Dunkirk Continues Mishandling Federal HUD Grant
Funding and City Budget

After a scathing report last year from the
state comptroller regarding the mishandling
of grant funding to the city of Dunkirk.
Mayor Dolce on Tuesday August 18,
2015. Asked the city Council to make A
total of 13 budget transfers that would
be made under 64-2015, including eight
in the general fund and five in the water
treatment fund. The largest transfer is
$45,000 from contingencies in the general
fund to a repair/maintenance line for
City Hall and to cover the cost of hiring
seasonal workers which was not included
in the original budget, but with Mayoral
elections just weeks away, many wonder
why hire additional workers if we don’t
have the money. The water fund would
transfer $5,000 from its contingencies line
to a water main/maintenance line under
water distribution. So far this years budget
transfer have surpassed a half million
dollars and most from contingencies fund.
A discussion about funding and budgets
for the projects already completed like the
Sea wall and business facades on Central
Ave. ensued during the council meeting
between Fiscal Affairs Officer Rich Halas
and Gugino, with Mayor Anthony J. Dolce
joining in to say funding is being sought to
cover any shortfalls left in the project after
the city failed to seek matching funding
on time or failed to follow guidelines to
receive the grant funding from the county.

Time to Rethink $1T Drug War

Illegal drug overdose deaths have rocketed
into a crisis policy challenge, claiming a
staggering 1800 New York lives last year,
three times our traffic fatalities. In Buffalo,
Rochester and Dunkirk deaths more than
doubled. Unfortunately, we are hearing
same-same from most of our political
leaders: tinker around the edges with good
ideas that will help (but not nearly enough)
and toughen up on the drug war.
The global 50-year, $1 trillion war on drugs
is a flagrant policy failure in urgent need of
a thorough, evidence-based rethink. Here
are the facts:

The projects moved forward without funding. Failure on the cities part has left city
residents with outstanding bills. Which will likely result in higher taxes and water rates
increases next years to bring the city budget out of deficit created by Mayor Dolce.
The recent loss of water customer such as the town of Portland will add pressure to the
city water budget.
To balance next years budget, the city of Dunkirk will have to layoff significant numbers
of Police, Fire and City workers to bring the budget into balance and raise taxes and water
rates.
A run down from the last audit indicated The City of Dunkirk spent more than $1 million
from the U.S. Department of Housing and Urban Development’s (HUD) Community
Development Block Grant (CDBG) program on unauthorized or questionable activities,
according to an audit issued today by State Comptroller Thomas P. DiNapoli. The findings
have been referred to HUD for further review.
Auditors found the city could not provide adequate documentation to support claims paid
with CDBG funds or demonstrate how federal program requirements were being met.
Several transactions were recorded in a manner to apparently hide the true nature of the
transactions.
“These funds were spent on questionable activities such as travel and staff bonuses
rather than rebuilding neighborhoods and helping low income residents as intended,”
said DiNapoli. “City officials have mismanaged this program and failed to put in place
effective controls to safeguard grant funds. They repeatedly neglected to show if program
goals were met or that projects provided a public benefit.”
According to HUD guidelines, all activities funded with CDBG program moneys must
satisfy one of the three national objectives: benefiting low and moderate income persons;
preventing or eliminating slums or blight; and meeting urgent community needs.
DiNapoli’s auditors found that, from April 2008 through June 2012, the city disbursed
more CDBG funds than properly authorized, spent funds on items that are not eligible
under the CDBG program, and spent more than $500,000 for no legitimate CDBG
purpose. In addition, nearly $400,000 in loans were made without obtaining appropriate
documentation such as a signed loan document.
During the four-year grant period reviewed by the Comptroller’s office, the Dunkirk Local
Development Corporation (DLDC), created by city officials to administer the revolving
loan program, was provided CDBG grants to fund various economic development projects.
Auditors, however, found the DLDC operated with little oversight. For example, DLDC
spent more than $500,000 for two property acquisitions – a vacant building and a former
car dealership – that officials could not justify as an eligible CDBG activity. Additionally,
$41,000 was spent on ineligible equipment, $15,000 on unauthorized travel expenses and
conference registration fees for the DLDC chairman, and $6,600 on bonus payments to the
DLDC chairman and treasurer.
There were a number of CDBG funds distributed directly by the city that were not in line
with community development goals. This included $76,000 in grant funding to a hotel
for various improvements and renovations. The money was used to construct an outdoor
wooden pavilion, for vinyl wall coverings and restroom renovations, and for the purchase
of a commercial laundry machine.
DiNapoli made a number of recommendations in the audit, including:
•
Establish formal procedures to monitor the performance and administration of
the CDBG program, including production and review of periodic status reports on grant
activity;
•
Authorize all transfers of CDBG funds to the DLDC only after ensuring they
comply with the approved plans;
•
Require documentation sufficient to support all claims against the city’s CDBG
funds to demonstrate how moneys are being used to meet the program’s objectives;
•
Recover unauthorized payments made to the DLDC Chairman and DLDC
Treasurer; and
•
Select CDBG grant recipients through an open, competitive process.
Along with current spending and repayment of HUD funds the city budget will be out of
lines in the millions will resulting in significant tax increases and cuts to Police, Fire and
City workers.

yet cultivation there has reached record levels, supplying ¾ of global demand and
occupying a cultivated land area the size of Rhode Island, and providing a major source of
funding for the Taliban.
Drug addiction and abuse is pervasive and massively damaging.
Nationally, illegal drug use costs almost $200 billion annually in crime, lost work
productivity and healthcare.
9.4 percent of Americans are past-year users of illegal drugs, 7.5 percent for marijuana. 39
percent of 12th graders are past-year illegal drug users, 35 percent for marijuana. At my
local high school, MJ can be had free for the asking every day and is easier to obtain than
alcohol.
Only 11 percent of 23 million Americans needing treatmentfor illegal drug or alcohol use
are getting such treatment.
New York is # 3 among the states at 12.2 percent of 12+ populations using illegal drugs or
abusing pharmaceuticals.
Substance abuse costs New York $3.84 billion annually, nearly 5 percent of state GDP.
U.S. prisons are filled with non-violent drug offenders. With 5 percent of world
population, the U.S. has 25 percent of the world’s prisoners. Illegal drugs are readily
available even in prisons with many drug offenders leaving prison as hardened criminals
and more addicted.
Drug law enforcement is racially discriminatory. Six in ten drug crime prisoners are black
or Latino, though proportions of drug suppliers and users are similar for whites.
Changes policy experts recommend specifically for heroin and marijuana.
For heroin, we can learn from the eight European nations and Canada, which operate
“heroin assisted treatment” programs. Generally, heroin addicts who have failed

methadone or other forms of drug treatment are given access 2-3 times per day to clinical
healthcare facilities where they receive controlled doses of pharmacological grade heroin
in addition to medical care, drug treatment counseling and social services. The measured
outcomes include sharp reductions in illegal drug use, drug crimes, disease, overdose
deaths and major increases in addiction treatment retention. In Switzerland, property
crimes among enrolled heroin addicts dropped by 90 percent.
In 2001, Portugal became first in the world to decriminalize all drugs and to make drug
treatment services fully accessible. In Portugal as generally in the 24 other nations
adopting drug decriminalization, use rates did not increase. Drug violators are referred to
treatment providers, but not compelled to accept services. Drug-related deaths since 2001
have declined by 80 percent. Rates of past-year drug use have decreased. New AIDS cases
among drug injectors resulting from dirty needle sharing declined by 93 percent. In most
of the U.S., sterile needles are illegal to possess and one-third of all new AIDS cases result
from dirty needle sharing.
For marijuana, Washington should grant states the power to legalize and regulate like
alcohol. For New Hampshire, I’d allow sale at state liquor stores if locally approved.
Require childproof packaging and labels disclosing potency and health effects, including
the fact that MJ use involves performance and brain developmental effects (though far less
in the aggregate than tobacco or alcohol). Prohibit advertising and public use. License instate wholesale producers and allow personal production in limited quantities. Extend DUI
laws to cover marijuana metabolite blood levels.
Washington State is one of four to have legalized and taxed the sale of cannabis products.
Over its first year in full effect, Washington saved most of the $20 million previously spent
on minor MJ law enforcement and collected $83 million in tax revenues, with revenues
used to fund prevention, treatment, research and education programs. Early data show that
traffic fatalities and youth marijuana use have not increased.
To sharply reduce human suffering, violence and death, political leaders must confront
the fact that the drug war is an abject failure. Real solutions must sharply increase public
funding for substance abuse and addiction treatment, which can be more than paid for
via reduced drug interdiction and non-violent drug user imprisonment. By dropping rigid
thinking about drug policy, we can increase racial harmony and defund criminal drug
empires and Afghan terrorists.

13th Annual Puerto Rican and Hispanic Day Parade of WNY
Saturday Sept. 12. 1pm
The Puerto Rican and Hispanic Day Parade of Western New York Association invites
everyone to the 13th Annual Puerto Rican and Hispanic Day Parade of WNY to be held
Saturday, September 12that 1pm in front of Buffalo City Hall. The Association sponsors
events that are celebrations inclusive of all Hispanics. This year’s theme is “Orgullo
De Nuestras Raíces”. This theme will touch all the hearts of everyone in our Hispanic
Community as we all come together to celebrate and take pride in our various cultures.
Robert “Bob” Unanue, Goya President has been named the 2015 Grand Marshal. The
Unanue family has not only made Goya a household name in all our homes, it is a family
that has given so much to our community. We thank Bob for his abundant support and
being a part of our community as he continues to grow the legacy of his family. Tamara O.
Alsace, Evelyn Pizarro, Jose C. Pizarro and Blanca Rodriguez have been named the 2015
Honorary Hosts, for their dedication and passion as long-standing community advocates
through-out Western New York. We are also very excited to include in this year’s parade
John “the Quietman” Ruiz, The Puerto Rican Heavy Weight Champion. John will be
marching with us and signing autographs at the park all day Saturday. In addition to our
parade, the Puerto Rican and Hispanic Day Parade of WNY and Hispanic American
Veteran Memorial will collaborate to hold the 4thAnnual 5K Run & Family Walk at
12:00pm preceding our parade.
In preparation for the 13th annual parade, flags will be placed along Niagara Street
(Avenida San Juan. The Flag Raising Ceremony on September 3rd that takes place along
the parade route to encourage pride through-out the Hispanic community. Representatives
from several countries will came out to hand their flags to a City of Buffalo employee for
placement along the route. Additionally the Peace Bridge Authority will illuminate the
bridge with all the Latin American country colors during the parade weekend.
Activities will start the evening of Friday, September 11 with great food, free concerts and
fun rides by Empire Amusement Rides at LaSalle Park on Buffalo’s beautiful waterfront.
The amazing singing artist, Brenda K. Starr will perform Saturday evening, September
12th, as well as a Mexican Mariachi band. In partnering with Amor and Heritage,
S-Kalona, a Colombian Vallenato band will also perform on Saturday, September 12th.
On Sunday we will have dancers, entertainers and bands performing throughout the day
including Conjunto Ecos Borincanos, Amor & Heritage Dance Company and the local
outstanding band LaKrema. To close out this year’s parade events and concert series on
Sunday, we will also have the young and great tropical singer and salsero, Frankie Negron.

Leadership Pageant winners.
The Puerto Rican and Hispanic Day Parade of WNY Association is pleased to announce
the 2015 Miss Borinquen of WNY Latina Leadership Pageant winners. The pageant
took place Saturday, July 11, 2015 at the Theatre of Youth and included 9 participants
who competed after completing the award-winning leadership development program
component which included seminars and community service.
The 2015 Miss Borinquen Queen is Zulmary Cruz
Zulmary is 17 years old and entering her senior year in September at Mount Mercy
Academy in the City of Buffalo. She enjoys writing poetry, running and reading. Zulmary
also won the Talent Award for her vocal rendition of Eddie James’ song, “I Love You
Lord”. Zulmary plans to attend college to become a Physician Assistant. As the Miss
Borinquen Queen, Zulmary takes home a $2,000.00 College Scholarship among other
prizes.
The Miss Borinquen Princess is Roxette Burgos
Roxette is 16 years old and entering her junior year at Hutch Tech High School. She
loves to read and write. Roxette enjoys riding her bike and spending time with her family.
Roxette plans to attend college and aspires to become an Electrical Engineer. As The Miss
Borinquen Princess, Roxette will be awarded a $1,000.00 College Scholarship.
The community also enjoys the Miss Coqui Pageant comprised of girls ages 5-7. This year,
our Miss Coqui winner is Arianna Young Quinones. Arianna is 5 years old and attends

The program includes a challenging curriculum provided to help build well rounded role
models for our community, prepare them to take on leadership roles and prepare them
to be successful in their educational accomplishments, careers and life. The leadership
development program series began in April and focused on developing personal, social,
educational and economic development skills, and other issues vital to their long-term
success. They heard from professionals in the private sector, business development
specialists, entrepreneurs, nonprofit professionals, college professors, community activists,
government executives, and local elected officials.
Beyond the seminars, Miss Borinquen of WNY offers mentors for each young lady, the
opportunity to develop life-long friendships and support in developing an individual plan
for future success. The participants are selected in a highly competitive process that
involves a formal application and in-person interview. The Miss Borinquen committee
consists of women in both the public and private sector who volunteer their time to

Hispanic Women’s League Offers Awards
College students have the opportunity of winning a Hispanic Women’s League scholarship
award for the fall 2015 semester.
To qualify, students must be of Hispanic origin, female, and have 24 degree credits. The
grade point average should be at least 2.75.
Applicants must be residents of Erie or Niagara County and attend an institution in either
of these regions.
Criteria for successful applications include academic achievement, financial need, and a
show of commitment to the Hispanic community.
The deadline for receipt of applications is September 17th.

3 dead, 4 injured in Rochester, N.Y., drive-by shooting

ROCHESTER, N.Y. — Three people are dead after seven people were shot after a
basketball game at a Rochester Boys and Girls Club late Wednesday night.
"A car drove by and at least one of the occupants in the car fired shots from the car into
the crowd that had gathered after a basketball game at the Boys and Girls Club," said
Rochester Police Chief Michael Ciminelli.
Police responded to the scene on Genesee Street at 11:19 p.m. after receiving multiple 911
calls.
"Police are trying to process what happened here last night," said Rochester Mayor
Lovely Warren. "Somebody made a decision last night that they were going to end some
lives. That person that made that decision, we are going to bring them to justice."
Two of the three people killed have been identified.
Melody Scott, who was at the scene Thursday morning, said her 17-year-old nephew,
Jonah Barley, was one of the three people killed. She said he was pronounced dead at the
scene.
Ciminelli said that there was no problem at the Boys and Girls Club. The problem did not
seem to stem from the basketball game, he said. "It is still subject to change," he said.
The four injured are males, aged 20 to 29. Medical personnel didn't believe that any
of their wounds appear to be life-threatening, said Capt. Michael Callari of the police
department. They were all taken to local hospitals.
"We have a very active investigation going," Ciminelli said. "We are bringing every
resource that we have to bear on this. We will run this down and found out who did this.
This was an outrageous act. We intend to find out who did it and bring them to justice."
Doug Ackley, the director of Rochester Programs for the Center for Teen Empowerment,
said 19-year-old Raekwon Manigault worked for him in his program for the past few
months.
"Rae was a sweet guy. We've known him for years and we loved him. He was part of our
group," said Ackley.
Manigault had been meeting almost daily with other staff and employees working on
upcoming projects.
He had told Ackley when he applied for the job that he wanted to work for Teen
Empowerment because "it was time to make some changes in his life."
Ackley said Manigault was well-known and well-liked in the youth community and he
had seen nothing recently that would have indicated Manigault would get caught up in the
shooting Wednesday.
"We had just been talking to him about continuing to work in the right direction,
being part of the next (Teen Empowerment) group and use his voice and his own past
experience to save other people's lives and change lives," Ackley said.
Capt. Lynde Johnston, who heads the major crimes unit, said he doesn't recall a shooting
in the city with seven victims — counting the wounded and deceased — for the decades
he has been on the force.

Hoy día el que te llama amigo/a, simplemente se refiere a que sabe quién eres, ha
escuchado hablar sobre ti o te ha visto seguido y de vez en cuando te saluda cuando está
de buen humor si te ve en la calle. A veces hasta surge algún milagro y se recuerda tu
nombre. Pero cuando estás en los momentos de crisis... ¿dónde están esos auto-llamados
amigos/as? No busque mucho porque simplemente no hay nadie... sólo el coquí cantando
a lo lejos entre la maleza.
Es lo mismo cuando dices un "Te Amo"o "I Love You"; todo es de la boca hacia afuera.
Hoy día los valores, los sentimientos verdaderos se han perdido. La hipocresía, la
superficialidad, lo falso está de moda. Lo peor es que los niños son los que están
absorbiendo todo.
Si la juventud hoy día se ve perdida, imagínense las generaciones venideras.
Mi gente despierte... es hora de demostrar lo que realmente vale... hay que enseñar y
demostrar lo que verdaderamente significa ser un verdadero/a amigo/a, el verdadero
significado de un "Te Amo", un "Te Quiero". Hay que inculcar los buenos modales y
valores a esas generaciones venideras. Unos "buenos días" amablemente, unas "buenas
noches" cortésmente; un saludo cordial con una sonrisa sincera. Un "por favor", un "con
permiso". Son pequeños detalles que harán gran diferencia. Eso nos toca a nosotros
inculcarlo desde que nuestros niños son pequeños...
Por otro lado e irónicamente, he visto cómo la juventud ha influenciado a la gente mayor...
¿No se supone que sea al revés? ¿No se supone que seamos nosotros los adultos los que
influenciemos a nuestra juventud?
Por mi parte, les confieso que prefiero vivir en los tiempos de antes, donde abundaba la
cortesía y los valores, aunque no existía ese auge de comodidad y tecnología que en estos
tiempos modernos. Hoy día abunda todo lo demás menos lo que realmente debería; como
lo son los valores, el compromiso de una palabra y la cortesía... ni siquiera existe una
amistad verdadera y mucho menos duradera.
La gente hoy día simplemente vive en medio de competencia, mirando sólo a una
dirección sin importarle nada más y pasando por encima de quien sea para obtener lo
deseado. Comparo a las personas que se comportan así con los mosquitos que son atraídos
hacia la luz de la lámpara y terminan quemados en el piso. Es una pena ver lo que pudo
haber sido y no fue...
"I don't remember one, and that's searching 50 years," he said.
A shooting spree of similar scope occurred in a crowded bar in Gates, N.Y., on April 25, leaving one
man dead and six other bar patrons wounded.
In the warm, muggy early morning hours, hundreds of people milled about the street, some
weeping, hugging and talking with neighbors in the aftermath of the violence. Others could be seen
weeping into the arms of family members.
Michael Cotton, a Rochester resident, said he knew one of the deceased. "We were mutual friends.
We always spoke when we saw each other."
He added, "Of course, it hurts. That's somebody that I speak to on a daily basis. That's going to
affect me for a little while. This is not my first one. It's kind of ridiculous now. You see how many
people are out here. I'm sure the people that did see something aren't going to talk or anything,
because they're just too loyal.
"I really don't know how I feel about this situation. I don't think it's really hit me yet. Right now, just
looking at everything, all the lights, all the cops, all you guys reporting, it's just a shock, because
I've been in this area for a while and seven people getting shot, that's close to a massacre. Seriously.
We have to do better. We do as people, we have to do better. We have to do much better."
Toni Nelson, of Rochester, went to the shooting scene after hearing about it on the news. She said
her son was the victim of violence, too.
"I don't know any of them but I care ... it's my neighborhood," she said. "This is terrorism on our
streets."
The Rev. Lewis W. Stewart, president of the United Christian Leadership Ministry of Western New
York, said schools must do a better job at teaching emphasis on non-violence, anti-bullying and
respect for lives.
“Black lives must matter not just when law enforcement officers take a life, but when another black
person takes a life,” he said.
Stewart said his group will host a prayer vigil Friday in front of the Boys and Girls Club.
“Many folks don’t want to speak about it, but there’s a gang on Jay Street, there’s a gang around
here, so we do have a gang problem and that was more than likely some sort of gang initiation tact
that was used," Stewart said.
Some shots hit walls and windows at the Jordan Health Center, which is next to the Boys and Girls
Club. In a statement, health center officials said they shared the grief of the families of the victims
and would be rescheduling patients with appointments to other locations.

LO QUE RECIBES AL DAR
Esta es la historia de un individuo que se sentía muy agobiado y desilusionado. Su amargura era tal
que decidió alejarse de todo y de todos los que conocía. Se dirigió hacia un monasterio intentando
encontrar esa paz espiritual y sacar todos esos sentimientos negativos que en él afloraban. Dentro
de su ser, sentía el deseo genuino de sanar y darle sentido a su vida. Al llegar al monasterio, les
contó a los monjes lo que sentía y deseaba, pero los monjes pensaron que no era apto para entender
las escrituras. Uno de los monjes en particular pudo ver más allá de lo que veían sus ojos notando
que el individuo recién llegado, hablaba con el corazón.
-Veo que hablas con el alma, pero lamentablemente nuestro templo no tiene capacidad para más
alumnos por el momento. Si quieres, podrías barrer nuestro jardín y te daremos comida.- Dijo el
monje logrando sorprender a los demás quienes esperaban una respuesta negativa.
El hombre se dedicó a barrer minuciosamente el jardín todos los días, sin pedir, sin reclamar, sin
cobrar. Con el tiempo, los monjes notaron que se veía tranquilo, gozoso y equilibrado. Emanaba
mucha más paz y luz, que muchos de los que estaban allí antes que él. Extrañados le preguntaron si
había hecho algún tipo de rito u oración, que ellos no conocían, pero el hombre, humildemente, les
dijo:
-No, sólo me he dedicado a limpiar el jardín con amor, y al mismo tiempo que barría, pensaba en
que lo hacía también en mi interior. Sacaba poco a poco de mi corazón, el odio, el egoísmo y el
resentimiento.Muchas veces una sencilla acción hecha con conciencia y buena intención, sin pedir o esperar nada
a cambio, nos beneficia más que cualquier otra práctica compleja para aumentar nuestro bienestar.
Cuando sentimos compasión, cariño, solidaridad… cualquiera de estos sentimientos nos impulsa a
compartir parte de nuestra energía, atención, y tiempo. No se tiene que realizar grandes acciones y
sacrificios para compartir un poco de generosidad con otros. Todos tenemos cargas en nuestra vida,
y muchas personas lo callan pensando que a nadie le importa.
Puede que sí, a nadie le importe pero puede que no sea así. Una pequeña acción, positiva dirigida
a brindar nuestra ayuda y apoyo, a alguien puede ser suficiente para suavizar sus vidas e iluminar la
nuestra. Un simple gesto, una sonrisa. A nuestros ojos parece insignificante pero puede que sea sólo
eso lo que necesite otra persona para cambiar su vida por completo.
En la medida en que logras alinear tus actos cotidianos con los valores esenciales, adquieres
mayor fortaleza y mejoras tu relación con las personas que te rodean. Hay pocas actitudes tan
satisfactorias como la de celebrar el éxito, el logro y la felicidad de los demás.
Otros piensan que no disponen de nada para dar, pues sus recursos materiales son limitados. Pero
las cosas más bellas y valiosas, salen del alma. No tiene que ver con dinero. Siempre podemos
animarnos a brindar alegría, apoyo, cariño, experiencia y conocimiento, permitiéndonos realmente
experimentar la sensación de lleno y plenitud que produce dar.
Se ha demostrado que aquellas personas que ayudan o les prestan algún tipo de servicio a otros,
aumentan y fortalecen la confianza en sí mismos, autoestima y el aprecio por la vida.
Deja de esperar y comienza a dar, para que sea la vida la que encuentre los instrumentos idóneos
para devolvértelo en el momento justo. Siéntete dispuesto y disponible a brindar tu apoyo a través
de una palabra, un gesto, un detalle o una acción generosa y desinteresada dirigida a suavizar la vida
o el momento de otra persona.
Mucha gente me criticó por los servicios que brindé en las escuelas como maestra voluntaria y
conductora de talleres a padres gratuitamente. También me criticaron por publicar dos de mis libros
gratuitamente pudiendo sacarle provecho monetario, pero lo que no saben es que con lo que hago
gano más que eso, pues mucha gente no puede costear clases privadas, ni talleres y mucho menos
libros para entretenerse o aprender.
No saben lo satisfecha que me siento con los comentarios y mensajes privados que recibo
agradeciéndome, porque aporté a la toma de decisiones, o le cambié su estado de ánimo, o cambié
su vida en algún modo para bien. Eso el dinero no lo puede suplantar y es algo que me llevaré muy
complacida el día de mi muerte.
Así pensamos las personas que nos encanta ayudar a los demás desinteresadamente.Otros ayudan
de una manera, otros ayudan de otra. Las que pueden donar dinero lo hacen sin ningún pesar,
pero como yo no puedo aportar con dinero, aporto con mi don de escribir ya sea para entretener o
aconsejar. Eso me hace muy feliz. No busco reconocimiento, ni busco riqueza monetaria, porque
con lo que tengo puedo vivir tranquila. Nadie imagina la riqueza espiritual que poseo y me hace
sentir en Paz.Porque las mejores esencias salen puras desde el corazón.

If Chautauqua County is on the move, where is the city of Dunkirk? If we "as a city" are to
prosper and be a part of the efforts our county executive and IDA director are pursuing, we
must get on board.
When speaking with County Executive Vince Horrigan on the Chautauqua Sunrise show,
he was not only enthusiastic about what is happening in our county, but he was also open
and honest about some of the hurdles he is facing. Horrigan told me that too often there is
an unwillingness to change the status quo by our elected officials and residents. This same
sentiment has been shared with me by some of those very elected leaders and residents
who want change, but are afraid to take the plunge.
Prior to the show, I conducted an "unscientific" survey of residents, elected officials,
millennials, seniors, educators, small business owners and even strangers. In every case,
topping the list of concerns was the need for economic development and bringing jobs to
the area. To repeat a concern that was recently published in the OBSERVER, changing
or improving a building's facade is not economic development! Economic development
means expanding businesses or bringing in new business that create jobs, not losing or
reducing them.
There is finally good news about the Carriage House facilities. In Fredonia, that facility
will house some warehousing and smaller enterprises, there will be jobs created, but
not to the level that the facility had. The plan for the ConAgra facility on Talcott Street
in Dunkirk is still in the works and according to Horrigan, we are just days away from
closing with a manufacturing concern that is expected to employ 200-plus individuals.
County IDA Executive Director Kevin Sanvidge continues to work with developers for the
waterfront in Dunkirk, Ripley and the Barcelona area; to say that he is staying busy is an
understatement.
But while the county's staff is working to engage with the entrepreneurs, business
developers, and the tourist industry, our local officials seem to be standing still and looking
backward. A case in point is the recent lakefront development issue in Dunkirk.
Dunkirk Mayor Anthony J. Dolce is calling for another rental project being built on the
shores of Lake Erie to house low- to mid-income level seniors. I am all for developing the
parcel of land between the Clarion and Tim Horton's, but not with rental property. We need
to look for ways to increase the number of taxpayers in the city, not continue to burden the
ones we have.
Why not build condominiums that will be owned and maintained by mid to high-income
level seniors? If a rental property (no matter how nice at the onset) is built on the

We have too many of those already - just look around! We need to develop this parcel
of land, but how? You might ask, what does the city's comprehensive plan show for the
development of this area? There is no comprehensive plan!
When I spoke with Dolce and Economic Development Director Steve Neratko, some
months ago, they both told me that there was no comprehensive development plan for the
city. Without a plan how do we determine what needs to be developed and with what type
of business, industry, housing project, etc.?
It is said, "people don't plan to fail, they simply fail to plan." When it comes to economic
development, I think this city is evidence of that philosophy!
We see well-maintained houses next door to those with trash in their yards. We drive along
Lake Shore Drive and see well-maintained businesses and houses on one side of the street
with the opposite on the other side. We drive along Central Avenue and we see vacant lots
and boarded up storefronts. Painting and adding new windows on the Coburn Block may
have been a good idea at the time, but the project has run over the grant deadline and now
we "the taxpayer" will be paying for a pretty facade on a building with the same worn out
interior - an unmarketable prime piece of real estate right in the heart of the city. What
does our councilman-at-large, and candidate for mayor, Willie Rosas have to say about all
of this?
Rosas told me, "If I am elected mayor, I will insist that a comprehensive plan for this city
be developed. I am on record of asking about this and have offered to sit on a committee to
begin this process." As for the overall economic development situation, he said, "We spend
a quarter of a million dollars on the economic development office annually, and what do
we have to show for it?
"This department is supposed to monitor and ensure that we are in compliance with our
contracts, grants and funding for development that goes on in this city, and yet we are now
finding out that we may be faced with losing some of the grant money that we thought we
would have for the Coburn Block because we did not meet the deadline. And the same
goes for the Wright Park project; we missed a deadline."
Speaking on WDOE, Rosas said of the Wright Park project, "This was brought up at our
last council meeting, in my opinion, we have a grant that is a matter of public record,
it was a matching grant and it was a grant that we had and were to receive, this is what
we were told. For the past six months it was even put in the paper that this was going to
happen, and now we have been told that it was not going to happen. I believe we lost the
grant and somebody has to be held accountable for that."
We need a comprehensive development plan for the city of Dunkirk and a qualified
individual to ensure its compliance. When asked about the county helping with the
development of such a plan, Horrigan said he and his staff are ready to do whatever the
city needs from them. We need to call him, and ask for the county's help. We need to hold
our elected officials accountable on this issue. We need to insist that we, the taxpayers
and residents of Dunkirk, get on board with the county and work toward progressive

Sanders rebasa a Clinton en preferencias en New Hampshire

Gobernador de Puerto Rico exige que gobierno federal rectifique
Alega que la carta que se envió no explica los elementos para congelar fondos federales
El gobernador Alejandro García Padilla dijo hoy que el gobierno federal “tiene que
rectificar” la carta en la que se amenaza con congelarle al gobierno de Puerto Rico
millones de fondos de programas federales como resultado de una auditoría que reveló
irregularidades fiscales.
“Es una carta que no se explica por sí misma. Ayer se excusaron por el trámite ellos
mismos”, sostuvo el gobernador al reaccionar a la misiva que le dirigió este lunes el
Departamento de Justicia federal y que amenaza con congelar cerca de $40 millones a
programas de prevención contra el crimen.
Para que la Isla pueda seguir ofreciendo esos servicios tendría que costearlos a través del
Departamento de Justicia local para luego someter una solicitud de reembolso al gobierno
federal.
García Padilla indicó que la carta no expresa “los periodos, ni cuáles son los elementos
que llevaron a esa decisión y en ese sentido, el Departamento de Justicia Federal tiene que
rectificar esa carta”.
“Nosotros estamos en comunicación con ellos y con la Casa Blanca”, añadió el primer
ejecutivo a preguntas de periodistas, tras participar esta tarde en un homenaje que la
Cámara de Representantes rindió al expresidente de ese cuerpo legislativo, José Ronaldo
Jarabo.
“Ellos mismos reconocen en la carta que los manejos han mejorado. Por eso es una carta
contradictoria en sí misma y que ellos tienen que explicar mejor”, opinó García Padilla.
La advertencia sobre congelación de fondos fue enviada al Departamento de Justicia de
Puerto Rico, la Administración de Corrección, la Oficina del Comisionado de Asuntos
Municipales (OCAM), la Administración de los Tribunales, la Procuraduría de las Mujeres
y la Universidad de Puerto Rico, específicamente, los recintos de Río Piedras y Carolina.
La auditoría que produce la amenaza de congelación de fondos cubrió el período entre
2008 a 2012 y los resultados preliminares fueron informados el pasado 15 de julio. El
Departamento de Justicia local sometió un plan correctivo el pasado lunes 10 de agosto.
El presidente del Senado, Eduardo Bhatia, por su parte, dijo que “todos los estados tienen
que seguir unas reglas” en el uso de fondos federales. “Si por alguna razón, Puerto Rico
tiene que arreglar o corregir algo, estoy seguro que en convenio con el gobierno de Estados
Unidos, se hará”, sostuvo.
Mientras, el comisionado residente en Washington, Pedro Pierluisi, se pronunció
preocupado por la situación. “Es preocupante porque lo que ha pasado es que el
Departamento de Justicia federal ha perdido confianza en nuestro Departamento de Justicia
a la hora de administrar fondos federales”, opinó.
“Han cambiado el proceso, ahora reembolsan (los fondos). Eso significa que el desembolso
lo tiene que hacer el gobierno o entidades sin fines de lucro que también reciben parte
de estos fondos. Sabemos que el gobierno tiene problemas de liquidez, o sea, que es mal
momento para que haya pasado esto”, dijo Pierluisi. Agregó que su equipo en Washington
se reuniría hoy, jueves, con funcionarios del Departamento de Justicia federal para conocer
los detalles “y ver cómo podemos apoyar”.
“No he visto la fecha (de la auditoría), pero están perdiendo confianza ahora, porque el
impacto es ahora”, agregó Pierluisi.
Rechaza haber favorecido a Hernández Mayoral
Sobre el informe que preparó la Administración de Servicios Generales (ASG) en torno
al uso para fines privados del vehículo oficial por parte del director de la oficina de la
Administración de Fondos Federales (Prfaa), Juan Eugenio Hernández Mayoral,, el
gobernador rechazó que La Fortaleza haya tomado acción para favorecerlo.
“No es correcta la información y si eso hubiese sido o si alguien considerara que
favoreciera de alguna manera a algún funcionario de la administración es menester indicar
que (el informe) también favorece al comisionado residente (Pedro Pierluisi)”, dijo el
Gobernador a preguntas de la prensa, tras participar en un homenaje al expresidente de la
Cámara de Representantes, José Ronaldo “Rony” Jarabo, en el Capitolio.
“Quien sugiera eso estaría sugiriendo que estamos favoreciendo al Comisionado
Residente”, sostuvo García Padilla sin abundar más sobre el tema.
El administrador de Servicios Generales, Luis Castro Agis, indicó en un informe el pasado
viernes que los vehículos adquiridos fuera de la Isla por oficinas del Gobierno de Puerto
Rico no están sujetos a la Ley 60 de 2014 que prohíbe, con pocas excepciones, el uso
privado de un automóvil oficial.

La Fortaleza entregó el viernes en la noche el informe de la ASG sobre Hernández
Mayoral. La investigación de la ASG comenzó después de que El Nuevo Día reveló que
Hernández Mayoral había admitido en marzo a las autoridades del condado de Arlington
(Virginia) que ocasionalmente se llevaba el vehículo de Prfaa a su casa.
Inspectores de ese condado, contiguo a Washington D.C., se percataron de que el vehículo
de Prfaa, con licencia de la capital estadounidense, “pernoctaba” en el estacionamiento
del edificio de apartamentos de Arlington (Virginia) donde reside Hernández Mayoral,
exsenador del Partido Popular Democrático (PPD) e hijo menor del exgobernador Rafael
Hernández Colón.
Buscan cientos de hispanos para que cobren sueldo no pagado
NUEVA YORK, Las autoridades de Nueva York anunciaron la búsqueda de más de mil
trabajadores, muchos de ellos hispanos, a los que numerosas empresas deben miles de
dólares en sueldos no pagados.
Portavoces de la oficina de Scott Stringer, contralor de la ciudad, dijeron que han reunido
unos 3.7 millones de dólares a través de los años como resultado de acuerdos legales
con más de 125 empresas que no pagaron lo suficiente a sus empleados, en su mayoría
inmigrantes.
A pesar de que a algunos trabajadores se les debe más de 30 mil dólares, la media
aproximada que cada uno puede recibir es de unos tres mil 500 dólares.
"Miles de individuos que trabajan duro, muchos de ellos inmigrantes, no han cobrado los
sueldos que deberían haber cobrado, pero quizás no saben que estos fondos existen", dijo
Stringer.
Las empresas de construcción, de limpieza de oficinas, de cuidado de ancianos, guarderías
y de guardas de seguridad, entre otras, fueron investigadas por la oficina del contralor, que
descubrió las irregularidades. Muchas son empresas privadas que tenían contratos con la
ciudad.
Stringer dijo que su oficina intenta contactar con los trabajadores afectados pero que
muchas veces éstos han cambiado de dirección, o no ofrecieron una dirección correcta o
han regresado a sus países de origen, entre otras cosas.
A un trabajador de Queens se le debe 77 mil 909 dólares mientras que a otro de Brooklyn
se le debe 59 mil dos dólares, indicaron los funcionarios.
El ecuatoriano Ángel Ribadeneira, de 57 años, dijo que recuperó 102 mil dólares en 2014,
tras pasar más de dos décadas trabajando como mecánico que reparaba tanques de agua en
escuelas para la empresa National Insulation & GC Corp., en Nueva York.
Ribadeneira presentó con otro trabajador una denuncia ante las autoridades en 2008 porque
no se le pagaban todas sus horas de trabajo. La oficina del contralor investigó el caso y, tras
lidiar con la empresa, obtuvo la compensación para el inmigrante.
"Ese dinero representa mucho para mí", dijo. "Es un dinero que nosotros deberíamos
habernos ganado antes".
La oficina de Stringer ha colgado en su portal de internet los nombres de los mil 56
trabajadores que busca.
Mientras que en Brooklyn a 241 individuos se les debe 628 mil 447 dólares, en Queens se
debe 799 mil 351 dólares a 200 trabajadores, señaló la oficina del contralor, que también
ofreció cifras para el Bronx, Manhattan y Staten Island.

Genetic switch makes fat cells burn energy rather than store it
There’s the potential for gene therapy to combat obesity
A master gene that orders fat cells to burn energy rather than store it has been found.
Tinkering with it made mice lose weight as their fat-storing cells were converted into fatburning cells, raising the prospect of a gene therapy to treat obesity.
“You could say we’ve found fat cells’ radiator, and how to turn it up or down,” says
Manolis Kellis, who co-led the team that carried out the work at the Massachusetts
Institute of Technology and at nearby Harvard Medical School.
Not all fat is created equal. Humans carry several different types. White fat is the
insulating stuff that builds up around our middles, storing energy rather than burning it.
Brown fat, which is found in small pockets around our neck and spinal cord, does the
opposite – burning calories to produce heat. Beige fat is somewhere in between. It has a
different origin to classical brown fat and is dispersed within white fat cells – but it also
burns calories without us expending any effort.
In the past few years, we’ve realised that it may be possible to turn people’s white fat cells
into beige fat. But it’s not easy and involves doing things like exposing yourself to cold
temperatures or doing strenuous exercise. Kelis’s team’s work suggests that there might
be an easier way – just flip a genetic switch.
Storer or burner?
The genetic switch is called FTO. Discovered in 2007, it is one of the only genes to be
definitively linked to obesity. Some 44 per cent of Europeans carry a variant that raises
their risk of obesity by around 30 per cent, increasing body weight by about 3 kilograms.
Previous studies have shown that FTO works in the brain and so may influence appetite
and hunger, but the latest work suggests it exerts a more potent effect in fat cells
themselves.
To dig deeper into how FTO works, a team led by Kellis and Melina Claussnitzer of
Harvard Medical School looked at the genetic profiles of fat cells from 100 people, 52 of
whom had the risk-raising gene variant.
In cells taken from people with the risk variant, the team found that FTO activates two
other genes – called IRX3 and IRX5 – which direct the cell to store energy. In cells from
people with the normal variant, the same two genes are switched off and this causes the
cells to burn energy.
Powerful cells
Kellis’s team was able to use gene editing techniques to adjust the functioning of the FTO
gene in fat cells, converting fat-storing cells into fat-burning cells – effectively turning
white fat beige – and vice versa.
The IRX genes were twice as active in white fat cells from people that carry the risk
variant as they were in cells from people without the variant, meaning that these cells
were super-storers of energy.
There was practically no difference – just 1 per cent – between brain cells in the different
groups, suggesting that the impact of FTO on fat cells far outweighs that in the brain. This
suggests that, for some people, the activity of their fat cells might play a greater role in
dictating weight than exercise or diet.
“There’s a dogma that it all depends on appetite and exercise. That it’s your choice, and
everything is decided by your brain,” says Kellis. “We’re showing that your fat cells have
a very strong role in all this, independent of the brain.”
Gene therapy for obesity?
What’s more, when Kellis and his colleagues deactivated the IRX3 gene in mice fed a
high-fat diet, the animals resisted piling on the pounds – mice with the IRX3 gene active
gained an extra 15 per cent of their body weight. Kelis thinks that once the IRX3 and
IRX5 genes are inactivated, the fat cells are able to burn energy all the time, irrespective
of how much the mice eat and exercise while awake.
Kellis’s team now plans to see whether tinkering with the IRX genes can make obese
mice lose weight. He says they are also exploring avenues for possible treatments,
including gene therapies that alter fat cells so that they burn instead of store energy.
Alternatively, it may be possible to develop a pill that switches off or turns down the
activity of IRX genes.
“What this work shows very elegantly is that a key risk-FTO variant acts by limiting the
development of beige fat cells,” says Myrte Merkestein of the University of Oxford. “As
these burn energy rather than storing it as white fat cells do, a reduction in beige fat cells
is predicted to reduce energy expenditure and predispose to obesity,” she says.
“Whether these findings will lead to new therapies for obesity is less certain,” Merkestein
says, “because it’s likely the switch between beige and white fat cells is set during
development of the embryo, and therefore it may already be too late to intervene in
adulthood.”
Kellis, however, thinks that now the genetic circuitry for FTO and the IRX genes is
established, drugs or treatments can be devised that interfere with it to combat obesity.
“We can intervene using this circuitry whether or not you have the genetic risk variant,”
he says.
Aspirin could reduce cancer risk of overweight people
Researchers assessed the effects of the drug during a 10-year study of 937 people with
Lynch syndrome - a genetic disorder that increases the risk of cancers, particularly colon
cancer and womb cancer.
Among these patients, the researchers found that being overweight more than doubled the
risk of colon cancer, also known as bowel cancer. However, this risk could be reversed
with a regular dose of aspirin
The study, published in the Journal of Clinical Oncology, was funded by the UK Medical
Research Council, Cancer Research UK, Bayer Pharma and the European Union.
"This is important for people with Lynch Syndrome but affects the rest of us too," states
study author Sir John Burn, professor of clinical genetics at Newcastle University in the
UK. "Lots of people struggle with their weight and this suggests the extra cancer risk can
be canceled by taking an aspirin."
For the study, an international team of researchers from over 43 centers in 16 countries
examined the progress of participants with Lynch syndrome who were randomly assigned
to either take two aspirins (600 mg) a day for 2 years or a placebo.
The participants were then followed up 10 years later, at which point a total of 55 had
developed colon cancers. The researchers found that participants who were obese were
2.75 times as likely to develop this cancer than participants whose weight was normal.
However, among the participants assigned to take two aspirins a day, the researchers found
that the risk of colon cancer was the same whether the participants were obese or not.
Every unit of body mass index (BMI) above what is considered healthy increased the
risk of colon cancer by 7%. John Mathers, professor of human nutrition at Newcastle
University, states that it is surprising that obesity is a driver of cancer even in people with a
genetic predisposition to the disease.
"Indeed, the obesity-associated risk was twice as great for people with Lynch Syndrome as
for the general population," he adds.
Aspirin could help obese patients who are finding it difficult to lose weight
As the benefits of aspirin appeared to occur before the earliest stages of tumor
development, the researchers believe aspirin may affect cells that are predisposed to
becoming cancerous over time.
"We may be seeing a mechanism in humans whereby aspirin is encouraging genetically
damaged stem cells to undergo programmed cell death," Prof. Burn suggests. "This would
have an impact on cancer."
Another possibility is that the aspirin suppresses the inflammatory response that is
increased by obesity. There is growing evidence to suggest that an increased inflammatory
process is linked with an increased risk of cancer.
While people should try to maintain a healthy weight, Prof. Mathers suggests that aspirin
could help patients who are obese and are finding losing weight difficult.
The researchers believe that further research needs to be conducted to both confirm and
determine the precise extent of the protection provided by aspirin with respect to high
BMI.
Prof. Burn says that before anyone starts to take aspirin on a regular basis, they need to
consult their doctor as aspirin can cause a number of stomach complaints, such as ulcers.

Piojos han mutado y ahora son resistentes a tratamientos: estudio
Científicos de Estados Unidos advirtieron que las poblaciones de piojos en 25 entidades
del país han desarrollado resistencia a los tratamientos comúnmente prescritos, por lo que
su eliminación podría ser ahora mucho más difícil.
Los piojos -y otros insectos- son cada vez más resistentes a los piretroides, los pesticidas
artificiales desarrollados para controlar las poblaciones de parásitos, según un estudio
emitido esta semana por científicos de la Universidad del Sur de Illinois.
"Hemos investigado 109 poblaciones de piojos y 104 tenían niveles altos de mutaciones
genéticas que los hacen resistentes a los piretroides", dijo Kyong Yoon, profesor en la
Universidad del Sur de Illinois, en un comunicado en el que reveló el resultado del estudio.
Los piretroides, que son versiones sintéticas de una sustancia química que se encuentra
en los crisantemos, bloquean a los receptores en el sistema nervioso de los piojos,
paralizándolos para finalmente matarlos.

Talia E. Rodriguez
Talia E. Rodriguez is a native Buffaloian, born to a Mr. John and Mary Rodriguez of
the Buffalo's westside. Talia's father is Puerto Rican and a transplant of NYC and her
mother, Mary, is Irish and Sicilian. She is one of five brothers and sisters, an aunt of
7, and a dedicated grandaughter to Rosa Rodriguez, age 92, a native of Anasco Puerto
Rico.
Talia was the only Latina from Buffalo to graduate with a JD, in a class over 200,
in May from SUNY Buffalo Law School. Previous to attending SUNY Buffalo Law
School, Talia earned a M.A. in Social Policy, from SUNY Empire State in 2012, and a
B.A in Political Science from St. John Fisher College in 2010. Talia is inspired by her
grandmother who participated in the civil rights movement and marched with Martin
Luther King Jr during the March on Washington for Freedom and Jobs.
As a law student Talia served as Vice Chair and Executive Secretary for the National
Latino Law Students Association, was a recipient of the Puerto Rican Bar Association
Scholarship, and organized a senatorial round table focused on Domestic Human
Trafficking. As a student she worked for the United States Supreme Court in
Washington D.C, the New York State Senate, the Erie County Health Department,
Hispanos Unidos de Buffalo, and the Law Department for the City of Buffalo.
Recently she was hired by the Erie County Bar Association's Volunteer Lawyers
Project as the Coordinator of the SAY YES Legal Clinics in Buffalo Public Schools.
The free legal clinics, aim to serve students of Buffalo Public Schools and their
relatives. No appointment is necessary and legal advice is limited to non-criminal
matters. On Monday during the school year the clinic will be open at P.S. 18 on West
Ave, from 3:30-5:00 pm. Other locations include P.S. 54, East High School, and South
Park Highschool. Talia is exicted about the opportunity to provide free legal advice to
her community and other communities in Buffalo. Her personal interestes include art,
poerty, literature, and music.

4½ cups flour for bread
1½ cups water
1 tablespoon dry yeast
1 teaspoon salt
Disolve the yeast in warm water (80º F). Let is sit for 25 minutes until the water is
foamy. Mix it with the salt and the flour.
Knead the dough for 10 minutes until the consistency is elastic. Let it rise for 1 hour
and 45 minutes. Punch it and let it rise again for another 45 minutes.
Give the dough shape, cut a slit down the middle, and bake it at 450-475ºF for 20
minutes or until it reaches a golden color. For a crunchy crust put a small ovenproof
container with water in the oven when baking the bread.

Ramón Luciano, Jr.: Sobreviviente del Cáncer de Próstata
“Los Datos son los datos,” dice Ramón Luciano, Jr., un ex oficial de seguridad en el
instituto de Cáncer Roswell Park (RPCI) durante 20 años y residente del oeste de Buffalo.
“El cáncer de próstata es el cáncer más común en los hombres estadounidenses, aparte del

Debido a que el padre de Luciano también es sobreviviente del cáncer de próstata, el hablo
con su médico acerca de esta historia familiar, y comenzó los exámenes de rutina para
la detección de cáncer de la próstata a los 40 años (hoy la recomendación es que todos
los hombres tengan una prueba de detección por la edad de los 40 años para servir como
base de referencia.) “El cáncer de próstata es una preocupación real para la salud en la
comunidad latina,” dice Luciano. Como resultado, cuando Luciano fue diagnosticado con
cáncer de próstata en el 2007, su cáncer fue capturado tempranamente y fue tratado con
éxito.
Luciano también reconoce los avances de investigación que llevaron a cabo a las pruebas
de detección tempranas, tratamientos y procedimientos por salvar su vida. Algunos de estos
avances se produjeron aquí en Buffalo. Luciano señala a los expertos e investigadores de
cáncer como el Dr. T. Ming Chu, que fue el pionero de investigación en RPCI en la década
de los 1970s que llevaron al desarrollo de mejores métodos para examinar a los hombres
para el cáncer de próstata.
“El Dr. Chu me hizo sentir a mí y a tantos otros importante en su trabajo,” dice Luciano.
“Yo era un oficial de seguridad y el Dr. Chu me dio las gracias con regularidad por
mantener sus muestras de investigación fuera de peligro. Nunca pensé que algún día su
investigación iba a salvar mi propia vida.”

voluntarios que se formó en Buffalo en el 2008 y se compone de un grupo diverso de
hombres incluyendo a muchos sobrevivientes del cáncer de próstata. MAN UP Buffalo
ofrece a los hombres con recursos educativos para ayudarles a tomar decisiones informadas
sobre su salud de la próstata, y las cuestiones relacionadas con la detección del cáncer de la
próstata y la detección temprana, el tratamiento y la supervivencia.
Durante los últimos cuatro años, MAN UP Buffalo se ha asociado con RPCI para presentar
el anual Crusin’ for a Cure una exposición de autos y evento para la detección de cáncer de

Jóvenes que consumen cigarrillos electrónicos son más propensos al
Tabaco
Atlanta- Los jóvenes que utilizan cigarrillos electrónicos antes de la secundaria tienen más
posibilidades de consumir tabaco, de acuerdo con un reporte publicado hoy por el Instituto
Nacional de Salud (NIH).
"El uso recreativo de cigarrillos electrónicos se ha hecho cada vez más popular entre
adolescentes que nunca antes han fumado tabaco. Los adolescentes que disfrutan inhalar
nicotina a través de los cigarrillos electrónicos son más propensos a experimentar con
otros productos con nicotina, como los cigarrillos de tabaco", declaró Adam M. Leventhal,
principal autor del estudio.
Los investigadores hallaron que durante los primeros seis meses después de haber sido
encuestados, el 30,7 % de los que dijeron haber usado cigarrillos electrónicos, empezaron a
consumir los tradicionales, así como otros productos de tabaco, en comparación con el 8,1
% entre quienes nunca antes los habían usado.
La investigación, que fue publicada hoy en la versión digital de Journal, de la Asociación
Médica Americana, señala que si bien se ha visto una disminución en el consumo de
tabaco entre los adolescentes, se debe permanecer "vigilantes" a sus hábios en relación a
estos productos.
El reporte observó durante 12 meses a 2,530 estudiantes que inicialmente nunca habían
reportado el consumo de tabaco o productos relacionados.
De acuerdo con los Centros de Control y Prevención de Enfermedades (CDC), la
exposición a la nicotina durante la adolescencia puede tener consecuencias adversas para
el desarrollo del cerebro y puede afectar la salud del feto en el embarazo o una pérdida
prematura.
Al menos cuarenta estados han aprobado leyes para prohibir la venta de cigarrillos
electrónicos con nicotina a menores de edad, según datos de los CDC.

Rich Investors Flock To Puerto Rico As Debt Crisis Pushes Poor To
The Mainland

WASHINGTON — Hundreds of thousands of residents of Puerto Rico are being forced
from their homeland in search of better economic conditions on mainland America. The
Caribbean island recently defaulted on a $58 million debt for the first time in its history,
and the super rich are descending upon the island to buy up homes and businesses that
have been abandoned amid hard economic times.
“What you’re seeing then, if this is allowed to continue unchecked, is the gentrification of
an entire island,” said Nelson A. Denis, a former New York State assemblyman and author
of “War Against All Puerto Ricans: Revolution and Terror in America’s Colony,” while
speaking to MintPress News.
Denis was speaking specifically about tax exemptions enacted on the island in 2012 to
encourage wealthy individuals, mainly from the mainland United States, to move to the
island and start new businesses there.
It’s just one of the solutions the country drummed up to rehabilitate its ailing economy.
As the wealthy come to the island, tens of thousands of Puerto Ricans are pouring out.
From 2000 to 2013, the Caribbean island’s population declined by 200,000 people — a
trend that the Census Bureau expects to continue until at least until 2050, according to the
Pew Research Center.
The Washington-based nonpartisan think tank reported last year: “Puerto Ricans have left
the financially troubled island for the U.S. mainland this decade in their largest numbers
since the Great Migration after World War II, citing job-related reasons above all others.”
Gentrifying a country
Aiming to attract big investors via tax incentives isn’t unique to Puerto Rico. Indeed,
many cities and municipalities across the U.S. have adopted the same strategy in a bid to
grapple with their own financial woes.
In 2012, the unincorporated U.S. territory enacted the Export Services Act (Act 20) and
the Individual Investors Act (Act 22), which provide tax exemptions to encourage wealthy
individuals to move to the island. The incentives include a 0-percent tax on earnings
and profits, a 3- to 4-percent flat income tax, and a 0-percent property tax. There’s also
a 0-percent tax on dividends and interest, and a 0- to 10-percent tax on long-term capital
gains, which can be as high as 20 percent in the U.S.
The incentives are working. The rich have arrived. But the problem is that everybody else
is leaving.
“The highest beneficiary of that right now is a fella named John Paulson, a hedge fund
owner,” Nelson Denis, the former assemblyman, told MintPress.
Paulson is the infamous owner of the hedge fund Paulson & Co. He captured the public’s
fascination during the 2007 and 2008 financial crisis, when he made $15 billion in profits
by betting against American homeowners, who suffered heavy losses when the subprime
mortgage market crashed. Occupy Wall Street protesters gathered in front of his home to
show their disdain in 2011, and left him a novelty $5 billion tax refund check.
“This dude, John Paulson, is now under the aegis of Act 22 in Puerto Rico, using that law,
and he’s developing a $500 million hotel and condominium resort on Dorado Beach,” said Denis.
According to Forbes, Paulson will have invested $1.5 billion in ultra-luxury real estates
in Puerto Rico by the end of this year. These properties include the St. Regis Bahia Beach
Resort and the Condado Vanderbilt Hotel.
“So John Paulson, who profited from betting against homeowners and buying up
distressed properties in 2007, is, eight years later, doing the same thing in Puerto Rico
with almost the identical scenario!” quipped Denis.
“He gets tax preferences that other people don’t. He benefits from people that have to
leave the island, leaving their homes and businesses and whatever else behind, and buys
up distressed properties for pennies on the dollar.”
‘This is not politics, this is math’
Earlier this month, Puerto Rico defaulted on a $58 million payment it was supposed to
make to the Public Financing Corporation, a subsidiary of the Puerto Rico Government
Development Bank. It paid only $628,000 of that debt. It was the first time this has
happened in the island’s history.
The island’s governor, Alejandro García Padilla, told The New York Times in June, “The
debt is not payable. There is no other option. I would love to have an easier option. This is
not politics, this is math.”
“My administration is doing everything not to default… But we have to make the
economy grow,” he added. “If not, we will be in a death spiral.”
Roughly $11.3 billion of Puerto Rico’s $73 billion in total debt is owned by bond mutual
funds, while $15 billion of it is owned by hedge funds, according to CNNMoney. The rest,
approximately $26.5 billion, is owned mainly by Puerto Ricans and mainland Americans,
reported the financial news outlet.
This spells trouble not only for Puerto Rico but the world financial market, as well as
ordinary people on both the island and the mainland. The destructive nature of toxic debt
was made apparent in 2007, when the American subprime loan market crashed the global
economy.
According to CNNMoney, more than 20 percent of bond mutual funds own Puerto Rican
bonds. “[T]he exact numbers are 377 funds out of 1,884 United States bond mutual
funds,” the financial news agency reported in July, citing figures from Morningstar.
Ordinary Puerto Ricans are in danger as well because they own most of this debt.
“I am worried. Any Puerto Rican is worried,” said Rey J. de Leon, a Puerto Rican lawyer,
to CNNMoney.
“We have a lot of people who are seniors and they depend on the returns from those bonds
to live on a month-to-month basis,” he explained.
The path to gentrification: Self-Inflicted and historical
The island’s financial woes stem from structural aspects related to the legacy of
colonization by the United States, as well as a self-inflicted dimension related to
government administrations and the types of policies they’ve enacted, according to Ian J.
Seda-Irizarry, assistant professor of Economics at John Jay College of Criminal Justice in
New York and political advisor to the Working People’s Party of Puerto Rico.
“The government of Puerto Rico wants to continue with this model that has been obsolete
since the 1970s,” Seda-Irizarry told MintPress, referring to the fact that both current and
past administrations have resorted to treating the economy with neoliberal reforms, which
only make the situation worse.
Writing this month in Jacobin, a magazine that describes itself as the “leading voice of the
American left,” Seda-Irizarry and Heriberto Martínez-Otero described the dire straits of
the Puerto Rican economy.
They wrote:
“Per capita income in Puerto Rico is almost half that of Mississippi, the US’s poorest
state. The jobless rate is 12.6%; in West Virginia, the state with the highest unemployment
rate in the US, that number is 7.4%. Puerto Rico’s labor participation rate is around 43%,
20 points lower than in the US as a whole. Median household income is almost $7,000
less than in Detroit (and less than half of the US average). And a staggering 45% of the
population lives in poverty (compared to about 15% in the US).”
The island government has attempted to address the crisis by trying to make it a more
attractive investment destination and implementing austerity measures. This is the
economic model that Seda-Irizarry says is obsolete.
Indeed, numerous studies have shown that the time to implement austerity is during an
economic boom, not a crisis. Yet austerity is the direction Seda-Irizarry says the Puerto
Rican government is about to take. “So in that sense,” he said, “if we don’t get rid of this
political class we’re not going to move forward.”
In the past, it was pharmaceutical companies, like Pfizer, along with chemical and
electronics corporations, such as Hewlett Packard, that flocked to Puerto Rico’s tax haven,
but they did not invest in the country. When other countries around the world became
even cheaper than Puerto Rico, those companies moved on, leaving little behind.
The colonization of Puerto Rico
The island was annexed by the U.S. in 1898 following the Spanish-American War.
Hurricane San Ciriaco hit the island the following year. It was the longest-lived hurricane
in Atlantic Ocean history, lasting almost 30 days. It killed over 3,000 people in Puerto
Rico alone, and led to $20 million in damages. In short, it was devastating.
According to Stuart B. Schwartz, Chair of the Council on Latin American & Iberian
Studies at Yale University, the U.S. provided as much aid as it fit in with its political
machinations for the island, which included its state as a colonial project.
Nelson Denis agrees with this sentiment, telling MintPress that the U.S. didn’t send Puerto
Rico the relief the island wanted in order to manipulate the crisis so it could push through
policies of its own choosing without resistance on the island.
“It kind of worked perfectly into the Naomi Klein ‘Shock Doctrine.’ You [the U.S.] benefit
from this tragedy, from economic distress,” he said.
One year later, the U.S. took greater control over the island’s economic policy. It outlawed
and devalued the peso. One peso was now worth only 60 American cents.
“It was a strict, straight-up devaluation of 40 percent of their wealth,” said Denis.
Imagine, he said, what would happen if 40 percent of everybody’s wealth and property in
the mainland U.S. was eliminated while at the same time 40 percent of their debt went up.
This is what happened in Puerto Rico, he explained.
The following year, 1901, the first U.S. civilian governor of Puerto Rico, Charles Herbert
Allen, enacted the Hollander Act, which created an unprecedented set of steeply graduated
property taxes on every farm in Puerto Rico.
Then, a predatory lender, the American Colonial Bank, stepped in to give out loans to
poor Puerto Rican farmers in danger of losing their farms and livelihoods. The bank didn’t
have any usury law restrictions so it could charge whatever it wanted, explained Denis.
“They preferred people to go into default because then they could own the farms, and
that’s what happened,” he said.
“Within 20 to 30 years, 80 percent of the most arable land in Puerto Rico was owned by
North American banking syndicates, and they turned Puerto Rico into a one crop, cashcow economy, that of sugarcane.”
By 1930, only four sugarcane centrales, the main company conglomerates, owned over
half of the sugarcane lands in Puerto Rico. Those companies were Central Guanica, South
Puerto Rico, Fajardo Sugar and East Puerto Rico Sugar. Puerto Ricans were now getting
jobs on the same sugarcane fields that they had previously owned. Workers attempted to
implement a minimum wage, but the U.S. Supreme Court deemed it unconstitutional.
At that point, rank-and-file union workers started to seek help from a man named
Pedro Albizu Campos, the main figure in Denis’ book, “War Against All Puerto Ricans:
Revolution and Terror in America’s Colony.” Campos was a graduate of Harvard Law
School and president of the Puerto Rican Nationalist Party. He and his party started to win
concessions from the U.S. government, and wages rose from 75 cents a day to $1.50 a
day, according to Denis.
“That spelled the difference for a lot of families between starving and living in Puerto
Rico, so that was a great thing,” he said.
However, the U.S. began to perceive Campos as a national security threat because he
was empowering workers on the island, which didn’t sit well with sugarcane plantation
owners, especially in 1935, when the U.S. was in the midst of the Great Depression. ThenPresident Franklin Delano Roosevelt sent a new governor and chief of police to the island,
who militarized the police and started killing nationalists.
Campos himself was targeted by the FBI, attacked, and jailed for 24 years, where he was
beaten and tortured. He was released after suffering a stroke in 1964. This movement
against nationalists, like Campos, effectively destroyed aspirations for independence. It’s
also likely why there isn’t a large movement behind more radical policies for change on
the island today.
However, it is the current self-inflicted policies of austerity and an environmental crisis
that Ian J. Seda-Irizarry hopes will lead to a “social explosion” that will prompt a peopledriven movement for change on the island.
“The purpose of organizations like mine and others is to precisely connect that
inefficiency and looting of the resources of all of these administrations and their offices to
how the economy has been organized,” he said.
Seda-Irizarry, who is hoping for a more radically left party to be elected into office,
concluded: “The ground [in Puerto Rico] is fertile for things, as in many many places all
over the world.”

Fernández hizo la salvedad que su lista de los mejores 10, es de receptores que fueron
eminentemente ofensivos.Y tampoco está incluyendo por ahora, a receptores activos.
Los cuatro factores que lo llevan a incluir al boricua en el ‘Top 10’ de todos los tiempos,
es por su valor como ambidextro, por su bateo de poder, por ser un bateador oportuno
(en el ‘clutch’), y por batear con fuerza desde ambos lados del plato. También elogió la
capacidad de Posada para llevar los juegos manejando el pitcheo, algo que considera se
muestra en que si no hubiera dado el grado, una franquicia de tradición como los Yankees
no hubiera tenido paciencia con él.
Alvarado coincidió en ese sentido con Fernández.
“A veces nos dejamos llevar que si un receptor comete muchos ‘passed balls’ o que si saca
muchos corredores en las bases. Pero nos olvidamos de la importancia de tener una buena
comunicación con los lanzadores y de llevar el juego. Y esa fue una fortaleza que él tuvo
siempre”, dijo Alvarado.
Para Alvarado la mejor muestra del valor de Posada para los Yankees fue que pudo lidiar
con superestrellas del montículo entre 1998 y 2011 como Pettitte, David Cone, David
Wells, Orlando 'El Duque' Hernández, Roger Clemens, Mariano Rivera, Randy Johnson,
Kevin Brown, Mike Mussina, y muchos otros.
Cómo olvidar el juego perfecto que le recibió a Wells el 17 de mayo de 1998.
“Si vemos un catcher como Posada, que retiró solo el 28 por ciento de los corredores que
le salieron a robar base, y lo comparas con el 40 y pico por ciento de Iván Rodríguez,
pues dirás que eso es malo. Pero lo que compensa, es lo otro... cómo llevaba los juegos”,
añadió Alvarado. “Ganó cinco sortijas de Serie Mundial y es uno de los jugadores
puertorriqueños que ha estado en más playoffs”, concluyó.

Camino a la racialización y al racismo
En alguna oportunidad manifesté que al pasado de Estados Unidos se puede conceptualizarla como
la historia del racismo. Aunque dura y poco atractiva, es una caracterización precisa, especialmente
hoy cuando las bases del Partido Republicano claman a gritos el regreso de la racialización, el
separatismo y la segregación.
No es una exageración comparar a muchos republicanos que apoyan la candidatura de Donald Trump
con aquellas bases que precedieron al régimen de Adolfo Hitler o aquellas que apoyaron al régimen
dictatorial de Augusto Pinochet en Chile o al que en su momento hicieron todo lo posible la llegada
de Vladimir Putin en Rusia. Todos ellos tienen mucho parecido.
En base a los estudios del sociólogo alemán Teodoro Adorno se puede inferir que las poblaciones que
alentaron y aclamaron la llegada de estos tres líderes tenían una “personalidad autoritaria”. Los que
apoyan a Trump también sufren de este mal social.
Este tipo de personalidad no es inherente a las personas; es decir, no nacen con características
autoritarias sino que la adquieren a través de los años, por medio de la familia, los medios de
comunicación, los amigos, la educación, etc.
Históricamente este tipo de personalidad se creó en la segunda mitad del Siglo XIX, cuando surgió
un movimiento intelectual racista en Europa, el cual se expandió alrededor del mundo.
Uno de los máximos representantes de esta corriente es el filósofo inglés Hebert Spencer. Según
su punto de vista, Europa se convirtió en la cuna de la modernización y en el núcleo de grandes
descubrimientos revolucionarios en los campos de la tecnología, economía, artes, política, física,
entre otros, debido a un esquema natural de los seres (blancos) más fuertes e inteligentes de la tierra.
Los hallazgos de Spencer tuvieron aceptación alrededor del mundo, principalmente en aquellas
regiones donde los grupos minoritarios nacionales y étnicos empezaban a tener afluencia en
sociedades dominantes por la cultura Occidental.
En Europa, particularmente, en Alemania, los estudios racistas de Spencer fueron uno de los tantos
elementos que motivaron al régimen de Adolfo Hitler a un proceso de linchamiento que desembocó
en el Holocausto durante la Segunda Guerra Mundial. Más de seis millones de judíos perecieron en
campos de concentración Nazi por el simple hecho de ser considerado de “raza” inferior.
En Estados Unidos produjo un movimiento social racista que estableció la segregación institucional
en el sector público y privado. Las escuelas, centros comerciales, restaurantes, buses, lugares de
trabajo, fueron divididas legalmente de acuerdo al origen étnico de las personas. Es decir, una
persona de color –afroamericana, latina o asiática— no tenía el derecho de hacer uso de los baños
públicos asignados específicamente al grupo mayoritario euro-norteamericano.
En consecuencia, en el mundo de Spencer existía una jerarquía social en base a los potenciales
naturales de las personas. En la cima se ubicaban las poblaciones occidentales de Europa, mientras
que en el fondo estaban los afroamericanos. El resto de las “razas”, dependiendo en el color de la
piel y de sus supuestas capacidades cognitivas, se encontraban en el medio.
Hoy está misma filosofía está de moda con el movimiento que apoya a Donald Trump. Toda esta
gente, tal como lo mencionó Teodoro Adorno, tiene una personalidad autoritaria y claman por la
llegada de gobernantes fascistas y racistas.
Lo interesante es que vivimos en una sociedad democrática. Todos podemos votar y elegir a nuestros
gobernantes. Por lo tanto es muy importante registrarse y especialmente votar por aquellas personas
creyentes en la diversidad y el gobierno incluyente.

también estar firmemente anclado en un entendimiento de nuestro entorno global y de las
transformaciones que en él ocurren".
Para enfatizar su llamado recuerdan que cuando el Premio Nobel en Economía, Joseph Stiglitz, visitó
Puerto Rico, recomendó que no desperdiciáramos la crisis por la que estamos pasando.
"Tiene razón Stiglitz, de las crisis surgen las transformaciones necesarias. Para muestra no hay nada
más que ver la historia. De la Gran Depresión de los años treinta, en los Estados Unidos, surgió lo
que es aún hoy una nueva manera de gobernar y de afrontar los problemas sociales y económicos. Lo
mismo podría decirse de otros países en Europa, Asia y aún en nuestra América, donde las grandes
transformaciones surgieron de crisis profundas", afirman.
Destacan, por otro lado, que la crisis que vive Puerto Rico no es solamente fiscal y económica.
"Peores la crisis de visión que hemos padecido por décadas. Sin una visión del futuro que queríamos
como sociedad, fuimos ajustándonos al deterioro con medidas que lejos de movernos a una
transformación renovadora, la pospusieron y los problemas que nos han aquejado desde hace tiempo
empeoraron", afirman.
Proponen Borschow y Villamil que lo primero que hay que hacer y lo más necesario es reconocer
que el modelo vigente de conducir la sociedad y atender los problemas económicos y sociales ya no
responde a las nuevas realidades locales y globales.
"Necesitamos un nuevo modelo que incorpore, no solamente versiones oficialistas de nuestro futuro,
sino que recoja el sentir de una Sociedad Civil resurgente y lo haga parte integral de una nueva
visión. En efecto, que sea capaz de delinear un modelo de sociedad que nos permita exitosamente
aprovechar las oportunidades económicas que tenemos ante nosotros en el siglo XXI", sostienen.
"Lo logramos a través del fomento de las exportaciones industriales, de tecnología y de servicios
innovadores, y el desarrollo de Puerto Rico como destino para el mundo, a la vez que propicie la sana
convivencia resultado de una sociedad incluyente, en que todos somos responsables por su devenir",
abundan en su enfoque.
Señalan, por otro lado, que "para lograr esa visión, es imprescindible contar con leyes, reglamentos
y organizaciones en el Estado que sean funcionales con las necesidades de la sociedad. Pero también
es necesario cambiar la cultura social, que es lo que define como actuamos, como respondemos a los
retos y como estructuramos las soluciones".
"No podemos ser exitosos en la transformación de nuestra economía y nuestra sociedad con las
mismas estructuras, procesos y cultura social, económica y política que se engendraron en el
contexto de una realidad quey a sale de escena. Tenemos que transformar la cultura del crecimiento
en la cultura de la sostenibilidad, sobretodo social", agregan.
Asimismo, recalcaron que el país necesita principios guía que nos ayuden a organizar los esfuerzos
de transformación. "En lo económico, es imprescindible que Puerto Rico parta de un entendimiento
de las oportunidades que ofrece el entorno global. Podemos llamarle al proceso de aprovechar dichas
oportunidades, la exportación siglo XXI o la economía del visitante, que no solo se trata de recibir
personas del resto del mundo a través del turismo, sino que nos lleve a ser parte de las tendencias
globales en la tecnología, que inserte nuestra cultura y nuestras empresas en el escenario global.
Podemos ser nuevamente un modelo para el mundo, ahora por nuestra capacidad de gobernar de
manera incluyente y por ser jugadores efectivos en dicho escenario".
Al definir el tipo de desarrollo que debe buscar el país citan a otro premio nobel, A, K. Sen, quién
lo describe como "el proceso de expandir las oportunidades económicas, la libertad individual, el
acceso a los servicios sociales, la seguridad y la transparencia."
"Está implícito en esta definición que el desarrollo espara todos – reducir la desigualdad y aumentar
la movilidad social deben ser prioridades – pero, igualmente, queda claro que fomentarlo es
responsabilidad de todos", sostienen.
El llamado final exhorta al país a no dejar pasar este momento para realizar los cambios que necesita
nuestra sociedad.
"Aprovechemos esta crisis para forjar una nueva visión, ambiciosa y transformadora para Puerto
Rico. Creemos juntos una sociedad integradora y no excluyente para asumir nuestro rol en el
mundo", concluyen.
