A report on a raid and detainment carried out in Batey Libertad on February 24th,
2015.

This report details a raid and temporary detainment carried out by the Dominican military
in the community of Batey Libertad on February 24th, 2015. All information presented
here comes from the testimony of the detainee (male, 21 years old), and from eyewitness
accounts.
At approximately 12:30 p.m. on February 24th, 2015, a blue Isuzu pick-up truck carrying
six Dominican soldiers turned onto the main road into Batey Libertad and stopped in
front of a store (colmado). Many members of the community fled the area as the truck
approached. Three soldiers got out of the truck and approached a young man having a
conversation with another community member in front of the store.
One of the soldiers asked him if he had documentation. The young man said yes and he
showed his ID card (cédula). The same solider then asked him what he was doing there.
The young man responded that he lives in the batey and he can be where he wants. The
young man states that at this point he began to laugh, which enraged the soldier.
According to owner of the store, the soldier was speaking "violently" in a heated tone.
The young man raised his hand in a dismissive manner (he asserts that he was gesturing
to the other community member, who had been advising him to stop talking to the
soldiers and return to his home), and he began to walk away from the scene. Two soldiers
responded by yelling for him to stop and come back. At the same time, they raised and
cocked their rifles, and aimed them at the young man. They proceeded to grab him by his
belt and forcibly lift him onto the truck. A soldier told him, “although you have an ID
card, you are a Haitian.”
There were four other suspected Haitians already in the back of the truck. They were
driven through Esperanza where, according to the young man, the soldiers stopped four
or five more times to detain more people. Three more suspected Haitians were forced
onto the truck in Esperanza.
On the highway between Esperanza and Mao the soldiers let the young man off the truck
while they continued towards Mao with the other detainees. The young man had no
money with him and he had to hitchhike twice to get home. He arrived back in Batey
Libertad around 2:00 p.m.
