered by a collective bargaining
agreement earn about 13.6 percent more
overall than those that aren’t. Unionized
workers are 28 percent more likely to be
covered by employer-provided health
insurance and almost 54 percent more
likely to have employer-provided pensions, according to the report.

Deputy John Meiers and his family after
the loss of their son, Cody, to cancer. Kudos
to Eduardo for donating the prize back to
John and his wife.
The raffle raised over $4,400 for the Meiers
family to help them in their time of need.

State Budget: Good
News & Bad News
A
new forecast by state economists say
that 2013 may be a good year
for the Florida budget. The
report shows the state bringing in
enough revenues to fund public
schools and health care programs
and have roughly $1 billion in
reserves. This news comes after
several years of budget shortfalls.
That’s the good news. The bad news is that Governor Rick Scott will
likely take advantage of the situation by going forward with steep
tax cuts, including getting rid of Florida’s corporate income tax.
State agencies have already been asked to propose five percent cuts
heading into the making of next year’s budget.

Stories from around the country
Washington, DC - District police
recently sent out an alert for a robbery suspect described as 4 feet tall
and weighing about 100 pounds.
The bad guy was about 6 or 7 years
old.

The child was wanted after an incident at a McDonald’s where a group
of boys between 7 and 14 years old
were panhandling. They approached
a customer asking for money, the
customer pulled out his cell to call
police and the boy grabbed the
phone and ran.
Over 300 interviews have been
recorded, and a number of the cases
resulted in early pleas after video
confessions were sent to defendants’
lawyers.

Robberies in the city have been
up by 10 percent in 2012, mostly
attributed to an increase in attempts
to steal smart phones and other
handheld electronics.

New Jersey - Drivers in New
Jersey have one more rule to memorize when they go for their driver’s
license: Don’t smile for the photo.
The state uses a new face-recognition software that forbids people
from smiling widely or making
other exaggerated facial expressions because it might confuse the
computer.

New York - The NYPD is expanding their videotaping of suspect
interrogations due to a “growing
expectation from juries” that they
will be presented with video of the
interviews. New York Police Commissioner Ray Kelly attributes this
expectation to the TV show “CSI.”
The program was implemented to
catch fraud. If a new photo matches
an old one under a different name,
it sends an alert. Investigators will
then step in. A large variance in
facial expression in photos of the
same person could cause the software to mistake it for a different
face.

Chicago - A Chicago alderman
suggested that the city impose a
“safety and security fee” of up to
$5 a month on homes and business
in order to generate the $70 million
need to get 700 additional police
officers on the street.
The city’s police department is
suffering from a severe manpower
shortage that has resulted in a rise
in homicides and shootings. So
far in 2012 there have been 386
homicides and 1,829 shootings in
Chicago, an increase of 24.5 and 10
percent respectively over last year.
As of August 15, 420 officers had
retired, but only 127 new officers
had been hired to replace them.
Specialized units have been disbanded, sending over 1,000 officers
back to beat patrol in order to stem
the crisis.

Adams, NY - The village of
Adams, New York will be the first
municipality in Jefferson County
to use a new wearable camera
system that records audio and hidef video.
The Taser AXON Flex On-Officer
video systems cost $900 each and
come with a pair of glasses, but
can also be attached to a uniform.
The system is made to complement stationary, car-mounted
cameras, giving another perspective on incidents that arise. The
devices have night vision capabilities so they can be used at any
time. Recordings are sent to the
Taser company as a backup in
case a department deletes footage.

Philadelphia - A flight atten-
dant forgot to remove her gun
from her purse prior to reporting
for duty at the Philadelphia International Airport - the gun went off
as a Philly police officer attempted to remove the bullets.
The officer was attempting to
make the weapon safe, but accidently fired it instead. The incident is being investigated by IA
and the officer is being sent back
to training on handling weapons.
The flight attendant has a valid
gun permit, but was cited for passing the weapon through a TSA
security checkpoint.

Sean Reyka continues his
father’s legacy
ive years after his father was killed in the line of
duty, Sean Reyka, son of BSO Sgt. Chris Reyka,
became a member of the Broward Sheriff’s Office.
The 24-year-old, who was serving in the United State
Marines and ready to be deployed overseas when his
father was killed, was sworn in on September 19 as part
of the 283rd class at Broward College’s Criminal Justice
Institute.
While he previously had considered a career in aerospace
engineering, after his father’s death he began to consider
law enforcement as an option.
