The existence of boxes of poverty and marginalisation in developed cities constitutes one of the main obstacles for the sustainable development of their communities.
The Integral Plan articulates a wide set of measures in all the areas of coexistence and for all of the phases of
the process (planning, execution, evaluation and management), with the persistence to ensure the sustainability of the procedures and of the results.
La existencia de bolsas de pobreza y marginación en ciudades desarrolladas constituye uno de los principales obstáculos para el desarrollo
sostenible de sus comunidades.
El Plan Integral articula un amplio conjunto de medidas en todos los ámbitos de la convivencia, y para todas las fases del proceso (planificación,
ejecución, evaluación y gestión), con el empeño de asegurar la sostenibilidad de los procedimientos y de los resultados.
POLITICAL SUSTAINABILITY
TECHNICAL SUSTAINABILITY
Based on the definition of a model of development for the district and the mechanisims for its materialisation.
A useful model of management requires a change from the
usual methods of work in the services, programs and performance of Public Administrations.
Only with the firm commitment of the different Public Administrations to act in harmony, with efficiency and with common
objectives can the Plan be viable.
Basada en la definición de un modelo de desarrollo para el barrio y de los
mecanismos para su materialización. Sólo con el compromiso firme de las distintas
Administraciones Públicas para actuar en sintonía, con eficiencia y sobre objetivos
comunes, puede asegurarse el éxito del Plan.
A model supported by coordination between the different
areas of intervention, the use of new forms of organisation
and communication, able to mobilise the potential of the district, the collective and the personal, and that always remains
open to the participation of all the contributors in the planning,
production and management of the Plan, and of the population in general.
NEIGHBOURHOOD SUSTAINABILITY
SOSTENIBILIDAD TÉCNICA
If the neighbours are the protagonists of the process, they will
also be its best defenders.
Un modelo de gestión útil requiere un cambio en los métodos de trabajo empleados
hasta ahora en los servicios, programas y actuaciones públicas.
SOSTENIBILIDAD POLÍTICA
The Plan needs citizen endorsement and for that reason it
must facilitate the construction of social networks that develop their own initiatives, responsibilities and organisational
models.
SOSTENIBILIDAD VECINAL
Si los vecinos son los protagonistas del proceso, también serán sus principales
defensores. El Plan necesita el aval ciudadano, y por ello debe propiciar la
construcción de redes sociales que desarrollen sus propias iniciativas, sus
responsabilidades y sus modelos organizativos.
Un modelo soportado en la coordinación entre las diferentes áreas de intervención, el
uso de nuevas formas de organización y comunicación, capaces de movilizar las
potencialidades del barrio, las colectivas y las personales, y que permanezcan
siempre abiertos a la participación de todos los actores en la planificación,
producción y gestión de acciones y de la población en general.
