Reduce, Reuse & Recycle Guide for Napa County
This guide highlights some of the expanding opportunities to reduce the “waste” we send to landfills. Most of what
ends up in the landfill isn’t waste at all but “resources” that still have a great deal of value. Recycling and reusing
materials isn’t just good for the environment, it is good for the economy too.

Plastic Bags:
Glass, aluminum & plastic beverage containers labeled
CRV (California Refund Value) can be redeemed at designated centers for 5¢ per container under 24 oz, and 10¢
per container 24 oz and above. Non-CRV glass, metal and
plastic beverage containers are accepted for recycling at
most drop-off recycling locations.
NAPA COUNTY RECYCLING GUIDE
www.NapaMax.org

Clean plastic bags can be
recycled at participating grocery
stores, including:
Albertsons, Nob Hill, Raley's,
Safeway, WalMart, & Vallerga's.
Plastic bags litter the
environment, use up valuable
resources and fill up landfills. Please strongly
consider using reusable cloth bags (the best
option) or recyclable paper bags when you shop.
RecyclE At
SPECIAL EVENTS
Special events provide a great opportunity to recycle ~ do
you wonder why it is missing at so many events?
The City & County of Napa are committed to increasing recycling at Napa events
and helping you make it work. When you call your service provider before the
event, they will help you select the right recycling and trash containers for your
needs and provide guidelines for successful event recycling. State and County
policies require recycling at large events. Plus recycling will save you money
because there is no charge for recycling at large events (south county and north
county free services vary)…while there is always a charge for trash collection.

Close the Loop - Buy Recycled
Collecting recyclables is just the beginning of recovering resources. What happens after
they are collected? They are reprocessed and made into new products…closing the loop
and benefiting us all!
• Use less transportation—manufacturing facilities are often near the source of material
• Create new enterprises, markets & jobs
• Reduce solid waste and keep useful materials out of our rapidly filling landfills
• Reduce air and water pollutants; recycled materials manufacturing is a much cleaner process (although not
pollution free)
• Create a greater demand for manufacturers to use recycled materials
• Demonstrate a commitment to the environment and a sustainable economy
• Fight global warming – recycling and composting reduce the production of greenhouse gases
• Help California reach its mandated recycling goals of 50% and beyond
• Reduce the extraction of virgin materials

Universal Waste
(U-waste)
www.NapaRecycling.com
All “universal waste” materials are banned from the
trash. If not disposed of properly, these items will
release toxic substances that find their way into our air,
water and eventually into the food we eat.
What is Universal Waste?
Universal waste or “u-waste” are common
items that have been traditionally thrown
in the trash. They are a type of hazardous
waste. Materials that cannot go into the
trash include:
• All alkaline & rechargeable batteries; lead-acid
batteries (car)
• Items containing mercury: thermostats, thermometers,
switches (e.g. pilot light sensors, clothes irons, blood
pressure gauge, novelties such as maze games &
talking greeting cards)
• Fluorescent lamps & tubes, metal halide lamps, sodium
vapor lamps
NAPA COUNTY RECYCLING GUIDE
www.NapaMax.org
• Video display devices: TVs, monitors, laptops
• Electronic devices (with a digital component):
computers, printers, PDAs, cell phones, telephones,
radios, stereos, microwave ovens
Why is Universal Waste a
Problem?
Chemicals and toxic substances released
from these materials can contaminate our
environment and pose a risk to health &
wildlife.
• Electronics waste (E-waste) is responsible for 70%
of all heavy metals found in U.S. landfills (lead,
mercury, cadmium, copper, etc.).
• A TV or computer monitor contains 7 lbs of lead!
• Mercury and other substances released into the air
and water are toxic to wildlife & humans. Mercury
is easily absorbed through the lungs and skin.
• The mercury from one fluorescent bulb can ruin
6,000 gallons of drinking water.

What Are Hazardous Wastes?
Many products found in your home or business contain hazardous substances that
can potentially harm you or the environment when mishandled or improperly
disposed. Hazardous products become hazardous “wastes” when we want to get
rid of them. It is illegal and unsafe to dispose of hazardous waste in the trash, on
the ground or down storm drains.

The Napa-Vallejo Hazardous Waste Collection Facility is for safe and legal disposal
of unusable hazardous products. Please remember to pack products carefully so
they won’t mix or spill. Transport in trunk if possible. The facility accepts all types
of hazardous waste except: Radioactives • Explosives • Ammunition
For highway safety, there is a limit of 15 gallons or 125 pounds
of hazardous waste per trip.
Households: No appointment required; no fee. • Businesses: Appointment only; fee for service.
Improper and illegal disposal can contaminate our drinking
water, impede waste water treatment plants, pollute
local waterways and endanger workers. It can also lead to
penalties and fines for businesses.
Protect your business
and employees
by disposing of
unwanted, unused,
and out-of-date
hazardous wastes
properly.
Hazardous Waste
Disposal For Businesses
Conditionally Exempt Small
Quantity Generator Program
A business that generates less than 220 pounds
or 27 gallons of hazardous waste a month
is considered a Conditionally Exempt Small
Quantity Generator (CESQG). This program offers businesses an affordable
way to comply with state laws and regulations for disposal of hazardous
wastes. Wastes can be consolidated, saving each business the expense of
hiring an independent waste hauler. Appointments are required and there
is a charge for this service. Call the Hazardous Waste Collection Facility for
more information @ 1-800-984-9661 or the Napa County Department of
Environmental Management @ 253-4471.

Rethink & Reduce Toxic Wastes
Can the product be used by
someone else?
1) Buy the right product for the job. There is no magic
bullet! What do you want the product to do?
2) Buy the least toxic alternative. Many manufacturers
are responding to consumer demands for alternatives.
3) Buy only the amount you need or can use up. Will
you be able to use up the “jumbo” or “bargain” size
product before it expires?
4) Store the product properly so it doesn’t become
unusable. Keep in covered, dry, safe place.
www.NapaRecycling.com
If you have an unwanted
product that someone else
could use - don’t let it sit
on the shelf! Bring it to the
Household Hazardous Waste
Collection Facility where they
will determine if it can be put
in the “ReUse Locker.”
Unwanted household hazardous wastes are very expensive for the
County to dispose. A better option for both your budget and the
environment is to prevent the “waste” from the start.
Our Water Our World
Choose less toxic products for your home and garden.. Look for the "Our Water, Our

Whether it is a snail outdoors or cockroaches indoors, prevention and
maintenance are the key words for pest control. In addition to less toxic
products, there are many effective alternatives to pesticides and the Our
Water Our World fact sheets are a great way to get information about the
specific pest that’s bugging you.
Some examples of alternatives to pesticides include:
1) eliminating attractions (drain standing water, seal all garbage
containers, remove pet food dishes after use, weatherstrip doors, use
window screens) 2) non-invasive methods to remove the pest (sticky traps,
fly strips, pit traps) and 3) pest-specific barriers (teflon tape, plant covers,
copper barriers).
