the San Martin REDD+
Regional Roundtable
The San Martin REDD+ Regional Roundtable
At the Conference of Parties (COP 16) of the United Nations Framework
Convention on Climate Change (UNFCCC) held in Cancun, governments
signed important agreements regarding forest conservation mechanisms and
reducing associated greenhouse gases (GHG) emissions. As part of these
agreements, developing countries are called upon to adopt financial and
technical measures for the implementation of REDD+1 in phases; develop
national or sub - national emissions reference scenarios; design national
strategies that address drivers of deforestation and forest degradation, land
tenure, forest governance, and safeguards. REDD+ should ensure the full
and effective participation of the populations involved, and include the design
of robust and transparent emissions monitoring and safeguard information
systems.
The decentralization process currently being implemented by the Peruvian
government, in addition to the political will of the Government of the San
Martin Department, has resulted in the development of important and concrete
forest management instruments. In this context, a jurisdictional REDD+
initiative is being developed in San Martin under the leadership of government
and with active support and participation of civil society organizations. On
August 13th, 2009 the San Martín REDD+ roundtable was created, and
officially recognized by a Government Decree in November of that same year.
Organization
The structure and organization of the San Martín REDD Roundtable is shown
in Figure1. A description of its components is provided below.
General Assembly:
Led by Regional Environmental Authority of the San Martin Government, the
General Assembly is made up by representatives of civil society and public
organizations, and indigenous groups.
Technical Secretariat:
It has the responsibility to link the work of the REDD+ Roundtable and the
Ministry of Environment for the implementation of REDD+ mechanisms at
national and subnational scales.

Advisory Counci:
Generates policies and technical guidelines, focusing on the needs of the
REDD+ Roundtable. It is conformed by representatives of the San Martin
Environmental Authority and leaders of institutions directly involved in the
development of REDD+ projects and initiatives in San Martin.
Technical Team 1 :
Responsible for developing the technical aspects of REDD+ such as the
deforestation analysis and reference scenario.
Technical Team 2
Responsible for addressing social issues and the design of mechanisms
to promote the effective participation of stakeholders at the national and
regional levels. There is a special attention on anticipating and preventing
potential conflicts that may arise from the implementation of REDD+.
Expected Outcomes
Baseline: is the estimation of GHG emissions without REDD +. The
baseline must provide: (i) input for policies on forest governance in the
region of San Martin, (ii) be the basis for credible estimates for reduced
GHG emissions from all REDD+ initiatives that are developed in San
Martin, and (iii) be part of future national reference scenario.
Stakeholders Mapping: This product is the foundation for the construction
of a Capacity Building Plan and for a Communications Strategy to enable
the proper implementation of REDD+ in San Martin.
Safeguards:
Safeguards related to REDD+ include the implementation of policies
and procedures to ensure the social and environmental benefits of
REDD+ and, measures for mitigating the potential risks and social and
environmental damages arising from the mechanism.
Towards a JNR strategy: The Jurisdictional and Nested REDD+ (JNR)
road map documents the status of various regional policies and activities
that have been implemented by the public and private sectors in San
Martin, with the goal of developing a JNR program in San Martin.
