31st, after the sugar train of the Ka- hului Railroad Company had taken
aboard a heavy freight of saccharine
matter at Spreckelsville, she started

regular passenger train, en route for

The late foreign news published
this morning illustrates afresh how
unreliable are the telegrams with
which the American newspapers
are filled. The expectation of a
speedy solution of the Behring Sea
question seems to have suffered a
fresh check, which promises an indefinite prolongation of the negotiations. At the same time no fear
need be entertained that the two
great civilized powers like the United States and England will go to
war over any paltry question as to
the right to catch seals. The terms
of final arbitration and a provisional arrangement for the intervening period will undoubtedly be
peacefully settled upon after more
or less diplomatic sparring.
FOREIGN
MATTERS
AND
DOMESTIC.
The advices from Berlin in regard to the resignation of Chancellor Capri vi remain unconfirmed,
and appear to be without foundation. At the same time it would
be premature to conclude that they
are absolutely false. Probably the
steamer of next Friday will bring
positive information. Even if Cap-riretires, there is little reason
to expect that the political complexion of the Emperor's advisers
will undergo any change. The
cause of the Chancellor's retirement would probably be simply
the difficultv of carrying on the
administration as long as the Em
peror persists in taking so active a

Mrs. Bolles had been enjoying
very fair health until last Wednesday, when she was taken with the
grippe. She was attended by Drs.
Baldwin and Day, and everything
was done which medical skill could
suggest, unavailingly.

o'clock Sunday morning she was
unconscious, and at 3 in the afternoon she passed away.
The funeral will take place this
afternoon from the residence of her
daughter, Mrs. John H. Paty, and
friends and relatives are invited to
attend.

by the same soldier (?) presumably, in about the same manner,
gruffly asking " What do you want
here ? " We politely told him to
take good care of the inside, and
we would care for ourselves outside
the gate.
As for myself, I thought the
soldier (?) was a little
in filling his responsible and arduous duties, but my wife thought
him a little insolent.
We would not have carried off
the gate, as, on a closer inspection,
we found the gate and green fence
had been manufactured near our
home in the States, but was not of
the latest pattern ; but this we
attributed to the contractor, and
not to the authorities.

The controversy between the United States
and Great Britain in regard to
Behring sea has reached a very
critical stage.
The outlook tonight is more serious than at any
previous time since the dispute began, and the result is viewed by
members of the administration
with apprehension.
The reply
which Lord Salisbury has made to
the President in a dispatch of
March 8th is of a character to lead
to serious results.
Salisbury not only declines to
give any assurance as to a renewal
of the modus vivendi, but he
couches his refusal in language so
strong as to destroy all expectation
that his assent to the proposition
will be given at all, and the tone
of his letter is regarded by members of the administration, in view
of the correspondence that has gone
before, as arrogant and supercilious, and therefore offensive.
Its text has not yet been made
public, and the country will not be
acquainted with its contents until
the communication has been considered by the Cabinet and a reply
has been framed.
All that is
known about the letter is that it is
of about the length of the previous
notes from the same source and
that the question is treated as fully
from the British point of view as
circumstances will allow.
The President and members of
the Cabinet are even more reticent
than usual in regard to the character of the communication.
In one respect the reply of Salis
bury will make no change in the
course of the administration. President Harrison has been propagating, ever since the receipt of the
former communication from Salisbury, to protect American interests
in Behring sea. American interests
will be cared for at whatever cost.
Naval Movements.
The United States Cruisers Boston and Yorktown are expected at
San Francisco. They will go to
Mare Island after a short stay in
that city and await orders from the
Naval Department.
There is a
possibility of their going to the
Behring sea. Every effort is being
made to have the Bear in readiness
by April 15th, when she expects to
receive orders to go north. The
Baltimore is still at the naval station at Mare Island.
The Pacific Squadron.
Victoria (B. C), March 21.
No doubt the British Government
intends to be prepared for any contingency in the Behring sea matter. To this end the programme
previously arranged for the Pacific
squadron has been materially
altered. The Daphne, which was
to go out of commission in April,
will be retained in the service ; the
Warspitc, instead of going to
Honolulu, comes to Esquimalt ;
the Melpomene is expected here
daily, and also the Champion.
London authorities have cabled
to Admiral Hotham cancelling all
previous arrangements as to the
Pacific squadron. When the Admiral arrives he:e next week he
will be in possession of instructions
regarding the new phase of the
Behring sea question. Definite
information on the point is anxiously looked for.
Rumors In Berlin.
Berlin, March, 21. In consequence of the ministerial crisis the
most exaggerated reports are in
circulation as to the course the emperor will follow, but when traced
to a source they are found to be
utterly without foundation.
Further inquiries made at 10 p.
m. in official quarters, as to the rumor that Caprivi had resigned,
elicited the response that the newspapers indulging in such surmises
had not the slightest support of
any well - informed authority.
Nothing definite is known in regard
to the Ministry except that the
emperor has accepted the resignation of Count von Zedlitz.
Far more important in a country
where the sovereign is everything
is the emperor's illness, which continues to be very serious. The
German censor allowed dispatches
to be sent out this morning for the
first time within three days. The
emperor's condition is said to be
worse than was at first supposed.
The official explanation is that the
aggravation of his malady is the

Recently a woman residing in South
Shields was leaving the postofflce, and
in passing along Keppel street, near the
South Shields police headquarters, she
tore up a five pound note, under the impression that it was an ordinary piece of
paper. She did not discover her mistake
till the evening, whereupon she informed

trust and the independent refiners
of this city.
Nothing definite can
be learned as the status of the deal
with Spreckels, who refuses to discuss the matter, but who is popularly supposed to be in accord
with the trust.
The opinion in the sugar trade
is that the negotiations have not
been definitely concluded ; that
the Franklin refinery, which is
operated by Harrison, Frazer &
Co. is still outside the trust, and
that it may stay outside. It was
reported that considerable pressure was being brought to bear
upon Harrison, Frazier & Co., and
that the wholesale grocers of the
country promised the firm their
support in case it maintained its
independent attitude.
