O
ver the last decade, the rates
of diagnosis for children
diagnosed with autism have
continued to rise.
Autism is a complex developmental
disability and spectrum disorder that ranges
from mild to severe. Children and adults
with autism typically show difficulty with
communication, social interactions and play
activities.
Despite the increase in diagnoses, several
studies have revealed that black and Latino
children are less likely to be identified and
diagnosed with an autism spectrum disorder
compared to white and Asian students.
Many factors are to account for the
disparity.
Among those is a lack of awareness as
autism and other disabilities are too often
misunderstood and sometimes stigmatized.
In an effort to raise awareness, Bronx-born
Bachata artist Ralphy Mata, who is known
as Lynx in the music world, has written
and recently released “Somos Uno” – a
song dedicated to voicing the importance of
equality for people with special needs.
The artist is no stranger to the special needs
community.
It was his younger brother, Leonardo, born
prematurely at five months and weighing just
one pound, who inspired “Somos Uno.”
Leonardo is also blind and autistic.
Lynx recalls hearing his mother cry at
night.
“People would stare at [Leonardo]
because he has two different eye colors.”
While his mother understood why
unknowing children might openly stare, it
was catching sight of adults who gaped at
her son that hurt the most.
“But now, she doesn’t care what people
think,” he says proudly.
Lynx is extremely close to his brother.
Like all siblings, they laugh, watch
movies and play sports together. And as
one of four brothers, Leonardo is included
in everything they all do.
“He’s a part of us and we always involve
him,” said Lynx.
Leonardo can even be heard singing
with the chorus at the end of “Somos Uno”.
Lynx didn’t always want to be a singer
and songwriter. When he was younger he
wanted to be a baseball player. But when
he turned thirteen, he started writing
poetry in
his room, and by sixteen, Lynx was a
member of the Poetry Club at South Bronx
High School
That’s when music truly became his
calling.

“W
e want to treat people
suffering from poverty with
dignity, so they can feel more like a
part of society,” said Christopher
Bean, Executive Director at Part of
the Solution (POTS).
“Assistance with dignity” has become
a mantra for Bean’s organization, which
provides services to help low-income
Bronxites stabilize their lives and move
toward self-sufficiency.
Founded in 1982 as a soup kitchen, POTS
is perhaps still best-known for providing food
services to the poor, but now offers a diverse
array of programs at its Webster Avenue
headquarters.
“We want to be a one-stop shop,” said
Bean.
“We realized that hunger is just one

Schools across the city are offering after-
Bronx Stories: Artful Health
The “Bronx Stories” series aims to
challenge stereotypes about the Bronx
and to provide a platform for voices from
the community while encouraging deeper
engagement with the arts.
For this edition of Bronx Stories being
held on Fri., Sept 12th from 6:30 p.m. to 9:00
p.m., La Bruja will host an evening dedicated
to stories about local residents’ experiences
with community health issues. Welcoming
storytellers, poets, and musicians, the event
culminates with an open-mic portion during
which audience members perform their own
short stories, poems, or songs.
The Bronx Museum of Arts is located on

Empire City Casino Joins Forces with New
York Blood Center to Replenish Region’s
Critically Low Blood Levels
Area Residents Urged to Participate
in September 22nd Blood Drive
As the region wraps up the summer season, New York
Blood Center (NYBC) has issued an emergency blood
appeal, reporting that community supplies of all
types of donor blood are at critically low levels. NYBC
reports that while it is distributing more blood than
last year at this time, the summer vacation months have been particularly
hard on blood donations and supplies.
In the wake of this shortage, Empire City Casino will be hosting an onsite community blood drive on Monday, September 22, 2014 from 2:00
p.m. to 8:00 p.m. in the third floor Good Time Room. All potential blood
donors are urged to participate and have the opportunity to save a life.
In addition, all donors will receive a free gift from Empire City as well as a
free health screening from NYBC.

New CDC campaign urges Latinos
to speak up about HIV
We Can Stop HIV One Conversation at a Time

T
he Centers for Disease Control
and Prevention today launched
the We Can Stop HIV One
Conversation at a Time campaign,
a new national, bilingual
communication campaign that
encourages Latinos to talk openly
about HIV with their families
and friends. Although more than
220,000 Latinos are living with
the virus, studies have found that
many in the community do not talk
openly about HIV risk, prevention,
or testing.
“Latino leaders and community members
agree that the stigma surrounding HIV creates
a deafening silence. The reality is that HIV
doesn’t go away when you don’t talk about
it. This is a virus that thrives on secrecy and
shame,” said Eugene McCray,
M.D., director of CDC’s Division
of
HIV/AIDS
Prevention.
“The We Can Stop HIV One
Conversation at a Time campaign
aims to drive HIV out of the
shadows.”
Developed with input from
Latinos across the country and key
Latino community organizations,
the English and Spanish-language
campaign
materials
feature
a culturally diverse group of
men and women talking openly
about a range of HIV-related
topics, including the impact of
the epidemic within the Latino
community, risk factors, and the
importance of HIV testing.
The national campaign will
reach millions of Latinos across
the nation through online, print
media, transit, and billboard
advertising, as well as social
media outreach. Partnerships with
leading Latino-serving media
outlets and organizations will
help amplify bilingual campaign
messages. The campaign will
be featured this weekend at the
People en Español Festival in San
Antonio, TX and continue to be promoted
at upcoming community events, including a
September 4 event hosted in conjunction with
MTV Tr3s in New York City.
“Many Latinos don’t talk about HIV – it’s
just not something many of us are comfortable
talking about,” said recording artist and
campaign spokesman Henry Santos. “I’m
proud to help break the silence –
we all have to start speaking up
so we can stop HIV.”

eople who obtained services
from two fraudulent
immigration organizations
are eligible for compensation
from a $2.2 million restitution
fund, according to a recent
announcement from the New
York State Attorney General’s
office.
“Thousands of immigrants
deserve to receive compensation,”
said New York State Attorney
General Eric Schneiderman.
The
International
Immigrants
Foundation, Inc. (IFF) and the International
Professional Association, Inc. (IPA)
promised immigrants free or low cost
legal advice on obtaining citizenship.
But the services rendered were neither
free nor provided by actual lawyers.
“Thousands of immigrants who had
their trust abused and their money stolen
by these organizations deserve to receive
compensation, and now they can,”
New York State Attorney General Eric
Schneiderman said in a press release. The
deadline to file compensation claims is Oct. 23.
Anyone who had dealings with these two
companies should file for restitution, said
Yisroel Schulman, President and Attorney-incharge of New York Legal Assistance Group
(NYLAG), the organization
appointed as receiver of
the two not-for-profits and
selected by the state to
oversee the claim process.
“We found numerous
cases of individuals who
did not receive appropriate
immigration assistance,” said
Shulman.
NYLAG has already sent
out more than 5,000 letters
to former clients of IFF and
IPA. “We’ve reviewed more
than 18,000 files, impacting
somewhere between 35,000
and 40,000 individuals.” Not
all of them received fraudulent
services, he added.
While some clients might
have received adequate service,
the not-for profit organizations
illegally charged exorbitant
fees.
“Every former client that
comes forward is eligible for
compensation,” Shulman said.
Court papers alleged that the
two organizations, both headed
by Edward Juárez, advertised
their services as low-cost or
free, but in reality charged
monthly fees and thousands of
dollars for filing paperwork. In
addition, the legal advisers were
not lawyers and nor were they
accredited by the U.S. Board of
Immigration Appeals.

we turn to Nilka Martell,
who continues to explore her
hometown.
“I am a Bronx native, daughter,
sister, mother of three beautiful
Bronx babies, photographer,
writer and motivator,” says
Martell, of Puerto Rican descent.
A paralegal for over 17 years
until December 2010, she has
since been dedicating her time to
exploring the Bronx.
Her energy and enthusiasm are
indefatigable, and admirable.
“I want to make my fellow
residents aware and informed of
how lovely our borough is, what it
offers, and how to lend a helping
hand in our environment.”
Of this new time in her life,
Martell says, “I have never felt so
alive.”
Some months ago, my sister-in-law
asked me about a particular structure on
the corner of Beck and East 156th Streets.
She mentioned that while growing up in
the area, the structure was abandoned, but
since has been renovated and made part of a
residential complex.
But I knew nothing about its story – until
recently.
Bronx historian Morgan Powell invited a
small group to a walking tour in the Hunts
Point and Longwood Historic Districts this
past week.
I was glad to have joined in with them, as
no matter how many times I tour the area, I
always learn something new.
We first walked west on Beck Street lined

with beautiful row houses. At the corner was
a building complex which included a smaller
Gothic Revival-style structure.
This was the location my sister-in-law had
asked about, the Denison-White Mansion.
The structure was originally built in
the late 1840’s as the private residence
for Charles Denison, a merchant from
Manhattan. At the time the area was semirural and the estate encompassed over 70
acres of land called Longwood Park.
By 1885, his son-in-law Samuel B. White
took over the mansion. And in 1897, George
Johnson purchased it. Johnson ran his real
estate office out of the mansion, and it
was where architect Warren C. Dickerson
designed the masterpiece brownstones
that exist on East 156th, Beck, Kelly and
Dawson Streets. All of the homes are now
part of the Longwood Historic District. Later, Dickerson redesigned the mansion
into a clubhouse. Since then it has been used
to house several clubs and organizations,
including the Longwood Club, the
Martinique Club and the Patrolman P. Lynch
Community Center, which forms part of the
Police Athletic League. The building once
contained a bowling alley, dance hall and
ballroom.
In 1990, it was listed as part of the
Longwood Historic District by the Landmark
Preservation Commission.
Over time, the building became abandoned
and years of neglect made the once-beautiful
mansion a complete eyesore.
In 2009, Urban Architectural Initiative did
the unimaginable. They constructed a ninestory residential building, called “Cedars”
as a backdrop to the landmark building. The
building has 95 units.
The mansion was restored and is now
referred to as “Fox Hall”. It serves as the
gathering space for the residents of the
Cedars.
It is amazing to see how the DenisonWhite Mansion, such a powerful piece of
our borough’s history, has been restored and
repurposed.
Next time you are in the Longwood area,
make sure to walk over to East 156th and
Beck Streets.

Governor — Cuomo vs. Teachout

A
s Gov. Andrew Cuomo
looks to settle in for a
second term in Albany, this
year’s campaign for governor
can be considered a study in
contrasts.
Cuomo is a longtime politician whose
father also served as governor.
His challenger, Zephyr Teachout, might
strike some as an unusual candidate — a
constitutional law professor and community
organizer, Teachout is not a politician in the
traditional sense.
However, she has been involved with
political campaigns, having served Howard
Dean during his 2004 run for president.
Elected governor in 2010, Cuomo’s first
term focused on improving the state’s fiscal
stability — the state’s last four budgets have
been completed on time, and all three financial
rating agencies have raised New York’s credit
outlook.
In June 2011, Cuomo signed legislation
permitting same-sex marriage in New York
State; he passed the NY Safe Act, considered
the toughest gun control regulations in the
country, into law in 2013.
Following Hurricane Sandy, Cuomo
worked
to
enhance
New
York’s
emergency
management
resources
and
improve
coastal
protection.
Cuomo has also sought to keep income
taxes and property taxes down.
According to her website, Teachout
believes in “economic and political equality”
and is against “concentration of wealth and
control in the hands of the few.”
Teachout is known for her efforts
in limiting the influence of money on
politics — her arguments have been
cited by Supreme Court Justice John
Paul Stevens — and she co-founded
a group dedicated to reducing the
power of Wall Street banks.
She has been endorsed by the
New York State chapter of the
National Organization of Women
(NOW).
In a statement, NOW-NYS
President Zenaida Mendez praised
Teachout.

hile the last-minute race to
check off every last item on
their back-to-school lists rages on,
one group is equally determined to
make sure everyone slows down.
Just days before the start of the city’s
school year, Sen. Jeffrey Klein was joined in
the Bronx by Mayor Bill de Blasio; New York
City Department of Transportation (DOT)
Commissioner Polly Trottenberg; Borough
President Rubén Díaz, Jr., Assemblymember
Jeffrey Dinowitz; and Councilmember
Andrew Cohen, among others, to announce
the expansion of speed enforcement cameras
near schools.
“The first duty of any government is to
protect its citizens,” said Sen. Klein on Tues.,
Sept. 2nd. “I hear constantly from people that
they see drivers driving too fast. They see
people not obeying traffic laws. I’ve seen it
over and over again.”
“The facts are clear—when drivers think
they may get caught speeding, they slow
down,” he added. “We know that even five
miles an hour can make a difference in saving
a life.”
The choice to hold the press conference
outside P.S. 95, located at the intersection
of Sedgwick and Hillman Avenue in the
Riverdale section of the Bronx, was no
happenstance.
The area, which also includes neighboring
elementary school Ampark Neighborhood
School and a senior center, has been classified
by DOT as a high-crash corridor.
Revving up to slow down
Elected officials announced the
expansion of speed cameras.
From 2008 to 2012, it was reported that the
corridor had–42 incidents, including injuries
to 7 pedestrians right outside PS 95.
“Our kids are going to be safer walking to
school and coming home because of this new
enforcement,” said Mayor Bill de Blasio.
“We are sending a powerful message that
we take safety near our schools seriously,
and we will enforce the law to keep children
safe. We are incredibly grateful to leaders
like Senator Klein, Speaker Silver, Senator

on Wed., Aug. 20th in
Harlem calling on the de

require developers to build
affordable units in all new
residential building projects
and demanding stronger rent
control laws.
“All new constructions
should be 50 per cent
affordable,” said Eric Paul,
an organizer for Make the
Road New York. “We want the
administration to hear us.”
“The rents are too high and
the jobs
pay too little,” added resident Isabel Becker.
Though she is retired, she said she made it
to the march to support those who are being
pushed out of the city they love.
The protest was organized by Real
Affordability for All, a coalition of 50
groups organized by the Metropolitan
Council on Housing. It included labor
unions and community organizations.
Among those present were
New York Communities for
Change (NYCC); Southside
United HDFC (Los Sures);
the
Green
Party;
the
Revolutionary
Communist
Party; the Black Institute; Community
Voices Heard (CVH); Vocal New York;
and the Alliance of South Asian American
Labor.
Claudia Caria is an activist at New York
Communities for Change (NYCC). She has
lived in the Bedford-Stuyvesant community
for the last 17 years and witnessed how
her neighborhood gentrified and the rents
increased.
Though she considers herself fortunate to
live in a rent-stabilized apartment, she said
that her landlord has been on a campaign of
harassment so that her apartment could be
remodeled and rented at twice the current
price.
“(It) has been horrible,” she said, “but I
know my rights and can defend myself.”
Following a 4:30 p.m. gathering at the First
Corinthian Baptist Church, the protesters
marched along Adam Clayton Powell Jr.
Boulevard, from West 116th Street to the
Adam Clayton Powell Jr. State Office Plaza
on 125th Street.

Hochul served as the U.S. Representative
from New York’s 26th Congressional
District from 2011 to 2013.
Prior to that, she was County Clerk of
Erie County, New York and served as legal
counsel and assistant to Congressman
John LaFlace and Senator Daniel Patrick
Moynihan.
Hochul’s campaign website states that
if elected to office, she intends to work
with the Regional Economic Development
Councils to attract and retain businesses
and create new jobs, and will also
champion women’s equality issues.
As with his running mate Teachout, the
candidacy of Wu, a Columbia Law School
professor, is noteworthy in that he is a
bit of a political outsider, though he has
experience working in government.
Wu served as a Senior Advisor to the

Federal Trade Commission, as Chair of the
media reform group Free Press, as a Fellow
at Google and also worked as a law clerk for
Justice Stephen Breyer of the United States
Supreme Court.
An expert in Internet law, Wu is credited for
popularizing the concept of “net neutrality”
and was named one of the America’s 100
Most Influential Lawyers.
Wu was recently endorsed by The New
York Times.
If elected, he would be the first AsianAmerican to win statewide office.

The Riverdale Choral Society begins rehearsals for its 50th
anniversary year of concerts on Wednesday, September 10, 2014.
Singers in the area are invited to join this open rehearsal. The
Riverdale Choral Society’s Fall 2014 concert season will feature
Johannes Brahms’ German Requiem.
Music Director John Lettieri will begin rehearsals for the December 7,
2014 concert on Wednesday, September 10, 2014 at 7:30 p.m.
Since 1964, the Riverdale Choral Society has been bringing joy to the
community through performances of high-quality choral music. Our
welcoming, diverse group of men and women rehearses weekly under
professional artistic direction, singing both traditional and adventuresome
repertoire. Through live concerts and community outreach, the chorus
enriches the cultural life of the greater Riverdale area.
All singers are welcome to attend the first few rehearsals.

This arrangement violated the companies’
not-for-profit status. According to IRS rules,
IPA and IFF should have charged legal fees
based on the client’s ability to pay, rather
than the type of service provided.
A lawsuit filed in 2010 by the State Attorney
General’s office stated that undercover
investigators met with representatives of both
companies. In both instances, representatives
falsely claimed to be lawyers and gave
incorrect advice.
One IFF employee advised an undercover
investigator to “find a ‘wife’ and file a
marriage petition or find an employer to
sponsor him,” even though those actions
would have no effect on his immigration
status.
Court documents also showed that one
client, an Argentinean immigrant, sought
legal status for himself, his wife and five
children. He paid thousands of dollars in
“membership” fees for several years and
thousands more for non-attorneys to file
documents.
Yet because he had entered the country
under a visa waiver program, he was never
eligible for a change in immigration status.
Ultimately, the U.S. Immigration Customs
Enforcement required the client and his
family to return to Argentina.
Court documents further alleged that Edward
Juárez, the founder and president of both IIF
and IPA, operated the not-for-profits to favor
himself and his family instead of the immigrant
population they proclaimed to serve.
Juárez’s former wife and four children were
all on the payroll. Much of the companies’
funds were spent in restaurants, bars, clubs,

conversations, possibly because cultural
norms foster silence about topics like sex.
A recent study found that only about half of
Latinos have talked with friends and family
about HIV in the past year, and another
found that even when Latinos are ready
to talk about HIV, many do not have the
information they need to have these lifesaving conversations with loved ones.

firm owned by Juárez’s son, Hugo Juárez.
Edward Juárez, who is not a lawyer, also
offered legal advice and promoted his two
companies in an immigration column for
El Diario La Prensa. The Spanish language
daily suspended the column in 2010.
In 2010, the court issued a restraining
order on both companies and froze their
assets. In 2013, a settlement with New York
State shuttered the two businesses forever
and prohibited Juárez from engaging in
immigration legal services or acting as a
fiduciary for any not-for-profit corporation or
any entity that solicits charitable contributions
in New York State.
Funds from the settlement are being
distributed to the former clients.
“By making more than two million dollars
in restitution available for the victims of
these unscrupulous organizations, we are
taking an important step toward justice in
this case. I urge all eligible individuals to
participate in the claims process, without
fear of reprisal,” Schneiderman said in the
press release.

clients who paid for and received legal
services from IFF and/or IPA must submit
a claim form by October 23, 2014. More

clients to acquire groceries once per month,
including fresh produce.
Case managers at POTS help guests take
steps necessary for self-sufficiency, by offering
referrals to shelters, benefits, employment
assistance and recovery programs.
Bean said that an on-site legal clinic helps
clients with eviction prevention and improper
denial of benefits.
“We also have a mail service that provides a
secure mailing address for people who might
not have a home,” he added.
In addition, POTS provides free public
shower and barber services, as well as a
medical and dental clinic.
Bean said that the number of POTS clients
has tripled in the past five years.
Currently, the organization assists around
22,000 people per year, including 6,000
children.
Recently, POTS sponsored free children’s
haircuts to coincide with the start of school
season.
Dozens of local kids showed up this past
Mon., Aug. 25th to receive haircuts. They
were also given backpacks filled with free
school supplies.
Bean said that helping struggling families
with back-to-school supplies, clothing, and
haircuts can reduce stress for parents and save
them a considerable amount of money.
For the children, it provides a boost to their
self-esteem.
“One of the keys to helping people escape
poverty is improving their self-image,” said
Bean.
“Kids who are living in poverty sometimes
feel ashamed.”
“We want these kids to feel good about
themselves when they start school and walk
into the classroom feeling confident and ready
to succeed.”

It was legislation sponsored by Sen. Klein
in June in the State Senate that allowed for
New York City’s speed limit, in line with
Mayor Bill de Blasio’s Vision Zero plan, to
be lowered to 25 miles per hour in an effort to
prevent fatalities.
Moreover, the legislation allowed the DOT
to uniformly reduce the current 30 mile per
hour speed limit to 25 on roadways where
no signs are posted and created a community
board input process when the agency proposes
a speed limit change on a street in excess of
five miles per hour.
Martin Lucaj, the son of local resident
Maria Lucaj who died while walking across
the street at the intersection of Neill and
Williamsbridge Avenues late last year, added
his support.
“The importance of traffic safety truly hit
home for me when my mother was the victim
of a car going too fast to brake in time,” said
Lucaj. “The fact of the matter is if the car had
been going slower, my mother would still be
with us today. By lowering the speed limit by
5 miles per hour or more, I know that lives
will be saved.”
According to statistics provided by the
city, approximately 4,000 New Yorkers are
seriously injured and more than 250 are killed
each year in traffic crashes. Being struck by a
vehicle is the leading cause of injury-related
death for children under 14, and the second
leading cause for seniors.
On average, vehicles seriously injure or kill
a New Yorker every two hours.
“I was proud to lead the fight for Mayor
de Blasio’s Vision Zero plan in Albany and
look forward to our continued work together
in making pedestrian safety a priority,” said
Sen. Klein. “By installing dozens more speed
cameras in traffic hotspots throughout the

DOT is permitted to place cameras within
a quarter mile of a corridor passing a school
building, entrance or exit of a school on the

school days during school hours, one hour
before and one hour after the school day, as
well as during student activities at the school,
and 30 minutes before and 30 minutes after
school activities.
DOT began camera enforcement in January
16, 2014 and has since built the program up to
20 operational cameras for the year, thus far
issuing nearly 183,000 violations citywide.
“If you’re going to hit the accelerator,
you’re going to pay the price with a ticket,”
added Sen. Klein. “People [will] learn that
they can’t speed by schools. They can’t
jeopardize the lives of our young people.”

así como durante las actividades estudiantiles
en la escuela, y 30 minutos antes y 30 minutos
después de las actividades escolares. El DOT
comenzó la aplicación de las cámaras el 16 de
enero de 2014 y desde entonces ha construido el
programa hasta 20 cámaras operativas en el año,
habiendo emitido hasta el momento casi 183,000

Yes, it’s possible. While she
may not have full-fledged
cavities yet, I’m afraid she
could be on the path to
developing baby bottle tooth
decay, a common dental
problem with infants and
toddlers. Baby bottle tooth
decay occurs when the child
develops several cavities—
usually on the top front
teeth— from sugary drinks
remaining in his or her mouth
for long periods of time. Such
drinks can include juice,
formula and, even, breast
milk. The cavities, which
may look like dark pits,
holes or broken teeth,
can cause toothaches and
make it hard for the child to
drink and eat.
In order to prevent the
situation from worsening:
• Do not put your child
to bed with a bottle filled
with milk, formula, juice or
sweetened drink.
• Do not allow your child to
sleep at night at the breast.
• Limit your child’s time with
a bottle, and do not allow
your child to drink from a
bottle the whole day.
• Pacifiers should not be
dipped in anything sweet,
such as honey, cola, juice,
milk or formula.
For

health, the child should
start drinking from a cup
at 6 months of age and
be weaned from his or her
bottle after a year. The child
should go to bed without a
bottle; if the bottle is a must,
fill it with plain drinking
